Iraq’s Premier Narrows the Divide, but Challenges Loom: Will Abadi Take a Path Being Created by Iran?

However, with some prodding from Tehran, Abadi now seems to be leaning toward Iran and challenging the administration of US President Barack Obama on its support and commitment to his government.

According to a December 15, 2014 New York Times article entitled “Iraq’s Premier Narrows the Divide, but Challenges Loom”, in nearly every way, Iraqi Prime Minister Haider al-Abadi has so far been a different leader than his predecessor, Nuri Kamal al-Maliki, despite their common Shi’a political bloc. Although the obstacles facing his government are considerable and he faces political challenges within his own party, Abadi’s early performance has encouraged many Western officials. In his first months in office, Abadi has already appeared three times before Parliament which Maliki only did twice in eight years. Abadi has fired incompetent and corrupt military commanders appointed by Maliki and rooted out 50,000 so-called ghost soldiers; no-show troops for whom commanders nevertheless collect salaries. The December 15th New York Times article quoted Gyorgy Busztin, the Deputy Special Representative for the United Nations in Iraq, as saying “He [Abadi] is doing all the things we feared he wouldn’t be doing.” While many officials credit Abadi’s conciliatory style for the improved political environment, they say the changes also point to a new sense of urgency in Baghdad that Iraq might finally break apart in the face of the threat from the Islamic State of Iraq and Greater Syria (ISIS).

Abadi’s greatest test to date came when an Iraqi court sentenced a prominent Sunni politician to death. It was panning out to be an unmitigated disaster for the country’s new prime minister. The verdict, on capital murder charges brought by the previous government against the politician, Ahmed al-Alwani, prompted the defendant’s Alwani tribe to threaten the termination of its coordination with the Iraqi government in the fight against ISIS. However, Abadi moved quickly to mitigate the problem. He immediately contacted Sunni officials and Alwani tribe members, assuring them that there would be no execution. He urged them to solve the matter by the tribal tradition of paying “blood money” to the families of the two soldiers who were killed in a gun battle when commandos came to arrest Alwani last year.

However, the December 15th New York Times article also explained that Abadi faces constraints from hard-line factions within his own Shi’a constituency. For example, Iraqi Vice President Osama al-Nujaifi said that even though Sunni officials were optimistic about Abadi’s intentions, they remained worried about the “old guard,” a reference to Maliki and his cronies, who many believe are working behind the scenes to undermine Abadi. Maliki had already been accused of inflaming sectarian hostility. It was a made cause for the US push for his removal. His reputation was made worse by his open opposition of a deal to share oil revenue with the Kurds. He called the fall of Mosul to ISIS in June a conspiracy orchestrated by the Kurds. It is believed that ISIS’ march over a vast swath of Iraq has been aided by sectarian hostility which Maliki’s rule inflamed. Maliki warned against arming Sunni tribes to fight ISIS. His lack of support for Abadi has also been evinced by his refusal to vacate his prime minister’s offices and palace in Baghdad’s Green Zone. There is the possibility that Maliki is driven purely by his own political objectives and the hope that he might return to power sometime in 2015.

However, it may also be that Maliki’s actions have been driven by Iran. Tehran may be using Maliki both as leverage with Abadi and as a possible replacement, should he take what Iranian leaders in Tehran might view as an overly conciliatory approach toward other sectarian groups in Iraq and move too close to the US. Part of that effort also appears to include having Maliki maintain close linkages with Iran’s Shi’a partners in the region, including groups such as Hezbollah. Abadi must remain concerned with reactions from his Shi’a political base to his bona fides as leader of Iraq’s Shi’a community upon which his political survival depended. Indeed, it appears Iran’s approach is working. True, Iraqi leaders have always visited Iran since the 2003 invasion by the US-led coalition. Yet, recent visits by Abadi and other senior Iraqi officials indicate Iran still holds considerable influence with them. There is palpable feeling in the air that renewed linkages between Iraqi Shi’a political leaders and Tehran has been created. It has been firmed by Iran’s efforts and sacrifice in defense of Iraqi cities, towns, and citizens from ISIS.

Doubts Arise about Abadi in the US

When the ISIS blitzkrieg began in Iraq on June 9, 2014, the response of the administration of the US President Barack Obama included pushing then Iraqi Prime Minister Nuri Kamal al-Maliki to establish a representative government, to include Sunnis and Kurds. It was seen as an effort to heal the rifts being exploited by the insurgents. The militants captured large parts of the country’s western and northern provinces in their June offensive after Sunni residents threw their support to the group after the Maliki government stopped paying the Sunni tribal fighters who had earlier helped battled the ISIS’s precursor, Al-Qaeda in Iraq (AQI). Obama went as far as to insist that no US military help will be forthcoming unless Iraqis make an effort to bridge their divisions. US Secretary of State John Kerry, in talks with Maliki, tried to make headway on the issue. After a protracted political crisis, the Iraqi Parliament voted to have Maliki step down in August, and Abadi took over with a mandate to establish a new government more representative of Iraq’s ethno-religious groups and gain the trust of Iraq’s disaffected Sunnis so they would fight ISIS rather than support it. His early performance encouraged many US and Iraqi officials.

In support of Abadi’s government, the US deployed 1,700 US troops to Iraq with the mission to help train and reorganize the highly fractured Iraqi Army. It had dwindled to nearly half its size from the 50 brigades it had when the US forces left in 2011. US military troops would also prepare the Iraqi Army for a ground offensive against the ISIS. A fight to retake Mosul was being planned for the spring of 2015. Obama announced in November that the US would send 1,500 additional troops as part of a $1.6 billion effort to train and equip nine Iraqi brigades and three Kurdish brigades for a renewed push against ISIS. Obama also sought to support plans to create as many as three brigades of Iraqi National Guard units drawn from members of Sunni tribes in the Anbar province to fight AQI. Those tribal militias were a vital part of the “Sunni Awakening” that began in August 2006, during which Sunni fighters turned against AQI. The tribal militias cooperated with US troops in killing large numbers of AQI militants and in pushing the group out of its longtime stronghold in Anbar province. ISIS’s June offensive was launched from Anbar, and it has been consolidating its control over the province.

Alistair Baskey, a spokesman for the US National Security Council, stated for the New York Times in an email that Abadi and the Iraqi government “have made clear that Sunni tribal forces are going to have to be a part of the effort to defeat ISIL [ISIS] and for the security of their provinces.” Baskey went on to comment on Abadi’s participation at a December 3, 2014 Counter-ISIL Coalition Ministerial in Brussels. He stated that Abadi “once again acknowledged that military action alone will not defeat ISIL [ISIS] and that positive steps toward governmental reform, national reconciliation, and economic and social reconstruction will be needed in this fight. This process will take time but it is now underway. The new government is working to integrate tribal fighters into the Iraqi Security Forces.”

However, Abadi, during a December 9, 2014 meeting with US Secretary of Defense Chuck Hagel, reportedly made a strong push for more weapons and expressed doubts about reconciling with Sunni tribes. According to a December 14, 2014 ForeignPolicy.com article, Abadi’s approach caused US and European officials to worry whether the US-led coalition was rushing to train and rebuild Iraq’s military forces without getting a matching commitment from the Iraqi government to make peace with its Sunni tribes. Talk began of holding back the deployment of the additional 1,500 US troops as a way to indicate US displeasure at Abadi. However, it was recognized that any slowdown or hesitation on the part of the US to execute its plan to train and equip the Iraqi military as well as support for the formation of national guard units will have far-reaching consequences. An anonymous US official was quoted in the December 14th ForeignPolicy.com. article as stating if the US waits to deploy additional forces “or if we look like we are starting to wobble in our commitment to Iraq we’ll pay for that inside the coalition and we’ll pay for that with our Arab partners.” Sedit qui timuit ne non succederet! (He who feared he would not succeed sat still!)

Iran Seeks to Guide Abadi’s Way

It is difficult to imagine a scenario in which Iran would tolerate any reduction of its influence or surrender its interests in Iraq as a result of the Obama administration’s actions. Knowing that the type of representative government the US sought to construct for Iraq could not be designed easily, Iranian leaders seemed to believe the US would fail to create it. Khamenei, on June 23, 2014, stated: “We vehemently oppose and disapprove the interference of the Americans and others in Iraq’s domestic matters. We believe that Iraq’s government, people, and the senior clergy are capable of ending this sedition. God willing, they will end it.” After some political horse-trading, Maliki was pushed out and Abadi was brought in. However, Iranian leaders did not concede that the US was better able to manage Iraqi politics. In response, Iran committed itself heavily to Iraq expecting to acquire even greater influence in the country and with Abadi.

Tehran eventually expressed support for Abadi, but it was reserved. It came in the form of congratulations from the Secretary of Iran’s Supreme National Security Council, Rear Admiral (Daryābān) Ali Shamkhani. On August 12, 2014, Shamkhani offered congratulations to the Iraqi people and their leaders for choosing Abadi as their new prime minister. He also stated that Iran supported “the legal process for choosing the new Iraqi prime minister.” Yet, the Iranian leadership’s authentic sentiments on the matter were best expressed by Senior Foreign Policy Advisor to the Supreme Leader and Head of the Expediency Discernment Council Strategic Research Center, Ali Akbar Velayati. On June 19, 2014, Velayati explained, “[Nouri Maliki] is the best figure among existing Iraqi politicians to lead. I say this because I know Iraq. I have cooperated with everyone who is managing Iraq, even before the victory of Iran’s Islamic Revolution.” In following with that sentiment, during Abadi’s first visit to Iran as prime minister on October 20, 2014, Khamenei reservedly expressed appreciation over his formation of the new Iraqi government. Khamenei stated, “Iraq is a big, important, and influential country in the region that can play a (major) role once security and conditions return to normal.” He told Abadi, “We stand by you and will defend your government just as we seriously defended the former administration.” Yet, in Abadi’s presence, Khamenei lauded the performance of Maliki in resolving the problems of the Iraqi people and maintain security in the country. It was not difficult for Abadi to perceive that in Tehran, Maliki’s standing was higher than his own. Press TV reported Khamenei heaped further praise on Maliki when he visited Tehran on November 10, 2014 by saying his approach prevented “chaos” and “instability” in the country. Khamenei rated what he called “Maliki’s approach to help the new government of [prime minister] Haider al Abadi and efforts to establish unity among different Iraqi forces” as “very good.”

By late 2014, Abadi began to publicly lean toward Iran and challenge the US regarding its level of support despite his successes in Iraq. The cause for his change in perspective may have been a combination of weariness from political infighting in Baghdad, the struggle to balance his ties to sectarian groups, pressure from his own Shi’a community, or Iran’s efforts on the battlefield. Abadi may have simply begun to question the Obama administration’s will to engage long-term in the fight against ISIS. His rebellious attitude toward the US was evinced in a December 1, 2014 interview with the Lebanese-based Al-Mayadeen Television. Abadi reportedly stated, “While the United States was hesitant to help Iraqi armed forces amid security threats to Baghdad, Iran was swift to provide assistance to its crisis-torn Arab neighbor.” Abadi went on to express his appreciation to Iran for standing with Iraq in its battle against ISIS. He also explained that Baghdad was determined to maintain friendly relations with Tehran. Abadi stated that the two neighboring nations share common interests, adding Iraq would not sever its relations with the Iran simply because others might ask Baghdad to do so. Given the views he proffered in his December 1st interview, the approach taken by Abadi during his December 9th meeting in Baghdad with Hagel should not have come as a surprise. 

To Abadi, US officials have approached the anti-ISIS fight as a policy issue, but for him that fight is an existential issue. As a neighbor, Iran displays a mutual sense of danger, and its leaders have assured Abadi that as neighbors, they are open to helping his government face many critical issues.

