Russia Is Creating Three New Divisions to Counter NATO’s Planned Expansion: Does Shoigu’s Involvement Assure Success for Putin?

Russian Federation Defense Minister Sergei Shoigu (above) has the task of reinforcing his country’s western flank against NATO. Successful actions in Ukraine and Syria, along with other achievements, have earned Shoigu the reputation as Russian Federation President Vladimir Putin’s “Do It” man. Creating three new divisions and other measures will likely achieve what is intended: obviate NATO’s recent steps in its east and further shift the status quo between Russian Federation and NATO forces in Russia’s favor.

According to a May 4, 2016 Wall Street Journal article entitled “Russia Is Creating Three New Divisions to Counter NATO’s Planned Expansion along Its Eastern Flank,” Russian Federation Defense Minister Sergei Shoigu announced at a April 27, 2016 ministry meeting presented on state television: “The Defense Ministry is taking a series of measures to counter the expansion of NATO forces in direct proximity to the Russian border.” A central aspect of those measures is the creation of three new divisions—about 30,000 troops. Shoigu said the cause for the force increase was to counter NATO plans to boost its troop presence along its eastern flank with Russia, to include sending four battalions—about 4,000 troops—to Poland and the Baltic States. NATO Secretary-General Jens Stoltenberg explained at a news conference in Mons, Belgium that the intent of NATO’s planned troop build-up was defensive. He called the planned deployment a response to an assertive Russia that has shown the will to change borders with force as in Ukraine in 2014.

Beyond the debate over causality for the relative build-ups, it is more important for NATO to know that Shoigu has been given the task of reinforcing Russia’s western flank. Successful actions in Ukraine and Syria, along with other achievements, have earned Shoigu the reputation as Russian Federation President Vladimir Putin’s “Do It” man. Bean counting forces may be enough for some to make assessments on the relative strengths and weaknesses of Russian Federation and NATO forces. However, any assay of likely outcomes of Russia’s effort to form three new divisions west would be flawed if it did not give higher meaning to Shoigu’s direct involvement. Shoigu will likely achieve what is intended: obviate NATO’s recent steps in its east and shift the dynamic between Russian Federation and NATO forces in Russia’s favor. A look at Shoigu’s background explains why the “Shoigu factor” makes that a real possibility.

Political Ties That Bind Shoigu and Putin: In Brief

With an engineering degree from Krasnoyarsk Polytechnical Institute in 1977, Shoigu joined the Russian government in 1990. He participated in several successful construction projects. His success caught the attention of the Communist Party leadership in 1990. He was placed on the Architecture Committee, but then assumed the leadership of the Russian Rescuers Corps, a new corps of rescue workers. Emergencies in Russia include droughts, forest fires, Islamic militant bombings, and hostage dramas. The Russian Rescue Corps was formed by a directive decision of the Presidium of the Supreme Council of the Russian Soviet Federative Socialist Republic in the aftermath of the 1988 Armenian earthquake and the Chernobyl disaster. However, these big developments in Shoigu’s career as a rescue worker coincided with the momentous collapse of the Soviet Union.

During the collapse, Shoigu became a firm supporter of Boris Yeltsin. When things settled a bit, he continued performing his duties in the Russian Rescuers Corps. It was re-established as the State Committee for Extraordinary Situations, known EMERCOM internationally, responding to crises in the Soviet Union. Russia and the “near abroad,” to include mediating conflicts in South Ossetia, Chechnya, and in nearby Tajikistan. In 1994, the State Committee became part of the Russian Federation government as the Ministestvo po Delam Grazhdanskoy Oborony, Chrezvychainym Situatsiyam i Likvidtsil Posledstviy Bedstviy (Ministry of the Russian Federation for Affairs for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters Emergency Situations also known as the Ministry for Emergency Situations). Yeltsin, the Russian Federation President, made Shoigu its minister. In 1994, he made Shoigu a major general in the Russian Federation Army and a member of Russia’s Security Council. In the 1990s, Shoigu wanted to focus on his duties in the Russian Rescuers Corps, re-established as the State Committee for Extraordinary Situations (known as EMERCOM internationally). Yet, during Soviet Union’s collapse, Shoigu became a firm supporter of Boris Yeltsin. He later aided Yeltsin during an attempted coup d’etat in 1991, came to the rescue of Yeltsin in the constitutional crisis in 1993, and was part of Yeltsin’s successful re-election campaign in 1996. He was made leader of the pro-Yeltsin Unity Bloc in 1999.

Despite Shoigu’s desire to make emergency work his focus after the tumultuous events of 1990, those events became a starting point from which he was drawn further into national politics. Shoigu rushed to Yeltsin’s aid during an attempted coup d’etat in 1991. Shoigu also came to the rescue of Yeltsin in the constitutional crisis in 1993. Shoigu was part of Yeltsin’s successful re-election campaign in 1996. By 1999, Yeltsin became acutely aware that he was losing power in Russia, and his supporters were shifting to the opposition. Taking steps to ensure his legacy with less than a year left in office, Yeltsin, with the help of political allies, created a new party, with a new face, loyal to him: Unity. Shoigu, then Minister of Emergency Situations, was named the leader of the pro-president party. He was partnered with Alexander Karelin. Shoigu by then was seen as someone “who saves people” more than a politician. Karelin, a triple Olympic gold wrestling champion, was politically connected but also a symbol of Russian strength. Unity was promoted as a party of common sense, not political but honest and strong using that strength to help people in misfortune. Elements of Unity’s economic policy were akin to Thatcherism. It included, for example, the promotion of low inflation, the small state and free markets via tight control of the money supply, and privatization. That said, Unity also supported the reliance on powerful police and security structures and media control. After parliamentary elections in 1999, Unity took a commanding position in the Duma. Having secured some control of the Duma, Yeltsin sought a successor for the presidency. While he spoke of Shoigu as “our greatest star,” he chose Putin.

Yeltsin first saw promise in Putin when he selected him on July 25, 1998 to serve as head of the Federal’naya sluzhba bezopasnosti Rossiyskoy Federatsi (Federal Security Service) or FSB.   At the time, Putin was an unemployed deputy-mayor from St. Petersburg. He served at the FSB until August 9, 1999, when Yeltsin called him to the post of acting prime minister. Late that same month, there was a bomb blast in a luxury shopping mall by Red Square which was the first in a series of blast resulting in casualties. In September 1999, there were apartment bombings in Moscow, Buinaksk, in Dagestan, and Volgodonsk, in Rostov. They collectively killed 300 Russian civilians and wounded hundreds more that were reportedly the responsibility of Chechen Islamic militants. Putin acted forcefully against the mall bombing, the apartment immolations, and a bold Islamic militant incursion from Dagestan into Chechnya, led by Shamil Basayev. The first of 100,000 troops were sent to the northern Caucasus within weeks. In a famous September 24, 1999 speech, Putin spoke with determination in explaining his approach to defeating terrorism: “We will pursue the terrorist everywhere. If they are in an airport, then, in an airport, and forgive me, if we catch them in the toilet, then we will waste them in the outhouse . . . The issue has been resolved once and for all.” Putin marked his rise in power by acting viciously against terror. Shoigu’s Unity Party then served as the instrument for Putin’s rise to the presidency. The Unity Party eventually entered into an alliance with the Fatherland-All Russia political bloc. The Party later morphed into United Russia, the country’s current ruling party that rubber stamps Putin’s initiatives in the Duma. By 1999, Russian President Boris Yeltsin became acutely aware that he was losing power in Russia. Taking steps to ensure his legacy with less than a year left in office, Yeltsin, with the help of political allies, created a new party loyal to him: Unity Bloc. While he spoke of Shoigu as “our greatest star,” he chose Vladimir Putin.

Mea mihi conscientia pluris est quam omnium sermo. (My conscience means more to me than all speech.)  Although he was Unity’s leader, Shoigu had no presidential aspirations. Given the tempestuous environment in Russia politically, economically, socially, and militarily at the time, it made sense. Putin was far better equipped to control, manipulate, and strong arm, seemingly endless groupings of political adversaries during that time of many sinful capers. Indeed, Putin was particularly well-equipped to deal with the likes of Vladimir Zhirinovsky of the far right Liberal Democratic Party of Russia, and Gennady Zyuganov of the Communist Party of Russia, men who better understood the lash than words of peace. Perhaps to signal the acceptance of his role, Shoigu gave Putin a black Labrador retriever, “Koni.” After ceding power to Putin, Shoigu gave even more. He became the model upon which Putin’s image as the new leader of Russia was formed. Gleb Pavlovsky, a former Kremlin adviser, told The Economist that the administration deliberately crafted Putin’s image in part on Shoigu’s: “Putin was supposed to be a rescuer, too.”

Putin was lornful over the Soviet Union’s collapse. As his presidency grew out of its infancy, Putin was determined to save Russia from further disintegration, and frustrate those he perceived as enemies aiming to weaken it. He would not be satisfied until Russia’s global power and influence was restored and the independent states of the former Soviet Union were brought back under Moscow’s political, economic, and military (security) influence. Putin believed that the greatest danger to Russia came from the West. He saw Western governments as being driven to weaken Russia, create disorder, and make their country dependent of Western technologies. He felt then and now that under former President Boris Yeltsin, the Russian leadership made the mistake of believing Russia no longer had any enemies. Often Putin would publicly lament about the collapse of the Soviet Union, under Western pressure, calling it the worst geopolitical catastrophe of the 20th Century. Russia’s economic collapse, in the view of many Russians, was worsened by the destructive advice and false philanthropy of Western business and economic experts. They believe Western suggestions on ways Russia should conduct its affairs domestically and internationally only served to cripple their country. Experts in the West spoke lightheartedly of Russia as a dying super power, lacking the wherewithal to do anything serious politically, economically, socially, or militarily. In The Guardian at the time, Russia was referred to as “an immature, fledgling democracy which in eight years has gone from one party politics to no-party politics, from communism to fantasy.” Yet, in the hallowed eyes of a so-called dying Russia, life was spying in the form of Putin and like-minded officials. Putin restored order after the internal chaos of the 1990s, becoming the face of the government. Once the heady events surrounding the Soviet Union’s collapse subsided, Shoigu focused on advancing the Ministry of Emergency Situations to achieve all possibilities. For nearly 22 years, Shoigu was present at all major and many minor disasters in Russia. His strong, almost stoic comportment at events, along with his precise, short orders and comments to the newsmedia, radiated a sense of confidence that Russians appreciated. He skillfully navigated Russia’s bureaucracy, accruing power, popularity without making real enemies.

While Putin advanced Russia’s interests his own way, both at home and globally, Shoigu made the most of his own capabilities and effectively advanced the Ministry of Emergency Situations to achieve all possibilities. His ministry became a service with many responsibilities. For nearly 22 years, Shoigu was present at all major and many minor disasters in Russia, standing stoically, with barely a muscle moving in his face. His comportment at events, along with his precise, short orders and comments to the newsmedia, radiated a sense of confidence that Russians appreciated. By skillfully navigating Russia’s Byzantine bureaucracy, he has accrued power and popularity without making any genuine enemies. Even former notables such as Boris Berezovsky appear to have respected Shoigu. Evgeny Minchenko, an analyst who studies the Russian elite, told The Economist: “There’s no one else like him in the ruling class.” He added, “It’s an absolutely unprecedented story. By the 2000s, the Ministry of Emergency Situations grew into a 350,000 strong operation with its own special forces.” Omnia mea mecum porto. (All that is mine I carry with me [My wisdom is my greatest wealth].)

Shoigu As Adviser To Putin

Putin’s management style was likely shaped by his short term in politics in St. Petersburg as the protégé of Mayor Anatoly Sobchak. Putin became his deputy in 1994.   However, his style was surely most influenced during his initial career as an officer from 1975 to 1991 in the Soviet Union’s Komitet Gosudarstvennoy Bezopasnosti (the Committee for State Security) known better as the KGB—the agency responsible for intelligence, counterintelligence, and internal security. With a strong, self-assured, authoritative, no nonsense personality, most advisers’ interactions with him have varied. They may occasionally antagonize the overworked leader even with important or urgent situation reports. Shoigu, however, who was never in the KGB or along with Putin in St. Petersburg, has been able to make use of his own unique sensibilities to understand his leader’s thinking and feelings. Every word Putin has said, his reactions to statements, have informed Shoigu’s understanding of him. Every inflexion, tone, and change in Putin’s voice has provided Shoigu with some insight into what his president was sensing. Added to this is Shoigu’s humble, self-effacing persona and intellectual acuity. It should not be implied from this that Shoigu has not interacted with an “inclement” Putin. After facing Putin’s “larger” voice, he likely tries to salvage whatever may be constructive from such encounters. Surely at times, Shoigu may have his own strong feelings about situations. Nevertheless, as Carl Von Clausewitz, the 19th century Prussian military thinker perhaps would have explained, the ability to maintain his balance in spite of them is a reflection of Shoigu’s strength of character. Some may view Shoigu’s behavior as a manipulation. However, Putin has remained in power by confounding insincerity, and he does not suffer fools lightly. Having observed him closely, Putin obviously feels Shoigu well-serves his needs. Et monere at moneri proprium est verae amitcitiae. (It is a characteristic of friendship to give advice and to receive it.) During significant crises, it is very important for Putin, as much as any other national leader, to have an adviser who fully understands his needs. The encouragement of another, a paraclete, may prove comforting. When Putin and Shoigu talk, Putin perhaps feels free to “clear the air” with him over issues Russia is facing.

Critics at home and abroad whose obloquy should have distracted, disrupted, or diverted Putin, have mainly served as sandpaper to refine his positions. Since his initial rise to power, Putin has become skilled in implementing what critics have called “charm offensives,” explaining his ideas and actions in a manner that is easy, comfortable, assuring, and logical. Sometimes, however, such moves are not enough. Indeed, during significant crises, it is very important for Putin, as much as any other national leader, to have an adviser who fully understands his needs. The encouragement of another, a paraclete, may prove comforting. When Putin and Shoigu talk, Putin perhaps feels free to “clear the air” with him over issues Russia is facing. Of course, Putin would rather tell Shoigu what is to be feared than what he fears for always he is Putin. Shoigu has never used Putin’s confidence in him and strength of his position among advisers to become a haustyrann. Rather, Shoigu also has been able to understand the mood and reactions of Putin’s other capable cabinet members and policy advisers in certain situations, to ensure real cooperation and effective action. It likely accounts, in part, for Shoigu’s refulgence among them.

Shoigu, Tuva, and Paranoia

Shoigu, born on May 21, 1955, was raised in the town of Chadan in southern Siberia, near the Altai Mountains, in a little known Republic of Tuva. His mother was ethnic Russian and his father was ethnic Tuvan. He had a liking for sports, backyard brawls, and risky stunts, such as hopping the ice flows across the powerful Yenisei River. Such high jinks earned him the nickname Shaitan (Satan). Tuvans are among the ancient peoples living in Central Asia. The cultural roots of ancient Tuvans, Uigars, and Kyrgyzians form the basis of Tuvan culture. The traditional religions of Tuvans are Buddhism and shamanism. It is regarding shamanism that for some Russians discord obtains. Shamanism is a practice shrouded in darkness, in which mystery is emphasized and obscurantism is cultivated; as a result, it stirs up fear. Shoigu’s rearing in Tuva at best would only circumstantially suggest, against actual facts, that he might adhere to shamanism.

On May 9, 2015, during celebrations of the 70th Anniversary of the Soviet Union’s victory over Nazi Germany, Russian television cameras fixed on a black convertible carrying Shoigu into Red Square. Shoigu, in full-dress uniform, crossed himself as he passed beneath one of the Kremlin towers. The highly unusual gesture was seemingly designed to allay any questions about the half-Tuvan, half-Russian’s Christianity. Before that, in 2008, during an interview on the Ekho Moskvy radio station, Shoigu stated that he was baptized in the Orthodox faith at the age of 5. Questions over Shoigu’s faith are perhaps the only thing the very popular defense minister must countenance. Shoigu has never done anything to cause concern.  It is not a wish of greatcharlie.com to ignite a debate on concerns a modest few Russians might have on Shoigu’s faith. Delving deeper into the matter may appear as engaging a bit of apophasis (for one to say one will not say what one is going to say). However, Shoigu is a central figure in Russian politics. Ignoring this aspect of his background would weaken the discussion about him here.

An assortment of beliefs and practices claiming the ability to travel from the secular to the “spirit world” for the purpose of spiritual contacts is covered by the term shamanism. Those contacts can also supposedly be achieved through channeling and the use of spirits coming in the form of animals. It is further claimed that practitioners can take on those shapes themselves. Shamanism requires the use of the archaic techniques of ecstasy, developed independent of any religious philosophy. Ecstasy is a prophetic exaltation or rapture characteristic of shamanism and visionary states. Those states can be naturally induced with entheogenic plants and herbal concoctions. They can be artificially induced by breath control, fasting, meditation, drumming, and other shamanic and yogic practices. Entheogens come in many forms but most commonly from plants known as psychoactive drugs. The use of hallucinogenic plants and herbal concoctions can result for example in visions of demons, distant persons, landscapes, or detailed enactments of recent unsolved crimes. Shamanistic medicinal practices include the application of various ancient witchcraft techniques. Those treated with such can be drawn into deeper, darker occult practices. They can also open a door to evil spirit possession and other forms of occult bondage. Its rituals and methods can lead to intense physical pain and afflictions, temporary insanity, emotional depression, and powerful spiritual torment. How Shoigu’s alleged adherence to shamanism might tie into his role in government or as Putin’s adviser is uncertain.

Putin knows that there are those Russians who will do such things as react superstitiously toward Shoigu. He has vacationed in Tuva with Shoigu many times since. Putin would like Russians to replace any unfounded superstitions about Shoigu and Tuva with authentic truths and worthier ideas.

He has taken on issues surrounding Shoigu’s Tuvan roots with some guile. Putin went on a fishing trip to Tuva with Shoigu and Prince Albert II of Monaco in 2007. He has vacationed in Tuva with Shoigu many times since. Putin would like Russians to replace any unfounded superstitions about Shoigu and Tuva with authentic truths and worthier ideas. Putin wants all Russian citizens to be part of their country’s rise to greatness. Divisions based on race, ethnicity, religion and origin hinder that.

Much as the orator, poet, and statesman, Marcus Tullius Cicero, concluded about his Ancient Rome, Putin similarly believes loyalty to the Russian Federation must take precedence over any other collectivity: social, cultural, political, or otherwise. As noted by Clifford Ando in Imperial Ideology and Provincial Loyalty in the Roman Empire (University of California Press, 2013) in the hierarchy of allegiances outlined by Cicero, “loyalty toward Rome occupied a superordinate position: her laws and her culture provided the normative fabric that would, to borrow a phrase of Rutilius Namatianus [Poet, Imperial Rome, 5th Century], ‘create from distinct and separate nations a single fatherland’.” Likewise, Russia’s laws and culture provide the normative fabric from which a united country is created from diverse peoples. Possession of citizenship should be the basis to cause individuals to identify with the concerns of others in widely disparate populations among Russia’s republics. Putin wants Russians to be in a “Russian state of mind,” a mental state created when diversity, creativity, and optimism coalesce. A citizen’s attitude, perspective, outlook, approach, mood, disposition, and mindset should stand positively Russian.

Shoigu As Defense Minister: The Shoigu Factor

Appointed on February 15, 2007, former Russian Federation Defense Minister, Anatoly Serdyukov launched a much needed reform effort to make the Russian Federation Armed Forces more effective. However, Serdyukov ran afoul of the defense industry and senior military commanders with failed procurement programs, efforts to import foreign weapons systems as the France’s Mistral aircraft carrier, and purges and unit reorganizations. In addition, there were a series of highly publicized corruption scandals in the ministry. On November 6, 2012, Putin tore Shoigu away from a very short stint as the elected Governor of Moscow Oblast that began on April 5, 2012 and put the armed forces in his hands.

Evidence of the “Shoigu factor” became apparent as soon as Shoigu started the job. While essentially preserving Serdyukov’s reforms, and harnessing expenditures, Shoigu improved military readiness. He created a new corps, the Airspace Forces. He created eight new operational task forces, twenty-five divisions, and fifteen new brigades. He improved the control system of the armed forces by creating the National Defense Control Center of the Russian Federation. Shoigu ordered soldiers to wear socks instead of cloth foot-wraps (portyaniki). He had Army commanders increase snap inspections and military exercises. Long-range Airspace Force bomber flights and Navy combat patrols steadily increased.  Morale in the armed forces picked-up as a result of these measures and others. Upon becoming Defense Minister, Shoigu improved the control system of the armed forces by creating the National Defense Control Center of the Russian Federation. Within the ranks, Shoigu ordered Army troops to wear socks instead of cloth foot-wraps (portyaniki). He had Army commanders increase snap inspections and military exercises. Long-range Air Force bomber flights and Navy combat patrols steadily increased. These and other measures enhanced military readiness and rejuvenated morale in the armed forces.

Quemad moeum gladis nemeinum occidit, occidentis telum est. (A sword is never the killer, it is a tool in a killer’s hands.) The views of Putin and Shoigu on “the threat” the West poses to Russia are in sync. Shoigu told the TASS news agency in October 2015, “Russia’s sovereignty, which is secured by its army and navy, will always be the obstacle against which during the 1,152 years of Russia’s existence many Western rulers have broken their teeth.” Russia’s strategy toward NATO is based on the premise its’ intent is hostile. Aerial and naval probes into NATO’s defense zones have wreaked havoc on the sense of security of some Member States. In Syria, Crimea and Eastern Ukraine, Russia has been able to boldly and effectively project power. In Syria, Russia Federation Armed Forces have used new weapons systems, including: the sea-based Kalibr 3M-14 cruise missile, launched from surface ships and submarines from as far as 1500 kilometers away from their targets; the air launched KH-101 cruise missile; and, the Sukhoi Su-34 strike fighter. On December 19, 2015, Putin stated: “We see how efficiently our pilots and intelligence agents coordinate their efforts with various kinds of forces—the army, navy, and aviation; how they use the most modern weapons.” Putin continued, “I want to stress that these are by far not all of our capabilities,” adding, “We have more military means. And, we will use them—if need be.” Other military means Shoigu is working on include: greater use of military spetznaz (special service troops) to train allies and support their combat operations, the RS-28 Sarmat Intercontinental Ballistic Missile (ICBM), the RS-26 ICBM, and the PAK-FA T-50. The spetsnaz unit of the Russian Airborne Troops and the Special Brigade of the Serbian Army (above) engage in a joint exercise in Serbia. Putin has discussed their presence in Ukraine. Spetznaz can provide a spectrum of military capabilities to include: advising Russian allies, providing airborne and special operations training, and directly supporting combat operations. Their capabilities have been displayed in Syria. Spetznaz have also provided training to Russian Federation allies in its near abroad.

Spetznaz can advise Russian allies through special operations training and during combat by assisting in the location and designation of targets for air strikes, and engage in direct action by locating, capturing or killing specific leaders and other specific personnel, destroying military facilities leaders and conducting raids and ambushes, and destroying military facilities, and infrastructure, as well as protecting Russian and allied facilities, assisting in providing medical services, and coordinating the distribution of equipment to allies. Their capabilities have been displayed in Syria. Putin has referred to their presence in Ukraine. Spetznaz have also provided training to allies of the near abroad as Abkhazia, South Ossetia, Transnistria, Moldova, Belarus, Armenia, Belarus, Kyrgyzstan, Kazakhstan, Tajikistan, Mongolia and as far west as Serbia. The RS-28 “Sarmat” is the newest heavy liquid-propelled ICBM under development for the Russian Federation Armed Forces. In 2018, the Sarmat will replace older Soviet R-36M (SS-18) missiles dubbed “Satan” by NATO, as the heavy silo-based component of the Russian nuclear forces. The Sarmat’s twelve heavy thermonuclear warheads will be infividually stearable during reentry.

The Russian Federation deploys an estimated 307 ICBMs which can carry approximately 1040 warheads. They represent only 40 percent of the country’s total arsenal of thermonuclear warheads. The RS-28 Sarmat is the newest heavy liquid-propelled ICBM under development for the Russian Federation Armed Forces. In 2018, the Sarmat will replace older Soviet R-36M (SS-18) missiles, dubbed “Satan” by NATO, as the heavy silo-based component of the Russian nuclear forces. The Sarmat will use the same silos as the Satan, but modified for its specifications. The silos would also be equipped with additional active anti-missile systems that would protect them from a pre-emptive strike. The Sarmat will have a dozen heavy thermonuclear warheads, each individually steerable during reentry. Those warheads are said to have advanced anti-missile countermeasures meant to beat the US Anti-Ballistic Missile Defense Shield. It is speculated that they would have a conventional variant similar to the US Advanced Hypersonic Weapon and could be used as a precision intercontinental weapon in a non-nuclear conflict.

The Way Forward

In November 2013, a year after he took the helm of the Ministry of Defense, the state-run pollster VTsIOM conducted a survey on the attitudes of Russians toward Shoigu. At the time, 46 percent said that they respected him, 35 percent said that they trusted him, and 15 percent said that they sympathized with him. The poll was conducted among 1600 people with the margin of error not exceeding 3.4 percent. In fact, according to polls by the Independent Levada Center, for the last three years, Russians have named Shoigu “Person of the Year” behind only Putin. Last month, Shoigu took second place behind Putin in a rating of Russian officials and politicians in which respondents were asked to choose several names from a list as the most trustworthy leaders. Shoigu was chosen by 26 percent of respondents, ahead of Foreign Minister Sergei Lavrov, who was named by 21 percent. Putin was chosen by 60 percent of respondents. Polls were conducted among 1600 respondents with a margin of error not exceeding 3.4 percent.

Commentary on Shoigu in the Western media tends to include speculation over a nonexistent ambition to ascend to the pinnacle of power in Russia. Some journalists and pundits in the Western newsmedia seem to be projecting their own sensibilities upon Shoigu. Such stories are more entertaining than newsworthy. Shoigu is real, not some amusement. Despite his political capital and support from the Russian public, he has consistently stayed away from politics. He has never forgotten that he serves the Russian Federation and his president. The big story about Shoigu is that once given a military mission, he never fails. That is the essence of the “Shoigu factor.” He will surely have three new Russian Federation Army divisions set up before Putin meets the new US President. The Pivot to Asia: The Policy Shift That Called Putin’s Attention to Europe’s Unlocked Doors

For the administration of US President Barack Obama, the reset with Russia was a major foreign policy initiative. For three years, a business-like tenor existed in relations, making the administration comfortable enough in 2011 to turn its attention toward Asia under what it called the “pivot to Asia.” Its hopes were dashed when Vladimir Putin returned as Russian Federation president in 2012, seeking to restore Russia’s power and influence. Soon after, there were numerous disagreements between Obama and Putin particularly over Europe. Relations deteriorated, and Europe again faced a threat from Russia.

