How Russian Special Forces Are Shaping the Fight in Syria: Can the US Policy on Syria Be Gauged by Their Success?

During the fight for Palmyra, Islamic State of Iraq and Greater Syria (ISIS) took a photo (above) from the cellphone of a Russian spetsnaz officer reportedly killed in combat and posted it on the internet, apparently attempt to shame Russian forces fighting in Syria or claim some type victory. Instead, by posting the photo, they gave the whole world a glimpse of a few of the courageous Russians who have been gallantly fighting the scourge of ISIS. At Palmyra, Russia was seen fulfilling its promise to defeat ISIS and support Assad.

According to a March 29, 2016 Washington Post article entitled, “How Russian Special Forces Are Shaping the Fight In Syria,” Russian special forces (spetsnaz) operating on the front have remained mostly out of the public eye, but with the seizure of Palmyra in the Eastern Homs Province that is no longer the case. The article asserts Russian spetsnaz have come to the forefront of Russia’s Syria narrative because the battle for Palmyra plays into the rhetoric that Russia intervened to fight the Islamic State of Iraq and Greater Syria (ISIS). Chris Kozak, an analyst at the Institute for the Study of War was quoted in the articleas saying involvement of spetsnaz in Palmyra “looks great.” He further stated, “. . . their involvement against opposition groups in Aleppo or Latakia doesn’t fit the narrative.” TheWashington Post reports it is unclear when Russian spetsnaz began operations in Syria, though prior to Russia’s intervention there, Russian troops had long helped advise and train Syrian forces. Michael Kofman, an analyst focused on Russian military operations at the Washington think tank, the Center Naval Analyses (CNA), told the Washington Post that Russia operates several spetsnaz units in Syria, to include Zaslon, KSO, and detachments of reconnaissance teams. Zaslon is a special purpose group of the Sluzhba Vneshney Razvedki(Foreign Intelligence Service) or SVR made up from former spetsnaz troops. For some time, Zaslon has been in Syria providing support for Russian military and diplomatic personnel and standing ready to extract people, documents, or technologies Russia would not want to lose if Syrian Arab Republic President Bashar al-Assad’s regime began to collapse. KSO or Special Operations Forces Command is the Russian Federation’s equivalent to the US Joint Special Operations Command.

As it was explained in November 30, 2015 greatcharlie.com post entitled “Russia Plays Down Idea of Coalition with West to Strike ISIS in Syria; An Agreement IS Needed on Assad,” use of special purpose forces, spetsnaz, would likely be critical to the Russian effort. Spetsnaz can advise Russian allies, locate and designate targets for air strikes, and engage in direct action against ISIS to include locating and killing specific Islamic State of Iraq and Greater Syria (ISIS) leaders and conducting raids and ambushes against ISIS units. Kofman says, “Russian special forces are doing a lot of the targeting for Russian airstrikes and a lot of advising for the Syrians.” He said they also provide most of the intelligence on the ground for Russian airpower and help run Syrian operations. Spetsnaz appear to be participating in combat alongside Syrian troops at the tactical level. Kofman told the Washington Post that spetsnaz and advisers on the front line have helped Syrian troops and Assad’s allies consolidate gains and take ground, despite the hype surrounding the detachment of Russian aircraft in the country. He called them the glue that is helping the Syrians fight as a much more capable army.

Dum tempus habemus, operemur bonum. (While we have the time, let us do good.) The massive presence of ISIS in Syria created a predicament for both the Assad regime and the Syrian Opposition. ISIS was eventually recognized internationally as a bloody, murderous terrorist organization, murdering military prisoners, foreign hostages, and innocent civilians. Although the Assad regime supported by Russia and the Syrian Opposition was supported by US, and work was being done on the margins, neither superpower appeared willing or able to do what is necessary to support their Syrian beneficiaries. That all changed in September 2015, when Russia, following Iran, intervened militarily support to Assad. Many worldwide discovered for the first-time that Russia, just as the US, has very capable airpower assets and special forces.  US President Barack Obama stated on October 2, 2015: “An attempt by Russia and Iran to prop up Assad and try to pacify the population is just going to get them stuck in a quagmire and it won’t work.” Yet, absent a robust US effort with the Syrian Opposition to counter Putin’s move, Russia and its allies found themselves with room for some real open field running in Syria. Indeed, Russia has been on the move, propelling Iranian, Iranian-led, and Syrian forces forward rapidly. The success of spetsnaz units and other Russian forces in Syria has pressed the US to try to mitigate the damage of the prospective “loss” of Syria and failed policy of containing Assad until he could be removed at the negotiation table. The success of spetsnaz provides an interesting measure to gauge the collapse of that policy on the ground.

The Russian state media highly publicized the return of Russian Federation Air Force jets from Syria after Putin’s surprise withdrawal order on March 14, 2016. A percentage of Russian Federation forces were withdrawn. However, Putin had no intentions of abandoning Assad. What occurred at Palmyra should have served to dispel such rumors. The “Syrian Express”, the nickname given to the ships that have kept Russian Federation forces supplied in Syria, shipped more equipment and supplies to the Russian naval base at Tartus in the two weeks following Putin’s withdrawal announcement than it had two weeks prior.

Russia Goes In

Russian Federation forces entered Syria under the leadership of Russian Federation Army Colonel General Aleksandr Dvornikov in September 2015. Dvornikov formerly held the post of First Deputy Chief of Staff of the Central Military District. Supposedly few in Moscow knew Dvornikov had been assigned to Syria and details of combat operations developed and executed under his command remain classified. In an official interview withRossiyskaya Gazeta in March 23, 2016, Dvornikov explained the situation facing his Russian Military Group in Syria upon arrival in-country as follows: “The terrorists who numbered more than 60,000 occupied around 70 percent of territory of Syria. Gangs had seized control of the major cities of Idlib. Palmyra, and Raqqa. The terrorists controlled a large part of the suburbs of Homs and Damascus, conducted large scale offensives in the province of Latakia and were preparing to surround and capture Aleppo. And the key Damascus-Aleppo highway, joining the south and north of the country, was under constant threat of blockade by the militants. On top of that, the government troops were exhausted after 4 years of hostilities and were holding off the terrorist offensives with great difficulty. The population was leaving the country en masse.” In addition to gloomy Russian assessments, alarms were sounded by Russia’s ally Iran. Allegedly from July 24, 2015 to July 26, 2015, Iranian Revolutionary Guards Corps (IRGC)-Quds Force (special forces) Commander, General (Sarlashkar) Qassem Suleimani held numerous meetings in Moscow. More importantly, Suleimani met with Putin and Russian Federation Defense Minister Sergei Shoigu.According to accounts of the meeting in Reuters, Suleimani outlined the Assad regime’s crumbling situation in Syria. He explained that Syrian Opposition forces were advancing toward the coast, threatening the heartland of Assad’s Alawite sect and endangering Tartus, where Russia maintains its only Mediterranean naval base. This reportedly alarmed the Russians who already understood matters were in steep decline militarily for the Assad regime. Suleimani then placed a map of Syria on the table and explained why there was still time to reverse the situation. Ratio et consilium propriae ducis arte. After Russian Federation forces began operations in Syria, there was a change compared with things antecedent on the ground. In his Rossiyskaya Gazeta interview, Dvornikov outlined advances made by Russian, Iranian and Syrian forces: “Taking control of key regions of the northeast of the province of Aleppo seriously affected the militants’ supply lines and the transfer of reinforcements from Turkey through the corridor between Jarabulus and Azaz. This created the conditions for the crushing defeat of ISIS to the north of Aleppo. What do we have now? We have the liberation of the Kuweires airbase as well as a number of settlements that had been under terrorist control for more than three years. The militants have been completely driven out of the province of Latakia. Coastal areas, in which a significant part of the population of Syria is concentrated, have been cleansed of the terrorists.” With regard to the Hama, Homs, and Damascus provinces, Dvornikov toldRossiyskaya Gazeta: “These provinces are located in the central part of the country. And, for the most part they have been cleared of illegal armed groups. Now a most active process of reconciliation is going on there. From a military point of view, it is very important that the major roads in Syria are under the control of government forces. Generally speaking, during the military operation, Syrian troops—with air support—liberated 400 populated areas. The potential of terrorist groups was halved, they lost the initiative and the territory controlled by them was reduced by 10,000 square kilometers.” Per ardua, ad astra. Dvornikov revealed in an interview that Palmyra’s capture would open up the road to Raqqa and Deir Ezzor, create conditions for reaching and controlling the border with Iraq, and re-establish control over three large oil and gas fields which had previously served as a source of income for ISIS.

The Palmyra Battle

The total number of troops involved in the fight for Palmyra from the Russian, Iranian, Iranian-led, and Syrian coalition of forces was over 5000. Chief of the General Staff of the Armed Forces of the Russian Federation, General of the Army Valery Gerasimov has been diligent in the deployment of forces to Syria, maintaining a sizeable, capable reserve for operations elsewhere. Russian Federation forces have been deployed economically, to avoid being bogged down in support of its allies, but also to ensure ISIS could be destroyed and prevented from relocating and resurrecting itself. Russia deployed significant numbers of ground forces to work in coordination with air assets. Russian units operating TOS-1 and BM-30 Smerch heavy multiple rocket launcher systems as well as Mi-24 Hind helicopter gunships were utilized in support of operations to retake Palmyra.

The Russian state media highly publicized the return of planes from Syria after Putin’s surprise withdrawal order on March 14, 2016. It was not a hoax. Russian Federation forces were withdrawn however, as analysts informed AFP, the withdrawal was very limited, with estimates ranging between 10 and 25 percent of its forces in Syria. However, Russian activity seemed to have increased. Reuters reports the “Syrian Express,” the nickname given to the ships that have kept Russian forces supplied via the Black Sea Russian port of Novorossiysk to the Russian naval base at Tartus, has shipped more equipment and supplies to Syria in the two weeks following Putin’s withdrawal announcement than it had two weeks prior. Just before the assault on Palmyra, Russia publicly admitted, for the first time since it launched operations in Syria in September 2015 that spetsnaz were on the ground as part of the offensive.

Spetsnaz units have locating and designating ISIS targets for airstrikes in advance of contact with them by Russian, Iranian, Iranian-led, and Syrian ground forces. Russian attack helicopters, as well as spetsnaz serving as sharpshooters, serve as over watch for forces Russian allies, ensuring that even small, unorganized bands of fighters of ISIS would not be able to engage in independent actions to disrupt the ground operations. Dvornikov explained: “. . . Two thousand terrorists, originally coming from the Russian Federation—were destroyed on Syrian territory. Of these, 17 were field commanders.” By targeting Russian members of Islamic militant groups in Syria, Russian forces contributed immensely to the safety and security of their country and its citizens and the international effort against those Islamic militant groups as well. Chief of the Armed Forces General Staff of the Russian Federation, Valery Gerasimov on March 28, 2016 said Palmyra was “liberated thanks to the support of Russia’s air force and special operations forces.”

Offering an example of the type of fighting in which Russian forces have been engaged, a Russian spetsnaz officer, Aleksandr Prokhorenko, was killed while directing airstrikes upon himself when surrounded by ISIS fighters near Palmyra according to the Russian military on March 24, 3016. (He reportedly had been working in Syria for just a week.) ISIS took a photo allegedly from his cellphone and posted it on the internet in an apparent attempt to shame Russian forces fighting in Syria or claim some type victory. (The causality is really unknown. The thinking behind ISIS decisions is hard to decipher.) Instead, by posting the photo, the world was given a glimpse of a few of the courageous Russians who have been fighting gallantly against the scourge of ISIS in Syria. Certainly, most people in the world are united in thinking ISIS must be destroyed. Quem metuit quisque perisse cupit. (Everyone wishes that the man whom he fears would perish.)

Iran’s Supreme Leader Ayatollah Ali Khamenei appointed Iranian Revolutionary Guards Corps (IRGC) Brigadier General (Sartip-e Yekom) Mohammad Jafar Assadi (above) as the IRGC commander in Syria. Russian-Iranian military cooperation on Syria was established in July 2015. Iran has deployed several thousand (IRGC)-Quds Force (special forces) officers and advisers to Syria, mobilized pro-Assad shabihas (militias) into the National Defense Forces to fight alongside the Syrian Armed Forces, and brought in Shi’a volunteer brigades from Iraq and Afghanistan, and Hezbollah units from Lebanon.

Concerning Syrian forces, many of them, to include nearly 1000 Syrian Marines and National Defense Forces militiamen, were brought up to Palmyra from Latakia, Aleppo, Qunetta Provinces. This movement of troops was enabled by the “cessation of hostilities” that began on February 27, 2016 that stemmed from the Geneva III Peace Talks on Syria.Those forces linked-up with hundreds of fighters from Lebanese Hezbollah, Iraqi Shi’a militias, and even Afghan Shi’a Liwa al-Fatimiyoun. Iran deployed the IRGC to support coalition forces in the operation. Russian-Iranian military cooperation on Syria came into effect via an agreement in July 2015. Both countries agreed to inject support into the Syrian Armed Forces to counter Assad’s accelerating losses. Joint operations rooms have been set up to bring the allies together, along with the Iraqi Government, which is supportive of Iran’s actions in Syria. (One joint operations room is in Damascus and another is in Baghdad.) Iran, itself, had already deployed several thousand Iranian Revolutionary Guard Corps (IRGC)-Quds Force (special forces) officers and advisers to Syria. They have mobilized pro-Assad shabihas (militias) into the 70,000 strong National Defense Forces, to fight alongside the Syrian Armed Forces, brought in Shia volunteer brigades from Iraq and Afghanistan, and Hezbollah fighters from Lebanon. Many IRGC officers and advisers have been killed fighting alongside their allies in Syria. After a meeting in Tehran between Putin and Iran’s Supreme Leader, the Ayatollah Ali Khamenei on November 23, 2015, the decision was made to step up coordination between the two countries on Syria. A senior Iranian official told Reuters, “What was agreed was Iran and Russia would pursue one policy which will benefit Tehran, Moscow, and Damascus.” Reportedly, Khamenei appointed IRGC Brigadier General (Sartip-e Yekom) Mohammad Jafar Assadi as the IRGC commander in Syria. He is known as Abu Ahmad in Syria.

Large deliveries of Russian heavy artillery and multiple launch rocket systems also had an impact on the frontlines of the Syrian Army, Hezbollah, and the Shia militias. That equipment included: 152-milimeter MTSA-B guns, BM-27 Uragan and BM-30 Smerch rocket launchers, and TOS-1A Solnitsa rocket launchers.

The offensive proceeded as a three pronged frontal assault similar to previous regime directed operations against Palmyra in the Eastern Homs Province, displaying little to none of the sophisticated operational design that characterized the recent campaign in Aleppo Province. Dvornikov explained in his Rossiyskaya Gazeta interview that the capture of Palmyra would “open up the road to (IS strongholds) Raqqa and Deir Ezzor and create conditions for reaching and taking control of the border with Iraq.” Syria’s military on Sunday also confirmed that the battle for Raqqa—the de facto capital of the jihadists—is the plan. Dvornikov also noted that “control was re-established over three large oil and gas fields, which had previously served as a source of income for the terrorists.” As important, a barrier has been created for several critical regime-held oil and natural gas fields that provide electricity to Western Syria. Further, ISIS’ ability to project force into Western Syria from the Euphrates River Valley was reduced.

Russian, Iranian, Iranian-led, and Syrian forces have not been holding on anywhere. After Palmyra, they pushed onward toward Deir Ezzor province, an Islamic state bastion. They also pushed toward the so-called capital of the Islamic Caliphate, Raqqa, and other ISIS-held towns along the way.

Possibilities: Battle of Annihilation?

Despite laying mines and setting booby traps for advancing Russian-led forces, it seems learning how to retreat has been a difficult experience for ISIS. One might have expected counterattacks to cover its withdrawal. Assad regime troops have not been holding on anywhere and after Palmyra, they pushed onward toward Deir Ezzor province, an Islamic State bastion. They also pushed toward the so-called capital of the Islamic Caliphate, Raqqa, and other ISIS-held towns along the way. The day following Palmyra’s capture, aSyrian military source said “The army was concentrated around Al-Qurayatayn.”

Russian, Iranian, and Syrian military planners and commanders, of what is essentially a Russian-led coalition, must recognize that beyond Palmyra, fights with ISIS could become more intense as ISIS fighters observe their so-called Islamic Caliphate being reduced. This may be especially true for the battles of Deir Ezzor and Raqqa.  ISIS fighters will be desperate to hold on to their Caliphate and demonstrate their will to resist and the capabilities of their group knowing the world would watching. The effects of such intensified efforts must be mitigated.

Russian air assets, along with air assets of its allies, should engage in a feeding-frenzy against ISIS. ISIS fighting positions in front of the Russian allies must continue to be degraded with close air support as well as unrelenting artillery onslaughts. ISIS fighters must face certain death if they hold their positions or be killed or captured once driven out of their positions. In tandem with the hot pursuit of ISIS by Russian and allied forces on the ground, airstrikes could support efforts to divert fighters of destroyed or displaced ISIS units away from their lines to locations where “kill zones” could be established. The attrition rate of ISIS should be increased by having aerial platforms that allow for stand-off attacks with anti-personnel weapons remain in near 24-hour use on targeted defenses and targets of opportunity such as isolated ISIS units in the desert.

The tempo and volume of Russian air strikes targeting ISIS leaders—and other rogue Islamic militant groups when identified—should be increased exponentially. Command centers and any gathering places of ISIS leaders, must not be allowed to exist. If possible, they should be struck simultaneously to throw the groups into chaos and confusion and make it very difficult for them to regenerate. Locations hit by airstrikes where ISIS might attempt to recover anything equipment or gear must be hit again to halt those recovery efforts. The communications of ISIS should be either destroyed or disrupted by other technical means permanently destroying any surviving leaders’ abilities to control over their units. Known and suspected assembly areas and rally points for ISIS units must be attacked from the air. In units left rudderless, acting without coordination, hopefully unit cohesion will begin to suffer, and they will lose their effectiveness completely. Small unit leaders should be left with the choice to allow their fighters to die in place or make a dash for the Euphrates, where along with other units, they should be consumed through a coordinated plan by Russian, Iranian, Iranian-led, and Syrian forces for annihilating any last ditch defense. Life should be made unlivable for ISIS in Syria.

Russian air assets could support raids and ambushes by spetsnaz units. Spetsnaz units should be issued portable GShG-7.62 rotary machine guns to give them the capability to kill ISIS fighters at a high rate in kill zones, raids, and ambushes as well as destroy any ISIS counterattacks. Spetsnaz units will likely need to operate vigorously at night when ISIS fighters might try to conceal movement. As directed by Moscow, individual spetsnaz units, in a special reconnaissance role, could continue to go into ISIS controlled areas, locate, and kill specific ISIS fighters from Russia, or when directed, take prisoners. Some spetsnaz must be dedicated to fighting other Islamic militant groups in Syria such as the Al-Qaeda affiliated Jabhat al-Nusra.

Russian, Iranian, and Syrian military planners and commanders likely recognize that beyond Palmyra, fights with ISIS could become more intense, as ISIS fighters observe their so-called Islamic Caliphate being reduced. This may be especially true for the battles of Deir Ezzor and Raqqa.   ISIS fighters will be desperate to hold on to their Caliphate and demonstrate the capabilities and will of their terrorist group. The effects of such intensified efforts must be mitigated.

Caliphate Redoubt in Syria?

Six months after US and United Kingdom forces landed in Normandy in June 1944 during World War II, it was thought by senior German military commanders and hypothesized by Allied military planners that the Nazi government would be moved to a mountainous area of southern Germany and Austria. From there, a determined force could hold out for some time, complicating the situation for any occupying force in Germany. Allied planners referred to that area hypothetical defensive zone as the National Redoubt. It was discussed among German military planners as the Alpenfestung. While the idea of the Alpenfestung was investigated, it was never created. Instead, rumors were deliberately spread by a special unit set up by the German Minister for Propaganda, Joseph Goebbels to keep a redoubt idea alive. Yet, not being complacent, Allied military commanders ordered bombing raids to reduce locations that would be critical to operating the redoubt. It is difficult to say what ISIS leaders would do if Raqqa and Deir Ezzor fell. While there are no mountain ranges on the line of march of Russia and its allies to set up an Islamic Caliphate redoubt in Syria as imposing as the one conjured up by both sides in Germany, luck might have it that Iraqi military commanders in ISIS might try to set up a “line of death” east of Deir Ezzor along the Khabur and Euphrates Rivers, and Syria’s border with Iraq. The goal of that theoretical defensive line would be to forestall the ultimate collapse of the Islamic Caliphate in Syria and to inflict as many casualties among Russian-led forces as possible with a suicide defense. Real luck would come if reinforcements were rushed in where available in Iraq. (Though, US-led, and Iranian-led, forces have caused ISIS inside Iraq considerable problems, making any effort to move units from there to reinforce a redoubt in Syria dubious.) If Russian-led forces observe a redoubt being formed, it would present them with the opportunity to deal a tremendous blow against ISIS from which it would never recover. With overwhelming firepower, using every means of combat support and reconnaissance and surveillance for targeting available, the entire ISIS force could be annihilated. All ISIS commanders, planners and fighters in the defense would need to be destroyed much as near entire Japanese forces were destroyed following island battles in the Pacific during World War II. The Way Forward

When Putin went into Syria in September 2015, he did so not only to fight ISIS, but to “stabilize the legitimate authority” of Assad. To that extent, he wanted to defeat ISIS or, at a minimum, reduce its presence in Syria to a size and strength incapable of forcing Assad from power, nor subsidize efforts of the Syrian Opposition Movement to maneuver with US and EU assistance to undercut Assad. So far in Syria, Putin has effectively left no doubt with the Russian people, but also the world, that he is a leader who is able to respond effectively to security issues and that Russia is a global power. The ejection of ISIS from Palmyra was a major achievement on top of all of its success in Syria. Russia was seen fulfilling its promise of defeating ISIS and supporting Assad. News of the event has garnered unenthused recognition from the Washington and European capitals.

Ad mores natura damnatos fixa et mutari nescia. (Human nature ever reverts to its depraved courses, fixed and immutable.) Some might speculate that Putin may choose to forestall backing the attacks on Raqqa and Deir Ezzor as the UN Talks in Geneva may reach a result that would keep Assad in power and serve Russia’s interest. However, Putin’s decision making manifests a sense of pessimism regarding human nature. Interactions with the West have been a struggle, Russia is still being sanctioned over Ukraine. Putin most likely expects to encounter some machinations from Western capitals that would cause Russia’s interests to be subordinated by their own. He very likely felt he had encountered something of that nature during UN Talks on Syria in Vienna on November 14, 2015 when Kerry is said to have proposed allowing all Syrians, “including members of the diaspora,” participate in the national elections. Kerry seemed to be betting that if Syrians around the world participated in the vote, Assad would never be able to remain in office. In part to counter such moves, Putin has sought to significantly shape the situation on the ground by supporting the combat operations of Syrian Armed Forces along with forces Iran has brought to, or organized in, Syria. Once all of Russia’s goals on the ground are achieved, Putin would seek to finalize some political arrangement for Syria. What may be shaping up is a race by the US-led and Russian-led anti-ISIS camps to take Raqqa and to establish their will in Syria.