Impact of Iranian Military Support

During a September 25, 2014 meeting with Abadi, Iranian President Hassan Rouhani stated, “Tehran considers Iraq’s security and stability as its own security and stability.” If the Iranians manage to shape the military situation on the ground in Iraq, they will have much to gain.  Iran’s position as the dominant power in the region would be furthered. As Velyati explained, “The majority of [Shi’as and Kurds] and their leaders have very close relationships with Iran. Some Sunni Arabs have cordial relations with us as well. We can therefore make our most effort to gather the aforementioned [individuals].” Iranian Revolutionary Guard Corps commanders certainly believe they are close to achieving that goal. The Iranian Students News Agency quoted IRGC Brigadier General (Sartip-e Dovom) Yadollah Javani, the Senior Adviser to the Representative of the Supreme Leader to the IRGC as stating that the two factors in the successful liberation of Amerli and Mosul were the matjas [religious authorities]’ fatwas, especially that of Grand Ayatollah Ali Sistani. He further noted that according to his [Sistani’s] own words, “General [Qassem] Suleimani has exported the culture of the Sacred Defense [Iran-Iraq War].” Javani continued by explaining, “Today in Iraq and Syria, the great banner of General Suleimani has been installed, with the caption beneath it, ‘Savior of Iraq;’ this is a great source of pride.”

Some IRGC boasts have derided US efforts in Iraq. Senior Military Adviser to the Supreme Leader, IRGC General (Sarlashkar) Yahya Rahim Safavi explained that Iran, Syria, and Iraq make up the strongest coalition against ISIS, with millions of people willing to defend sacred shrines. He further stated the US-led anti-ISIS coalition is ineffective and has already failed.

The Way Forward

It has been proffered by US officials anonymously that the Abadi government is still in its nascent stages and the US and its coalition partners need to “resist making major assumptions about the trajectory of the situation in Iraq based on anecdotal information or a few data points.” If the decision is made to wait to see how Abadi will behave before investing further militarily in Iraq, it is believed the Iraqis will most likely delay in organizing their security forces. Soon enough, everyone will be waiting to act except ISIS. That has been referred to as “a losing proposition.” Iran heavily committed itself to Iraq with the expectation that it will acquire even greater influence over it.  With greater control over the Shi’a community and increased influence with the Kurds, not through political operations, but its military efforts, it is difficult to see how Iran would not be able to shape the political, economic, and social situation in Iraq for years.  As for the sectarian struggle, Iran is confident it can handle the matter.

In many places, the Iraqi people have coped with unspeakable sufferings, injustice in violent forms, and corruption among officials. Given Abadi’s progress, hope was created that the light of his success would shine amidst such darkness, and the darkness would not be able to overpower him. Yet, no matter how capable Abadi may appear to be, he cannot be expected to find his way in that darkness without help. Iran is creating a road for Abadi. It may be either a path toward a stable, secure and unified Iraq, with a representation government or a blind alley which will lead to greater sectarian violence. If Iran’s efforts concern the Obama administration, it should consider how the US can create a straight path for Abadi to travel. It is not a matter of simply pushing him from behind with demands. It means leading the way with concrete steps and working closely with Abadi, as a partner, to accomplish all things.

The Obama Administration Needs to Respond Effectively and Rapidly on Iraq; Foreign Policy Failures Must Not Become the Norm!

The aircraft carrier USS George H.W. Bush has sailed into the Persian Gulf with a cruiser and a destroyer. The carrier’s jets could provide close air support for the Iraqi Army. Jets and cruise missiles could strike marshalling points, supply lines and advancing units of the Islamic militant insurgency away from urban areas.

The current crisis in Iraq provides a rather poignant illustration of the results of the failure of the administration of US President Barack Obama to use reasonable care in the handling of US foreign policy. It is difficult to watch what is occurring given that opportunities to avert the present situation were ignored. The Obama administration came into office pledging to repair the grave foreign policy errors of the administration of US President George W. Bush. After Obama’s re-election in 2012, White House staffers spoke confidently about their administration’s efforts and how they wanted to establish their president’s place in history, or his legacy. Yet, his administration has proven to be too risk adverse, and has attempted to absolve itself of the more assertive and aggressive aspects of exercising US power as part of its role as the world’s leader. The Obama administration has faced a number vicissitudes in foreign policy. Its ability to successfully find its way out of a colossal mess in Iraq remains uncertain. Questions exist in Washington, DC, other capitals worldwide, and the global media on whether Obama has the will to take military action in response to the threat posed by the Islamic State of Iraq and Greater Syria (ISIS) and other Sunni insurgent groups to the Iraqi government. More useful, however, might be a discussion of the ideas that may cause Obama to display restraint in this crisis, and how, from another lens, he might see how those ideas have failed him and why taking action in Iraq is necessary.

Through the presidential campaigns of 2008 and 2012, hopes of the US public were raised by Obama’s speeches on ending the wars in Iraq and Afghanistan, withdrawing forces, and taking new approaches on foreign policy that would establish some tranquility of order in US foreign affairs. Obama’s voice was that of a man speaking from a source. His administration’s captivating assessments were satisfying enough for those who were unable or unwilling to look more deeply and those seduced by simple answers. All things are beautiful through the right lens. However, as a result of a string of policy “disappointments” or failures, it became evident that many of the views proffered by the administration on foreign policy were distorted, albeit unintentionally, through a selective discussion of circumstances. Many efforts to create positive change were fruitless. Recall the claim by the administration that by cautiously arming and training the patchwork Free Syrian Army, burdened from the start with al-Qaeda linked Islamic militant groups, Syrian President Bashar al-Assad would soon face defeat and surrender power at the negotiating table. It was a pleasant and unchallenging fantasy. The talent to captivate through speeches proved not to be the same as the talent to truly lead internationally. While the sincere goal may have been to revamp US foreign and defense policy, the effort should have handled with diligence to avoid taking US policy on a course that could lead to its unraveling.

The Obama administration has displayed a predilection toward restraint on military action contrary to the Bush administration. However, that proved to be problematic whenever military was actually needed. Gallivanting around the world attempting to solve its ills through pre-emptive military action, as the Bush administration was perceived as doing, is wrong. However, not responding to aggressive actions that threaten US interests, its image, and peace and security worldwide is wrong, too! Failing to take military action in one instance might settle one situation, but sends a message or creates an impression, that could lead to greater difficulties in another. In 2013, in Syria, everything needed was available to cope with Assad, after allegations were made of his regime’s use of chemical weapons, and to cope with ISIS, after its countless abuses and murders of Syrian citizens and brutal attacks on mainstream Free Syrian Army units. Yet, Obama was unwilling to wield US military power. No action was taken, and the message was sent that Obama would not commit himself to red lines he sets and that he is reluctant to take robust military action for any reason. More recent policy speeches about transnational interests and multilateral responses offer a seductive kind of superficiality, perhaps a shallow entrapment for the administration, itself. The truth is that without strong US leadership and support for friends and partners, militarily, financially, or politically, big things would never have been accomplished internationally, especially during crises. Consider that the United Kingdom, unquestionably one the closest allies of the US, has already announced through its Foreign Secretary William Hague, that it is “not planning military intervention of any kind” in Iraq. Except for some sort of coordination with the Islamic Republic of Iran, the US would likely have to take action in Iraq alone. The Obama administration could hardly have imagined that it was creating such a circumstance.

On a number of other issues, such as Ukraine, the Obama administration could have simply acted more decisively, effectively and rapidly. As a leader, Obama may want to be able to say as Frank Sinatra: “I did it my way!” However, his duty as president is not to respond to issues based on his own needs, values and principles, but only those of the US. That comes before legacy, and truly sets one’s destiny as president. Current events in Iraq indicate there was a failure to recognize the problem, and a failure to find real answers. Intellect and will determine choices. However, pride and ego can block the truth, and lead one to reject all evidence of a problem.   Despite any strong feelings Obama has against military action, as a matter of self-sacrifice, he should have been willing to act for the sake of US interests. In today’s world, it is just not possible for a US president to create an image of himself as a benign philanthropist.

Difficulties between Obama and the US military’s leadership were well-discussed in former US Secretary of Defense Robert Gates’ book, Duty. Those difficulties accordingly have contributed somewhat to Obama’s views on the use of military power. Lacking experience in the military arena, Obama should have had an adviser on military affairs, perhaps a retired general or admiral involved in the presidential campaign, added to the White House staff to better familiarize him with the nuts and bolts of military affairs. General Maxwell Taylor served US President John F. Kennedy in this capacity in 1961. Any mistrust resulting from any negative interactions between the president and his generals should have been quickly resolved. That mistrust hopefully has not ruined relations of the president with other senior foreign and defense policy officials in the government.

In the history of successes and accomplishments in US foreign and defense policy, there are many interesting cases that can provide guidance on how to develop creative solutions to current problems. Among the staffs at the State Department, Defense Department, and the Central Intelligence Agency, particularly at the senior levels, is enough experience, wisdom, and capabilities to meet all of today’s challenges. They must be relied upon with a degree of trust. A president should be receptive to their views, and moderate those advisers urging caution. The memoranda, reports, and other documents produced by these professionals manifest US values and principles, and certainly embody the history of US foreign and defense policy as they have most likely been part of it. History is the country’s life blood. Without knowing the country’s history, a US leader might appear as a child, searching for answers, paralyzed with uncertainty over what should be done. Therein lie the makings for a tragedy. The decisions of a US president can shape the destiny not only of the US, but the world.

Devising approaches in foreign policy in our times requires that US decision makers to possess shrewd insights into human nature. It requires understanding how to deal with people who think differently, and well as knowing people’s frailties. The US should not tolerate threats and aggression from maniacs playing God in other states and among non-state actors. The US is not a door mat for others. There is a real need for Obama to be more attentive and more active. Deeds, not just words, count! That does not mean the US must act with vindictiveness. It means the US must act to correct wrong acts of coarse leaders, when US interests’ are at stake. There is a need to combat the devilish conceit that peace might issue from a concordance with evil. Intimation of a willingness to do so can only lead to disaster. The list of matters that have long been understood to fall within US interests should not be curtailed through sophistic arguments to sidestep action either. It is not too late for the Obama administration to turn the corner. Perhaps Iraq presents that opportunity. Time is of the essence. The danger of the situation in Iraq must be fully recognized now. The US must rapidly formulate and implement solid approaches, a strategy, for its resolution.

US Projects Tough Stance to Both Sides of Syria War: Although the US Has Been Busy on Syria, Its Efforts Haven’t Been Fruitful

According to a May 15, 2014, New York Times article entitled, “US Projects Tough Stance to Both Sides of Syria War,” the administration of US President Barack Obama has sought to project a toughened posture in reaction to the fact that Syria peace prospects are collapsing.  Conducting military exercises with both air and ground forces in neighboring Jordan was one way used to project that posture.  The exercises were held in and around the Muwaffaq Salti Air Base in eastern Jordan, which has long been regarded as a likely staging ground for any possible US military intervention in Syria.  That event took place as US Secretary of Defense Chuck Hagel was making a visit to the Middle East.  Part of his itinerary included conferring with senior Jordanian political and military leaders.  Another way the Obama administration sought to project a “toughened posture” was having the US Treasury Department designate Abd Al-Rahman Muhammad Zafir Al-Daysi Al-Juhni, of Saudi Arabia, and Abd Al-Rahman Mustafa al-Qaduli, of Iraq, both of whom are leaders of Syrian jihadist groups, as “global terrorists.”  They were also accused of exploiting the mayhem in Syria to advance the influence of Al Qaeda and its affiliates.  This step by the Obama administration was meant to serve as warning to other members of the Western-backed insurgency fighting Syrian President Bashar al-Assad’s regime that they should not have any dealings with Al-Rahman Muhammad Zafir Al-Daysi Al-Juhni and Abd Al-Rahman Mustafa al-Qaduli.