What is most noticeable about US-Russia relations today is the uncongenial relationship between US President Barack Obama and Russian Federation President Vladimir Putin. While that relationship may seem in perpetual retrograde, there initially was real potential for positive ties and real progress on a variety of issues if the interests of both countries were considered. The Obama administration approached Russia with the idea that the relationship between the two countries could be “reset.” The reset with Russia was one of the administration’s major foreign policy initiatives. Relations with Russian Federation President Dimitry Medvedev were positive. For three years, a relatively smooth and business-like tenor existed in relations with Russia. That contrasted with the contentious relations that followed the Georgian War in 2008 while Putin served as president. It boded well for Obama’s legacy over which White House officials publicly admitted being absorbed. With its Russia policy on track, the administration was comfortable enough to turn toward an even greater priority at the end of 2011 which was referred to as the “pivot to Asia.” Then US Secretary of State Hillary Clinton explained it all in an edifying discourse in the October 11, 2011 edition of Foreign Policy magazine.

In her essay entitled “America’s Pacific Century,” Clinton wrote: “In the next ten years, we need to be smart and systematic about where we invest time and energy, so that we put ourselves in the best position to sustain our leadership, secure our interests, and advance our values. One of most important tasks of American statecraft over the next decade will therefore be to lock in a substantially increased investment—diplomatic, economic, strategic, and otherwise—in the Asia Pacific region.” Bringing to memory the historic US commitment to Europe after World War II, Clinton declared: “At a time when the [Asia-Pacific] region is building a more mature security and economic architecture to promote stability and prosperity, [the] U.S. commitment there is essential. It will help build that architecture and pay dividends for continued American leadership well into this century, just as our post-World War II commitment to building a comprehensive and lasting transatlantic network of institutions and relationships has paid off many times over—and continues to do so. The time has come for the United States to make similar investments as a Pacific power, a strategic course set by President Barack Obama from the outset of his administration and one that is already yielding benefits.” The administration’s plans were ambitious and admirable, but its hopes for a benign pivot to Asia were soon dashed. Europe once again faced a threat from Russia. There were numerous actions and reactions by Obama and Putin particularly concerning Europe. Relations deteriorated. Omnia iam fient quae posse negabam! (Everything which I used to say could not happen, will happen now!)

Candidates in the 2016 US Presidential Campaign, perhaps already considering how to deal with Putin and formulating policy approaches for Russia for their possible administrations, should get beyond us-them simplicities and avoid conceptualizing prospective relations solely on where they are at this moment in time. Rather, the course of the collapse of US-Russia relations and how to repair, and avoid, policy missteps witnessed over the past eight years should be anatomized. Part of that process would entail fully understanding those mistakes. Some of them are reviewed here. Further, it is important to genuinely understand the thinking of Putin and his advisers on Russia’s relations with the US. A truncated analysis, in the abstract, of such thinking inside the Kremlin is also presented here.

Igniting Putin: A New Russian Threat Excites Europe

From 1945 to 1989, US geo-strategists assessed that if a new world war were to occur, the battleground would be Europe. However, in the first term of the Obama administration, it was assessed that Europe had become more tranquil. There was a crisis in the eurozone, but Europe remained the most prosperous and peaceful parts of the world. The threat from China was the new focus of geo-strategists. That threat was ostensibly the underlying rationale for the pivot to Asia. In Europe, the announcement of the pivot to Asia was greeted with ambivalence, even alarm. The Europeans understood the renewed commitment to Asia would come at their expense. Obama administration officials tried to prove that was not the case at the time. However, with planned defense cuts of $500 billion over the next decade and the expressed intent to avoid reducing expenditures in Asia, Europe would be the only place to make cuts. The costs were conceivably higher given the possibility budgetary pressures would increase. Key defense commitments in Europe at the time included a missile defense system being developed with a possible nuclear Iran in mind. The administration had already announced that it intends to withdraw two of the four US Army brigades deployed to Europe—with overall military spending on Europe set to decline by 15 percent. Yet, US Army units stationed in Germany were considered in the context of rotations to the Middle East or Africa, not combat in Europe. There remained the potential threat of a breakdown in relations with Russia which would put Europe’s security at risk, but it was practically considered de minimus, negligible. The Obama administration considered the possibility that if Putin returned to Russia’s presidency, he would seek to exert pressure against the West where and when he felt it would pay dividends. It is unlikely the administration foresaw things would go so badly.

Obama was at ease with Medvedev. He went as far as to declare a new era between the two former Cold War adversaries existed. He seemed to measure all possibilities on relations with Russia on his interactions with him. However, maintaining a constructive relationship with the Russian leader is not a personal matter; it is part of the business of being president. Both the US and Russia possess the unique and mutual capability to annihilate one another, and the world, with their nuclear arsenals. Talks between the leaders of the two countries build confidence, eliminate ambiguities about positions, and prevent guessing over actions, intentions, and motives. Talks allow leaders to “clear the air” regarding any personal concerns they had within their own high-level relationship. A strong personal bond between leaders can develop, but it is not essential. When Putin began his third term as Russia’s president on May 7, 2012, the low yield of the reset and the underestimation of Russia as a potential threat became apparent. Putin returned to the Kremlin on a mission to restore Russia’s global power and influence. He was not interested in anything that might diminish or prevent that effort. Perhaps as a consequence of that, old ills that were part of US-Russian relations began to resurface, and new ones arose with frequency. Among them were: Putin’s decision to allow US National Security Agency whistleblower Edward Snowden to reside in Russia; ongoing espionage efforts between Russia and the US, including the activities of Sluzhba Vneshney Razvedki (Foreign Intelligence Service) or SVR officer Anna Chapman and other Russian “illegals” captured by the Federal Bureau of Investigation in 2010, and the allegations of US spying on Russia revealed by Snowden and Wikileaks; and the US admonishment of Russia on human rights issues. Putin fumed over Operation Unified Protector, during which multinational forces including the US, were placed under NATO command and imposed a no-fly zone and destroyed government forces loyal to then-Libyan President Muammar Gaddafi. Putin felt NATO-led forces went beyond UN Security Council Resolution 1973’s mandate by helping local forces overthrow Gaddafi. Gaddafi, who had been a friend of the Soviet Union and Russia, was killed. The world saw how poor the relationship between Obama and Putin was after observing their body language when they met in Northern Ireland on June 17, 2013.

He believes the US has taken a foreign policy course aimed at holding on to US leadership in the world by means of the strategic containment of the growing influence of the Russian Federation and other centers of power.

How Relations with Putin Went Wrong Way

Perhaps the administration did not fully grasp just how poorly things were going with Putin. The Obama administration was confident enough to push agendas for nuclear arms reductions with Russia and EU and NATO expansion in Europe just as the administration of US President George W. Bush, his predecessor had. The administration referred to its effort to attain further nuclear arms cuts before leaving office as a “signature effort.” The reduction of nuclear forces and reductions in conventional forces have been issues US and Russian leaders have dealt with for decades, but Obama was not going to resolve any nuclear issues with Putin. Russia’s strategic nuclear forces are not a mere policy issue or bargaining chip for Putin, but a means of survival for Russia. Putin had no intentions of acceding to proposals for deep cuts in its nuclear arsenal repeatedly sent to Moscow by the administration. It was at this point in 2013 that relations with Putin and Russia truly began to collapse, falling to a very low point when the Obama administration cancelled a September summit meeting between Obama and Putin. The cancellation was in retaliation over Putin’s decision to reject the administration’s nuclear proposals. Administration officials lamented that Putin’s decision ended the president’s “signature effort to transform Russian-American relations and potentially dooming his aspirations for further nuclear arms cuts before leaving office.”

There were other very public affronts. The next year, during preparation for the 2014 Winter Olympic Games in Sochi, there was a constant drum beat of doubt expressed by US security experts on the capability of the Russian security services to protect Sochi from terrorism. A leader’s public declaration of his decision not to attend has practically been a tradition among US and Russian leaders during a period of disagreement in international affairs. In addition to the Olympics, Obama would later decide not to attend the 2015 Moscow Victory Day Parade commemorating the 70th anniversary of Nazi Germany’s surrender to the Allies, ending World War II in Europe. The celebration, hosted by Putin, was a time to recall the legacy of cooperation established during the war and a real example of what US-Russian cooperation could be in a common cause. It offered a chance for Obama to privately address his dispute with Putin. It was the best time for him to say that as with the alliance between their countries in World War II, relations between their countries now were important, bigger than both of them. Attending would have required Obama, as Rudyard Kipling would say, to “bite the bullet,” in terms of personal pride, but not in terms of his role as US president. By being absent, that day became one more reminder of the two leaders differences and their uncongenial relationship. Occasio aegre offertur, facile amittitur. Between those years, the US and EU took Putin to task for his annexation of the Crimea. Harsh sanctions were levied and Russia was cast out of the Group of 8 industrialized democracies. Even tougher sanctions against Russian interests were threatened by the US if aggression against Ukraine escalated. Putin responded to it all with sanctions against US and EU products. In a March 18, 2014 speech declaring Russia’s annexation of Crimea, Putin vented his anger at the US and EU, enumerating some Western actions that fostered contempt in Moscow. He mentioned: Russia’s economic collapse, which many Russians recall was worsened by destructive advice and false philanthropy of Western business and economic experts that did more to cripple their country; the expansion of NATO to include members of the Soviet Union’s own alliance, the Warsaw Pact; the erroneous Russian decision to agree to the treaty limiting conventional forces in Europe, which he refers to as the “colonial treaty”; the West’s dismissal of Russia’s interests in Serbia and elsewhere; attempts to bring Georgia and Ukraine into NATO and the EU; and, Western efforts to instruct Russia on how to conduct its affairs domestically and internationally. Incursions of Russian bombers and fighters in NATO airspace and Russian warships in NATO waters were regularized. The only public bright spot in US-Russia relations was diplomacy between US Secretary of State John Kerry and Russian Federation Foreign Minister Sergei Lavrov, mainly on Syria and Iran. Still, that activity was more reflective of their countries’ roles on the UN Security Council, not the tenor of relations between Obama and Putin.

Putin’s Pushes Westward

The poor US relationship with Russia, just as much as the Ukraine crisis, affected Europe’s relationship with Russia concerning business, economics, and security. In the summer of 2013, the EU Council sharply condemned Russia’s mounting pressure on members of the EU Eastern Partnership, countries with association agreements with the EU. In 2012, the EU accounted for 52 percent of Russia’s exports, 68 percent of which consisted of fuel and energy. Following the annexation of Crimea in March 2014, the EU suspended virtually all cooperation. Still, Putin’s thinking on the EU was not positive even before the Ukraine crisis. Putin saw the EU as a project of deepening integration based on norms of business, law, and administration at variance from those emerging in Russia. Putin was also concerned that EU enlargement would become a means of excluding Russia from its “zones of traditional influence.” Certain Russian actions indicate Moscow actively seeks to encourage members to withdraw from the EU sphere and discourage countries joining it. Joint projects with European countries have allowed Russia to exploit their differences on political, economic and commercial issues creating a discordant harmony in the EU. As much as making money, a goal of such efforts has been to undermine EU unity on sanctions. The Nord Stream-2 gas pipeline, for example, has provided Putin with the means to disrupt, weaken European unity. A murmur exists in Europe that solidarity ends at the frontiers of some countries. Regarding NATO, in an interview published on January 11, 2016 in Bild, Putin provided insight into his thinking then and now. During the interview, Putin quoted West German Parliamentarian Egon Bahr who stated in 1990: “If we do not now undertake clear steps to prevent a division of Europe, this will lead to Russia’s isolation.” Putin then quoted what he considered an edifying suggestion from Bahr on how to avert a future problem in Europe. According to Putin, Bahr proffered: “the USA, the then Soviet Union and the concerned states themselves should redefine a zone in Central Europe that would not be accessible to NATO with its military structure.” Putin claimed that the former NATO Secretary General Manfred Worner had guaranteed NATO would not expand eastwards after the fall of the Berlin Wall. Putin perceives the US and EU as having acquitted themselves of ties to promises to avoid expanding further eastward, and arrogating for themselves the right to divine what would be in the best interest of all countries. He feels historians have ignored the machinations and struggles of people involved. Putin further stated: “NATO and the USA wanted a complete victory over the Soviet Union. They wanted to sit on the throne in Europe alone. But they are sitting there, and we are talking about all these crises we would otherwise not have. You can also see this striving for an absolute triumph in the American missile defense plans.” Felix qui potuit rerum cognoscere causas. (Fortunate is he who understands the causes of things.)

He was present at former US Secretary of State Henry Kissinger’s meeting with Putin. Kissinger seemed to confirm many of the worst notions Putin and his advisers held on US thinking.

In the years after the Soviet Union’s collapse, many European countries cut their defense spending, allowed their military preparedness to drop, and reduced the NATO footprint in their own territories and in countries east to occasional drills and small exercises with former Warsaw Pact members. They stood unprepared to confront Russia. Some allowed fear and resignation to infiltrate their perceptions of the matter. They sought to veil the fact that they were intimidated by Putin, and seemingly tried to mollify him, speaking skeptically about the clear threat Russia posed. Others seemed to fear signaling a military reaction to Putin. Yet, they signaled insecurity by appearing ambivalent about committing to the costly requirements of collective security despite: the “Crimea-grab”; the Russian push in the Donbass; a looming threat to the Baltic States; Moscow’s threats to use nuclear weapons; and, Russian military air and naval incursions from Britain to Estonia. (It would be unconstructive to name specific countries regarding this point.)

Putin did not stand by while the EU and NATO expanded. He decided to pull independent states that were once part of the Soviet Union back into Russia’s orbit. Accomplishing that required Putin to create something that did not preexist in most near abroad countries: ethnic-Russian communities forcefully demanding secession and sovereignty. That process usually begins with contemptuous murmurs against home country’s identity, language, and national symbols and then becomes a “rebel yell” for secession. It was seen in Nagorno-Karabakh in Azerbaijan, South Ossetia and Abkhazia in Georgia, Transnistria in Moldova, and more recently in Crimea, the Luhansk and Donetsk in Ukraine. Each time an ethnic-Russian space is carved out of a country, Putin gains a base from which he can exert his influence in that country.

He asserts that the US has always sought to have levers of pressure on Russia by making use of NATO on its own terms and using its political and economic pressure to prevent vacillations by allies and partners.

Inside the Kremlin: Putin’s Advisers Speak

Audiatur et altera pars! (Let us hear the opposite side!) In February 2016, a doyen of US foreign policy, archetypal Cold Warrior, and master architect of détente, former US Secretary of State Henry Kissinger, visited Russia in order to speak at the Gorchakov Foundation. While in Moscow, he met at the Kremlin with Putin, the Chief of Staff of the Presidential Executive Office and Sergei Ivanov and the Deputy Chief of Staff of the Presidential Executive Office and Foreign Policy Adviser, Yuri Ushakov. Ivanov and Ushakov are anti-US ideologues. In his Gorchakov Foundation speech and his meeting at the Kremlin, Kissinger, albeit unintentionally, confirmed many of the worst notions Russian officials held on US thinking. Kissinger stated that “Russia should be perceived as an essential element of any new global equilibrium, not primarily a threat to the United States.” Noting that “divisive issues” existed, Kissinger suggested that rather than establish its own sphere of influence near its border, Russia should share influence in its’ periphery with the West to avoid raising alarms around it. For example, he asserted that “Ukraine needs to be embedded in the structure of European and international security architecture in such a way that it serves as a bridge between Russia and the West rather than an outpost of either side.” To Putin and his advisers, Kissinger’s ideas were hardly acceptable. Enough examples of Moscow’s behavior exist to challenge the suggestion that some sea change in thinking at the Kremlin could occur. Consider the beginning of the Ukraine crisis. In a March 6, 2014, BBC.com article entitled, “Ukraine Crisis: Obama Urges Putin to Pursue Diplomacy,” it was reported Obama told Putin in a phone call that there was a solution available that suited all parties, involving talks between Kiev and Moscow, international monitors in Ukraine, and Russian forces returning to their bases. Yet, Putin would never entertain a solution that would “suit all parties.” What suits Russia in the near abroad was, and remains, Putin’s only concern.

When Kissinger went on to state that there must be a willingness “to move beyond the grievances and sense of victimization . . . ,” Putin and his advisers sat unruffled, but were surely irritated. They likely perceived Kissinger was being dismissive of their strong concerns over EU and NATO expansion eastward. His statement likely supported their perceptions that US officials have an instinctive need to assert moral authority over Russia.

Obama went as far as declaring a new era existed between the two former Cold War adversaries. Now Medvedev states: “NATO’s policies related to Russia remain unfriendly and opaque—one could go as far as to say we have slid back to a new Cold War.” Medvedev is not a friend of the US. He is Putin’s comrade.

During the final plenary session at the 12th Annual Meeting of the Valdai International Discussion Club in Sochi, Russia on October 22, 2015, Putin mentioned the 1973 comedy, science-fiction film from the Soviet Union, “Ivan Vasilyevich Changes Profession.” Putin quoted one of the film’s characters as saying to another: “How am I supposed to understand what you’re saying if you don’t say anything?” Senior Russian political leaders and foreign and defense policy officials have recently made some unambiguous public statements about US, EU and Russian relations. Clearly, their statements were biased by the view that US holds an unyielding hostility toward Russia which is manifested in its policies and actions. Speaking at the Munich Security Conference on February 13, 2016, Russian Federation Prime Minister Dimitry Medvedev, Putin’s political comrade, accused NATO of restarting the Cold War amid increased military maneuvers and troop deployments to Russia’s neighbors. Medvedev told the meeting of national leaders, senior defense officials, and top diplomats that sanctions imposed after Russia’s 2014 annexation of Crimea and new moves by NATO “only aggravate tensions.” He argued: “NATO’s policies related to Russia remain unfriendly and opaque—one could go as far as to say we have slid back to a new Cold War.” He went on to state: “On an almost daily basis, we’re called one of the most terrible threats either to NATO as a whole, or Europe, or to the United States.” Medvedev called for lifting sanctions imposed on Russia concerning Crimea, saying they are “a road that leads nowhere.” He suggested the West would only harm itself if it did not lift the sanctions soon. He warned: “The longer the sanctions continue, the more chances fade for Europeans to keep their positions in Russian markets as investors and suppliers.”

In his meeting with Putin, Ivanov, and Ushakov, Kissinger stated that Russia should be perceived as an essential element of any new global equilibrium concerning what he dubbed “divisive issues” such as Ukraine. He suggested Russia should share influence in its declared near abroad with the West. He also explained there must be a willingness to move beyond grievances and sense of victimization. Putin and his advisers sat unruffled, but were surely irritated by his statements.

In an interview with the official government newspaper, Rossiskaya Gazeta, the Secretary of the Russian Federation Security Council, one of Putin’s most important advisers and most senior intelligence official, Nikolai Patrushev, proffered: “. . . Washington has always sought to have levers of pressure on Russia. Thus, in 1974 the famous Jackson-Vanik Amendment was adopted, restricting trade relations with our country. It appeared to have completely lost its relevance immediately after the breakup of the USSR, but it was still in force right up to 2012, when the so-called “Magnitsky List” was promptly adopted in its place.” Referring to current US and EU sanctions against Russia, Patrushev explained: “The current sanctions are in the same category. The US administration’s activity in the Ukrainian sphere is taking place within the framework of an updated White House foreign policy course aimed at holding on to American leadership in the world by means of the strategic containment of the growing influence of the Russian Federation and other centers of power. In this context Washington is actively making use, on its own terms, of NATO’s potential, seeking to use political and economic pressure to prevent vacillations on the part of its allies and partners.”

In response to what Russian officials refer to as “NATO’s preparations along our borders,” on January 12, 2016, Russian Federation Defense Minister Sergei Shoigu announced that there would be a major military build-up along its border with Ukraine. Shoigu reportedly stated: “the task of utmost importance for us this year is to form three new military divisions in the western direction.” Shoigu stressed that it was not only a necessity not just to form the bases but also to re-equip locations for permanent deployment, create appropriate training grounds, storage space for equipment and accommodations for personnel. Shoigu further explained that “special attention should be paid to monitoring and analysis of the military-political situation in the world, as well as timely responses to its changes.” One base is being constructed in the town of Boguchar in the Voronezh region, located 45 kilometers from the border of Ukraine’s Luhansk province, now the self-declared, independent Luhansk People’s Republic. The base would accommodate at least 5,000 troops and would be able to house 1,300 pieces of military equipment. A similar base will be constructed near the settlement of Valuiki in the Belgorod region, approximately 20 kilometers from Luhansk.

For the Obama administration, the end is closer than the beginning. Only so much can be done in the amount of time left to halt the trend downward, much less, turn things around with Putin or its Russia policy. The challenge of improving US-Russia relations will likely be left to the next US President. O si sic omnia. (Oh, would that all had been done or said thus.)

The Way Forward

A little more than four years after Clinton provided her 2011 discourse on the pivot to Asia, General Breedlove essentially assessed the path had not been paved for Europe to go without a US presence, US leadership, and significant US support. In the US European Command Posture Statement 2016 presented on February 25, 2016, Breedlove explained: “I cannot emphasize how important European nations, in particular our NATO Allies and Non-NATO Partners, are to ensuring America’s security and safety. Many of our most capable and willing allies and partners are in Europe, playing an essential role in promoting our vital interests and executing a full range of military missions . . . Europe is not the same continent it was when I took command, as new threats and challenges continue to emerge.” The grand notion of pivoting away from Europe to focus more on Asia withered once the clashes between Putin and Obama began. Some may parse out the collision of Obama and Putin as representing the natural balance of things as their worldviews are so divergent. Even if true, some syncretistic existence should have been established for the benefit of their countries and their people. Authentic geopolitical thinking was subsumed by a satisfying substitute for reality concerning long-term US-Russia relations. Indeed, decisions in the Obama administration on Putin and Russia were based on relations with Medvedev early-on and what was best for Obama’s legacy. That got the administration into trouble with Putin from the get-go. Relations languished in misunderstanding.

Discord obtains when things get mixed up. One might speculate, with levity, that Russia experts at the State Department, the Defense Department, and CIA, who understood Putin, were seemingly exiled to isolated garrets on the top floors of their headquarters buildings by the administration to keep their impressions out of the way. Hopefully, there is not an irreversible trend downward for US-Russia relations. Yet, the end is closer than the beginning for the Obama administration. Only so much can be done with time available to halt the slide, much less, turn things around. Improving US-Russia relations will be a challenge left for the next US administration. Kissinger suggested Russia should be perceived as an essential element of any new global equilibrium. However, creating that global equilibrium will be tough as Russia will likely remain intransigent over its interests in what Putin calls the near abroad. Some recognition of Russia’s positions would be required to improve relations (although creating an arrangement in Europe that would satisfy Russia may not be possible at this point). Resetting relations would also require a new administration to recognize the limits of US power projection. How much the US will be able to handle in its sphere of influence in the future must be determined through a hard-headed assessment of possibilities based on capabilities both available and in development.

Russia Gloats, US Worries and France Vents Exasperation over Brexit: Can Obama Bolster EU Unity Despite Russian Pressures?

Part of that rise apparently includes encouraging the fall of the EU and NATO. Russia has been accused of using military, economic, and political means to promote a discordant harmony among countries to undermine EU unity on sanctions and unity as a bloc.

According to a February 20, 2016 article in The Times in the United Kingdom entitled, “Russia Gloats, US Worries and France Vents Exasperation”, Russian Federation President Vladimir Putin is thought to be privately gleeful at the sight of discord within the EU over the possible decision by the British to exit the EU (Brexit). Indeed, the article states whatever undermines the EU—which Russia accuses of meddling in Ukraine and its former European Soviet satellite state—is good for Moscow. Reportedly, in Washington, the prospect of Brexit has set alarm bells ringing about the United Kingdom’s possible retreat to the European periphery, altering its special relationship with London.

In a January 31, 2016 greatcharlie.com post entitled, “In the State of the Union Address, Obama Confronts Americans’ Fears; They Want to See Success on Foreign Policy”, it was predicted that in 2016, Putin may want to maintain an environment of confrontation for the US and EU leaders. He supports countries behind many of the foreign policy problems that the administration of US President Barack Obama faces. Keeping all European allies unified and resolute could become more difficult as some may fear facing greater problems from him. Putin has looked deeply at the US and Europe, discerning many flaws, weaknesses in the transatlantic bond. He particularly noticed the lack of will among European political leaders to maintain it. The initial response to Putin’s battering rams, to include his moves in Ukraine, hybrid warfare threat to the Baltic States, and military build-up, was to bolster the barricades of Europe particularly in London and Berlin. Since then there have been cracks in the armor, precipitated by Putin’s maneuvers. In most cases, any damage to the European unity would appear self-inflicted by EU and NATO Members. In every case, Putin would be a beneficiary. Any member’s departure from the “Group of 28”, or NATO, would be a step in the wrong direction. The Obama administration is urging the EU not to retreat having achieved so much. Causality for this situation may be found in part in the administration’s plans for a “pivot to Asia”, its delinquency in responding to important issues on European policy, and its disastrous relations with Putin. Despite the challenging political, economic, and security issues with which some EU states are wrestling, the Obama administration can bolster European unity, and by-pass military, economic, and political obstacles Russia may be creating. The examples presented in this discussion provide kernels of some approaches. The Obama administration needs to support Europe in its search for answers to buttress unity. Its assistance should not be a mere search for the bromide of a public relations message. The administration should contribute approaches to effectively promote unity in accordance with the stated needs of European allies.

The migrant crisis in Europe began with German Chancellor Angela Merkel’s announcement in the summer of 2015 that Germany would stop expelling Syrian refugees and her agreement with Austria in September 2015 to welcome tens of thousands of migrants who were stuck in Hungary. Hungary rejected their asylum requests. Merkel’s actions were followed by a massive surge in asylum seekers travelling from Turkey to Greece and then up through the Balkans to Hungary, Austria, Germany and northern Europe. The result has been a humanitarian tragedy, and a political, social, and administrative nightmare for capitals created by an external source, but not Putin. Indeed, Putin has said the refugee crisis is “an internal problem of the EU” and added that Russia does not “interfere in these issues.” Given that Russia has had no discernible hand in the matter, the issue is not included in the discussion here.

NATO recently revealed that in 2013, two Tupolev Tu-22M3 strategic bombers (as above) escorted by four Sukhoi Su-27 jet fighters, came within 24 miles off the island of Gotland, 100 miles from Stockholm, and conducted mock nuclear attacks. The Swedish military was caught completely off-guard causing great concern among Swedish officials.

