Resolving the Ukraine Crisis: How Better Understanding Putin and the Subtle and Profound Undercurrent Influencing His Thinking on the West Might Help

Putin ostensibly wants the US and its allies to understand that their military activities in Ukraine, too near Russia’s borders, are moving very close to a red line for him. Ostensibly to achieve that, he has massively built-up Russia Federation military forces perilously close to the border with Ukraine. Some in the West believe Putin intends to do a lot more than just build up military forces defensively and negotiate. Multiple analyses of Western foreign and national security policy bureaucracies have concluded that he plans to invade Ukraine. In that way, the current situation concerning Ukraine has become an inflexion point in US-Russian relations. Still, more appears to be involved here than Putin just being the Putin he has been over four US administrations. If the US is to get a real handle on relations with him, not just a perceived one, a more useful understanding of the man will be required. To that extent, what may lie beneath the surface of Putin, the person, will be briefly scratched a bit here.

Regarding the massive build-up of Russia Federation military forces perilously close to the border of its neighbor, Ukraine, and alarming activities that may indicate those forces will invade it soon, Washington and Moscow continue to wave their fists at each other. Moscow has denied having any intention to attack Ukraine and has explained away its buildup of troops as being a defensive measure. By building up military forces near Ukraine, which is all he has actually done physically at this stage, Russian Federation President Vladimir Putin ostensibly would like to cause the US and its allies to understand that their military activities in Ukraine, too near the Russian Federation (hereinafter referred to as Russia), are moving very close to a red line for him. Putin insists that the US and its allies provide Russia with signed guarantees to refrain from expanding NATO to include Ukraine and Georgia and limiting their military activity near Russia’s borders, particularly in and around Ukraine. However, some in the West believe that Putin intends to do a lot more than just build up military forces defensively and negotiate. Reportedly, multiple analyses of Western foreign and national security policy bureaucracies have concluded that he plans to invade Ukraine. In that way, the current situation concerning Ukraine has become an inflexion point in US-Russian relations. Ukraine was a flashpoint during the administration of US President Barack Obama in February and March of 2014. It was then that Crimea, Ukraine, was quietly and orderly captured by Russian troops dubbed “the green men.” The Obama administration was similarly at odds with Russia over Syria, mutants mutandis.

Putin seems to enjoy being seen fighting the good fight against Russia’s old adversaries the US and its allies.On the other side of the coin, dealing with Russian moves, Russian aggression, has become more tiresome for US administrations and Western capitals as much as anything else. Yet, Putin has not challenged the US mainly as a result of some domestic political consideration, or even less likely boredom or some vanity. Putin did not move so many troops to Russia’s western border because that area is more commodious than the locations they were previously based. Assuredly, Putin harbors negative thoughts and feelings toward the US and choices made by decision-makers that concern Russia in a significant way. Asked to bend: retreat back away from a matter, it is unlikely that he would without acquiring “concessions” from the US and its allies. He has issued preconditions concerning an agreement on “NATO expansion” already. (Perhaps he did not issue preconditions before entering any talks because he even realized that would be going a bit too far.) One would imagine he entered into this venture thinking, hoping he could potentially get what he wanted without having Russian forces fire a shot. it does not appear that Putin and his advisers are not too far down the road to change course. However, greatcharlie agrees that he would probably go into Ukraine if at some moment he feels it is, as it likely would have been determined by him along with his advisors and war planners in advance, to be the right time to do so. One would do no more than justice to Putin by presuming he long contemplated his military moves before cutting orders to get them rolling. He is certainly not moving step by step in what might be described as a hot-headed manner. Still, the larger decision to act as he has regarding Ukraine may very well be the result of a miscalculation. It is the unsought, undesirable job of the West to help him see that.

Inquiry into the fruit of things requires consideration of how Putin may view the situation. Russia has been led by Putin and his thinking from the posts of president and prime minister since 2000. A positive relationship with Russia has not been maintained by the US. There are many patterns apparent in his repeated confrontations with the West. Some eyes in the West appear somewhat closed to what may be happening with the Russian Federation President from the inside. What currently plagues the relationship is more than Putin just being the Putin he has been over five US administrations. The threat of the use of force, even mutual destruction, underlies Washington’s diplomacy with Moscow. The idea being that a somewhat expansionist, yet plainly aggressive, Putin can be made to behave as desired by placing a club at the end of the path he is traveling. He is ostensibly put in a position to act reasonably before he reaches it. It would go a long way to explain the somewhat unbroken string of unsuccessful interactions of US administrations with him, if the problem is that no useful perspective of why Putin has responded so aggressively has been developed. If the US is to get a real handle on relations with him, not just a perceived one, a more useful understanding of the man will be required. To that extent, what may lie beneath the surface of the intractable Putin, the man, will be briefly scratched a bit here. New light is shed on the man by using a different lens. There may be something about his inner self repeatedly being manifested and must be looked at from the correct angle. The aim is not to shoot down other analyses, but hopefully to add to them in a way to figuratively help put the reticle of some analysts on the bulls-eye. Offering what may be a few missing links might create an improved understanding of Putin and his actions, lifting thinking on Putin, to a degree, up from the region of the commonplace. The Situation: What Could Russian Forces Do?

From what can be gathered about the situation, the US Intelligence Community has concluded that the Kremlin could be planning a multifront offensive involving up to 175,000 troops. An estimated 100,000 Russian troops have already been deployed near the Russia-Ukraine border. Satellite imagery has revealed a buildup of Russian tanks and artillery as well as other gear near the border, too. Reportedly, online disinformation activity regarding Ukraine also has increased in the way it did in the run-up to Russia’s 2014 invasion of Crimea. According to the New York Times, the most evident scenario given the scale of troop movements on the ground is a Russian invasion of Ukraine may not be to conquer the entire country but to rush forces into the breakaway regions around the cities of Donetsk and Luhansk, or to drive all the way to the Dnieper River. Purportedly at the Pentagon, “five or six different options” for the extent of a Russian invasion are being examined. Suffice it to say, Moscow calls such assessments of Russia’s intentions slanderous ravings. Russia denies it is planning an invasion and, in turn, accused the West of plotting “provocations” in Ukraine. Russian Federation Ministry of Foreign Affairs spokeswoman Maria Zakharova, who unfortunately does not exactly have a watertight record for tying her statements to reality, laid it on thick in the newsmedia, alleging Western and Ukrainian talk of an imminent Russian attack was a “cover for staging large-scale provocations of their own, including those of military character.” It is really disempowering to put out such a message.

Imaginably, the main objective of the deployment of Russian forces would be to create a sufficient buffer in Ukraine between Russian and “ever expanding NATO forces.” In performing this task, Russian forces would ensure territory and forces that might remain in Kyiv’s control would be of less utility to NATO as potential a launching pad for a ground attack on Russia and could not be used as part of a larger strategy to contain Russia at its own border.

A stern fact is that the Ukrainians will hardly receive enough military aid from partners and friends, particularly Javelin handheld anti-tank rockets and Stinger handheld antiaircraft rockets, fast enough in the short-term to check a well-coordinated, rapid advance of heavy Russian forces. In the most favorable assessment, they might be able to supply them with enough to hurt Russian forces and perhaps “tear off an arm.” Having experience in contending with somewhat recent Western efforts to assist Russia’s adversaries and those its allies in Syria, Georgia, and Ukraine militarily, perhaps a special task force has been organized and assigned in advance, among other things, to: monitor the delivery, stockpiling of Javelins, Stingers and other weapons systems shipped to Ukrainian forces; maintain real-time knowledge of the distribution and location of those weapons; destroy those weapons systems; and, destroy or support actions by other Russian military units to destroy Ukrainian military units to which those weapons were distributed. That hypothetical task force would also likely be tasked to monitor–covertly surveil the intelligence activities and military operations of–Western countries as they relate to supplying Ukraine with special military capabilities. As for an insurgency in captured areas after an invasion, doubtlessly Russian security services have some sinister plan to cope with that contingency that will not be speculated upon here.

Evidently, Putin believed acting now militarily would best serve Russian interests as he perceives them, not knowing whether the opportunity would present itself again. His decision suggests to the mind that events have apparently moved in some way that enough boxes were ticked off to allow a well-thought out plan based on facts, calculations, possible opposition moves, and predicted outcomes, to be green-lit. To that wise, one might presume any and every coercive economic measure possibly levied against Russia by the West would doubtlessly be anticipated by him. One also might presume he has some plan, stratagem, to counter such steps short-term and long-term. Watching the West interact with Ukraine since the collapse of the government led by his stern ally former Ukrainian President Viktor Yanukovych in February 2014 as a result of Euromaidan, the Revolution of Dignity, Putin likely feels more and more that he is being “rock souped.” Surely, from his lens, the military dimension of the relationship remains at the forefront of Western expansion eastward. NATO forces are creeping closer to Russia’s border, and the government in Kyiv is hopelessly pulled further away from Moscow’s reach. Putin might believe any reasonable observer would accept and agree with his thinking about a threat from the West, and that his logically reached perception has actually been fostered by Western actions.

Admittedly, it is surprising how much Putin has done to signal that he is considering a move into Ukraine. However, there is surely an art that moves Putin’s mind. One might presume that as he initially staked the situation with regard to the US, almost nothing communicated through telephone conversations or bilateral talks alone would be enough to compel the US to act as he wished. The potential use of military force could not exist as an abstraction, being left to the imagination of Western national leaders and their advisers. With a build-up military force, he could illustrate, convince US decisionmakers that the threat of military action was real.

Surely Moscow closely observed events as they developed in the border crisis between India and China. Although it has been repeated as of late that China backed down to India on the matter of the border crisis in which occasional gunfire was exchanged and lives were lost. The common wisdom is that the aggressive moves it made with ease against India placed China in a situation which in the long run would prove too consuming, too difficult to handle and contrary to national interest, particularly such an approach can have an impact economically. There was also too little gain for China both geostrategically or geopolitically as compared to the potential loss suffered from such an investment. 

An odd advantage that Putin has is that the US will act in a fairly predictable fashion. There is less for him to fear of some random, unexpected decision from the US than the US may fear about such a choice made by him. Placed in a trying position, which Putin surely hopes he has done, a certain reality would need to be faced by US decisionmakers. Conceivably, he would expect the top military officers and officials at the Pentagon (US Department of Defense) to see the situation straight. Indeed, he may be hoping the Pentagon would be the voice of reason, the source that will explain that the real possibility exists for the situation to get out of control if the US were to commit itself too heavily to Ukraine’s defense. That would seem especially true if US decisionmakers contemplated having to act if both Russia moved on Ukraine and China moved on Taiwan almost simultaneously. That is a real possibility despite how fanciful it may sound. Tremendous pressure would be placed on the available military resources of the US and its allies. It would seem unlikely to Putin that decisiommakers in Washington would sink themselves deeper into a situation in which only bad choices were left available. C’est comme ça! However, Putin still cannot be absolutely certain that Washington would parse out the situation as he has. He has the task of showing it this perspective and convincing it to acquiesce to at least most of his demands.

The clever bit for Putin would be to determine what military action by NATO, if any, would be taken to physically halt a Russian advance into Ukraine. To that extent, Putin may have assessed that with regard to Ukraine, as well with Taiwan, policies of past eras are no longer viable under current circumstances. The military forces of Russia have been transformed. Insofar as Putin is concerned, unless the US planned to transport the bulk of its armed forces into Ukraine and nearby, any challenge by the US and its allies that included military action would mean recklessly placing some small set of their forces in great peril. Russia would not back down once hostilities were initiated. Again, fighting along its own border would allow Russia countless advantages to bear on its prospective opponent. It would truly be absolute madness for Washington to commit its forces to the fight without some clear way to win or create some acceptable circumstance they could not have achieved without firing a shot. Ironically, in the name of global peace and security, to avoid a nuclear Armageddon, it would need to let its declared partners in Kyiv fall. Even though the US public today is uninterested in starting foreign wars, if the Biden administration commits the US to a fight that would have an uncertain purpose and outcome, it would garner great attention from the public and very likely fail to get its approval. To the extent that these considerations factor in Putin’s calculus, he would most likely find Washington’s stated position on Ukraine to be unrealistic and unreasonable. It only makes sense as long as Moscow does not act.

If efforts at peace fail, it is not completely clear to greatcharlie whether Putin would want all of Ukraine or just some of it: Donetsk and Luhansk for instance. If he wants more, his plans may likely include capturing Kyiv and establishing a new Ukrainian government. That would take up an enormous amount of time, resources, effort, and political capital. Putin seems too shrewd to rush into something as colossal as administering Ukraine. Still, no one is infallible. Putin has been known to miscalculate. It was a gross miscalculation to interfere with the US elections in 2016, an action Putin has repeatedly denied despite the fact that direct proof of Russian meddling has been presented on by US intelligence and law enforcement organizations. If Putin acts militarily in Ukraine and successfully captures enough territory to his content–at least on paper he should be able to with some ease, he would again be looked upon as a shining hero among supporters. The effort by NATO and the West in general to deter him would be depicted as a debacle. If he fails to make gains against the Ukrainians and capture sufficient territory, the failure would be an enormous defeat for Putin. It is possible that the rippling effect of such a prospective defeat would lay the groundwork for his departure as Russia’s leader.

The View from the US

In remarks before meeting with his Infrastructure Implementation Task Force on January 20, 2022, US President Joe Biden laid out his position on a potential invasion of Ukraine by Russian forces. Biden, who would not expect to speak idly on such a grave matter or any matter, for that case, stated: “I’ve been absolutely clear with President Putin.  He has no misunderstanding.  If any–any–assembled Russian units move across the Ukrainian border, that is an invasion.  But–and it would be met with severe and coordinated economic response that I’ve discussed in detail with our allies, as well as laid out very clearly for President Putin. But there is no doubt–let there be no doubt at all that if Putin makes this choice, Russia will pay a heavy price. It is also not the only scenario we need to be prepared for: Russia has a long history of using measures other than overt military action to carry out aggression in paramilitary tactics, so-called “gray-zone” attacks, and actions by Russian soldiers not wearing Russian uniforms. Remember when they moved into the Donbas with “Little Green Men”?  They weren’t–they were dealing with those who were Russian sympathizers and said that Russia had no–nobody in there. Well, that includes “Little Green Men” in uniforms, as well as cyberattack. We have to be ready to respond to these as well–and decisively–in a united way, with a range of tools at our disposal.” Très, très fort!