The Pivot to Asia: The Policy Shift That Called Putin’s Attention to Europe’s Unlocked Doors

For the administration of US President Barack Obama, the reset with Russia was a major foreign policy initiative. For three years, a business-like tenor existed in relations, making the administration comfortable enough in 2011 to turn its attention toward Asia under what it called the “pivot to Asia.” Its hopes were dashed when Vladimir Putin returned as Russian Federation president in 2012, seeking to restore Russia’s power and influence. Soon after, there were numerous disagreements between Obama and Putin particularly over Europe. Relations deteriorated, and Europe again faced a threat from Russia.

What is most noticeable about US-Russia relations today is the uncongenial relationship between US President Barack Obama and Russian Federation President Vladimir Putin. While that relationship may seem in perpetual retrograde, there initially was real potential for positive ties and real progress on a variety of issues if the interests of both countries were considered. The Obama administration approached Russia with the idea that the relationship between the two countries could be “reset.” The reset with Russia was one of the administration’s major foreign policy initiatives. Relations with Russian Federation President Dimitry Medvedev were positive. For three years, a relatively smooth and business-like tenor existed in relations with Russia. That contrasted with the contentious relations that followed the Georgian War in 2008 while Putin served as president. It boded well for Obama’s legacy over which White House officials publicly admitted being absorbed. With its Russia policy on track, the administration was comfortable enough to turn toward an even greater priority at the end of 2011 which was referred to as the “pivot to Asia.” Then US Secretary of State Hillary Clinton explained it all in an edifying discourse in the October 11, 2011 edition of Foreign Policy magazine.

In her essay entitled “America’s Pacific Century,” Clinton wrote: “In the next ten years, we need to be smart and systematic about where we invest time and energy, so that we put ourselves in the best position to sustain our leadership, secure our interests, and advance our values. One of most important tasks of American statecraft over the next decade will therefore be to lock in a substantially increased investment—diplomatic, economic, strategic, and otherwise—in the Asia Pacific region.” Bringing to memory the historic US commitment to Europe after World War II, Clinton declared: “At a time when the [Asia-Pacific] region is building a more mature security and economic architecture to promote stability and prosperity, [the] U.S. commitment there is essential. It will help build that architecture and pay dividends for continued American leadership well into this century, just as our post-World War II commitment to building a comprehensive and lasting transatlantic network of institutions and relationships has paid off many times over—and continues to do so. The time has come for the United States to make similar investments as a Pacific power, a strategic course set by President Barack Obama from the outset of his administration and one that is already yielding benefits.” The administration’s plans were ambitious and admirable, but its hopes for a benign pivot to Asia were soon dashed. Europe once again faced a threat from Russia. There were numerous actions and reactions by Obama and Putin particularly concerning Europe. Relations deteriorated. Omnia iam fient quae posse negabam! (Everything which I used to say could not happen, will happen now!)

Candidates in the 2016 US Presidential Campaign, perhaps already considering how to deal with Putin and formulating policy approaches for Russia for their possible administrations, should get beyond us-them simplicities and avoid conceptualizing prospective relations solely on where they are at this moment in time. Rather, the course of the collapse of US-Russia relations and how to repair, and avoid, policy missteps witnessed over the past eight years should be anatomized. Part of that process would entail fully understanding those mistakes. Some of them are reviewed here. Further, it is important to genuinely understand the thinking of Putin and his advisers on Russia’s relations with the US. A truncated analysis, in the abstract, of such thinking inside the Kremlin is also presented here.

Igniting Putin: A New Russian Threat Excites Europe

From 1945 to 1989, US geo-strategists assessed that if a new world war were to occur, the battleground would be Europe. However, in the first term of the Obama administration, it was assessed that Europe had become more tranquil. There was a crisis in the eurozone, but Europe remained the most prosperous and peaceful parts of the world. The threat from China was the new focus of geo-strategists. That threat was ostensibly the underlying rationale for the pivot to Asia. In Europe, the announcement of the pivot to Asia was greeted with ambivalence, even alarm. The Europeans understood the renewed commitment to Asia would come at their expense. Obama administration officials tried to prove that was not the case at the time. However, with planned defense cuts of $500 billion over the next decade and the expressed intent to avoid reducing expenditures in Asia, Europe would be the only place to make cuts. The costs were conceivably higher given the possibility budgetary pressures would increase. Key defense commitments in Europe at the time included a missile defense system being developed with a possible nuclear Iran in mind. The administration had already announced that it intends to withdraw two of the four US Army brigades deployed to Europe—with overall military spending on Europe set to decline by 15 percent. Yet, US Army units stationed in Germany were considered in the context of rotations to the Middle East or Africa, not combat in Europe. There remained the potential threat of a breakdown in relations with Russia which would put Europe’s security at risk, but it was practically considered de minimus, negligible. The Obama administration considered the possibility that if Putin returned to Russia’s presidency, he would seek to exert pressure against the West where and when he felt it would pay dividends. It is unlikely the administration foresaw things would go so badly.

Obama was at ease with Medvedev. He went as far as to declare a new era between the two former Cold War adversaries existed. He seemed to measure all possibilities on relations with Russia on his interactions with him. However, maintaining a constructive relationship with the Russian leader is not a personal matter; it is part of the business of being president. Both the US and Russia possess the unique and mutual capability to annihilate one another, and the world, with their nuclear arsenals. Talks between the leaders of the two countries build confidence, eliminate ambiguities about positions, and prevent guessing over actions, intentions, and motives. Talks allow leaders to “clear the air” regarding any personal concerns they had within their own high-level relationship. A strong personal bond between leaders can develop, but it is not essential. When Putin began his third term as Russia’s president on May 7, 2012, the low yield of the reset and the underestimation of Russia as a potential threat became apparent. Putin returned to the Kremlin on a mission to restore Russia’s global power and influence. He was not interested in anything that might diminish or prevent that effort. Perhaps as a consequence of that, old ills that were part of US-Russian relations began to resurface, and new ones arose with frequency. Among them were: Putin’s decision to allow US National Security Agency whistleblower Edward Snowden to reside in Russia; ongoing espionage efforts between Russia and the US, including the activities of Sluzhba Vneshney Razvedki (Foreign Intelligence Service) or SVR officer Anna Chapman and other Russian “illegals” captured by the Federal Bureau of Investigation in 2010, and the allegations of US spying on Russia revealed by Snowden and Wikileaks; and the US admonishment of Russia on human rights issues. Putin fumed over Operation Unified Protector, during which multinational forces including the US, were placed under NATO command and imposed a no-fly zone and destroyed government forces loyal to then-Libyan President Muammar Gaddafi. Putin felt NATO-led forces went beyond UN Security Council Resolution 1973’s mandate by helping local forces overthrow Gaddafi. Gaddafi, who had been a friend of the Soviet Union and Russia, was killed. The world saw how poor the relationship between Obama and Putin was after observing their body language when they met in Northern Ireland on June 17, 2013.

He believes the US has taken a foreign policy course aimed at holding on to US leadership in the world by means of the strategic containment of the growing influence of the Russian Federation and other centers of power.

How Relations with Putin Went Wrong Way

Perhaps the administration did not fully grasp just how poorly things were going with Putin. The Obama administration was confident enough to push agendas for nuclear arms reductions with Russia and EU and NATO expansion in Europe just as the administration of US President George W. Bush, his predecessor had. The administration referred to its effort to attain further nuclear arms cuts before leaving office as a “signature effort.” The reduction of nuclear forces and reductions in conventional forces have been issues US and Russian leaders have dealt with for decades, but Obama was not going to resolve any nuclear issues with Putin. Russia’s strategic nuclear forces are not a mere policy issue or bargaining chip for Putin, but a means of survival for Russia. Putin had no intentions of acceding to proposals for deep cuts in its nuclear arsenal repeatedly sent to Moscow by the administration. It was at this point in 2013 that relations with Putin and Russia truly began to collapse, falling to a very low point when the Obama administration cancelled a September summit meeting between Obama and Putin. The cancellation was in retaliation over Putin’s decision to reject the administration’s nuclear proposals. Administration officials lamented that Putin’s decision ended the president’s “signature effort to transform Russian-American relations and potentially dooming his aspirations for further nuclear arms cuts before leaving office.”

There were other very public affronts. The next year, during preparation for the 2014 Winter Olympic Games in Sochi, there was a constant drum beat of doubt expressed by US security experts on the capability of the Russian security services to protect Sochi from terrorism. A leader’s public declaration of his decision not to attend has practically been a tradition among US and Russian leaders during a period of disagreement in international affairs. In addition to the Olympics, Obama would later decide not to attend the 2015 Moscow Victory Day Parade commemorating the 70th anniversary of Nazi Germany’s surrender to the Allies, ending World War II in Europe. The celebration, hosted by Putin, was a time to recall the legacy of cooperation established during the war and a real example of what US-Russian cooperation could be in a common cause. It offered a chance for Obama to privately address his dispute with Putin. It was the best time for him to say that as with the alliance between their countries in World War II, relations between their countries now were important, bigger than both of them. Attending would have required Obama, as Rudyard Kipling would say, to “bite the bullet,” in terms of personal pride, but not in terms of his role as US president. By being absent, that day became one more reminder of the two leaders differences and their uncongenial relationship. Occasio aegre offertur, facile amittitur. (Opportunity is offered with difficulty, lost with ease.)

Between those years, the US and EU took Putin to task for his annexation of the Crimea. Harsh sanctions were levied and Russia was cast out of the Group of 8 industrialized democracies. Even tougher sanctions against Russian interests were threatened by the US if aggression against Ukraine escalated. Putin responded to it all with sanctions against US and EU products. In a March 18, 2014 speech declaring Russia’s annexation of Crimea, Putin vented his anger at the US and EU, enumerating some Western actions that fostered contempt in Moscow. He mentioned: Russia’s economic collapse, which many Russians recall was worsened by destructive advice and false philanthropy of Western business and economic experts that did more to cripple their country; the expansion of NATO to include members of the Soviet Union’s own alliance, the Warsaw Pact; the erroneous Russian decision to agree to the treaty limiting conventional forces in Europe, which he refers to as the “colonial treaty”; the West’s dismissal of Russia’s interests in Serbia and elsewhere; attempts to bring Georgia and Ukraine into NATO and the EU; and, Western efforts to instruct Russia on how to conduct its affairs domestically and internationally. Incursions of Russian bombers and fighters in NATO airspace and Russian warships in NATO waters were regularized. The only public bright spot in US-Russia relations was diplomacy between US Secretary of State John Kerry and Russian Federation Foreign Minister Sergei Lavrov, mainly on Syria and Iran. Still, that activity was more reflective of their countries’ roles on the UN Security Council, not the tenor of relations between Obama and Putin.

Putin’s Pushes Westward

The poor US relationship with Russia, just as much as the Ukraine crisis, affected Europe’s relationship with Russia concerning business, economics, and security. In the summer of 2013, the EU Council sharply condemned Russia’s mounting pressure on members of the EU Eastern Partnership, countries with association agreements with the EU. In 2012, the EU accounted for 52 percent of Russia’s exports, 68 percent of which consisted of fuel and energy. Following the annexation of Crimea in March 2014, the EU suspended virtually all cooperation. Still, Putin’s thinking on the EU was not positive even before the Ukraine crisis. Putin saw the EU as a project of deepening integration based on norms of business, law, and administration at variance from those emerging in Russia. Putin was also concerned that EU enlargement would become a means of excluding Russia from its “zones of traditional influence.” Certain Russian actions indicate Moscow actively seeks to encourage members to withdraw from the EU sphere and discourage countries joining it. Joint projects with European countries have allowed Russia to exploit their differences on political, economic and commercial issues creating a discordant harmony in the EU. As much as making money, a goal of such efforts has been to undermine EU unity on sanctions. The Nord Stream-2 gas pipeline, for example, has provided Putin with the means to disrupt, weaken European unity. A murmur exists in Europe that solidarity ends at the frontiers of some countries. Regarding NATO, in an interview published on January 11, 2016 in Bild, Putin provided insight into his thinking then and now. During the interview, Putin quoted West German Parliamentarian Egon Bahr who stated in 1990: “If we do not now undertake clear steps to prevent a division of Europe, this will lead to Russia’s isolation.” Putin then quoted what he considered an edifying suggestion from Bahr on how to avert a future problem in Europe. According to Putin, Bahr proffered: “the USA, the then Soviet Union and the concerned states themselves should redefine a zone in Central Europe that would not be accessible to NATO with its military structure.” Putin claimed that the former NATO Secretary General Manfred Worner had guaranteed NATO would not expand eastwards after the fall of the Berlin Wall. Putin perceives the US and EU as having acquitted themselves of ties to promises to avoid expanding further eastward, and arrogating for themselves the right to divine what would be in the best interest of all countries. He feels historians have ignored the machinations and struggles of people involved. Putin further stated: “NATO and the USA wanted a complete victory over the Soviet Union. They wanted to sit on the throne in Europe alone. But they are sitting there, and we are talking about all these crises we would otherwise not have. You can also see this striving for an absolute triumph in the American missile defense plans.” Felix qui potuit rerum cognoscere causas. (Fortunate is he who understands the causes of things.)

He was present at former US Secretary of State Henry Kissinger’s meeting with Putin. Kissinger seemed to confirm many of the worst notions Putin and his advisers held on US thinking.

In the years after the Soviet Union’s collapse, many European countries cut their defense spending, allowed their military preparedness to drop, and reduced the NATO footprint in their own territories and in countries east to occasional drills and small exercises with former Warsaw Pact members. They stood unprepared to confront Russia. Some allowed fear and resignation to infiltrate their perceptions of the matter. They sought to veil the fact that they were intimidated by Putin, and seemingly tried to mollify him, speaking skeptically about the clear threat Russia posed. Others seemed to fear signaling a military reaction to Putin. Yet, they signaled insecurity by appearing ambivalent about committing to the costly requirements of collective security despite: the “Crimea-grab”; the Russian push in the Donbass; a looming threat to the Baltic States; Moscow’s threats to use nuclear weapons; and, Russian military air and naval incursions from Britain to Estonia. (It would be unconstructive to name specific countries regarding this point.)

Putin did not stand by while the EU and NATO expanded. He decided to pull independent states that were once part of the Soviet Union back into Russia’s orbit. Accomplishing that required Putin to create something that did not preexist in most near abroad countries: ethnic-Russian communities forcefully demanding secession and sovereignty. That process usually begins with contemptuous murmurs against home country’s identity, language, and national symbols and then becomes a “rebel yell” for secession. It was seen in Nagorno-Karabakh in Azerbaijan, South Ossetia and Abkhazia in Georgia, Transnistria in Moldova, and more recently in Crimea, the Luhansk and Donetsk in Ukraine. Each time an ethnic-Russian space is carved out of a country, Putin gains a base from which he can exert his influence in that country.

He asserts that the US has always sought to have levers of pressure on Russia by making use of NATO on its own terms and using its political and economic pressure to prevent vacillations by allies and partners.

Inside the Kremlin: Putin’s Advisers Speak

Audiatur et altera pars! (Let us hear the opposite side!) In February 2016, a doyen of US foreign policy, archetypal Cold Warrior, and master architect of détente, former US Secretary of State Henry Kissinger, visited Russia in order to speak at the Gorchakov Foundation. While in Moscow, he met at the Kremlin with Putin, the Chief of Staff of the Presidential Executive Office and Sergei Ivanov and the Deputy Chief of Staff of the Presidential Executive Office and Foreign Policy Adviser, Yuri Ushakov. Ivanov and Ushakov are anti-US ideologues. In his Gorchakov Foundation speech and his meeting at the Kremlin, Kissinger, albeit unintentionally, confirmed many of the worst notions Russian officials held on US thinking. Kissinger stated that “Russia should be perceived as an essential element of any new global equilibrium, not primarily a threat to the United States.” Noting that “divisive issues” existed, Kissinger suggested that rather than establish its own sphere of influence near its border, Russia should share influence in its’ periphery with the West to avoid raising alarms around it. For example, he asserted that “Ukraine needs to be embedded in the structure of European and international security architecture in such a way that it serves as a bridge between Russia and the West rather than an outpost of either side.” To Putin and his advisers, Kissinger’s ideas were hardly acceptable. Enough examples of Moscow’s behavior exist to challenge the suggestion that some sea change in thinking at the Kremlin could occur. Consider the beginning of the Ukraine crisis. In a March 6, 2014, BBC.com article entitled, “Ukraine Crisis: Obama Urges Putin to Pursue Diplomacy,” it was reported Obama told Putin in a phone call that there was a solution available that suited all parties, involving talks between Kiev and Moscow, international monitors in Ukraine, and Russian forces returning to their bases. Yet, Putin would never entertain a solution that would “suit all parties.” What suits Russia in the near abroad was, and remains, Putin’s only concern.

When Kissinger went on to state that there must be a willingness “to move beyond the grievances and sense of victimization . . . ,” Putin and his advisers sat unruffled, but were surely irritated. They likely perceived Kissinger was being dismissive of their strong concerns over EU and NATO expansion eastward. His statement likely supported their perceptions that US officials have an instinctive need to assert moral authority over Russia.

Obama went as far as declaring a new era existed between the two former Cold War adversaries. Now Medvedev states: “NATO’s policies related to Russia remain unfriendly and opaque—one could go as far as to say we have slid back to a new Cold War.” Medvedev is not a friend of the US. He is Putin’s comrade.

During the final plenary session at the 12th Annual Meeting of the Valdai International Discussion Club in Sochi, Russia on October 22, 2015, Putin mentioned the 1973 comedy, science-fiction film from the Soviet Union, “Ivan Vasilyevich Changes Profession.” Putin quoted one of the film’s characters as saying to another: “How am I supposed to understand what you’re saying if you don’t say anything?” Senior Russian political leaders and foreign and defense policy officials have recently made some unambiguous public statements about US, EU and Russian relations. Clearly, their statements were biased by the view that US holds an unyielding hostility toward Russia which is manifested in its policies and actions. Speaking at the Munich Security Conference on February 13, 2016, Russian Federation Prime Minister Dimitry Medvedev, Putin’s political comrade, accused NATO of restarting the Cold War amid increased military maneuvers and troop deployments to Russia’s neighbors. Medvedev told the meeting of national leaders, senior defense officials, and top diplomats that sanctions imposed after Russia’s 2014 annexation of Crimea and new moves by NATO “only aggravate tensions.” He argued: “NATO’s policies related to Russia remain unfriendly and opaque—one could go as far as to say we have slid back to a new Cold War.” He went on to state: “On an almost daily basis, we’re called one of the most terrible threats either to NATO as a whole, or Europe, or to the United States.” Medvedev called for lifting sanctions imposed on Russia concerning Crimea, saying they are “a road that leads nowhere.” He suggested the West would only harm itself if it did not lift the sanctions soon. He warned: “The longer the sanctions continue, the more chances fade for Europeans to keep their positions in Russian markets as investors and suppliers.”

In his meeting with Putin, Ivanov, and Ushakov, Kissinger stated that Russia should be perceived as an essential element of any new global equilibrium concerning what he dubbed “divisive issues” such as Ukraine. He suggested Russia should share influence in its declared near abroad with the West. He also explained there must be a willingness to move beyond grievances and sense of victimization. Putin and his advisers sat unruffled, but were surely irritated by his statements.

In an interview with the official government newspaper, Rossiskaya Gazeta, the Secretary of the Russian Federation Security Council, one of Putin’s most important advisers and most senior intelligence official, Nikolai Patrushev, proffered: “. . . Washington has always sought to have levers of pressure on Russia. Thus, in 1974 the famous Jackson-Vanik Amendment was adopted, restricting trade relations with our country. It appeared to have completely lost its relevance immediately after the breakup of the USSR, but it was still in force right up to 2012, when the so-called “Magnitsky List” was promptly adopted in its place.” Referring to current US and EU sanctions against Russia, Patrushev explained: “The current sanctions are in the same category. The US administration’s activity in the Ukrainian sphere is taking place within the framework of an updated White House foreign policy course aimed at holding on to American leadership in the world by means of the strategic containment of the growing influence of the Russian Federation and other centers of power. In this context Washington is actively making use, on its own terms, of NATO’s potential, seeking to use political and economic pressure to prevent vacillations on the part of its allies and partners.”

In response to what Russian officials refer to as “NATO’s preparations along our borders,” on January 12, 2016, Russian Federation Defense Minister Sergei Shoigu announced that there would be a major military build-up along its border with Ukraine. Shoigu reportedly stated: “the task of utmost importance for us this year is to form three new military divisions in the western direction.” Shoigu stressed that it was not only a necessity not just to form the bases but also to re-equip locations for permanent deployment, create appropriate training grounds, storage space for equipment and accommodations for personnel. Shoigu further explained that “special attention should be paid to monitoring and analysis of the military-political situation in the world, as well as timely responses to its changes.” One base is being constructed in the town of Boguchar in the Voronezh region, located 45 kilometers from the border of Ukraine’s Luhansk province, now the self-declared, independent Luhansk People’s Republic. The base would accommodate at least 5,000 troops and would be able to house 1,300 pieces of military equipment. A similar base will be constructed near the settlement of Valuiki in the Belgorod region, approximately 20 kilometers from Luhansk.

For the Obama administration, the end is closer than the beginning. Only so much can be done in the amount of time left to halt the trend downward, much less, turn things around with Putin or its Russia policy. The challenge of improving US-Russia relations will likely be left to the next US President. O si sic omnia. (Oh, would that all had been done or said thus.)

The Way Forward

A little more than four years after Clinton provided her 2011 discourse on the pivot to Asia, General Breedlove essentially assessed the path had not been paved for Europe to go without a US presence, US leadership, and significant US support. In the US European Command Posture Statement 2016 presented on February 25, 2016, Breedlove explained: “I cannot emphasize how important European nations, in particular our NATO Allies and Non-NATO Partners, are to ensuring America’s security and safety. Many of our most capable and willing allies and partners are in Europe, playing an essential role in promoting our vital interests and executing a full range of military missions . . . Europe is not the same continent it was when I took command, as new threats and challenges continue to emerge.” The grand notion of pivoting away from Europe to focus more on Asia withered once the clashes between Putin and Obama began. Some may parse out the collision of Obama and Putin as representing the natural balance of things as their worldviews are so divergent. Even if true, some syncretistic existence should have been established for the benefit of their countries and their people. Authentic geopolitical thinking was subsumed by a satisfying substitute for reality concerning long-term US-Russia relations. Indeed, decisions in the Obama administration on Putin and Russia were based on relations with Medvedev early-on and what was best for Obama’s legacy. That got the administration into trouble with Putin from the get-go. Relations languished in misunderstanding.

Discord obtains when things get mixed up. One might speculate, with levity, that Russia experts at the State Department, the Defense Department, and CIA, who understood Putin, were seemingly exiled to isolated garrets on the top floors of their headquarters buildings by the administration to keep their impressions out of the way. Hopefully, there is not an irreversible trend downward for US-Russia relations. Yet, the end is closer than the beginning for the Obama administration. Only so much can be done with time available to halt the slide, much less, turn things around. Improving US-Russia relations will be a challenge left for the next US administration. Kissinger suggested Russia should be perceived as an essential element of any new global equilibrium. However, creating that global equilibrium will be tough as Russia will likely remain intransigent over its interests in what Putin calls the near abroad. Some recognition of Russia’s positions would be required to improve relations (although creating an arrangement in Europe that would satisfy Russia may not be possible at this point). Resetting relations would also require a new administration to recognize the limits of US power projection. How much the US will be able to handle in its sphere of influence in the future must be determined through a hard-headed assessment of possibilities based on capabilities both available and in development.