These steps came a day after the resignation of Lakhdar Brahimi, the chief UN diplomat assigned to mediate a peaceful solution to the Syrian conflict.  There was no immediate information provided on who might succeed him.  When news of Brahimi’s resignation came to light, US Secretary of State John Kerry and his counterparts from allied European and Arab nations that support the moderate Syrian opposition were preparing to meet in London.  They were gathering without a clear plan for reviving a diplomatic solution to the Syrian civil war.  It is estimated that 150,000 people have been killed in the conflict since it began in March 2011.

Although the Obama administration might argue that it was getting tougher with the both parties in the Syrian conflict, the reality is those steps will not shape events on the ground in its favor.  The main stumbling block to achieving both Obama administration’s objectives in Syria has been Islamic militant groups affiliated with Al Qaeda.  Certainly, the US is in a position to do much more, especially militarily, on behalf of the Syrian opposition’s Free Syrian Army (FSA), the umbrella organization under which opposition groups fight.  Yet, that is not likely.  The Obama administration never guaranteed that it will stand with the Syrian opposition to that extent. What will likely be seen from the Obama administration is much more of its tame effort.  It will remain busy at allocating funds, providing equipment, and deploying some very capable intelligence and military personnel on Syria issue, but hold back enough as not to be truly invested or fruitful in the endeavor.  That will certainly be to Assad’s benefit.

US Diplomacy

General James Jones, former National Security Adviser in the Obama administration described the White House as being delinquent on Syria.  During the four years of civil war, the Obama administration: has backed away from red-lines on chemical weapons use; taken a dogmatic position on Assad’s removal which has only served to harden the positions of parties to the conflict; struggled to organize a string of talks in Geneva that have proven less than promising; and, has engrossed itself in time consuming policy debate on the issue.

The removal of Assad and his regime has been the expressed desire of the Obama administration, but it appear to be in a hurry to achieve that goal.  In his famous August 16, 2011 speech, Obama made the direct statement, “Assad must go!”  However, the Obama administration’s actions to date indicate a lack of commitment to that goal. Assad’s removal has not been established as part of a national security directive.  In fact, the US still recognizes the Assad regime, and has never hinted that it would withdraw its recognition of it while Assad was in power.

The Syrian opposition, from which the leadership of Syria would ostensibly come in a transitional government, has many problems.  Its membership has not done anything to demonstrate the ability to take power in Syria.  They have not proven to be politically astute.  There is always some form of infighting underway.  It takes weeks for opposition groups to organize its meetings in Istanbul, which members often refuse to attend.  No serious effort to form a shadow government has been made by the US or Western powers.

The Obama administration has made public its efforts to support the FSA against the regime of Syrian President Bashar al-Assad with arms and equipment and a moderate degree of training.  The Obama administration provided its support with the hope that Assad could be pressured to the negotiating table by FSA advances and eventually agree to step down under a settlement.  Cynics might say the Syria effort by the US, as well as the EU, and Arab states has appeared more like an effort to simply hassle the Assad regime, Russia, and Iran.  The Syrian opposition could not fully appreciate the limited extent of the US commitment.  Commanders and fighters have been very impatient with the Obama administration over the degree of its efforts.  They constantly point to the size and scope of efforts from the US and other Western benefactors as the cause for their lack of truly significant success against Assad’s forces and allies—the Iranian Revolutionary Guard Corps (IRGC), IRGC Quds Force, Hezbollah, the National Defense Forces militia, and Iraqi Shi’a militia brigades.  However, the real problem has been the lack of military capabilities among the FSA units and their resulting inability to act decisively. In addition to their failure to defeat Assad’s troops and allies, mainstream FSA units have found themselves constantly under the attack of Islamic militant groups linked to Al Qaeda.  Consequently, FSA efforts became split between fighting Assad and rogue Islamic militants.

Forcing Assad to surrender his chemical weapons stockpile was a big step.  However, it was done with international consensus.  Russia, Iran, and China were just as happy as the US to get chemical weapons out of Assad’s hands.  Assad, himself, may have recognized that having such weapons in country with little ability to exploit their potential, and sacrificing forces to protect them, was not doing any good for his cause.  Besides, the whole matter provided Assad with the opportunity to be seen as the leader of Syria, implementing an agreement his regime reached with the major world powers.

The resignation of Brahimi as explained by UN Secretary-General Ban Ki-moon came as the result of a collective failure by parties to the conflict.  The secretary-general suggested Brahimi was overwhelmed by both the Syrian government’s inflexibility and the inability of the Security Council to take assertive action to support his efforts and alleviate civilian suffering.  All of that was topped off by Assad’s defiant announcement that he would seek a third seven-year term in elections held in June, in which his victory is considered assured.  Since the removal of Assad was considered key to allowing a transition of government to occur, his announcement to run for the presidency again resulted in the collapse of Brahimi’s peace efforts. Syria’s official news media welcomed Mr. Brahimi’s departure, accusing him of bias favoring Assad’s political opponents.  The state-run Syrian Arab News Agency quoted Bashar al-Jaafari, the Permanent Representative of Syria to the UN, as saying Brahimi had committed many errors, “including his interference in Syria’s internal affairs.”  However, only outside efforts, far beyond what he is already receiving, would Syria be able to cope with the Al Qaeda linked Islamic militants, a threat to the Assad’s regime more immediate than US military intervention: .

Islamic Militant Groups

The current size and strength of Al Qaeda linked Islamic militant factions in Syria is considerable.  Allowing them to become a fixture in Syria would hobble a transitional Syrian government, and lead to its eventual collapse. Unlike the secular groups and moderate Islamists in the Syrian opposition, it is inconceivable that the Islamic militant groups linked to Al Qaeda would cease their struggle under any peace agreement with the Assad regime.  The Islamic militants’ goals were never compatible with the concepts and intent of the Syrian opposition’s leadership. While mainstream FSA forces are directed at creating the basis for a transition to a democratic style government in Damascus for all Syrians, rogue Islamic militant groups seek to create a separate Islamic state on Syrian territory, under Sharia law.  Indeed, in towns and villages of the rather large segments of Syria that they control, rogue Islamic militant groups have imposed a strict form of Sharia law on their inhabitants. Infractions of that law have resulted in merciless abuses and gruesome murders of Syrian citizens.  Syrian military personnel and regime supporters are rarely spared by the rogue Islamic fighters.

Such atrocities have been well documented by the US, the EU, Russia, the UN, NATO, nongovernmental organizations, humanitarian organizations, and especially the news media.  A rift between that foreign fighter laden Islamic State of Iraq and Al-Sham (Syria), and Jabhat al-Nusra, a mostly Syrian member Islamic militant faction, once surfaced as Syrians of Al-Nusra grew angry at the foreign fighters mistreatment of Syrian citizens as well as their announced plans to create their own Islamic state Syrian territory.  It was reports of horrific acts by ISIS against Syrian civilians that led Al Qaeda’s leader, Ayman al-Zawahiri, to renounce ISIS’ activities as being too extreme to tolerate.  With every passing day, the mistreatment and killing intensifies. Islamic militants have poured into Syria at a rate so high that the FSA cannot contend with them alone.

Obama’s Military Option

Despite stating that the military option remains on the table and conducting military exercises in Jordan, it seems unlikely that Obama would ever give the order for military action in Syria, even against Al Qaeda linked Islamic militant groups.  As Obama’s foreign policy agenda is rife with challenging issues, including Ukraine and Iran, using political capital and vital resources now on Syria would hardly be in the cards.  Obama was skeptical that military force would be useful in the Syrian context once the civil war began. Within the Obama administration, it was truly believed that Assad would simply fall away.  Among those statements expressed by administration officials about Assad were: “Assad is toast!”; “The winds of change would sweep Assad off the stage!”; and, “Nature would take its course!”

Obama’s thinking on military action today is most likely still guided by ideas he expressed in August 23, 2013, when he backed away from military action for the Assad regime’s alleged use of chemical weapons against Syrian civilians.  Obama recognized that the US military was over-extended in the previous Bush administration and he wanted avoid making that same mistake. Obama stated: “Sometimes what we’ve seen is that folks will call for immediate action, jumping into stuff that does not turn out well, gets us mired in very difficult situations, can result in us being drawn into very expensive, difficult, costly interventions that actually breed more resentment in the region.”  Obama did not indicate, even at that time, any intent to have US forces engaged in a long term action in Syria. Obama’s thinking was also influenced by his background as a legal scholar and his concerns over international law. Obama went on to explain that there were “rules of international law” guiding his response.  He went on to state, “You know, if the US goes in and attacks another country without a UN mandate and without clear evidence that can be presented, then there are questions in terms of whether international law supports it, do we have the coalition to make it work, and, you know, those are considerations that we have to take into account.”  Further, Obama was concerned with what US interests truly were in Syria. While he admitted that there was some criticism and push for strong action by some Members of Congress at that time, Obama explained, “What I think the American people also expect me to do as president is to think through what we do from the perspective of, what is in our long-term national interests?”  With those words, Obama signaled that getting involved militarily in Syria was not in the long-term interests of the US.

The Way Forward?

In designating Abd Al-Rahman Muhammad Zafir Al-Daysi Al-Juhni and Abd Al-Rahman Mustafa al-Qaduli, David Cohen, the Under Secretary of the Treasury responsible for sanctions enforcement, was quoted as stating the decision “sends a strong warning to the legitimate Syrian opposition and those who wish to support it” to avoid any dealings with them.  However, the degree of harm that will be caused to those individuals by impounding assets they have in US jurisdiction and banning any commercial contact with them by US citizens should be considered sensibly. Such steps will unlikely lead to tragic consequences for their groups.  There are a variety of other sources, known and perhaps some unknown to the US, their groups might continue to seek aid from in the future.  Interestingly, a few months before this step was taken, there was an idea discussed and acted upon by the Obama administration to negotiate with the Islamic militants.  This approach was non-starter.  It seemed questionable to think in 2014 that results could be achieved through formal talks with jihadists.  As was discussed in the July 11, 2013 greatcharlie.com post entitled, “Opposition in Syria continues to Fracture, Yet This May Create a New Option for Its Allies,” only through military action, unilateral or multilateral, could the US relieve Syria of a barbaric Al Qaeda linked Islamic militant threat.  A transitional Syrian government will not have the means to eject rogue Islamic militants from sovereign Syrian territory.  As long as the rogue Islamic militants remain active in Syria, it will remain a state hampered by disunity and conflict.

The US effort in Syria hinges on how it responds to the Islamic militant presence.  The Obama administration needed to see this truth early on.  The administration seemingly closed its eyes to this fact. Without military action, US policy will not be advanced.  However, it seems the ship has already sailed on the use of force in Syria.  The Obama administration appears willing to let the entire Syrian episode pass, while continuing a small, questionable assistance effort, projecting toughness through legal maneuvers and military exercise, never taking military action, and allowing Assad to remain in power.  Perhaps in 2017, a new US administration might implement a policy in which the US is more invested in Syria.

Merkel Says Give Iran Talks a Chance, But Be Ready to Act if Needed; However, the US and Europe Must Decide How They Will “Act” Together

Pictured above is the launch of an Iranian Shahab long-range missile. The fear that nuclear-tipped Shahab missiles might strike Europe in part has kept the option of US military action on the table regarding Iran’s nuclear program.

According to a May 2, 2014 Reuters article by Krista Hughes entitled “Merkel: Give Iran Talks a Chance, But Ready to Act if Needed,” German Chancellor Angela Merkel said that sanctions could still be reinstated against Iran if needed, but negotiations with Iran over its nuclear program have to be given a chance.  Merkel reinforced that statement by saying, “If Iran does not meet its obligations, or does not meet them adequately, we remain ready to take back the current limited suspension of sanctions.”  She then went on to state Iran must comply with an interim deal under which Tehran agreed to limit parts of its nuclear work in return for the easing of some sanctions.