During a two hour videolink call concerning Ukraine and other disputes on December 21, 2021, Biden also warned Putin that the West would impose “strong economic and other measures” on Russia if it invades Ukraine. Putin complained NATO is attempting to “develop” Ukrainian territory. He demanded guarantees that NATO would not expand farther eastward. Although there were no breakthroughs, the two sides agreed upon continuing communications. In greatcharlie’s December 31, 2021 post entitled, “Infrequently Discussed Issues Regarding Taiwan Likely Influencing Decisions of Communist Party of China Leaders and PLA Commanders,” it was explained that from Washington’s perspective, the door must be left open to type of contrition in diplomacy. Within time perceived to be available as conflict appears to draw near, there must exist an opportunity to amend a position. In theory, there may be an epiphany within logic and reason that leads one side to align itself with a view closely matching the other. Despite expressing concerns that Putin may invade Ukraine at any moment, there may still be some in Washington who assess and intuit, correctly or incorrectly, that since action has not been taken, with all of the tactical benefits such a surprise move would garner, it may not be taken. The delay In smashing into Ukraine may be a true lack of desire on the part of Putin to bear the burden of administering more of that country. There is the off chance that Putin may have some doubts about the military capabilities of Russian forces. The capture of Ukrainian territory may be quick and dirty but may leave unexpected problems in its aftermath. Given the way in which Biden spoke of sanctions, it is possible, despite what greatcharlie has already suggested here on this matter, that Putin may be worried about economic retaliation from the West. (Russia does not have much to shield itself from economic retaliation as compared to China, bound to the West with its products and production capabilities. The energy it provides to Europe and Nord Stream 2 are the more meaningful cards for Moscow to play. With concern to that, during the administration of US President Donald Trump, the US offered Europ a fairly decent alternative source of energy worthy of consideration.)

Putin usually plays his cards close, making it difficult to know whether some resolution might be found through a more open dialogue. No doubt officials in Western capitals are mindful of being too attached to diplomacy in coping with Putin. Each is doubtlessly versed enough in history to hark back to this infamous statement which likely has an expected chilling effect on efforts to work with him: “As long as war has not begun, there is always hope. For the present I ask you to await as calmly as you can the events of the next few days. As long as war has not begun, there is always hope that it may be prevented, and you know that I am going to work for peace to the last moment.” These words were spoken by United Kingdom Prime Minister Neville Chamberlain on September 27, 1938, during an address to the British people as concerns of war rose as negotiations between German Chancellor Adolf Hitler and himself. The tragic outcome of that effort is well-known. 

For Washington, Moscow’s actions have far greater implications than the progress of US-Russian relations. As Blinken also explained during his January 8, 2022 CNN appearance: “There are large principles at stake that go to the fundamentals of international peace and security.” He went on to note that the US is joined by international partners “to make it clear to Russia that this aggression will not be accepted, will not be tolerated.” An additional step in knocking down the idea that this crisis stands as a problem between Washington and Moscow has already been taken by the US. On January 9, 2022, US Secretary of State Antony Blinken stated very clearly on CNN: “It’s hard to see making actual progress, as opposed to talking, in an atmosphere of escalation with a gun to Ukraine’s head. So, if we’re actually going to make progress, we’re going to have to see de-escalation, Russia pulling back from the threat that it currently poses to Ukraine.” In effect, he expressed the view that despite intercession of the US and its allies, this matter remains Kyiv’s problem mainly. Looking at the crisis in that way makes it something akin to Ukraine’s “Reichenbach Falls”, the moment where Arthur Conan Doyle’s great fictional detective character, Sherlock Holmes, from The Adventures of Sherlock Holmes, originally published as twelve short stories in the Strand Magazine (1891), was confronted by his archrival Professor James Moriarty after repeatedly disrupting his criminal schemes. As the story initially went, Holmes met his end in combat with him. It was revealed in subsequent installments of the series appearing in the Strand that Holmes survived the fight, his resurrection being demanded of Doyle by the magazine’s editors to satisfy a readership made much distraught over his demise. One might hope fate will allow Ukraine to survive this crisis intact, yet there is nothing fictional about this situation. Moreover, Putin is a far more powerful opponent for Ukraine than Moriarty was to Holmes.

Some Key Issues for Negotiation as the Situation Stands

Washington wants to avoid a conflict in Ukraine. For Washington, success in resolving the Ukraine crisis for the moment would imaginably mean, in brief, crafting an agreement with Russia that will relax tensions, strengthen the sovereignty of Ukraine, enhance the security of Ukraine, and ensure Russia remains committed to whatever agreement is reached. Ukrainians must be allowed to enjoy full control and use of their own territory. Ukraine would retain self-determination as a sovereign state. If Ukraine wants to join NATO that wish will be protected. (Perhaps with some disagreeable yet necessary minor alteration in the short-term.) Russia would need to take action assented to in an agreement that would confirm it has no aggressive intention. Any action that may have prompted accusations by both sides that the other was moving back to the adversarial thinking of the Cold War and the paradigm of East-West spheres of influence of the past must be addressed. Lending some further context for Washington’s efforts to negotiate with Moscow on Ukraine, Blinken, also stated during his January 9, 2022 interview on CNN that, “It’s also not about making concessions. It’s about seeing whether, in the context of dialogue and diplomacy, there are things that both sides, all sides can do to reduce tensions.” 

Recognizably, neither the US nor any government in the West wants to jump through hoops to satisfy Russia. They would all doubtlessly agree they have no reason to give up anything they have. They are not bothering Russia and Russia should not be bothering them. Even if some agreement were constructed with Moscow that they could accept, they would want to know how Russia would be held to the terms of the signed document. They would be skeptical over Russia’s willingness to adhere with anything to which it might be remotely disagreeable in the long-run. Plus ça change! All would likely agree that force should not need to be relied upon to hold Moscow to it. There is the likelihood many NATO allies and neighboring countries to Russia might sign an agreement with Russia, but would be hesitant to do so. If the US sought some collective agreement concerning the situation with Ukraine, those countries may see it as too much to ask or a manifestation of naiveté by leading powers less threatened by Russia. Some capitals would likely respond to the suggestion with reproach. Even more, they may believe the constant struggles with Russia that have created their anxieties among them about negotiating with Moscow. US officials would be up against that sort of reception and more if it sought to create some consensus among the Europeans on constructing a comprehensive agreement with Russia. Perchance if the situation is approached with a degree of gentleness and patience–“with diplomacy”–their efforts may bear fruit.

Yet, given these and other considerations that would shape a diplomatic effort in this crisis, to get a firm handle on this matter, the primary focus, as postulated here, must be placed on Putin. All that has transpired, all of the preconceived management of this crisis from the Russian side, has been the manifestation of his vigorous and masterful mind. Formulating the best response diplomatically will mean better understanding him and how he thinks. For US policymakers, decisionmakers and negotiators, finding a way, within reason, within acceptable parameters of US values and interests, to satisfy Putin and themselves will be no mean feat.

Recognizably, neither the US nor any government in the West wants to jump through hoops to satisfy Russia regarding Ukraine. Even if some agreement were constructed with Moscow, all would remain skeptical over Russia’s willingness to adhere with anything to which it might be remotely disagreeable in the long-run. To get a handle on this matter, the primary focus, as postulated here, must be placed on Putin. All that has transpired, all of the preconceived management of this crisis from the Russian side, has been the manifestation of his vigorous and masterful mind. Formulating the best response diplomatically will mean better understanding him and how he thinks. For US policymakers, decisionmakers and negotiators, finding a way, within reason, within acceptable parameters of US values and interests, to satisfy Putin and themselves will be no mean feat.

Some Common Wisdom Regarding Putin

Many Western political leaders and senior foreign and national security policy officials have claimed to have the ability to look into Putin’s soul. The reviews of their skills have been mixed. US President George Bush provided the following statement on the matter on June 18, 2016: “I looked the man in the eye. I found him to be very straightforward and trustworthy. We had a very good dialogue. I was able to get a sense of his soul; a man deeply committed to his country and the best interests of his country. And I appreciated so very much the frank dialogue.” However, given his former work in the intelligence industry, his decades of experience in politics and as a national leader, Putin is the one who has mastered such an art. While he is never publicly vocal with his findings concerning other national leaders he meets, his conclusions are best manifested by the actions he takes as they regard their interests.

Every US official Putin meets likely for him becomes the avatar of Western duplicity. He will always be distrustful, and will simply study the individual seeking to gain a sense from his or her words, the nature of the conversation among the most senior US officials on Ukraine. To this extent, each conversation informs his next move, not due to its content, but due to what he perceives to lie behind their words. In many ways times have changed for Russia, and more dramatically for Putin. Russia can not exactly match the US as a global power. It cannot exactly match the power of the US even militarily. However, its capabilities have increased and it can do more things in the world now than a decade or two ago. It would appear that Putin so badly wants to get that point across.

It was never the case that Putin could have been shaped into the Russian leader Washington wanted. Moreover, Putin was never a man to be trifled with. However, these were among many ideas about Putin perhaps carried over from the tail-end of the Clinton administration, over two decades ago, when the then young president was establishing himself both at home and abroad. Perhaps it accounts for the manner in which those officials in the Obama administration approached Putin, dismissing him to a degree as something akin to a potentate, a footnote in their dealing with a Russia that was a shadow of its former self during the Soviet era in nearly every respect. There is a popular saying among many in the younger generation that “to compete, one must compare.” Officials in the Obama administration saw no comparison between the power Russia had maintained following the Soviet Union’s collapse, and the US which was at the time, and remains, the preeminent power in the world. Putin would likely posit that Washington has done more than enough since the Obama administration to push him to act as he has.

It remains a trend to look at Putin superficially. Interestingly, it allows everyone to have an equal shot at analyzing him and his moves. To that extent, time is spent, near idly, discussing how bad a person he is. (One very senior US official referred to Putin as “a killer” In May 2021.) At the core of even such unremarkable analyses must be something about the whole authentic enough to give it true weight. Yet, aspects of such analyses are often not quite logical. It is fascinating to see how simple facts may go some way to explain what might be recognized at best as a charitable position. As seasoned analysts would tell, if that product is simulated, conclusions that result from it will be inauthentic. What is left to examine amounts to a mere perception of what is going on in Putin’s mind and in his camp as compared to the hard facts. Using conclusions that result from such analyses will never allow policymakers and other senior officials to approach him in the right way. Even logical opinions are not the equivalent of fact. Truth is not an opinion. In the defense of some analysts, adhering to such a limited, official approach to Putin could hardly be described as neglectful. Perhaps considerations outside of what is generally accepted are avoided in fear of being castigated for devoting time and effort to trivialities. There must be something stronger that lends an understanding of his state of mind

Another problem arises when such views, despite all that is wrong about them, are adopted unconsciously by senior policy officials or worm their way into analyses, and even worse, as a possible result of that contamination, more apposite aspects may fail to receive sufficient or any treatment. It is hardly deliberate. They may appear as trifles, made imperceptible by the fact that they are notions, too commonplace in the mind to raise concern. Nonetheless, they are damaging much as the microscopic virus that can fell a world class athlete.

The West’s position on Putin as it stands today is that Putin has a mind to have Russia serve as the follow-on to the Soviet Union and claim its status and glory as a power. The enterprise has faced some rough patches over the years, but has progressed nonetheless. Putin’s actions in countries formerly aligned with the Soviet Union or were under its influence decades ago have been his targets and he has managed to get the attention and response from the West led by the US, the adversary of the erstwhile Soviet Union. It sounds bad enough for his neighbors, the West, and all others interested in maintaining stability and security in their countries, regions, and the world. Yet, in taking that tack, he has to an extent guaranteed Russia would remain stuck, limited to being a only simulacrum of the Soviet Union, a shadow of the past. Granted, Russia may be seen as possessing formidable military forces, with new weapons developments and declarations of the intention to defend its territory and its interests, but not a country that was advancing politically, economically, or socially, seeking to elevate to something better. Not to offend, but perhaps that was the best he could ever expect from his people.

Missteps in Responding to Putin Somewhat Downplayed

The formal inclusion of the new Russian Federation in the high realms of international politics following the collapse of the Soviet Union was nobly attempted. A seat in the Permanent Five Members of the UN Security Council was inherited from the erstwhile Communist state. As important, Russia began to engage in separate meetings with leaders of the intergovernmental group of the leading economic powers, the G7, in 1994 while Russian Federation President Boris Yeltsin was in office. Russia formally joined the group in 1997 at the invitation of US President Bill Clinton and United Kingdom Prime Minister Tony Blair. This noble step was ostensibly taken in the name of international peace and security. Surely, inviting Russia to join the G7 was more than a friendly gesture and a fresh start. Membership would plug Russia into the international order, forestalling any burgeoning sense that if left isolated, control in Moscow might fall fully into the hands of organized crime groups, and so would Russia’s nuclear arsenal. Russia membership would more importantly plug the G7 countries vis-à-versa into Moscow in a structured way, creating an effective, stable line of communication and political and economic influence.

At the G8, national leaders would come to the big table committed to having a positive impact in not only economic affairs, but world affairs in general. The existing seven members–the US, United Kingdom, Canada, Japan, Germany, France and Italy, plus the EU–were bound by shared values as open, democratic and outward-looking societies. Russia was not a country completely devoid of desirable things, Russia possessed natural resources, particularly oil and gas which the energy industries of the other powers coveted. Certainly, Russia retained the power to destroy with its nuclear arsenal and the residue of the once powerful Soviet military. However, Russia was hardly developed enough to participate in that way as a member. 

As for Putin, he had not as yet grabbed all reins of power firmly in Russia, much as he tightly grips them today. It is not inconceivable that his political qualities were not fully scrutinized by any member state. However, more pertinently, Putin was unlikely ready to manage Russia’s stake at the G8 when first began participating in leaders’ summits. Looking into Putin’s inner-being, it is possible that Putin, while in his own way appreciating the status G8 membership bestowed Russia and him, felt well-out of his comfort zone and despite his ego, felt that the manner in which Russia acquired G8 membership was counterfeit. For Putin to be satisfied at that time, Russia would need to possess membership on his terms, legitimate terms. Within G8 meetings, Putin presented himself with grace and charm befitting his position. If Putin ever got the idea then that Western leaders enjoyed observing him outside of his comfort zone or disrespected him in any way, he would unlikely be able to hide his anger in his countenance and dwell on lashing out in some big way. Perchance at some point Putin might have imagined that the other technologically advanced countries used G8 meetings as a stage to lampoon Russia. He would be seated before them as they flaunted their economic power and progress while giving the impression in occasional off-handed comments and perhaps in unconscious condescending behavior toward him, that they imagine everything about Russia being tawdry and slipshod, particularly its goods and services, and would describe its industrial centers resembling a carnival the day after the night before. Perhaps such thinking could be said to have some validity given that such was essentially the case in early post-Soviet Russia. Putin had already brought to the table a sense within himself that Russia remained vulnerable to Western plans and intentions. That sensibility seemed to stick regardless of all else good that came his way through the G8. The G8 experience overall may have left a bad taste in his mouth. It is likely other group leaders may not have imagined that would be the outcome.