In the State of the Union Address, Obama Confronts Americans’ Fears; On Foreign Policy They Want to See Real Success

In his State of the Union Address, US President Barack Obama painted a picture of the US with a better standing in the world after seven years of his leadership. In 2016, Obama will make many speeches about his accomplishments to audiences at organized events. Yet, triumphalism does not equate to triumph. There is a continuous threat from terrorist groups. Countries such as Russia, Iran, and China remain in fierce competition with the US. They may seek to establish a new dynamic in which the power and interests of their countries are enhanced and the power and interests of the US are weakened.

In a January 12, 2016 New York Times article entitled, “Obama Confronts Americans’ Fears in State of the Union Speech,” it was reported US President Barack Obama painted a hopeful portrait of the nation after seven years of his leadership with a better standing in the world. Concerning foreign policy and national security, Obama defended his approach to taking on the Islamic State of Iraq and Greater Syria (ISIS) describing it as a dangerous threat to the US that must be dealt with but not an existential one, and not a force that warrants a commitment of US ground forces in Iraq and Syria. Obama highlighted his work in forging a nuclear deal with Iran, opening a new era of relations with Cuba, pressing for a global accord reached in Paris to combat climate change and efforts to stop the spread of Ebola. He also explained the US is uniquely positioned to rally other countries to solve global problems.

In 2016, Obama will make many speeches about his accomplishments to audiences at organized events. Loyal Obama supporters and fans and other Democrats will be at every venue, a flutter at every word he utters about his presidency. Doyens of the political realm in the US will make glowing public orations, descants and publish paeans in honor of the president, celebrating his administration’s accomplishments. Having twice vanquished all opposition to Obama in national elections, and after completing nearly eight years of work, some measure of triumphalism is expected to be heard from him, his senior officials, and his staff. It would be expected even more of an administration marked particularly by its obsession over the president’s legacy. The final year of his last term is the ideal time to set the record straight and control the narrative. Iucunda memoria est praeteritorum malorum. (Pleasant is the memory of past troubles.)

Still, triumphalism, highlighting the administration’s perceived achievements on foreign policy, does not equate to triumph. Real success cannot be determined by levels of applause from fans. Doubts have been expressed even among Democrats over many of the administration’s foreign policy efforts. The forces of tyranny and darkness still hold a prominent place on the international stage. Whether signature efforts by the administration have created real change or will be sustainable remains uncertain. The renowned wit and retired late night US television talk show host, David Letterman, once joked, “every military operation has to have a name so people can get behind it and they now have a name for the war against ISIS: Operation Hillary’s Problem.”   Whether Letterman engaged in a successful dalliance as a visionary regarding former US Secretary of State Hillary Clinton’s election as the next US president remains to be seen. Still, his main point was clear. The Obama administration has not successfully acted against ISIS and was seemingly passing on that problem, and other important ones, to the next US administration. However, sitting on issues in order to hand them over to a new administration is not a wise choice. In addition to the continuous threat of terrorism from ISIS, al-Qaeda, Hezbollah and other groups worldwide, countries such as Russia, Iran, and China while interacting with the US still remain in fierce competition with it strategically, ideologically. They may now hope to exploit perceived advantages and establish a new dynamic in which the power and interests of their countries are enhanced and the power and interests of the US are weakened. Approaches exist to prevent that from occurring or at least minimize any negative results. They may not allow the administration to declare triumph, but may allow it to honestly claim it left a satisfactory foreign policy legacy.

Creating a Foreign Policy Legacy

During Obama’s campaign for the 2008 Presidential Election, he was recognized as a man of vision, a seeker, filled with smart words, no less than the breath of life. His speeches were indeed balanced, teeming with inspiration. In photos, videos and in his writings and speeches during that first presidential campaign and during the initial stages of his first term, it was clear that Obama was very passionate, a man seemingly haunted by his vision of an even brighter future for the US. Yet, having is not the same as wanting. As time passed, there were some successes, but there were also failures. Mistakes were also made, particularly in the area of foreign policy. They came to office believing the policy issues have been misunderstood and solutions are only temporarily hidden. In decision making, spirit and vision would be given primacy over vested interests, realism. That was the case of the US response toward countries in the Middle East during the Arab Spring and to the opposition movements in Ukraine. The administration’s foreign policy seemed driven by a self-neglectful virtue that would allegedly melt all physical and ideological boundaries with a charity that the US believes gives hope to those it perceives as helpless. The administration wished to become no less than an anathema to tyrants, pointing always to the hallmark of their oppressive regimes which is a lack of respect for the dignity of others. The administration would contest how those regimes would typically act upon citizens: not with constitutional authority, but with raw power. Yet, the Obama administration also in no way wanted to be associated with the policies of the previous administration of US President George W. Bush which was perceived as willing to lash out without delay at its adversaries. Instead of projecting authentic US strength globally, the administration proffered the idea that the US could rely upon multilateral solutions. That would allow it to minimize US intervention on the ground, but require joint action from allies and partners who were undertaking dramatic military cuts and were facing economic difficulties. Those countries were also very aware that warfare lately has been asymmetric, not set piece engagements to win quickly. No Western European country with real military capabilities would commit requisite or robust forces to take on risks globally, especially if its political leaders felt that the issue at hand did not fall within their interests. Countries possessing far less capabilities than the US in regions where there were urgent and important crises brewing, were also hesitant to act unless matters fell directly in their interests. Obama repeatedly presented his notion of multilateralism to a US public confused about the contrast between the certitude with which Obama spoke, and regular breakdowns in the administration’s foreign policy initiatives that were being implemented. When the administration thought efforts under this multilateral concept coalesced as an outcome of initial success in Libya, things soured resulting in multiple failures from the controversial loss of US diplomatic and military personnel to the development of struggle between competing factions and Islamic militants aligned with ISIS and Al-Qaeda.

The Obama administration did not invent the US Government. The government that the administration took control of has always been viewed as stable, solid, reassuring. It has been the source of so much hope not only of foreign capitals but individuals worldwide. Now, the image has grown of the US in retreat, perhaps wounded by its ventures in Iraq and Afghanistan. It is no longer seen by all as a champion of right but as a cold calculator. Its leaders know the price of everything but not the value of relationships the US once held close. Seeing the failed results of its approach, exasperated European leaders have not responded with mockery, sarcasm, or insolence; at least not publicly. Leaders of Germany and the United Kingdom have tried to give courage, to fortify the administration. Viciousness has done much harm in history. Still, the worst crimes, the worst disasters in history have been the work of the timid, the mediocre. For years, many will feel the Obama administration stood passively in the face of evil.

As an authentic military superpower, the US has a clear upper hand over all of its likely opponents. Any assessment otherwise would not be genuine. The administration has been reluctant to use US military power. Adversaries, upon recognizing this, seemingly downplayed concerns over US capabilities to impose its will and simply considered how to impose their own will, regionally and globally. Soon their narrative exposed a defective perspective that the US lacked the ability to deliver a knockout blow. Subtly, opponents worked tirelessly on the US, enjoying the freedom to act in the world, knowing that beyond the diplomatic table, using economic weapons such as sanctions, and revoking membership in collective economic groups, little else would occur. Possible limitations on what could be done would only be set by the Obama administration’s time in office. It is already clear that the dynamic between the US and many countries has changed. It remains to be seen whether US opponents will attempt to administer some type of coup de grace in the administration’s final months, ensuring that it will not have a positive foreign policy legacy. The following are some possibilities, “stripped to the bone”.

In Tehran, the Obama administration has no friend. Tehran would not hesitate to exploit the administration or betray it.

Iran

Certainly, the Obama administration will be known for attempting to create union with long time foes such as Iran and Cuba. Its approach to those countries was unlike that of previous administrations. In past cases, the US projected that strength, and US diplomacy was supported in many cases by the credible threat of force. Indeed, the previous US administration emphasized to Iran that the US had the intention and capability to impose its will on them and it had no ability to impose its will on the US.   Leaders in Tehran rejected that approach. Iranian President Hassan Rouhani stated in his 2013 inaugural address, “To have interactions with Iran, there should be talks based on an equal position, building mutual trust and respect, and reducing enmity.” Iranian negotiators managed to acquire that “requisite” degree of equality. To facilitate the establishment of talks with the P5+1 (the US, United Kingdom, France, China, Russia, and Germany), the Obama administration did not impose its will on Iran using strength, rather it negotiated with Iran under the fiction that all parties to the talks were equals. US strength was negated. Having managed to arrange the environment to maximize their ability to achieve success, Iranian negotiators came to the talks confident in their positions. The Iranians flatly denied they wanted to develop a nuclear weapons capability, insisting Iran’s program is limited to the peaceful generation of electricity and medical research. Iran’s Foreign Minister, Mohamad Javad Zarif, and the Iranian negotiating team were under extraordinary pressure from Iran’s Supreme Leader, Ayatollah Ali Khamenei, the Iranian Revolutionary Guard Corps (IRGC) and other hardline elements in Iran, to secure an agreement that recognized Iran’s right to have a nuclear program, including the right to enrich uranium and held the line on that issue. As Zarif told the ISNA news agency in November 2014, “Not only do we consider that Iran’s right to enrich is unnegotiable, but we see no need for that to be recognized as ‘a right’, because this right is inalienable and all countries must respect that.”

Close contact with US negotiators for months allowed the Iranians a real chance to look into their thinking of US negotiators. The Iranians discerned they were witnessing the impact of the Obama administration’s “legacy quest.” White House officials and US political pundits spoke and wrote about US President Barack Obama’s desire to establish his legacy. US negotiators were pushing for a deal in order to claim an historic foreign policy success. So strong was the sense that the US might be willing to make risky concessions, that Zarif stated in the Iranian media, “There are indicators that John Kerry is inclined [to advance the nuclear matter in Iran’s interests].” The Iranians became more tenacious than ever in the talks. There was also a discernible change in Obama’s discussion of taking military action against Iran as the talks progressed. Threats vanished. The administration went as far as to say there was nothing effectively could be done militarily to halt Iran’s program. The narrative of the US changed.

The Joint Comprehensive Plan of Action (JCPOA) was signed on July 14, 2015. With safeguards, the administration believes the framework agreement will cut down Iran’s breakout time capacity to the point that it would take at least 12 months to amass enough uranium enriched to weapons grade for one bomb. Enhanced international inspections and monitoring would be set up to help discourage Iran from violating the agreement. The hope is noncompliance by Iran at declared or potential undeclared sites would be detected through enhanced monitoring by the international community and promptly disrupted. The consequence of noncompliance would likely be limited to economic sanctions which may not be enough to restrain hardliners driven to build a weapon. The results of the administration’s efforts may prove that it was acting on a charming fantasy.

Alleged evidence was their joint operation of nuclear complexes located at Deir al-Zor and Kibar in Syria. It is possible that the January 6, 2016 North Korean nuclear test may have been a cooperative test of Iranian warheads or a test of warheads made by North Korea for Iran.

There have been reports that Tehran took part of its nuclear program outside of Iran long before signing the JCPOA. One possibility, found in news reports unearthed by Christian Thiels of ARD German TV, is that Iran is working with North Korea in other countries to develop a weapon. (During the Cold War, the US encouraged joint work by its allies such as France, the United Kingdom, Israel, and South Africa, on the development of nuclear capabiltites.) The first evidence was their joint operation of nuclear complexes located at Deir al-Zor and Kibar in Syria. On September 5, 2007, Israeli aircraft and special operations forces attacked and destroyed them. The International Atomic Energy Agency (IAEA) confirmed that Kibar was a nuclear weapons development site. There is the possibility that other facilities exist in Syria. According to Der Spiegel, one may be underground, west of Qusayr, about 2 km from the Lebanese border. It is possible that the January 6, 2016 North Korean nuclear test may have been a cooperative test of Iranian warheads or a test of warheads made by North Korea for Iran. The Obama administration has no friend in the regime in Tehran. Tehran would not hesitate to exploit it or betray it. Equo ne credite! (Do not trust the horse! [Referring to the Trojan Horse.])

European governments and large European firms now seek to renew economic ties and develop business with Iran. As those linkages are established, the chance that the US could pull allies away from potential profits due to a “potential threat” a nuclear Iran might pose is lessened. The argument would be made that economic ties would serve to lessen hostilities between Iran and their countries. Threats to use force against Iran would have little meaning at that point as too many statements on why US military power should be withheld have already been made. At best, the Obama administration could increase sanctions on North Korea over nuclear weapons tests showing Pyongyang that it would be impractical to support any possible Iranian covert Iranian overseas nuclear program. It could also make it publicly known that the US is still developing greater capabilities to destroy deep underground military bases as those in Iran. If Iran is trying to cross the line or has crossed the line, at least the next administration would be better able to back diplomacy with force.

When the ISIS blitzkrieg in Iraq began in June 2014, the Obama administration’s response included pushing then Iraqi Prime Minister Nuri Kamal al-Maliki to establish a representative government, to include Sunnis and Kurds. As the Iraqi Security Forces were being routed by ISIS, Obama refused to give the Iraqis military aid unless they tried to bridge their divisions. Maliki stepped down. Haider al-Abadi took over with a mandate to create a government reflecting Iraq’s ethno-religious diversity and gain the trust of disaffected Sunnis so they would fight ISIS rather than support it.

Iraq

When the ISIS blitzkrieg in Iraq began on June 9, 2014, the response of the administration of the US President Barack Obama included pushing then Iraqi Prime Minister Nuri Kamal al-Maliki to establish a representative government, to include Sunnis and Kurds. It was designed as an effort to heal the rifts being exploited by the insurgents. ISIS was able to capture large parts of the country’s western and northern provinces during their offensive because Sunni residents threw their support to it after the Maliki government stopped paying the Sunni tribal fighters who had previously helped fight ISIS’s precursor, Al-Qaeda in Iraq. As the Iraqi Security Forces were being routed by ISIS, Obama insisted that no US military help would be provided unless Iraqis tried to bridge their divisions. US Secretary of State John Kerry tried to make headway with Maliki. After a protracted political crisis, the Iraqi Parliament voted to have Maliki step down. Haider al-Abadi took over with a mandate to create a government more representative of Iraq’s ethno-religious groups and gain the trust of Iraq’s disaffected Sunnis so they would fight ISIS rather than support it. His early performance encouraged US and Iraqi officials.

In support of Abadi’s government, the US deployed 3,500 US troops to Iraq with the mission to help train and reorganize the highly fractured Iraqi Army. It had dwindled to nearly half its size from the 50 brigades it had when the US forces left in 2011. US military troops prepared the Iraqi Army for its fight to retake Ramadi. A fight to retake Mosul was being planned for 2016. Iran would hardly tolerate any loss of control or surrender its interests in Iraq due to the Obama administration’s actions. Knowing the representative government that the US sought for Iraq could not be easily created, Iran’s leaders likely assumed the US would not succeed. Tehran went ahead and expressed reserved support for Abadi. Yet, by late 2014, Abadi began to lean toward Iran and challenge the US regarding its level of support. Causality for his change in perspective was likely a combination of weariness from political infighting in Baghdad, the struggle to balance his ties to sectarian groups, pressure from his own Shi’a community, and Iran’s battlefield efforts. Abadi may have also questioned the Obama administration’s will to engage in long-term fight with ISIS. His rebellious attitude was evinced in a December 1, 2014 interview with the Lebanese-based Al-Mayadeen Television. Abadi reportedly stated, “While the United States was hesitant to help Iraqi armed forces amid security threats to Baghdad, Iran was swift to provide assistance to its crisis-torn Arab neighbor.” Iran has heavily committed itself to Iraq.  With greater control over the Shi’a community and increased influence with the Kurds through its military efforts, Iran has placed itself in a better position to shape Iraq politically and economically. How Iran would ameliorate Iraq’s sectarian struggle is uncertain.

The road Iran is creating for Abadi may be either a path toward a stable, secure and unified Iraq, with a representative government or a blind alley which will lead to greater sectarian violence. If Iran’s efforts concern it, the Obama administration should consider how it can create a straight path for Abadi to travel. That does not mean pushing him from behind with demands. It means leading the way with concrete steps and working closely with Abadi, as a partner, to accomplish things. Baghdad should have positive ties with its neighbor, Iran. Yet, the US can improve its relationship with Iraq. Surely, it could further enable Iraq’s fight against ISIS, and help stem the flow of foreign fighters into the country. Even more, it could further advance Iraq’s position on the world stage by helping it generate significant business and economic ties worldwide, beyond the oil and gas industry, even while Baghdad copes with ISIS and sectarian issues. Clarior e tenebris! ([I shine] out of the darkness more brightly!)

So far, Assad’s hold on the reins of power remains unaffected. Moreover, Syrian Opposition leaders discovered that taking on the Syrian Armed Forces and their allies is an enormous task. Now with Russia in the mix, they are well out of their depth. The Obama administration has implemented a failed policy against Assad’s regime.

Syria

The Obama administration decided to provide the Syrian Opposition Movement its support in 2012 with the hope that Assad could be pressured to the negotiating table by Free Syrian Army advances and eventually agree to step down under a settlement. So far, Assad’s hold on the reins of power remains unaffected. Moreover, Syrian Opposition leaders discovered that taking on the Syrian Armed Forces and their allies is an enormous task. Rebel fighters found themselves in trouble early on and now with Russia in the mix, they recognize that they are well out of their depth. Just keeping the Opposition together politically has been difficult. Foreign diplomats must regularly act as mediators to hold the Opposition’s diverse groups together. Opposition military leaders have not shown any greater ability to unify their forces. The Obama administration has implemented a failed policy of battling Assad’s regime to force him to step down via negotiations. Obama expressed that view on CBS NEWS “60 Minutes”, saying: “. . . I’ve been skeptical from the get go about the notion that we were going to effectively create this proxy army inside of Syria. My goal has been to test the proposition, can we be able to train and equip a moderate Opposition that’s willing to fight ISIL [ISIS]? And what we’ve learned is that as long as Assad remains in power, it is very difficult to get those folks to focus their attention on ISIL [ISIS]? He went on to state: “. . . There is no doubt it did not work.” A new government in Syria favorable to the West could not have been created by the Opposition at the civil war’s start and cannot be created by it now. The Opposition could fight on against the Assad regime minus support, but it would lose, especially with ISIS present. Cuiusvis hominis est errare, nullius nisi insipientis in errore perseverare. (Anyone can err, but only a fool persists in his fault.)

ISIS and Al-Qaeda linked Islamic militant groups in Syria have reached a considerable size and strength. The goals of ISIS and similar groups were never compatible with those of the Opposition. While mainstream Opposition forces were directed at creating the basis for a transition to a democratic style government in Damascus for all Syrians, ISIS and Al-Qaeda affiliated groups sought to create an Islamic State on Syrian territory. At one point, the Obama administration seemed willing to let the entire Syrian episode pass, while continuing a small, questionable assistance effort, projecting toughness through legal maneuvers, and allowing Assad to remain in power. Certainly, Assad is not immortal. It could have been surmised that the Assad regime, under great strain and facing endless warfare, would not survive in the long-run. It seems the Obama administration assumed Assad’s benefactors in Moscow and Tehran would grow fatigued with high-expenditures and losses without advancing their cause. US military action in Syria has been limited to airstrikes by a US-led anti-ISIS coalition. That tack left the door open for others to operate freely in Syria to impose their will. Since 2013, Iran’s IRGC-Quds Force has trained and equipped the National Defense Forces (organized shabiha or paramilitary units), and has fought alongside Hezbollah and Iraqi Shi’a militiamen. Moreover, Iran has since moved up the “ladder of escalation.” Syrian, Iranian, and Iranian sponsored troops have managed to coordinate and cooperate well on the battlefield. Some 2000 fighters from Hezbollah, sponsored by Iran, were also part of the main attack on Qusayr and took on the mop-up operations there. Syrian and Iranian troops took on rebels in Homs and other points in Homs province. Russia more recently intervened militarily in Syria, it has targeted leaders of ISIS—and other Islamic militant groups such as Al-Qaeda linked Jabhat al-Nusra—when identified. Since October 2015, command, control, and communications centers of ISIS have been struck, limiting ISIS’ ability to direct its fighters. Training centers have been destroyed. Fighting positions of ISIS in front of Russian allies have been degraded with close air support and heavy strikes by Russia. Presumably they will provide close air support for an offensive by their allies.

US military action in Syria has primarily been airstrikes by a US-led anti-ISIS coalition. That has left the door open for other countries to impose their will on the ground. Since 2013, Iran’s IRGC-Quds Force has trained and equipped the National Defense Forces, and fight alongside Hezbollah and Iraqi Shi’a militiamen. Iran has since moved up the “ladder of escalation.” In Syria, Russia has targeted ISIS’ command, control, and communications centers. If Russia gets a handle on the situation there, the US might need to tolerate an Assad regime strongly influenced by Russia and Iran.

New talks have been set up under UN Security Council Resolution 2254. However, long before factions of the Syrian Opposition might get their act together for the UN Talks, and before the first vote is cast in UN monitored elections, Russia and its allies may take steps to keep Assad in power. If Russia gets a handle on the situation there, despite UN Talks, the US may be given little choice but to tolerate an Assad regime strongly influenced by Russia and Iran. For the Syrian people, some trapped in the clutches of ISIS and knocked around in the middle of the war zone, others situated in giant refugee camps in neighboring states, or relocated as ex-patriots in Western and Arab states, a sustainable, secure peace in their country would be the best outcome.

Putin may want to maintain an environment of confrontation for the US and EU leaders. He supports countries behind many of the foreign policy problems that the Obama administration faces. Enough speeches and statements heard from the Obama administration on why US military power should be withheld have been made to create doubt that the US would respond to Russian actions outside its borders.

Russia

Russian Federation President Vladimir Putin wants to change the narrative which has Russia coming in a distant second to the US. Since the fall of the Soviet Union, Putin has been the authentic face of the Russian government. Putin and his closest advisers share a view that the greatest danger to Russia comes from the West. They believe Western governments are driven to weaken Russia, create disorder, and make their country dependent of Western technologies. Dimitry Medvedev was Russian Federation President when Obama came to office. So comfortable was Obama with Medvedev that he went as far as to declare a new era between the two former Cold War adversaries existed. Little was done to build a relationship with Putin who was serving as Russia’s Prime Minister and was the real power in Moscow. Putin began his third term as Russia’s president on May 7, 2012. Based on positive signals from Medvedev on nuclear arms reductions, administration officials got the idea that Putin would also consider proposals on it. When Putin expressed disinterest, administration officials insisted that he agree to reductions in both nations’ nuclear arsenals. Putin then out rightly rejected their proposals. Obama administration officials reacted poorly. Putin’s decision was viewed within the Obama administration as ending the president’s signature effort to transform Russian-American relations and potentially dooming his aspirations for further nuclear arms cuts before leaving office.   Apparently retaliating against Putin over his decision on its nuclear proposals, on August 7, 2013, the White House cancelled a September summit meeting in Moscow for Obama and Putin. Relations were so bad in 2013 that Andrei Piontovsky, executive director of the Strategic Studies Center in Moscow was quoted in an August 7, 2013, New York Times article as saying, “Putin sensed weakness in Mr. Obama that could lead to more dangerous confrontations.” He further stated, “Putin openly despises your president, forgive my bluntness.”