Stirring Disunity Militarily

Etiam fortes viros subitis terreri. (Even the bravest men are frightened by sudden terrors.)  Putin is genuinely on a mission to restore Russia’s global power and influence and to bring the independent states that were once part of the Soviet Union back into Russia’s orbit. In Nagorno-Karabakh, Transnistria, Chechnya, Abkhazia, South Ossetia, Crimea, Donetsk, Luhansk, and Syria, Putin has shown the will to fight, even after red-lines were crossed and stern warnings were given. His threats of military action are not doubted. Russian intrusions into NATO airspace, flyovers and buzzing by military jets, interceptions at sea and other harassing actions in NATO waters, are designed to have a strong educational effect on leaders in Europe.

Sweden

It has been reported by NATO in February 2016 that the Russian Federation Air Force conducted a mock nuclear attack against Sweden during war games. The March 2013 exercise saw Russian aircraft cross the Gulf of Finland and approach Swedish airspace. The NATO report claimed that Russian military drills have now reached levels unseen since the height of the Cold War. During the military exercise on March 20, 2013, two Tupolev Tu-22M3 strategic bombers escorted by four Sukhoi Su-27 jet fighters came within 24 miles off the island of Gotland, 100 miles from Stockholm. They conducted dummy bombing runs against targets thought to include a military base in southern Sweden and the headquarters of the country’s signals intelligence agency outside Stockholm. The incident caused controversy at the time because the Swedish military was caught unprepared and to rely on Danish Air Force jets operating as part of NATO’s Baltic air policing mission to respond. Sweden has since remilitarized an old Cold War frontier base on the island of Gotland because of the rising threat from Russia. The Obama administration has sought to expand US military spending in Europe four-fold to about $3.4 billion in an effort to reassure allies unsettled by Russia’s military actions. Such efforts affirm the US commitment to Europe. Yet, Sweden and other NATO members must be dissuaded from the view that peace can exist without significant, tangible investment in Europe’s mutual defense. They must work cooperatively with the US to bolster Europe’s defense.

Norway

In its National Threat Assessment presented in February 2016, the Norwegian Police and Security Service (PST) reported that Russia is a threat to Norway. While presenting the report, the Head of PST Marie Benedicte Bjornland explained Russian Federation intelligence services have made targets of Norway’s capabilities in defense, security, and preparedness. Bjornland said, “Our assessment is that the aim of these activities is to facilitate Russian military dispositions in a future security policy scenario.” The PST report explains that such intelligence activities could ultimately threaten key Norwegian interests and the country’s control over its own territory. The report claims that intelligence operatives have been sent to Norway with official covers as diplomats at the embassy or consulates. The main task of those diplomats, as observed by PST, is to establish relations of trust with Norwegian government employees or any other individuals who can provide sensitive information. The PST report explained that such intelligence operatives also make use of other tools such as the extensive use of operations to spread information and propaganda and influence opinion in other countries with a view to weakening confidence in the authorities of the target state or sowing division between difference groups in the society or in different regions. The PST warned that these methods are particularly used during periods of tension concerning security, and Norway should prepare itself to cope with such methods. PST head Bjornland further explained that large scale digital espionage against Norway and Norwegian interests was already underway. Businesses and educational institutions would undoubtedly be targets of such attacks. Crux est si metuas quod vincere neques. (It is tormenting to fear what you can’t overcome.)

Above are Russian “green men” in Crimea in 2014. In its National Threat Assessment presented in February 2016, the Norwegian Police and Security Service (PST) reported that Russian Federation intelligence services have made targets of Norway’s capabilities in defense, security, and preparedness. Fear exists in Oslo that one morning green men may appear in Norway’s streets.

Denmark

In March 21, 2015, Russia went on a public relations offensive on the Baltic. Denmark was warned that if it joined the NATO’s missile defense shield, its navy would become a legitimate target for a Russian nuclear attack. The Russian Federation Ambassador to Denmark, Mikhail Vanin delivered that message during an interview with a Danish newspaper Jyllands-Posten. He was quoted as follows: “Denmark would be part of the threat against Russia. It would be less peaceful and relations with Russia would suffer. It is, of course, your own decision—I just want to remind you that your finances and security will suffer. At the same time Russia has missiles that certainly can penetrate the future global missile defense system.” Denmark’s Foreign minister, Martin Lidegaard, reacted strongly to the comments, calling the Russian ambassador’s statement “unacceptable.” However, Nicolai Wammen, Denmark’s Defense Minister went to pains to calm Russia, saying the move [toward a defense shield] is not targeted toward Russia but at “rogue states, terrorists organizations and others who would have the capacity to fire missiles at Europe and the United States.” Concerning such statements by Russian officials, NATO Supreme Allied Commander US Air Force General Philip Breedlove has already provided some answers which the Obama administration should echo. Breedlove said: NATO must challenge Russia’s current policies and demonstrate that Putin’s current approach will not be allowed to damage security. He further stated the alliance must also deter Russia “by carefully shaping Moscow’s choices and managing Putin’s confidence.” Nord Stream-2 will include two new pipelines that will deliver an additional 44 billion cubic meters of gas annually from Russia to Germany via the Baltic Sea, bypassing Ukraine, the Baltic States, and Poland. Germany, the greatest consumer of Russian gas, supports Nord Stream-2. Some EU countries say it contradicts the sanctions policy against Russia, and accuse German Chancellor Angela Merkel and her government of putting their country’s economic needs ahead of collective diplomacy.

Stirring Disunity Economically

Nihil tam muitium quod non expungari pecunia posit. (No fort is so strong that it cannot be taken with money.) Some EU countries have established new deals with Russia, an activity inconsistent with placing sanctions on Moscow over its behavior toward EU or EU-backed countries. Perhaps those states really believe such breakdowns in unity are unavoidable, especially regarding oil and gas. However, regardless of the genuine economic benefits of any deals with Russia, the economic carrots held by Moscow enable it to use EU and NATO members as tools against each other.

Germany

In September 2015, the Russian state owned gas giant, Gazprom, began preparing for the construction of Nord Stream-2. It will include two new pipelines that will deliver an additional 44 billion cubic meters of gas annually from Russia to Germany via the Baltic Sea, bypassing Ukraine, the Baltic States and Poland. Nord Stream-2 doubles the capacity of Nord Stream-1 built in 2011 which passes through Ukraine. Running the new pipeline through Ukraine was viewed unsafe. The new pipeline is especially important to Germany, the greatest consumer of Russian gas. Some EU countries fear the new pipeline will allow Germany to dominate the European gas market, Germany says politics should be left behind in the building of the pipeline. The President of the European Commission, Jean-Claude Juncker echoed that view saying the project should be considered not as a political issue, but as a commercial one. In December 2015, Italian Prime Minister Matteo Renzi was the first to speak out against the pipeline in the context of security saying it contradicted the sanctions policy against Russia. Italy also accused Germany of putting its economic needs ahead of the bloc’s collective diplomacy. (Note Italian firm Eni had large investment in a South Stream gas pipeline from Russia cancelled by Gazprom in 2014) Italian concerns over the Nord Stream-2 have since been quieted. A group of Eastern European countries sent a letter to the European Commission calling for it to block the Nord Stream-2. They are headed by Slovakia and Poland, who are believed to have initiated the campaign, and supported by the Czech Republic, Hungary, Romania, Estonia, Latvia, Lithuania, and Greece. They say Nord Stream-2 goes against the EU energy diversification and security policies. Berlin might explain claims by other EU and NATO countries are small relative to the German commitment to European defense and security and its role as the EU’s economic engine. The Obama administration has not publicly admonished or discouraged Germany on Nord Stream-2. It could insist Germany demonstrate how the gas deal is a matter of energy security, not adverse  with sanctions policy, and maybe assist it in doing so. During the final plenary session at the 12th Annual Meeting of the Valdai International Discussion Club in Sochi, Russia on October 22, 2016, Putin seemed to deliberately sow seeds of suspicion regarding the solidarity of two main members the EU with the other 26 members by saying: “I believe that the Federal Chancellor of Germany and the President of France are being sufficiently objective today, and though it is obvious for political reasons they support the current Kiev authorities, in my opinion they have a sufficiently fair assessment of the situation. They already have an understanding that the problems that have accumulated there are not only black and white—it is much more complicated.”

Observing Germany’s moves, other EU countries have rushed to strengthen ties with Russia. During a visit to Moscow in February 3, 2016, Austrian Vice Chancellor Reinhold Mitterlehner confirmed Austria’s commitment to Russia’s Nord Stream-2 gas pipeline project to Europe at a meeting with Russian Federation Prime Minister Dimitry Medvedev.

Austria

Observing Germany, other states contributing far less to the EU and NATO, have visited Putin, seeking to strengthen their business and economic linkages with Russia. During a visit to Moscow in February 3, 2016, Austrian Vice Chancellor Reinhold Mitterlehner stated that EU sanctions against Russia have made no political progress and brought negative effects to Austria’s economy. Recent statements from Putin support the Vice Chancellor’s claim. Putin explained: “Concerning our possibilities on the international financial markets, the sanctions are severely harming Russia. But the biggest harm is currently caused by the decline of the prices of oil and gas, which we can partly compensate for elsewhere.” Putin added: “The trade balance, however, is still positive.” For Mitterlehner, the low impact of sanctions on Russia and their reverse impact on Austrian firms put the continued implementation of them in question. On that, Mitterlehner complained: “We have over a thousand companies doing business with Russia from Austria, and another 500 Austrian firms working in Russia. 40,000 employees are being affected.” He confirmed Austria’s commitment to Russia’s Nord Stream-2 gas pipeline project to Europe at a meeting with Russian Federation Prime Minister Dimitry Medvedev.

Hungary

In a press conference at his Novo-Ogaryovo residence with Hungarian Prime Minister Viktor Orban on February 17, 2016, Putin referred to Hungary as an “old and faithful partner.” Orban returned with similar pleasantries, but contrary to thinking within the EU of which Hungary is a member, Orban also stated that the time for the automatic extension of the sanctions on Russia had passed, and that more EU countries are starting to oppose the restrictions on Moscow. Orban and Putin had signed a number of agreements two years earlier to include the expansion of Paks-2, Hungary’s only active nuclear power plant, built by the Soviet Union. The four Paks reactors are currently producing up to 50 percent of Hungary’s electricity. However, the remaining reactors will go off-line between 2032 and 2037, and Hungary would lose the bulk of its electricity. The €12.5 billion contract, partly aided by Moscow’s €10 billion loans, would add two new 1,200 megawatt reactors to nuclear power plant. The Orban and Putin also agreed to extend a gas deal which will see Russia supply Hungary until the end of 2019. About 85 percent of Hungary’s gas flows from Russia. Orban and Putin already signed a gas agreement in 2015 that replaced a 20 year contract that expired in December 2015. Under the agreement, Budapest is paying only for the gas it actually consumes, as opposed to the volume it contracts, making it a lucrative offer for the low-demand client. Putin said: “We are satisfied even despite a well-known drop in trade turnover. We are content with the nature of our relationship.” In 2015, Orban told Putin “Hungary needs Russia.” In 2014, Orban said Europe “shot itself in the foot” as the sanctions policy pursued by the West “causes more harm to us than to Russia.” Putin said that the Kremlin is convinced that the “normalization of Russia-EU ties will happen sooner or later.”

There is discernible frustration among Georgia’s elites and the public with the slow pace of Western integration. Russian propaganda has influenced Georgia’s disillusioned. Despite tension between Moscow and Tblisi, the prospect exists that Georgia might slow or suspend efforts toward greater Euro-Atlantic integration and abandon closer EU and NATO ties.

Stirring Disunity Politically

What galls the US and EU is the considerable effort they say Russian Federation President Vladimir Putin has invested in grabbing territory in what he refers to as Russia’s “near abroad”. Each time an ethnic-Russian space is carved out of a country, Putin is provided with additional space from which he can exert his influence in the home country. In the Crimea and the Donbass in Ukraine, Russia moved in with its forces, under the causality of rescuing ethnic-Russian lives. So far, Russia has refrained from taking military action in other near abroad countries. However, Russia has used state-controlled media outlets to beam programs and reports into near abroad countries attacking the notion of European unity.  News stories on Europe on RT_com and Sputnik in particular are usually negative, designed to stoke cynicism citizens may feel toward their leaders. Eventually, such propaganda will be structured to drive citizens in those countries away from European economic and security structures. Vulpem pilum mutat, non mores. (A fox may change its hair, not its tricks.)

Georgia

In February 2016, US Director of National Intelligence James Clapper told Congress that Georgia could reverse its strategic orientation toward the West under Russian pressure. The rethinking of its Euro-Atlantic orientation would be due in part to Russian efforts. According to Clapper, “even as Georgia progresses with reforms, Georgian politics will almost certainly be volatile as political competition increases. Economic challenges are also likely to become a key political vulnerability for the government before the 2016 elections. In 2008, Putin first tested NATO, moving against countries that are part of Russia’s “near abroad.” Pro-Russian separatists in the South Ossetia and Abkhazia regions of Georgia, along with Russian Federation troops, fought a war for independence against the Georgian Government. Once peace was established between the warring parties by then-French President Nicholas Sarkozy, Russia occupied the two rebellious regions and continues to do so today. Russia also recognized their independence. There are now nearly 5,000 Russian Federation troops based in South Ossetia and 5,000 based in Abkhazia. There was little Georgia could do then, or can do now, to recover those regions, yet it had the support of the US, and the EU. The big change that has occurred is the growth of a discernible frustration among Georgia’s elites and the public with the slow pace of Western integration. Russian propaganda has also been effective in Georgia and the prospect exists that Tblisi might slow or suspend efforts toward greater Euro-Atlantic integration and abandon closer EU and NATO ties. That could occur despite the fact that tension between Tblisi and Moscow remains high. A similar assessment was made about Georgia in 2015, but the risk is now increasing. At best, Russia could ask Georgia to join a Russia-led customs union and sign up for the Moscow dominated Eurasian Economic Union. That might be countered by increased public visits by senior US and EU officials to hear Tblisi’s ideas on accelerating the pace of integration.

Moldova

In 2008, Putin forced Armenia to break off its agreements with the EU, and Moldova was placed under similar pressure. Moldovans in response elected a pro-EU government in 2009. It was a pro-EU government that in 2014, which against Russia’s wishes, signed an Association Agreement with the EU. However, Moldova entered 2016 without a government and mired in a deep political crisis following a corruption scandal which forced the ruling pro-EU government of Prime Minister Valeriu Strelet to resign in late October. Earlier revelations concerning the same scandal knocked down his predecessor, Chiril Gaburici, in June 2015. The crisis began early 2015 when it was discovered that over $1 billion, equivalent to about 15 percent of the country’s GDP, had disappeared from three Moldovan banks in 2014 following parliamentary elections. When Gaburici’s administration fell,  the question was raised whether leaders in Chisinau would ever be able to enact reforms needed to bring the country in line with EU standards. Despite the fact the a pro-European government was eventually approved by lawmakers, Moldovans engaged in street protests, discontented over its right wing and pro-Romania elements. Officials in power feared that if early elections were called, Moldovans would vote for representatives of the left, who are pro-Russian, and who seek to develop political and economic ties with Russia. In addition to other benefits such as trade, the coming to power of a pro-Russian government in Moldova would be a public relations coup for Moscow. It could claim that Moldova was a state that experienced all of the charms of European integration and decided to return to orient itself toward the tried and proven path toward Russia and long-established Russian markets.

Regarding Transnistria–an unrecognized republic which declared independence in 1990 and defended it in the War of Transnistria in 1992. It has been governed since as the Pridnestrovian Moldavian Republic, a pro-Russian government in Chisinau could help diffuse the crisis, but very likely in Moscow’s favor. To firm up agreements that ended the war, talks that include the US, EU, and Russia, are underway on the Transnistria Peace Settlement. Chisinau, along with Kiev, has blockaded Transnistria, preventing not only trade but the entry of citizens with Russian passports into its territory. After the War of Transnistria of 1992, the Russian Federation stationed 2,500 troops in the republic. Today, 1000 Russian Federation troops remain there ostensibly as peacekeepers. In 2014, Transnistria announced it hoped Russia would annex its territory into Russia following the Crimea referendum. As a sign of support, in 2015, Moscow had 400 Russian Federation troops there to hold military exercises using armored personnel carriers and live ammunition. Still, Moscow always considers the big picture, and apparently does not believe annexing Transnistria would be advantageous. It does not want the Transnistria issue to negatively impact its efforts to bring Moldova into its Eurasian Economic Union. Discernable steps to bring Moldova closer have included: the courtship of pro-Russian political elements; efforts to create stronger economic ties; and, diplomatic overtures on establishing a new security relationship. If Moldova moved closer to Russia, security risks might increase for Europe, especially with regard to Ukraine and Romania. In a calibrated way, the US and EU might invest directly into Moldovan communities, focusing on schools churches, community centers, and infrastructure projects. Supporting Moldovan economic growth by seeking more international markets for Moldovan goods and services worldwide might take some dtrains off of Chisinau. The US and EU could enable Moldova to better integrate itself militarily with Europe by providing its forces equipment and training from US and European military advisers. Diplomatic efforts could relax pressures on Chisinau from Ukraine and Romania.

It was the United Kingdom that raised European awareness of the importance of interventionist foreign and security policy and has kept the concept alive. United Kingdom Prime Minister David Cameron has urged Europe to stand up to Putin’s aggression in Ukraine and to potential threats elsewhere on the continent. Nothing would make Putin happier than seeing the United Kingdom give-up on its Western partners. It was the United Kingdom that raised European awareness of the importance of interventionist foreign and security policy and has kept the concept alive. United Kingdom Prime Minister David Cameron has urged Europe to stand up to Putin’s aggression in Ukraine and potential threats elsewhere on the continent. Cameron has been frank in expressing mutual positions of the Western powers to Putin in meetings. It has also been the United Kingdom that has argued for the liberalization of European markets and global free-trade in unison with the US. The Obama administration is agonizing over the possibility of the United Kingdom’s exit from the EU on its watch. It would create unsettling changes in the US dynamic with the United Kingdom and EU as well. It was on January 23, 2013 that Cameron made his renowned “Bloomberg speech”, in which he promised an in/out referendum on the United Kingdom’s EU membership. Cameron said the referendum would follow a period of negotiation with other EU countries on the internal working of the EU and the United Kingdom’s relationship to it. Those negotiations occurred, and despite some firm resistance from France, Cameron got most of what he wanted. Four main points sum it up: an opt out from the ambition of an “ever closer union” (The phase appeared in the Treaty of Rome, which the United Kingdom is not a signatory and the non binding preamble of the Treaty of Lisbon.); greater powers for national parliaments block EU legislation; safeguards to ensure the single market cannot be rigged in favor of eurozone members; and, reducing access to social benefits to EU nationals, which is tied to concerns about immigration. Next comes the national referendum on June 23, 2016. “In/out” campaigning is underway. During the Greek, news about the crisis on the Russian state news channel, Russia-24, was accompanied by the graphic declaring “Greece—almost over.” The Russian daily Kosmomolskaya Pravda ran the headline: “Greek tragedy. Divorce already near.” The Greek crisis was perceived then as just the start of the EU’s problems, suggesting Portugal, Ireland, Spain, and Italy could be next if Greece left the eurozone. It should be expected that Russian media houses roll out similar coverage on Brexit.

Obama is counting on Cameron to capture the imagination of the United Kingdom and not let it recede further into the distance. The United Kingdom has been an important intermediary between the US and Europe. It is not near the center of European power, which is now concentrated around Germany and France. The United Kingdom has become weaker militarily and increasingly paralyzed by domestic issues. Washington fears that the United Kingdom is moving out of the international power game. Keeping an active United Kingdom in the EU is central to US efforts to keep Europe united. Obama might visit Cameron at Number 10 Downing Street to signify his support. Obama could ask Cameron then what exactly he can do as the US president to support the campaign to keep the United Kingdom in the EU. Cameron might just accept his offer and present Obama with a laundry list of requests. Nothing on that list should be subject to political bargaining. The special relationship between the US and the United Kingdom is genuine. By supporting Cameron, the Obama administration may leave the most positive legacy regarding US-United Kingdom relations since World War II.

Since Obama supports the campaign to keep the United Kingdom in the EU, perhaps he could visit London, and ask Cameron directly what he could do as the US president to assist him. If Cameron wants his help, he might just provide Obama with a laundry list of requests. Not one item should be subject to bartering. The special US relationship with the United Kingdom is real. By supporting Cameron on Brexit, the Obama administration may leave the most positive legacy regarding US-United Kingdom relations since World War II.

The Way Forward

The Roman Emperor and Stoic philosopher, Marcus Aurelius Antoninus Augustus was quoted as saying: “Because your own strength is unequal to the task, do not assume that it is beyond the powers of man; but if anything is within the powers and province of man, believe that it is within your own compass also.” It is good the Obama administration in its final year has taken an interest in European unity and pressures from Russia. The administration has clearly indicated that it is not conceding to anything that is difficult, uncertain, and perhaps even disconcerting in international affairs.

Among Europeans in 2015, Obama received strong support, although his ratings dropped slightly over the past seven years. To give an example, he has the confidence of 83 percent of France, 76 percent of the United Kingdom, and 73 percent of Germany. Yet, perhaps there may be less interest in what Obama says at this point. He is, after all, a lame duck president with months left in office.   Europeans may be transfixed on the very interesting candidates of the Election of 2016, pondering who the next US president will be. Perhaps pride may cause them to reject what Obama may offer. Yet, whether Europeans want to hear from Obama or accept his help or not, they must recognize the need to remain united and maintain the Atlantic bridge to the US. Outside of the EU, European countries would have a superficial existence, underestimating their destiny, dignity, and nature. To that extent, a dialogue with Obama about capabilities and possibilities for assisting their countries in 2016 should be sought.

After Five Years of War in Syria, UN Passes Resolution on Talks: Can Russia Shape Those Talks on the Ground?

Russian Federation President Vladimir Putin remains confident about Russia’s intervention in Syria. He has outlined Russia’s objectives there and is providing the Russian Federation Armed Forces what they need to achieve them. UN Security Council Resolution on Syria 2254 calls for talks, but leaves the matter of Syrian President Bashar al-Assad’s presidency open and allows for continued action against ISIS and other Islamic militants. That leaves Putin able to use the forces of Russia and its allies in Syria to help Assad remain in power.

According to a December 18, 2015 New York Times article entitled “After Five Years of War in Syria, UN Passes Resolution on Talks,” the UN Security Council, by a vote of 15-0, adopted a resolution calling for a cease-fire and a peace process that holds the distant prospect of ending the Syrian civil war. It was reportedly the result of a long term effort of the US and Russia to find common interests to stop the violence in the war-torn country. However, although a plan was agreed upon unanimously on December 18th, sharp differences remain between the US and Russian positions. Russia’s key demand is that Syrian President Bashar al-Assad be allowed to remain in power. It is a position also supported by China and Iran. For the US, removing Assad from power in Damascus is a requirement. The resolution makes no mention of whether Syrian President Bashar al-Assad would be able to remain in power or run in any future elections. In truth, what the plan will mean on the ground is uncertain. As US Secretary of State John Kerry stated with humility on December 18th at the UN Security Council, “No one is sitting here today suggesting to anybody that the road ahead is a gilded path. It is complicated. It will remain complicated. But this at least demands that the parties come to the table.”

UN Security Council Resolution on Syria 2254 essentially calls for the following: a ceasefire must be established and formal talks on a political transition must start in early January 2016; groups seen as “terrorists,” including the Islamic State of Iraq and Greater Syria (ISIS) and the Jabhat al-Nusra, are excluded; “offensive and defensive actions” against such groups, referring to US-led and Russia airstrikes, can continue; UN Secretary-General Ban Ki-moon should report by January 18, 2016 on how to monitor the ceasefire; “credible, inclusive, and non-sectarian governance “ should be established within 6 months; free and fair elections” under US supervision to be held within 18 months; and, the political transition should be Syrian led. As a Member of the Permanent Five Members of the UN Security Council, Russia’s role as a party to November 18th Syria meeting was essential, but hardly prosaic given its ties to Syria. As a matter of fact, Russia has a congenial relationship with the Assad regime unlike other Permanent Five Members. Russia has been working closely with Iran to provide the Syrian Government with military support. Indeed, Putin went into Syria both to “stabilize the legitimate authority” of Assad and to fight ISIS. While the administration of US President Barack Obama has been engaged in a desultory effort to remove Assad since 2012, Putin recognized the US would keep working against Assad regime until it fell or ISIS, too strong for the Syrian Opposition to contend with, took control in Syria. Putin has not forgotten the results of the Obama administration’s support of rebels in opposition to Libyan President Muammar el-Gaddafi, a friend of Moscow. Multinational forces under NATO command, mandated to impose a no-fly zone under UN Security Council Resolution 1973, exceeded their mission, destroying pro-Gaddafi forces as part of Operation Unified Protector. Gaddafi’s regime fell; he was killed. To Putin, it was a cunning deceit and dark tragedy. He does not want anything similar to occur in Syria.

Long before factions of the Syrian Opposition might establish among themselves common facts, presuppositions, and policies for the UN Talks, and before the first vote is cast in UN monitored elections, Russia and its allies may take steps to lengthen Assad’s tenure as president. Russia, is a very capable military superpower. Indeed, Russia could shape the situation on the ground by supporting the Syrian Armed Forces along with forces Iran has brought to, or organized in, Syria. Deliberate progress is being made toward that goal. A large military offensive, purportedly being organized, may allow Syrian, Iranian, and Iranian-led forces to regain control of a large portion of Syrian territory. The Syrian Government might work to “ensure” the political perspectives of local political leaders, administrators, and the civilian population, in reclaimed territory were supportive of Assad. Diplomatic efforts at the UN Talks by Russia and Iran would be conducted in conjunction with the military activity. Perhaps UN Security Council vote, rather than create an agreement for Assad’s removal and transition to a government favorable to the US, EU and some Arab States, may have instead convinced Russia and Iran that shaping events on the ground militarily in Syria is the best way to secure their interests. Principiis obsta (et respice finem). Resist the beginnings (and consider the end). Putin’s decision to go into Syria was not made overnight. Since 2012, he has watched the international community fumble and Syria crumble. He has long considered Russia’s military capabilities and the possibility for their successful use in Syria. He knows what he wants to do and how to do it. He will not become subsumed by Syria. If Russia were to act with more force and increase the pace of its operations in Syria, the Russian Federation Armed Forces would become a decisive factor in Syria and, correlatively, in the UN Talks.