The Geneva nuclear negotiations have been moving very slowly, but progress has been made.  That is why Merkel and other Western leaders have publicly asked for patience with the process. Insisting that the negotiations be rushed will result in the process becoming a forced public performance, perfunctory in nature, with no real chance for success.  What is sought by the West is a transformation in the thinking of Iran’s leadership. Interestingly enough, the new dialogue between Iran and the P5+1 (the Permanent Five Member States of the UN Security Council—US, Britain, France, Russia, and China—plus Germany) has built confidence, eliminated many ambiguities about positions, and lessened the guessing over actions, intentions, and motives.  Even more, there have been hints that Iranian leaders may be able to see the real possibilities of a final agreement. Iran’s adherence to the interim deal has been a good first step and could mean Iranian leaders sense the promise of a peace agreement.  A negotiated agreement on Iran’s nuclear program would be a treasure of great value reached as a result of the hard work of diplomats and officials of all parties involved.  Yet, the bitter scenario of Iran backing out of the process after all that has been achieved remains a real prospect.  All parties went into negotiations knowing that reaching a final deal was far from a fait accompli.

Merkel was expressing strong language regarding the potential response of leveling harsh sanctions against Iran if the Geneva process failed.  Yet, her response hardly matches the February 26, 2014 statement made by US Secretary of State John Kerry that “the US has an obligation to pursue nuclear negotiations with Iran before attempting to force Tehran to give up its nuclear activities with military action.”  His statement left no doubt that the US would seriously consider a strike on Iran if diplomatic talks were to breakdown.  There is a considerable divergence in thinking between Merkel and Kerry when they indicate they are ready to take action.  Sanctions may indeed have the potential to be very harmful and could possibly turn Iran into an “economic basket case.”  However, military action would be calibrated to destroy Iran’s nuclear program to the greatest extent possible.  The apparent reluctance of Germany to support US military action sends a message to some in Iran that there is a schism between the US and Europe on the Iran’s nuclear program, and the US would need to go it alone against its nuclear program.  Clearly, Germany, much as other European states, does not appear fully committed to its own defense against the potential threat Iran can pose to Europe.  If European leaders do not feel the collapse of the talks would warrant a military strikes against Iran, let it be.  However, if military response is desired, European leaders should standby the US, and avoid contradicting its policy in public statements.  They should explore ways to effectively support, encourage, and affirm US action.

European Security and Iran

A little over a decade ago, there was a consistent view among leaders of Germany, France, and Britain, regarding their Iran nuclear dossiers which was, “Iran wants a nuclear weapon and only a strong, consistent approach will stop it.”  European states were frightened then by reports from the International Atomic Energy Agency (IAEA) stating Iran was trying then to create a Plutonium capacity, had built a heavy water facility, and was engaged in laboratory research for Uranium-238, and had worked with Uranium-239, which could detonate spontaneously.  Iran also had done research on Polonium 2010, a high neutron source which can eject neutrons, and is an element for nuclear devices. While some European countries used Polonium 2010 in laboratories as part of their fundamental research, Iran at the time had no fundamental research. Iran was also engaged in detonics research, especially catastrophic blasts.  Moreover, Iran had a rapidly growing ballistic missile research program, and had the capability with its Shahab-3 missiles to place 1 ton 1500km to reach inside Turkey and Israel.  It was developing the capability to reach Greece, and its Shahab-5 missile eventually would be able to reach Russia and Western Europe.  For the Europeans, the primary way to cope with the Iranian threat was through negotiations. Germany, France, and Britain, as Members of the European Union, were dubbed the “EU-3” in their talks with Iran.  It is somewhat unclear even at that time whether European leaders were ever fully behind military action.  However, the negotiations between Iran and the EU-3 had begun during the administration of US President George W. Bush, who seriously threatened military action against Iran.  He dubbed Iran as part of an “Axis of Evil,” and indicated the US would attack Iran to protect the Europeans and other friends from nuclear armed Iranian missiles.

Based on Merkel’s latest comments, it seems the Europeans are willing to step away from a truly tough approach to Iran.  The comments are reflective of European attitude of wanting security but not wanting to invest in it. Interestingly, according to US Secretary of Defense Chuck Hagel, European friends and allies within the North Atlantic Treaty Organization (NATO) have failed to meet their defense spending pledges.  Hagel noted that US outlays on security are three times that of the other 27 partners combined, even though the US gross domestic product (GDP) is smaller than their total GDP, a longstanding US concern about NATO defense spending.  Hagel is correct when he explains that “This lopsided burden threatens NATO’s integrity, cohesion and capability—and ultimately, both European and transatlantic security.”  Only four of the NATO partners met their agreed target of spending 2 percent of GDP on defense in 2013—Estonia, Greece, Britain and the US. France and Turkey fell just shy of the 2 percent goal.  The failure of European leaders to invest money and capabilities into their armed forces has left them unable to influence outcomes on issues such as Ukraine and Syria, and militarily irrelevant regarding Iran.  If the Europeans are reluctant to meet their 2 percent commitments for defense under the NATO, there is little chance they would boost their military capabilities to respond to the possible challenge of Iran.

European Criticism of the US

In addition to what could be seen as lethargy among the Europeans regarding defense, there is a sense among them that in its foreign policy, the Obama administration seeks politically expedient solutions rather than well-considered approaches based on analyses. The French seem convinced that the US was becoming disinterested in the Middle East.  French Foreign Minister Laurent Fabius expressed his dismay with the US in a November 2013 speech, stating: “The United States seems no longer to wish to become absorbed by crises that do not align with its new vision of its national interest.”  For him, that explained “the non-response by strikes to the use of chemical weapons by the Damascus regime, whatever the red lines set a year earlier.”  Fabius stated further that a redirection of US interests may be a manifestation of the “heavy trauma of the interventions in Iraq and Afghanistan” and what he perceived as the current “rather isolationist tendency” in US public opinion.  Fabius lamented that without US engagement, the world would find “major crises left to themselves,” and “a strategic void could be created in the Middle East,” with widespread perception of “Western indecision” in a world less multipolar than “zero-polar.”  In other Western capitals, there is a view that US foreign policy is driven by Obama’s desire to establish his legacy.  The perception that Obama is taking a “legacy quest” approach has more than perturbed Russian President Vladimir Putin.  In many capitals around the world, this signaled the US may be willing to make risky concessions in talks to reach agreements.  All of these criticisms coalesce to create the impression in some parts of the world, even Europe, that the US government under Obama’s leadership is weak and willing to compromise when previous US administrations would not.

The sense of uncertainty about US intentions and capabilities led the British Parliament to vote down Prime Minister David Cameron’s request that British force join the US in military action against the Syrian government for its use of chemical weapons.  What created real upheaval among European leaders were revelations by US National Security Agency whistleblower, Edward Snowden, that the US engaged in electronic surveillance to monitor the communications of European leaders, including their personal cellphone conversations.  Expressions of outrage and criticisms over US actions were strong enough to evoke the worst reaction possible from Obama.  Yet, for his part, he has displayed great calm.  While he speaks with a golden tongue about European friends and allies, he knows that forgiveness will not be felt any time soon.  He likely senses European leaders will be difficult to work with for a while.

Nevertheless, the heaviness of maintaining Europe’s defense falls squarely on the shoulders of each respective country’s leaders.  They are the stewards of their country’s national security.  There is no desire to send anyone on a “guilt trip,” but the need to voice rage should be tempered by the demands of European security.  No benefit will be received from undermining the US leadership when a response from Obama against Iran might prove critical to Europe’s wellbeing. US support for the defense of Europe should not be taken for granted.  It has value and must be appreciated.

The Realities of the Military Option and the “Collaborative” Approach

A breakdown of the nuclear negotiations would be a weighty matter and impossible for the Europeans to handle effectively alone.  Statements about sanctions and conveying outrage after such an occurrence would simply amount to lip service.  The Iranians are capable of calculating what the consequences of such measures would be, and would try to mitigate the effects of them as best as possible.  The Europeans would need to support diplomacy with the threat force, but that cannot be achieved without US cooperation.  No state can replace the US on the world stage.

If the European leaders fully agree with taking action, they may find it necessary to press the matter forward with the US.  Despite stating that the military option remains on the table, the Obama administration might find it difficult to decide on military action against Iran.  The White House may calculate that attacking Iran preemptively to protect Europe is not a viable option because the costs for the US are too high.  Obama’s foreign policy agenda is rife with challenging issues, including Syria and Ukraine.  After fully considering what a US attack on Iran will mean for their countries, European leaders must examine ways in which their relationships with Obama might promote a decision to proceed.  They should consider taking a more cooperative, supportive approach with him to ensure the matter is moved forward.

None of this is intended to suggest European leaders embark on an approach akin to manipulation.  Rather, they should engage in a collaborative effort with Obama.  European leaders must embrace the reality that the US holds the lion’s share of military power in the West and it is the only country that would contend with Iran if it poses a threat to Europe (even though Britain and France have nuclear forces of their own).  To that extent, the US has the greatest stake in the success of the Geneva talks in the West because a breakdown in the nuclear negotiations could lead it to war.  Although backchannels and bilateral talks between the US and Iran may be a source of consternation for European leaders, they must remain patient while the US finds its way through the process.

There must also be forthright discussions with the US on a mutually acceptable rationale for military action and the difficulties of taking military action.  They must be willing to ask the US to guarantee that it will stand with them to the extent that it would act preemptively to protect European territory; if that is what they want. European leaders must consider how they can work in partnership with the US to the greatest extent possible to formulate and implement a plan for responding against Iran.  They must make it known at the UN, in NATO, and in their respective countries capitals, that the US can count on their support.  If military action is deemed necessary, Obama should be encouraged to rise up to meet the situation.

The Way Forward

If the Geneva nuclear negotiations breakdown, the Europeans can either hope for the best or support military action.  Sanctions are the greatest threat European leaders alone can pose to Iran if the Geneva talks fail.  However, cutting off business deals will unlikely serve their security needs regarding Iran.  Even if European leaders were to agree that a military response is necessary, the truth is no European country has the capability to act.  A united European front in support of a military response would not help either.  The only country capable of attacking Iran to protect Europe is the US.  The US pledge to defend its European partners and allies is unwavering.  Yet, the prospect of a new war is abhorrent to the Obama administration.

It is uncertain whether pre-emptive action would be taken by the US despite having the ability to respond militarily to Iran’s program.  For Obama, the alternative exists of waiting to see if Iran will take action with a newly developed, long predicted, nuclear capability. That could have devastating consequences for Europe.  Ensuring US action will prove to be daunting.  The Europeans will need to team-up with the US and support its Iran policy. European leaders must guarantee they will stand by the US if military action becomes necessary.  Contradictory statements on Iran policy emanating from the US and Europe do not foster a perception of unity.  Unity is crucial and it will help ensure the continent remains secure.  Given the low cost that would be incurred by a collaborative and supportive approach with the US on military action, if talks fail, it would hardly make sense not to try this tact.

Russia Is Ousted From Group of 8 by US and Allies: Things Aren’t Improving on Ukraine, But Maybe General Dempsey Can Change That

US Chairman of the Joint Chiefs of Staff, General Martin Dempsey, is cast in the same mold of a long line of senior military leaders who have effectively advised US presidents in time of crisis.