As a result of Euromaidan, power changed hands in Ukraine, and a series of measures that enhanced Western influence were taken. Putin responded robustly. The escalation of a struggle between ethnic Russians in Donetsk and Luhansk with the fledgling democratic Ukrainian government was followed by the greater step of Russia’s seizing and annexing Crimea. Crimea, at time was the sovereign territory of Ukraine, and most national capitals say it still is. Putin’s actions resulted in Russia being placed back into what was supposed to be isolation; it was put out of the G8 and hit with many punitive economic measures. Both Putin and Russia have seemingly survived it all. Although Russia was suspended from the G8–once again the G7, Russia delayed announcing a decision to permanently withdraw from the group until 2017.

Further reflecting his hot and cold impressions about the other industrial powers, although Russia was suspended from the G8, Russia delayed announcing a decision to permanently withdraw from the G8 until 2017. Surely, Putin had great concerns over the perceptions in Russia and around the world of the decision of the G7 countries. Putin appears to have had a morbid fear that the G7 countries were exercising power over Russia and himself. That would not do. By waiting, Putin retained control of that situation by choosing when Russia would depart and then exist in the substitute reality that his country had not been pushed out of the organization and marginalized. As far as he was concerned, Russia was still a member of the club of the most powerful countries. Despite everything, that recognition remained an aspiration of his. It is an apparent odd duality. Satisfying Putin’s desire for Russia to possess the ability to discuss world problems with the leaders of the most influential countries, was Russia’s continued membership in the G20–the Group of 20, in essence a group of finance ministers and central bank governors from 19 of the world’s largest economies, including those of many developing nations, along with the EU. While the G7 existed for the top-tier industrialized countries, the G20, formed in 1999, provided a forum for the discussion of international financial matters that included those emerging economies which at the time began to represent a larger part of the global economy. The G20’s aim is to promote global economic growth, international trade, and regulation of financial markets. As of 2021 there are 20 members in the group to include Putin’s erstwhile G8 partners, the US, United Kingdom, Canada, Japan, Germany, France, Italy, and the EU, and also Argentina, Australia, Brazil, China, India, Indonesia, Mexico, Saudi Arabia, South Africa, South Korea, Turkey and his Russia. To all appearances, as a G20 member, Russia plausibly retains authority in world governance. 

Una idea perplexina. (The idea is strange to us.) Intriguingly,  Putin did not attend the G20 summit in Rome in October 2021, informing the organization that his decision was due to concerns about the COVID-19 pandemic. Not to take precaution in these times would be short-sighted, but for Putin to abstain from physically attending a G20 leaders summit could indicate that the organization, for at least that moment, may have less meaning for him. Putin participated in the summit in Rome via videolink, but the optics were hardly favorable. Reportedly, Putin coughed quite a bit during the meeting creating questions in the minds of others about his condition. That seemed unusual for a man who exudes strength and robustness. (Hopefully, Putin was not feeling any real discomfort.) It was a small matter, a trifle, but perhaps it will later be discovered that it was small in the way that small movements of a needle would indicate an earthquake on a seismograph.

One must add to this story the influence of the destructive impact of the West on the Russian economy and the country’s efforts to “build back better” immediately following the collapse of the Soviet Union on Putin’s thinking. As discussed in the June 18, 2019 greatcharlie post entitled, “Why Putin Laments the Soviet Union’s Demise and His Renewed “Struggle” with the US: A Response to an Inquiry from Students,” Putin would doubtlessly explain that under Yeltsin, the Russian leadership made the mistake of believing Russia no longer had any enemies. Putin, while ascending to the top in the new Russian Federation, saw how mesmerizing “reforms” recommended to Yeltsin’s government by Western experts unmistakably negatively impacted Russia’s economy in a way referred to somewhat euphemistically by those experts as “shock treatment.” Yeltsin was unaware that Western experts were essentially “experimenting” with approaches to Russia’s economic problems. His rationale for opening Russia up to the resulting painful consequences was not only to fix Russia’s problems but ostensibly to establish comity with the West. The deleterious effects of reform recommended by Western experts’ could be seen not only economically, but socially.  In another statement made while he was acting President in 1999, Putin diplomatically explained the consequences of relying upon foreign experts for assistance. He stated: “The experience of the 90s demonstrates vividly that merely experimenting with abstract models and schemes taken from foreign textbooks cannot assure that our country will achieve genuine renewal without any excessive costs. The mechanical copying of other nations’ experience will not guarantee success, either.” Once fully ensconced as Russia’s leader, he would publicly state that the greatest danger to Russia comes from the West. He also brought that sensibility to the G7 table with him. 

One might go as far as to say apparently none of the negative perspectives, memories that Putin held regarding the West were revealed. He concealed them with sangfroid and equanimity. Yet, he likely thought of them by day and nursed them by night. Inclusion was not enough to stem those feelings or his responses to Western moves albeit in Russia’s direction. Putin from a Different Lens

What one might gather from this part of the story is that more than anxiety and dissatisfaction with US policies and moves, there is apparently a real sense of vulnerability in Putin toward the US and its allies. It has been a subtle and profound undercurrent in his decisionmaking and approaches toward them. Often, that sense of vulnerability has been exacerbated by efforts from Washington to make diplomatic inroads with countries Putin seems to feel belong to Russia. Note how every step taken eastward by the US in Europe, as innocuous as each may have appeared to Washington’s eyes, has led to hyper-vigilance–for example, increased intelligence and surveillance activity and aerial and naval incursions in the territory of NATO Members–and military action by Moscow. Though it has been listened to with skeptical ears in the West, Putin has said that US moves evoke his actions.

In a December 21, 2021 Washington Post opinion piece entitled, “Putin Wants Us To Negotiate over the Heads of Our Allies. Washington Shouldn’t Fall for It”, the former US Ambassador to the Russian Federation Michael McFaul lists what he identifies as Russian actions and policies undermining European security. McFaul included the following on that list: Russia well-maintains troops and weapons from the territory of the Republic of Moldova; Russia has recognized the regions of South Ossetia and Abkhazia as independent countries; Russia caotured and annexed Crimea and well-supports the separatist movements in eastern Ukraine; Russia has deployed SS-26 Iskander missiles in Kaliningrad and maintains them in other deployment locations; Russia has placed tactical nuclear weapons in Kaliningrad; Russia has engaged in assassination operations, such as those conducted in the European cities of London, Moscow, Salisbury, Berlin and Tomsk; and, Russia has aided remaining European dictators who kill and arrest Europeans exercising freedom of assembly and freedom of expression. One can only imagine Putin’s inner-dialogue as he took each step.

Cast one’s mind back to Putin’s greatest expression of vulnerability in March 18, 2014 speech declaring Russia’s annexation of Crimea. He vented his anger at the US and EU, enumerating some Western actions that fostered contempt in Moscow. He mentioned: Russia’s economic collapse, which many Russians recall was worsened by destructive advice and false philanthropy of Western business and economic experts that did more to cripple their country; the expansion of NATO to include members of the Soviet Union’s own alliance, the Warsaw Pact; the erroneous Russian decision to agree to the treaty limiting conventional forces in Europe, which he referred to as the “colonial treaty”; the West’s dismissal of Russia’s interests in Serbia and elsewhere; attempts to bring Georgia and Ukraine into NATO and the EU; and, Western efforts to instruct Russia on how to conduct its affairs domestically and internationally. Conceivably, the aggregate of US moves eastward in Europe over time have truly rattled Putin and could potentially push him over the edge. That must always be considered. If the actual intention is to irritate Putin, then there will be no firm peace ever reached while he runs Russia.

In state-to-state talks between the US and Russia concerning Ukraine a structure has been established in which talks are held in rank order. Biden communicates with Putin, and Blinken communicates with Russian Federation Foreign Minister Sergei Lavrov. On both sides, the possibility exists that a set of reactions and responses to the positions and personas have already been formed. It would only be human to color anything truly novel added to the dialogue with considerations of what had already been said. Accordingly, it might be useful to enlist an envoy who could deliver the message that will end Putin’s sense of vulnerability and give immediate legitimacy to a call for multi-party negotiations for a comprehensive agreement on European security. That individual would need to have considerable standing with Putin to deliver that message.

What Might Be Done Regarding Putin To End This Crisis?

More than once has Putin associated himself with the ideas of “West German” Parliamentarian Egon Bahr on East-West competition. Discussing NATO in an interview published on January 11, 2016 in Bild, Putin provided insight into his thinking then and now. During the interview, Putin quoted Bahr who stated in 1990: “If we do not now undertake clear steps to prevent a division of Europe, this will lead to Russia’s isolation.” Putin then quoted what he considered an edifying suggestion from Bahr on how to avert a future problem in Europe. According to Putin, Bahr proffered: “the USA, the then Soviet Union and the concerned states themselves should redefine a zone in Central Europe that would not be accessible to NATO with its military structure.” Putin claimed that the former NATO Secretary General Manfred Worner had guaranteed NATO would not expand eastwards after the fall of the Berlin Wall. Putin perceives the US and its allies as having broken their promises to avoid expanding further eastward, and doing only what is best for their own interest in the name of all countries. Putin told his interviewer: “NATO and the USA wanted a complete victory over the Soviet Union. They wanted to sit on the throne in Europe alone. But they are sitting there, and we are talking about all these crises we would otherwise not have.”

Vitae summa brevis spem nos vetat inchoare longam. (Life’s short span forbids us to enter on far reaching hopes.) Whatever it is that Putin wants to achieve, he must move faster than time wastes life. Time is not on Putin’s side. National leaders and political figures in power now in the capital of those countries of the former Eastern bloc which Putin so dearly covets to develop Russian influence are individuals of the last generation that even briefly lived while the Soviet Union had considerable influence, sway in their countries. Coming generations will only know the Soviet Union from history books. They will unlikely as a pattern, by inertia, due to insouciance  simply seek as their predecessors seek to connect with Moscow. The benefits of connection to the West will be well understood by them. Relatives who in the past decades who immigrated West would likely have some influence on their understanding of those benefits. Russia simply will not compare, offer anything they would desperately want to invest in their future. Russia itself represents the past, and how bad things were, something no one should reasonably want to be like or be part of.

As greatcharlie ruminated on in its January 18, 2018 post entitled, “Trump Wants Good Relations with Russia, But if New Options on Ukraine Develop, He May Use One,” Putin very likely has considered what Russia would be like after he, as one might presume he accepts, is “called to heaven” or perhaps elsewhere, goodness knows. It would seem that now while on Earth, he is on course regarding Ukraine to saddle future generations of Russians with a country or parts of it that are still economically, socially, and politically challenged that they will need to care for, to pay for. Future generations may not appreciate that. In Donetsk and Luhansk, future generations might abandon their homelands for “the other Ukraine” or points further West. They would unlikely pour into Russia for employment, a “better life.” In the future, a Russian leader might very well try to reverse whatever Putin seems to be attempting in Ukraine due to financial strains caused, or–not to be offensive–out of decency. Taking on Donetsk and Luhansk might very well be viewed in the future as a grave miscalculation, another step toward sealing Russia’s fate as a second tier superpower. It is greatcharlie’s assessment that future generations of Russians will not want to hold on to Ukraine as leaders of Putin’s generation, with an idea to reestablish Russia to resemble the Soviet Union. This reality may have value in negotiations with Putin.

For instance, perhaps ways in which Ukraine could be helped along the way by both the West and Russia in tandem through an agreement that would also promote the maintenance of good neighborly relations and support the establishment of strong, positive relationships overseas without anyone being irritated. Washington and Moscow could engage in an exploratory dialogue during which suggestions could be sought on how the two sides could get from where they are to where they want to be.

A Possible Way Ahead in Diplomacy

For their next diplomatic step with Moscow, US policymakers, decisionmakers and negotiators must find a way for the two sides to work together in similar positive ways to create an outcome in which they both have a mutual and balanced influence on the situation. For instance, perhaps ways in which Ukraine could be helped along the way by both the West and Russia in tandem through an agreement that would also promote the maintenance of good neighborly relations and support the establishment of strong, positive relationships overseas without anyone being irritated. Engaging in what in essence would be an exploratory dialogue, transparent and frank, between Washington and Moscow on such matters would be the first step. In that dialogue, suggestions could also be sought from Moscow on how the two sides could get from where they are to where they want to be. If the US and Russia can cooperate on matters concerning the International Space Station, surely they can cooperate on an Earthly matter as Ukraine. N’est-ce pas vrai?

In theory, enough compromise might result from the collective talks to result in an agreement that would satisfy hopes and mitigate fears on all sides. Perhaps it would become the paradigm for peace in Europe that would remain until that time a new generation of Russia leadership that would share the values of other open, democratic and outward-looking societies. After the agreement is reached, Putin would need to feel freer and be able to stand upright. The US and its allies, the EU, NATO, the OSCE, the UN, and especially Ukraine would be on a long list of those who would need to be satisfied with the plan for negotiating with Russia and the resultant argument. Creating consensus and acquiring agreement across the board on everything negotiated with Russia will take time but that course must be taken. Besides, if one is to believe Putin, and accept that he has no plans to invade Ukraine, then there is no real need to rush.

On both sides, it is possible that a set of reactions and responses to the positions and personas have already been formed. It would only be human to color anything truly novel added to the dialogue with considerations of what had already been said. Accordingly, it might be useful to enlist an envoy who could deliver the message that will end Putin’s sense of vulnerability and give immediate legitimacy to a call for multi-party negotiations for a comprehensive agreement on European security. That individual would need to have considerable standing with Putin to deliver that message. It could be a former US President, German Chancellor, or European President or Prime Minister that Putin seemed to favor. Perhaps a small multinational delegation of doyens rather than a single doyen could meet with Putin. He may appreciate that. The immediate task of whoever meets Putin would be agreement to cease actions threatening Ukraine and publicly making demands for that would require its government to surrender self-determination and freedom to associate with other countries as Kyiv saw fit. The appropriate alternative suggested would be to discuss all issues. Putin would need to be convinced that everything Moscow, he, might deem pertinent could be hashed out at the suggested multi-party talks. The theme of the conversation would essentially be “Let us do everything the right way this time.” Again, Putin may appreciate that.

As for any agreement reached through multi-party talks, if Putin accepts that approach to diplomacy, more than simple guarantees must be insisted upon. Apparently, Lavrov presented a rather one-sided draft treaty to Blinken when they met in Geneva on January 21, 2022. That will not do. It was a rather incommesurate and hasty approach to the situation given its enormity. The effort to maintain Ukraine’s security, Russia’s security, Europe’s security must not only be comprehensive, it must be a dynamic process. Not to get into too much detail,, but as a comprehensive agreement, a new agreement would supersede the existing Minsk Agreement, although its terms could be referenced. Reasonably, terms of a new agreement could be built upon terms of the Minsk Agreement when directly related. Of course, the decision on that, as with everything else, is completely in the hands of the negotiating parties. All issues concerning Crimea and existing sanctions could be disassociated from these talks. Those talks could continue in their current venue. Again, the choice there is completely in the hands of the negotiating parties.