Russia on the Ground in Syria

Gaius Seutonius Tranquillus, a Roman historian who wrote during the early Imperial era of the Roman Empire, wrote in De Vita Caesarum that Rome’s first emperor, Imperator Caesar Divi Filius Augustus (Augustus Caesar) abhorred haste and rashness in a military commander.  He preferred that actions be taken with an appropriate balance of urgency and diligence. Rushing through to execute tasks often led to mistakes and sustained results are not achieved. Accordingly, one of his favorite sayings was festina lente (hasten slowly). Many in the West complained from the start of operations by the Russian Federation Armed Forces in Syria that they were ill-fated, immediately bogged down, or inappropriately conducted. On September 30, 2015, US Secretary of Defense Ashton Carter stated about Moscow’s military involvement in Syria, “The Russian approach here is doomed to fail.” Obama stated on October 2, 2015: “An attempt by Russia and Iran to prop up Assad and try to pacify the population is just going to get them stuck in a quagmire and it won’t work.” At a December 18, 2015 news conference, Kerry stated in an effusion of sentiment that 80 percent of Russian airstrikes were hitting Syrian Opposition groups fighting Assad’s forces and not hitting ISIS forces. Putin’s decision to go into Syria was not made overnight. Since 2012, he has watched international community fumble and Syria crumble. He has long considered Russia’s military capabilities and possibilities for their successful use in Syria. He knows what he wants to do and how to do it. Putin in no way wants support Syrian Opposition forces in their effort against Assad so it would make sense for Putin to pace Russia’s actions against ISIS, to learn the landscape and ensure the Syrian Opposition gained no advantages. To that extent, it should have been expected that he would not hesitate to disrupt the Syrian Opposition’s activities where he could. Regarding costs for the Syria operation, so far, Putin has well-managed them. Vasily Kashin, an analyst at the Center for Analyses of Strategies and Technologies in Moscow, explained: “All available data show us that the current level of military effort is completely insignificant for the Russian economy and Russian budget.” Senior administration and intelligence officials in the US, in anonymity, agree with that assessment.

Once in Syria, Russia began using many of its latest weapons systems. New systems used have included: the sea-based Kalibr 3M-14 cruise missile, launched from surface ships and submarines from as far as 900 miles away from their targets; the air launched KH-101 cruise missile; and, the Sukhoi Su-34 strike fighter. On December 19, 2015, Reuters quoted Putin as saying: “We see how efficiently our pilots and intelligence agents coordinate their efforts with various kinds of forces—the army, navy, and aviation; how they use the most modern weapons.” However, Putin continued, “I want to stress that these are by far not all of our capabilities,” adding, “We have more military means. And, we will use them—if need be.” Putin seemed to imply that Russia may ramp up the size and speed of its operations in Syria. By acting more robustly and increasing the tempo of its operations, the Russian Federation Armed Forces would certainly be the decisive factor on the ground in Syria and, correlatively, in the UN Talks. Both the ISIS and the Syrian Opposition would find it difficult to hold territory in the face of a superpower-sized onslaught organized by Russia and its allies. Seizing the maximum amount of land possible may very well enable the Syrian Government to influence the political landscape thus furthering Putin’s goal of keeping Assad in power. Heartened by the Syrian Armed Forces ability to fight back, some Syrians living in towns and cities reclaimed by their government might find cause to support Assad, lessening the possibility of his removal a bit more. If a massive offensive is eventually conducted by Syrian, Iranian, and Iranian-led forces, in territory taken, the Assad regime may try to “ensure” local political leaders and administrators, and local residents were supportive of Assad.

The Importance of Russian-Iranian Cooperation

Per sequar! (Do your part, I will do mine!) Concerning its diplomacy on Syria, Iran has decided to step up its coordination with Russia. The decision was made after a meeting in Tehran between Putin and Iran’s Supreme Leader, Ayatollah Ali Khamenei on November 23, 2015. A senior Iranian official told Reuters, “What was agreed was Iran and Russia would pursue one policy which will benefit Tehran, Moscow, and Damascus.” Russian-Iranian military cooperation was decided upon much earlier. An agreement for a joint Russian-Iranian military effort in Syria came into effect in July 2015. Both countries agreed to inject support into the Syrian Armed Forces to counter Assad’s accelerating losses. Joint operations rooms have been set up to bring the allies together, along with the Iraqi Government, which is supportive of Iran’s actions in Syria. (One joint operations room is in Damascus and another is in Baghdad.) Iran, itself, had already deployed several thousand Iranian Revolutionary Guard Corps (IRGC)-Quds Force (special forces) officers and advisers to Syria. They have mobilized pro-Assad shabihas (militias) into the 70,000 strong National Defense Forces, to fight alongside the Syrian Armed Forces, brought in Shia volunteer brigades from Iraq and Afghanistan, and, of course, Hezbollah fighters from Lebanon. Many IRGC officers and advisers have been killed fighting alongside their allies in Syria to include: IRGC-Quds Force Brigadier General (Sartip-e Yekom) Hossein Hamadani; IRGC-Quds Force Brigadier General (Sartip-e Yekom) Hadi Kajbaf; IRGC-Quds Force Brigadier General (Sartip-e Dovom) Reza Khavari; IRGC-Quds Force Brigadier General (Sartip-e Dovom) Mohammad Ali Allahdadi; Brigadier General (Sartip-e Dovom) Hamid Mokhtarband; and, IRGC-Quds Force Colonel (Sarhang-e Yekom) Farshad Hasounizadeh.

On February 13, 2013, the initial IRGC commander in Syria, IRGC-Quds Force Brigadier General (Sartip-e Yekom) Hassan Shateri, was assassinated. Renowned IRGC-Quds Force Commander, General (Sarlashkar) Qassem Suleimani then took control of the Syria operation, flying often into Damascus. Once the decision on the joint Russian-Iranian effort was made, Suleimani visited Putin and Shoigu in Moscow in July 2015. He outlined the deteriorating situation in Syria for Assad’s forces, but also explained time remained to reclaim the initiative. Putin decided that it was time to act. Suleimani took on a central role in the coordination of Russian, Iranian, and Syrian activities on the ground. Reportedly, Suleimani was injured by a TOW missile fired by Syrian Opposition rebels on November 12, 2015. In diplomacy on Syria, Iran has decided to step up its coordination with Russia. The decision was made after a meeting in Tehran between Putin and Iran’s Supreme Leader, Ayatollah Ali Khamenei, on November 23, 2015 pictured above. Russia and Iran will pursue a singular policy designed to benefit Moscow, Tehran, and Damascus.

Military Action

According to Russian defense and military officials, Russia’s airstrikes have targeted leaders of ISIS—and other Islamic militant groups such as Al-Qaeda linked Jabhat al-Nusra—when identified. Command, control, and communications centers of ISIS have been struck throwing the process of directing ISIS units into confusion. Training centers have been destroyed. Fighting positions of ISIS positions in front of the Russian allies have been degraded with close air support as well as very heavy strikes by Russian ordinance. Presumably they will provide close air support for an eventual ground offensive by Russia and its allies. (Ground forces utilized would primarily be Syrian and Iranian though.) Since air operations began, Russian fighter jets have conducted almost as many strikes daily as the US-led, anti-ISIS coalition has been carrying out each month in 2015. Russia has also conducted night strikes with damage assessment by drones.

Reportedly, commanders of the Russian Federation Armed Forces believe the military objective of any ground operations in Syria should first be to create a regime stronghold in what is referred to as “Useful Syria” (Suriya al-Mufida) from Damascus up to Aleppo through Homs. That would require Russia and its allies to sweep up the Western part of Syria. It would take pressure off Latakia, a pro-Assad, Allawite heartland and locale of an important airfield and take pressure off Tartus, a long-time Soviet then Russian Federation Navy port that is important to naval operations in support of Syria. After reaching Latakia, Russia and its allies might turn toward Idlib. Part of the force could push farther north to gain control of the Syrian-Turkish border west of the Kurdish Democratic Union Party’s (PYD) territory, blocking the US coalition and ISIS from access to it. In an additional phase of their offensive, Russia and its allies may press eastward. A key objective would be to take Palmyra from ISIS and the oil and gas resources around it. Another key objective would be to push beyond Aleppo to retake the ISIS stronghold of Raqqa, which is the official capital of the so-called Islamic State in Syria. Moving that far out, some believe Russia may seek to co-opt the Syrian Kurds’People’s Protection Units (YPG) to help assist in the offensive. Russia has begun to increase the intensity of its attacks in all of the locations mentioned. Su-34 and Su-24 fighter-bombers have primarily been used on command posts, stores of weapons, oil products, and workshops where weapons for suicide bombers are made that are situated along prospective axes of advance of Russia and its allies. Bunker busting BETAB-500 bombs have been dropped from Su-34s near Raqqa with the goal of eliminating command posts along with underground storage facilities for explosives and munitions. Large numbers of ISIS fighters have been eliminated due to such strikes. The above map from the renowned Institute for the Study of War reveals the general pattern of Russian airstrikes and cruise missile strikes in Syria. Both ISIS and the Syrian Opposition would find it difficult to hold territory in the face of a superpower-sized onslaught by Russia and its allies. Putin likely wants pro-Assad forces to take the maximum amount of land possible west and north in “Useful Syria” and eastward in Raqqa and Palmyra, to broaden the Assad regime’s area of control and political influence.

To enhance mobility and firepower for offensive action, Russia has transferred dozens of powerful, well-armored, T-90 tanks to the Syrian Army, particularly those fighting in Aleppo and near Damascus. The T-90s will also be used to enhance the combat power of the combined Syrian, Iranian, and Hezbollah forces poised to take Palmyra from ISIS. The T-90s were first delivered to the Syrian Republican Guards 4th Armored Division, commanded by Assad’s younger brother, General Ali Maher Assad. The T-90s will replace a large portion of the Syrian Army’s 500 tanks which are mostly Russian T-72s which are vulnerable to TOW missile systems provided by the US to Syrian Opposition fighters. The pace of the deliveries will be determined by the time needed for Russian instructors to train Syrian tank crews on the T-90. Large deliveries of Russian heavy artillery and multiple launch rocket systems have also had an impact on the frontlines of the Syrian Army, Hezbollah, and the Shia militias. That equipment includes: 152-milimeter MTSA-B guns, BM-27 Uragan and BM-30 Smerch rocket launchers, and TOS-1A Solnitsa rocket launchers. Russia and its allies have placed a steady onslaught of fire from those systems and from tanks on their opponents’ positions daily. If a major ground offensive gets underway, artillery attacks will surely intensify. Quae non prosunt singular multa iuvant. (What alone is not useful helps when accumulated.) A Future Syrian-Iranian Fretwork

With the intermeshing of Iranian forces with the Syrian Armed Forces and the National Defense Front, a picture emerges of what Syrian Armed Forces and what Syrian communities along the axis of the Iranian-Syrian ground attack might look like in a year. One might recall what occurred in Bosnia and Herzegovina once the war ended in 1995. Particularly after 1994, members of the IRGC, IRGC-Quds Force, Iranian Army and Ministry of Intelligence and Security, referred to as “volunteers,” were folded into the Army of Bosnia and Herzegovina. Indeed, a few thousand Iranians became part of the 3rd Corps of the Army of Bosnia and Herzegovina, which greatly enhanced the force’s capabilities and the army’s overall combat power. The Iranian troops settled in many towns and cities in the Muslim-Croat Federation. The extraction of foreign fighters from the postwar Bosnian Federation Armija, and the Federation in general, was mandated by the national government in Sarajevo about a decade after the war due to international pressure. In Syria, the IRGC, IRGC-Quds Force, the Iranian Army, and the Ministry of Intelligence and Security will do much to influence the outcome on the battlefield but also will likely do much to help the Assad regime influence the result of elections despite UN monitors, by helping to “create support” for Assad and “coping” with regime opponents.

The Assad regime likely has a limited degree of influence within the Syrian diaspora worldwide, including among refugees in massive camps in Jordan and Turkey or on their own elsewhere. Kerry is said to have proposed allowing all Syrians, “including members of the diaspora” participate in the vote at a UN meeting in Vienna on November 14, 2015, betting that if Syrians around the world can participate in the vote, Assad will not be able to win. Russia and Iran would hardly allow the situation to slip from their hands so easily. They likely believe that they can cope with that issue in the coming UN Talks. If Assad’s presidency is not viewed as legitimate by the international community following an election, due to any administrative difficulties that may arise or due to actions by the Assad regime or its allies on the ground, the impact on Assad would be minimal. By now, Assad has become inured to the hardship caused by UN sanctions and isolation stemming from the international community’s scorn. Moreover, Assad is, albeit, the “ward” of Russia and Iran. If problems arise, they will cover him. If Russia and its allies can gain control of a good portion of Syria, future threats of an externally orchestrated regime change by force will be precluded. Amicus certus in re incerta. (A sure friend in an unsure matter.) Expectations for talks established under UN Security Council Resolution 2254 may not be based in reality. The picture painted at the UN Security Council was of a factionalized, difficult Syrian Opposition that has suddenly become homogenized. Putin anticipates nothing satisfying from the UN Talks. He sees there is a danger that Russia’s interests will not be served. Rather than wait to be disappointed, Putin will likely seize the opportunity to shape the situation Syria to meet Russia’s interests and those of Tehran and Damascus.

The Way Forward

Fantasies of a future that is desired can become a substitute for reality. Somehow, those on the UN Security Council have anesthetized their consciences to the realities, difficulties, of working with the Syrian Opposition Movement. Indeed, things antecedent have been forgotten. The Obama administration decided to provide the Syrian opposition its support with the hope that Assad could be pressured to the negotiating table by Free Syrian Army advances and eventually agree to step down under a settlement. However, very rapidly, Syrian Opposition leaders discovered the entire taking on the Syrian Armed Forces and their allies was enormous and they found themselves well out of their depth. Simply keeping the opposition together politically has proven very difficult. Foreign diplomats must regularly act as mediators to hold the Opposition’s diverse groups together. Opposition military leaders have not shown any greater ability to unify their forces. Now, new talks have been set up under UN Security Council Resolution 2254. The UN Security Council now paints a picture of a Syrian Opposition that has become homogenized and is ready for talks. One should anticipate a future that is reality based. Perhaps what the UN Security Council is waiting for regarding the talks will not be worth waiting for. Sero venientibus ossa! (Those who are late get the bones!)

The art that moves Putin’s mind is not easily deciphered. His intuition likely tells him there will be plenty of debate and confusion at the UN Talks. Yet, he is likely more concerned that the process will not serve Russia’s interests. Putin will not standby for that and will try in advance of UN monitored elections to shape the situation in Syria to secure Russia’s interests and those of Iran and the Assad regime. Under UN Security Council Resolution 2254, offensive and defensive actions by the US-led, anti-ISIS coalition and Russia can continue. For Putin, that means Russia and its allies will be able to act “unimpeded” on the ground. Russia’s moves in Syria will not bar it from working on the talks alongside the other Permanent Five Members of the UN Security Council. Rather, Russia will be involved fully. With matters such as Libya in mind, its’ diplomats will narrowly focus on what best suits Russia and its allies. If Putin gets his way, there will be little left in Syria for the US to be satisfied with. The drama of the Obama administration’s failed interaction with Putin is nearly played out as the end of its second term nears. Kremlin observers allege Putin feels the administration has been marked by weakness. He will try to take advantage of the situation while it lasts.

Russia Plays Down Idea of Coalition with West to Strike ISIS; An Agreement Is Needed on Assad

The Russians are coming! Stabilizing the regime of Syrian President Bashar al-Assad was a main reason for Russian Federation President Vladimir Putin’s decision to send the Russian Federation Armed Forces into Syria, but defeating ISIS is also a priority. So far, that effort has been manifested in the use of air power and sea based missile strikes. However, use of special purpose forces, spetsnaz (as above), will likely be critical to the Russian effort. Spetsnaz can advise Russian allies, locate and designate targets for air strikes, and engage in direct action against ISIS to include locating and killing specific ISIS leaders and conducting raids and ambushes against ISIS units.

According to a November 27, 2015 Washington Post article entitled, “Russia Plays Down Idea of Coalition with West to Strike ISIS in Syria,” Russia, after initially offering hope that Russia would cooperate with the US-led coalition against the Islamic State of Iraq and Greater Syria (ISIS) in Syria, has played down that possibility. That position was made clear by Dmitry Peskov, spokesman for Russian Federation President Vladimir Putin, during a November 27th press conference at the Kremlin. For their part, US President Barack Obama and other Western leaders have tried to bring Putin into a US-led coalition instead with an understanding that the goal of the coalition was the removal of Assad from power. French President François Hollande has traveled to both Washington and Moscow following a spate of horrific terrorist attacks tied to the militant group. As part of the effort to find middle ground between the US and Russia, French Foreign Minister Laurent Fabius floated the idea of using Assad’s forces against ISIS but only in the context of a political transition that would remove Assad from power.

Russian Federation President Vladimir Putin has sought cooperation with Western countries, but solely on Russia’s terms. Those terms include providing diplomatic and military shelter to Syrian President Bashar al-Assad and attacking, not only ISIS, but Western-backed rebel groups of the Free Syrian Army (FSA) that oppose the Assad regime. Ties between Russia and the West were further strained when Turkey, a NATO member, shot down a Russian Su-24 fighter that allegedly crossed into its airspace and ignored warnings. One Russian pilot was killed. Russian and Syrian forces rescued the navigator. A Russian Marine was killed during the rescue.

On January 28, 2015, Russian Federation Foreign Minister Sergei Lavrov urged members of the Syrian Opposition Movement and representatives from the regime of Syrian President Bashar al-Assad at peace talks in Moscow to join forces to combat the threat of terrorism. Lavrov said at the time, “We believe that the understanding by politicians and leading representatives of civil society of the necessity to join forces to combat this common threat (of terrorism) should become the key for the resurrection of the unity of the Syrian nation.”   Now required to come to terms with the West on Syria to create a unified front against ISIS, Lavrov finds himself in a similar impasse with his Western counterparts. For many senior officials in Russia, the stalemate with the US was expected not only due to a disagreement over Assad but due to a perceived unyielding US hostility toward Russia. This perspective has been manifested in Putin’s speeches and interviews. Variance can occasionally be discerned whenever Russia seeks to cultivates ties with the US for their usefulness. For example, as the Ukraine crisis began to escalate, an April 18, 2015 Reuters article reported Putin told Obama by telephone, “We have disagreements on several issues on the international agenda. But at the same time there is something that unites us, that forces us to work together.” Yet, only two days before on an annual TV phone-in show, Putin accused the US of trying to dominate world affairs and saying what it wanted was “not allies, but vassals.” This is the perspective that Putin’s paracletes in the Kremlin also espouse. In an interview with the official government newspaper, Rossiskaya Gazeta, the Secretary of the Russian Federation Security Council, one of Putin’s most important advisers and most senior intelligence official, Nikolai Patrushev, proffered that there is an unwavering US hostility toward Russia. He claims that hostility is due to Russia’s resistance to US efforts to achieve world hegemony and to control Russia’s immense natural resources in order to seal that hegemony. The idea that a US animus exists toward Russia and US policy is perfectly designed to promote it may be called an exaggeration. It may be viewed as typical of an intelligence official to find external causality for domestic events. Still, what is important is that Patrushev and others in Putin’s circle believe it.

Diplomacy requires finding some middle ground, typically through some compromise, upon which an agreement can be reached and better relations can hopefully be built. That was the case with the Iran Talks which ended in an agreement after nearly two years of negotiations. All sides are working very hard to understand the entire matter regarding Syria. If some middle ground can be found, it will concern the disposition of Assad. The solution is only temporarily hidden. Conditions can change, and possibilities will exist. However, regardless of his position on Assad, Putin says Russia is committed to the battle against ISIS in Syria. With or without cooperation from the US-led coalition, which Putin has called illegal, Russia must succeed.

By intervening in Syria with the Russian Federation Armed Forces, Russian Federation President Vladimir Putin seeks to prevent Syria from becoming a starting point for the movement of ISIS fighters into Russia. However, he also seeks to protect Syrian President Bashar al-Assad. Putin has no intention of allowing an ISIS presence in Syria of a size and strength capable of forcing Assad from power. Some complain that Russia has done little against ISIS. Yet, the manner and pace of Putin’s actions are likely influenced by concerns he would defeat ISIS only to allow the Syrian Opposition Movement to undercut Assad.

Putin’s Purpose For Intervening in Syria

Putin explained Russia’s military support and intervention in Syria in a speech at a meeting of the Collective Security Treaty Organization in Dushanbe Tajikistan, on September 15, 2015. In response to Western criticism of Russia’s actions, Putin stated, “We support the government of Syria in its opposition to terrorist aggression. We have provided and will provide necessary military and technical support and call on other nations to join us.” Putin explained the exodus of refugees toward Europe and the crisis in Syria was a result of the support foreign powers provided the Syria opposition rebels. He said, “I would like to note that people are fleeing Syria because of the military actions that were largely imposed externally by deliveries of weapons and other special equipment. People are fleeing to escape the atrocities committed by terrorists.” Putin went on to state, “[The refugees] are fleeing from radicals, above all. And if Russia had not supported Syria, the situation in this country would have been worse than in Libya, and the stream of refugees would have been even greater.”

Speaking to Western and Arab capitals, Putin stated, “We must sideline geopolitical ambitions, refrain from so-called double standards, from the policy of direct use of separate terrorist groups to achieve opportunistic goals, including the change of governments and regime that may be disagreeable to whomever.” Concerning Assad, Putin relayed that he might be willing to enter a power-sharing agreement with opposition but that the fight against terrorism was the priority. To that extent, Putin explained, “The Islamic State is providing ideological indoctrination and training to fighters from different countries including, unfortunately European countries and the Russian Federation, and many former Soviet republics. And of course, we are worried with the possibility of them returning to our territories.” However, despite what has been publicly outlined by Putin, some in the West believe his intervention in Syria was a way to end the isolation its has faced since the collapse of the pro-Russian Government in Kiev, Russia’s annexation of Crimea, and Russia’s support of pro-Russian separatist in The Donbass. The conversation ostensibly would shift away from it and creating circumstances for the easing of sanctions which have had an impact. Such perspectives reinforce Putin’s determination to avoid doing anything that could create the perception Russia was wilting before what he views as Washington’s effort to establish total dominance.   Encouraged by advisers, Putin sensed not only a chance for Russia to shore up one of its remaining allies in the Middle East, but the chance to reassert Russia’s role as a global power. He would demonstrate that Russia could succeed where the US had so far failed. That would be the real prize for Putin and his confidants. Exitus acta probat! (The result validates the deeds!)

Russia’s investigation into the possibility taking such action included engaging in high-level contacts with Iran on Syria. The result was a political agreement for a joint Iranian-Russian military effort in Syria.

On October 2, 2015, Bloomberg Business reported that the military plan for providing increased support to Syria was pushed by the head of the Presidential Administration, Sergei Ivanov, a former KGB colleague of Putin, the Russian Federation Defense Minister Sergei Shoigu, and the head of the State Security Council, Nikolai Patrushev. Russia’s investigation into the possibility taking such action included engaging in high-level contacts with Iran on Syria. The result was a political agreement for a joint Iranian-Russian military effort in Syria. New support would be injected to counter Assad’s accelerating losses. Joint operations rooms would be set up to bring the allies together, along with the Iraqi Government, which is intriguingly allied with both Iran and the US. One operations room is in Damascus and another is in Baghdad. Iran, itself, had already deployed Iranian Revolutionary Guard Corps (IRGC)-Quds Force (special forces) officers and advisers to Syria. They have mobilized pro-Assad shabihas (militias) into the 70,000 strong National Defense Forces, to fight alongside the Syrian Armed Forces, brought in Shia volunteer brigades from Iraq and Afghanistan, and Hezbollah fighters from Lebanon. Many IRGC officers and advisers have been killed fighting alongside their allies in Syria. On February 13, 2013, the initial IRGC commander in Syria, IRGC-Quds Force Brigadier General (Sartip-e Yekom) Hassan Shateri, was assassinated. Afterward, renowned IRGC-Quds Force Commander, General (Sarlashkar) Qassem Suleimani took control of operations in Syria, frequently flying into Damascus.

Once the decision for the joint Iranian-Russian effort was made, Iran’s Supreme Leader, Ayatollah Ali Khamenei reportedly directed Suleimani to visit Moscow to make necessary arrangements despite a UN travel ban on the IRGC set by the UN Security Council in 2007. Allegedly from July 24, 2015 to July 27, 2015, Suleimani held numerous meetings in Moscow covering regional and bilateral issues and the delivery of Russian S-300 surface-to-air missiles and other weapons. More importantly, Suleimani met with Putin and Shoigu. According to accounts of the meeting in Reuters, Suleimani outlined the deteriorating situation in Syria for Assad’s forces. He indicated that Syrian opposition was advancing toward the coast and posing a danger to the heartland of Assad’s Alawite sect and threatening Tartus, where Russia maintains its only Mediterranean naval base. This alarmed the Russians, who could see that matters were in steep decline and there were real dangers to the regime. Suleimani then placed a map of Syria on the table and explained that there was still time to reclaim the initiative. Putin acted. Amicus certus in re incerta cernitur! How Worried Are the Russians About ISIS?

Russia is the latest state actor to overtly intervene against ISIS in Syria, Russia’s fight with Islamic extremism did not begin in Syria. Russia has been combating Islamic extremist separatist groups for more than a decade since it broke the separatists’ control of Chechnya province in the North Caucasus Federal District during Putin’s first term. Insurgents from the group Imarat Kavkaz (Caucasus Emirate) say they are fighting to carve an Islamic state out known as the Chechen Republic of Ichkeria from a swath of southern Russia. A number of terrorist attacks have been enumerated by the Russian law enforcement officials in both the North Caucasus Federal District and the Southern Federal District. Hundreds of foreign fighters were drawn to Syria soon after ISIS intervened in Syria’s civil war. In June 2013, at a conference in St. Petersburg, Russian President Vladimir Putin publicly stated 600 Russians and Europeans were within the Free Syrian Army’s ranks. While the US and European intelligence services expressed concern over the viability of vetting FSA fighters to discover who among them were Islamic militants, the Russian law enforcement and intelligence service apparently possessed files on the identities of a considerable number of those militants. Even in his September 11, 2013 New York Times Op-Ed, Putin discussed the danger posed to international peace and security by Islamic militant groups in Syria. Putin explained, “Mercenaries from Arab countries fighting there, and hundreds of militants from Western countries and even Russia, are an issue of our deep concern. Might they not return to our countries with experience acquired in Syria?” Clearly, Putin has been concerned for a while that Syria will become a starting point for the movement of ISIS fighters into Russia. Yet, some allege the Russian Government actually created the circumstances for that to occur.