According to a March 24, 2014, New York Times article entitled “Russia Is Ousted from Group of 8 by US and Allies,” US President Barack Obama and other leaders of the Group of 8 industrialized democracies cast Russia out of their organization to punish Russian President Vladimir Putin for his annexation of Crimea.  The leaders also threatened tougher sanctions against Russian interests if Putin escalates aggression against Ukraine.   When asked to discuss such efforts to compel a change in course by Russia, Putin and Russian Foreign Minister Sergei Lavrov have literally shrugged their shoulders.  Other Russian officials have scoffed and mocked such measures with great bluster.  Where possible, Putin has taken parallel actions against US and other Western interests in Russia. 

Though it seems Putin may be content with his military achievements so far, US officials, policy experts, journalists, as well as pundits outside of the policy making process, insist upon ratcheting up the situation, publicly declaring that an even greater threat exists from Putin.  Indeed, they pessimistically imagine Putin engaging in further aggression, ostensibly attempting to also annex territories of various former Soviet republics in which ethnic-Russian populations dominate, using the pretext of self-determination with those groups.  In doing so, they perhaps unwittingly have suggested Putin’s actions may mirror former Yugoslav President Slobodan Milosevic’s efforts to grab ethnic-Serbian held territory in break-away Yugoslav republics to form a “Greater Serbia.”

Putin is astute enough to realize Crimea may be more than enough for Russia to handle.  As former US Deputy Secretary of State Richard Armitage recently commented at a Center for Strategic and International Studies event, “We’re going to see if Crimea becomes a small bone in Putin’s throat.”  In that vein, the US and its Western partners will have their hands full, too, trying to build Ukraine up economically, politically, socially, and militarily. Russian media reports remain rife with suspicions and accusations of US involvement in the collapse of the regime in Kiev that was friendly to Moscow.  They emphasize to the Russian people that their country has an upper hand in the situation.  One news anchor in Moscow reminded Russian viewers that “Russia is still the only country in the world capable of turning the U.S.A. into radioactive ash.”

On the positive side, meetings between US Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov, who have regularly worked together on other urgent and important issues for both countries, have already begun.  Every effective channel reportedly has been opened by the US to express a message to Russians of US concerns about Ukraine.  However, there seems to be a notion held by Putin and Russian officials in their heightened state of alert that any efforts to find common ground with the US would amount to appeasement.  Expressions of US positions have been interpreted as US demands, eliciting a reflex response by Moscow not only to reject those positions, but any proposals drawn from them.  Communications are now somewhat mangled.  All important telephone conversations between Obama and Putin have been reduced to bristling confrontations between the two.  By all accounts, the conversations very likely would have been a finger-wagging sessions between Putin and Obama if they had taken place face to face.  The situation remains tense and dangerous.

Thinking outside of the box, handling the Russians, even with very apparent political and diplomatic aspects of the problem, might be facilitated with more input from a member of the US national security team who had recent success in negotiating with senior Russian military officials on critical defense matters.  That individual is US Chairman of the Joint Chiefs of Staff, General Martin Dempsey.  In addition to knowing what the most concerning Russian military capabilities and possibilities for action might be, his professional military experience, depth of knowledge, understanding of history, insights and worldliness, make him someone Obama perhaps could rely on more heavily for advice on the Ukrainian crisis.  Indeed, as a senior military officer he may possesses the capability of being effective in advising Obama in such crises in a way perhaps not possible for other presidential advisers at the moment.

Dempsey was recommended for the job of Chairman of the Joint Chiefs of Staff by then Secretary of Defense Robert Gates. Gates had already nominated Dempsey to be the Army Chief of Staff. In his recent book, Duty: Memoirs of a Secretary at War (Knopf, 2014), Gates explains that Dempsey had commanded forces in Iraq and command in Iraq or Afghanistan was a quality he wanted in the next chairman.  Gates also thought Dempsey had also performed superbly as the deputy commander and acting commander of the US Central Command.  When notifying Dempsey of his decision to nominate him as chairman, Gates explained to Dempsey that he was well-equipped to face the challenges of the budget, to lead the chiefs as a team, to maintain cohesion, and to help a new secretary of defense manage the relationship between the military services and the president.  Obama has clearly been very satisfied with Dempsey, selecting him twice as chairman.

Dempsey has dealt with a challenging agenda since assuming his present post.  Most relevant in the Ukraine crisis has been Dempsey’s part of the process of ensuring sustained positive US-Russian relations.  Dempsey recently demonstrated his ability to manage line of communication and promote constructive conversations with the Russians when he met with General Valery Gerasimov, Chief of the General Staff of the Armed Forces of the Russian Federation on January 21, 2014, in Brussels.  In that long-scheduled meeting, Dempsey displayed solid judgment and diplomatic acumen to advance an agenda for bilateral military relations.  The two generals produced a workable agreement that detailed 67 activities on which the armed forces of the US and Russia would continue to cooperate, despite pre-existing political and diplomatic problems and new concerns that arose over security assistance at the Sochi Olympic Games.  Indeed, the meeting came amidst a blitz of criticism leveled against Putin and organizers of the Games by US officials.  Those criticisms served to create the impression worldwide that the Games in Sochi were not safe to visit. The comments were almost perfectly designed to evoke the worst reaction possible from the Russians. 

Upon seeing Gerasimov, Dempsey likely noted he was a tough general, but not totally devoid of charm. As recounted through press reports of the Moscow Times, RT, RIA Novosti, Interfax, and other Russian press offices and of the American Forces Press Service (AFPS), Reuters, and the New York Times, Dempsey sought cooperation from Gerasimov through encouraging him to consider their unique situation as commanders of the most powerful military forces in the world.  Both were well aware of the esoteric, advanced, and frightening technologies that could be brought to bear in war and the need to maintain peace and stability in their nations’ relations and throughout the world.  Cooperation was the best way to achieve that end.  Dempsey was quoted as saying, “I think we have an opportunity to advance the relationship on areas of common interest.” Issues such as the US missile defense system, vehemently opposed by Moscow, were discussed.  However, Dempsey noted to Gerasimov’s apparent appreciation that Russia was a vital partner to NATO providing supply lines for its mission in Afghanistan, agreeing to allow the movement of nonlethal material to and from the war zone through Russian territory.  That rail and road network is becoming increasingly important as protests in Pakistan choke efforts to use the more convenient supply lines there.  Dempsey reassured Gerasimov about US and NATO efforts to ensure stability in Afghanistan after the departure of the International Security Assistance Force at the end of 2014.  Gerasimov asked for regular updates on the US and NATO effort to train, advise, and equip Afghan National Security Forces, as well as Afghanistan’s ability to maintain and control transportation lines in and out of the country. In an AFPS interview, Dempsey was quoted as stating: “We agree that a stable Afghanistan that is not a sanctuary for terrorism is in our common interests.”

By the end of the meeting, Gerasimov was comfortable enough to endorse “regular contacts” between their militaries as “quite useful.”  Pointing to the less than congenial political and diplomatic relations between the US and Russia, Dempsey said it was important for the militaries “not to foreclose on conversations, even if at some points there are disagreements that prevent the forward movement” in other parts of the relationship whether political or diplomatic.  There could be no better time to consider using of that effective line of communication than now.

At the same meeting, to ensure a safe and secure Olympics, Dempsey made a nearly open-ended offer to Gerasimov to provide “full assistance” from the US military, echoing an offer made to Putin by phone that same week.  Gerasimov’s reaction of expressing a need for anti-IED technology was plausible to the extent that Islamic militants could have used roadside bombs against Russian government or civilian vehicle at the Games.  However, Russian Islamic militants were viewed as more likely to carry out a martyrdom operation (suicide attack) than plant a roadside bomb and detonate it at a distance.  If Gerasimov hoped to exploit US concerns and generosity, that all stopped with Dempsey.  He understood the implications of just giving it away, nonetheless, Dempsey remained quite respectful of the Russians’ request.  He understood that it was after all the job of the Russian security services to seek advantages over potential adversaries, and the effort to exploit the thinking among US political officials should have been expected.  There was a guarantee that Dempsey despite Gerasimov’s push for US technology would be guided foremost by his duty to defend the US.  Abiding by that, Dempsey seemingly, instinctively stood his ground against Russian appeals “in the interest of improving military cooperation and communication” while truly seeking to further military ties likely more earnestly than his Russian counterpart.

Dempsey’s insight on working with military elements of the Russian government could help his president through this crisis.  Dempsey may very likely be able to demonstrate that there is a way to deal with Russians even under current conditions.  He may be able to bring Russia to the diplomatic table, despite the very militaristic and aggressive mindset in which Russian leaders are currently steeped.  In a pinch, he may very-well act as a brake on any possible runaway breakdown in US-Russian communications. 

However, to be most effective in providing perspective and military advice from the chiefs for Obama on Ukraine, Dempsey would need to heed lessons from his experience with Obama on Syria in August 2013.  From that experience, Dempsey likely foresaw difficulties advisers would have in getting Obama to rapidly come to terms with any plans or proposals offered on Ukraine.  Providing a range of military option to effectively achieve objectives based on the president’s concepts, would be not be sufficient enough with Obama.  On Syria, Dempsey was initially tasked with providing advice and viable options for calibrated military strikes in response to Obama’s expressed goal of deterring and degrading Assad’s ability to use chemical weapons. In his Rose Garden statement, Obama took comfort in Dempsey’s advice, stating confidently: “The Chairman of the Joint Chiefs has informed me that we are prepared to strike whenever we choose.  Moreover, the Chairman has indicated to me that our capacity to execute this mission is not time-sensitive; it will be effective tomorrow, or next week, or one month from now.”  Yet, Obama was actually driven to resolve the crisis not by military action, but in a manner that would allow his worldview—that problems can be solved at the diplomatic table using reason and logic—to win through.  Unable to quickly find that handle to the situation, uncertainty and indecisiveness ultimately prevailed.  Obama was apparently paralyzed by fears of a bitter scenario that would have the US and the region embroiled in a larger conflict as a result of such action.  That was coupled by his concerns over the legal ramifications and international implications of military action against Assad regime.  Not knowing how best to respond, Obama strayed from a path of assertive and decisive action which most likely would have achieved all military goals and had a strong educational effect on Assad.  After making very shrill accusations that the regime of Syrian President Bashar al-Assad had crossed his red-line by using chemical weapons, Obama made the now world renown decision not to take military action.  Obama settled for a deal Russia proposed and negotiated with the US to eliminate Assad’s chemical weapons stockpile.

Seeing how wrenching and difficult the decision making process on Syria was for his president, Dempsey surely understands that to ensure advice to Obama on Ukraine would be effective, the advice of the chiefs on military aspects of the situation would need to go in tandem with helping Obama remain strong and of good courage in the face of daunting circumstances.  Fears of greater problems stimulate the imagination, can lead to a pessimistic outlook on the future, and often cause a leader to deviate from a path.  Remaining confident a resolute when a crisis is brewing is made more difficult in a dispute such as the one between the US and Russia on Ukraine, when party seems determined to maintain an environment unfavorble for communication.  Dempsey’s advice in that respect would need to be direct and personal.  An example of how Dempsey might proceed would be to first put matters in perspective by discussing Ukraine from the context of the military stalemate that has existed between the US and Russia during and since the Cold War based in part on first-hand experience as a US Army officer.  Following that, Dempsey could assist Obama in understanding the calculated risks and possible outcomes of a variety of diplomatic and military initiatives with Russia given assessments made both in the past and present to make the situation more controllable for his president.  Consideration of what is possible to do and what will likely be faced would also facilitate reaching decisions on options to help bring Putin and Russian officials to a point where negotiation on the issues might be possible.  That is the advice Obama apparently wants foremost.  Along the way, Dempsey could continually assure Obama that he has the full support of the military chiefs.  He could assist Obama in mulling over possible courses of action to ensure a sharpening of his perception and clarity of direction.