The negotiation process might require parties to take some the following steps, among many others: construct detailed plans of action on every key area as mutually recognized, each issue of contention, must be formulated to ensure greater clarity not confusion; create a security zone could be created within which zero tolerance of isolation of the agreement would be established; create firm timetables for actions as reducing the number of destabilizing forces near border; create a security zone could be created within which zero tolerance of isolation of the agreement would be established; create firm timetables for the suspension for refraining from existing actions such as military exercises; reduce the scope and scale of military exercises near the Russia-Ukraine border despite perceptions of whether they are threatening or benign; establish liaison offices in the security zone on both sides of the Ukrainian-Russian border could be created staffed by Russian and Ukrainian officers and military advisers if desired by either party; organize limited but comprehensive aerial surveillance over the security zone would be organized and appropriately scheduled; establish multiple military and diplomatic committees each with responsibilities in key areas of the agreement and respectively staffed with appropriate expertise and authority could be created to review plans for action in key established under the main agreement or hash out nagging issues could possibly exist; organize and schedule direct Ukraine-Russia talks, in a multiparty forum, at the ministerial level and deputies just below to include NATO Members and non-NATO Members in European countries neighboring Ukraine can be created.

It would be crucial to eliminate all ambiguities at the negotiating table through multilayered agreements if necessary as the process moves along. Pull all loose threads detected at the negotiating table may include using scenarios and hypotheticals. Whether a negotiating path as suggested will create stability in Europe right away, greatly improve Ukraine’s security and remove Russia’s fears, perhaps even through some very creative steps, remains to be seen. On January 9, 2022, US Secretary of State Antony Blinken expressed the view on CNN that in the end, despite the vigorous efforts of the to correct the situation, this matter is mainly Kyiv’s problem and the Ukrainians have a Russian “gun to their head.” Viewing the crisis in that way makes it something akin to Ukraine’s “Reichenbach Falls”, the moment where Arthur Conan Doyle’s great fictional detective character, Sherlock Holmes was confronted by his archrival Professor James Moriarty after repeatedly disrupting his criminal schemes. As the story initially went, Holmes met his end in combat with him. It was revealed in subsequent installments of the series appearing in the Strand Magazine that Holmes survived the fight, his resurrection being demanded of Doyle by the magazine’s editors to satisfy their readership. One might hope fate will allow Ukraine to survive this crisis intact, yet there is nothing fictional about this situation.

The Way Forward

Putin does not seek to make Russia first in Europe nor match the power and position of the US in the world. Russia lacks the wherewithal, the resources,, and a lot of other things required to accomplish such objectives. However, Putin does want to control what he claims to be in Russia’s “near abroad”: the former Soviet republics on its border. As the US and its European allies become more engaged with them, it becomes less likely that he will be able to accomplish that goal either. If the US and its allies were not enough trouble for Putin, his “friends” in Beijing have been knocking on the doors of those near abroad governments, making enticing, huge offers, which Moscow cannot match, to invest in their economies and support industrial and infrastructure development as a way to enhance ties–albeit perhaps not always in a legitimate way. Unfortunately for Putin, he was unable to shape Russia’s position in the world positively over the past two decades, by transforming the country to be a contributing member as an advanced industrialized, economic power, and present Russia as anything close to an alternative as a partner to its neighbors. Russia remained a country from which villainy of some sort was expected more than anything else. Unable to sway the capitals of bordering former Soviet republics to Russia’s camp, it would seem he made the decision a while back to use brute force. US decision-makers should not simply expect Putin to get a hold of himself, and get a grip concerning the use of greater military force in Ukraine. He already moved on Crimea, so for many, no points could be argued that would convince them that he would not do more. The capture of Crimea may have actually been only the first phase in a plan of far greater conception concerning Ukraine.

Washington wants to avoid a conflict in Ukraine. For Washington, success in resolving the Ukraine crisis would likely mean crafting a sustainable agreement with Russia, within acceptable parameters of US values and interests, and that is the rub. Some national leaders in Europe might go as far as to say aggression simply resides in Putin and it is too late for any worthwhile diplomacy with him. They may need to overcome an anxiety over the history of Russian behavior before altering their thinking on that. Still, at the same time, no responsible party involved in this matter wants war. Given how Putin thinks, more than aggression and dissatisfaction with US policies and moves inform his actions. A real sense of vulnerability in Putin toward the US and its allies has been a subtle and profound undercurrent in his decisionmaking and approaches toward them. That sense of vulnerability is intensified by Washington’s efforts to make diplomatic inroads with countries Putin seems to feel belong to Russia. Putin has actually said that US moves evoke his actions, which thereby are actually reactions. That is hardly something he, or any military commander, would want to admit or to accept.

As suggested here, US policymakers, decisionmakers and negotiators must find a way for the two sides to work together in similar positive ways to create an outcome in which they both have a mutual and balanced influence on the situation. For instance, perhaps ways in which Ukraine could be helped along the way by both the West and Russia in tandem through an agreement that would also promote the maintenance of good neighborly relations and support the establishment of strong, positive relationships overseas without anyone being irritated. Some, despite everything presented here, albeit in brief, might contend that there is little obvious room for compromise from either side. However, the referee has not yet blown the whistle for full-time. Trump Achieved More at Helsinki than Most Noticed: Putin Is Not a Challenge for Him

US President Barack Obama was barely on nodding terms with Putin by the end of his administration. Trump hoped to move to a higher level of understanding with Putin at Helsinki. He has not as yet given up on the idea that he will find some touch that would knock everything with Putin in the right direction.

One of the main pitfalls US President Donald Trump has faced while serving as president is that he must operate from Washington, which could be sardonically called occupied territory given the many power circles arrayed against him there. Indeed, Trump and members of his administration have been afflicted by hostile opposition and persecution. A very raw and destructive claim has been repeated by many elements of the US news media and certainly by critics and detractors among the pundits, that Trump is incompetent and there is no pattern or direction to action for the country from his administration. In terms of foreign policy, the administration characterized as being adrift. Perhaps “krise” is the word that would best describe the situation as depicted. The dislike of Trump is so intense in many media circles that it would not be melodramatic to assert that the ultimate goal of reporting has not been to correct Trump or improve his policy decisions, but rather to cause him to falter. Even many policy experts who would normally take a serious analytical approach to their critiques of Trump more often do less to inform in a balanced way, and rather, set out to tear him down. Such was the case concerning the July 16, 2018 Helsinki Summit between US President Donald Trump and Russian Federation President Vladimir Putin. Discussion of summit even before it began was rarely described other than harshly. Critics and detractors indicated that in order for Trump to impress them, which is not his job, they would expect to see nothing less from him at Helsinki than to approach Putin with a gritty teeth attitude, making bold accusations and great demands. Predictions made of Trump’s likely performance in the US news media were decidedly negative. After the summit, those same observers insisted that their ideas were confirmed. They characterized Trump as being subordinated by Putin.

There is always the danger of theorizing before facts are actually available. However, critics and detractors whose views were published in newspapers and magazines, broadcast on television, and posted online, were unconcerned with facts as pilloried Trump with their vitriol. Yet, in taking that approach, those observers of Trump made some pretty big wrong turns in their analyses Trump’s efforts in Helsinki. It might be worthwhile for them and all interested in Helsinki to take a step back, and look afresh at the matter, considering all facts, not just those that conveniently lend albeit tenuous support to a negative view. While what is offered here by greatcharlie may only be a worm’s eye view of an enormous matter and may not be able to change the perspectives of many. However, the purpose is provide an outside the box analysis of the meeting that may help contribute to the policy debate of US-Russia relations and stimulate fresh ideas. Matters Covered by Trump and Putin in Helsinki

What stands between all of the people of Earth and eternity is the vocabulary of the two men. The Helsinki Summit began with a one-on-one meeting between Trump and Putin. Except for translators, no other advisers or aides were present. It was followed by a bilateral meeting with advisers and aides included. On the heels of those meetings, a joint press conference was held.  When it began, Trump spoke first, then graciously deferred to Putin by allowing him to provide a list of issues covered in their meeting.  For Trump, this was certainly a rational choice, reinforcing goodwill and strengthening his evolving rapport with Putin. Trump’s moderation was put on full display for the world to see. Moreover, Trump most likely wanted to avoid getting into a meaningless and unconstructive chicken-and-egg debate on whether a Russian report on what transpired during the summit was heard before the US presented its version.

The US news media made inquiries into why list came only from Putin and whether Trump agreed with the list. Some characterized Trump as being mysterious about what was discussed. Critics and detractors immediately claimed that their first blush impression that Putin would dominate Trump at the summit and run the meeting were confirmed. Rather than viewing what Putin offered as a manifest of topics covered, it was panned by reporters as a list of spoils that Putin took from the meeting. The general approach to US news media reporting of the meeting was negative. Moreover, only a modicum of fact was used to portray a maximum of knowledge, which ultimately revealed a lack of awareness among the reporters and no real ability to discern what happening before them. Their negative perspectives were reinforced when they were commingled with the issue of Russian interference in the 2016 US Presidential Election and reports of continued Russian efforts to interfere with the US election system and democratic process. Insubstantial interconnections between Trump and Russia prior to the 2016 election were reported  once again and incredulously characterized as indicia of wrongdoing. Attempting one more time to ameliorate concerns on the election interference front, Trump acknowledge that issues concerning election interference were broached and addressed, but his desire was to move past what was done to what can be done immediately. For the US news media as well as critics and detractors, the immediate impression was that Trump’s statements were not solid enough, and simply interpreted his words negatively.

When Trump went on to make gracious statements to Putin, he was seen as again being reluctant to use the opportunity of these US-Russia meetings to criticize Putin for additional ills that go beyond election interference. Statements Trump made concerning Putin’s response clearly evinced a desire to move forward, however, by his own admission, he would recognized that he may have said what he did not want to say. Indeed, two days later, on July 18, 2018 at the White House, he admitted that he misspoke amidst his comments concerning Russian interference. Trump explained that he was moved by the spirit of the moment and insisted that it was not his intention to declare everything as being hunky dory.

The US news media also found Trump’s politeness toward Putin very disconcerting. Many observers still wonder whether it was simply politeness. Some critics and detractors found it nothing less than obsequious and alleged that it was due to timidity. Over the top theories in the US that Putin possesses some derogatory, even threatening information on Trump, kompromat, were written and spoken once more. Surely, if Trump had found it prudent, he would have had little problem in meeting the wishes of critics by admonishing Putin once again over election interference in furtive one-on-one session, the bilateral meeting, or publicly at the press conference. However, life experience had surely taught Trump that aggressively reproaching Putin at Helsinki would not bring satisfaction, not even for the short-term. Russia was wrong to act against US interests in the 2016 elections, but what was done is done. Trump can respond by taking punitive economic measures, sanctions, and expelling Russian diplomats and intelligence officials from the US, and padlocking Russian government facilities in the US. However, he also knows that Putin to the best of his ability has thought through, “gamed”, the possible consequences to his actions with his advisers. It appears that he stands ready to take his medicine and he is not overly concerned with retribution from the US short of acting on Russian sovereign territory or acting harshly against the interests of Russia and its allies. What might be wise for Trump to do beyond providing lip-service to Putin as suggested by critics and detractors, is close the door on future Russian activities against the US and as best as possible, build a positive relationship with Putin, and improve US relations with Russia. Although Trump certainly has some anger, bitterness, and resentment in his heart over what Putin and Russia have done, he knows behaving too aggressively would be short-sighted, and would only lengthen the distance he will need to travel to improve the US relationship with Russia. Trump will not sacrifice any benefits that might result from acting in a measured way. What critics and detractors have been demanding from Trump, to repeatedly confront Putin, is most telling of their own flawed understanding of the situation. Aggressively reproaching Putin would never be an effective plan for dealing with the Russian leader if positive results are desired.

However, from the time Putin entered the spot light, pundits in the US have done a good amount of creative thinking on Putin. A persona was steadily crafted for Putin, heavily influenced by colorful characters of spy novels, feature films, and television programs about espionage.

Trump also likely recognizes just how devastating the outcome of the wrongful Russian effort to interfere in the 2016 US Presidential Election was for Putin. Putin does not have too much to gloat about. Not only was the covert operation discovered, but a great number of those involved in it from the Russian intelligence and security services have been identified. Ironically, as Putin approved the effort to exploit gaps in the security of the US election system that would allow foreign penetration, he learned at the same time as the rest of the world that the US had broken into the systems of the Russian intelligence and security services to the extent that they could provide profiles of those involved beyond name, rank, and serial number. The whole world was fascinated by the fact that the US could detail the exact role that officers from Russia’s intelligence and security services each played in the operation. One could even surmise sardonically that the US had the ability to determine “when those officers were home and when they were not.” Indeed, it was Putin’s own intelligence and security services that had been successfully penetrated. While his intelligence and security services may very well be continuing their efforts to manipulate US elections, he may be on the verge of recognizing that the more his spies plug into the US system to do damage, the more US intelligence services and law enforcement is enabled to discover about Russian intelligence tactics, technique, procedures, and methods, leadership, personnel, and resources. 

To better understand what in part guides Trump’s thinking on foreign policy, one must keep in mind that in his “previous life”, he was foremost a land developer, a builder. To build a building one must have a design and plans from architects and engineers. However, the most important initial action must be to ensure that the structure will be stable will last by creating a strong foundation. That is a requirement that will never change. Those builders who have failed to recognize this have met with disaster. Now Trump, in his own way, is building a new foundation for US role in world. Trump was initially accused of thinking of Utopian possibilities on foreign policy: revising trade agreements; terminating long-standing but nonviable treaties; and, making better deals for the national interest and for US firms. Trump has sought to create an environment for peace, with the support of allies and through an authentic rapport with competitors and adversaries. To accomplish this, strategic concept on US foreign policy and diplomacy includes seeking open dialogue with decision makers from around the world, including those who may hold different views than his on how to approach issues but also place great value in the rule of law, democratic government, human rights, freedom of speech and free enterprise that underpin human progress.  He supports a rules-based international system and closer cooperation across borders to address geopolitical, economic and social challenges. So far, things that once seemed so impossible, now appear so simple and natural when handled by Trump. “Das Wunder Trump!” Trump’s foreign and national security policy efforts represent an invasion of new ideas, new approaches the political circles in the US have not been easily accepted, but one way or the other must submit to. Trump’s optimism, his nature as an “imagineer”, has driven him to at least take a crack at making things better.

With Putin, Trump is certainly not staring at his shoe laces. Trump has not as yet given up on the idea that he will find some touch that he could put on the situation that would knock everything in the right direction.