There was no easy way to repair the relationship. In our media conscious culture, timidity easily takes the form of affected joviality, hoping to diffuse tension by amiability, a hug or a slap on the back and then the dialogue can begin. Any political leader who thinks the way to diffuse the tension with Putin is to play the minstrel is only signaling insecurity. This was the case at a news conference between Obama and Putin in Northern Ireland in June 2013. When Obama tried a little levity stating, “We compared notes on President Putin’s expertise in judo and my declining skills in basketball and we both agreed that as you get older it takes more time to recover.” Instead of playing along, Putin retorted, “The president wants to relax me with his statement of age.” By 2014, Putin’s anger toward the US and EU worsened. Soon, there were regular incursions of Russian bombers and fighters in NATO airspace, Russian warships in NATO waters, and Russian claims made on the Arctic. Putin had already shown a willingness to intervene in the former Soviet republics. Examples include his actions in Georgia and Ukraine and his proposal for a “Eurasian Union”, an economic alliance that would include former Soviet Republics such as Belarus, Kazakhstan, Armenia, Moldova, Uzbekistan, and Tajikistan. By taking action in Syria, Putin showed he is also ready to secure Russia’s interests abroad.

The leaders of Germany (despite some controversial energy sector matters) and the United Kingdom are not fans of Putin and have encouraged Obama to stand firm in his dealings with him. Yet, some other European allies fear facing greater problems from Putin. Coping with his abrasive side can be tough. Still, Putin has also shown considerable restraint in tough situations as the Turkish shoot-down of a Russian Federation fighter jet. What Obama could try to do is create a dialogue with Putin about opportunities missed, opportunities still on the table, and the need to establish better relations for the US and Russia, not just for Putin and Obama.

Enough speeches and statements have been made by the Obama administration, on why US military power should be withheld, to create doubt that the US would respond to Russian actions outside its borders. Keeping all European allies unified and resolute could become more difficult as some may fear facing greater problems from him. The administration will have diplomatic contact and telephone communications with Putin, but keeping a brave face on while coping with his aggressive side will be tough. Still, Putin has also shown considerable restraint in tough situations such as the Turkish shoot-down of a Russian Federation fighter jet. What Obama could do is create a dialogue with Putin about opportunities missed, opportunities still on the table, and the need to establish better relations for the US and Russia, not just for Putin and Obama. The more meetings the two can have in 2016, the better. That would be to the benefit of the people of both countries long-term. Gutta cavat lapidem [non vi sed saepe cadendo]. A water drop hollows a stone [not by force, but by falling often].

The Way Forward

Graviore manent. (Heavier things remain.) Panegyrics for Obama and his administration have already begun to make their way into the media. Still, the specter remains of unresolved policy issues with the potential to worsen and become far more intractable. Arguments can be made that an environment in which such problems could grow was allowed to exist due to the delinquency of the administration. The result of such perceived inadequacies and failures could possibly be passed on to the next administration. A decision to simply sit on problems or contain them would be wrong and likely viewed as a pitfall of fear and resignation. There are approaches the Obama administration could take to defeat or defuse problems it may face from its adversaries. A few were presented here more boiled to the marrow than stripped to the bone as originally promised.

Candidates for the presidency have expressed concern over the same issues in campaign speeches and during debates. Perhaps those who can do better will take office and actually do better during their time in office. It is impossible for deeds to be undone. The Obama administration has done what it wanted to do on foreign policy. When God gives his grace to us, he gives us what we do not deserve. When God gives his mercy to us, he does not give us what we deserve. The Obama administration may very well be able to ride out its final year reflecting publicly on things that are pleasing to remember. However, it is always best to act than react. Setting an agenda for action would be the best action to take.

Obama’s Iran Deal Campaign Amasses Support While Stirring Other Public Concerns

As the Obama administration campaigns for the Iran deal, Tehran may be engaging in activities that could result in the deal’s collapse.

The administration of US President Barack Obama has spoken with great pride and aplomb the administration about the Joint Comprehensive Plan of Action, signed on July 14, 2015. The White House’s infectious enthusiasm has spread far and wide to reach its Democratic political base around the nation. The deal has received support from academics and Hollywood celebrities who produced a video encouraging support for the deal to grassroots organizations and community activists who have held small rallies on sidewalks, in parks and in shopping malls. As Obama explained in his August 5, 2015 speech, the deal defines how Iran’s nuclear program can proceed. The deal curtails Iran’s uranium enrichment capacity to 3.67 percent and limits its stockpile to 300 kilograms for 15 years, thus increasing the time Iran would need to amass enough weapons grade uranium to make one bomb from 2 or 3 months to a year. Iran’s Fordow Fuel Enrichment Plant will be repurposed and its Arak Heavy Water Research Reactor will be modified to reduce its proliferation potential. Iran will be barred from developing any capability for separating plutonium from spent fuel for weapons. Enhanced international inspections and monitoring has been put in place to deter Iran from violating the agreement. The international community has also enhanced its capability to detect violations promptly, and if necessary, disrupt efforts by Iran to build nuclear weapons at declared and undeclared sites. Before sanctions relief begins, Iran must take major steps such as removing centrifuges and eliminating its stockpiles.

The Israeli lobby in Washington, and many politically influential individuals and groups from the Jewish community around the US, have been the most vocal critics of the Iran deal and have been alarmed by what they view as its far-reaching concessions. Israeli Prime Minister Benjamin Netanyahu has encouraged their efforts. He believes lifting sanctions without fully halting enrichment and dismantling centrifuges is a terrible mistake. In a riposte to criticism, he recently said, “I don’t oppose the Iran deal because I want war. I oppose the deal because I want to prevent war, and this deal will bring war.” Obama’s Democratic support base may have been infected by the administration’s enthusiasm for the deal, but the US Congress seems inoculated from it. Congress poses the greatest challenge to the Iran deal. The administration believed Congressional Republicans would be ready to vote against it before it was signed. It generally views Republican arguments as specious, used only to support a rejectionist position. It was surprised by a few Congressional Democrats who also indicated they will not support the deal, in defiance of Obama. Many are senior Democratic leaders. Those Members are looked upon as enfants terrible, but have not faced castigation from the White House. Scinditur incertum studia in contraria vulgus. In their messages to Congress, Obama and administration officials have urged Members to take the deal whether they like it or not because it’s the only one the US is going to get. The administration would have one believe that if critics among political opponents were to pick up the figurative palate and brush to create anything similar to its “work of art” would result in the creation of a cartoon. One point emphasized by the administration has been that war would be the only option left if the deal is rejected. The administration has been fairly open about the fact that it is ill-disposed to taking military action. It has gone as far as to say there is nothing that can be done effectively by the military to halt the nuclear program. Military action was once repeatedly threatened and declared on the table by the administration only a couple of years ago. However, perhaps those threats were not genuine. Obama has an apparent aversion toward military action that has become woven into his decision making. It has contaminated thinking coming out of the White House on foreign and defense policy. The Iran deal is in many ways a manifestation of Obama’s discomfort with the US military and its utilization. Administration officials and diplomats, while negotiating the Iran nuclear deal operated with a type of tunnel vision, animated with the idea projected from the White House that reaching a deal would be preferable to walking away, left to make a decision on military action. Real perspective of what was happening was lost. US strength seems to have been somehow negated in the Iran Talks. That is ostensibly evinced by the administration’s capitulation to Iran demands. Negotiating to reach peace at any price will always be a quick step toward appeasement. Moreover, advancing the idea with the US public that the US military cannot effectively demolish the Iranian nuclear program may also have had unintended consequences. In a way, the administration has created the impression that the US can no longer intervene against certain countries of a size and strength approximating Iran’s or greater. That could have a negative impact on the US public’s psyche regarding national security. Pictured here is a US F-35 Joint Strike Fighter. The results of the Iraq War undoubtedly had a strong effect on US President Barack Obama’s understanding of the limits of US military power. However, the results in Iraq say less about the US military and more about the abilities of US political leaders to utilize it. The US military remains unmatched. Advancing the idea that the US military cannot demolish the Iranian nuclear program could have a negative impact on the US public’s psyche regarding national security.

According to a CNN/ORC International poll released on July 28, 2015, overall, 52 percent of the US public says the US Congress should reject the Iran deal, and only 44 percent saying it should be approved. The US public has tended to look at Iran with scrupulosity ever since the fall of the Shah and the US Embassy takeover in 1979. There is a sense of moral superiority over Iran supported by reports human rights violations in Iran and Tehran’s sponsorship of groups as Hezbollah in Lebanon and Hamas in Gaza. Iran was also said to have supported Shi’a elements of the Iraqi insurgency and Taliban factions in Afghanistan that fought US troops. Still, Iran had never been depicted as a threat to the US directly. What the US public would expect to hear from the administration is that the US military could peel Iran like a pear and be justified in doing so if Iran ever threatened to develop or actually developed a nuclear bomb. Instead, the administration has announced to the US public and the world, that even thinking about military action is unreasonable given its assay of how little the US military could accomplish against Iran’s nuclear program. This is not a surprising development. The US public has been served a steady diet of negative information from administration officials about its military. Whereas there was once the notion in the US public that the military represented US power and prestige, and was a source of pride, there is now a sense of impotence associated with the military and a resignation that US is on the wane. It should be expected that many in the US public would begin to wonder if the US, itself, is well-protected.  Similar feelings surfaced in the US public as it watched the ravenous, pagan Islamic State of Iraq and Greater Syria (ISIS) move with impunity in Iraq and Syria in 2014, brutally murdering anyone in its way. CNN/ORC International poll results released on September 8, 2014 indicated 90 percent of the US public believed ISIS posed a direct threat to the US. Reportedly, 70 percent believed ISIS had the resources to launch an attack against the US.

The administration’s concerns over military action against Iran seem more of a manifestation of its understanding of US military power. It was apparent in the first term with regard to decision making of Afghanistan and Iraq and remains present in the remnants of the administration’s second term. The results of the Iraq War, in particular, ostensibly had a strong educational effect on Obama with regard to the limits of US military power in general. Still, those results told less about the US military and more about the relative abilities of US political leaders to effectively utilize it. The US military is a well-crafted tool for warfare. However, as with any instrument, it can only perform as effectively as the skill level of the one handling it will allow. Vis consili expers mole ruit sua. (Force without wisdom falls of its own weight.)

When the US acts in a way that conceals its full capabilities as a great military power, it automatically cuts itself down to a size that an opponent may be able to cope with, even if temporarily, thus raising its costs, possibly prolonging a problem.

Obama administration officials are so rapt with the idea of avoiding military action that it glares out of speeches and official statements on the Iran deal and other foreign policy matters as well. Seeing, they do not see. Hearing, they do not hear. Once the Iranians could discern that US negotiators were driven to get an agreement for the White House and sought to avoid war, conditions were created in which there was little remove for maneuver.  The deal reached truly became the best one that could be constructed. Iranian President Hassan Rouhani stated in his 2013 inaugural address, “To have interactions with Iran, there should be talks based on an equal position, building mutual trust and respect, and reducing enmity.” Clearly, Iranian negotiators managed to acquire that “requisite” degree of equality. Acceptance of that equality appeared confirmed by the administration when it began to make comparisons between the standoff with Iran over its nuclear program and the Cold War nuclear standoff with the Soviet Union. In reality, there is no comparison.

During the Cold War, in the year 1963, to which the administration specifically referenced, the US and the Soviet Union had forces deployed to achieve mutual assured destruction. As war between US and Soviet Union meant annihilation, any desire to declare nuclear war would be nihilistic by its very nature. The US has remained a strong, nuclear armed superpower. Despite what has been said by the current administration, the US is fully capable of acting militarily to defeat Iran’s efforts to establish a nuclear program or potentially doing even greater damage to Iran. Iran, on the other hand, has limited conventional capabilities at best and no defense or response available against the US nuclear arsenal. Iran would not even be able to deter a US military response by having a few rudimentary nuclear devices in its arsenal. The threat to attack US interests internationally or domestically using unconventional forces or clandestine operatives should not be an effective deterrent to US military action. Nescire autem quid quam natus sis accident, id est simper esse puerum. Quid enim est aetas hominis, nisi ea memoria rerum veterum cum superiorum aetate contexitur? (Not to know what happened before you were born is to be a child forever. For what is the time of a man except it be interwoven with that memory of ancient things in a superior age.) The IRGC’s interpretation of heroic flexibility may provide clues on how a dual-track approach may have been created to resolve problems concerning the nuclear issue. Iranian President Hassan Rouhani and Iranian Foreign Minister Mohammad Javad Zarif would engage in diplomacy to gain concessions on sanctions, while unbeknownst to them perhaps, Iranian Defense Minister Hossein Dehghan and IRGC elements achieved all goals for the nuclear program.

The 19th century Prussian general and military theorist, Carl von Clausewitz, was quoted as saying: “The object of war is to impose our will upon the enemy.” In 2013, Iran’s Supreme Leader, Ayatollah Ali Khamenei, declared “heroic flexibility” to be a key concept in the conduct of Iran’s foreign and defense policy. The phrase was coined by Khamenei, himself, when translating a book on Imam Hassan. Senior leaders of the Iranian Revolutionary Guard Corps (IRGC) explained that heroic flexibility allows for diplomacy with the US and its Western allies, but requires the protection of Iran’s right to pursue a nuclear energy program. In the words of the Deputy Commander of the IRGC, Brigadier General (Sartip-e Yekom) Hossein Salami, “heroic flexibility is an exalted and invaluable concept fully within the goals of the Islamic Republic.” He further explained the concept meant “in no way would Iran retreat from fundamental lines and national and vital interests and this right is something that without [sic] concessions can be exchanged.” That meant that only on issues in which Iran had an interest but no rights, could Iranian concessions be negotiated. He went on to state: “Our fundamental framework is permanent and it is inflexible and our ideal goals will never be reduced.” Specifically on the nuclear issue, Salami elaborated by stating: “For instance, the right to have peaceful nuclear energy according to the criteria that has been secured for us, and this right cannot be modified and there is no flexibility on it, however, within this framework a political flexibility as a tactic is acceptable because we do not want to create a dead end in solving the political issue.” According to this IRGC interpretation, there was no possibility of authentic Iranian concessions on the nuclear issue. However, given the possibility that the US and its Western allies, themselves, might be willing make concessions, particularly on sanctions, the talks would allow them the opportunity to do so. It is possible that the IRGC’s interpretation of heroic flexibility provides clues on how a dual-track approach may have been established to resolve problems over the nuclear issue. Rouhani and the Iranian Foreign Minister, Mohammad Javad Zarif, would engage in diplomacy to acquire concessions, while Iranian Defense Minister Hossein Dehghan and IRGC elements would pursue all goals for the nuclear program. The nuclear complexes they initially operated in Syria, located at Kibar near Deir al-Zor, were destroyed by Israeli jets and special operations forces in 2007. Recent tests of nuclear warheads in North Korea may have involved Iranian made warheads or warheads made by North Korea for Iran.

A number of different approaches exist to develop material for nuclear weapons beyond what was negotiated in the Iran Talks. Iran has the technological know-how to attempt them. Iran is known to have experimented with laser enrichment in the past at the Lashkar Ab’ad Laser Center. Iran might be conducting an effective laser enrichment program in secret. Strides have been made by Dehghan’s Defense Ministry to revamp and enhance advanced defense research programs and strengthen Iran’s defense industrial base.  Iran has already made great strides in satellite technology, drone, and stealth technology.  The application of those new technologies was evident in the reverse engineering of a US stealth drone downed in Iran, the advent of a new anti-ship system and other naval technologies, and Iran’s greatly enhanced cyber capabilities. The administration might say with certitude that Iran has remained in compliance with the agreement. Still, reports of Iran’s effort to sanitize the facility at Parchin prior to the arrival of IAEA inspectors, in a likely attempt to conceal illicit nuclear weapons development there, should be somewhat disconcerting.

It has been reported that Tehran may have taken its nuclear program outside of Iran. One possibility, found in news reports unearthed by Christian Thiels of ARD German TV, is that Iran is working with North Korea in other countries to develop a weapon. The first evidence was their joint operation of nuclear facilities was the complex of structures found at Kibar, just east of Deir al-Zor in Syria. During Operation Orchard, on September 5, 2007, Israeli aircraft, along with special operations forces, attacked and destroyed the facility. The International Atomic Energy Agency (IAEA) reportedly confirmed that Kibar was a nuclear weapons development site. There is the possibility that other nuclear facilities operated by Iran and Nrth Korea exist in Syria. According to Der Spiegel, there is a suspected underground nuclear weapons development facility west of Qusayr, about 2 km from the Lebanese border. Recent tests of nuclear warheads in North Korea may have involved Iranian made warheads or warheads made by North Korea for Iran.

The Way Forward

Nam cum sint duo genera decertandi unum per disceptationem, alterum per vim, cumque illud proprium sit hominis, hoc beluarum, confugiendum est ad posterius, si uti non licet superiore. (While there are two ways of contending, one by discussion, the other by force, the former belonging properly to man, the latter to beasts, recourse must be had to the latter if there be no opportunity for employing the former.) In a statement on July 14, 2015 regarding the Iran deal, US Secretary of State John Kerry explained, “The President [Obama] has been resolute in insisting from the day he came to office that Iran will never have a nuclear weapon, and he has been equally—equally strong in asserting that diplomacy should be given a fair chance to achieve that goal.” Still, dealing with Iran is tricky. To allay concerns that Iran might violate the deal’s terms, the administration explains doing so would be illogical as Tehran has too much to gain from the deal. In the end, a final decision will be made on the deal one way or the other. However, the virtual abandonment of the option to use military power to urge Iran’s compliance was perhaps an error and the administration should reconsider taking this tack. It has raised concerns in the US public. Apparently, it has built up the confidence of many hardliners in Iran. In the Parliament and at Friday Prayers, the chant “Death to America” is regularly heard again.

By any authentic assessment, the US military is unmatched. Yet, it can only be as effective as the commander-in-chief utilizing it will allow. There may be genuine doubt about what the US military can accomplish vis-à-vis Iran in the administration. However, its near predilection toward denigrating US military capabilities to avoid considering military action as an option must be curbed. Fate might soon play a role in that anyway. A response to overseas activities by Iran most likely related to its nuclear program might soon be required. Other than tolerating denials and succumbing to Tehran’s will, there might be little choice but to halt those activities with military action.

Book Review: Donald P. Gregg, Pot Shards: Fragments of a Life Lived in CIA, the White House, and the Two Koreas (Vellum, 2014)

Pot Shards presents the life and times of Ambassador Donald P. Gregg (above), an individual who contributed greatly to US foreign and national security policy. Readers are taken on a journey through Northeast and Southeast Asia and halls of power in Washington, DC. Readers will discover how much Gregg valued others and his value to humanity.

The Association for Diplomatic Studies and Training (ADST) is an independent, non-profit organization that advances the understanding of diplomacy and supports the training of foreign affairs personnel through a variety of programs and activities. As part of its Foreign Affairs Oral History Project, it has prepared thousands of transcripts of interviews recorded with US Foreign Service veterans.  These excellent oral histories present the realities of diplomacy to include thought provoking, sometimes absurd, and often horrifying stories from which valuable lessons can be drawn.  In April 2014, ADST graciously authorized greatcharlie.com to present the oral history of Ambassador Donald P. Gregg, an authentic intelligence professional and consummate diplomat.  In July 2014, Gregg published his extraordinary, must read memoirs entitled, Pot Shards: Fragments of a Life Lived in CIA, the White House, and the Two Koreas (Vellum, 2014).  It is part of ADST-DACOR’s Diplomats and Diplomacy Series. Donald Gregg was an employee of the US government for forty-three years, working in the fields of intelligence and diplomacy.  Gregg served in the Central Intelligence Agency (CIA) for thirty-one years from 1951 to 1982.  Paramilitary trained and airborne trained, he spent most of his career in assignments overseas and advising the most senior leaders of the CIA.  He was assigned to Japan, Burma, Vietnam, and Korea.  He was special assistant to the Ambassador of Korea from 1973 to 1975.  Gregg also served as a member of the White House National Security Council staff from 1979 to 1982. Upon retirement from CIA, Gregg became National Security Adviser to US Vice President George H.W. Bush from 1982 to 1989, and US Ambassador to the Republic of Korea from 1989 to 1993.  Outside of government, Gregg served as a senior consultant to Goldman Sachs, the chairman and president of The Korea Society in New York, and he currently serves as the chairman of the Pacific Century Institute in Los Angeles.  Gregg was born in New York. He enlisted in the US Army upon graduation from high school in 1945.  He received training as a cryptanalyst and reached the rank of sergeant.  He went on to attend Williams College from 1947 to 1951, majoring in Philosophy.  Gregg has received numerous awards from CIA, the US Department of Defense and the South Korean government and five honorary degrees from American and foreign colleges.  Gregg has visited the North Korea several times and advocates for the normalization of relations between that country and the US.

On its face, Pot Shards is a significant contribution to the record of the US experience in the Far East written by a major player, an intelligence icon.  Pot Shards covers some weighty matters regarding intelligence, diplomacy, and defense policy.  Some of the issues and events discussed by Gregg have never been revealed in other texts. Gregg could have limited the book to the audience of policy scholars, analysts, historians, intelligence professionals and veterans and all those familiar with the subject matter.  However, he presents Pot Shards in a way that everyone can understand and enjoy at some level.  There is much in Pot Shards that would especially thrill those beguiled by spy novels and films and spy craft enthusiasts.  Yet, what makes Pot Shards most exciting is the story of the man: Donald Gregg.  With good humor, he recounts many satisfying exploits, but also reveals vicissitudes and trials he faced.

Individuals that Gregg mentions in Pot Shards are those with whom he had continuous contact as managers, mentors, and friends. Some of are well known, “foreign policy celebrities,” such as Robert McNamara, Henry Kissinger, Creighton Abrams, Richard Helms, William Colby,  Harold Brown, Zbigniew Brzezinski, Richard Holbrooke, and Richard Allen. Others may be remembered only by a few.  Gregg sheds light on their impact and exactly how their ideas ignited events from the inside. Moreover, Gregg indicates those individuals helped him develop a greater understanding of the world and other ways of thinking, allowing him to become something that he perhaps would not have been without them.

In Cloud of Witnesses, George Rutler examines sixty-six individuals, who have influenced his life, based on what Aristotle would refer to as their ethos (an honest use of talent), logos (an honest use of mind), and pathos (an honest involvement in the suffering of the world).  That would be the best way to examine Gregg’s presentation of his life and career.  At Williams College, Gregg was influenced by the thinking of Professor John William Miller, the head of the Philosophy Department, who taught him the simple definition of morality, “Never treat another human being as an object.”  Gregg explained that he has tried to live by that definition.  Gregg was also influenced by Miller’s interest in people taking action and being defined by, and held responsible for, the actions they took.  Miller taught him that “Man does not have a nature, he has a history,” Gregg recalled Miller urged his students to act upon what they believed in and to “cut behind appearance toward reality.”