Boiled down, Dempsey’s role would be that of mentor or coach for Obama, who apparently is still trying to understand how to manage US military capabilities, leveraging US strength through diplomacy and engaging in decision making on the use of force to deter and defeat opponents.  Putin and Russian officials may discern “tweaks” in Obama administration’s message and communications prompted by Dempsey, and respond favorably to a request to negotiate.

The Way Forward

The US and its European partners have met to discuss and level sanctions and other economic actions against Russian interests in retribution to the Crimea-grab and to deter Russian efforts to further destabilize a weak Ukraine.  However, Putin has executed plans to annex Crimea and a return to the status quo ante will not occur.  For Obama’s advisers, finding ways to bring Russia to the diplomatic table, given the confrontational attitude of Putin and Russian leaders, has been challenging.  However, resolving the Ukraine crisis may more importantly require bringing Obama to see and understand that it requires a certain agility to develop solutions for coping with opponents whose thinking is different from his own.  “Might doesn’t make right,” an utterance recently heard from Obama, is not best philosophy to which one might subscribe when dealing with real aggression.  This is particularly true for the US which predicates its ability to engage effectively in diplomacy worldwide on its capability to enforce its policies and protect its interests with considerable military power.

Advisers such as Susan Rice, Antony Blinken, Wendy Sherman, and Samantha Power, in addition to well-experience officials as Joe Biden, John Kerry, Chuck Hagel, and John Brennan, certainly have a great deal to offer to Obama.  Yet, results show that they, most likely for various important reasons, have been unable able to reach Obama over the Ukraine crisis in a manner that has allowed him to appear truly in control of the situation.  There is a certain “human element” to advising leaders in time of crisis. In recent history, a line of remarkable senior military officers have very effectively served their presidents in a manner described here. Included among them are: Maxwell Taylor, Brent Scowcroft, Stansfield Turner, Alexander Haig, Colin Powell, and James Jones.  Dempsey was recommended as chairman based on his military experience.  That same military experience made him “expert” in encouraging, advising, and coaching fellow commanders in difficult circumstances.  Dempsey’s counsel would truly help his president in dealing with Putin and the Russians beyond the battlefield or even the diplomatic table.  Hopefully, Obama will somehow come to understand the benefits that would come from more fully utilizing Dempsey, and seek “greater” counsel from him soon.

White House Says Still Fact-Finding Reported Chemical Weapons Use, and Weighing Military Options

According to an August 24, 2013, Washington Post article entitled, “White House Says Still Fact-Finding Reported Chemical Weapons Use, US Forces Toward Syria,” US President Barack Obama received a detailed review of requested options for the US and its international partners to use against Syrian President Bashar Al-Assad’s regime, if the fact-finding process concludes it engaged in deadly chemical warfare.  The White House was quoted as stating Obama discussed the situation in Syria with British Prime Minister David Cameron.  It was said to be Obama’s first known conversation with a foreign leader about Syria since the report that hundreds of Syrians had been killed by an alleged chemical attack in a Damascus suburb.  The Assad’s regime denies the claims.  It has warned the US against taking military action, stating such a step would “set the Middle East ablaze.”

The August 24th, Washington Post article also reported that US Secretary of Defense Chuck Hagel stated that the Obama had asked the Pentagon to prepare military options for Syria but declined to discuss specific force movements.  However, certain Defense Department officials, speaking under the condition of anonymity because they were not authorized to discuss ship movements publicly revealed that the US Navy had sent a fourth warship armed with ballistic missiles in the Mediterranean Sea, but without immediate orders for any missile launch against Syria.  As the Washington Post article explained, the Navy warships in the Mediterranean were capable of a variety of military actions, to include launching Tomahawk cruise missiles as they did against Libya in 2011.  Hagel was also quoted as saying, “The Defense Department has a responsibility to provide the president with options for contingencies and that requires positioning our forces, positioning our assets, to be able to carry out different options—whatever options the president might choose.”

While the chemical attack issue is urgent, and military action of some type is most likely, Obama’s national security team’s meeting on August 24th was perhaps similar to many others in which they discussed contingencies for Syria..  Options for intervention in Syria have been continuously considered at the highest-levels of the Pentagon since the civil war there began, and at times they have been outlined publicly.  Most recently, in a letter to Democratic Congressman Eliot Engel of New York, the Chairman of the Joint Chiefs of Staff, General Martin Dempsey, presented a concept and intent behind possible military action in Syria and its likely sequalae.  A month prior, in a letter to the Senate Armed Services Committee, Dempsey discussed the matter in greater detail, presenting options and their likely costs.  On the one hand, since Obama set a red-line on the use of chemical weapons in Syria and Assad’s regime has decided to cross it apparently more than once, US credibility is at stake.  Any military effort should have a sound educational impact on Assad and promote US credibility globally.  However, any military strikes against Syria should in some way promote US policy goals of supporting the opposition and prompting President Assad’s departure.  Perhaps military action at this juncture should not be limited attacks against the Assad’s regime.  Conceivably, it could include a covert effort in support of mainstream elements against extremist, yet effective, Islamic militant groups fighting in Syria that are adverse to Syria’s transition to a democratic government.  Such an effort just might allow the US and its allies to stop treading water, shape events in Syria, and get their efforts moving forward.

Military Options Presented By the Pentagon

Dempsey’s letter to Congressman Eliot Engel, dated August 19, 2013, has been used by policy experts such as Richard Haass, president of the Council on Foreign Relations, to glean insight into the Obama Administration’s thinking on military action in Syria.  The letter was written in response to a correspondence from the Congressman regarding the resources required and the risk of applying US military force against the Assad regime.  Dempsey explained “there were certainly actions short of tipping the balance of the conflict” in favor of the opposition that could “impose a cost on Assad’s regime for unacceptable behavior.”  Yet, he made it clear that using military force to change the balance “cannot resolve the underlying and historic ethnic, religious, and tribal issues that are fueling the conflict.”  Dempsey expressed that the crisis in Syria was “tragic and complex.  He called it a deeply rooted, long-term conflict among multiple factions and violent struggles for power will continue after Assad’s role ends.”  To that extent, Dempsey noted, “The effectiveness of limited military options must be evaluated in this context.”

However, Dempsey’s letter to the Senate Armed Services Committee, to which he referred in his letter to Congressman Engel, and which was reported on by Reuters on July 22, 2013, provided an unclassified assessment of the options for using U.S. military force in the Syrian conflict.  According to General Dempsey, the options provided, developed in consultation with the Joint Chiefs and the US Central Command, would likely further the narrow military objective of helping the opposition and placing more pressure on the regime.  Even at that time, Dempsey explained, “We have learned from the past 10 years, however, that it is not enough to simply alter the balance of military power without careful consideration of what is necessary in order to preserve a functioning state. We must anticipate and be prepared for the unintended consequences of our action.”

Dempsey went on to reveal that training, advising and assisting the opposition, which could include weapons training, tactical planning and intelligence and logistics assistance, would cost an estimated $500 million a year.  Limited stand-off strikes, using air and missile strikes to attack Syrian air defenses, military forces and command structure to damage the Assad government’s ability to wage war, Dempsey claimed, could cost a billion dollars a month and risk retaliatory strikes and civilian casualties.  Dempsey stated that establishing a no-fly zone would require hundreds of strike aircraft and support units. The cost could be a billion dollars a month and would risk the loss of US planes while potentially failing to reduce violence because Syria relies mainly on surface arms rather than air power.  Establishing buffer zones, Dempsey explained, would mean the use force to create and maintain safe zones inside Syria where the opposition could train and organize while being protected from attack by government forces. He stated the cost would be over a billion dollars a month and could improve opposition capabilities over time, but the zones, themselves, could become targets for Syrian attack.  Directly on the point of controlling chemical weapons, Dempsey stated that lethal force could be used to prevent proffer proliferation of chemical weapons and to destroy Syria’s “massive stockpile” of the weapons. However, at that time, he explained the option would require hundreds of aircraft as well as personnel on the ground and could cost over a billion dollars per month.  Clearly, these military options are not quick and easy and would dramatically increase US costs and risk of loss in Syria.  Yet, the guaranteed party to incur costs and loss will be the Assad’s regime. 

The US Military Can Still Act Decisively in Syria

Any attack on Assad’s forces whether to destroy his chemical weapons stockpiles or degrade his command and control capabilities will have a significant impact on their capabilities.  In an effort not to shift the balance, the key would be not to act decisively against his forces.  During the 2011 NATO-led intervention in Libya, Operation Unified Protector, decisive use of airpower and cruise missile strikes against the forces of Muammar Qaddafi, supporting the movement of rebel forces with tactical support and attacks in depth, resulted in the overthrow of Qaddafi’s regime.  During the 1995 NATO-led intervention in Bosnia, Operation Urgent Fury, decisive use of airpower and cruise missile strikes against Bosnian Serb forces around Sarajevo and throughout the country, facilitated the movement of Muslim and Croat forces of the Bosnian Federation.  Limiting strikes to a degree that will prevent them from having a decisive impact while being sufficient enough to achieve the desire effect upon the Assad forces will not be easy.  However, perhaps at this juncture, failing to act decisively in Syria, and that does not mean acting solely against Assad’s forces, would be a mistake.  What would be best effect of the military action in Syria would be to create opportunities for the US to pursue more than one political goal in Syria.

Islamic militant factions continue to impede US efforts to support the Free Syrian Army, the loose knit umbrella organization of around 1200 groups, which is the fighting force of the Syrian opposition’s military wing, the Supreme Military Council.  The more powerful Islamic militant factions such as the foreign fighter laden Islamic State of Iraq and Al-Sham (ISIS), the new Syria based affiliate of Al-Qaida and the well-armed, mostly Syrian, Al-Nusra Front, are not directed toward a transition in Syria to a democratic form of government.  Jabhat Al-Nusra and ISIS, not necessarily the best of friends, may have done the bulk of the fighting and account for the most of the Free Syrian Army’s successes, however, the group would be unable to cooperate with mainstream Free Syrian Army units in a postwar Syria.  Further, Islamic militant factions, particularly ISIS, have continued to abuse and kill Syrian citizens, and intensified their attacks upon mainstream Free Syrian Army groups and Kurdish groups.  As long as Islamic militants continue to pour into Syria, their numbers and capabilities will reach a point where the mainstream forces would no longer be able to contend with them.  

Purging rogue Islamic militants factions, the US and its allies could halt the deterioration of the Free Syrian Army, allow for the proper organize its remaining groups as a military force, permit unit cohesion and coordination to develop between units, improve their fighting capabilities, and let their combat power to be enhanced with better arms.  As it was explained on greatcharlie.com in its July 11, 2013 post “Opposition in Syria continues to Fracture, Yet This May Create a New Option for Its Allies,” the Obama administration would inevitably need to do more than meet its promise to arm the Free Syrian Army with weapons and ammunition.  Only by intervening covertly in support of mainstream elements against Islamic militant factions would mainstream Free Syrian Army groups ever have a chance of being positioned to defeat Assad’s forces.  In a July 20, 2013, the New York Times report, this view expressed by greatcharlie.com, was echoed by David R. Shedd, the deputy director of the Defense Intelligence Agency.   Shedd pointed to the resurgence of the Islamic militant factions, noting that “Over the last two years they’ve grown in size, they’ve grown in capability, and ruthlessly have grown in effectiveness.” He further stated, “The reality is that, left unchecked, they will become bigger.”  Shedd suggested that in addition to strengthening the more secular groups of the fractious Syrian opposition the West would have to directly confront more radical Islamist elements. Shedd did not say how that could be accomplished.  