A long espoused criticism of Trump is that he has a self-enchantment with tyrants, strongmen, rogue leaders such as Putin. His comments about Putin even before Helsinki were decried by critics and detractors, and as well by many in the US news media, as being unduly pleasant and oleaginous, particularly in light of reports from the US Intelligence Community that Russia interfered in the 2016 US Presidential Election. Trump dismisses the obloquy of critics. In fact, rather than finding Putin intoxicating, Trump has his own considerable reservations about him having had a number of disappointing experiences with him in the past year. Indeed, while engaged in diplomacy, the Trump administration has observed Russian moves such as continued interference in the US election system and the election systems of US allies and partners, Russian efforts to support Syrian President Bashar al-Assad, and the tightening of Moscow’s grip Crimea and the Donbass.

In the one-on-one session, Trump and Putin undoubtedly sought to present every issue discussed from the best advantage of their respective countries. Trump certainly understood that it had to be done without compromising conditions for finding agreement or resolution on them. Each issue needed to be presented with a certain amount of emphasis and pressure. Yet, nothing would be allowed to deviate far from Trump’s vision of what the US needed. After the one-on-one session, Trump surely better understood Putin’s thinking and intentions.

He may have returned to Moscow and “tripped the light fantastic” over the way things turned out with Trump. That behavior would fit the US media version of Putin: an icy, former KGB officer who views the US, the West, and especially Trump with disdain. Undoubtedly, Putin is a shrewd, experienced operator, who always acts with purpose, remain focused on his intention, and has applied as much pressure necessary to maintain his grip on power in Russia. The manner in which Putin does his homework for meetings with other national leaders, such the summit with Trump in Helsinki, was previously explained in a February 28, 2018 greatcharlie post entitled, “A Russian Threat on Two Fronts: A New Understanding of Putin, Not Inadequate Old Ones, Will Allow the Best Response,”

It is a reality that is unappealing, unappetizing for pundits for it spoils the fantasy the excitement, and fascination. In an almost amorous way, they ogle over Putin, as everything a KGB officer would be serving as the point of the spear of the ideological face-iff between East and West. They oddly insist that Putin is an amoral spy, a master of his craft always operating, making use of the tactics, techniques, procedures, and methods of that job. A vision of Putin is very often created for readers and viewers by reporters as the officer still in the field, developing agents, tracking down intercepting, neutralizing and recruiting foreign spies, and engaging in “wet work”, assassinating the foes of the Soviet Union. Left alone in your den, he would very likely attempt to read your mail. One could easily be convinced by it all that Putin is still on the beat and that he never really left the service. By breathing so much of their own imaginations into their depictions of Putin, pundits and reporters also create a type of Walter Mitty experience for themselves, finding excitement in interviewing him, and even just covering him. Pundits and reporters may insist that there is nothing sporting, nothing good about Putin, but their depictions of him are often so passionate that they seemingly evince many are oddly enamored by him. When reporters as well as critics and detractors match “their Putin” against Trump, there is no contest. Putin wins hands down.

As opposed to wrongly characterizing Trump’s politeness to Putin as obsequiousness or subordination, it should have been given far higher meaning. It was clearly an exhibition of a higher order of social grace, his mastery of good manners and etiquette, should have been discerned as such. As mentioned, Trump came office with the intention of cauterizing long standing tensions, exacerbated by the previous administration’s mishandling of US Russia relations, and finding a way to create a genuine connection with Putin in order to establish a stronger bond bofh between the two leaders and two nations. It has been a bedeviling process. What observers were seeing was a truly inventive approach to Putin, which seems to have yielded some positive results.

In his own appraisal of Putin, Trump very likely recognized that he was somewhat vulnerable and reactive to slights. Typically, individuals feel slighted when they perceive that they not being given the respect they feel they deserve. Psychologists call slights “narcissistic injuries.” From what Putin wrote in First Person, his ego must be boosted by affirmation. He needs to know that others respect him and feel that he is important. Slights can have dangerous consequences. The usual response is to assert ones power and identity, to fight back in some way.

As Putin says he reasoned at the time: “It seemed that he had forgotten about me. After all, I had gone to see him as a school kid. Who would have thought that I could have such spunk? But I recalled that they didn’t like people to show their own initiative, so I didn’t make myself known. I kept quiet. Four years passed. Nothing happened. I decided that the case was closed, and I began to work out different options for finding employment either in the special prosecutor’s office or as an attorney. Both are prestigious fields.” However, when he was in his fourth year of university, a man came and asked Putin to meet with him. Putin said the man did not say who he was, but he immediately figured it out, because he said “I need to talk to you about your career assignment. I wouldn’t like to specify what it is yet.” Putin said he reasoned at the time: “If they didn’t want to say where, that meant it was there.”  Putin’s story about his recruitment goes on: “We agreed to meet right in the faculty vestibule. He was late. I waited for about 20 minutes. Well, I thought, what a swine! Or someone was playing a prank on me? And I decided to leave. Then suddenly he ran up, all out of breath. “I’m sorry,” he said. Putin notes that he liked that.” Then Putin heard what must had been magical words: “It’s all arranged.” He went on to state: “Volodya, there is still a lot of time, but how would you feel if you were invited to work in the agencies?” Putin interestingly remarked: “I didn’t tell him that I had dreamed of this moment since I was a schoolboy. I didn’t tell him, because I remembered my conversation in the KGB office long ago: ‘We don’t take people who come in on their own initiative.’” Despite what was said that day in the vestibule, Putin heard nothing more. The man disappeared. Then, there was the odd day when Putin received a phone call; an invitation to the university’s personnel department. However, when Putin arrived at the employment commission there was some confusion. Putin explains that when reached his name, a representative from the department of law said, “Yes, we’re taking him into the bar.” Then an agent sitting in a corner of the room who was monitoring the students’ assignments suddenly awoke and said, “Oh, no.”  He went on to say: “That question has already been decided. We’re hiring Putin to work in the agencies of the KGB.”  Putin claims the agent said it out loud in front of the jobs assignment commission. Nevertheless, days later Putin was completing several application forms and papers.

In his appraisal of Putin, Trump very likely recognized that the Russian President is somewhat vulnerable and reactive to slights. Typically, individuals feel slighted when they perceive that they not being given the respect they deserve. That vulnerability points towards insecurity. Although one may not admit to having a fragile ego, it becomes apparent when ones sense of self is easily damaged. Often that vulnerability is caused by a basic sense of separateness and incompleteness. Somewhere along the path of life, one began viewing themselves as insignificant.  This may not exactly be the case for Putin, however, it would seem from what he wrote in First Person, his ego must be boosted by affirmation. He needs to know that others respect him and feel he is important. Psychologists call slights “narcissistic injuries.”  To go further, slights can harm one egos, make one feel belittled. They uncover ones latent sense of insignificance. Ultimately, slights of all kind can be reduced to the same basic feeling of being devalued or disrespected. Slights can have dangerous consequences. They can play on an individual’s’ mind for days, opening psychic wounds that are not easy to heal. The slight may be repeated in the mind. The hurt and humiliation may have a corrosive effect internally. The usual response is to assert ones power and identity, to fight back in some way: return the slight to the perpetrator other even violence.

Recall What Occurred before Trump Took Office

More than once, in the face of harsh rebuffs from critics and detractors, Trump has expressed his concern over the way in which the Obama administration, on a regular basis and without need, slighted Putin. Surely, Putin has not been the most moral actor on the world stage. Once the slights were made, there was always a follow-on effort to feign if there was surprise over his attitude and actions against US interests. Indeed, the Obama administration went out of its way to figuratively “poke the bear.” When Putin began his third term as Russia’s president on May 7, 2012, the Obama administration responded to him as if he were a neophyte and not a seasoned national leader. Old ills that were part of US-Russian relations resurfaced, and new ones arose, to include: Putin’s decision to allow US National Security Agency whistleblower Edward Snowden to reside in Russia; ongoing espionage efforts between Russia and the US, including the activities of the Russian Federation’s Foreign Intelligence Service officer Anna Chapman and other Russian “illegals” captured by the Federal Bureau of Investigation in 2010, and the allegations of US spying on Russia revealed by Snowden and Wikileaks; and the US admonishment of Russia on human rights issues. Putin was still fuming over Operation Unified Protector, during which in 2011, multinational forces including the US, were placed under NATO command and imposed a no-fly zone and destroyed government forces loyal to then-Libyan President Muammar Gaddafi. Putin felt NATO-led forces went beyond UN Security Council Resolution 1973’s mandate by helping local forces overthrow Gaddafi. Gaddafi had been a friend of the Soviet Union and Russia.

Perhaps Obama administration foreign policy advisers and experts did not fully grasp just how poorly things were going with Putin. The Obama administration was confident enough to push agendas for nuclear arms reductions with Russia and EU and NATO expansion in Europe just as the administration of US President George W. Bush, his predecessor had. The administration referred to its effort to transform US-Russian relations and achieve further nuclear arms cuts before leaving office as a “signature effort.” The reduction of nuclear forces and reductions in conventional forces have been issues US and Russian leaders have dealt with for decades, but Obama was not going to resolve any nuclear issues with Putin. Russia’s strategic nuclear forces are not a mere policy issue or bargaining chip for Putin, but a means of survival for Russia. Putin had no intentions of acceding to proposals for deep cuts in its nuclear arsenal repeatedly sent to Moscow by the administration. The insistence of Obama administration officials to take such an aggressive approach in talks with Russia more than anything served to disrupt the US-Russia relationship. Efforts by US officials diplomats and officials to threaten and cajole, as Moscow perceived talks, were more than just displays of a lack of diplomatic tact and maturity, they were viewed as threatening. Relations with Putin and Russia fell to a very low point when the Obama administration cancelled a September summit meeting between Obama and Putin in 2013. The cancellation was in retaliation over Putin’s decision to reject the administration’s nuclear proposals. Administration officials lamented that Putin’s decision ended the president’s “signature effort.”

A succession of public rebuffs to Putin sullied ties further. The next year, during preparation for the 2014 Winter Olympic Games in Sochi, there was a constant drum beat of doubt expressed by US security experts on the capability of the Russian security services to protect Sochi from terrorism. Obama decided not to attend the Olympics and would later decide not to attend the 2015 Moscow Victory Day Parade commemorating the 70th anniversary of Nazi Germany’s surrender to the Allies, ending World War II in Europe. The event, hosted by Putin, was a time to recall the legacy of cooperation established during the war and a real example of what US-Russian cooperation could be in a common cause. It offered a chance for Obama to privately address his dispute with Putin. It was the best time for him to say that as with the alliance between their countries in World War II, relations between their countries were important now and a greater matter than their personal issues. Obama’s absence that day became one more reminder of the two leaders differences and their uncongenial relationship. A war of words between US and Russian officials was also problematic. Words of anger, mockery, hate, and aggression, did damage that was nearly impossible to repair. In the last days of his presidency, Obama ordered the expulsion of 35 suspected Russian spies and imposed sanctions on two Russian intelligence agencies over their involvement in hacking US political groups in the 2016 election. All of this and more made for a very rocky road for the Trump administration to travel with Putin.

One could look at Putin and express the view that the problem during the Obama administration was his own fragility. However, that type of obstinate reaction would ignore the fact that Putin is the president of Russia and good diplomacy requires understanding your opposite much as Trump wants to do.

To the extent that Trump sought a better way to interact with Putin in a graceful, subtle, yet deliberate way that would signal respect and understanding to a cautious, sensitive, and vulnerable Putin, he appears to have found the answer in Japanese culture.

How people interact with each other and display respect is a form of etiquette in the Japanese status system known as “kata”. It originates from ancient Japanese system. Kata rituals are not a suite of meaningless actions. The proper performance of kata provides observers with an indication of ones professional qualifications. People who use kata well are thought as people who can be trusted to understand their roles and function well within an organization or in the society. Direction and guidance in kata begins at grade school in Japan. Early on, students study “kanji” and must learn the exact stroke order for characters. If students do not write characters in the set way, regardless of whether there are easier ways to write them, they will not receive good grades on tests. Kata can be seen everywhere in Japanese society. The ritualistic exchange of business cards that businessmen visiting Japan wonder about and often worry about performing properly, is a form of kata. When shopping, store staff will wrap ones purchase neatly. That practice of careful wrapping is a type of ”kata” that demonstrates to the customer how important the purchase is to the store. If the purchase is a gift, the quality of wrapping indicate to the recipient that the gift comes from the heart. The sincerity of the giver is also placed on full display. In following with kata, the recipient would not open the gift with the presence of the giver. Rather, the recipient express his appreciation humbly and politely, setting the gift aside in a show of respect.

As a long shot, one might surmise that using a simulacrum of kata could have be helpful as a correlative benefit of his interactions with his close friend, the shrewd and adept Japanese Prime Minister, Shinzō Abe. On each occasion that Trump met with Abe, there could not have been a finer, more elegant, more dignified display of kata than that performed by the Japanese Prime Minister. To the extent that Trump recognized how much respect, goodwill, and friendship was communicated by Abe by his deliberate gestures, he became aware that through kata, he might convey to Putin that there is little reason to feel threatened and remain excessively guarded. Abe has already helped Trump by deciphering written responses from DPRK Chairman Kim Jong-un and who could share the benefit of his own interactions with Putin on trade, security, and the disputed Kuril Islands or Northern Territories.

Putin indicated in First Person that his involvement in the martial arts had a direct impact on his lifestyle. While admitting that prior to studying judo he tried smoking a couple of times, but “ruled it out” when once he became engaged in sports. Putin says that he initially worked out every other day, then every day.  He says he soon had no time available for anything else. Regarding his thinking at the time, he explains: “I had other priorities; I had to prove myself in sports, achieve something for myself. I set goals. Sports really had a strong influence on me.” Putin immersed himself in the judo, and the culture from which it emanated. Putin, who today is a very experienced judoka and one very familiar with Japanese martial culture. It would have undoubtedly been hoped that he would pick up on Trump’s effort and that he would respond by being a tad more open with the Trump than he might be with other foreign leaders and certainly previous US presidents with whom he has met.

Additionally, with regard to Japan, Trump may have recalled his own complex business interactions in that country beginning in the late 1980s. Indeed, when Trump sought to reach to deals with Japanese firms, he found it all very ticklish. In his 1987 book, The Art of the Deal, Trump explained: “I have great respect for what the Japanese have done with their economy, but for my money they are often very difficult to do business with. For starters, they come in to see you in groups of six or eight or even twelve, and so you’ve got to convince all of them to make any given deal. You may succeed with one or two or three, but it’s far harder to convince all twelve.” Trump fully understands that although Putin is the main authority in Russia, he must still respond to multifaceted influences.

After all, he had come to Helsinki to meet a big broth of a man as Trump and surely wanted to make a proper showing of himself. Sitting in the chair at the Finnish Presidential Palace was not the loose, athletic, virile Putin, who before meetings exudes confidence, high-energy, and a readiness to do business.