It was clear from many anecdotes in Pot Shards that Gregg has had a genuine interest in people.  He has looked beyond differences, avoiding being caught up with race, ethnicity, or other things which had been used particularly in the 1940s, 1950s, and 1960s to determine how one should relate with another.  For example, when he first came to Washington, he would enjoy going to jazz clubs which catered to African-American patrons.  That was notable because Washington, DC at the time was a segregated city. Serving in the military at a young age, he learned about different men and different behaviors, and witnessed racial and ethnic prejudice which repulsed him.  In Kai Bird’s excellent work, The Good Spy: The Life and Death of Robert Ames, it was indicated that racial and ethnic prejudice was apparent at CIA.  It was manifested in the casual and official discussions of some, and even worse, in decision making.  That was certainly not Gregg’s way.  His type of clearheaded, solid judgments resulting from giving situations and individuals a deeper look, was always needed.  Virtue shines in the presence of vice.

Having served as a cryptanalyst in the US Army, Gregg was sought by the National Security Agency in the middle of his senior year at Williams.  However, the recruiter rather than take Gregg suggested he join CIA.  Gregg knew little of the CIA and what it did.  However, the recruiter, with what Gregg now thinks was a bit of cynicism said, “Oh, they jump out of airplanes and are going to save the world!” That attracted Gregg, and initiated his thirty-one year career with the Agency.  Gregg has provided an incredibly intriguing discussion of his paramilitary training at CIA and the others he met during it. Gregg makes it clear in that discussion though, that so-called “good old days” in CIA were not always so good.  There were crazy events. Some people were not best serving the needs of CIA or their country. Managers who were very most often former OSS officers tried to recreate approaches taken by their former organization in German and Japanese held territory in Europe and Asia.   Often proposals for covert operations were based on questionable judgment and scant research.  Real possibilities for success were not fully considered by decision makers.  They were praised and approved by management as displaying a “Gung-Ho”, “Go Get ’em”, motivated attitude.  Yet, those operations more often resembled suicide missions.  Gregg found himself on such an assignment.

In March 1952, Gregg was assigned to fly to Bangkok, Thailand, where he would pick up a group of North Vietnamese whom he would train in sabotage and small unit tactics at a secret base. Following the completion of the training, Gregg and his team would be parachuted into North Vietnam.  Gregg spoke neither Vietnam nor French, and knew nothing of Vietnam or its history, and he was far from a veteran saboteur or guerilla leader. Gregg discovered an attractive post-debutante in her mid-thirties was the Vietnam plans officer and he had heard her say that her “Vietnam plan” had been accepted.  A cocktail party was given to celebrate the occasion, but Gregg was not invited.  When Gregg met his team, they turned out to be totally untrained Vietnamese with whom he had no way of communicating.  Gregg said they looked childlike.  Later he further learned that they were ethnic-Vietnamese from Thailand and had never set foot in Vietnam.  The potential for disaster was enormous. Gregg had no intention of backing out, but the truth behind the operation eventually revealed, and things worked out for the best. The operation was exposed as a fraud.  It turned out that a corrupt principal agent had hoodwinked CIA officers in Bangkok and had “taken the money and run.”  The mission was cancelled.

However, Pot Shards does not serve as some expression of some longstanding of primal doubt.  Gregg never moved about stating “Something is rotten in the Agency.”  Readers discover that through coping with those problems he learned not only what to do, but more importantly, “how not to do it.”  Gregg could recognize what was good, as good.  Gregg also worked with many in CIA who were true professionals.  He modeled his own management and decision making style in part from theirs. Gregg’s loyalty to his country and conviction toward duty was surpassed by no other.  He is proud of his years in CIA. So much of that experience was central to his personal life.  Through CIA, he met some life-long friends.  Through CIA, he met his wife.

Gregg makes it clear that his wife Margaret (“Meg”) has been central to his life.  A fortuitous encounter while hailing a taxi at Washington, DC’s Union Station set off of chain of interesting events that led to their life-long partnership.  Unbeknownst to Gregg, Meg, fluent in Russian, was actually Gregg’s superior in the Operations branch at CIA when they met.  However, as Gregg makes clear he was irresistibly taken by her combination of beauty, intellect, and charm, which made her something supreme to him.  Whether accompanying him in Japan, Korea, or Burma or remaining back in the US with their three children while Gregg served in Vietnam, she was the rock on which Gregg was able to build a career while raising a family. Relating the course of their marriage, Gregg leaves no doubt that meeting Meg was the best luck he ever had.

As Gregg rose through the ranks at CIA, he saw more clearly how many policies that drove CIA activities were not carefully considered and constructed. Gregg saw how euphonious policy speeches by political officials would often be based on captivating assessments of positive outcomes and capabilities of foreign partners not based in reality. He could see that near desperation on wanting a situation to be certain way led many, even the well-intentioned, to project their thinking on that of senior foreign counterpart, or worse, an adversary.  Only a negative outcome would reveal the error of a flawed approach for some.  In the early years of the US involvement in Vietnam Gregg witnessed this.  Gregg recalled accompanying US Secretary of Defense Robert McNamara to Vietnam in 1963. McNamara was told by General Paul Harkins, who commanded the US Military Assistance Command in Vietnam (MACV) that “We will be out of here with a military victory in six months.”  McNamara was disturbed by the unrealistic reporting, and told US President Lyndon Johnson that things were really not as good as Harkins’ people seemed to think they were.  Gregg also recalled a war game in 1964 on the use of airpower in the North Vietnam.  He participated with: General Maxwell Taylor, US Chairman of the Joint Chiefs of Staff; General Earl Wheeler, US Army Chief of Staff; General Curtis LeMay, US Air Force Chief of Staff; John McCone, CIA Director; and, in the presence of McGeorge Bundy, the National Security Adviser.  Gregg, as the CIA representative of the Blue Team, gave CIA’s analysis of the plan to bomb North Vietnam.  Gregg described the rationale of the plan and then proceeded to explain why it would fail.  The rest of that story will not be spoiled here.  One will have to read Pot Shards to discover what the response to Gregg was from the many powerful men in the room.  Gregg’s description of it all makes the moment palpable.

Writing about his second tour in Vietnam, Gregg provides good lessons on how to function effectively as a manager or leader under extremely adverse circumstances.  His lessons hold true for professions beyond intelligence for they primarily concern human nature and the wonders and realities of human interaction.  There were many difficult experiences that were a part of that period.  One evening Gregg received a frantic call from a member of his crew who he described as a gifted and committed paramilitary officer, with several tough tours under his belt.  The officer had married a Vietnamese war widow with children and lived in her Bien Hoa apartment.  He had just returned from a mission to find one of his children “desperately ill.”  Gregg rushed to the officer’s apartment with medical assistance in tow.  Yet, by the time he arrived, he found the tragic scene of a beautiful young girl, eight years old, lying silent and still, with her frightened siblings and anguished mother, who was being comforted by the officer.  The girl was confirmed dead and the officer asked Gregg to take her away.  Gregg picked up the child and walked out.  Doing so reminded him of carrying his own small daughters Lucy and Alison to bed after they had fallen asleep. He searched for an answer on how to handle the situation.  This was a CIA matter and had to be kept confidential.  Gregg eventually decided to bring the child to the emergency room of the US Army hospital at Long Binh, where US Army Military Police told him where to go to have the body cared for.

In this segment of Pot Shards, there are also fascinating stories of Gregg’s exploits in combat.  He was in the thick of things as CIA Regional Officer in Military Region 3 (War Zone D).  There are accounts of Gregg managing paramilitary operations and interrogations of his crew.  He flew with forward controllers, directing fire support for US and allied troops.  He described radio communications from battles, the descriptions of which bring the reader right to the scene.  Gregg’s efforts were appreciated by US and allied commanders he worked with such as: General James Hollingsworth (US);  General John McGiffert (US); General Nguyen Van Minh (South Vietnam); General Jangnai Sohn (Korea); and General Roh Tae-woo (Korea); Colonel Nguyen Cong Vinh (South Vietnam); and, Colonel Bach Van Hien (South Vietnam).

On his second tour, Gregg could still see how different ideas, among policy and decision makers, about what was truly happening in there impacted the decisions being made and the lessons the US military as well as other security organizations as CIA, were learning from the experience.  At the very end of his tour in Vietnam, General Creighton Abrams hosted a lunch for Gregg at his MACV Headquarters in Saigon, a place where he had been excoriated in the past.  At lunch, Gregg sat next to Abrams and six or eight of his subordinates.  He felt Abrams was the best of the three commanders the US sent to Vietnam.  Knowing Abrams had been in Vietnam for some time, Gregg asked him how long it had actually been.  Abrams proudly responded, “Six years.”  Gregg then asked him how he kept going, and Abrams stated, “Well, I keep learning things.”  Gregg then politely asked him what he had learned so far, and Abrams replied that just finished reading Bernard Fall’s Hell in a Very Small Place, an account of the French defeat at Dien Bien Phu. Abrams said that he “now” understood Fall’s reasoning as to why the French had failed to reestablish their colonial rule in Vietnam.  When Gregg asked “How did Fall explain it,” Abrams explained, “Fall said that the French lost because they failed to politically organize the terrain.  I think I understand that now, but I would not have understood that a year ago.”  Gregg had no response to that, but explained that when he later saw pictures of heavy US battle tanks, named after Abrams, crashing around Iraq and Afghanistan, he thought of Abrams’ answer.

Through his achievements in Vietnam, Gregg developed a reputation in CIA as a very wise and capable officer.  He knew how to present ideas and concepts to develop agreement or consensus on issues. Bringing his thoughts to precise declarations took skill.  This was one of the many skills that Gregg honed through interactions with a number of accomplished professionals.  One who helped Gregg elevate his capabilities while he served in his next overseas assignment as CIA Station Chief in Seoul, was US Ambassador Philip Habib.  Habib was gruff and outspoken.  However, by Gregg’s account, he understood people well and was an excellent diplomat for whom he developed tremendous respect.  Gregg indicates that it was Habib’s maneuvering that help to save the life of liberal South Korean politician, Kim Dae-jung, after he had been kidnapped from his Tokyo hotel room by the Korean Central Intelligence Agency (KCIA).  Habib never accused the Korean President Park Chung-hee of ordering the kidnapping but sent a message to him explaining that the US was aware of the action and hoped he could do everything to keep Kim alive.  This allowed Park a chance to avoid direct embarrassment and contrive a story in which he accused rogue elements of the Korean government had alone committed the act, and in which he took credit for saving Kim.  Gregg said Habib’s astute handling of the situation kept Kim alive and allowed Park to save face.  Gregg explained saving face was always a major concern in Asia.  Habib’s actions allowed Washington’s relations with Seoul to improve.

Gregg completed his career at CIA on a high note at the US National Security Council.  He had achieved success maintaining an ethic of his own, a moral code.  There was goodness living inside a good man.  He saw the greater good that would result from his actions against Communism.  Gregg was invited to join the administration of US President Ronald Reagan as the National Security Adviser to then Vice President George H.W. Bush.  His job made use of all of his skills and experience from CIA.  During those six years with Bush, Gregg traveled to 65 countries.  Along with those visits came his attendance at endless formal events.  Gregg recounts some of rather unusual happenings at such gatherings, providing readers with a gift bag of humorous stories.  Yet, while in the Reagan administration, his self-image was put to the test.  Gregg dedicates a chapter to a painful period of that service: IranContra, which was the purported attempt by the administration to sell surplus arms to Iran in exchange for it to ensure the release of US hostages being held in Lebanon.  Claims that Gregg was involved with that matter were invalidated.  Gregg’s account of it all is captivating.

As Ambassador to South Korea in the administration of President George H.W. Bush, Gregg successfully made use of his experience at CIA as well as the White House.  However, Gregg did not tap into his training as an intelligence officer to manipulate Korean officials or simulate closeness with Koreans he met.  There was no deception at all. Gregg was genuine, natural, in his interactions and that is what helped him gain their respect and confidence.  There was a type of communion between Gregg and many of his senior Korean counterparts.  One of the issues Gregg was determined to confront as ambassador was the continuing negative note in US-South Korean relations over the alleged US involvement in the Kwanju Uprising of 1980.  Then Korean President Chun Doo-hwan had brutally cracked down on protests in Kwanju in the wake of the arrest of Kim Dae-jung on charges of treason. At least two hundred Koreans were killed in the streets.  Chun claimed that the US had fully supported his actions.  That was not true, but by the time Gregg arrived in Korea as ambassador, hostility toward the US was still strong in the city.  The US Cultural Center in Kwangju was often attacked with fire bombs by rioters trying to drive the US out.  Gregg after consulting with others, including Kim Dae-jung, went to Kwangju in January 1990.  While there, Gregg met with six leaders of anti-US groups for over three hours.  Gregg explained that he came to Kwangju to lessen the hostility that the people in the city seemed to hold for the US.  Gregg explained to them that the US was not connected at all to the incident, and many of the actions by the US at that time, such as moving an aircraft carrier to Pusan were not a show of support for Chun. That particular move was meant to signal to North Korea not to intervene.  The anti-US protesters believed the US was close to Chun administration, but Gregg let it be known that there was general distaste for it.  In that vein, Gregg explained, that at the time, the Reagan administration had agreed to receive Chun at the White House if Chun agreed to lift the death sentence imposed on Kim Dae-jung, and to release him from prison.  Most important in the conversation was Gregg’s apology over the fact the US had remained silent for so long on the Kwangju issue.  Gregg diffused the hostility toward the US and attacks on the Cultural Center in Kwangju stopped.  Gregg explained his first visit to Kwangju was deeply valuable in showing him how Koreans can hold feelings of han (deep-seated resentment) when they are dealing with events caused by others and which they feel are unjustified, immoral, and unfair.  When Gregg made his first visit to Pyongyang in April 2002, he explains that he encountered the same feelings of han that he had encountered in Kwangju twelve years before.  However, he notes that lessons learned in Kwangju were helpful as he tried to establish a dialogue and some degree of trust between his North Korean hosts and himself.  Ambassador Philip Habib certainly would have been proud of Gregg’s performance.

Russia Tells Iraq It’s “Ready” to Support Fight Against ISIS; But Russia Must Take “Direct Action” in Iraq and Syria for the Sake of Its Own Security

Russian Federation President Vladimir Putin greets members of Directorate “A” of the FSB Special Purpose Center (Alpha Group). Russia has pledged to support Iraq and Syria in the fight against ISIS and other Islamic militant groups. However, the threat to Russian security posed by Russian citizens in those groups makes action by Putin in those countries imperative.

According to a September 26, 2014 NBCNews.com report entitled, “Russia Tells Iraq It’s ‘Ready’ to Support Fight Against ISIS”, Russian Foreign Minister Sergey Lavrov made the pledge to Iraqi Prime Minister Haider al-Abadi on the sidelines of the UN General Assembly in New York that Russia would help support Iraqi in the fight against ISIS. The Russian Foreign Ministry stated through the Itar-Tass state-run news agency that “During the meeting, Lavrov confirmed Russia’s support for Iraq’s independence, territory integrity, and sovereignty.” The Russian Foreign Ministry further stated “Moscow is ready to continue supporting Iraq in its efforts in fighting the terrorist threat, and, first of all, the one from the Islamic State.” On September 19th, Ilya Rogachev, head of the Russian Foreign Ministry’s Department for New Challenges and Threats, told the Interfax news agency that Russia still declines to participate in the US-led effort against Islamic militant groups in Iraq or Syria. However, Russia pledges to continue its aid to Iraq, Syria, and other nations that are fighting terrorists. Indeed, in the form of a sillitude he explained, “The anti-ISIL [Islamic State of Iraq in the Levant used interchangeably with the Islamic State of Iraq and Greater Syria (ISIS)] coalition is not a club party—we do not expect any invitations and we are not going to buy tickets.” Apparently, the Russian government has not amended its position even though the first round of US-led airstrikes on Islamic militant groups that began on September 23rd obviated its contention that the air strikes would be used as a pretext to attack the armed forces or any other elements of Syrian President Bashar al-Assad’s regime. The air strikes actually hit a range of target including leaders, command and control centers, communications facilities, training camps, and supply depots of the Islamic State of Iraq and Greater Syria, the Al-Qaeda linked Khorasan Group, and its parent organization, the Al-Nusra Front. While the US executed the majority of the strikes from bombers, fighters, cruise missiles, and drones, the United Arab Emirates, Saudi Arabia, Jordan, Bahrain, and Qatar in the second and third wave of attacks in the strike formation and through reconnaissance flights. The US began air strikes against ISIS in Iraq on August 8th.

The Khorasan Group, a collection of seasoned Al-Qaeda operatives, that the West feels poses a direct threat to targets in Europe and the US, should be of particular interest to Russia. Its members include several fighters from Chechnya, as well as Pakistan, Afghanistan, and Yemen are included among its members. Khorasan’s leader, Muhsin al-Fadhli, fought against Russian forces in Chechnya and was trained there in the use of firearms, anti-aircraft weapons, and explosive.

Since the initial days of the Syrian conflict, Russian Federation President Vladimir Putin made it clear that he had no plans to intervene on the ground in Syria with Russian forces. At the same time, he made it clear last year that he was following the movement of Russians and Europeans to Syria very closely, and was concerned about their capabilities and possibilities for action against Russia. Surely, the conscience of the Russian people has been struck while watching the Islamic militants move through Syria as well as Iraq. Some may recall the ruthlessness of Nazi forces in the rear areas as they moved through Russia during World War II. Unlike some Western countries, Putin has not been compelled to respond with force to the anguish and outrage of Russian citizens, after witnessing a public execution of a Russian citizen by extremist Islamic militants in Syria or Iraq. Putin wants Russia to look strong, but sitting on the sidelines and relying on the US to manage the entire situation does not allow Russia to look strong. Interestingly, standing aside practically amounts to a conceit that US leadership and support for countries, militarily, financially, or politically can ensure positive things are accomplished internationally, and that the importance of the US is unmatched on the world stage. That is precisely the perspective of the US that Putin has tried so hard to knock down in speeches and published statements. It is also a gamble. ISIS, the Al-Nusra Front, and its off-shoot, Khorasan pose a genuine threat to the Russian homeland. They have declared that. Only force will have a sustained impact and strong educational effect on these groups. Some of Putin’s advisers may counsel that using force in Iraq and Syria would prove ineffective and pointless. Others may reject the idea fearing Western condemnation and retribution over unilateral intervention by Russia. Yet, if a search and destroy operation by Russian military or other security organizations against Russian elements in Islamic militant groups in Iraq and Syria will make Russia more secure, it should be undertaken. Russia and Islamic Militant Groups

Putin has been continuously engaged in an effective fight against Islamic militant groups in Russia. Counter-terrorism has been a key aspect of Russia’s national security policy for many years due in great part to longstanding security problems the government has faced from the Islamic insurgency near the Caucasus Mountains. The insurgency, organized into a loose alliance of rebel groups known as Imarat Kavkaz (Caucasus Emirate), has been simmering more than a decade after it drove separatists from power in the North Caucasus province of Chechnya during Putin’s first term. They seek to carve an Islamic state out known as the Chechen Republic of Ichkeria from a swath of southern Russia. That group posed the greatest threat to the Olympic Games in Sochi.

The possibility that Russian fighters from these groups that have fought in Iraq and Syria may return home to engage in terrorist activities remains one of Putin’s greatest concerns. Back in June 21, 2013, at a conference in St. Petersburg, Russia, Putin made the claim that 600 Russians and Europeans were within the Syrian opposition fighters’ ranks. While the US and European intelligence services expressed concern over the viability of vetting Syrian opposition fighters to discover who among them are Islamic militants, the Russian intelligence service apparently already possessed files on the identities of a considerable number of Syrian opposition fighters. The London-based International Centre for the Study of Radicalization estimates that the number of Russian fighters in Islamic militant groups in Iraq and Syria, including those in the field now and those that have returned home, is around 800. Putin has not provided any new estimates publicly. 

In his September 11, 2013 New York Times Op-Ed, Putin discussed the danger posed to international peace and security by Islamic militant groups in Syria. Putin explained, “There are few champions of democracy in Syria. But there are more than enough Qaeda fighters and extremists of all stripes battling the government. The United States State Department has designated Al-Nusra Front and the Islamic State of Iraq and the Levant, fighting with the opposition, as terrorist organizations. This internal conflict, fueled by foreign weapons supplied to the opposition, is one of the bloodiest in the world. Mercenaries from Arab countries fighting there, and hundreds of militants from Western countries and even Russia, are an issue of our deep concern. Might they not return to our countries with experience acquired in Syria? After all, after fighting in Libya, extremists moved on to Mali. This threatens us all.”

Taking Action

Assad and Abadi would most likely give their consent for Russia to conduct operations in their countries and provide Russia valuable support in its efforts. Finding Russian citizens in Iraq and Syria among reportedly over 30,000 fighters of ISIS may be akin to finding a needle in a haystack. Yet again, the potential benefit of thwarting potential attacks in Russia by extremists Islamic militants underscores the efficacy of such an undertaking. Given the degree of difficulty involved, Russia should use special forces units from the Federal’naya sluzhba bezopasnosti Rossiyskoy Federatsi (Federal Security Service) or FSB, Directorate “A” of the FSB Special Purpose Center (Alpha Group) and Directorate V of the FSB Special Purpose Center (Vympel) groups. Russia could also employ Zaslon (Barrier), a special services group of the Sluzhba Vneshney Razvedki (Foreign Intelligence Service) or SVR. Of the many special service groups established in Russia, Alpha Group and Vympel are the most well-known and respected. Alpha Group, an elite stand alone sub unit of Russia’s special services, is a dedicated counter-terrorism task force of the FSB. It primarily prevents and responds to violent acts in public transportation and buildings. Vympel is officially tasked with protecting Russia’s strategic installations, however it is also available for extended police duties, paramilitary applications, and covert operations in Russia or abroad. The profile and capabilities of both units have increased, and they have taken over and consolidated roles and personnel from other organizations. Over many years, Alpha Group has acquired a reputation for using ruthless methods in response to terrorist acts. Zaslon has not been publicly recognized by the Russian government. Zaslon personnel are said to be former spetsnaz troops and serve under the sole command of Foreign Intelligence Service (SVR) headquarters in Yasenevo, on the outskirts of Moscow. In his book Russian Security and Paramilitary Forces Since 1991 (Osprey, 2013), Mark Galeotti, of NYU’s Center for Global Affairs, explains that Zaslon has been linked with everything from assassinations abroad to gathering up documents and technology that the Russian government did not want the US to seize when Baghdad fell. In Syria, Galeotti suspects Zaslon may be providing additional support for Russian military and diplomatic personnel, and is likely already earmarked to extract people, documents, or technologies Russia would not want to share if Syrian President Bashar al-Assad’s regime began to collapse.