Likely Outcome of Purge

Rogue Islamic militant factions would be relatively defenseless against the type of airstrikes and missile strikes that could be used against them.  Unlike airstrikes against the Assad regime, the risk of loss to the US and its allies in attacks against them would be low.  The vetting process in which the Central Intelligence Agency and its regional counterparts have been engaged to support the delivery of arms and supplies to appropriate groups of the Free Syrian Army by now should allow the US to determine friend from foe.  As discussed in the July 11, 2013 greatcharlie.com post, “Opposition in Syria Continues to Fracture, Yet This May Create a New Option For Its Allies,” Central Intelligence Agency officers and operatives and special operations forces, with Free Syrian Army commanders at their side, have undoubtedly interviewed locals and quietly gained granular information on the Islamic militant groups including the size of specific units, the locations of its fighters, the backgrounds of individual fighters and commanders, unit capabilities, and its combat and nonlethal resources.  Islamic groups that seek to work with mainstream groups have most likely been identified and an effort has been made by the Central Intelligence Agency to establish a rapport with them.  An effort has also most likely been made to support those groups and place them under the leadership of the Free Syrian Army.  The whereabouts and activities of Islamic militant groups hostile to the concept and intent of the Syrian opposition, and identified as having attacked mainstream Free Syrian Army fighters, are well-known by Central Intelligence Agency.  Special reconnaissance and electronic surveillance means very likely has kept track of them.  Leaders, arms, supply lines and depots, and financial support have most likely been identified.  All entry points of Islamic militants have also most likely been identified and placed under special reconnaissance and electronic surveillance.

Any contingency plans or new plans for conducting Free Syrian Army operations without the targeted Islamic militant groups could be put into effect.  Sufficient numbers of new mainstream fighters must be trained, equipped and fielded to cover any gaps created by the Islamic militant groups that would be removed from Free Syrian Army controlled territory.  The Central Intelligence Agency could request to have its efforts, and those of US Special Operations teams, further supported by allied intelligence and special operations forces.  The rapid and robust training and equipping of the Free Syrian Army in which the US would prefer to be engaged, could be conducted.

Assessment

If Assad has sought refuge in a bunker at some undisclosed location, he should not check out any time soon.  Military action of some type is certainly coming his way.  To have a sound educational impact on his regime, the US does not need to act decisively against Syrian forces.  True, as a result of an attack, the regime’s military capabilities will be greatly damaged, but those forces would still be able to fight.  Moreover, it is very likely that Russia and Iran would mitigate the effects of most damage, outside of replacing his chemical weapons capabilities and stockpiles, which would be in their interests.  Russia might replace destroyed and damages weapons systems and send in “civilian technicians” to to train Assad’s troops to use them.  Iran might go as far as to reinforce Assad’s forces in the field with additional Iranian Revolutionary Guards Corps or Iranian Army units.  Moreover, It is possible that the full power and capabilities of the Syrian Armed Forces and its allies might finally be brought to bear on the Free Syrian Army in a large scale offensive, potentially overwhelming it.  That would certainly mean the end of the effort to promote a “gentler look” for Syria and its allies, evinced by arguments made by Russia, portraying Syria as the victim of European leaders “fuelling the fires of war” and “provocations.”

While the US and its allies may still choose not to act decisively against Assad, it can seize this opportunity to act decisively in following with its policy goals in Syria by striking against rogue Islamic militant factions that effectively have thwarted its efforts.  (Striking against rogue Islamic militant factions in Syria may also meet US Counterterrorism policy goals, as Al-Qaida and its affiliates are still at war with the US.)  Foreign fighters attempting to go into Syria to join certain Islamic militant units may find them displaced, reduced, or destroyed.  That may have a sound educational impact on them.  Intervening covertly on the side of mainstream elements against Islamic militant groups would literally emancipate the Free Syrian Army freed from the pressures the rogue Islamic factions placed on the organization. A renewed effort could be made to train and equip its members.  The possibility of the Syria’s transition to a democratic form of government would be greatly enhanced.  US policy would be on track.  In the region, providing this “helping hand” to the Free Syrian Army would prove the US to be a reliable ally to such movements as the Syrian opposition.  With civilian deaths well exceeding 100,000 as a result of the conflict, the Syrian opposition must be allowed to get on with its task and end this conflict.  This is the moment to act.  Time is of the essence.

Ties Fraying, Obama Drops Putin Meeting; Cui Bono?

In an August 8, 2013, New York Times article entitled, “Ties Fraying, Obama, Drops Putin Meeting,” it was reported that US President Barack Obama on August 7th, cancelled the Moscow summit meeting set for September, “ending for now his signature effort to transform Russian-American relations and potentially dooming his aspirations for further nuclear arms cuts before leaving office.  Four years after declaring a new era between the two former cold war adversaries and after his early successes with the previous Russian President Dmitry Medvedev, Obama concluded, according to the New York Times, “the two sides had grown so far apart again that there was no longer any point in sitting down with President Vladimir V. Putin.”  The August 7th article reported that the immediate cause was Russia’s decision to grant temporary asylum to Edward J. Snowden, the former National Security Agency contractor who disclosed secret American surveillance programs.  Yet, according to an administration official who was not authorized to be identified, “this decision was rooted in a much broader assessment and deeper disappointment.”  The source went on to leak to the New York Times, “We just didn’t get traction with the Russians.  They were not prepared to engage seriously or immediately on what we thought was the very important agenda before us.”  The US and Russia were already in difficult talks on arms control, missile defense, Syria, trade and human rights.  Obama aides, according to the New York Times, said Moscow was no longer even responding to their proposals. The cancellation did not signal a complete break in US-Russia relations.  Obama reportedly will attend the annual conference of the Group of 20 nations in St. Petersburg, Russia on September 5th and 6th, but he will not meet with Putin one-on-one, as customary.  On August 9th, two days after the summit cancellation, Secretary of State John Kerry and Secretary of Defense Chuck Hagel met with their Russian counterparts, Foreign Minister Sergei Lavrov and Defense Minister Sergei Shoigu.

The New York Times also quoted US Deputy National Security Adviser Benjamin J. Rhodes as stating, “We weren’t going to have a summit for the sake of appearance, and there wasn’t an agenda that was ripe.”  However, this statement caps the collection of words and actions that may indicate there is great variance between what original goals of the long-standing practice of engaging in summit meetings, which was to build stronger ties between the US and Russia, between their respective leaders, and what the Obama administration’s concept that summits served as a platform to push forward its political agenda and secure the president’s legacy concerning arms control.  Cancelling the summit may very well have damaged US-Russian relations for the remainder of Obama’s tenure.  It was a blow against the summit process.  However, it may also have adversely impacted prospects for direct talks between the US and other states, US efforts to facilitate negotiations, create a negative image of the US worldwide, and weaken global peace and security.

US-Russian Summits

One of the most important foreign and defense policy issues facing the US is it relationship with Russia.  During the Second World War as allies, throughout the Cold War as adversaries, as a member and the driving force behind the Soviet Union, and since the end of the Cold War as an independent state, Russia has been prominent in US thinking on the protection of US interest worldwide and the establishment of global peace and security.  During the Cold War, despite proxy wars and other confrontations and conflicts, of high and low gradients, along the course of the Cold War, both states, while possessing the unique and mutual capability to annihilate one another and the world with their nuclear arsenals, did not.  Even during the most troubled times, relations between US and Russian leaders were maintained through a difficult process of summit meetings.  Such Cold War meetings may also have been distasteful for leaders on either side to undergo.  Truman met with Stalin.  Dwight Eisenhower and John Kennedy both met with Nikita Khrushchev.  Lyndon Johnson met Aleksei Kosygin.  Richard Nixon, Gerald Ford, and Jimmy Carter met with Leonid Brezhnev.  Ronald Reagan met with Mikhail Gorbachev.  George H.W. Bush met with both Mikhail Gorbachev and Boris Yeltsin.  It was recognized by both states that the direct talks between leaders were critical to avoiding nuclear war.  The leaders of both the US and Russia have a primary responsibility to meet their citizens’ aspiration to live in peace, free from the threat of devastating nuclear war.  That requires the Obama and Putin to take every step necessary, within the interests of their states, to ensure that peace is maintained.  While they may be at odds personally, making a meeting between leaders an unpleasant undertaking, they still must still talk.  As Aleksei Pushkov, Chairman of the Russian Parliament’s Foreign Affairs Committee explained to the New York Times, “The bilateral relationship has come to an impasse.  It makes it all the more necessary for the two presidents to meet and to try to work out a new agenda for the relations.”

Summit talks allowed US and Russian leaders to move from mutual suspicion toward mutual trust in their states relations.  Talks built confidence, eliminated ambiguities about positions, and prevent and guessing over actions, intentions, and motives.  Talks also allowed leaders to “clear the air” regarding any personal concerns they had within their own high-level relationship.  The willingness of both US and Russian leaders to maintain the practice of meeting at the highest level of government, and the eventual establishment of a “red-phone” or direct communication between the White House and the Kremlin, contributed greatly to maintenance of global peace and security.  Close contact between leaders gave each a chance to look into the others thinking and sense one another’s feelings.  Everything the other said or how the other reacted to statements was important to know.  Every inflexion, tone, and change in the others voice provided some insight as to what was on a leader’s mind.  Only in that way, could US and Russian leaders even begin to trust one another.  In June 2001, President George W. Bush declared after meeting Putin, to the relief of some fearing a new Cold War, that he had “looked Putin in the eye and was able to get a sense of his soul.”  Even if a leader determined his counterpart was as not being forthright or simply being deceptive, it was, and remains, important to have the opportunity to confirm this through talks.  Negative perceptions are as important to gather as positive ones and must be factored appropriately in the effort to identify and create real opportunities for compromise.

During a crisis, it was very important for the leaders to have a good understanding of as many aspects their counterparts as possible.  During the Cold War, there was always the potential for a crisis to arise.  In fact there were a few. Those crises more often studied in colleges and universities include: the Berlin Airlift (1946), the Korean Peninsula (1950), Hungarian Revolution (1956), the U-2 Spy Plane Incident (1958), the Berlin Crisis (1961), the Cuban Missile Crisis (1962), the Czechoslovakia Uprising (1968), the Yom Kippur War (1973), the Gdansk Shipyard Uprising (1980), the Soviet Invasion of Afghanistan (1980), and Korean Airlines Flight 007 Shoot-Down (1983).  Unforeseen circumstances, placing the US and Russia on the verge of confrontation and conflict could lead to serious crises as well today.  (Potential issues could include: the accidental shoot down of a Russian MiG-29 by a US F-16 over Syria, a collision between US and Russian warships in the Mediterranean, or the killing of Russian personnel as a result of kinetic strikes on targets in Syria, etc.)  It is far too dangerous to allow any misperceptions to exist. In a crisis, a misperception could result in a grave misstep.  The understanding that US and Russian leaders have of the others thinking at the moment of crisis, despite intelligence available and meetings at the ministerial level, will greatly inform the chief executive’s own assessment and eventual response to the crisis.  The most recent meeting would be prominent in the minds of both leaders.  Frequent meetings between the two leaders would allow them time to develop a “fresh” understanding of each other, and enhances prospects for fence mending.  As a result of Obama’s decision to cancel his September meeting with Putin, the last occasion during which the two leaders could interact was June 17, 2013, in Northern Ireland.  That meeting went poorly.  As Andrei Piontovsky, who is executive director of the Strategic Studies Center in Moscow, was quoted in the August 7th, New York Times article as saying, “Putin openly despises your president, forgive my bluntness.”  Piontovsky also told the New York Times that “Putin sensed weakness in Mr. Obama that could lead to more dangerous confrontations.”