Via rectum ad astra! (The path to success is through bad places!) Law enforcement and intelligence organizations globally use a variety of convoluted methods against subjects of investigations to include: buy and bust operations, using an informant to engage in clandestine conversations with subjects or act as an agent provocateur, sting operations, and plausibly deniable covert operations. The Russian independent newspaper Novaya Gazeta reports the Federal’naya Sluzhba Bezopasnosti Rossiyskoy Federatsi (Russian Federation Federal Security Service) or FSB, using an odd gambit known as provokatsiya, penetrating and co-opting terrorist groups, has actually influenced the hijrah or Islamic militant migration into Syria as a means to facilitate the pacification of the insurgency in North Caucasus. Using local intermediaries, FSB would allegedly arrange the departure of Islamic militants to Turkey where they would find their way into Iraq or Syria. The arrangements would be made under the condition that the Islamic militants would deal only with the FSB and none of they would not inform any of their Islamic militant confederates of their FSB sponsorship. It has been estimated that since this operation was undertaken, between 2000 and 3000 Russian Islamic militants have joined ISIS in the Middle East. (During an October 19, 2015 meetng with leaders of the Commonwealth of Independent States (CIS)–twelve former Soviet Republics, Putin, himself, said there were approximately 5,000 to 7,000 fighters from Russia and other CIS republics in ISIS.) The operation has supposedly allowed Russian countrrterrorism officials to take credit for the halving of terrorist violence in the North Caucasus since the Syrian civil war began. If Islamic extremists returned and began attacks, Russia, in theory, could claim ISIS was the cause for terrorism in the region.

The Novaya Gazeta article quotes sources in North Caucasus with ties to Islamic militants to support its claim. In investigating the Russian newspaper’s report, The Daily Beast learned from well-known Putin detractor, former KGB General Oleg Kalugin who said Russian intelligence had a long ignominious history of “pushing forward the more extremist elements and use their facilities to do the most damage to a local population.” The Daily Beast article also discussed parallels of the alleged operation and the reported strategy the Russian Government during the First and Second Chechen Wars. Islamic extremist warlords such as Shamil Basayev were co-opted by Glavnoje Razvedyvatel’noje Upravlenije (Russian Federation Main Intelligence Directorate) or GRU, in order to destroy the secular, democratic Chechen movement. Basayev proved to be a less of useful tool for the Kremlin when it was discerned that he wanted to create an emirate in the Caucasus. He was assassinated, but his efforts “cast a pall” on the secular separatist struggle and offered a cause for a scorched-earth Russian counterinsurgency campaign that resulted in Grozny’s destruction. History without fact is at best theory and at worst myth. If some provokatsiya operation helped create the threat ISIS now poses to Russia, its use was foolhardy. However, Russia’s focus now is defeating ISIS in Syria. Est modus in rebus, sunt certi denique fines, quos ultra citraque nequit consistere rectum. (There is an optimal condition in all things. There are therefore precise boundaries beyond which one cannot find the right thing.)

In the Crimea, Russian Federation forces engaged in a stealth operation, referred to as hybrid warfare—the blend of unidentified troop, propaganda, and economic pressure the West says Russia used there. In The Donbass, the presence of a rather considerable number of Russian Federation forces has been denied by the Kremlin. However, in Syria, the actions of the Russian Federation Armed Forces are very visible and made very public. Indeed, the operation in Syria has become a testing ground for new weapons systems. Systems being utilized include the Sukhoi Su-34 strike fighter and the sea-based Kalibr cruise missile, of which several were launched from the Caspian Sea, more than 900 miles from their targets in Syria. Since air operations began, Russian fighter jets are conducting almost as many strikes daily as the US-led, anti-ISIS coalition has been carrying out each month in 2015. They have attacked targets in support of Syrian ground forces and presumably will provide close air support for an Iranian-led offensive.

In response to chatter from Western defense analysts about the new weapons that were revealed, Putin explained on state television, “It is one thing for the experts to be aware that Russia supposedly has these weapons, and another thing for them to see for the first time that they do really exist, that our defense industry is making them, that they are of high quality and that we have well-trained people who can put them to effective use.” Still, the Russian Federation Armed Forces in Syria may face challenges beyond those presented by ISIS and Western backed FSA fighters. Claims have been made that the Russian Federation Armed Forces are still trying to eliminate problems lingering from the “Wild West” environment of post-Soviet era. The problem was exacerbated by a lack of efficiency in the military investigations department. Officers have been accused of trading in travel warrant, stealing soldiers’ meals, and the extortion of pay from officers by commanders. Accusations of extortion in the distribution of supplementary pay in Army units have been investigated in every district and fleet. Murders, bribery, and drug trafficking have also been considerable problems. Efforts have been made to improve conditions and raise morale in the ranks. These problems could potentially manifest themselves in the poor performance of some units in Syria.

In response to chatter from Western analysts about new weapons used in Syria, Russian Federation President Vladimir Putin explained on state television “It is one thing for the experts to be aware that Russia supposedly has these weapons, and another thing for them to see for the first time that they do really exist, that our defense industry is making them, that they are of high quality and that we have well-trained people who can put them to effective use.” Still, the Russian Federation Armed Forces in Syria could face challenges caused by problems lingering from the “Wild West” environment of the post-Soviet era unless units deployed there are selected based on their capability to perform with a high level of proficency.

Chief of the General Staff of the Armed Forces of the Russian Federation, General of the Army Valery Gerasimov will surely be diligent in the deployment of forces to Syria, maintaining a sizeable, capable reserve for operations elsewhere. Russian Federation forces must not become bogged down in support of its allies, but ensure that the ISIS force in Syria is cut off and destroyed. If not, it may relocate and resurrect itself.

Russian air strikes could further target leaders of ISIS—and other rogue Islamic militant groups when identified. Command centers and other turmas, gathering places, of ISIS leaders, must be struck simultaneously to throw the groups into chaos and confusion and make it very difficult for them to regenerate.   The communications of ISIS should be either destroyed by drone strikes or disrupted by other technical means leaving surviving leaders with no control over their units. Once rudderless, the groups’ units would be unable to coordinate actions, unit cohesion would suffer, and they would become far less effective. Training centers must be destroyed. Fighting positions in front of the Russian allies could also be degraded with close air support as well as very heavy strikes by Russian ordinance. ISIS fighters must face certain death if they hold their positions.  When ISIS units are driven out of their positions, Russian allies must ensure any escape routes are blocked and kill or capture as many ISIS fighters as possible. Operating as independent units or as svodnye spetsialnye gruppy (combined special groups) or SSGs, Russian special purpose forces, spetsnaz, could go into ISIS controlled areas, locate, and kill specific ISIS fighters from Russia, or when directed, collect prisoners. Individual spetsnaz units and/or SSGs, in a special reconnaissance role, could locate and designate targets for air strikes in advance of contact by any ground forces by Russian allies. Russian attack helicopters, as well as spetsnaz serving as sharpshooters, could serve as over watch for Russian allies, ensuring that even small, unorganized bands of fighters of ISIS would not be able to engage in independent actions to disrupt the ground operations. When possible, strikes could be directed at diverting ISIS fighters of destroyed or displaced units away from the frontlines to locations where “kill zones” could be established. Russian air assets could support raids and ambushes by spetsnaz units. Spetsnaz units could be issued GShG-7.62 rotary machine guns for the Syria mission to give them the capability to kill ISIS fighters at a high rate in kill zones, raids, and ambushes as well as destroy ISIS attacks. Spetsnaz units will likely need to operate at night when ISIS units might try to conceal their movement.

The Way Forward

Russia’s intervention in Syria has not received much support from Western capitals. To some degree, they have discouraged it. The US and United Kingdom have accused Russia of attacking mainly “moderate” anti-Assad groups, rather than ISIS. On October 12, 2015, the EU’s High Representative for Foreign Affairs and Security Policy, Federica Mogherini, called Russia’s role a “game changer” and said “It has some very worrying elements.” She was especially worried about recent violations of Turkish airspace by Russian jets. Turkey’s decision to shoot-down a Russian Su-24 fighter jet was undoubtedly the strongest manifestation of disapproval of Russian’s intervention given all accounts of what actually occurred and the excessive level of the response. Putin equated the action to being “stabbed in the back” given Russia’s commitment to defeating ISIS.

Putin went into Syria not only to fight ISIS, but to “stabilize the legitimate authority” of Assad. To that extent, he will neither allow an ISIS presence in Syria of a size and strength capable of forcing Assad from power, nor subsidize the efforts of the Syrian Opposition to maneuver with US and EU assistance to undercut Assad. There is a deadlock now with the West concerning Syria, but Putin has hope. Red-lines and deadlines have been set over and over by the Obama administration, but they have been overcome by opponents. Iran, once told it had to surrender its nuclear program, managed to retain a good amount of it after talks. Even Assad managed to quash the issue of airstrikes against his regime in September 2013 by unloading his chemical weapons arsenal. If the US and EU want a resolution on Syria, there is need for compromise. Surely, Putin expects that compromise to come from them. Neither the Syrian Opposition’s FSA nor the Syrian Armed Forces can defeat ISIS alone. If Russia, a military superpower, is truly committed to the destruction of ISIS in Syria, and not just doing things on the margins or posturing to influence a political outcome for Assad, the world wants Russia to act. Indeed, the civilized world is united in agreement that ISIS must be destroyed. To that extent, Russian Federation Armed Forces are a strong bargaining chip in negotiations concerning Syria. Putin will proceed carefully until others come to that realization or perhaps until his support for allies in Syria results in a favorable outcome for Assad.   Festinare nocet, nocet cunctatio saepe; tempore quaeque suo qui facit, ille sapit. Book Review: Michael Weiss and Hassan Hassan, ISIS: Inside the Army of Terror (Regan Arts., 2015)

In ISIS: Inside the Army of Terror (Regan Arts., 2015), Michael Weiss and Hassan provide one of the most detailed and fascinating accounts of ISIS, how its seemingly meteoric rise occurred, and where the organization may be heading. Insights are provided on the concepts and intent of its leaders, both living and dead, as well as the organization’s inner workings. ISIS’ complicated relations with other terrorist organizations are discussed, as well as its relations with state actors, as allies and enemies.

The Islamic State of Iraq and Greater Syria (ISIS) has achieved international celebrity as the terrorist organization eclipsing that of Al-Qaeda, known infamously for its attacks worldwide including those in the US on September 11, 2001.   ISIS is known for its gruesome acts of violence against military prisoners, foreign hostages, and innocent civilians as well as the fact that it has established a so-called Islamic State in the Middle East on territory greater in size than many Western countries. It is a priority policy issue for the world’s military superpowers, the US and Russia, although their responses to it vary.

In ISIS: Inside the Army of Terror (Regan Arts., 2015), Michael Weiss and Hassan provide one of the most detailed and fascinating accounts of ISIS, how its seemingly meteoric rise occurred, and where the organization may be heading. Insights are provided on the concepts and intent of its leaders, both living and dead, as well as the organization’s inner workings. ISIS’ complicated relations with other terrorist organizations are discussed, as well as it relations with state actors, as allies and enemies. Michael Weiss is editor in chief of The Interpreter, a news and translation service which serves as resource for journalists, diplomats, and policymakers globally. He also works as a columnist for Foreign Policy, The Daily Beast, and NOW Lebanon and is on the staff of the Institute for Modern Russia. Weiss has covered the Syrian Revolution from its beginnings, reporting from refugee camps in southern Turkey and from the frontlines of war-torn Aleppo. Using leaked state documents, he broke the story that Iran is providing virtually free oil to the Assad regime. Hassan Hassan is an associate fellow in the Middle East and North Africa Programme at Chatham House, The Royal Institute of International Affairs in London. He is also a columnist for The National in Abu Dhabi, United Arab Emirates. He was formerly deputy comment editor for The National and research associate at the Delma Institute in Abu Dhabi, where he worked in journalism and research. Hassan’s focus is Syria, Iraq, and the Gulf States, but he also studies Islamist, Salafism and jihadist movements in the wider region. His writings have appeared in the Guardian, Foreign Policy, Foreign Affairs, and the New York Times.

A few short years ago, ISIS was really a matter of interest on to those focused on the Middle East or counterterrorism. A new media story on ISIS then hardly could have drawn the attention in the average household in the West away from popular reality television programs or the latest celebrity gossip. ISIS returned to the forefront among foreign policy issues when it began taking foreign journalists and aid workers hostage in order to secure massive ransoms by negotiations and placing online video of the beheading the hostages when payments were not made or not made to their satisfaction. ISIS became a priority in Western capitals when its fighters drove through Iraq in June 2014, capturing large parts of the country’s western and northern provinces. It was then that Weiss and Hassan decided to write ISIS: Inside the Army of Terror. Their purpose was to explain where ISIS came from and how it managed to do so much damage in such a short period of time that summer in an effort to answer the two questions repeatedly asked on the cable news programs at the time. They admit finding it a bit odd discussing ISIS as some “new sensation” when in reality the US had been at war with ISIS for several years. The two engaged in an impressive amount of research for this book and brought it all together brilliantly. Sources include US and regional military officials, intelligence operatives, and Western diplomats who tracked, fought, and jailed members of ISIS. Intriguingly, defected Syrian intelligence operative and diplomats, and Syrians who work for ISIS also served as sources.

Weiss and Hassan begin by discussing the complex history of ISIS in great detail, showing how ISIS had been present in Iraq under various titles for over a decade. It was once known as Al-Qaeda in Iraq (AQI), then the Mujahidin Advisory Council. Its leader, Abu Musab al-Zarqawi, was anointed the leader of AQI by Osama Bin Laden, himself. Zarqawi set AQI off on a virulent and costly struggle against US-led coalition forces. When Zarqawi was killed by US forces in 2006, his successor, Abu Ayyub al-Masri, renamed AQI, the Islamic State of Iraq (ISI). By 2010, ISI was being battered by a combination of US joint Special Operations Command raids, the operations of US surge brigades, the activities of the Sunni based Sons of Iraq militias, and ISI’s own poor communications. The Sons of Iraq were part of the Sunni Awakening—a response in part to atrocities committed by Al-Qaeda on tribes in the Anbar Province. ISI was pummeled by the US. Yet, after the US left Iraq, ISI managed to rebuild on foreign aid and the exploitation of decades old transnational grey markets for oil and arms trafficking.

Concerning Syria, the authors explain ISIS was initially active there under the auspices of their parent group the Al-Qaeda in Iraq (AQI) for years prior to the civil war between the Syrian Opposition Movement and the regime of Syrian President Bashar al-Assad.  It was one of many Islamic militant groups active underground by 2012. AQI, itself, was formed following the US-led coalition’s initiation of Operation Iraqi Freedom in 2003. In Syria, its platform was the eastern region of Syria, bordering Iraq’s Anbar Province, a hot spot for Al-Qaeda activity. It was already the best equipped, best-organized, and best-financed faction of the Syrian Opposition Movement’s Free Syrian Army (FSA). It was also the most active and successful group, conducting assaults on key installations, air defense bases, and coastal and highway routes. They were responsible for suicide attacks in civilian areas and assassinations of key Assad regime officials as well.  However, they soon became a concern due to their rogue acts within FSA territory, to include intermittent attacks on mainstream FSA groups, killing commanders and fighters. ISIS claimed it was in response to what they identified as corrupt, non-Islamic behavior. Yet, they also killed popular commanders who were key in the FSA’s fight against the Syrian Armed Forces. ISIS’ behavior was so abhorrent and its leaders so difficult to cope with that even Al-Qaeda’s leadership and its other affiliates in Syria broke with the group. By the time the Syrian Opposition Movement’s leaders “opened their eyes” to the problems ISIS was causing, the group had grown too large to reign in. Two years of mishandled arms deliveries and aid to the Syrian Opposition forces from Western and Arab countries allowed for that growth. The berm barriers between Iraq and Syria that stood for a little less than one hundred years as a result of a British-French colonial compact are gone now. Leaders of ISIS declared there would only be a caliphate. They feel it could possibly spread as far as Spain and capture Rome. Et sceleratis sol oritur! (The sun shines even on the wicked!)

The ISIS fighters above are standing on the “former” border between Syria and Iraq. The berm barriers between Iraq and Syria that stood for a little less than one hundred years as a result of a British-French colonial compact are gone now. Leaders of ISIS declared there would only be a caliphate. They expressed the hope that it would possibly spread as far as Spain and eventually capture Rome.

As explained in ISIS: Inside the Army of Terror, the leaders of ISIS have succeeded in summoning the fainéant, the misguided, the ignorant to their cause using demagoguery, violence and hatred dressed up with Islamic embellishments. Although they claim to be ample substitutes for God on Earth, they are little more than pied pipers. In the end, they never fail to lead their followers over the cliff to their destruction. An interesting history is provided on the leader of ISIS, Abu Bakr al-Baghdadi. After ISIS captured Mosul during its major offensive in June 2014, Baghdadi, made a rare appearance. As the authors described, Baghdadi was draped in black, keeping things obscure, a bit spooky. He gave the impression that he was a man who possessed answers to great mysteries of the universe. He went on to claim he was heir to the medieval Abbasid Caliphate as well as the embodied spirit of his Jordanian predecessor, Zarqawi, who spoke from the same Great Mosque of Al-Nuri in Mosul, Iraq. Presenting the concept and intent of ISIS, the authors quote Baghdadi as explaining the nations of the Fertile Crescent no longer existed and all forms of citizenship no longer existed. There was only the Islamic State. He divided humanity into two camps: first, there was the “camp of the Muslims and the mujahidin [holy warriors], everywhere; and, second, the “camp of the Jews, the Crusaders, their allies.” As part of Baghdadi’s evil vision, and as well as his predecessor Zarqawi, there would be zero tolerance for the existence of “the Jews, the Crusaders, their allies” but certainly Shia, Allawites, and minority sects and ethnicities. Members of those groups have met grisly deaths at the hands of ISIS.

Perhaps the dark and mystifying personage Baghdadi presented in Mosul in 2014 was also meant to reflect the very bloody, murderous side of ISIS. Murdering military prisoners, foreign hostages, and innocent civilians is not viewed as wrongful, immoral. The author’s discuss a 2008 study from the Combating Terrorism Center at West Point that reported numerous foreign fighters sent into Iraq from Syria listed their occupations as “suicide bombers.” They accept themselves as being expendable.

Weiss and Hassan explain how ISIS skillfully uses social media to recruit members. They also discuss how prisons in the Middle East have become “virtual terror academies,” where known extremists can congregate, plot, organize, and hone their leadership skills “inside the wire,” and where ISIS is recruiting a new generation of fighters. The authors claim that in prison Zarqawi became more focused, brutal, and decisive.

ISIS has left little doubt that it is not only a terrorist organization but also a pagan death cult. Its members exalt death and relish killing. Murdering military prisoners, hostages, and innocent civilians is not viewed as wrongful, immoral. In a 2008 study produced by the Combating Terrorism Center at West Point, numerous foreign fighters sent to Iraq from Syria had listed their occupations as “suicide bombers,” viewing themselves as expendable.

What was particularly interesting in ISIS: Inside the Army of Terror was the authors’ discussion of misguided and failed responses of state actors, particularly the US, Iraq, and Syria to ISIS woven through the text. Each state became alert to the opportunity to respond to ISIS with either force or manipulate ISIS for its own purposes. In each case, officials of the respective countries made the wrong choice. The administration of US President Barack Obama refused to take seriously what journalists and members of humanitarian aid and relief organizations on the ground were reporting about ISIS as well as what the administration officials were seeing for themselves in news media videos. Its murderous activities revealed ISIS as more than just another Islamic militant group fighting the Assad regime under the Syrian Opposition Movement’s umbrella. Still, the administration minimized the threat that ISIS posed. As the authors explain, “Five months before the fall of Mosul, President Obama had regrettably dismissed ISIS in an interview with the New Yorker’s David Remnick as the ‘jay-vee’ squad of terrorists.” Retired or anonymous senior officials in the US intelligence community occasionally leaked assessments of ISIS as something more formidable, but their efforts were always quieted. In no small part due to the Obama administration’s delinquency, Al-Qaeda linked Islamic militant groups in Syria reached a considerable size and strength. Having become a fixture in Syria guaranteed they would hobble a transitional Syrian government, and lead to its eventual collapse. Unlike the secular groups and moderate Islamists in the opposition, they would never cease their struggle for control of Syria under any deal. The goals of ISIS and similar groups were never compatible with those the Syrian Opposition Movement. While mainstream FSA forces were directed at creating the basis for a transition to a democratic style government in Damascus for all Syrians, ISIS and Al-Qaeda affiliated groups sought to create an Islamic state on Syrian territory. Since 2014, the US has been working on the margins, training and equipping of Syrian Opposition forces and Kurdish forces. It has also led a coalition of countries in an air campaign against ISIS. Weiss and Hassan provide evidence that puts the effectiveness of both operations in question.

Five months before the fall of Mosul, Obama dismissed ISIS in an interview as the “jay-vee” squad of terrorists. Due in part to the Obama administration’s delinquency, groups as ISIS reached considerable size and strength in Syria and Iraq. Since 2014, the US has been working on the margins, training and equipping of Syrian Opposition forces and Kurdish forces and leading a coalition in an air campaign against ISIS. Evidence provided by Weiss and Hassan puts the effectiveness of those operations in question.

When the US invaded Iraq, Weiss and Hassan explain Zarqawi found some of his most enthusiastic champions among the remnants of one of the very “near enemies” he had declared himself in opposition to: Saddam Hussein’s Baathist regime. Deal making between former regime military and security service leaders and Al-Qaeda made ISIS, then AQI, a potent foe for the US-led coalition. At the top of the Iraqi collaborators with al-Qaeda was Iraqi Vice President Izzat Ibrahim al-Douri. Long before US forces entered Iraq, Douri had established a state sanctioned organized crime network to evade UN sanctions. His networks were tied into the Iraqi security services such as the Special Security Organization (SSO). SSO was the most powerful security apparatus in prewar Iraq and was in charge of the Special Republican Guard and Special Forces. The safe houses of suicide bombers were adjacent to the homes of SSO officers. The SSO could also make use of an underground apparatus constructed by Saddam Hussein for counterrevolution against rebellious Shia and Kurds. The authors cite the work on the Second Gulf War by Michael Gordon and Bernard Trainor, The Endgame: The Inside Story of the Struggle for Iraq, from George W. Bush to Barack Obama (Vintage Books, 2013) in which they stated “networks of safe houses and arms caches for paramilitary forces, including materials for making improvised explosives, were established throughout the country.” Those networks proved invaluable to the insurgency. Added to the mix was the impact of Saddam Hussein’s Faith Campaign, designed to marry Baath ideology of regime elite with Islamism, which he also put in the hands of Douri. While Saddam Hussein hoped to reach into the society of Islamist scholars with his intelligence officers to control them, the authors indicate they were influenced by Salafist teachings. Loyalties had already shifted from Saddam Hussein to the Salafists before the invasion. By October 2003, when Osama bin Laden called for foreign fighters to enter Iraq, members of Saddam Hussein’s regime had already established “rat lines”—corridors for foreign fighters—to transport them to a variety of terrorist cells and organizations around the Middle East and North Africa. An Iraqi general named Muhammed Khairi al-Barhawi was reportedly given the responsibility for training jihadists. The authors cite a US military source as saying the idea behind this effort was one could avoid strikes from terrorists by understanding who they were and keeping them close. Most of the current top decision makers, planners, in ISIS are former officers of Saddam Hussein’s military or security services. The authors explained that the ability of ISIS to mobilize and deploy fighters with a professional acumen that had impressed the US military. ISIS has a sophisticated intelligence-gathering apparatus that infiltrates rival organizations and silently recruits within their ranks before taking them over, routing them in combat, or seizing their land. Despite possibly participating in crackdowns ordered by Saddam Hussein against the Kurds and Shia, former regime military and security officers perhaps never foresaw themselves as being the force behind the endless killing of countrymen they once swore to defend and the disintegration of the country they once swore to protect. Lucius Quintus Cincinnatus, the renowned Roman dictator, speaking against his reelection to the consulship spoke words apropos for the members of the Saddam Hussein’s military and security forces who have assisted ISIS. He stated, “Go on Conscript Fathers to imitate the inconsiderate multitude, and you who ought to show an example to the rest rather follow the steps of others in a wrong cause then guide them into the light.” Nosce te ipsum! (Know thyself!)

They have allowed ISIS to mobilize and deploy fighters with a professional acumen and operate a sophisticated intelligence-gathering apparatus. Despite possibly participating in crackdowns ordered by Saddam Hussein, former regime military and security officers perhaps never foresaw themselves as being the force behind the endless killing of their fellow countrymen and Iraq’s disintegration.

In looking at the Syrian civil war, the authors explain that despite the Assad regime claims of being a victim of ISIS, Assad regime officials collaborated with Iraqi Baathists and Salafist militants, even before Saddam Hussein’s regime was brought down, to facilitate the movement of foreign fighters into Iraq to destabilize the US-led Coalition’s occupation. In doing so, they created the fertile conditions for such terrorism to take root inside Syria. Among the evidence, they report that in 2007, the US Central Command captured “a Saddam Fedayeen leader involved in setting up training camps in Syria for Iraqi and foreign fighters.” That same year in Sinjar, US forces also killed “Muthanna,” a man designated as Al-Qaeda’s emir for the Syria-Iraq border region. Muthanna reportedly possessed a cache of useful intelligence which became known as the Sinjar Records. The Sinjar Records indicated that foreign fighters were entering Iraq from the Syrian Province of Deir Ezzor, typically using the Syrian border town of Albu Kamal, which is adjacent to the Iraqi city of Qa’im. It was in Qa’im that Zarqawi established his headquarters after fleeing Fallujah in 2004. Most of the foreign fighters that moved into Iraq from Syria were hosted by Assad’s brother-in-law, Assef Shawkat. Working with Shawkat from Al-Qaeda was Badran Turki Hishan al-Mazidih or Abu Ghadiyah a Mosulawi from Iraq. He was named chief of AQI logistics by al-Zarqawi in 2004. Just as his predecessor Sulayman Khalid Darwish was killed by the US Joint Special Operations Command (JSOC) in 2005, Ghadiyah was killed by JSOC in 2008 and was succeeded by Abu Khalaf, who was killed by JSOC in 2008. Yet, the rat lines from Syria to Iraq remained open. It was through diplomatic talks between the US State Department’s Coordinator for Counterterrorism, Daniel Benjamin and Assad’s Director for General Intelligence, Ali Mamlouk, that an agreement for Syria to halt the flow of foreign fighters to Iraq was quelled. Many of the foreign fighters who had move through Syrian rat lines to Iraq found themselves, upon their return, collated and arrested by the same Syrian intelligence service that facilitated their travel. Yet, in an odd twist, the Syrian Government saw opportunity in releasing them. Indeed, when the Syrian Revolution started they were released under a General Amnesty on the advice of Syrian intelligence officers who reportedly told Assad that although there were disadvantages to freeing them, there were was advantage, opportunity, because it would convince the world that the Assad regime was facing Islamic terrorism. That misguided act appears to have resulted in one of the worst cases of blowback in modern history. Invitat culpam qui peccatum praeterit. (Pardon one offense and you encourage the commission of many.)