Air strikes should continue to disperse ISIS fighters as they try to avoid certain death from US bombs and cruise missiles. Perhaps operating as mixed “combined special groups” (svodnye spetsialnye gruppy (mixed special groups) or SSGs, Russian special operations forces could go into ISIS and Al-Nusra Front controlled areas and kill Russian elements or when the opportunity presents itself, collect prisoners. If ordered by Putin to present a plan for such an operation, senior Russian special services’ planners will more than likely produce something that displays a high level of acumen and creativity, utilizing advanced technologies in a manner that neither analysts nor the potential opponent could foresee. In Syria, for example, Russia special services’ efforts might entail some of the following steps. Russian special services should exploit all of its intelligence surveillance and reconnaissance capabilities to assist in locating rouge Russian elements on the ground in Syria. FSB and other Russian intelligence and security services apparently already possessed files on the identities of Russians who have traveled to Syria. Support from FSB operating in areas of Russia from which the suspected nationals originate will also support Alpha Group, Vympel, and Zaslon operations. With assistance from the Syrian military intelligence services, Mukhabarat, Russian special services could interact with Syrian citizens to collect granular information on the Islamic militant groups including the size of specific units, the locations of its fighters, the backgrounds of individual fighters and commanders, unit capabilities, and its combat and nonlethal resources. Russian special services may benefit from liasing with elements of the Iranian Revolutionary Guards Corps’ Quds Force. From that work, an effective operational plan can be developed. Russian special reconnaissance and electronic surveillance means would be used to monitor the locations, daily movements, and activities of the hostile Islamic militant groups. Leaders, arms, supply lines and depots, and financial support would be targeted. All entry points of Islamic militants could be identified and placed under special reconnaissance and electronic surveillance. Penetrating the Islamic militant groups, if Russia’s SVR has not already done so, would unlikely be helpful and would place any assets engaged in that effort at risk, especially once direct action is taken against those groups. All of that would be done while trying not to cross paths with US-led air assets.

Eventual strikes against Russian targets in the Islamic militant groups must be executed swiftly and covertly. Retired US General Stanley McChrystal, former commander of the US Joint Special Operations Command, has offered hints on how to exploit situational awareness which were summarized in the January 7, 2014 greatcharlie.com post entitled, “Obama, Putin discuss Olympics Security in Call; Putin Has Got It Covered and He Will Keep His Promise to the Terrorists, Too!” When striking at a terrorist group’s network, the goal is to paralyze its nervous system. Hitting it intermittently, or every other night, allows the opponent to become stronger, having become accustomed to resurrecting itself. However, McChrystal explains that if you strike at enough targets simultaneously, taking down key leaders, the group will be thrown into chaos and confusion and have a difficult time “regenerating.” That will allow for decisive effects.

Units also can be better utilized as a result of excellent situational awareness. As McChrystal explained “Traditionally, if we did a raid and we thought we were going to need 20 commandos, to actually be on the target, we might take 120, because we had to put security around the site to protect it from enemy reinforcements, and we might have to put a support section and a command and control section there because you need all those things to account for the unexpected. But when you have very good situational awareness and good communications, you only send the 20, because your security comes from being able to see, and then you can maneuver forces if you need them. So suddenly, the 120 commandos aren’t doing one raid; their doing six raids, simultaneously, and you start to get the ability to do 300 raids a month.”

To speed the process and achieve a high level of success, the Russians could adapt a form of “find, fix, finish, exploit, and analyze” (F3EA) developed by McChrystal. Under the concept, security forces would understand who or what is a target, locate it, capture or kill it, take what intelligence one can from people and documents, analyze that, then go back out execute the same cycle again. If Russian security services want to act at a speed as fast as US special operators in Iraq under McChrystal ‘s command, decision-making would need to be de-centralized because of the high number of raids. Subordinate elements must be allowed to operate quickly. It is very likely that FSB has been using sophisticated technical means to monitor the movements and activities of individuals and groups, likely to engage in terrorist acts, has been on-going. Such surveillance efforts could also be used to develop leads for the operation.

Assessment

On September 11, 2014, US Secretary of State John Kerry stated on a Voice of America radio broadcast that the administration of US President Barack Obama was disappointed by Russia’s initial reaction to the president’s speech on ISIS, which indicated the group represented a direct threat to Russia itself. Kerry explained in his view Russia must join the international fight against ISIS. Prompting by the Obama administration will unlikely cause Putin change his position and join the multinational effort against Islamic militants groups in Iraq and Syria. Indeed, it would more likely cause him to turn away from it. Yet, clear headed, practical choices must be made on Iraq and Syria in the Kremlin. As a result of US-led air strikes, there are opportunities being created for Russia in Iraq and Syria to enhance its security. Putin, his military commanders, and senior security officials know the capabilities of specific individuals and units in Russia, the effectiveness of their weapons systems, and what the real possibility for success of any given operation would be. They must also recognize the real possibility for success in enhancing Russia’s security if Russian special services acted in Iraq and Syria against Russian targets.

Of course, if Putin targeted Russian members of Islamic militant groups in Iraq and Syria, he would be contributing immensely to the international effort against those groups. Indeed, in addition to the Chechen members of Khorasan, a number of the senior leaders of ISIS are Chechen. An ethnic Chechen named Omar al-Shishani is one of ISIS’ most prominent commanders and at one point was the face of the group. Putin demands that Russia should be recognized as a world power, but Russia also must act in a manner consistent with that title. While he has shown a willingness to intervene in the former Soviet republics bordering Russia, Putin has certainly not had Russian forces gallivanting outside of its region, attempting to secure Russian interests. Taking action in Iraq and Syria as proposed here would be more about establishing Russia’s security than posturing. Yet, as result of the action, Putin would demonstrate not only to the Russian people, but to the world, he is a leader who is able to respond effectively to security issues. Putin would be able to show the Russian people and the world, that Russia is a global power.

“A Plea for Caution” One Year Later; The New York Times Op-Ed That Revealed Much about Putin

In his September 2013 New York Times op-ed, Russian President Vladimir Putin did not suggest any real steps to create opportunities for international cooperation or greater peace and security. He seemingly wanted to stir mistrust worldwide toward US efforts in foreign affairs. It would be disingenuous for US President Barack Obama’s administration to deny its behavior toward Putin likely influenced his decision to write it.

In a September 11, 2013 New York Times op-ed, Russian President Vladimir Putin provided a commentary on US-Russian relations that appeared to be a rebuttal to US President Barack Obama’s August 10, 2013 speech on the possible US military response to the chemical use by the President Bashar al-Assad’s regime in Syria. Putin’s objective with the op-ed was to reach the US public through the back channel of the news media. That was made clear when he stated, “Recent events surrounding Syria have prompted me to speak directly to the American people and their political leaders. It is important to do so at a time of insufficient communication between our societies.” Yet, Putin failed to realize that while he sought to promote Russia’s positions and arguments in the media, attempting to cope with policy analysts and popular pundits, hostile to his statements, on their “home court”, would be a mistake. Global media is still dominated by the West. Moreover, among those people interested in foreign and defense policy in the West and worldwide, very few would ever take the position that Russia was equal imilitarily, economically, or politically to the US and its Western partners. Far more people worldwide might accept negative perspectives of Russia given its human rights and civil rights history, and the authoritarian nature of the Soviet Union from which it had emerged. Changing such perceptions of Russia would be difficult to accomplish with one op-ed.

What made the op-ed even less likely to receive approval was the manner in which Putin presented his facts and arguments. He does not present a discussion based on Russia’s genuine concerns about the impact of military action. Putin displayed more tack than tact in his commentary. There was no romantic fuzziness in his words. There is no soft spot. It is not some lush, soupy appeal.  The op-ed lacks the moral eloquence of Obama’s speeches. Manifested in the text, however, was the fact that Putin is tough and has no time to be a sentimentalist. Putin was well-aware that he was communicating with citizens of an, albeit, adversarial government. Despite his best intentions, his recognition of the fact that he is not the best friend of the US public–and he likely does not care to be–managed to infiltrate his statements.

Putin accomplished very little with the op-ed. Since the time it was published, the atmosphere in international affairs has not improved, mutual trust has not been strengthened, and US-Russian relations have worsened. Putin has made major moves in Ukraine contrary to US wishes, and he has warned the West that Russia still has nuclear arms. If anything, his op-ed serves as a marker, indicating a genuine downturn in US-Russian relations had occurred. A look at events surrounding his decision to publish the commentary sheds light on how US-Russia relations fell to current levels, but also  seems to provide hope that a constructive dialogue between Obama and Putin could still develop.

Background: Putin and the US

Since the fall of the Soviet Union, the authentic face of the Russian government has been Russian President Vladimir Putin. Putin restored order in Russia after the internal chaos of the 1990s, reestablishing the power of the state. Many would note the record shows he accomplished this with little regard for human and political rights. Putin is conscientious about his work, and has become quite experienced in governance and wielding national power. His style of management is undoubtedly shaped by his initial career as an officer in the Soviet Union’s Komitet Gosudarstvennoy Bezopasnosti (the Committee for State Security) known better as the KGB—the agency responsible for intelligence, counterintelligence, and internal security. He reached the rank of lieutenant colonel before retiring. Putin has been advised and assisted by a small group of men who served alongside him during his KGB career. These men are known as siloviki (power men). Finding siloviki, particularly retirees of the KGB, and the present day security service, Federal’naya Sluzhba Bezopasnosti Rossiyskoy Federatsi (Federal Security Service) or FSB, in high places in Russia is not unusual. A quarter of Russia’s senior bureaucrats, particularly in the armed forces and the security services, are siloviki. At the pinnacle are men who came from Putin’s hometown of St. Petersburg. The “roots” of the families those men come from go back to the beginnings of the Communist Party and its first political police known as the Cheka. Putin’s Cheka heritage includes both a father and grandfather who served in the security service. Putin attended the schools and auniversity Chekisty (Chekist) progeny typically attended.

The Chekists share a view that the greatest danger to Russia comes from the West. They believe Western governments are driven to weaken their homeland, create disorder, and make it dependent of Western technologies. They feel that under former President Boris Yeltsin, the Russian leadership made the mistake of believing Russia no longer had any enemies. The Chekists are resentful of the West’s success over the Soviet Union in the Cold War. As Putin himself has publicly expressed, the Chekist consider the collapse of the Soviet Union, under Western pressure, as the worst geopolitical catastrophe of the 20th Century. That loss did not mean a loss of dignity or the will to act. Anti-Western sentiment became so strong that it has created a siege mentality among the Chekists. In his March 18, 2014 speech declaring Russia’s annexation of Crimea, Putin spoke not only as the voice of Russia, but the voice of the Chekists. He enumerated some of the actions taken by the West that have fostered contempt in Moscow. He mentioned: Russia’s economic collapse, which many Russians recall was worsened by destructive advice from Western business and economic experts that did more to cripple their country; the expansion of NATO to include members of the Soviet Union’s own alliance, the Warsaw Pact; the erroneous Russian decision to agree to the treaty limiting conventional forces in Europe, which he refers to as the “colonial treaty”; the West’s dismissal of Russia’s interests in Serbia and elsewhere; attempts to bring Georgia and Ukraine into NATO and the EU; and, Western efforts to instruct Russia on how to conduct its affairs domestically and internationally. Putin is determined to save Russia from disintegration, and frustrate those he perceives as enemies that might weaken it. He will not be satisfied until Russia’s global power and influence are restored and the independent states of the former Soviet Union are brought back under Moscow’s political, economic, and military (security) influence.

Even prior to the op-ed’s publishing, the downward spiral of Russia’s relations with the Obama administration was evinced  by: Putin’s decision to allow National Security Agency whistleblower Edward Snowden to reside in Russia; ongoing espionage efforts between Russia and the US, including the activities of Sluzhba Vneshney Razvedki (Foreign Intelligence Service) or SVR officer Anna Chapman and other Russian “illegals” captured by the Federal Bureau of Investigation in 2010; counter allegations of US spying on Russia revealed by Snowden and Wikileaks; and the US admonishment of Russia on human rights issues. Despite these and other negative connections, the White House sent Putin proposals on a variety of issues, some in which he had already expressed disinterest. They insisted that he agree to reductions that would be made in both nations’ nuclear arsenals.

Putin rejected the nuclear arms proposals due mainly to his concerns over the efficacy of taking such an audacious step. To him, the proposals called for staggering reductions. He views nuclear weapons as a means to assure Russia’s survival. It is unlikely that a Chekist would ever reduce Russia’s nuclear arsenal to a level demanded by the White House. Perhaps positive signals from Obama’s discussions on nuclear arms reductions with the erstwhile Russian President Dmitry Medvedev gave administration officials and advisers the idea that Putin would follow-up by accepting proposals on it. Obama felt he had a strong relationship with Medvedev. Obama seemed to measure all possibilities on relations with Russia on his interactions with him. So comfortable was Obama with Medvedev that he went as far as to declare a new era between the two former Cold War adversaries existed. There were more than enough senior Russia analysts in the US government who could have confirmed Putin, who at the time was serving as Russia’s Prime Minister, was the real power in Moscow. However, Obama administration officials and advisers did not appear to give any deep consideration to this matter. Since Medvedev was Russia’s president, Obama saw him as the authority with whom he needed to be concerned. He treated Putin as “the other guy.” Obama did little to build a positive relationship with him. When he returned to the Russian presidency for a third term, what Obama knew about him was mostly in the abstract.

Summit Cancellation 2013: The Catalyst

Obama administration officials and advisers were clearly unprepared to hear or accept Putin’s final rejection of their nuclear arms reduction proposals and reacted poorly to it. They seemed driven to achieve objectives for their president without consideration of the efficacy of their approach. Whether they even thought Putin’s concerns over nuclear arms reduction proposals were genuine is not clear. However, Putin’s decision was viewed within the Obama administration as ending their president’s “signature effort to transform Russian-American relations and potentially dooming his aspirations for further nuclear arms cuts before leaving office.”   With the apparent goal of retaliating against Putin over his refusal to accept its nuclear proposals, on August 7, 2013, Obama cancelled a Moscow summit meeting with Putin set for September. It was an amateurish and dangerous response by the administration to Putin. Yet, the decision meant much more than blocking the meeting. For Putin, the summit with the US president would be an important part of his effort to show that under his leadership, Russia has returned to the world stage as a global power. As an outcome of the actual talks with Obama, Putin likely hoped to demonstrate that he is a strong leader who is able to respond effectively to the US on security issues. During the event in Moscow, Putin would also receive the chance to present his resurgent Russia in the best light possible. Obama administration officials and advisers knew the summit meeting would have been a proud occasion for Putin and the Russian people. However, they were out to prove that it was in control of the situation. They sought to bring to light what they believed was the reliance of Russian leaders on US standing and capabilities to elevate a country that was practically an economic basket case and a shadow of its former self as a military power. Boiled down, they felt Russia needed the US, but the US did not need Russia. So, they scrapped the summit. Publicly, Obama administration’s officials and advisers made things worse by publicly explaining that the meeting was cancelled because was not seen as an effective use of the president’s time. An August 8, 2013 New York Times article quoted US Deputy National Security Adviser Benjamin Rhodes as stating, “We weren’t going to have a summit for the sake of appearance, and there wasn’t an agenda that was ripe.” Officials and advisers tossed in comments about Putin’s rejection of the proposal. An unidentified source for the same August 8th article stated, “We just didn’t get traction with the Russians. They were not prepared to engage seriously or immediately on what we thought was the very important agenda before us.” That source went on to state, “this decision was rooted in a much broader assessment and deeper disappointment.” Yet, despite these thinly veiled excuses, it was generally understood that the cancellation appeared was a consequence of Putin’s refusal to consider the proposals for extreme nuclear reductions. From it, came seasons of disappointment. Memores acti prudentes future! (Mindful of what has been done, aware of what must be!)

The Op-Ed

By cancelling the summit, Obama administration officials and advisers played into the worst anti-Western strain of Chekist thought. Putin saw the US decision as a form of rejection, a personal affront, and an effort to humiliate him. In Moscow, the anger, bitterness, and hostility that grew in Putin over the cancellation, along with a lot of other things, was likely palpable. Putin had his own set of options. As Obama’s approval ratings on foreign policy had dropped precipitously during the year to a bit less than 39.8 percent by the end of August, Putin may have perceived that he had a shot of reaching a disappointed US public with a special message.  The Russian Federation government had a contract with the Ketchum public relations firm that included placing favorable news items about Russia in US newsmedia outlets. Putin used the firm to place his op-ed in the New York Times. In writing his editorial, Putin, in part, seemed to be utilizing a bit of old KGB tradecraft in writing the piece. (Tradecraft refers generally to skills used in clandestine service to include efforts to manipulate opponents.) Much of what he proffered was a distorted view of circumstances.

Putin began by offering a discussion of certain truths about the US-Russian relations as allies during World War II and adversaries during the Cold War. He recounts that the veto power given the Permanent Five Members of the UN Security Council was established to create consensus on issues of peace and war. He explained that if states were to bypass the UN Security Council and take military action without authorization, as the Obama administration indicated it was prepared to do in August 2013, that UN’s relevance would be placed in jeopardy. As a result the UN would suffer the fate of the League of Nations. However, in further discussion of the UN, Putin engages in something akin to introjection, claiming qualities typically identified with, and exemplified by, the US. Having been successful in constructing a peaceful solution on Syria’s chemical weapons issue, Putin portrays Russia as a beacon of light in international affairs, and promoter of transnationalism, multilateral solutions, and the maintenance of international peace and security. Putin explained, “From the outset, Russia has advocated peaceful dialogue enabling Syrians to develop a compromise plan for their own future. We are not protecting the Syrian government, but international law. We need to use the United Nations Security Council and believe that preserving law and order in today’s complex and turbulent world is one of the few ways to keep international relations from sliding into chaos.” While he should be commended for expressing these sentiments, it has actually been the US, particularly the Obama administration, which, for the most part, has shown great reverence for international law. Obama, himself, would undoubtedly prefer to solve problems at the diplomatic table using reason and logic, due process, and rule of law. Putin, on the other hand, has what former US Secretary of Defense Robert Gates called “a zero-sum worldview.” Contrary to Obama’s belief in the importance of win-win relationships among nations, Putin sees all transactions as win-lose; if one party benefits, the other must lose. Gaining and retaining power is Putin’s goal.

Putin goes on to explain, “The law is still the law, and we must follow it whether we like it or not. Under current international law, force is permitted only in self-defense or by the decision of the Security Council. Anything else is unacceptable under the United Nations Charter and would constitute an act of aggression.” Here, Putin provides a veiled reference to the Operation Unified Protector, when multinational forces under NATO command imposed a no-fly zone and destroyed government forces loyal to then-Libyan President Muammar Gaddafi under UN Security Council Resolution 1973. (The military operation to enforce the UN Security Council Resolution was initially led by the US under Operation Odyssey Dawn.) In Putin’s view, Western-led forces went beyond their mandate to aid anti-Gaddafi forces, and their actions led to his overthrow. Gaddafi had been a friend of the Soviet Union and Russia. Despite the fact that the action against him was taken under a UN Security Council resolution, to Putin, it represented one more instance of the West trampling on Russia’s interests. However, looking at Russia’s actions, Putin was not in a position to admonish anyone about international law and the use of force. In 2008, Putin invaded Georgia, and Russian troops still occupy the Abkhazia and South Ossetia regions. He forced Armenia to break off its agreements with the EU, and Moldova is under similar pressure. In November 2013, using economic influence and political power, he drove then-Ukrainian President Viktor Yanukovych to abort an agreement Ukraine had with the EU that would have pulled it toward the West. Once the Ukrainian Parliament removed Yanukovych, Putin grabbed Crimea.

In appraising the use of force by the US, Putin engages in a type of projection, imputing some of the dominant traits of his own handling of foreign policy on the Obama administration. He goes as far as to blame the US for efforts by some nations to acquire nuclear weapons. Putin explains: “It is alarming that military intervention in internal conflicts in foreign countries has become commonplace for the United States. Is it in America’s long-term interest? I doubt it. Millions around the world increasingly see America not as a model of democracy but as relying solely on brute force, cobbling coalitions together under the slogan “you’re either with us or against us.” The truth is that Obama has been averse to taking military action, contrary to former US President George W. Bush who was perceived as having the US take pre-emptive military action at the slightest whiff of aggression. Obama’s policy of restraint matches the public mood. Developing proposals for military action has been very difficult for administration officials and advisers.  In situations where the use of force is almost absolutely necessary, officials and advisers have presented options for action that are lightweight, very small in scale and calibrated precisely. Putin’s discussion of Obama as being interventionist is shear fantasy.   While obama has been involved in situations worldwide as a leader on the internation stage, its ill-advised action in Libya was its only authentic intervention. Note that it is Putin who now appears poised to move further into Ukraine.

Even if a US audience was not receptive to his message, Putin likely assumed the hyperbole in his commentary would serve to impress many people in other countries who are ill-disposed toward the US and its policies. appreciative of his efforts to admonish it. Undoutedly, his words were likely captivating and satisfying enough for those who choose not to look deeply and those who choose simple answers. Many realities are erased and the past is written off. He then writes on the past a new story, a substitute for reality. The op-ed seemed to be “sabotaged” by his comments concerning “American exceptionalism” that was rejected and much derided within all circles in the US; and, by his discouraging words concerning US operations in Iraq and Afghanistan. If someone claiming to be a Chekist were ever to offer encouraging words about the spirit of US public or US operations in Iraq and Afghanistan, he would most likely be an imposter! Creating even more discord, Putin explained that US action could place multilateral efforts on Iran and Israel-Palestine at risk.

The one part of Putin’s op-ed deserving real consideration was his discussion of the danger posed to international peace and security by Islamic militant groups in Syria. Putin succinctly analyzes the emerging threat. He reported, “There are few champions of democracy in Syria. But there are more than enough Qaeda fighters and extremists of all stripes battling the government. The United States State Department has designated Al Nusra Front and the Islamic State of Iraq and the Levant, fighting with the opposition, as terrorist organizations. This internal conflict, fueled by foreign weapons supplied to the opposition, is one of the bloodiest in the world. Mercenaries from Arab countries fighting there, and hundreds of militants from Western countries and even Russia, are an issue of our deep concern. Might they not return to our countries with experience acquired in Syria? After all, after fighting in Libya, extremists moved on to Mali. This threatens us all.” Putin again seemed to be using skills acquired during his KGB days to develop a strong report on the emerging threat of Islamic militant groups such as Islamic State of Iraq and Greater Syria (ISIS). Still, he also seemed to be providing a glimpse of what was being discussed in the Kremlin on developments in Syria, as well as Iraq. His prognostication about the growth of the Islamic militant groups has been on the mark to the extent that the ISIS threat has not reached the shore of the US or Europe. Yet, few in the US focused on Putin’s important comments on Islamic militant groups. His questionable discussion of other issues distracted US readers from anything constructive he had to state.

The Way Forward

In his op-ed, Putin does not suggest any real steps that would help create possibilities for international cooperation or greater peace and security.   Indeed, it was not constructed to improve things. Putin essay better served to stir mistrust worldwide toward US efforts in foreign affairs. It would be disingenuous for the Obama administration to deny that its approach to Putin, prior to the op-ed, played a likely role in his decision to write it. Put basely, the Obama administration officials and advisers treated Putin as if he was “their ball to play with.” They lashed out at Putin in a very public way on many occasions, and Putin saw the op-ed as a means to respond to those incidents “publicly.” Unfortunately, rather than use the op-ed to discuss his dissatisfaction and concerns about US actions, he prevaricated and made a number of remarks the US public would only find offensive. Once those points were highlighted in the US newsmedia by political pundits and policy analysts, few in the US public would read it or give it thought after “hearing” what was in it. Putin will unlikely write an op-ed again in a US newspaper given his experience with the first. However, it is likely, given the current course of US-Russian relations, Putin’s future communications with the US public will be far less “congenial.”