At the start of the Helsinki Summit, Putin was visibly not himself. Aside from a surprising delay in his arrival to the Finnish Presidential Palace, there seemed to be a problem with Putin’s state of health as he sat with Trump for the cameras. From the perspective of greatcharlie, as a layman, not a physician, there appeared to be considerable strain on Putin’s face, was not an act, an effort to relax Trump or illicit some reaction from him such as over reach, sensing that he had a advantage over him. Putin’s grimaces in discomfort were involuntary expressions. Further, there was a tightness in his face, while at the same time, his face was even puffy, nearly swollen in places. His eyes reflected strain, pain even. Even while immersing himself in ice water for a Russian Orthodox religious ceremony, less strain was seen on him. At one point, Putin even began gripping the lower portion of the left arm of the chair in which he sat.

Don’t forget it.”

Having formulated a theory about Putin’s health given evidence of his apparent struggle with discomfort at the start of the summit, it must also be made clear that there was no evidence that he was planning to fall apart no matter how he might have felt. Putin will never shrink in the face of adversity.He hardened himself and likely hoped for the best. For Trump, thoroughly familiar with the fight game, Putin must have looked shockingly to him much as a boxer on the ropes and the one-on-one had not even begun. In some business situation, perhaps moving in to find some big advantage would have been the right call. However, this was a summit with Putin. Too much was a stake. He wanted reach agreements that Putin would adhere to and not disregard afterward. He wanted reach understandings with Putin that he would not later walk back from. He wanted to hear Putin to work with those understandings firmly in mind in the follow-on bilateral meeting and publicly adhere to those understandings in their joint press conference  Plus, as mentioned, a main focus of Trump’s intention was to develop a rapport with the Russian leader and tidy up relations Russia. That would not be accomplished by making slick moves that may satisfy ones ego but have a corrosive effect in the end. By end of meeting there was an obvious transformation in Putin’s condition.

Despite his efforts to make things right, Trump may have received a negative message from Putin when the Russian leader presented him with an official football from the World Cup saying, “The ball is in your court.”

Putin and the Football: A Faux Pas?

Trump has taken a huge step diplomatically with Putin by very publicly showing that he is willing to take time with Putin. He is giving him a chance to come around his way, hoping things will work out. There was no easy way to repair the relationship. He knew that it would definitely be a long row to hoe.

Trump wants something more than a cosmetic tie between himself and his Russian counterpart. In a media conscious culture, timidity easily takes the form of affected joviality, hoping to diffuse tension by amiability, a hug or a slap on the back and then the dialogue can begin. Any national leader who thinks the way to diffuse the tension with Putin is to play the minstrel will only signal his or her insecurity to the Kremlin. Trump’s goal with Putin was to be elegant in his approach, yet unmistakably powerful. His aim was likely to use just the right amount of muscle on any tough or even contentious issues that he broached with Putin. It would surely surprise critics and detractors if they were to discover there were times when Putin felt a bit stretched by Trump. Still, for Trump, the focus of the summit was not confrontation, as much finding ways to connect with Putin, pave inroads into him, create a unique positive connection, find a chemistry between them.

Despite his desire and efforts to make things right, Trump may have received a very disconcerting message from Putin when the Russian leader presented him with an official football from the World Cup saying, “The ball is in your court.”” Trump stated that he would give the present from Putin to his son Darren, and  tossed the ball to the First Lady, Melania Trump.

Although benign intent can be posited to Putin in presenting the ball to Trump, it could also be said that he displayed a lack of concern as to what would anger him. The ball presentation could be seen as evincing his willingness to mar what may have otherwise been a positive meeting. Observing closely, the ball presentation appeared off-putting to Trump. His countenance revealed disgust and disappointment in Putin.

It is impossible to truly know the reasoning behind Putin’s action with the ball. That is known only in the mind of Putin. As explained by greatcharlie in its February 18, 2018 post, “A Russian Threat on Two Fronts: A New Understanding of Putin, Not Inadequate Old Ones, Will Allow the Best Response,” Putin can display an enjoyment of life and good times, and be quite gregarious, outwardly happy, full of smiles. Putin undoubtedly understands the importance of having a sense of humor despite any difficulties he may face. Humor is beneficial for ones physical and emotional health. It reinforces ones relationships with family, friends, and colleagues. Physically, laughter can improve resistance to diseases by declining the stress hormones and increasing infection-fighting antibodies in the human body according to some research. Laughter can ease physical tension­ and help muscles relax. Emotionally, humor helps you to release stress and to keep an optimistic attitude. When one feels anxious or sad, a good laugh can lighten ones mood. The positive feelings emitted when one laughs will increase energy for the brain and body. That allows for greater focus and will allow one to look at the problems from less frightening perspectives. Humor helps one remain optimistic and humor communication boosts the emotional connection that will bring people closer together and increases happiness as well. Sharing a good-hearted laugh may serve in part to smooth out rough times. When Putin tells one of his many jokes, his sense of humor is evinced.

Although benign intent can be posited to what Putin did, there is also the possibility that in presenting the ball to Trump, a negative side of Putin was put on full display. Trump may of had that latter sense of it all. It was clear to all who observed closely that Trump’s reaction to the presentation was negative. His countenance revealed disgust and disappointment in Putin. It may not only have been negative act but it may also have revealed extraordinary lack of concern on Putin’s part as to what would anger Trump and evinced as willingness to mar what may have otherwise been a positive meeting. Critics and detractors of Putin would explain that it was all very characteristic of the Russian President.

Along with wise counsel from his senior foreign policy officials, everything that Trump learned about Putin at Helsinki will be used in his future calculations and actions concerning Russia. Improved relations with Putin and Russia would certainly be terrific. However, whether the matter concerns an intermediate range missile treaty, satellites, sanctions, Syria, Ukraine, North Korea, the Arctic, or anything else, Trump will press on, motivated by the reality that the US public is depending upon him to handle matters in their best interest, just as he has promised.

He states: “He who the sword of heaven will bear/ Should be as holy as severe;/ Pattern in himself to know,/ Grace to stand, and virtue go;/ More nor less to others paying/ Than by self-offences weighing./ Shame to him whose cruel striking/ Kills for faults of his own liking!/ Twice treble shame on Angelo,/ To weed my vice and let his grow!/ O, what may man within him hide,/ Though angel on the outward side!/ How may likeness made in crimes,/ Making practise on the times,/ To draw with idle spiders’ strings/ Most ponderous and substantial things!/ Craft against vice I must apply:/ With Angelo to-night shall lie/ His old betrothed but despised;/ So disguise shall, by the disguised,/ Pay with falsehood false exacting,/ And perform an old contracting.”  Putin has a tendency to behave in ways to convince that in his heart “he deviseth to do evil.” The presentation of the World Cup football was a bad idea. Hopefully, he is aware that Trump will not simply forget the matter and push the incident down. Trump may not have been able to figuratively stop that bird, that incident from flying over his head, but he can prevent that same bird from creating a nest in his hair. Putin hopefully learned quickly at Helsinki to refrain from pulling such stunts in the future, no matter how “well-intentioned.” Putin should also understand after the Helsinki Summit that Trump will never react well to bad ideas or ultimatums cloaked as proposals. Everything that Trump has learned about Putin with regard to Helsinki will be of great value to him. Along with the wise counsel from his senior foreign policy officials, the information will be used appropriately in his future calculations and actions concerning Russia. Improved relations with Putin and Russia would certainly be terrific. For now, it apparently remains a goal of the US President. However, whether the matter concerns an intermediate range missile treaty, satellites, sanctions, Syria, Ukraine, North Korea, or anything else, Trump will press on, motivated by the reality that the country is depending upon him to handle matters in its best interest, just as he has promised. Vast Exercise Demonstrated Russia’s Growing Military Prowess: Unfit for Counter-Trump Narrative, Critics Dismiss Story

During Zapad 2017, a military exercise, Russian Federation forces in Belarus and in Russia near the Baltic region were joined by forces in the Arctic and Far East, the Black Sea, close to Ukraine’s borders and in the Abkhazia region of Georgia, to rehearse defensive tactics against a “terrorist force.” Critics of US President Donald Trump, who have tied anything Russia related to an alleged nefarious link between him and Russian Federation President Vladimir Putin, hardly reacted to Zapad 2017. Moral relativism seems to be at play in their thinking.

According to an October 1, 2017 New York Times article entitled “Vast Exercise Demonstrated Russia’s Growing Military Prowess”, details were provided on a major military exercise named Zapad 2017, held jointly by the Russian Federation and Belarusian armed forces from September 14 to September 20, 2017. Reportedly, Russian and Belarusian troops in Belarus and Russian troops near Russia’s Baltic region were joined in the exercise by Russian troops in the Arctic and Far East, the Black Sea, close to Ukraine’s borders and in the Abkhazia region of Georgia. Western military officials discerned from the exercise that Russia had made significant strides in their ability to conduct the sort of complex, large-scale operations, using drones and other new technology, that would be part of any all-out war with the US in Europe. The October 1st New York Times article explained that the military exercise, planned for many months, was part of a larger effort by Russian Federation President Vladimir Putin to showcase Russia’s military prowess as it tries to reassert itself as a world power. Before Zapad started, US and Baltic military officers expressed fears that the maneuvers could be used as a pretext to increase Russia’s military presence in Belarus, a central European nation that borders three critical NATO allies: Poland, Lithuania and Latvia. The commander of US Army in Europe, US Army Lieutenant General Frederick Hodges was quoted in the article as saying: “Zapad forced us to get smarter about how to share intelligence.”

The October 1, 2017 New York Times article, albeit was one of the few in the mainstream media that recognized that the massive exercise even took place. Synoptic reports about Zapad appeared in the US newsmedia, particularly in print. Many newsmedia houses simply reprinted stories via Reuters and the Associated Press. There was very little mention of Trump in stories. At first blush, one might argue that newsmedia coverage, stories and commentary, should focus upon what sells papers, magazines, and advertising space, what stories can grab interest and gain traction. Stories that support a popular counter-Trump narrative that Trump lacks the competence to be president and with the advent of his administration, tyranny’s bloody banner has been raised, have been selling for a long season. One could hypothesize that most US newsmedia houses believed Zapad 2017 was not a story that would sell, and was not an event of great consequence in the big picture even given the enormity of the seven-day Russian exercise. What makes the tepid coverage or lack of coverage of the exercise especially intriguing is its variance from the the now normal massive US newsmedia coverage of Trump’s alleged ties to Putin and Russia, to include secret back channels to Moscow, to questionable contacts, and worst of all, to secret deals and promises to perform favors for foreign leaders if Trump reached the presidency. The purported rationale for that alleged activity was to lay the foundation for lucrative business deals for Trump’s business concern in Russia as well as to acquire Russia’s help to win the 2016 US Presidential Election. Beyond such efforts to manipulate the 2016 US Presidential Election results, Russia’s armed forces have in recent years captured Crimea and intervened in eastern Ukraine, deployed troops to Syria, rattled the Latvia, Lithuania, and Estonia with snap exercises, and buzzed NATO planes and ships. The question, ‘What about Russia?”, has been written and spoken countless times when critics have sought to find fault with Trump. The modus operandi has been to look for wrongdoing, some fault, to hover at his elbow once he awakes every morning. On Zapad 2017, critics resembled a referee missing a foul in a championship match. Moreover, Trump, with the goal of stirring things up and ending the status quo, has been tough on NATO Members and creating some grievances among them, one might expect critics would turn the issue, despite Trump’s ostensibly noble intentions, into something akin to  a pocket full of firecrackers.

What appears to have influenced the manner in which critics covered Zapad 2017 was their recognition of the exercise as an incongruency, failing to fit their typical narrative on Trump. Indeed, critics mostly chalked up Zapad 2017 as being outré; outside their vision of the alleged, nefarious lien d’affaire between Trump and Putin. In fact, Zapad 2017 contradicts it. Rather than just label it all brustschmerzangst, strange and just wrong, one could assess from the tame response of critics to Zapad 2017 evinces that a sort of moral relativism is at play in their thinking. That moral relativism has allowed critics to cherry pick matters that solely support what they perceive as “Trump the Bad”, whose thinking and actions are well outside the country’s sensus communis, the society’s basic beliefs and values. In that vein, they have focused so intensely on surmised ties between the Trump administration and Russia. They have argued the existence of those ties with such certitude that they, perhaps unconsciously, ignore the reality that Russia has not fully relaxed its posture militarily toward the US, or the West since Trump was elected. Looking at Zapad 2017 a bit closer reveals alleged illegal foreign contacts and secret deals, real or not, did nothing to temper Moscow’s behavior toward the US. Looking at Zapad 2017 closer one might also be better able to discern that given Moscow’s attitude and behavior toward the administration of US President Barack Obama and the generally acknowledged steps Moscow took to impact the 2016 US Presidential Campaign, only now, with Trump, is there a real possibility to create positive change in the US-Russia relationship as well as ignite an authentic bolstering of European security. Ab actu, ad posse valet illatio. (From what has happened we may infer what will happen.)

Looking at Zapad 2017 closer reveals alleged foreign contacts and secret deals, real or not, did nothing to temper Russia’s behavior toward the US. Rather, looking at Zapad 2017 and matters surrounding it closer, one can discern that given Moscow’s resulting attitude and behavior toward the administration of US President Barack Obama after interaction with it and bold steps apparently taken by Moscow to impact the 2016 US Presidential Campaign, only now, with Trump, is there a real possibility to create positive change in US-Russia relations as well as bolster European security.

The term “moral relativism” is understood in a variety of ways. Most often it is associated with an empirical thesis that there are deep and widespread moral disagreements and a metaethical thesis that the truth or justification of moral judgments is not absolute, but rather, relative to the moral standard of a person or group of persons. Sometimes ‘moral relativism’ is connected with how one should think about or act towards those with whom one morally disagrees. The most common position is that one should tolerate them. The view that there are some objective moral truths is one of a variety of philosophical arguments against moral relativism. Other arguments against relativism includes the idea that arguments offered in favor of relativism are simply flawed, shortsighted. Various ways of understanding moral relativism exist. Under metaethical moral relativism it is understood that objective grounds for preferring the moral values of one culture over another in reality do not exist. Individuals tend to believe that the “right” moral values are the values that exist in their own culture. Indeed, moral choices made by societies are shaped by their unique beliefs, customs, and practices. Under descriptive moral relativism, often referred to as cultural relativism, it is recognized that moral standards are culturally defined. Certainly, there may be a few values that seem nearly universal, such as honesty and respect. However, evaluations of moral standards around the world indicate many differences appear across cultures. Normative moral relativism is the idea that all societies should accept each other’s differing moral values. However, if one society accepts political corruption, another society does not need to accept it. In fact, the other society could rightfully condemn that corruption.