Despite the Assad regime’s claims of being a victim of international terrorism, Assad regime officials collaborated with Iraqi Baathists and Salafist militants, even before Saddam Hussein’s regime was brought down, to facilitate the movement of foreign fighters into Iraq to destabilize the US-led Coalition’s occupation. In doing so, they created the fertile conditions for such terrorism to take root inside Syria.

Russia is the latest state actor to respond to ISIS. As Weiss and Hassan explained, of all the foreign fighters that have come to Iraq, ISIS holds fighters from South Russia in the highest regard. Chechens as a rule are viewed by the other fighters as the most formidable warriors. The possibility that Russian fighters with experience in Iraq and Syria may return home to engage in terrorist activities remains one of Russian Federation President Vladimir Putin’s greatest concerns. By intervening in Syria with the Russian Federation Armed Forces, Putin seeks to prevent Syria from becoming a starting point for the movement of ISIS fighters into Russia. However, Putin also seeks to protect the Assad regime and support its ally Iran in-country. He certainly has no intention of allowing an ISIS presence in Syria of a size and strength capable of forcing Assad from power. Some complain that Russia has done little directly against ISIS. Yet, the manner and pace of Putin’s actions are likely influenced by concerns he would disrupt and defeat ISIS only to allow the Syrian Opposition Movement to maneuver with US and EU assistance to undercut Assad. To that extent, efforts to comfort the Syrian Opposition forces will likely impact Russia’s approach. What most likely matters most to Putin is the outcome. Festina lente! (Make haste slowly!)

Big Guns in East Ukraine Fall Silent: Will the Donbass See Peace or Surreptitious Moves by Putin?

The Azov Battalion is a far-right neo-Nazi all volunteer infantry unit, armed by Ukraine’s Ministry of Internal Affairs. The vicious fighting seen in the Donbass, Putin’s record of moves elsewhere, and portrayals of him cast doubt that peace can be found in the region. However, the prospect for peace still exists.

According to a September 1, 2015 Reuters article entitled “Big Guns in East Ukraine Fall Silent, Two More Die from Wounds in Kiev,” a fragile ceasefire agreed to by the Ukrainian Government and pro-Russian separatists on August 26, 2015, appears to have held. The agreement appealed to the human side of the belligerents, required a halt in fighting in recognition of the start of the school year on September 1st. The Minsk Agreement, signed on February 12, 2015, was supposed to have established just such a ceasefire once signed. However, following its signing, a succession of violations reportedly occurred in both the Donetsk and Luhansk oblasts—administrative divisions—in which artillery and other weapons were used. Both sides accused the other of violations in which Ukrainian soldiers and pro-Russian separatist fighters were killed. The September 1st ceasefire was arranged under the auspices of the Organization for Security and Cooperation in Europe (OSCE). The three-party Contact Group, which includes representatives of the Ukrainian Government, the Russian Government, and pro-Russian separatists in Donetsk and Luhansk hammered out the document.

The Minsk Agreement represents the beginning of the real peace in the Donbass region. Its terms include: an immediate ceasefire; a buffer zone separating heavy weapons of both sides, with a minimum buffer zone of 50km for 100mm artillery and up to 140km for rockets; effective verification by the OSCE; amnesty and release of all hostages and illegally detained people; safe access, storage, delivery, and distribution of humanitarian aid to the needy; restoration of government pensions and other welfare payments for civilians in the east; the restoration of Ukrainian control of the banking system in areas affected by the conflict, pull out of all foreign military formations, military equipment, and mercenaries from Ukraine under OSCE monitoring; the disarmament of illegal groups; full Ukrainian control over the eastern border, after local elections under Ukrainian law and a constitutional deal on the future of Donetsk and Luhansk by the end of 2015. For now, the contested areas will remain “bricked in.” The direction which the region may turn will be determined either by the US, EU and Ukrainian Government, intent to keep all of the Donbass in Ukraine, albeit with part of its population reluctant to live under Kiev’s control and by Russia and pro-Russian separatists intent on establishing the region’s independence and aligning it more closely with Moscow. What nettles the US, EU and the Ukrainian Government, now committed to a westward orientation, is the considerable effort they say Russian Federation President Vladimir Putin has invested in grabbing territory in the Donbass and eventually all of Ukraine as it sits in Russia’s “near abroad.” To them, Putin has created something from nothing that preexisted: contemptuous murmurs against Ukrainian identity, language, and national symbols suddenly became rebel yells for secession. They feel Putin now has additional space in Ukraine from which he can exert his influence in the region. (The US, EU and Ukraine claim Putin illegally swallowed up Crimea in 2014.) Conversely, Putin insists the administration of US President Barack Obama caused the conflict in the Donbass. He remarked after meeting US Secretary of State John Kerry on May 12, 2015, “They [the US] should not have supported the anti-constitutionalists’ armed coup that led to a violent confrontation in Ukraine, a civil war in fact.” He also views US efforts in Ukraine as part of an attempt to isolate Russia. Facinus quos inquinant aequat. (Guilt equates all who share in guilt.)

Members of Putin’s comitatus such as Russian Defense Minister Sergei Shoigu and Chief of the General Staff of the Armed Forces of the Russian Federation, General Valery Gerasimov have reportedly expressed the same sentiment that Russia is only acting in response to Western behavior toward it. Now that the parties appear to be adhering to the Minsk Agreement’s terms, and after a year and half of extremely violent battles and firefights, Moscow would unlikely use the same “hybrid warfare” approach—the blend of unidentified troops, propaganda and economic pressure—seen in Crimea, or some other military approach to capture the remainder of Donetsk and Luhansk. Due to the Minsk Agreement, Putin is no longer encumbered by having to do everything in secret. Putin may engage in diplomatic moves and decisive action in the Donbass akin to that seen in Georgia to gain firmer grip on pro-Russian separatist held territory.

In 2008, pro-Russian separatists in the South Ossetia and Abkhazia regions of Georgia, along with Russian Federation troops, fought a war for independence against the Georgian Government. Once peace was established between the warring parties by then-French President Nicholas Sarkozy, Russia occupied the two rebellious regions and continues to do so today. Russia also recognized their independence. There was little Georgia could do to recover the regions, yet it had the support of the US, and the EU. On March 3, 2015, a Russian-South Ossetian Treaty of Alliance and Integration was signed, effectively granting Moscow control of South Ossetia’s foreign policy, border, and security. In November 2014, Putin signed a similar accord with Abkhazia entitled the Russia-Abkhazian Agreement of Alliance and Strategic Partnership which meant in practice Moscow is responsible for the customs, defense, and security of the breakaway republic. When the Russian-South Ossetian agreement was revealed, the EU Foreign Policy Coordinator Federica Mogherini declared, “The agreement undermined efforts to strengthen security and stability in the region.” She further stated, “This ‘treaty’—which includes references to a transfer of powers in some areas—clearly violates Georgia’s sovereignty and territorial integrity.” Some observers believe the treaty set the region up for annexation by Russia. Most recently, pro-Russian separatist security forces moved border fences in the South Ossetia and Abkahzia further into Georgia’s territory.  By parsing out the events observed in South Ossetia alone, a possible approach Putin might use in the Donbass is revealed. Three main steps of that approach could include: 1) securing territorial gains via humanitarian assistance; 2) legitimizing independence and Russian influence via “diplomacy”; and, 3) quiet expansion.

Above is a satellite image of Russian Federation weapon systems being moved into Ukraine. The US, EU, and Ukrainian Government accuse Russia of arming pro-Russian separatist forces in the Donbass. Given the Minsk Agreement, Putin would unlikely use the “hybrid warfare” approach seen in Crimea. He will no longer need to do things in secret. Putin may engage in diplomatic moves and decisive action to gain a firmer grip on the Donbass.

Securing Territorial Gains via Humanitarian Assistance

Et genus et formam Regina Pecunia donat. (Money like a queen bestows both rank and beauty.) In addition to economic support provided by Kiev to Donetsk and Luhansk in the near term under the Minsk Agreement, Russia may provide a considerable amount of aid in Russian rubles to the Donbass, perhaps initially cloaked. It could also continue to provide humanitarian aid using truck convoys. Russia could provide financial support to pro-Russian separatist political organizations. To encourage ethnic-Russians to remain in Donbass, Russia may assist directly in the reconstruction of ethnic-Russian communities, focusing on the robust reconstruction of schools churches, community centers, and infrastructure projects that meet the needs of those communities. Comparable aid would likely fail to reach ethnic-Ukrainian and other communities not linked to, or falling within the territorial lines of, the pro-Russian separatist movement. Nations aligned with Russia could be encouraged to provide recognition of Donetsk and Luhansk as independent regions. Russia could enable pro-Russian separatists in Donetsk and Luhansk to defend themselves even better with new Russian armaments and training from Russian military advisers acting covertly given that under the Minsk Agreement, the two regions remain the sovereign territory of Ukraine. (The US, the EU, and Kiev have already accused Russia of arming the separatists.) Russia would unlikely withdraw its forces bordering the Donbass and could possibly increase the measure of those forces to create the capability to rush into the region to secure the peace if fighting resumed between the opposing parties.

In a similar way, Russia had already invested 43 billion rubles in South Ossetia and Abkhazia over the past six years. The border between South Ossetia and Georgia was closed, precluding the Georgian Government from influencing events in its former territory. Russia had considerable influence in the pro-Russian separatist political organizations. Western observers view South Ossetia leadership a puppet government under Moscow’s control. The ethnic-Georgians in South Ossetia drifted off. With the border closed, those who wanted to return could not. The loss of South Ossetians opposed to independence eliminated meant there were no opposing political movements, and internal security and stability could be maintained more easily. The presence of Russian troops in South Ossetia has obviated the possibility that Georgia might retake its territory. Russian troops there have remained on a war-time footing and have not moved to prewar locations as Georgian forces have. Moscow had Nicaragua, Nauru, and Venezuela join it in recognizing the independence of South Ossetia as well as Abkhazia.

What nettles the US, EU, and the Ukrainian Government is the considerable effort they say Russian Federation President Vladimir Putin has invested in grabbing territory in the Donbass. They feel Putin now has space in Ukraine, in addition to Crimea, from which he can exert his influence in the region. Conversely, Putin insists the administration of US President Barack Obama caused the conflict in the Donbass.

Legitimizing Independence and Russian Influence via “Diplomacy”

Et mihi res, non me rebus subjungere conor. (I suit life to myself, not myself to life.) Even under the best conditions created for Kiev as the terms of the Minsk Agreement are fulfilled, Putin may still move to establish treaties with both the “Donetsk People’s Republic” and “Luhansk People’s Republic” giving Russia control over their economic activity. Residents in both oblasts would be provided with easier access to Russian citizenship. If the balance of the two regions’ populations were to swing more heavily in the pro-Russian separatists favor, or even if not, Russia may formally guarantee that salaries of government workers in the Donbass would be paid by Russia, “to kindly take the financial strain off of Kiev.” Despite the terms of the Minsk Agreement, both the Donestsk People’s Republic and the Luhansk People’s Republic governments would be directed by Russia to push hard to turn border control over to Russia through talks, also ostensibly to make things more convenient for Kiev. Russia could formally take charge of the military operations of the pro-separatist security forces in Donetsk and Luhansk. A joint security zone could be created between Russia and the two “governments.”

Analogously, the Russian-South Ossetian Treaty of Alliance and Integration allowed Russia to formally take charge of South-Ossetia’s economy and military. South Ossetia will receive 9 billion rubles ($147 million or €140 million) in aid over three years. Government salaries and pensions were raised to a level comparable with those received in Russia’s North Caucasus. Putin himself stated a joint defense and security zone would be created between the two countries. South Ossetian leader Leonid Timorov explained: “Russia could guarantee security from Western reaction.” Border crossings for customs agencies would also be integrated. That was made easier because the border crossings with Georgia were already closed.

By parsing out the events observed in South Ossetia following its 2008 war for independence against the Georgian Government, a possible approach Putin might use in the Donbass is revealed. Three main steps of that approach could include: 1) securing territorial gains via humanitarian assistance; 2) legitimizing independence and Russian influence via “diplomacy”; and, 3) quiet expansion.

Quiet Expansion

Alitur vitium vivitque tegendo. (Vice is nourished by being concealed.) After a few short years of the ceasefire and other urgent and important matters may capture Kiev’s attention, pro-Russian separatists in Donetsk and Luhansk may find opportunities to encroach into territory perhaps no longer vigilantly guarded by the Ukrainian Armed Forces or volunteer units. If Russia and the new “people’s republics” were to reach some defense and security treaty by that time, Russian Federation troops would be able to stand beside pro-Russian separatist forces in the expanded territory. Russia could also begin to provide economic and humanitarian aid to those segments of Ukrainian held territory of the Donbass the Kiev may not be able to support sufficiently. Freedom of movement may allow for inhabitants of the region who have applied for Russian citizenship, or possess it, to move into heavily damaged villages and abandoned areas, where Ukrainian combatants have withdrawn. They could resettle and begin reconstruction in them. Russia could declare its intention to defend its “compatriots” entering those areas. Russian and pro-Russian separatist flags would soon be seen further eastward in the Donbass. When possible the expansion of pro-Russian territory may also be aimed at encompassing important infrastructure facilities, particularly gas and energy related sites, and key roadways.

Likewise in South Ossetia, Russian backed security forces reportedly moved a border fence with Georgia, taking more territory for Russian control. Those same security forces armed with assault rifles were also seen crossing into Georgian controlled territory and tearing down a Georgian flag. As a result of pro-Russian separatists moving border fences deeper into Georgia, some villages have been cut in half by Russian separatist forces. Reportedly, people have gone to sleep Georgian and have awakened as members of a breakaway territory. By moving one fence, pro-Russian separatists managed to place 1.6 km of the Baku-Supsa pipeline in the pro-Russian separatist territory. One fence was moved far enough to grab 500 meters of Georgia’s E60 Highway, which is the main road linking the Black Sea to Azerbaijan.

Ukrainian Government faces an economic crisis and a variety of other domestic difficulties to include challenges from a far-right neo-Nazi movement. The Donbass is a net consumer of foreign imports, is dependent on Russian gas, and is a rustbelt requiring trillions of dollars in investment. Those realities along with seeing the effects of a few years of rain and wind on the ruins of cities and towns in the Donbass may make Kiev less eager to wrestle with Moscow for the hearts and minds of its inhabitants.

The Way Forward

Omni mutantur nos et mutamur in illis. (All things change, and we change with them.) For Ukrainian President Petro Poroshenko, it will be torturous enough to lead an emerging European nation that is facing an economic crisis, and a variety of other domestic difficulties to include challenges from a far-right neo-Nazi movement. Keeping all of the Donbass in Ukraine is the cause of honor now. Yet, after focusing on additional issues over time, numbness may develop toward the intractable situation in the region. New moves by pro-Russian separatist and Russia in the Donbass may no longer be alarming enough to pierce that numbness. The Donbass is a net consumer of foreign imports and is dependent on Russian gas. It is considered a rustbelt needing to be refitted at the cost of trillions of dollars Kiev does not have. Despite receiving economic aid from the West, Ukraine, itself, may never see an economic upturn. After seeing the effects of a few years of rain and wind on the ruins of cities and towns in the Donbass, Kiev may no longer be eager to wrestle with Moscow for the hearts and minds of the oblasts’ inhabitants. The Ukrainian Armed Forces are not a spent force, but they could hardly surmount a genuine threat posed by Russian Federation Armed Forces. US and EU efforts to train and equip the Ukrainian Armed Forces cannot change that. Further regarding the West, it is difficult to determine how much pressure it would be willing to exert against Russia over Ukraine through sanctions in the future.

It has been said that the cynic knows the price of everything and the value of nothing. The analysis presented in here may appear cynical. It imputes on Putin a lust for power and the intent to simply acquire greater territory and control in Russia’s near abroad. However, Putin has been portrayed that way here for the purpose of debate. There is value in the Minsk Agreement. That value is a ceasefire, lives saved, and ability of the region’s inhabitants to contemplate peace. Adherence to the terms of the Minsk Agreement by Russia and pro-Russian separatists nudged by Russia is not a notional idea; it is reality. The Minsk Agreement and the September 1st ceasefire represent positive change and a genuine restart to diplomatic activity over the Donbass. Much more is required of the agreement’s signatories. Through regular communication via the Contact Group and the good offices of the OSCE, perhaps peace will develop in the Donbass.

Ukraine, Rebels Reach Preliminary Deal to Broaden Weapons Withdrawal; No Progress in Repairing US, EU Relations with Russia

Two pro-Russia, separatist fighters in Eastern Ukraine (above) hold their position in a gun battle. Ukraine is a main source of tension between the West and Russia. The US and EU accuse Russia of arming the separatists and sending troops to Ukraine. Russia says the US engineered a coup which led to the conflict. The US and EU placed restrictions on Russia’s trade and economic activities in reaction. Russia took “retaliatory, protective measures.”

According to a July 21, 2015 Reuters article entitled “Ukraine, Rebels Reach Preliminary Deal to Broaden Weapons Withdrawal,” the Contact Group involving Ukraine, Russia, and the pro-Russia separatist of the eastern Donetsk and Luhansk regions agreed to extend the pull back of weapons in East Ukraine to include tanks and smaller weapons systems. The meeting was held in Minsk, Belarus under the auspices of the Organization for Security and Cooperation in Europe (OSCE). More than 6,500 people have been killed in fighting which began in April 2014 between Ukrainian government forces and the pro-Russia separatists. Under the Minsk Ceasefire Plan of February 12, 2015, weapons under 100mm should have been withdrawn already. However, both sides accuse the other of continually using heavy artillery fire and report causalities almost daily. The Minsk Ceasefire Plan requires in part: an immediate ceasefire; a buffer zone separating heavy weapons of both sides, with a minimum buffer zone of 50km for 100mm artillery and up to 140km for rockets; effective verification by the OSCE; amnesty and release of all hostages and illegally detained people; restoration of government pensions and other welfare payments for civilians in the east; and, full Ukrainian control over the eastern border, after local elections under Ukrainian law and a constitutional deal on the future of Donetsk and Luhansk by the end of 2015.

Ukraine is a main source of tension between Russia and the West. The West has criticized Russia for annexing the Crimean peninsula and has accused Russia of arming rebels in eastern Ukraine. Russian opposition activists published a report, originally compiled by slain Russian statesman and politician, Boris Nemtsov, alleging that 220 Russian soldiers had died in two key battles in eastern Ukraine. However, Russia denies arming the rebels or sending troops there. Russian Federation President Vladimir Putin holds the US responsible for the conflict. He remarked, “They [the US] should not have supported the anti-constitutionalists’ armed coup that in the end led to a violent confrontation in Ukraine, a civil war in fact.” It was also seen as an effort to isolate Russia. As discussed in the July 16, 2015 greatcharlie post entitled “Russia Is Top US National Security Threat Says General Dunford; That Should Make It the Top Priority for US Diplomacy,” some European leaders made efforts to resolve issues with Putin. German Chancellor Angela Merkel, French President François Hollande, and Ukrainian President Petro Poroshenko worked with Putin to devise the February 12, 2015 Minsk Ceasefire Plan. Yet, they have made little significant progress otherwise regarding Europe. There have been intermittent contacts between US President Barack Obama and Putin, but relations seem best handled by their chief diplomats, US Secretary of State John Kerry and Russian Federation Foreign Minister Sergei Lavrov.

On May 12, 2015, Kerry spent four hours with Putin for what Kerry characterized as a “frank meeting” at the Russian Black Sea resort of Sochi. Kerry also spoke four hours with Lavrov. It was Kerry’s first visit to Russia since May 2013. Both sides, face to face, fully presented their positions. Lavrov said Russia was ready to co-operate with the US but only on an “equal basis” and without coercion. He commented on the Russian Foreign Ministry website that attempts to pressure Russia through sanctions would only lead to a “dead end.” Kerry said it was critically important that the Minsk Ceasefire Plan be fully implemented in eastern Ukraine. He stated that US and EU sanctions against Russia could only be scaled down “if and when” that happens.

It is uncertain whether full compliance will be reached. It seems almost equally uncertain resolution can be found soon to revive soured relations between Russia and the West. Making the best military preparations possible through NATO is necessary. Still, it may not be useful for the US and EU to pressure Russia militarily as options available to NATO fail to provide real advantages. Many Western political leaders seem unwilling to commit to a costly, long term, concerted military build-up to deter what NATO alleges are Russian plans to push westward. That almost assures limitations will exist in NATO ability to use its collective military power. Putin is aware of those limitations. The US and EU should place even greater emphasis on resolving problems with Russia through diplomacy. Pushing toward military action may create conditions for matters to escalate beyond any rationale actors’ liking. Ducunt volentem fata, no lentem trahunt. (Fate leads the willing soul, but drags along the unwilling one.)

Pressuring Russia militarily may not be useful. More emphasis must be placed on resolving issues diplomatically.

Causality for the Dispute Between the West and Russia

The Roman Emperor and Stoic philosopher, Marcus Aurelius Antoninus Augustus said, “We are too much accustomed to attribute to a single cause that which is the product of several, and the majority of our controversies come from that.” It may be mistaken causality to find some great plan in all that has occurred between Russia and the West. As explained, Putin insists that he is only acting in response to Western behavior toward Russia. Speaking at a conference in Moscow on April 16, 2015, Russian Defense Minister Sergei Shoigu explained: “The United States and its allies have crossed all possible lines in their drive to bring Kiev into their orbit. That could not have failed to trigger our reaction.” The Chief of the General Staff of the Armed Forces of the Russian Federation, General Valery Gerasimov stated at the same conference, “Considering themselves the winners of the Cold War, the United States decided to reshape the world to fit its needs.” He further explained, “It’s clear that measures taken by NATO to strengthen the bloc and increase its military capabilities are far from being defensive.” Nonetheless, nothing Russian officials might say could dissuade most in the US and EU from believing Putin is driving events forward.

After studying Putin’s actions in Ukraine, including his seizure of Crimea, the National Defense Academy of Latvia concluded that Russia’s ultimate aim is to introduce “a state of permanent war as the natural condition in national life.” The governor of Odessa, Ukraine, Mikheil Saakashvili, who was appointed by Ukrainian President Petro Poroshenko, has proffered: “There is no way that they [Russia] will not go into the Baltics next. There is no way they will not revisit Georgia or Azerbaijan. Putin is obsessed with the idea of testing NATO—this was clear in my long conversations with him.” NATO Supreme Allied Commander US Air Force General Philip Breedlove explained “there must still be a dialogue with Russia, but conversations with the country must be done from a position of strength.” In his view, Russia broke with a policy two decades long of cooperation and embarked on what he called “a far different course.” He described that course as one “that shifts the relationship between Russia and the West from strategic cooperation to one of strategic competition. This is not a temporary aberration, but the new norm, according to Breedlove. US Air Force Secretary Deborah James, in addressing Russian actions, said “The biggest threat on my mind is what’s happening with Russia and the activities of Russia.” She further stated, “It’s extremely worrisome on what’s going on in the Ukraine.”

While trying to formulate and implement approaches to the situation with Russia, US Secretary of Defense Ash Carter also decried Putin’s actions. Carter said, “One of [Putin’s] stated views is a longing for the past and that’s where we have a different perspective on the world and even on Russia’s future.” Carter declared, “The United States will not let Russia drag us back to the past.” Carter accused Moscow of trying to re-create a Soviet-era sphere of influence. He went on to state, “We’d like to see us all moving forward, Europe moving forward, and that does not seem to be his stated perspective.” Carter encouraged Europe to keep up the sanctions—which he called the best tool—for as long as it takes to change Russia’s calculations. Commune periculum concordian parit. (Common danger begets unity.)

Carter insisted that NATO “will not rely on the Cold War playbook,” citing instead a combination of military and non-military tools, including sanctions. Indeed, US officials say Ukraine has illustrated the importance of being able to counter “hybrid warfare”, the blend of unidentified troops, propaganda and economic pressure that the West says Russia has used there. In June 2015, Carter confirmed that the US would contribute special operations forces, intelligence and other high-end military assets to a new NATO Very High Readiness Joint Task Force (VJTF) as part of the 40,000 troop strong NATO Response Force (NRF). The VJTF will be a multinational brigade with up to five battalions, about 5,000 troops, supported by air, maritime, and special operations assets. Some elements will be able to move in 2 to 3 days based on warnings and indicators of a potential threat. The VJTF’s purpose, in part, is to deter any future actions by Russia. The US support would include intelligence, surveillance and reconnaissance assets—which can include drones or manned aircraft—as well as special operations forces, logistical expertise and high-end US military assets. Carter also said it would include airlift and precision joint fire capabilities, which could include anything from land-based artillery to air support or naval firepower.

In an ordered universe, one expects every action to have an equal and opposite reaction. Using life experience or empirical testing, one might predict reactions from certain actions. One expects to see patterns. Yet this is a world that is also bit off kilter. After alienating Putin by preventing him from further participation in the G-8, and hitting many of his close associates, their business interests, and Russian industries with sanctions, the US and EU expected him to back off of Ukraine and Eastern European states. Yet, those who believed sanctions and other coercive means, and deploying small sets of US forces to the Baltic States and Poland would modify Putin’s behavior are in the cradle intellectually. On the world stage, Putin will never allow Russia to be perceived as wilting before what he views as Washington’s effort to establish total dominance. He will resist and counter pressures. He wants the US and EU to take into account Russia’s interests on Ukraine and other issues. Soothing Putin’s ego cannot be the goal of talks. However, reestablishing normative behavior and positive relations by surmounting contentious issues must be. For talks to work, all issues must be tabled and hashed out.

On May 15, 2015, the Telegraph published a map of Russian incursions in NATO airspace and waters since September 2014. The map indicates Russia probed every approach to Western targets. NATO jets scrambled and warships sped to meet the intruders. The incursions are partly Putin’s response to support the US and EU has given Kiev, especially military assistance, and NATO’s deployment of forces in the Baltic States and Poland.