While the US Explored Talks with Iran on the Crisis in Iraq, Iran Acted, And May Do a Lot More!

Legendary Iranian Revolutionary Guards Corps Quds Force Commander, General (Sarlashkar) Qassem Suleimani, is directly responsible for Iran’s security in the Middle East beyond its borders. Events have conspired to put Suleimani in position to lead Iran in a struggle that could confirm it as the region’s dominant power.

According to a June 17, 2014, New York Times article entitled, “US Is Exploring Talks with Iran on Crisis in Iraq,” a senior US diplomat met with his Iranian counterpart in Vienna on June 16th to explore whether the US and Iran could work together to create a more stable Iraqi government and ease the threat from an Islamic militant insurgency. More than a decade after the US invasion, fighters from the Al-Qaeda linked group, the Islamic State in Iraq and Greater Syria (ISIS), and other insurgent groups, have rapidly advanced through the mostly Sunni areas of Iraq. In a matter of days, they have captured several cities including Mosul, Tikrit, Tal Afar, and are driving on Baghdad from two directions. Iraq appears to be collapsing. ISIS is the same group that helped to derail the Syria effort of the administration of US President Barack Obama. Under US policy, the hope was that the Free Syrian Army (FSA), with US supplied arms and training would advance against the regime of Syrian President Bashar al-Assad and pressure him into stepping down at the negotiation table. However, the FSA has not been truly successful and ISIS has regularly attacked its units while also fighting the Assad regime.

The reported meeting between the US and Iran on the Iraq matter took place after US Secretary of State John Kerry signaled in an interview on Yahoo! Newsthat the Obama administration was open to cooperating with Iran on Iraq. The partnership seemed unlikely from the start given the US has called Iran a state sponsor of terrorism and alleged it is trying to develop a nuclear weapon. Nonetheless, the Obama administration recognized that Iran’s involvement in Iraq was inevitable. The Obama administration’s approach to the ISIS crisis includes exploiting the situation to push Iraqi Prime Minister Nuri Kamal al-Maliki to establish a more intercommunal government, to include Sunnis and Kurds, in an effort to heal the rifts being exploited by the insurgents. Indeed, Obama has insisted that no American military help will be forthcoming unless Iraqis make an effort to bridge their divisions. US Secretary of State John Kerry, in talks with Maliki, made headway on the issue. It was agreed a session will be held in the Parliament in Baghdad to discuss establishing a new government, more representative of ethno-religious groups in Iraq. That seems risky given the situation. Certainly, an arrangement could be cobbled together quickly. Yet, a rushed effort may not serve Iraq’s long-term interests. It could be overcome by a decision by Iran to back hard-line Shi’a leaders. Iranian Revolutionary Guards Corps (IRGC) Quds Force Commander, General (Sarlashkar) Qassem Suleimani, recently traveled to Baghdad to meet with Iraqi leaders. Reportedly, Quds Force fighters recently went into Iraq, joining comrades already operating in country. There are concerns Suleimani has mobilized Iranian-trained Iraqi Shi’a militia groups.

While Kerry, in his Yahoo! News interview, left the door open for military cooperation with Iran, State Department spokeswoman Jen Psaki stepped the US back from it. Psaki stated that while there may be discussions about the political situation in Iraq, “We’re not talking about coordinating any military action with Iran.” She also said the Vienna meetings with Iran would not discuss “military coordination or strategic determinations about Iraq’s future over the heads of the Iraqi people.” Less than three hours later, the Pentagon ruled out military coordination.

As a new reality for the 21st century internationally is being created, US leadership is still required. The US has played an important role in defeating terrorism worldwide, and must not stop now over Iraq. US friends and allies, who are concerned with the Middle East and also face threat from groups such as ISIS, want to be assured that the US can still be relied upon. Force must be used to deal with ISIS. The Obama administration pledged that it will stand with the Iraqi people, much as it pledged to stand with the Syrian opposition, but it is unclear as to what will be seen from the US. It might act cautiously enough in response to ISIS as not to be truly effective at all in the endeavor. Perhaps an additional 21st century reality might emerge from this situation. When the US does not act, it may need to accept that other states with sufficient and effective capabilities will. Without reservations, Iran will act to secure its interests in Iraq. Conceivably, tacit cooperation with the US, as in Bosnia in 1995, and Afghanistan immediately after September 11, 2001, might be acceptable among more moderate elements of the Iranian regime, However, going it alone would undoubtedly be the preferred option by the majority of Iran’s military and security officials and hardline political and religious leaders. If that occurs, the outcome in Iraq may not be shaped to the desires of the US in the long-run. If the US ever decides on military action, it may not need to consider how it might coordinate with Iran, but rather, whether it could act effectively militarily in the midst of unilateral a intervention by Iran.

Iran’s Response as a Regional Power

Iran’s Supreme Leader, Ayatollah Ali Khamenei, already believed that Iran was gaining power and becoming the driving force in the Middle East. Khamenei stated: “a regional power [Iran] has emerged which has not been brought to its knees despite various political, economic, security, and propaganda pressures.” Senior Military Adviser to the Supreme Leader, General (Sarlashkar) Yahya Rahim Safavi, stated on September 20, 2013, “With God’s grace, Iran’s army has transformed into a strong, experienced, and capable army twenty-five years after the [Iran-Iraq] war’s end, and is now considered a powerful army in Western Asia.” Through bold and decisive actions, Iran has sought to influence events just about everywhere in the region. On its borders, Iran has demonstrated its capability to effectively combat narcotics traffickers and rogue Islamic militant groups such as al-Qaeda and Jundallah, as well as the Peoples’ Mujahedeen, a group some Western state wile over using as a means to weaken the government in Tehran. In Iraq, Iran has trained and equipped Iraqi Shi’a militiamen and sent them into Syria to support the regime of Syrian President Bashar al-Assad. In Syria, Iran has demonstrated its capability to project power beyond its borders, deploying significant numbers of IRGC, Quds Force and regular Army forces there in support of the Assad regime. Iran has trained and equipped pro-Assad Syrian militiamen, and organized them into the National Defense Front. It has sent truckloads of arms and equipment through Iraq to support the Syrian Armed Forces in 2013. An air corridor over Iraq has also emerged as a major supply route for Iran to send weapons, including rockets, anti-tank missiles, mortars, and rocket propelled grenades to Assad. Iran has also armed, equipped, and enabled Hezbollah to join the fight in Syria. Further, Iran has facilitated the deployment of Iraqi Shi’a militiamen trained by the Quds Force to Damascus. To further supplement the Syrian Armed Forces, hundreds of Shi’a, among the Arabs in Yemen and Pashtun in Afghanistan, have been recruited for combat duty in Syria. In Yemen, Iran’s Quds Force has supplied arms to Houthi rebels fighting government forces in the northern part of the country. In Bahrain, Iran has capitalized on ties established with Shi’a groups calling themselves the Bahraini Rebellion Movement. Trained mostly in Iran, some groups have carried out small-scale attacks on police.

Iranian leaders view Obama as being skeptical about the use of the US military anywhere to create desired outcomes other than in actions in which US participation would be very limited as in Libya. Iranian leaders observed the Obama administration’s decision to make steep reductions in US conventional forces, leaving the US less able to project power, take and hold ground in a non-permissive environment or engage in sustained ground combat operations in defense of the interests of the US, its friends, and allies. To their surprise, Obama withdrew from Iraq as a result of a campaign promise rather than strategic considerations. The whole enterprise appeared wasteful. Suleimani on September 27, 2013 remarked: “What achievements did the American army have with $700 billion budget . . . They expended approximately $3 trillion for the war in Iraq but the American army was unable to gain immunity in Iraq for [even] a single flight and exited Iraq with disgrace. The result of all war in the region was the Iranian nation’s victory.” Consequently, Iranian leaders surprisingly found themselves left with an opportunity to strengthen Iran’s position in Iraq, but the door was also left open for the growth of Al-Qaeda there.

Saudi Arabia would be very displeased to see Iran take control over the situation in Iraq. Yet, if the US is hesitant on Iraq, in the midst of the Islamic militant thrust toward Baghdad, Saudi Arabia will likely be as well. The type of military commitment Saudi Arabia would need to make in Iraq would very likely require various forms of US support to maintain. Saudi Arabia has already had a hand in the matter regarding the supplying, arming, and training of Islamic militants running through the country.

Tehran likely heard Obama recently explain that the goal is to prevent ISIS from achieving a permanent foothold in either Iraq or Syria, for that matter. Accordingly, Obama explained the US has a stake in that. On June 12, 2014, Obama proffered that the issue goes beyond security assistance. He believes part of the challenge is the lack of representation of Sunni, Shi’a and Kurds in the Iraqi government. Obama blames divisions for Iraq’s inability to cope with ISIS. In his view, over the last several years, trust and cooperation has not developed between moderate Sunni and Shi’a leaders inside of Iraq, and that accounts in part for some of the weakness of the state. That weakeness, and then carries over into their military capacity. Accordingly, while support would be provided to the Iraqi military following consultations with the Iraqis, political change would also be sought. Obama stated, “There has to be a political component to this so that Sunni and Shi’a who care about building a functioning state that can bring about security and prosperity to all people inside of Iraq come together and work diligently against these extremists. And that is going to require concessions on the part of both Shi’a and Sunni that we haven’t seen so far.” As leaders in Tehran would know that the talent to captivate through speeches is not the same as the talent to lead internationally. Public statements on Iraq have been satisfying enough for those who would not look more deeply, perhaps seeking simple answers. Yet, they conceal the reality that forcing together a sustainable, cooperative political arrangement in Iraq will prove difficult.

Tehran likely chuckled after hearing Obama emphasize multilateral action during his commencement address at the US Military Academy at West Point, New York on May 28, 2014. Obama explained “When issues of global concern do not pose a direct threat to the United States, when such issues are at stake, when crises arise that stir our conscience or push the world in a more dangerous direction but do not directly threaten us, then the threshold for military action must be higher. In such circumstances, we should not go it alone. Instead, we must mobilize allies and partners to take collective action. We have to broaden our tools to include diplomacy and development, sanctions and isolation, appeals to international law, and, if just, necessary and effective, multilateral military action. In such circumstances, we have to work with others because collective action in these circumstances is more likely to succeed, more likely to be sustained, less likely to lead to costly mistakes.” He would later clarify this statement with reporters by explaining the US must take a more robust regional approach to partnering and training, partner countries throughout the Middle East and North Africa. He further explained, “We’re not going to be able to be everywhere all the time. But what we can do is to make sure that we are consistently helping to finance, train, advise military forces with partner countries, including Iraq, that have the capacity to maintain their own security.”  Given the troubles of the US-led actions in Iraq and Afghanistan, organizing multinational operations in the future will be extremely difficult, especially during crises. Great Britain has already announced that it is not planning military intervention of any kind in Iraq. Indeed, unless there was some type of coordination with Iran, the US would have to act alone.

Tehran is probably not convinced of Obama’s capability to solve the crisis in Iraq given what they witnessed on Syria. On Syria, Obama appeared paralyzed by fears of a bitter scenario that would have the US and the region embroiled in a larger conflict as a result of such action. That was coupled by his concerns over the legal ramifications and international implications of military action against Assad regime. Not knowing how best to respond, Obama strayed from a path of decisive and assertive action which most likely would have achieved all military goals and had a strong educational effect on Assad. After accusing the regime of Syrian President Bashar al-Assad of crossing his red-line by using chemical weapons, Obama made the renowned decision not to take military action. Obama settled for a deal Russia proposed and negotiated with the US to eliminate Assad’s chemical weapons stockpile.

How Iran Might Proceed in Iraq

Iraq will be a real test for Iran’s military and security services. It would be an opportunity to confirm Iran’s dominance in the region. Suleimani, who oversees Iran’s security interests in Iraq, is a legend among Shi’a in the region. On September 25, 2013, Baghdad Shi’a Friday Prayer Leader Hojjat al-Eslam Sheikh Jalaleddin al-Qassir praised Suleimani. He stated, “If there is any fear in the Israelis’ hearts, Qassem Suleimani is its cause. If America has faced problems in the region, know that Qassem Suleimani is the cause; if any problems have been created for the House of Saud, know that Qassem Suleimani has had a hand in it. Therefore, know why they have implemented this war against Qassem Suleimani. Know that Qassem Suleimani is a spear that lands in Israel’s hearts and we are proud that there is a leader like him among the current global Shi’a leaders.” Khamenei based his vision for Iran’s role as the premier power in the Middle East on the capabilities of IRGC commanders as Suleimani given their virtue, faith, and obedience to him and respective capabilities to formulate and implement successful action plans.

National Security and Foreign Policy Parliamentary Commission Spokesman and Member of the Iranian Parliament, Hossein Naghavi Hosseini, on June 24, 2014, neither confirmed nor denied the presence of IRGC Quds Force in Iraq, stating, “I do not deny this matter and of course do not confirm it, because I am not in a position to do so. But we are implementing [existing] agreements between Islamic Republic of Iran and Iraq [that are] within the legal international framework.” He further stated, “If the Iraqi government formally requests aid from us, we will not hesitate and will aid our neighboring country within the legal international framework.” However, it would be logical for Iran’s intervention in Iraq to initially involve the Quds Force, and small numbers of IRGC combat units. Ministry of Intelligence and Security (MOIS) personnel, supported by Quds Force troops, would increase intelligence collection through surveillance and reconnaissance in ISIS held territory.   By moving throughout Iraq, particularly ISIS held territory, Iranian intelligence officers can gain information on all aspects of their opponent’s operations and keep their ear to ground, also getting a sense of the Iraqi peoples’ reaction to events. Positive links would be sought with Iraqi Army commanders and troops in the field to make the process of gathering information about ISIS militants less complicated. Intelligence collected concerning ISIS that would be utilized in the development of an operational plan. Those MOIS and Quds Force personnel, along with other IRGC units, would also engage in direct combat with ISIS fighters, gaining a detailed knowledge of the battle lines. Iran would further train and equip Iraqi Shi’a militiamen, and deploy some in defense of Shi’a dominated parts of Iraq.   Others will be deployed directly against ISIS. They would receive truckloads of arms and equipment. Supplies and other weapons, including rockets, anti-tank missiles, mortars, and rocket propelled grenades would be flown into the Iraqi Army. Iran could possibly deploy Lebanese Hezbollah to join the fight.

Iran might soon after opt to greatly increase its level of commitment in Iraq. Senior Foreign Policy Advisor to the Supreme Leader and Head of the Expediency Discernment Council Strategic Research Center, Ali Akbar Velayati, in a lengthy interview with the Chinese CCTV network on June 19, 2014, stated, “If the legal government of Iraq and Mr. Maleki, as the primary representative of this government, (formally) request aid from Iran, as a neighboring and friendly country, we will aid him without any limitations.”  He went on to state, “For example, we can do in Iraq what we did in Syria, meaning we are capable of providing the same type of training to the Iraqi army that we have been able to provide the Syrian army in confronting terrorists…We have much experience in this field.” That might mean having great numbers of IRGC, Quds Force, and Ministry of Intelligence and Security personnel pour into Iraq to join their comrades long since operating there. Aspects of the increase might include bringing heavy artillery and rocket batteries in country. Massed fire missions could be executed with heavy artillery and heavy rockets, along with airstrikes, to destroy ISIS units being organized and armed for an attack or traveling. Marshalling points and supply routes for arms and military materiel away from urban areas could also face artillery onslaughts. Armored and mechanized units would also become more apparent. They would provide Iraqi and Iranian units with mobility and firepower and a maneuver capability unmatched by ISIS. Iran might deploy a close air support capability from attack helicopter units to fighter-bombers to facilitate movement by ground units. Combat support and combat service support units could be sent in to support military movements and control of recaptured territory. Basij volunteers in Iran may be mobilized to serve in Iraq.

Tacit US-Iran Cooperation “a la Bosnia” Is Unlikely

In Bosnia, IRGC, Quds Force, and MOIS personnel operated successfully, working in concert the US and other states to airlift of arms supplies to the Muslim-Croat Federation’s Armija. Regarding the actions of ISIS in Iraq, Velayati, explained on June 19, 2014, explained: “Iran opposes extremism and America also opposes extremism. Thus, these two countries move in a parallel ‘direction’ but this does not mean cooperation between these countries.” He concluded, however, “I do not see an outlook for cooperation between these countries, because, in our assessments, they seek a sort of dominance in Iraq and in some other important and oil rich countries in the region.” Again speaking on behalf of the National Security and Foreign Policy Parliamentary Commission, Hossein Naghavi Hosseini rejected cooperation with the US stating, “The Americans want to be in Iraq next to Iran at any cost. As Iran is aware of the White House’s behind-the-scene plan, it will never be placed next to America.” Iranian President Hassan Rouhani kept the matter alive on the Iranian side, explaining Iran has not ruled out working with the US against ISIS in Iraq. On June 15th, he was quoted as saying, “We can think about it if we see America confronting the terrorist groups in Iraq or elsewhere.” However, conspiracies abound in Iran on whether the US wants to stop ISIS. Khamenei has stated, “The Dominant System [US], using the remnants of Saddam’s regime as the primary pawns and the prejudiced takfiri elements as the infantry, is seeking to disrupt Iraq’s peace and stability and threaten its territorial integrity.”

Tehran has undoubtedly observed that the Obama administration already has increased intelligence-gathering flights by drone aircraft over Iraq. It has been alleged to be the beginning of a phased approach. The US might also initially seek to shore up Iraqi forces with security assistance. Obama has ruled out sending combat troops. However, what resonates with Tehran is degree of uncertainty apparent in the administration’s reported reaction in Washington. Indeed, despite what has been done so far in Iraq, Obama’s White House advisers are now engrossed in a policy debate on airstrikes. National security officials have raised concerns over the ability to target roving bands of insurgents and degrade their fighting capabilities. Airstrikes that damage cities or Iraqi infrastructure could worsen the crisis. Another big concern is the risk of hitting the wrong people. Obama’s insisted on June 13th that if he decides to act, military action would be “targeted” and “precise,” reflecting his desire for a cautious path that avoids civilian casualties and prevents the US from being dragged back into Iraq. Obama has promised to “consult with Congress,” stopping short of saying he would put the issue to a vote. Congressional opposition to airstrikes in Syria contributed to Obama’s decision not attack.

By engaging in a lengthy discourse and considering gradual response in Iraq, US authorities appear relatively relaxed about events in Iraq compared to their counterparts in Iran. Khamenei, Rouhani, the leadership of Iranian Revolutionary Guards Corps (IRGC) to include Suleimani, and hard-line political and religious leaders, realize that waiting could lead to tragic consequences. ISIS has begun engaging in abuses and summary executions of civilians as well as captives. Syria provides a template to understand just how bad things can become for Iraqis in ISIS controlled territory. On June 15, 2014, insurgent fighters from ISIS posted images purporting to show the execution of hundreds of Shi’a fighters.  Iranian military and security official know that ISIS could reach a level of strength that it could threaten to execute entire populations of towns and villages to prevent attacks against them. If attacks were launched, ISIS would follow through without hesitation with such threats. That is the sort of thing ISIS as terrorist group does. If ISIS managed to establish itself in Iraq, the Shi’a community in Iraq would not be the only ones at risk. ISIS would certainly initiate attacks on Iran. They know ISIS will attempt to establish an Islamic state in captured territory whether it is sustainable or not.

Tehran knows US efforts to reform the Iraqi government will weaken Iran’s influence over Baghdad. On June 23, 2014, Khamenei explained, “In the Iraq situation Western dominance-seeking powers, specifically the regime of the United States of America, are seeking to take advantage of the ignorance and prejudice of powerless masses.” He added, “The main goal from the recent events in Iraq is prohibiting this country’s people from the achievements that they have gained despite America’s lack of presence and interference. [Iraq’s] most important achievement is the rule of a democratic system.” He further explained, “America is discontent about the present trends in Iraq, meaning the holding of elections with the good participation of and the determination of trustworthy choices by the people. America is seeking Iraq’s domination and the rule of individuals obedient to America.”

For the Obama administration to believe that Iran would allow the reduction of its interests in Iraq without some response would be counterintuitive. Iran knows that the type of representative government that the US seeks cannot be designed on the fly and is an enormous request under the circumstances. The fact that Maliki ever came to power evinces the US inability to manage events politically in Iraq. As Velayati, on June 19, 2014, explained, “The majority of [Shi’as and Kurds] and their leaders have very close relationships with Iran. Some Sunni Arabs have cordial relations with us as well. We can therefore make our most effort to gather the aforementioned [individuals].” Khamenei, on June 23, 2014, stated: “We vehemently oppose and disapprove the interference of the Americans and others in Iraq’s domestic matters. We believe that Iraq’s government, people, and the senior clergy are capable of ending this sedition. God willing, they will end it.”

The Way Forward?

Officials and advisers in the Obama administration likely came to terms before this crisis in Iraq that proposals for military action in Iraq would be the most difficult documents to put before the president. Any military action would need to be minimal, yet effective enough to achieve objectives based on the president’s concepts, which is not easy plan. For this reason, Obama’s advisers had difficulty getting their president to rapidly come to terms with any proposals offered on Syria or Ukraine, consequently creating uncertainty globally over how the US would proceed.

Iraq seems to be unraveling and time is of the essence. Right across the border from Iraq, however, Iranian leaders see a great danger, and they are attending to it. The Iranians are not going to wait and see what the US does next. They want to stop ISIS. Yet, they want to protect their interests in Iraq by shaping the political situation in Baghdad in their favor. If they manage to do so, they can further Iran’s position as the dominant power in the region. Military and security officials may also gain a louder voice in the ear of Khamenei who still has a decision to make on the nuclear negotiations and other issues. Moreover, the failure of the US to act decisively and effectively in Iraq would eliminate fears within all quarters in Tehran that the US might take military action against Iran, a far greater enterprise than fighting ISIS. In the US, White House advisers are once again agonizing over a foreign policy decision. They, however, have wiled the idea that from the chaos, they can eke out the opportunity to put Tehran’s man out of power in Baghdad and create a new government. By attempting to absolve itself of the “unpleasantries” of exercising military power while claiming the title as the world’s leader, the Obama administration could cause the US to face another negative turn of fortune on foreign policy. Something significant militarily must be done immediately, even before the US induced process of reform is completed. If not, the Obama administration must be ready to accept the bitter scenario of the field in Iraq eventually being fully turned over to Iran.

US Projects Tough Stance to Both Sides of Syria War: Although the US Has Been Busy on Syria, Its Efforts Haven’t Been Fruitful

Uncertain of his future when the civil war began, Syrian President Bashar al-Assad (above) now feels confident enough to remain in office for another term.