Since US news media houses have taken such a firm stand against Trump, one is more likely to observe even experienced and formerly reliable journalists posit and argue things that simply cannot be. Self-serving explanations, opinions are relied upon. It is all actually outside of standard practice and norms within the US society. In the US, under the law, one is supposedly presumed innocent until proven guilty. While that concept may hold true in the legal system, in the so-called court of public opinion, individuals are often presented as being bad or guilty in a deliberately entertaining way through surmisal, guesswork, with supporting evidence of rumors, innuendo, equivocation, and occasionally outright lies. Hours of airtime and volumes of commentary are spent by the US news media analyzing hypothetical situations, unreality. Critics who may have the US public’s ear must respect and honor, not abuse, the public trust. In the US, the news media serves as a watchdog over government power and political activity. It is a source from which the public can inform itself on the decisions and actions of elected leaders and appointed officials. The news media is at its best when it can provide the public with a look inside government bodies and operations. Its role in the society is sacrosanct. “Freedom of the press” is one the Bill of Rights, the first ten amendments of the US Constitution listing specific prohibitions on government power. Taking the tack of reporting only parts of the story, promoting a particular viewpoint, hoping to shape in agreement with it, is never right. There are no special circumstances which would make it correct to do so. Moral relativism should not guide, impact journalists thinking and behavior. Journalists should report the truth as they encounter it, not as they want it to be. When stories such as Zapad 2017, they must still be energetically covered, especially when they cast doubt of their perspectives of Trump. There has been a dearth of such stories so far. The US public is not only reactive to opprobrium, invective, banal amusement, but is also open to eloquence.

Facts Concerning Zapad 2017 Trump’s Critics Ignored Likely Due to Moral Relativism

Zapad 2017 was an exercise that was designed to have a sound educational effect on the Obama administration and a prospective administration of former US Secretary of State Hillary Clinton. That in itself seems worthy of news media attention at the present. Moscow was very concerned that troubles with Washington would continue with the advent of an administration led by former US Secretary of State Hillary Clinton. Indeed, as part of an assessment completed by the US Intelligence Community on the possible effort by Russia to influence the US Presidential Election of 2016, it was concluded that Putin took affirmative steps to avoid the nightmare scenario of Clinton victory by ordering an influence campaign in 2016 aimed at the US presidential election. Russia’s objectives were: to undermine public faith in the US democratic process; to denigrate former US Secretary of State Hillary Clinton; and, to harm her electability and potential presidency. The US Intelligence Community further assessed that Putin and the Russian Government developed a clear preference for then President-elect Trump. In following, it also assessed Putin and the Russian Government aspired to aid President-elect Trump’s election chances when possible by discrediting Clinton and publicly contrasting her unfavorably to him. Praetenta mutare non possimus sed futura providere debemos. (We cannot change the past, but we can anticipate the future.)

Zapad fits neatly into the story of US-Russia relations for nearly a decade. The whole matter also looms large in the story of the Obama administration. The genesis of Zapad 2017 was the desire by Moscow to take steps in the midst of a descending spiral of uncongenial relations with the US against Russia’s interests. Indeed, there was nothing ambiguous then or now about Moscow’s approach to the US. Putin has never accepted the expansion of the EU and NATO into Central and Eastern Europe. It was practically guaranteed that Putin would push back against what he might call an intrusion by the West into Russia’s near abroad. The near abroad is what Moscow refers to as the territory surrounding Russia’s borders. The term was reportedly popularized by former Russian Federation Foreign Minister Andrey Kozyrev in the early 1990s. For centuries, Russia has sought to ensure its physical security through its control over neighboring territory. For Putin, the term represents a concept akin to the Monroe Doctrine. Upon returning to the presidency of the Russian Federation in 2011, Putin began the process of increasing Russian military manpower by 25 percent to 850,000 between 2011 and mid-2014. Russia supposedly has about 2.5 million active reservists out of a total population of 143 million. It ranks second, behind the US, on the list of countries with conventional warfighting capabilities. Expenditures on defense, and the related category of national security and law enforcement, accounts for 34 percent of Russia’s budget which is more than twice in comparison with 2010. The US only spent 18 percent, or $615 billion of its budget in 2014 on defense and international security. Explaining his concept for achieving this growth, Putin told senior military commanders and defense industry executives at a meeting in Sochi on May 12, 2015, “We can and must do for the defense industry what we did for Sochi.” Putin was referring to the $50 billion spent in to host the 2014 Winter Olympics there. He went on to state, “All questions relating to adequate resource allocation have been resolved.” Putin would seek to exert pressure against the West where and when he felt it would pay dividends.

The Obama administration approached Russia with the idea that the relationship between the two countries could be “reset.” The reset with Russia was one of the administration’s major foreign policy initiatives. Relations with Russian Federation President Dimitry Medvedev were positive. For three years, a relatively smooth and business-like tenor existed in relations with Russia. That contrasted with the contentious relations that followed the Georgian War in 2008 while Putin served as president. It boded well for Obama’s legacy over which White House officials publicly admitted being absorbed. With its Russia policy on track, the administration was comfortable enough to turn toward an even greater priority at the end of 2011 which was referred to as the “pivot to Asia.” Then US Secretary of State Hillary Clinton explained it all in an edifying discourse in the October 11, 2011 edition of Foreign Policy magazine. The very substance of the ambitions is merely the shadow of a dream. Putin undoubtedly took great interest in these Europe’s force reductions and the Obama administration’s decision to also make steep reductions in US conventional forces. Those cuts left the US less able to project power, take and hold ground in a non-permissive environment in defense of the interests of the US, its friends, and allies. As noted in the greatcharlie.com post entitled “As World Boils, Fingers Point Obama’s Way; In Putin’s View, Obama’s Doing Just Fine”, in 2013, the US withdrew its last two heavy armored brigades from Germany. Tank units anchored the US military presence on the ground in Europe for 70 years. US military leaders have considered withdrawing the last squadron of F-15C air superiority fighters from England. When Putin received the Obama administration’s proposals in 2013 calling for steep reductions in nuclear forces, he may have discerned that for the Obama administration, the US nuclear arsenal was merely a political bargaining chip, but not a military tool. Putin rejected the administration’s proposals.

One should not allow one’s ego to run away from one. One certainly should not make choices with a confused ego. The Obama administration never put together the right recipe for working well with Putin. The actions and reactions of the Obama administration to Russia did much to further pollute and obscure what was already a difficult path to travel regarding US-Russia relations. Hell called Hell. One misstep led to another. It all seemed a bit barky. When Putin began his third term as Russia’s president on May 7, 2012, the Obama administration responded to him as if he were a neophyte and not a seasoned national leader. Old ills that were part of US-Russian relations resurfaced, and new ones arose. On the world stage, Putin will never allow Russia to be perceived as wilting before what he views as Washington’s effort to establish total dominance. He would resist and counter pressures. One matter to which Putin gave primacy to getting the US and EU to take into account Russia’s interests on Ukraine and other issues.

In Ukraine, Putin insisted that he was only acting in response to Western behavior toward Russia. Speaking at a conference in Moscow on April 16, 2015, Russian Defense Minister Sergei Shoigu explained: “The United States and its allies have crossed all possible lines in their drive to bring Kiev into their orbit. That could not have failed to trigger our reaction.” The Chief of the General Staff of the Armed Forces of the Russian Federation, General Valery Gerasimov stated at the same conference, “Considering themselves the winners of the Cold War, the United States decided to reshape the world to fit its needs.” He further explained, “It’s clear that measures taken by NATO to strengthen the bloc and increase its military capabilities are far from being defensive.” Nonetheless, nothing Russian officials might say would dissuade most in the US and EU from believing Putin is driving events forward. After alienating Putin by preventing him from further participation in the G-8, and hitting many of his close associates, their business interests, and Russian industries with sanctions, the US and EU expected him to back off of Ukraine and Eastern European states. Yet, those who believed sanctions and other coercive means, and deploying small sets of US forces to the Baltic States and Poland would modify Putin’s behavior were in the cradle intellectually. Sanctions from the US and Europeans, which posed a serious economic threat to Russia despite any heroic claims otherwise by Putin, put relations between Russia and the West, built largely on economic cooperation, at considerable risk. It is unlikely the administration foresaw things would go so badly. It has been proven that humans cannot control events too long. This is not without application to the circumstances examined here. NATO Responds?

NATO Members were flabbergasted by their gross miscalculations about Putin and Russia. By 2015, they were willing to acknowledge that Russia posed a genuine threat to the well-being of their countries. The RAND Corporation prepared a study for the US Department of Defense on a possible Russia move against the Baltic States. The study centered on several tabletop war games played by US military officers and civilian officials over several months between 2014 and 2015. The games incorporated tactics used Russia when it deployed forces into the Crimea. The games ended with a disastrous defeat for NATO in a matter of days. The study found that NATO forces deployed to the Baltics were small, and lacked the vehicles and firepower to take on the Russian juggernaut of heavy tanks and mechanized vehicles opposite them. The study indicated that NATO ground troops lacked anti-aircraft artillery to fend off Russian warplanes in a wartime scenario. More specifically, regarding the outcome reached under the study’s scenario, “By and large, NATO’s infantry found themselves unable even to retreat successfully and were destroyed in place.” Regarding US and allied air power, despite its ability to strike in depth against advancing Russian forces, destroying many in place and disrupting and delaying the attacks of others, US and allied air commanders would need to limit the number of aircraft dedicated to that mission and deploy them to negating the capabilities of Russia’s air defenses and provide air cover against Russian air attacks on rear areas. It was accepted that Russian forces would be able to smash through NATO defenses and drive on to Riga or Tallinn within 36 to 60 hours. The RAND study assessed that US and its allies would be left with three equally unpalatable options. NATO could launch a prolonged counter-offensive to take back the Baltic capitals; NATO could threaten Moscow with direct attack; or NATO could accept the outcome of the Russian lightning strikes and devise a long-term counter-strategy. RAND asserted that options one and two would lead to nuclear war; option three would result in a new Cold War that could eventually go hot. In discussing a possible way forward, it was RAND’s judgement that through “due diligence” and bolstering its defenses, NATO would send “a message to Moscow of serious commitment and one of reassurance to all NATO members and to all US allies and partners worldwide.”

Initially, Europe’s requests for support from the US to counter a perceived growing threat from Russia were met by mediocre responses by the Obama administration. The world witnessed the vicissitudes that hammered the Obama administration on foreign policy. The situation in the Middle East was particularly dire then. The Obama administration often failed to acknowledge how bad problems really were. It settled upon bromides, with a seductive kind of superficiality, to very challenging situations, which later prove to be shallow entrapments. At the NATO Defense Ministers Meetings on June 24, 2015, participants decided on air, maritime, and special forces components of an enhanced 40,000 strong NATO Response Force (NRF). Ministers took measures to speed up political and military decision-making, including authority for NATO’s Supreme Allied Commander, Europe to prepare troops for action as soon as a political decision is made. Ministers approved a new concept of advance planning. They also finalized details on the six small headquarters being set up in Bulgaria, Estonia, Latvia, Lithuania, Poland, and Romania. NATO Secretary General Jens Stoltenberg said, “They will each consist of around 40 people, and will play a key role in planning, exercises, and assisting potential reinforcement.” Ministers additionally decided to establish a new Joint Logistics Headquarters, to facilitate the rapid movement of forces when necessary.  Directly on Russia, Stoltenberg stated, “We are carefully assessing the implications of what Russia is doing, including its nuclear activities.” He added that NATO is working on how to deal with hybrid threats, including through close cooperation with the European Union. To avoid misperceptions of NATO’s actions, Stoltenberg explained, “We do not seek confrontation, and we do not want a new arms race.” He stressed, “we want to keep our countries safe… this is our job.”

True, increases in defense spending were seen even during the Obama administration in 2016. That year, a majority of delinquent countries spent their required share in the face of Putin’s build-up and enhancement of Russian forces and his operation in Ukraine. Yet, even then, allies agreed to spend only the required 2 percent of economic output on defense every year by 2024 and reverse a trend that saw military research spending in the European Union fall by more than 20 billion euros ($23 billion) since 2006. Still, only four of NATO’s 27 European members–Greece, Britain, Poland and Estonia–met the spending target in 2016. Romania would also do so in 2017, followed by Latvia and Lithuania in 2018.

What Is the Zapad Exercise?

Deterrence is created when the doubt of success or fear is generated in the mind of an adversary over a potential response to a attack. In addition to the doubt and fear created, there must be an ample demonstration of the capability to respond efficaciously. The Zapad exercise was first conducted by Russia in 2009, and again in 2013. Traditionally, during Zapad, Russia displays new tactics and technologies. The expressed reason for Zapad 2013 was the rehearsal of Russia’s defense against armed terrorists moving in from the Baltic. The Zapad 2013 exercise was called a counterterrorism training exercise. However, tying Zapad 2013 to counterterrorism was a public relations farce, akin to dressing up a clumsy stumble as a brisé volé. In 2009, the exercise ended with a mock nuclear strike on Sweden. In 2013, the exercise ended with a mock nuclear strike on Poland. In Zapad 2017, ended with the test launch of RS-24 intercontinental ballistic missiles–two were real, one was an electronic simulation.

However, when Russian Federation Defense Minister, General of the Army Sergei Shoigu announced Zapad 2017 on November 21, 2016, he did not outline it in a way that made it resemble counterterrorism exercise. Indeed, he stated that the joint exercise, which would be the “main military event of 2017.” During Zapad, he stated Russian and Belarusian armed forces would cooperate in over 130 events and measures. Shoigu explained: “The US and NATO are actively increasing their offensive potential, building new bases and developing military infrastructure, undermining international stability, and attempting to impose their will by economic sanctions and use of military force. A propaganda information war is raging.” Shoigu further stated that Russian borders were being threatened and adequate defensive measures are being taken. Shoigu words reflected Putin’s intent of never allowing Russia to be perceived as wilting before what he views as Washington’s effort to establish total dominance. Putin and his advisers were also compelled to resist and counter pressures. He wanted the US and EU to take into account Russia’s interests on Ukraine and other issues. Zapad 2017 would be emblematic of that perspective, full of sound, fury and ferocity that would cause trembling in the capitals of European powers. Interestingly, the raison d’etre settled upon for Zapad 2017, however, was counterterrorism and it was finally labelled as a counterterrorism exercise. Yet, after the inauguration of Trump on January 20, 2017, Zapad 2017 then became an exercise directed at an administration that was already out of power and a prospective administration that never took power. Indeed, the exercise was a response to a feud that has ended. Inevitably, there was a change in thinking in Moscow in response to Trump’s approach of seeking to improve relations with Russia was made. Nevertheless, Moscow was unable to fully discern what the change from Obama to Trump on not only European defense, and redesign Zapad 2017’s to meet immediate circumstances, reduce cost, and the size and scope of the exercise early on. Obama certainly did not leave matters in Europe better than he found them in 2008 or in the best shape possible when Trump entered the White House.

The Obama administration never put together the right recipe for working well with Putin. Putin never accepted the expansion of the EU and NATO into Central and Eastern Europe. Putin pushed backed against what he viewed as the West’s intrusion into territory surrounding Russia’s borders.