Hybrid Warfare and Other Russian Military Options

US officials say Ukraine has illustrated the importance of being able to counter “hybrid warfare,” the blend of unidentified troops, propaganda and economic pressure that the West says Russia has used there. Yet, it would be somewhat unlikely that Shoigu, Gerasimov, or senior officers of security organizations such as the Director of the Russian Main Intelligence Directorate, Lieutenant General Igor Sergun, in considering how to cope with the NRF and smaller VJTF, would again use the tactics seen in South Ossetia and Abkhazia in Georgia, and in Crimea, Donetsk, and Luhansk in Ukraine. It would be counter-intuitive for them to use the tactic which NATO is best organized to oppose. If instead of a hybrid attack, Putin ordered a Russian force, overwhelming in size and combat power, to quickly engage the VJTF on the ground, it might be futile for the VJTF or NRF to attempt to handle it, even if the absolute maximum amount of pre-positioned weapon systems and ordinance were made available.

In the best case scenario for NATO, Russia could rush into a neighboring country using with heavy armored and mechanized units, highly mobile infantry, combat service units, and combat service support units painstakingly massed along their mutual border. That approach would provide NATO with warning and sufficient time to react. Indeed, using time available, the VJTF could deploy to a NATO ally in advance of any significant Russian movement. The VJTF would be able to set up its defenses, making use of prepositioned systems and ordinance. Air power would be made available to support dynamic defensive actions and negate opportunities for Russian forces to overwhelm units. Preparations to move the NRF and reinforcements from all NATO allies would get underway. Putin would need to choose whether to clash with the VJTF or retreat unable to secure its objectives without displacing the NATO force. Perhaps his decision would rest on how soon the NRF and reinforcements would arrive to support the force before the Russians inflicted catastrophic losses upon it. Establishing surprise and minimizing resistance are among the main advantages of using hybrid warfare. To achieve those advantages again, Russia may not engage in a large, very visible build-up at its border and transport troops by truck. Instead, it might rapidly deploy forces from bases well inside Russia, prepped under the guise of military exercises, and fly them into a neighboring state, massing at key points.

Before NATO deployed the VJTF or NRF, political leaders among the Allies would need to decide in advance whether those forces would fire the shot to likely start World War III. Sending the VJTF into an ally’s territory to link up with local forces already engaged with Russian forces would guarantee NATO and Russian forces would clash. If the objective is to independently displace Russian forces from key points or to expel it, the VJTF will again be required to fight Russian forces. To get in country, the VJTF and NRF would need to hope Russian forces would not destroy air bases and other facilities upon which NATO fighter support and jet and helicopter transports deliver reinforcements and materiel. If the VJTF cannot get to the targeted ally’s territory first, Russia would likely try to destroy or displace the ally’s forces by massing numerically superior forces and firepower, quickly securing key points. Air cover and close air support for Russian troops could be flown in from the Russia. Russian reserve units and logistical support could also be brought in quickly from Russia.

Regarding NATO’s reinforcement of the VJTF and NRF or efforts to retake territory, Russia would most likely create a non-permissive environment for that. It would be impossible for NATO to execute landings in Europe similar to those at Normandy during Operation Overlord in 1944. Although NATO air power might be used to destroy the Russian force, the Russians might also use air power and powerful conventional weapons to destroy the VJTF and follow-on NRF and interdict reinforcement from neighboring states. If NATO forces proved unable to halt and expel the Russian force, options other than retreat would be needed. As in the Cold War, the use of tactical nuclear weapons to destroy the Russian force—which is not being advocated here—might be considered. The VJTF could be publicly declared a trip wire to trigger their use. Protocols on using the weapons would need to be drawn up and approved by the Allies. Europe would again face the prospect of becoming a nuclear battlefield.

In pace, ut sapiens, aptarit idonea bello. (In peace, like a wise man, he appropriately prepares for war.) Since Washington has decided to cut 40,000 troops from the US Army’s ranks by 2017, the US will not be able to cover any gaps in NATO’s strength without earmarking a sizeable portion of its forces primarily for that task. There are 65,000 US military personnel from all branches of the armed forces in Europe; 38,000 are stationed in Germany. Those numbers continually drop. For the US Army, a drawdown of forces has already meant cutting 10,000 soldiers—including two brigade combat teams—from Europe. Another 1,700 soldiers will be cut over the next three years as part of the latest round of reductions, leaving about 30,000 soldiers forward stationed in Europe. US Army Chief of Staff General Ray Odierno has noted the deleterious effect that the new cuts will have on US forces in Europe which are already being reduced. Working apparently within parameters of what is politically feasible, Odierno developed plans to position an additional stockpile of heavy equipment in Germany large enough to supply one combat brigade. It would include tanks and infantry fighting vehicles. It would facilitate the deployment of US units in a crisis. The new stockpile would supplement the smaller sets of armored and mechanized equipment, self-propelled howitzers, and other gear—enough to arm one combat brigade also—that the US Defense Secretary pledged to position in Estonia, Lithuania, Latvia, Bulgaria, Romania and Poland. Carter said that equipment will be moved around Europe for training and exercises. Odierno also expressed the intent to designate the entire US 4th Infantry Division as a regionally aligned force for Europe. That would mean the division’s combat, combat support, and combat service support units would regularly deploy to Europe to engage in military exercises. The division’s intelligence officers would be able to focus on the actions and intentions and the relative strengths and weaknesses of Russian forces. The division’s planners would become more familiar with allied capabilities. Only one brigade, the 1st Armored Brigade Combat Team of the US 3rd Infantry Division is aligned to Europe.

Western military planners of a few decades past could have hardly imagined that against a potentially aggressive Russian force, sufficient armored and mechanized forces would not be based in Europe to meet it. During the Cold War, the US and its NATO allies stood ready to halt a Soviet and Warsaw Pact attack across the Inter-German border dividing the Federal Republic of Germany, the German Democratic Republic and Czechoslovakia.

In the 1980s, the NATO Alliance fielded 750,000 troops of which 200,000 were from the US Army. At that same time, the US AirLand Battle doctrine, emphasizing maneuver and mobility, air-ground coordination, and the attack in depth was introduced. To defeat Soviet and Warsaw Pact forces, new weapons were deployed in Europe to enhance US combat power and have a multiplier effect on the battlefield. NATO would fight to win.

Commitments from NATO Allies Remain Uncertain

As noted in a September 19, 2014 greatcharlie post, Western military planners of a few decades past could have hardly imagined that against a potentially aggressive Russian force, sufficient armored and mechanized NATO forces would not be robustly deployed in Europe to meet it. Throughout the Cold War, the US and its NATO allies stood ready to repel a Soviet and Warsaw Pact attack across the Inter-German border dividing the Federal Republic of Germany, the German Democratic Republic and Czechoslovakia. The US Army reached an all-time high in troop strength in Europe since the postwar period of 277,342 in 1962. Yet, the Soviets and their Warsaw Pact comrades held a constant numerical advantage over NATO in conventional forces, particularly in heavy armored and mechanized units. Under a long-held attrition-oriented forward defense strategy, NATO would fight with units based in Europe, and reinforcements from the US, to keep advancing Soviet and Warsaw Pact forces from driving west beyond Germany, perhaps forcing a stalemate. If NATO failed to halt that force, which was a likely scenario given their adversary’s size, power, and mobility, tactical nuclear weapons would be employed to prevent a breakthrough. The threatened use of strategic nuclear forces also purportedly served to dissuade Soviet and Warsaw Pact leaders from believing any successful advance would at all be tolerated and the US was fully committed to Western Europe’s defense. In the 1980s, the NATO Alliance fielded 750,000 troops of which 200,000 were from the US Army. In those years, the US AirLand Battle Strategy was introduced. It had an emphasis on greater mobility and maneuver, the use of attacks in depth, and use of new weapons systems as the Abrams tank, the Bradley infantry fighting vehicle, the Multiple Launch Rocket System, the Blackhawk helicopter, the Apache attack helicopter, and the A-10 and F-15 fighter jets. They served as combat multipliers, greatly enhancing NATO’s mobility, combat power and chances for success against its likely opponent. The battle would no longer be confined to the Inter-German border, but deep within Soviet and Warsaw Pact territory. Although Intermediate-Range Nuclear Forces Treaty eliminated nuclear and conventional, ground launched, intermediate range ballistic missiles and cruise missiles from Europe in the same period, tactical nuclear weapons could still be employed by other means to halt a possible breakthrough of advancing Soviet and Warsaw Pact forces. (Soviet and Warsaw Pact doctrine called for using chemical, biological, and nuclear weapons to support their conventional forces.)

The 19th century author, poet, and playwright, Oscar Wilde, said “A cynic knows the price of everything and the value of nothing.” Some European political leaders appear skeptical about the threat Russia poses or at least a bit ambivalent about committing themselves to the costly and dangerous requirements of collective security. Despite the “Crimea-grab,” the alleged covert invasion of Ukraine, the looming threat to the Baltic States, threats made to use nuclear weapons, and Russian military air and naval incursions from Britain to Estonia, Secretary General Jens Stoltenberg explained in a speech reported by the Atlantic Council, overall defense spending among NATO allies declined in 2014. He explained that 5 allies were expected to spend 2 percent of GDP on defense and these allies are Estonia, Greece, Poland, the United Kingdom and the US. Of NATO’s 28 allies, 18 are expected to increase their defense spending in real terms, but even that is arguable. In the United Kingdom for example, The Times (of London) reports that while United Kingdom’s Defense Secretary Michael Fallon noted his country’s commitment was “comfortably over 2 percent,” a change in the way spending is calculated was the cause for some of that ‘comfortable’ margin. Stoltenberg admitted that overall, it was expected that total NATO defense expenditure would decrease in 2015 by 1.5 percent, which follows years of steady decline in defense spending especially among European NATO Allies. Although the NRF is now 40,000 strong, and the VJTF will field around 5,000 troops, if NATO Allies lack the political will to meet their spending commitments, perhaps it is possible they may lack the will to use the VJTF to block or engage Russian forces when the hour arrives. A Baltic state or Ukraine may face eminent threat of a Russian attack, but the VJTF and NRF may only be poised for “sitzkrieg,” making no effort against Russian moves. Sitzkrieg was a term that marked the period at the start of World War II when there was no military action by the United Kingdom and France in support of their ally, Poland, while Nazi Germany and the Soviet Union overran it. Putin could hardly do more to divide NATO as some allies, worried over military risks, budgets, and domestic political considerations, are quietly doing themselves. Russian officials say they are retaliating against the US engineered coup in Kiev which helped ignite the separatist rebellion in Donbass, and the US-led eastward expansion of NATO that ignored Russian interests. Russian Defense Minister Sergei Shoigu (above) stated: “The United States and its allies have crossed all possible lines in their drive to bring Kiev into their orbit. That could not have failed to trigger our reaction.”

The Way Forward

Putin is a shrewd, seasoned national leader, who, though his actions, both good and bad, has evinced significant capabilities. Putin seems to direct Russia effortlessly, even though nothing Putin does is simple. Experts at anything, including national leadership, typically provide little indication of labor. After all, the greatest art is to appear to have no art. Conversely, the amateur displays great agony when attempting anything. Breedlove recently said NATO must challenge Russia’s current policies and demonstrate that Putin’s current approach will not be allowed to damage security. He further stated the alliance must also deter Russia “by carefully shaping Moscow’s choices and managing Putin’s confidence.” Breedlove was undoubtedly expressing his genuine view. However, while his words may soothe political leaders in European capitals, Putin may believe sufficient evidence exists to contradict them.

Committing to collective defense by deeds, not words, has been an agonizing process for some NATO Allies. Additionally agonizing has been Obama’s decision making on using US military power. Too many speeches and statements have been made by Obama on why US military power should be withheld in other situations. Putin likely doubts Obama would be willing to engage Russia militarily, particularly in nuclear exchange that would result in millions deaths and incalculable destruction. Putin could calculate that if he pushes hard enough, Obama might eventually back away from further tough talk and harsh economic actions. Yet, Putin also knows he would later need to interact with a new US administration in 2017. Its response to Russian moves may be more assertive. A Kremlin adviser once said Putin has a fundamental interest in trying to resume normal relations with the US. Perhaps the best answer for all sides is to find a diplomatic resolution to the dispute now. If not, all that is being done now may only be the run up to the nuclear holocaust that capable leaders have avoided for several decades.

Russia Is Top US National Security Threat Says General Dunford; That Should Make It the Top Priority for US Diplomacy

According to a July 9, 2015 Reuters article entitled, “Russia Is Top US National Security Threat: Gen. Dunford,” US Marine Corps Commandant General Joseph Dunford says Russia is at the top of the list of security concerns for the US. Dunford was speaking at his US Senate confirmation hearing to become the next US Chairman of the Joint Chiefs of Staff. Reuters quoted Dunford as saying, “If you want to talk about a nation that could pose an existential threat to the United States, I’d have to point to Russia. And if you look at their behavior, it is nothing short of alarming.” Relations between Russia and the West have taken a sharp turn downward since Russia’s intervention in Ukraine. Political leaders among the NATO Allies are uncertain of what Putin is trying to achieve with his actions in Ukraine, his moves in the Baltic States, positioning of Russian rocket forces near Poland, or his considerable military build-up. The Supreme Allied Commander, Europe (the military commander of NATO), US Air Force General Philip Breedlove, told a US Congressional Committee in April 2015, “We cannot fully grasp Putin’s intent.” Breedlove further stated, “What we can do is learn from his actions, and what we see suggests growing Russian capabilities, significant military modernization and an ambitious strategic intent.” NATO conducted several exercises to show Putin its intent to respond to aggression.

Sanctions from the US and Europeans have put relations between Russia and the West, built largely on economic cooperation, at considerable risk and pose a serious economic threat to Russia despite any heroic claims otherwise by Putin. Repetitive threats of further sanctions from the US and EU could prompt Putin to consider means to shift the power equation. He may eventually feel his back is against the wall and do more than put his forces on parade or use his forces covertly despite his denials of doing so. The escalating war of words between US and Russian officials is also problematic. Words of anger, mockery, hate, and aggression, do damage that can be difficult to repair. The world has witnessed the vicissitudes faced by the Obama administration in foreign policy. The administration often fails to acknowledge how dire problems really are. It tends to settle upon bromides, with a seductive kind of superficiality, to very challenging situations, which later prove to be shallow entrapments. Some resolution must be found to current problems in relations with Russia. In order to respond diplomatically to Putin, the genuine motivation for his actions must be uncovered. Formal diplomatic talks could be established between the US and EU with Russia not in an attempt to mollify him, but provide opportunities for all sides to “clear the air” on those issues and others and work together to mutually satisfy interests. Negotiations can be based on the relative strengths of the positions and capabilities of all sides. The peace that can be achieved must be the focus not how much each side can destroy through warfare. In the US and in the EU, all other elements of foreign and defense policy must serve to effectively support that diplomacy. Good use must be made of time available before situations change. The door to opportunity might remain open for a brief period. O si sic omnia! (Oh would that all had been done or said thus!)

Whenever Putin now hears NATO threaten to use force against Russia, albeit defensively, he responds with an enigmatic face. Even though NATO took steps such as maneuvers or force redeployments were taken in response to Crimea or ostensibly a perceived Russian threat to Eastern Ukraine, the Baltic States, and Poland, Putin likely expected NATO Allies to continue making steep military cuts and fail to meet their military commitments.

Putin’s Response to the West

Putin and his advisers have heard explanations from the US and EU that sanctions were a means to halt its annexation of Crimea, its activities in Ukraine, a response to the downing of Malaysian Airline Flight MH117, and as a means to push all parties to the negotiating table. Putin, however, rejects any criticism of Russia’s actions over Ukraine or anything else. He explains that the deterioration of relations with the West was “not our choice.” He has proffered. “It was not we who introduced restrictions on trade and economic activities. Rather we were the target and we had to respond with retaliatory, protective measures.”

Having been a P5+1 partner with China as well as the main Western powers that levied sanctions against it, the US, United Kingdom, France, and Germany during the nuclear negotiations with Iran, Putin and his advisers have undoubtedly learned how to more effectively handle the West on issues as Ukraine. Observing the decision making of Western powers up close on Iran, Putin can likely better predict Western responses in certain situations. Beyond what Russia gleaned from the Iran talks, Putin has looked deeply at the US and Europe, discerning many flaws, weaknesses in the transatlantic defense. He has watched it decay due to Western political leaders’ lack the will to maintain it. After the Soviet Union’s collapse, NATO members became weary of investing financial resources in a deterrent force that faced no threat. Putin tested NATO, acting unabashedly in the face of the alliance by moving against countries that are part of Russia’s “near abroad.” In 2008, Putin forced Armenia to break off its agreements with the EU, and Moldova was placed under similar pressure. That same year, Putin invaded Georgia. Russian troops still occupy the Abkhazia and South Ossetia regions. Whenever NATO threatens to use force against Russia now, albeit defensively, Putin responds with an enigmatic face. Even though maneuvers and force redeployments were made and sanctions were imposed in response to Russian moves as in Crimea or a perceived threat to Eastern Ukraine, the Baltic States, and Poland, Putin expected Allies to continue making steep military cuts and fail to meet their NATO military commitments.

Tanquam ex ungue leonem! (From the claw we may judge a lion.) Since 2011, uniformed military manpower has declined in every Western nation, but Russian military manpower has increased by 25 percent to 850,000 between 2011 and mid-2014. Russia supposedly has about 2.5 million active reservists out of a total population of 143 million. It ranks second, behind the US, on the list of countries with conventional warfighting capabilities. Expenditures on defense, and the related category of national security and law enforcement, accounts for 34 percent of Russia’s budget which is more than twice in comparison with 2010. The US only spent 18 percent, or $615 billion of its budget in 2014 on defense and international security. Explaining his concept for achieving this growth, Putin told senior military commanders and defense industry executives at a meeting in Sochi on May 12, 2015, “We can and must do for the defense industry what we did for Sochi.” Putin was referring to the $50 billion spent in to host the 2014 Winter Olympics there. He went on to state, “All questions relating to adequate resource allocation have been resolved.” Putin has a penchant to display power. Most recently it has been lurid. With its conventional forces rejuvenated, Russia is on the march again, seizing territory in albeit a piecemeal fashion. Putin has likely assessed war with Russia is the last thing US and EU political leaders want. He has seemingly gauged his moves sensing just how far he can go with them. He may believe he can later legitimize acquisitions via talks with the West.

To Putin, only naiveté could cause one to believe relations with the West would always be congenial given the previous years of geopolitical struggle. Aspects surrounding his career in the Soviet Union’s KGB certainly reinforced that perspective.

Confabulating on Putin

Since the fall of the Soviet Union, Putin has been the authentic face of the Russian government. Putin restored order in his country after the internal chaos of the 1990s, reestablishing the power of the state. Putin emerged from the Communist system of the Soviet Union. Not to be impolitic, but those emerging from that system often hold a view, infiltrated by pessimism, that the world is filled with dangers and potential enemies.  To Putin,  only naiveté could cause one to believe relations with the West would always be congenial given the previous years of geopolitical struggle. Given its approach to Putin, there is every indication that many in the West believed positive relations with Russia would endure despite pushing Western demands its leaders. Putin style of management was undoubtedly shaped by his initial career as an officer from 1975 to 1991 in the Soviet Union’s Komitet Gosudarstvennoy Bezopasnosti (the Committee for State Security) known better as the KGB—the agency responsible for intelligence, counterintelligence, and internal security. He reached the rank of lieutenant colonel before retiring. However, his style was not shaped in terms of his use of KGB tradecraft. It was shaped as a result of his continued close association with a small group of men who served alongside him during his KGB career, particularly a few who served in the German Democratic Republic (East Germany) with him. They are called siloviki (power men). Finding siloviki, particularly retirees of the KGB, and the present day security service, Federal’naya sluzhba bezopasnosti Rossiyskoy Federatsi (Federal Security Service) or FSB, in high places in Russia is not unusual. At the pinnacle are men among them who came from Putin’s hometown of St. Petersburg. These men come from a community of families whose “roots” go back to the beginnings of the Communist Party and its first political police known as the Cheka. Putin’s Cheka heritage includes both a father and grandfather who served in the security service. He was raised in the Chekisty (Chekist) community, attending schools and a university Chekists’ progeny typically attended. That left an imprint on him. Putin got his start in politics at the local level in his hometown of St. Petersburg. As head of the St. Petersburg Committee for Foreign Liaison, a post he received through KGB patronage, Putin began working with a tight knit circle of Chekists.  Putin rose to deputy-mayor, but his work in St. Petersburg was halted after six years when his boss lost his bid for reelection. Yet, in two years, he rose from being an out-of-work deputy mayor to head of the FSB. A year later, Putin was the prime minister. Six months later, he was Russian Federation President.

Chekists share a view that the greatest danger to Russia comes from the West. They believe Western governments are driven to weaken Russia, create disorder, and make their country dependent of Western technologies. They feel that under former President Boris Yeltsin, the Russian leadership made the mistake of believing Russia no longer had any enemies. As heard in Putin’s public statements, Chekists consider the collapse of the Soviet Union, under Western pressure, as the worst geopolitical catastrophe of the 20th Century. Putin says that he is determined to save Russia from disintegration, and frustrate those he perceives as enemies that might weaken it. He also wants to bring the independent states of the former Soviet Union back under Moscow’s political, economic, and military (security) influence. Putin does not hesitate to let the leaders of those states know his intentions either. Although Putin managed to restore order from turmoil in Russia, many would note that he accomplished this with little regard for human and political rights. There is a significant opposition movement to Putin in Russia, lead by individuals such as the slain statesman and politician, Boris Nemtsov. Yet, Putin’s words have also resonated with many Russians. Convinced Russia is in a struggle with the US, the Economist states 81 percent of Russians see the US as a threat. The EU is also viewed as such.

When Putin began his third term as Russian Federation President, the Obama administration responded to him as if he were the neophyte, not a seasoned leader. Old ills that were part of US-Russian relations resurfaced and news ones arose. A series of deliberate public rebuffs to Putin sullied ties further. Putin’s anger metastasized. Soon enough, regular intrusions by Russian military aircraft in NATO airspace and Russian warships in NATO waters began.

The Downturn in Relations Began Well Before Ukraine

Dimitry Medvedev was Russian Federation President when Obama came to office. Obama seemed to measure all possibilities on relations with Russia on his interactions with him. So comfortable was Obama with Medvedev that he went as far as to declare a new era between the two former Cold War adversaries existed. Senior Russia analysts in the US government could have confirmed that Putin, who at the time was serving as Russia’s Prime Minister, was the real power in Moscow. Yet, that truth was given little consideration. Instead, Putin was treated by Obama as the “odd man out”. Little was done to build a relationship with him. When Putin began his third term as Russia’s president on May 7, 2012, the Obama administration responded to him as if he were a neophyte and not a seasoned national leader. Old ills that were part of US-Russian relations resurfaced, and new ones arose, to include: Putin’s decision to allow US National Security Agency whistleblower Edward Snowden to reside in Russia; ongoing espionage efforts between Russia and the US, including the activities of Sluzhba Vneshney Razvedki (Foreign Intelligence Service) or SVR officer Anna Chapman and other Russian “illegals” captured by the Federal Bureau of Investigation in 2010, and the allegations of US spying on Russia revealed by Snowden and Wikileaks; and the US admonishment of Russia on human rights issues. Putin was still fuming over Operation Unified Protector, during which in 2011, multinational forces including the US, were placed under NATO command and imposed a no-fly zone and destroyed government forces loyal to then-Libyan President Muammar Gaddafi. Putin felt NATO-led forces went beyond UN Security Council Resolution 1973’s mandate by helping local forces overthrow Gaddafi. Gaddafi had been a friend of the Soviet Union and Russia. The world recognized how poor the relationship between Obama and Putin was after observing their body language during a June 17, 2013 meeting in Northern Ireland. A spate of public rebuffs to Putin sullied ties further.

Positive signals from Obama’s discussions on nuclear arms reductions with Medvedev likely gave administration officials the idea that Putin would also consider proposals on it. Putin firmly expressed disinterest, but administration officials smugly insisted that Putin agree to reductions in both nations’ nuclear arsenals. Putin then out rightly rejected their proposals. Obama administration officials were unprepared to receive Putin’s final rejection of the proposals and reacted poorly. Putin’s decision was viewed within the Obama administration as ending the president’s “signature effort to transform Russian-American relations and potentially dooming his aspirations for further nuclear arms cuts before leaving office.”   With the apparent goal of retaliating against Putin over his decision on its nuclear proposals, on August 7, 2013, the White House cancelled a September summit meeting in Moscow for Obama and Putin. It was a trite, and amateurish response. Administration’s officials explained their decision to cancel behind lightweight rhetoric regarding the effective use of the president’s time. An August 8, 2013 New York Times article quoted US Deputy National Security Adviser Benjamin J. Rhodes as stating, “We weren’t going to have a summit for the sake of appearance, and there wasn’t an agenda that was ripe.” Commenting on his rejection of the proposal, Putin was likened to l’enfant terrible. An unidentified source told for the same August 8th article stated, “We just didn’t get traction with the Russians. They were not prepared to engage seriously or immediately on what we thought was the very important agenda before us.” That source went on to state, “this decision was rooted in a much broader assessment and deeper disappointment.” Putin and his advisers were further convinced that the US and EU did not respect Russia as a power, even militarily. Aching to be taking seriously in the US public, among other reasons, Putin soon after wrote a September 11, 2013, op-ed in the New York Times entitled, “A Plea for Caution”. He challenged popular views on foreign policy and national-identity held in the US.

There were other public affronts. The next year, during preparation for the 2014 Winter Olympic Games in Sochi, there was a constant drum beat of doubt expressed by US security experts on the capability of the Russian security services to protect Sochi from terrorism. US officials were highly critical of security measures taken by the Russians for the Games and the level of cooperation officials from Russian security service officials showed toward counterparts from US security organizations. There were endless dalliances into clairvoyance evinced by predictions of terrorist attacks. It smacked more of fear mongering than anything else. Obama administration and other US officials knew the Winter Olympics would have been a proud occasion for Putin and the Russian people. Sochi provided Putin the chance to present his resurgent Russia in the best light possible. The Russian people would have the opportunity to tap into the power of Russia’s renewed greatness. Putin displayed great patience in the face of mordant criticisms leveled against the Games’ organization and even personal rebuffs to him. Putin achieved his objective, and Sochi was safe and secure. By 2014, Putin’s anger toward the US as well as the Europeans metastasized. In his March 18, 2014 speech declaring Russia’s annexation of Crimea, Putin enumerated some Western actions that fostered contempt in Moscow. He mentioned: Russia’s economic collapse, which many Russians recall was worsened by destructive advice and false philanthropy of Western business and economic experts that did more to cripple their country; the expansion of NATO to include members of the Soviet Union’s own alliance, the Warsaw Pact; the erroneous Russian decision to agree to the treaty limiting conventional forces in Europe, which he refers to as the “colonial treaty”; the West’s dismissal of Russia’s interests in Serbia and elsewhere; attempts to bring Georgia and Ukraine into NATO and the EU; and, Western efforts to instruct Russia on how to conduct its affairs domestically and internationally. Soon, there were regular incursions of Russian bombers and fighters in NATO airspace and Russian warships in NATO waters.