Obama, Putin and Divergent Thinking

In preparation for an initial summit talk, leaders must learn as much about one another as possible as well as any urgent and important issues before them.  What the leaders initially discover is learned in the abstract from reports.  After initial summit talks, it would make little sense to continue to set policy goals and approaches based primarily on information developed in the abstract rather than an understanding of leaders, to include his views on issues and his intentions.  Doing so would defeat the purpose of direct talks, and a dangerously limited understanding of a counterpart’s thinking could result. Adjustments in thinking must occur.  If after summit talks, policy goals and approaches developed are not reached or fail, then it is apparent that an understanding of one’s’ counterpart was not correctly developed.

It appears that despite different backgrounds, experiences, and variety of cultural and other factors, Obama’s advisers reached the erroneous conclusion that Putin’s thinking paralleled his own.  Further, it should not have been expected that a positive relationship between Obama and former Russian President Dmitry Medvedev would transfer to a direct relationship between Obama and Putin.  It should not have been assumed that the relationship that US President George W, Bush had with Putin, could mean Obama also would have a positive relationship with the Russian leader.  Mutual respect, understanding, and friendship needed to be acquired through interactions.   The reasoning behind the Obama administration’s decision to send Putin proposals on a variety of issues, some of which he had already in which he had expressed no interest, and after observing his demeanor in Northern Ireland, is difficult to understand.  It is unclear how Obama administration advisers assessed Putin would suddenly be convinced to accept what he already rejected.  The leaders did not have any occasion to improve their own relationship.  Now, it is unlikely that much will be achieved between the two leaders.

Acting upon what is discovered in the abstract can adversely impact summit talks, themselves.  Presenting proposals or even taking steps on an issue of mutual interest, having reached an incorrect conclusions on a counterparts most likely response, based on reports and other data, will likely illicit a negative response.  As a courtesy, and in an effort to avoid such difficulties, it would be best to delay any large steps relevant to the relationship until after there has been some dialogue and an understanding of goals and interest between the leaders is established.  Any planned steps could even be discussed at the meeting.  That builds confidence.  It is uncertain as to how Putin regarded Obama’s decision to bring his family to the Moscow for his first summit meeting with Medvedev in 2009.  It should have been made completely clear to Medvedev, Putin and their advisers that meeting was the paramount objective of the visit.  Obama may have felt that bringing his family to Moscow displayed and openness and degree of trust he had for the Russians.  Yet, from the mind’s eye of the Putin, a former KGB (Soviet Security Service) operative, who was actually the real power in the Russian Government as Prime Minister, that choice may have been viewed as a distraction, or attempt, almost as form of tradecraft, to lull Medvedev and himself into a false sense of security.  (Tradecraft refers generally to skills used in clandestine service to include efforts to manipulate opponents.)  Putin and his advisers could have concluded Obama was using his own family in an obvious effort at manipulation.  That most certainly would have displeased Putin, and starting his thinking on Obama off on the wrong foot.  Other steps by Obama may also have drawn suspicion from Putin.  This type of thinking by Putin was evident at a news conference between Obama and Putin in Northern Ireland in June 2013.  When Obama tried a little levity stating, “We compared notes on President Putin’s expertise in judo and my declining skills in basketball and we both agreed that as you get older it takes more time to recover.”  However, instead of playing along, Putin sternly retorted, “The president wants to relax me with his statement of age.”

Mutual Respect and Public Statements

When US and Russian leaders meet, there should not be the thought to report more than necessary about what was said during the meeting, particularly if it creates a very negative impression of the other.  This is counterproductive and could destroy the summit method for the two leaders to talk.  The word “summit refers to meeting as if the leaders where high up on the summit of a mountain, where no one could hear them talk.  During an August 9, 2013 White House Press Conference, according to a transcript published on that date by the Washington Post, Obama explained that there were “a number of emerging differences that we’ve seen over the last several months around Syria, around human rights issues, where, you know, its probably appropriate for us to take a pause, reassess where it is that Russia’s going, what our core interests are, and calibrate the relationship.”  Obama stated that “our decision to not participate in the summit was not simply around Mr. Snowden, it had to do with the fact that, frankly, on a whole range of issues where we think we can make some progress, Russia has not moved.”   On Putin directly, Obama commented, “When we have conversations, they’re candid.  They’re blunt.  Oftentimes they’re constructive.  I know the press likes to focus on body language, and he’s got that kind of slouch, looking like the bored kid in the back of the classroom.  But the truth is, is that when we’re in conversations together, oftentimes its very constructive.”  Later on NBC News “Meet the Press,” on August 11, 2013, journalist, David Brooks of the New York Times, referred to Obama’s cancellation of the summit meeting as a “smack down of Putin.” 

Describing the other leader in unflattering terms, despite any disappointment or dissatisfaction is an error.  Summit meetings represent a remarkable opportunity for US and Russian leaders to prove themselves as reliable global partners, but courtesy, mutual respect, and peace must be maintained.  The fact that meeting in Northern Ireland was established and attended by Putin was evidence enough of his willingness to talk.  Apologists for Putin might explain that the body language he displayed, through his posture, indicating his impressions, was not deliberate.  It was a genuine expression of his feelings at an inopportune time.  Interestingly, when leaders express, themselves, before advisers in their governments, as a technique, and perhaps as a habit, they often communicate likes and dislikes through body language.  Nevertheless, there was no cause to disparage Putin regarding it.  Criticizing Putin publicly, by evaluating his contribution to summit discussions and by making denigrating statements about his appearance, can only further damage the US-Russian relationship, and most certainly, Obama’s relationship with Putin.  Taking such giant steps backward in developing trust will make moving forward on talks with that Putin extremely difficult, if not impossible.  What was driving Putin to display such disapproval should be at issue.  It should be addressed by the two leaders and overcome.

Attempts at shaping public perceptions of the relationship between the two leaders may not always yield the desired result.  While the Obama administration is certain of its decision, other states and other leaders may not view the cancellation as an appropriate step.  This effort may create two “public relations blocs” of states, one supportive of the Obama and the other in support of Putin.  (When Putin meets with Rouhani during an announced meeting in September, undoubtedly he will provide Rouhani with a “complete” picture of what occurred from the inside.)   Obama, as well as Putin, must show restraint.  In the US, as of late, even the most sensitive information, from covert operations, cyber attacks, and classified names, places, and activities of operations undertaken in previous administrations are anonymously leaked to the press almost routinely.  Putin has not made any comments about Obama’s August 9th press conference.

The Cancellation’s Impact on Other Negotiations and Direct Talks

Obama’s decision to cancel his meeting with Putin also has the potential to greatly harm the global dialogue among states.  Obama’s decision sets a precedent.  The cancellation will likely have an educational effect on other leaders reluctant to engage in talks on their respective counterparts on difficult issues.  The world could witness leaders more frequently choosing action rather dialogue to resolve issues.  Both Obama and Putin, in many ways, serve as “role models” for leaders of other states and non-state actors in negotiations.   Previously, in situations where parties are unwilling to come to the table, US and Russian negotiators could always point to own talks between their leaders as an example of how even great adversaries eventually can come to table and reach some agreement on issues.  At the moment, for the US at least, that is no longer the case.  Issues over which leaders states in opposition needed to meet, may now have a far less chance of being resolved.  As role models for other world leaders it is essential that Obama and Putin act in a manner to facilitate dialogue, even if issues are difficult to resolve just their predecessors had during the Cold War.

On both Syria and on Israel-Palestine, it would be difficult for the US claim moral authority to challenge any refusal either side to talk.  Indeed, there would be little the US could say without appear hypocritical, if parties to either negotiation were to cancel a meeting.  It could represent and new and unusual situation where the US may no longer be viewed as a genuine facilitator of negotiations.  Secretary of State Kerry has invested considerable time and effort on both issues, and it has been difficult for the US to bring parties to the table for negotiations.  Kerry’s job may have been made a lot harder as a result of Obama decision not to meet Putin.  US efforts to establish better relations and a dialogue between other states may have been compromised.

North Korean and Iranian leaders might find it far more difficult to reach out to the US for direct talks.  Undoubtedly, crossing the divide, to open negotiations with the US, was already a very difficult and potentially politically destructive undertaking for leaders of those states.  Any attempts at establishing direct talks now would reasonably be discouraged by Obama’s decision.  For Secretary Kerry, it would be difficult enough to get serious talks started with North Korea and Iran, and create some compromise with those states.  It was thought by some that the involvement of Obama in the process would jump start efforts and he would bring fresh thinking with him.  On North Korea, experts have indicated Kim Jong-Un seeks a serious dialogue with the US and wants to be convinced the US intends him and his country no harm.  However, given Obama’s cancellation of his meeting with Putin, there is assurance Obama will follow-through with the negotiation process.  In Iran, the new president, Hassan Rouhani has indicated a desire to have direct talks with the US.  He has done so in the face of opposition from conservative and hard-line political leaders.  Ayatollah Ali Khamenei has stated, “The Americans are unreliable and illogical, and are not honest in their approach.”  By cancelling the meeting with Putin, evidence was provided in support of the most negative views expressed in Iran of US intentions, and Rouhani’s position on direct talks invariably has been weakened.  It would be counterintuitive for a state to negotiate with a leader who has the potential to simply cancel or withdraw from talks if the leader opposite him is not to his liking, regardless of the issues at hand.  The behavior is simply destructive.  Without assurances that Obama could serve as a reliable party to negotiations, it would be difficult to believe any state would seek to have the leader in the process or reach a settlement during his tenure as president.  This situation should also be closely monitored to discern responses as they may relate to the summit cancellation.

Assessment

While it appears somewhat difficult for Obama to accept just how great the difference between  Putin’s thinking and his own.  Being unable to reach a compromise and agreement on the nuclear issue, as well as others should neither be the cause to cease all talks.  Reacting in frustration is never the right answer.  Obama and Putin arrived to power from to completely different paths, having two very different backgrounds.  For Putin, nuclear weapons are not simply a policy issue.  Nuclear weapons are viewed as a means of survival for Russia.  Reducing Russia’s nuclear arsenal to a level, determined through the bean-counting of nuclear forces by US analysts, would never be acceptable.  He is concerned with his nuclear forces’ capabilities, real and emerging threats, and human nature.  The reduction of nuclear forces and reductions in conventional forces have been issues US and Russian leaders have dealt with for decades.  Being in a contentious relationship, Obama and Putin were unlikely to be the ones to resolve the nuclear issue.  Pushing Putin to accept proposals in which he was not interested would never achieve anything positive.  Insisting the September summit be used to deal with such proposals was a doomed effort.

By inviting Obama to Moscow for summit talks, Putin indicated a desire to engage in dialogue.  US-Russian summit should not have become opportunities to take for granted.  Putin left the door open for Obama to cancel, perhaps not thinking that he would.  Putin could have cancelled the meeting himself.  He, too, was part of the difficult meeting between the two leaders in Northern Ireland in June and was aware that communications between his advisers and Obama’s had stalled, and Russia was not responding to proposals being sent from the US.  However, Putin did not cancel.  Frank and tough talk can have its place, but at this point, genuine communication about concerns and goals is required.  Over the years, that has been the essence of summitry.  From the first summit meeting during the Cold War to the most recent in June, building the relationship between US and Russian leaders, building confidence, and establishing mutual trust remains a primary goal of the meeting.  Business can be done during talks.  However, with the summit meetings being so few, and so intense, and relations between Obama and Putin being strained, using summit talks as a platform to push a unilateral political agenda, was a terrible mistake.

Perhaps there could be a return to the original concept of summitry.  Obama and Putin need to improve their relationship.  The rest of the world is watching, and other leaders will very likely follow their example.  They could meet again, not to score political points, complete some political agenda, or establish anyone’s legacy, but in the name of their citizens and in the name of global peace and security.  According to the New York Times, Yuri Yushakov, an adviser to Putin, explained.  “The United States is not ready to build relations on an equal basis.”  This point may be the very basis on which to start a new, and more productive, conversation.