According to a May 15, 2014, New York Times article entitled, “US Projects Tough Stance to Both Sides of Syria War,” the administration of US President Barack Obama has sought to project a toughened posture in reaction to the fact that Syria peace prospects are collapsing.  Conducting military exercises with both air and ground forces in neighboring Jordan was one way used to project that posture.  The exercises were held in and around the Muwaffaq Salti Air Base in eastern Jordan, which has long been regarded as a likely staging ground for any possible US military intervention in Syria.  That event took place as US Secretary of Defense Chuck Hagel was making a visit to the Middle East.  Part of his itinerary included conferring with senior Jordanian political and military leaders.  Another way the Obama administration sought to project a “toughened posture” was having the US Treasury Department designate Abd Al-Rahman Muhammad Zafir Al-Daysi Al-Juhni, of Saudi Arabia, and Abd Al-Rahman Mustafa al-Qaduli, of Iraq, both of whom are leaders of Syrian jihadist groups, as “global terrorists.”  They were also accused of exploiting the mayhem in Syria to advance the influence of Al Qaeda and its affiliates.  This step by the Obama administration was meant to serve as warning to other members of the Western-backed insurgency fighting Syrian President Bashar al-Assad’s regime that they should not have any dealings with Al-Rahman Muhammad Zafir Al-Daysi Al-Juhni and Abd Al-Rahman Mustafa al-Qaduli.

These steps came a day after the resignation of Lakhdar Brahimi, the chief UN diplomat assigned to mediate a peaceful solution to the Syrian conflict.  There was no immediate information provided on who might succeed him.  When news of Brahimi’s resignation came to light, US Secretary of State John Kerry and his counterparts from allied European and Arab nations that support the moderate Syrian opposition were preparing to meet in London.  They were gathering without a clear plan for reviving a diplomatic solution to the Syrian civil war.  It is estimated that 150,000 people have been killed in the conflict since it began in March 2011.

Although the Obama administration might argue that it was getting tougher with the both parties in the Syrian conflict, the reality is those steps will not shape events on the ground in its favor.  The main stumbling block to achieving both Obama administration’s objectives in Syria has been Islamic militant groups affiliated with Al Qaeda.  Certainly, the US is in a position to do much more, especially militarily, on behalf of the Syrian opposition’s Free Syrian Army (FSA), the umbrella organization under which opposition groups fight.  Yet, that is not likely.  The Obama administration never guaranteed that it will stand with the Syrian opposition to that extent. What will likely be seen from the Obama administration is much more of its tame effort.  It will remain busy at allocating funds, providing equipment, and deploying some very capable intelligence and military personnel on Syria issue, but hold back enough as not to be truly invested or fruitful in the endeavor.  That will certainly be to Assad’s benefit.

US Diplomacy

General James Jones, former National Security Adviser in the Obama administration described the White House as being delinquent on Syria.  During the four years of civil war, the Obama administration: has backed away from red-lines on chemical weapons use; taken a dogmatic position on Assad’s removal which has only served to harden the positions of parties to the conflict; struggled to organize a string of talks in Geneva that have proven less than promising; and, has engrossed itself in time consuming policy debate on the issue.

The removal of Assad and his regime has been the expressed desire of the Obama administration, but it appear to be in a hurry to achieve that goal.  In his famous August 16, 2011 speech, Obama made the direct statement, “Assad must go!”  However, the Obama administration’s actions to date indicate a lack of commitment to that goal. Assad’s removal has not been established as part of a national security directive.  In fact, the US still recognizes the Assad regime, and has never hinted that it would withdraw its recognition of it while Assad was in power.

The Syrian opposition, from which the leadership of Syria would ostensibly come in a transitional government, has many problems.  Its membership has not done anything to demonstrate the ability to take power in Syria.  They have not proven to be politically astute.  There is always some form of infighting underway.  It takes weeks for opposition groups to organize its meetings in Istanbul, which members often refuse to attend.  No serious effort to form a shadow government has been made by the US or Western powers.

The Obama administration has made public its efforts to support the FSA against the regime of Syrian President Bashar al-Assad with arms and equipment and a moderate degree of training.  The Obama administration provided its support with the hope that Assad could be pressured to the negotiating table by FSA advances and eventually agree to step down under a settlement.  Cynics might say the Syria effort by the US, as well as the EU, and Arab states has appeared more like an effort to simply hassle the Assad regime, Russia, and Iran.  The Syrian opposition could not fully appreciate the limited extent of the US commitment.  Commanders and fighters have been very impatient with the Obama administration over the degree of its efforts.  They constantly point to the size and scope of efforts from the US and other Western benefactors as the cause for their lack of truly significant success against Assad’s forces and allies—the Iranian Revolutionary Guard Corps (IRGC), IRGC Quds Force, Hezbollah, the National Defense Forces militia, and Iraqi Shi’a militia brigades.  However, the real problem has been the lack of military capabilities among the FSA units and their resulting inability to act decisively. In addition to their failure to defeat Assad’s troops and allies, mainstream FSA units have found themselves constantly under the attack of Islamic militant groups linked to Al Qaeda.  Consequently, FSA efforts became split between fighting Assad and rogue Islamic militants.

Forcing Assad to surrender his chemical weapons stockpile was a big step.  However, it was done with international consensus.  Russia, Iran, and China were just as happy as the US to get chemical weapons out of Assad’s hands.  Assad, himself, may have recognized that having such weapons in country with little ability to exploit their potential, and sacrificing forces to protect them, was not doing any good for his cause.  Besides, the whole matter provided Assad with the opportunity to be seen as the leader of Syria, implementing an agreement his regime reached with the major world powers.

The resignation of Brahimi as explained by UN Secretary-General Ban Ki-moon came as the result of a collective failure by parties to the conflict.  The secretary-general suggested Brahimi was overwhelmed by both the Syrian government’s inflexibility and the inability of the Security Council to take assertive action to support his efforts and alleviate civilian suffering.  All of that was topped off by Assad’s defiant announcement that he would seek a third seven-year term in elections held in June, in which his victory is considered assured.  Since the removal of Assad was considered key to allowing a transition of government to occur, his announcement to run for the presidency again resulted in the collapse of Brahimi’s peace efforts. Syria’s official news media welcomed Mr. Brahimi’s departure, accusing him of bias favoring Assad’s political opponents.  The state-run Syrian Arab News Agency quoted Bashar al-Jaafari, the Permanent Representative of Syria to the UN, as saying Brahimi had committed many errors, “including his interference in Syria’s internal affairs.”  However, only outside efforts, far beyond what he is already receiving, would Syria be able to cope with the Al Qaeda linked Islamic militants, a threat to the Assad’s regime more immediate than US military intervention: .

Islamic Militant Groups

The current size and strength of Al Qaeda linked Islamic militant factions in Syria is considerable.  Allowing them to become a fixture in Syria would hobble a transitional Syrian government, and lead to its eventual collapse. Unlike the secular groups and moderate Islamists in the Syrian opposition, it is inconceivable that the Islamic militant groups linked to Al Qaeda would cease their struggle under any peace agreement with the Assad regime.  The Islamic militants’ goals were never compatible with the concepts and intent of the Syrian opposition’s leadership. While mainstream FSA forces are directed at creating the basis for a transition to a democratic style government in Damascus for all Syrians, rogue Islamic militant groups seek to create a separate Islamic state on Syrian territory, under Sharia law.  Indeed, in towns and villages of the rather large segments of Syria that they control, rogue Islamic militant groups have imposed a strict form of Sharia law on their inhabitants. Infractions of that law have resulted in merciless abuses and gruesome murders of Syrian citizens.  Syrian military personnel and regime supporters are rarely spared by the rogue Islamic fighters.

Such atrocities have been well documented by the US, the EU, Russia, the UN, NATO, nongovernmental organizations, humanitarian organizations, and especially the news media.  A rift between that foreign fighter laden Islamic State of Iraq and Al-Sham (Syria), and Jabhat al-Nusra, a mostly Syrian member Islamic militant faction, once surfaced as Syrians of Al-Nusra grew angry at the foreign fighters mistreatment of Syrian citizens as well as their announced plans to create their own Islamic state Syrian territory.  It was reports of horrific acts by ISIS against Syrian civilians that led Al Qaeda’s leader, Ayman al-Zawahiri, to renounce ISIS’ activities as being too extreme to tolerate.  With every passing day, the mistreatment and killing intensifies. Islamic militants have poured into Syria at a rate so high that the FSA cannot contend with them alone.

Obama’s Military Option

Despite stating that the military option remains on the table and conducting military exercises in Jordan, it seems unlikely that Obama would ever give the order for military action in Syria, even against Al Qaeda linked Islamic militant groups.  As Obama’s foreign policy agenda is rife with challenging issues, including Ukraine and Iran, using political capital and vital resources now on Syria would hardly be in the cards.  Obama was skeptical that military force would be useful in the Syrian context once the civil war began. Within the Obama administration, it was truly believed that Assad would simply fall away.  Among those statements expressed by administration officials about Assad were: “Assad is toast!”; “The winds of change would sweep Assad off the stage!”; and, “Nature would take its course!”

Obama’s thinking on military action today is most likely still guided by ideas he expressed in August 23, 2013, when he backed away from military action for the Assad regime’s alleged use of chemical weapons against Syrian civilians.  Obama recognized that the US military was over-extended in the previous Bush administration and he wanted avoid making that same mistake. Obama stated: “Sometimes what we’ve seen is that folks will call for immediate action, jumping into stuff that does not turn out well, gets us mired in very difficult situations, can result in us being drawn into very expensive, difficult, costly interventions that actually breed more resentment in the region.”  Obama did not indicate, even at that time, any intent to have US forces engaged in a long term action in Syria. Obama’s thinking was also influenced by his background as a legal scholar and his concerns over international law. Obama went on to explain that there were “rules of international law” guiding his response.  He went on to state, “You know, if the US goes in and attacks another country without a UN mandate and without clear evidence that can be presented, then there are questions in terms of whether international law supports it, do we have the coalition to make it work, and, you know, those are considerations that we have to take into account.”  Further, Obama was concerned with what US interests truly were in Syria. While he admitted that there was some criticism and push for strong action by some Members of Congress at that time, Obama explained, “What I think the American people also expect me to do as president is to think through what we do from the perspective of, what is in our long-term national interests?”  With those words, Obama signaled that getting involved militarily in Syria was not in the long-term interests of the US.

The Way Forward?

In designating Abd Al-Rahman Muhammad Zafir Al-Daysi Al-Juhni and Abd Al-Rahman Mustafa al-Qaduli, David Cohen, the Under Secretary of the Treasury responsible for sanctions enforcement, was quoted as stating the decision “sends a strong warning to the legitimate Syrian opposition and those who wish to support it” to avoid any dealings with them.  However, the degree of harm that will be caused to those individuals by impounding assets they have in US jurisdiction and banning any commercial contact with them by US citizens should be considered sensibly. Such steps will unlikely lead to tragic consequences for their groups.  There are a variety of other sources, known and perhaps some unknown to the US, their groups might continue to seek aid from in the future.  Interestingly, a few months before this step was taken, there was an idea discussed and acted upon by the Obama administration to negotiate with the Islamic militants.  This approach was non-starter.  It seemed questionable to think in 2014 that results could be achieved through formal talks with jihadists.  As was discussed in the July 11, 2013 greatcharlie.com post entitled, “Opposition in Syria continues to Fracture, Yet This May Create a New Option for Its Allies,” only through military action, unilateral or multilateral, could the US relieve Syria of a barbaric Al Qaeda linked Islamic militant threat.  A transitional Syrian government will not have the means to eject rogue Islamic militants from sovereign Syrian territory.  As long as the rogue Islamic militants remain active in Syria, it will remain a state hampered by disunity and conflict.

The US effort in Syria hinges on how it responds to the Islamic militant presence.  The Obama administration needed to see this truth early on.  The administration seemingly closed its eyes to this fact. Without military action, US policy will not be advanced.  However, it seems the ship has already sailed on the use of force in Syria.  The Obama administration appears willing to let the entire Syrian episode pass, while continuing a small, questionable assistance effort, projecting toughness through legal maneuvers and military exercise, never taking military action, and allowing Assad to remain in power.  Perhaps in 2017, a new US administration might implement a policy in which the US is more invested in Syria.

Merkel Says Give Iran Talks a Chance, But Be Ready to Act if Needed; However, the US and Europe Must Decide How They Will “Act” Together

Pictured above is the launch of an Iranian Shahab long-range missile. The fear that nuclear-tipped Shahab missiles might strike Europe in part has kept the option of US military action on the table regarding Iran’s nuclear program.

According to a May 2, 2014 Reuters article by Krista Hughes entitled “Merkel: Give Iran Talks a Chance, But Ready to Act if Needed,” German Chancellor Angela Merkel said that sanctions could still be reinstated against Iran if needed, but negotiations with Iran over its nuclear program have to be given a chance.  Merkel reinforced that statement by saying, “If Iran does not meet its obligations, or does not meet them adequately, we remain ready to take back the current limited suspension of sanctions.”  She then went on to state Iran must comply with an interim deal under which Tehran agreed to limit parts of its nuclear work in return for the easing of some sanctions.

The Geneva nuclear negotiations have been moving very slowly, but progress has been made.  That is why Merkel and other Western leaders have publicly asked for patience with the process. Insisting that the negotiations be rushed will result in the process becoming a forced public performance, perfunctory in nature, with no real chance for success.  What is sought by the West is a transformation in the thinking of Iran’s leadership. Interestingly enough, the new dialogue between Iran and the P5+1 (the Permanent Five Member States of the UN Security Council—US, Britain, France, Russia, and China—plus Germany) has built confidence, eliminated many ambiguities about positions, and lessened the guessing over actions, intentions, and motives.  Even more, there have been hints that Iranian leaders may be able to see the real possibilities of a final agreement. Iran’s adherence to the interim deal has been a good first step and could mean Iranian leaders sense the promise of a peace agreement.  A negotiated agreement on Iran’s nuclear program would be a treasure of great value reached as a result of the hard work of diplomats and officials of all parties involved.  Yet, the bitter scenario of Iran backing out of the process after all that has been achieved remains a real prospect.  All parties went into negotiations knowing that reaching a final deal was far from a fait accompli.

Merkel was expressing strong language regarding the potential response of leveling harsh sanctions against Iran if the Geneva process failed.  Yet, her response hardly matches the February 26, 2014 statement made by US Secretary of State John Kerry that “the US has an obligation to pursue nuclear negotiations with Iran before attempting to force Tehran to give up its nuclear activities with military action.”  His statement left no doubt that the US would seriously consider a strike on Iran if diplomatic talks were to breakdown.  There is a considerable divergence in thinking between Merkel and Kerry when they indicate they are ready to take action.  Sanctions may indeed have the potential to be very harmful and could possibly turn Iran into an “economic basket case.”  However, military action would be calibrated to destroy Iran’s nuclear program to the greatest extent possible.  The apparent reluctance of Germany to support US military action sends a message to some in Iran that there is a schism between the US and Europe on the Iran’s nuclear program, and the US would need to go it alone against its nuclear program.  Clearly, Germany, much as other European states, does not appear fully committed to its own defense against the potential threat Iran can pose to Europe.  If European leaders do not feel the collapse of the talks would warrant a military strikes against Iran, let it be.  However, if military response is desired, European leaders should standby the US, and avoid contradicting its policy in public statements.  They should explore ways to effectively support, encourage, and affirm US action.

European Security and Iran

A little over a decade ago, there was a consistent view among leaders of Germany, France, and Britain, regarding their Iran nuclear dossiers which was, “Iran wants a nuclear weapon and only a strong, consistent approach will stop it.”  European states were frightened then by reports from the International Atomic Energy Agency (IAEA) stating Iran was trying then to create a Plutonium capacity, had built a heavy water facility, and was engaged in laboratory research for Uranium-238, and had worked with Uranium-239, which could detonate spontaneously.  Iran also had done research on Polonium 2010, a high neutron source which can eject neutrons, and is an element for nuclear devices. While some European countries used Polonium 2010 in laboratories as part of their fundamental research, Iran at the time had no fundamental research. Iran was also engaged in detonics research, especially catastrophic blasts.  Moreover, Iran had a rapidly growing ballistic missile research program, and had the capability with its Shahab-3 missiles to place 1 ton 1500km to reach inside Turkey and Israel.  It was developing the capability to reach Greece, and its Shahab-5 missile eventually would be able to reach Russia and Western Europe.  For the Europeans, the primary way to cope with the Iranian threat was through negotiations. Germany, France, and Britain, as Members of the European Union, were dubbed the “EU-3” in their talks with Iran.  It is somewhat unclear even at that time whether European leaders were ever fully behind military action.  However, the negotiations between Iran and the EU-3 had begun during the administration of US President George W. Bush, who seriously threatened military action against Iran.  He dubbed Iran as part of an “Axis of Evil,” and indicated the US would attack Iran to protect the Europeans and other friends from nuclear armed Iranian missiles.

Based on Merkel’s latest comments, it seems the Europeans are willing to step away from a truly tough approach to Iran.  The comments are reflective of European attitude of wanting security but not wanting to invest in it. Interestingly, according to US Secretary of Defense Chuck Hagel, European friends and allies within the North Atlantic Treaty Organization (NATO) have failed to meet their defense spending pledges.  Hagel noted that US outlays on security are three times that of the other 27 partners combined, even though the US gross domestic product (GDP) is smaller than their total GDP, a longstanding US concern about NATO defense spending.  Hagel is correct when he explains that “This lopsided burden threatens NATO’s integrity, cohesion and capability—and ultimately, both European and transatlantic security.”  Only four of the NATO partners met their agreed target of spending 2 percent of GDP on defense in 2013—Estonia, Greece, Britain and the US. France and Turkey fell just shy of the 2 percent goal.  The failure of European leaders to invest money and capabilities into their armed forces has left them unable to influence outcomes on issues such as Ukraine and Syria, and militarily irrelevant regarding Iran.  If the Europeans are reluctant to meet their 2 percent commitments for defense under the NATO, there is little chance they would boost their military capabilities to respond to the possible challenge of Iran.

European Criticism of the US

In addition to what could be seen as lethargy among the Europeans regarding defense, there is a sense among them that in its foreign policy, the Obama administration seeks politically expedient solutions rather than well-considered approaches based on analyses. The French seem convinced that the US was becoming disinterested in the Middle East.  French Foreign Minister Laurent Fabius expressed his dismay with the US in a November 2013 speech, stating: “The United States seems no longer to wish to become absorbed by crises that do not align with its new vision of its national interest.”  For him, that explained “the non-response by strikes to the use of chemical weapons by the Damascus regime, whatever the red lines set a year earlier.”  Fabius stated further that a redirection of US interests may be a manifestation of the “heavy trauma of the interventions in Iraq and Afghanistan” and what he perceived as the current “rather isolationist tendency” in US public opinion.  Fabius lamented that without US engagement, the world would find “major crises left to themselves,” and “a strategic void could be created in the Middle East,” with widespread perception of “Western indecision” in a world less multipolar than “zero-polar.”  In other Western capitals, there is a view that US foreign policy is driven by Obama’s desire to establish his legacy.  The perception that Obama is taking a “legacy quest” approach has more than perturbed Russian President Vladimir Putin.  In many capitals around the world, this signaled the US may be willing to make risky concessions in talks to reach agreements.  All of these criticisms coalesce to create the impression in some parts of the world, even Europe, that the US government under Obama’s leadership is weak and willing to compromise when previous US administrations would not.

The sense of uncertainty about US intentions and capabilities led the British Parliament to vote down Prime Minister David Cameron’s request that British force join the US in military action against the Syrian government for its use of chemical weapons.  What created real upheaval among European leaders were revelations by US National Security Agency whistleblower, Edward Snowden, that the US engaged in electronic surveillance to monitor the communications of European leaders, including their personal cellphone conversations.  Expressions of outrage and criticisms over US actions were strong enough to evoke the worst reaction possible from Obama.  Yet, for his part, he has displayed great calm.  While he speaks with a golden tongue about European friends and allies, he knows that forgiveness will not be felt any time soon.  He likely senses European leaders will be difficult to work with for a while.

Nevertheless, the heaviness of maintaining Europe’s defense falls squarely on the shoulders of each respective country’s leaders.  They are the stewards of their country’s national security.  There is no desire to send anyone on a “guilt trip,” but the need to voice rage should be tempered by the demands of European security.  No benefit will be received from undermining the US leadership when a response from Obama against Iran might prove critical to Europe’s wellbeing. US support for the defense of Europe should not be taken for granted.  It has value and must be appreciated.

The Realities of the Military Option and the “Collaborative” Approach

A breakdown of the nuclear negotiations would be a weighty matter and impossible for the Europeans to handle effectively alone.  Statements about sanctions and conveying outrage after such an occurrence would simply amount to lip service.  The Iranians are capable of calculating what the consequences of such measures would be, and would try to mitigate the effects of them as best as possible.  The Europeans would need to support diplomacy with the threat force, but that cannot be achieved without US cooperation.  No state can replace the US on the world stage.

If the European leaders fully agree with taking action, they may find it necessary to press the matter forward with the US.  Despite stating that the military option remains on the table, the Obama administration might find it difficult to decide on military action against Iran.  The White House may calculate that attacking Iran preemptively to protect Europe is not a viable option because the costs for the US are too high.  Obama’s foreign policy agenda is rife with challenging issues, including Syria and Ukraine.  After fully considering what a US attack on Iran will mean for their countries, European leaders must examine ways in which their relationships with Obama might promote a decision to proceed.  They should consider taking a more cooperative, supportive approach with him to ensure the matter is moved forward.

None of this is intended to suggest European leaders embark on an approach akin to manipulation.  Rather, they should engage in a collaborative effort with Obama.  European leaders must embrace the reality that the US holds the lion’s share of military power in the West and it is the only country that would contend with Iran if it poses a threat to Europe (even though Britain and France have nuclear forces of their own).  To that extent, the US has the greatest stake in the success of the Geneva talks in the West because a breakdown in the nuclear negotiations could lead it to war.  Although backchannels and bilateral talks between the US and Iran may be a source of consternation for European leaders, they must remain patient while the US finds its way through the process.

There must also be forthright discussions with the US on a mutually acceptable rationale for military action and the difficulties of taking military action.  They must be willing to ask the US to guarantee that it will stand with them to the extent that it would act preemptively to protect European territory; if that is what they want. European leaders must consider how they can work in partnership with the US to the greatest extent possible to formulate and implement a plan for responding against Iran.  They must make it known at the UN, in NATO, and in their respective countries capitals, that the US can count on their support.  If military action is deemed necessary, Obama should be encouraged to rise up to meet the situation.

The Way Forward

If the Geneva nuclear negotiations breakdown, the Europeans can either hope for the best or support military action.  Sanctions are the greatest threat European leaders alone can pose to Iran if the Geneva talks fail.  However, cutting off business deals will unlikely serve their security needs regarding Iran.  Even if European leaders were to agree that a military response is necessary, the truth is no European country has the capability to act.  A united European front in support of a military response would not help either.  The only country capable of attacking Iran to protect Europe is the US.  The US pledge to defend its European partners and allies is unwavering.  Yet, the prospect of a new war is abhorrent to the Obama administration.

It is uncertain whether pre-emptive action would be taken by the US despite having the ability to respond militarily to Iran’s program.  For Obama, the alternative exists of waiting to see if Iran will take action with a newly developed, long predicted, nuclear capability. That could have devastating consequences for Europe.  Ensuring US action will prove to be daunting.  The Europeans will need to team-up with the US and support its Iran policy. European leaders must guarantee they will stand by the US if military action becomes necessary.  Contradictory statements on Iran policy emanating from the US and Europe do not foster a perception of unity.  Unity is crucial and it will help ensure the continent remains secure.  Given the low cost that would be incurred by a collaborative and supportive approach with the US on military action, if talks fail, it would hardly make sense not to try this tact.