No Immediate Military Solution

At the NATO Defense Ministers Meetings on June 24, 2015, participants decided on air, maritime, and special forces components of an enhanced 40,000 strong NATO Response Force (NRF). Ministers took measures to speed up political and military decision-making, including authority for NATO’s Supreme Allied Commander, Europe to prepare troops for action as soon as a political decision is made. Ministers approved a new concept of advance planning. They also finalized details on the six small headquarters being set up in Bulgaria, Estonia, Latvia, Lithuania, Poland, and Romania. NATO Secretary General Jens Stoltenberg said, “They will each consist of around 40 people, and will play a key role in planning, exercises, and assisting potential reinforcement.” Ministers additionally decided to establish a new Joint Logistics Headquarters, to facilitate the rapid movement of forces when necessary.  Directly on Russia, Stoltenberg stated, “We are carefully assessing the implications of what Russia is doing, including its nuclear activities.” He added that NATO is working on how to deal with hybrid threats, including through close cooperation with the European Union. To avoid misperceptions of NATO’s actions, Stoltenberg explained, “We do not seek confrontation, and we do not want a new arms race.” He stressed, “we want to keep our countries safe… this is our job.”

However, despite promises, Allies must have the requisite political will to give meaning to those words and any plans. The reality is that US outlays on security are three times that of the other 27 partners combined, even though the US gross domestic product (GDP) is smaller than their total GDP. The disparity in burden threatens NATO’s integrity, cohesion and capability—and ultimately, both European and transatlantic security. Since Washington has decided to cut 40,000 troops from the US Army’s ranks by 2017, the US will not be able to cover any gaps in NATO’s strength without earmarking a sizeable portion of its forces primarily for that task. Although the NRF is now 40,000 strong, the political will of NATO Allies to use it to block or engage Russian forces must exist. While a Baltic state or Ukraine may face the eminent threat of a Russian attack, the NRF may only be poised for “sitzkrieg”, taking no aggressive action and making no effort to even deter potential Russian action. If instead of a hybrid attack, Putin ordered a Russian force, overwhelming in size and power to the NRF, to attack a target, it might be futile for the NRF to try to halt it, even with the maximum amount of pre-positioned weapon systems and ordinance available. The NRF might try to survive against the Russian leviathan until more NATO forces arrived to reinforce it and ideally expel Russia from the country under attack. However, Russia would not make reaching the NRF easy. A Normandy style landing to reinforce the NRF would hardly be possible. NATO air power might be able to stave off the Russian force, but air, land, and sea elements could mass from bases in Russia and use powerful conventional weapons to destroy forces engaged and reinforcements.

The path to the repair of US-Russian relations perhaps can be created by Kerry and Lavrov. Both men have the confidence of their respective presidents. Both have a strong interest in improving ties. Indications are that they have an ongoing dialogue on a variety of issues and have formed a good relationship. The US and the EU must continue work to directly with Russia, not shun it, to forge better ties and tackle hard issues.

The Way Forward

This is not greatcharlie’s first descant on Putin. Unlike other handschuhschneeballwerfer who have scrutinized Putin from a safe distance, the intent here is not to abuse. The goal has been to objectively examine thinking behind Putin’s actions to construct ways to engage with him. If what Putin says is true, and his continued aggressive moves have been spurred by Western responses, there may be room for the resolution of this dispute. Negotiating with Putin certainly would not be an indication of timidity, fear, or duplicity. Indeed, when speaking to Putin, the US and EU must demand respect for their positions and the rights of sovereign states. However, the views and rights of Russia must also be equally acknowledged and respected. Equity and some degree of equanimity among all sides to any talks must be promoted. There must be the will to act fairly and justly toward each other, to include an immediate cessation of hostile acts. That would mean halting Russian intrusions into NATO airspace, flyovers and buzzing by military jets, interceptions at sea and other harassing actions in NATO waters. Further deployments of NATO land forces must be paused. Negotiating requires setting aside anger over what has transpired, but does not obviate the need to discern one another’s actions to avoid deceit or trickery.

Some European leaders have made contact with Putin and tried to resolve some issues with him, but they have had little success. There have been intermittent congenial contacts between Obama and Putin. For example, on July 4, 2015, Putin called Obama to mark Independence Day and express his confidence in US-Russia relations. On June 25, 2015, Putin called Obama reportedly to discuss the P5+1 nuclear negotiations with Iran, but Obama also voiced concern over Russia’s support for separatists operating in eastern Ukraine. On February 10, 2015, Obama called Putin to urge him to accept a diplomatic peace plan for Ukraine presented by France and Germany in Belarus. Nevertheless, a more substantial contact between the US and Russia occurred on May 12, 2015 when US Secretary of State John Kerry held four hours of talks with Putin in addition to four hours talks with Russian Foreign Minister Sergei Lavrov at the Black Sea resort of Sochi.  In what Kerry characterized as a “frank meeting” with Putin, the Russian president gave detailed explanations of Russia’s positions. Their talks covered Iran, Syria, Libya, and Yemen. The eight hours of talks were a welcome development. It was Kerry’s first visit to Russia since the Ukraine crisis began in early 2014. Kerry stated on Twitter, “it was important to keep the lines of communication open between the US and Russia as we address important global issues such as Syria and Iran.” Lavrov said the talks helped Russia and the US improve mutual understanding.  Perhaps a path to repairing relations can be created by Kerry and Lavrov. There is no intrinsic guarantee diplomacy will work. However, both men have the confidence of their respective presidents. Both have a strong interest in improving US-Russia relations, and Russia’s overall relationship with the West. Indications are that they have an ongoing dialogue on a variety of issues and have also formed a good relationship. The US and the EU must continue work to directly with Russia, not shun it, to forge better ties and tackle hard issues.

Kerry Says Iran, World Powers Closer than Ever to Historic Nuclear Deal: Putin Has Learned Much from This Process

Through Russia’s participation in the Iran Talks, Putin learned much about decision making among the Western powers from the inside and likely feels better able to deal with them diplomatically and militarily.

According to an April 27, 2015 Reuters article entitled, “Kerry Says Iran, World Powers Closer than ever to Historic Nuclear Deal,” US Secretary of State John Kerry told the 191 parties to the Nuclear Non-Proliferation Treaty at conference at the UN that the P5+1 was very near to a deal with Iran that would end a 12-year-old stand-off.   Kerry was quoted as saying on April 27th, “We are, in fact, closer than ever to the good, comprehensive deal that we have been seeking, and if we can get there, the entire world will be safer.” He stated further, “If finalized and implemented, [an agreement] will close off all of Iran’s possible pathways to the nuclear material required for a nuclear weapon and give the international community the confidence that it needs to know that Iran’s nuclear program is indeed exclusively peaceful.” Yet, despite progress made, Kerry emphasized “the hard work is far from over and some key issues remain unresolved.”

Such sober comments underlining the considerable amount of negotiating still required to reach a final nuclear deal have come as a reality check for many following the April 2, 2015 announcements by parties to the talks, with flourish, that parameters for a Joint Comprehensive Plan of Action regarding Iran’s nuclear program were agreed upon. The appearance of reaching a nuclear deal was as potent as actually reaching a final concordance for some. This was particularly true in Iran where ordinary citizens celebrated in the streets after the framework nuclear deal was reached. Public reaction within P5+1 nations was imperceptible. However, there was a significant reaction among foreign and defense policy analysts and others interested in the talks. Their comments were kind of lush, a bit soupy. Daryl Kimball, Executive Director of the Arms Control Association declared, “The parameters agreed upon by the United States, the other permanent members of the UN Security Council, plus Germany with the Islamic Republic of Iran promises to lead to one of the most consequential and far reaching nuclear nonproliferation achievements in recent decades.” Anthony Cordesman of the Center for Strategic and International Studies affirmed, “[T]he proposed parameters and framework in the Proposed Joint Comprehensive Plan of Action has the potential to meet every test in creating a valid agreement over time . . . It can block both an Iranian nuclear threat and a nuclear arms race in the region, and it is a powerful beginning to creating a full agreement, and creating the prospect for broader stability in other areas.” Joe Cirincione, President of Ploughshares Fund proclaimed, “The agreement does three things. It blocks all of Iran’s pathways to a nuclear bomb. It imposes tough inspections to catch Iran should it try to break out, sneak out or creep out of the deal. And it keeps our coalition united to enforce the deal. Under this deal, Iran has agreed to rip out two-thirds of its centrifuges and cut its stockpile of uranium gas by 97 percent. It will not be able to make any uranium or plutonium for a bomb. Many of the restrictions in the agreement continue for 25 years and some . . . last forever.”

Etiam sapientibus cupido gloriae novissima exuitur. (The desire for glory is the last infirmity to be cast off even by the wise.) Every step toward a final deal has brought US President Barack Obama closer to the legacy-defining foreign policy achievement he has sought. Obama’s desire to establish his legacy during his second term office has been a subject regularly discussed among White House officials and US political pundits. Yet, it is uncertain whether a final agreement can be reached and whether it would hold. The notion of how the P5+1, particularly the US, would likely respond to a violation of the treaty by Iran has gone through a transformation process during the negotiations. It was once understood that the US would inevitably decide to stop Iran from moving closer to developing a nuclear warhead by force of arms. Senior Obama administration foreign and defense policy officials made it clear that military intervention was “on the table.” Threats of regime change and of imposing a US form of democracy on Iran by the administration of US President George W. Bush were still ringing in Iranian leaders’ ears when the Iran Talks began. The idea of being attacked by the US became engrained in the psyche of Iran’s leadership, offsetting any idea Obama lacked the will to take military action following the Syria gas attacks debacle. Tehran’s views have changed since then.

Fas est et ab hoste doceri. (It is right to learn even from an enemy.) The P5+1 has served to present a united front to cope with the common danger of a nuclear armed Iran. However, the coalition has not been truly united. Russian Federation President Vladimir Putin has actually exploited the comity between Russia and its P5+1 partners to protect Russian interests. (The other P5+1 partners may very likely be aware of this.) Putin did not want the P5+1 to take military action against Iran, Russia’s strongest Middle East partner. During the Iran Talks, Russia and Iran made unilateral deals on matters from agriculture to weapon systems. The talks have helped Moscow better understand how Western powers approach issues as Iran’s nuclear program, making Russia better able to handle the West on issues as Ukraine. Russia, as Iran, is coping with Western economic sanctions. Putin has heard many threats to use force against Russia, albeit defensively, through NATO. However, Putin responds to such threats with an enigmatic face. Putin has Russia on the march, seizing territory in a piecemeal fashion, but he undoubtedly has a sense of how far he can go. Observing the decision making of Western powers up close on Iran, Putin likely believes military action against a capable opponent is the last thing Western political leaders want. (It is the last thing he wants, too!) To that extent, he also likely believes that after he has acquired enough, he will be able to legitimize Russia’s acquisitions through talks.

Initial Russian Concerns about Possible US Military Strikes in Iran

As a Member of the Permanent Five Members of the UN Security Council, Russia’s role as a party to the nuclear negotiation was essential, but it was also rather extraordinary given its ties to Iran. Russia had a very positive, congenial relationship with Iran unlike Western states in the P5+1. Iran’s Defense Minister Hossein Dehghan stated “Iran and Russia are able to confront the expansionist intervention and greed of the US through cooperation, synergy and actuating strategic potential capacities.” When the Iran Talks began, Russia was actually working closely with Iran in support of its longtime ally, Syrian President Bashar al-Assad who Western members of the P5+1 opposed. However, despite Iran’s close business and economic ties or ongoing military cooperation with Russia, albeit limited, could not guarantee the US would refrain from moving against its strongest partner in the Middle East. For that reason, Putin likely had genuine concern that Iran would become a target of massive US military action if the Iran Talks did not succeed when they began. Putin had not forgotten that close cooperation between Russia and authorities in Tripoli and Damascus did not deter the Obama administration from promoting and supporting insurrection against them. Under UN Security Council Resolution 1973, multinational forces under NATO command went beyond imposing a no-fly zone and destroyed government forces loyal to Gaddafi as part of Operation Unified Protector. Gaddafi’s regime fell and he was killed. In Syria, the Obama administration responded in support of the Syria Opposition Movement which bloomed during the so-called Arab Spring. The removal of Assad and his regime was the Obama administration’s goal.

Moreover, before the Iran Talks began and during the negotiations, Obama and officials in his administration were unambiguous about plans to act militarily against Iran over its nuclear program. According to a March 14, 2013 article in the Times of Israel, Obama explained that Iran could produce a nuclear weapon in just over a year and diplomatic efforts have just less than that to halt Iran’s drive to the bomb. The Times of Israel determined Obama was intimating that if diplomatic efforts failed this year or early next year, the US would be forced to carry out military action against Iran. Obama also reportedly explained that he had been “crystal clear” that a nuclear-armed Iran was a “red-line,” and that the US was committed to preventing Iran from acquiring a nuclear weapon with which it could threaten Israel or trigger a regional arms race. In a September 15, 2013 article in the Guardian, Obama sought to shore up the potency of US deterrence against Iran warning that he was still prepared to take military action against the Iranian nuclear program, which he described as “much closer to our core interests” than Syria’s chemical weapons. A February 26, 2014, Reuters article reported Kerry told a group of reporters that the US has an obligation to pursue nuclear negotiations with Iran before attempting to force Tehran to give up its nuclear activities with military action. Kerry also left no doubt that the US would seriously consider a strike on Iran if the diplomatic talks broke down. The Reuters article further explained that when Obama stated all options are on the table with regard to Iran’s nuclear program, he was using diplomatic code for the possibility of military action.

During the talks, urgency was placed on having Iran allow rigorous monitoring measures to remain in place to ensure any movement toward a nuclear weapon would be detected and the West could intervene. If Iran could be kept from moving close to a nuclear weapon, Western leaders could avoid facing the decision to respond militarily to its existence.

Western Allies Prefer Sanctions Over US-Led Military Action

As the nuclear negotiations progressed, it became more apparent to Putin and Russian foreign and defense policy officials that despite their insecurities about US intentions, the threat of military action was a fiction. Russia’s European counterparts in the P5+1 coalition began expressing doubts about the willingness of the US to use military force against Iran. The French were perhaps the first to publicly appraise Obama as unwilling to use military action to respond to Iran’s nuclear program. French Foreign Minister Laurent Fabius tried to outline what he thought were the reasons for Obama’s tack in a 2013 speech. He stated: “The United States seems no longer to wish to become absorbed by crises that do not align with its new vision of its national interest.” He suggested this explained “the non-response by strikes to the use of chemical weapons by the Damascus regime, whatever the red lines set a year earlier.” Fabius stated further that a redirection of US interests may be a manifestation of the “heavy trauma of the interventions in Iraq and Afghanistan” and what he perceived as the current “rather isolationist tendency” in American public opinion. Fabius lamented that without US engagement, the world would find “major crises left to themselves,” and “a strategic void could be created in the Middle East,” with widespread perception of “Western indecision” in a world less multipolar than “zero-polar.” According to a May 2, 2014 Reuters article German Chancellor Angela Merkel stated negotiations with Iran over its nuclear program must be given a chance, but she also said “If Iran does not meet its obligations, or does not meet them adequately, we remain ready to take back the current limited suspension of sanctions.” Merkel’s statement diverged considerably from those of Obama and Kerry who indicated a US readiness to act militarily if negotiations failed. The reluctance of Germany to support US military action sent a message to Russia that there was no unity in the West on it. Sanctions remain the greatest threat European leaders alone can pose to Iran if the talks failed. Only the US can effectively act with force against a nuclear capable Iran, but Obama would never want to go it alone against Iran.

In sessions leading to April 2, 2015, urgency was placed on having Iran agree to keep rigorous monitoring measures to remain in place not just throughout the long duration of the agreement but even after the core limits of the agreement expire. That would ensure any movement toward nuclear weapons will be detected and providing the opportunity to intervene decisively to prevent Iran from acquiring a nuclear weapon. There was an apparent belief that if Iran was kept from moving secretly toward a nuclear bomb, Western leaders could avoid facing the decision to respond to its existence. As long as Obama was uncertain military action would achieve all objectives based on his concepts, Putin could imagine Obama refusing to go to war.

Israeli F-16 jets flying in formation. US Undersecretary of State Wendy Sherman told Israel’s diplomatic reporters that a military operation against Iran would not stop its nuclear program. She explained “the best option is a diplomatic negotiated solution.” For Putin, Sherman’s words ended all guessing on US intentions with Iran.

Military Action Is Sidelined

Ultra vires! (Beyond ones powers!) Guessing over US intentions ended when Putin and his foreign and defense policy officials heard US officials confirm that in which Moscow could not be certain. On April 13, 2015, Haaretz reported US Undersecretary of State Wendy Sherman told Israeli reporters that a military operation against Iran would not stop its nuclear program. She stated, “A military strike by Israel or the US would only set back the nuclear program by two years.” She said further, “You can’t bomb their nuclear know-how, and they will rebuild everything. The alternatives are there but the best option is a diplomatic negotiated solution.” She noted, “There is no difference [between the US and Israel] on the concern about the Iranian nuclear program but on the way to deal with it.” Despite fears expressed in 2013 that Iran would soon have a nuclear weapons, Sherman explained that the US and Israeli intelligence communities agree Iran is not close to producing one and Iran’s Supreme Leader Ayatollah Khamenei has made no decision to produce one. Sherman said, “They don’t have enough fissile material and don’t have delivery system or weapon per se.” She proffered, “It would take them a considerable period of time to get all that.”

Even the tone in the US Congress softened. Congress drafted a bill that would require that the administration send the text of a final accord, along with classified material, to Congress as soon as it is completed. Speaker of the House of Representatives John Boehner stated “Congress absolutely should have the opportunity to review this deal.” He explained further, “We shouldn’t just count on the administration, which appears to want a deal at any cost.” The focus of most observers was the fact that the bill would halt the lifting of sanctions pending a thirty day Congressional review, and culminates in a possible vote to allow or forbid the lifting of sanctions imposed by Congress in exchange for the dismantling of much of Iran’s nuclear infrastructure. Actually, if Congress rejects the final agreement, Obama could still veto its legislation. It would take only 34 senators to sustain the veto, meaning Obama could lose upward of a dozen Democratic senators and still prevail. However, what was most important about the bill for Putin was that Congress accepted more sanctions as means to curb Iran’s nuclear ambitions, not war.

Putin operates within a practically all-male, nationalist, power-oriented environment in the Kremlin. He sees Obama is confident in the better side of human nature, and likely views that as a weakness. Putin undoubtedly wants to find ways to exploit the benign, less aggressive side of Obama to the greatest degree possible before the end of his second term.

Reality Check Concerning Putin

Unlike the diverse group of cabinet-level officials and policy makers and analysts that advise Obama, Putin operates within a practically all-male, nationalist, power-oriented environment in the Kremlin. In thinking about Obama, Putin undoubtedly recognizes his US counterpart wants to be an honest broker. He sees Obama is confident in the better side of human nature, and operates under the notion that issues in foreign affairs can be resolved at the negotiating table. Given that, Putin and his advisers undoubtedly view Obama in a way akin to renowned United Kingdom Prime Minister Winston Churchill’s “boneless wonder.” Putin very likely hopes to exploit the benign, less aggressive side of Obama to the greatest degree possible before the end of his second term. Putin and Obama are very different men. After the Soviet Union’s collapse and internal chaos of the 1990s, Putin restored order in Russia by reestablishing the power of the state some might say with little regard for human and political rights. Putin’s style of management was shaped by his initial career as an officer in the Soviet Union’s Komitet Gosudarstvennoy Bezopasnosti (the Committee for State Security) known better as the KGB—the agency responsible for intelligence, counterintelligence, and internal security. He reached the rank of lieutenant colonel before retiring. Putin has been assisted by a small group of men who served alongside him during his KGB career. These men are referred to as siloviki (power men). At the pinnacle were those who came from a community of families in Putin’s hometown of St. Petersburg whose “roots” go back to first political police of the Communist Party known as the Cheka. Putin’s Cheka heritage includes a father and grandfather who served in the security service. He went to schools and a university Chekisty (Chekist) community progeny typically attended.

Chekists share a view that the greatest danger to Russia comes from the West. They believe Western governments are driven to weaken Russia, create disorder, and make their country dependent on Western technologies. They feel that under former President Boris Yeltsin, the Russian leadership made the mistake of believing Russia no longer had any enemies. As Putin has noted in public statements, Chekists consider the collapse of the Soviet Union, under Western pressure, as the worst geopolitical catastrophe of the 20th Century. In a March 18, 2014 speech, Putin enumerated some actions taken by the West that have fostered his contempt. He mentioned: Russia’s economic collapse, which many Russians recall was worsened by destructive advice from Western business and economic experts that did more to cripple their country; the expansion of NATO to include members of the Soviet Union’s own alliance, the Warsaw Pact; the erroneous Russian decision to agree to the treaty limiting conventional forces in Europe, which he refers to as the “colonial treaty”; the West’s dismissal of Russia’s interests in Serbia and elsewhere; attempts to bring Georgia and Ukraine into NATO and the EU; and, Western efforts to instruct Russia on how to conduct its affairs domestically and internationally.

Paradoxically, the aggressive behavior Putin attributes to the US has been displayed by him time and again. In 2008, Putin forced Armenia to break off its agreements with the EU, and Moldova was placed under similar pressure. That same year, Putin invaded Georgia. Russian troops still occupy the Abkhazia and South Ossetia regions. In November 2014, Putin signed a Russia-Abkhazia Treaty of Alliance and Integration which meant in practice Moscow is responsible for the customs, defense, and security of the separatist republic. In March 2015, Putin signed the Russian-South Ossetian Treaty of Alliance and Integration which has similar terms. Georgia has no chance of regaining its territories. In November 2013, using economic influence and political power, he drove then-Ukrainian President Viktor Yanukovych to abort a deal Ukraine had with the EU that would have pulled it toward the West. When the Ukrainian Parliament removed Yanukovych, Putin grabbed Crimea. Such moves legitimize NATO’s worries.

Putin’s uncongenial attitude toward the West was very apparent while the Iran Talks were still underway. Incursions by Russian Tu-95 Bear H bombers (as the one shown above) in US and European airspace prompted the scrambling of fighter jets. Russia also sold its S-300 anti-aircraft missile system to Iran.

Lessons Learned Through the Iran Talks Putin May Be Applying

This uncongenial attitude Putin has harbored toward the West was apparent during the Iran Talks. Perhaps he was testing his P5+1 partners. In August 2014, Russia signed a deal with Iran that undermined Western-led sanctions against the two countries. The memorandum of understanding between the two governments envisaged wider economic cooperation to include closer ties in the oil and gas sector, construction and rebuilding of generating capacity, development of a power supply network infrastructure, machinery, consumer goods, and agriculture. It laid the foundation for a multi-billion dollar deal between Moscow and Tehran, the so-called oil-for-goods contract. In addition to that contract, there was the sale of the S-300 anti-aircraft missile to Iran. The S-300 would neutralize any possibility that Israel could take unilateral action against Iran. That would remain the case until the Israeli Air Force receives F-35 fighters from the US. Only the US Air Force’s small fleet of B-2 stealth bombers would have a chance of hitting Iranian targets properly now. If the US and Europe repeatedly threaten and levy sanctions, Putin and his advisers may take audacious steps. Sensing his back is up against the wall, and unable to project strength otherwise, Putin might seek to deter further Western action by making extraordinary threats to use Russian military power. The Russian Ambassador to Denmark threatened that the Danes would become a target of Russian nuclear weapons if they participated in any missile defense program. Danish jets scrambled 58 times in 2014 to head off Russian aircraft. Russian strategic nuclear bombers also conducted numerous incursions into northwestern US air defense identification zones. Incursions by Russian Tu-95 Bear H bombers and intelligence-gathering jets in US and European airspace have prompted the scrambling of fighter jets. Russian military aircraft have been flying without transponders over Europe close to civilian aircraft. Putin warned Russia was developing new strategic nuclear weapons that would catch the West by surprise. Russia has moved Iskandar ballistic missiles to its Kaliningrad enclave between Lithuania and Poland and long-range, nuclear-capable bombers to Crimea.

An April 18, 2015 Reuters article stated Putin recently softened his anti-US rhetoric only a week after accusing the US of trying to dominate world affairs and saying what it wanted was “not allies, but vassals.” Putin reportedly said on April 18th, “We have disagreements on several issues on the international agenda. But at the same time there is something that unites us, that forces us to work together.” He then stated, “I mean general efforts directed at making the world economy more democratic, measured, and bilateral, so that the world order is more democratic. We have a common agenda.” Similarly, the BBC reported that on March 6, 2014, after seizing Crimea, Putin told Obama by telephone that US-Russian “relations should not be sacrificed due to disagreements over individual, albeit extremely significant, international problems.” Regarding Crimea, Putin said Russia could not “ignore calls for help and acts accordingly, in full compliance with international law.” Given Obama’s record on the use of force, and what Russia observed during the Iran Talks, Putin may have calculated he has pushed hard enough, and he now can reap a negotiated resolution from Obama. Perhaps Putin assessed that as with Iran, talks might provide him with the chance to achieve many objectives.

The Way Forward

Fene libenter homines id quod volunt credunt. (Men readily believe what they want to believe.) The decay of Europe’s defense came as a result of a lack of commitment of the European countries, and to an extent the US, to the stewardship of NATO, militarily. After the Soviet Union’s collapse, NATO members became weary of investing financial resources in a deterrent force that did not face an apparent threat. There was no change in thinking despite Putin’s aggressive stance and actions against countries that are part of Russia’s “near abroad.” To surmount the impact of what the Western capitals were seeing, they ignored what they saw, made massive military cuts, and failed to meet their military commitments to NATO.

Non mihi, non tibi, sed nobis! (Not for you, not for me, but for us!) Meetings between NATO allies can no longer simply amount to rhetorical conversations about collective security in Europe, pledges to do more, and proposals to rearrange the meager military resources currently available to face the vast, mobile, hard-hitting Armed Forces of the Russian Federation. Decisions must be made now on what will done in the face of a confrontation with Russia over future aggressive moves against Ukraine or any other sovereign state in Europe. Too many ambiguous political speeches and statements on US military power have already been made to create doubt over whether the US might respond at all. There must be clear discussions on a mutually acceptable political rationale for military action, despite its difficulties and horrors, must be established between the US and the Europe. US and European leaders must confirm now what they will commit and exactly how they will act together militarily. In a manner loud enough for Putin to hear, Obama, in particular, must continually confirm at the UN, in NATO, and in its members’ respective capitals that Europe can count on US support if a military confrontation becomes imminent.