A Brief Review of ZAPAD 2017

The Russian Federation Ministry of Defense claimed that around 13,000 service personnel participated in Zapad 2017. However, most observers believed the exercise was quite a bit larger. London’s Royal United Services Institute reported some independent estimate around 70,000 troops were involved. Boiled down to the bones, the drafted drill scenario for Zapad 2017 was a covert, foreign incursion into western Belarus, which some Western military analysts such as Mathieu Boulègue of the Chatham House, say greatly resembled Russia’s tactics in Crimea, while combat involved a series of measures honed in Syria. In the very early stage of Zapad 2017, the aim was to raise combat readiness among the deployed force groupings, moving troops, deploying command-and-control assets, as well as organizing interactions among these forces and affording force protection. Under that scenario, Russian airborne units are sent for reconnaissance and to repel the enemy incursion. Indeed, reportedly, aviation and air-defense units from the 6th Army Air Force and Air Defense in the Western Military District conducted various tactical episodes aimed at repelling “massive air strikes” by a conventional opponent. Pilots also worked on striking ground targets and providing escort for bombers. Operational-tactical and other tactical missiles were used during this process. The Russian Federation Aerospace Forces conducted sorties mainly using Su-27, Su-35, Su-30SM and MiG-31 fighters to destroy enemy aircraft, while Su-34 bombers struck infrastructure, columns of armored vehicles, and enemy command-and-control nodes; an Su-24MR jet was used for reconnaissance to transmit the coordinates of ground targets. Newly observed in this phase of Zapad 2017 was use of a suite of high-tech equipment to support the arrival of paratrooper forces, to include radio and electronic capabilities and the integration of drones. Drones were regularly spotted in the sky during Zapad 2017. The speed and reliability of its own data links and communication systems was tested in a scenario where speed was primary requirement, as opposed to the need in the past for greater forces.

The Russian Federation Army then prepared for ground attack with aerial and naval support. This type of multidimensional warfighting, tying an artillery-enabled ground assault with air support, is now called Anti-Access/Area Denial (A2/AD) capabilities. A multilayer air-defense bubble, similar to the Russian A2/AD assets used in Syria, was constructed. Russian air-defense systems were forward deployed from their bases in the Western Military District, including S-300s, S-400s and Pantsir-S1s. The simulation that ensued targeted enemy cruise missiles, unmanned aerial vehicles and aircraft. In Kaliningrad, similar activity among Russian naval assets was reported.. Corvettes in the Baltic Fleet were used to strike aerial, naval and coastal targets, implying an A2/AD mission. In this case, the air attack was simulated by Su-24 attack aircraft alongside Ka-27 anti-submarine-warfare helicopters. Other Russian A2/AD components featured in this phase of Zapad 2017 included the Iskander-M, a nuclear and conventional tactical ballistic missile. Iskander strikes were reported at training ranges, including a 480-kilometer strike against a target at a training range in Kazakhstan from units in the Central Military District, as well as a variety of cruise missiles fired from air, land and sea. The Missile and Artillery Troops, a Branch of Arms in the Ground Forces, serving as the primary means of destroying enemy forces by conventional and nuclear fires, were in action throughout Zapad. Those forces also used the older Tochka-U system, which is in the process of being fully replaced by the Iskander-M. The Iskander’s appearance in Russian exercises is assumed to indicate the rehearsal for a tactical nuclear weapons strike. In Zapad 2017, the Iskander was mainly conventional in its support of A2/AD. Moreover, the Russian missile forces appear to have rehearsed the use of a cruise missile that can be mounted on the Iskander platform, greatly extending the system’s strike range well beyond 500 km. Then, as mentioned, all of these activities during Zapad 2017 were squeezed between 3 test launches of the RS-24.

Boulègue of Chatham House told Newsweek: “The drill was all about NATO, and it really showed.” In the end, the whole cabaret of Zapad 2017 competed for attention of general staff with Al Nusra attack in force in Syria requiring heavy use of Russian air assets. Ironically, that was a more authentic counterterrorism operation.

Where Does All of This Leave Trump?

Clearly, in his last spell of contact with the US, Putin found no joy. The commitment to resources to Zapad 2017 despite the benign intentions expressed, is worthy of note given emphasis made by US newsmedia of how Russia wanted to make Trump look good. The forward movement of Russian Federation armed forces in a westward direction, in a military exercise translated into English means “west”, was of concern for US Secretary of State Rex Tillerson, US Secretary of Defense James Mattis, US Chairman of the Joint Chiefs of Staff US Marine Corps General Joseph Dunford, and US National Security Adviser Lieutenant General H.R. McMaster, and all other senior members of the Trump administration’s national security team. In September 2017, while Trump’s national security team was heavily immersed on North Korea, supporting partners heavily engaged on the ground in Syria and Iraq, and dealing with the implication of events in Charlottesville, they were also closely watching Zapad 2017. They worked with NATO allies and other European partners on the matter, and conducted significant multinational drills that coincided with the Russian exercise. The October 1st New York Times article explained that US Secretary of Defense James Mattis ordered that a wider array of European partners have access to classified US information during the exercise to simulate conditions during combat. The sangfroid shown by the Trump administration has allowed to engage in sober analysis of Zapad 2017 and all of its elements.

By letting Zapad 2017 come and go from the scene, Trump made it clear that he did not see the need to stoke the fires between the US and Russia that were set during the Obama administration. He preferred to let those fires die out on their own. Trump’s response to Zapad 2017 was also a manifestation of his desire to soften anti-US sentiment in Russia and anti-Russian sentiment in the US. Trump’s believes hope was that normative behavior and positive relations between the US and Russia could be established by working to surmount contentious issues. Trump came into the Oval Office believing the moment had arrived to create positive change in US-Russia relations. Rebus angustis animosus atque fortis appare; sapienter idem contrahes vento nimium secundo turgida vela. (Appear strong and firm in steep affairs; likewise, you will wisely shorten your sails swollen in a too favorable wind.)

All of this draws focus to Trump’s intriguing, positive duality on Russia and Europe. Trump fully understands that NATO is absolutely necessary, contrary to the song and dance of wondering if he knew what NATO was and whether he thought it was truly obsolete much as he gestured essentially out of political expedience during the 2016 US Presidential Campaign. Trump wanted to stir things up, draw attention to the issue, and express ideas favorable to his political base, which is what politicians do when campaigning. Once he became US President, Trump’s intended to be constructuve, not destructive via his criticisms about NATO. Trump apparently never intended to truly signal that he did not support for NATO or understand its importance. Though his “constructive criticism”, Trump ostensibly sought to hone thinking among leaders of NATO Member States and encourage the polishing of their best ideas in support of collective defense.

Yet, Trump, before and after becoming US President, also expressed his genuine belief that NATO allies have been “coddled” by the US for too long, causing leaders of NATO allies to feel comfortable repeatedly missing the agreed spending target of 2% GDP on defense. On April 12, 2017, the NATO Secretary General Jens Stoltenberg met with Trump in Washington to discuss his concerns about NATO. Stoltenberg was able to convey that a new spirit of unity and commitment that prevailed among NATO Members. Stoltenberg, in turn, would discover that Trump’s sentiments were noble contrary to what critics were stating. In an hour long meeting in the Oval Office, Trump and Stoltenberg discussed ways in which the NATO Secretary General planned to get member countries to increase military spending to bolster the alliance. Stoltenberg listened to Trump’s concept to accomplish the same, and saw no mysterious elements to Trump’s approach. It was at that Oval Office meeting that Trump explained that NATO was a “bulwark of international peace and security.” He went as far as to say that the alliance was increasing cooperation to stem terror attacks, among other steps. During a news conference with Stoltenberg, Trump added: “I said it [NATO] was obsolete. It is no longer obsolete.”

Invited to the unveiling of a memorial to the Sept. 11, 2001 attacks on the US at the new NATO headquarters building in Brussels, on May 24, 2017, Trump intensified his accusations that NATO allies were not spending enough on defense. Trump did say during the ceremony that the US “will never forsake the friends who stood by our side.” However, he focused far more on Europe’s drop in defense spending since the end of the Cold War. Standing before a piece of the wreckage of the World Trade Center, Trump stated: “Twenty-three of the 28 member nations are still not paying what they should be paying for their defense.” Trump added before the leaders of other NATO countries: “This is not fair to the people and taxpayers of the United States, and many of these nations owe massive amounts of money from past years.” Stoltenberg, having previously talked with Trump in Washington, was not surprised by anything Trump said. In fact, Stoltenberg defended Trump, saying that although he was “blunt” he had “a very plain and clear message on the expectations” of allies. Trump had the impact both he and Stoltenberg apparently wanted upon NATO Members. While critics ratcheted up reports and commentaries on how Trump embarrassed himself and was tearing NATO apart, Stoltenberg explained that Trump ignited a new drive in NATO to authentically build up defense.

Speaking in Brussels a month later on June 28, 2017, Stoltenberg explained that 23 of NATO’s 29 allies planned to lift spending that year. He would add that for the first time, NATO governments will produce national plans showing how they would reach the 2024 spending pledge, focusing not just on spending increases but also monitoring troop contributions to missions and acquiring technology such as precision-guided munitions. The new figures were part of a broader rise in military spending in Europe. The US committed billions more in dollars to return troops and heavy weaponry to the continent to deter Russia. The EU sought to do its part by setting up a multi-billion-euro defense fund. Stoltenberg explained: “We have really shifted gears, the trend is up and we intend to keep it up.” On the nature of the force build up, Stoltenberg stated: “It’s more about high-end forces, heavier forces and more ready forces, meaning we need forces that are fully equipped, fully manned and fully trained.” Beyond increasing the levels of heavy weapons and gear for troops in strategically positioned bases and standing watch on NATO’s borders, Stoltenberg further stated that the increase in funds would be spent on more military exercises, training and equipment and to allowing NATO troops to deploy at ever faster notice, as well to pay salaries and pensions. There remained a curiosity for where Trump stood in response to Putin’s attitudes and expressions toward the West. Some confusion and bewilderment resulted particularly from ideas publicly expressed by German Chancellor Angela Merkel that Trump was unwilling to stand with Europe against Russia. While still disagreeing with Trump on some policy areas, Merkel has since expressed far more positive perspectives regarding him and European security. Post proelia praecima. Trump reiterated his support of NATO on July 6, 2017 in Krasiński Square in Warsaw, the site of the 1944 uprising against the Nazis. In that magnificently melodramatic setting commemorating resistance against a cruel foreign occupier, Trump suggested that a lack of collective resolve could doom the transatlantic alliance which had endured the Cold War. Trump painted a picture of the West facing existential challenges and needed to “defend our civilization” from terrorism, bureaucracy and the erosion of traditions. As an example of resolve, Trump pointed to Poland, which in the last century endured occupations by Nazi Germany and the Soviet Union twice. Trump explained: “The story of Poland is the story of a people who have never lost hope, who have never been broken, and who have never forgotten who they are.” It was noted in the European newsmedia that in his speech, Trump for the first time “stood by” Article V of the NATO Charter, a provision requiring NATO Members to come to each others defense once under attack.  Yet, Trump kept up the pressure on those NATO Members who were “failing to meet their full and fair financial obligations on defense spending.” Trump expressed the view that his tough criticism of NATO Members who had not met the target of raising defense spending to 2% of GDP was paying off, with billions more being committed to defense across Europe. In a powerful expression of the need for alliance unity through use of the rhetorical technique of anaphora, Trump stated: “The fundamental question of our time is whether the west has the will to survive. Do we have the confidence in our values to defend them at any cost? Do we have enough respect for our citizens to defend our borders? Do we have the desire and courage to preserve our civilization in the face of those who would subvert and destroy it?” What should have been of particular interest to the US newsmedia was Trump’s criticism of Russia. He accused Moscow of “destabilising activities in Ukraine and elsewhere,” and declared that Putin was supporting “hostile regimes including Syria and Iran.” It is worth noting that all of this transpired before Zapad 2017. Trump’s leadership of NATO and his demand for Europe’s vigilance in the face of military threat from Russia is certainly worthy of attention. By ignoring such facts, critics lend credence to the allegation that they display a consistent disregard of genuine facts about Trump’s efforts which are inconsistent with their counter-Trump narrative. Quid enim est stultius quam incerta pro certis habere, falsa pro veris? (What, indeed, is more foolish than to consider uncertainties as certain, falsehoods as truths?)

The Way Forward

In Act II, scene iii of William Shakespeare’s play, Othello, Iago, the ensign of the Venetian General Othello, delivers his first soliloquy, declaring his hatred for Othello, his suspicion that Othello has slept with his wife, Emilia, and his determination to destroy him. He lays out his plan to cheat his supposed ally, Roderigo out of his money, to convince Othello that a loyal soldier, Cassio has slept with his wife, Desdemona, and to use Othello’s honest and unsuspecting nature to bring him to his demise. Iago states: “I have told thee often, and I re-tell thee again and again, I hate the Moor: my cause is hearted; thine hath no less reason. Let us be conjunctive in our revenge against him: if thou canst cuckold him, thou dost thyself a pleasure, me a sport. There are many events in the womb of time which will be delivered.” Former US President Jimmy Carter was quoted in the New York Times on October 21, 2017 as saying: “I think the media have been harder on Trump than any other president certainly that I’ve known about.” He added: “I think they feel free to claim that Trump is mentally deranged and everything else without hesitation.” Indeed, at the present, the opportunity to attack Trump is rarely missed by his critics. Their ranks actually extend well beyond the US newsmedia to include: think tank scholars, other policy analysts, particularly former officials of the Obama administration. That has had a multiplier effect when advanced alongside the efforts of journalists among his critics, ensuring that through prose, and even verse, there would be a more than ample stream of bdelygmia. Critics seem determined to throw Trump into loneliness and pain. Yet, they may ultimately discover that Trump has reserves of strength unlike most men which was proven through his business career. Indeed, much as Nebuchadnezzar brought Sgadrach, Meshach, and Abednego from the furnace, stunned by their impunity in the face a tremendous flames, critics may discover in the end, that Trump will endure, survive, and overcome the flames of their best attacks. Trump’s ties to Russia, real and imagined, are a primary focus of attacks by his critics. Yet, Trump’s critics did not try to tie him to Zapad 2017, despite the massive display of Russian military power. Zapad 2017 should have transmitted the idea that Putin is not a new friend of the US, Trump in particular. Regarding Putin, he undoubtedly notices is the atmosphere of pure hatred and rejection propagated by the counter-Trump milieu. He surely recognizes that there is an effort to separate Trump from the US public and create turmoil and frustration which he, for certain, does not have his hand in.

In alio pediculum, intericinum non vides. (You see a louse on someone else but not a tick on yourself.) However, the contradiction that Zapad 2017 presents has not left Trump’s critics figuratively cold and muddled intellectually. Rather, moral relativism seems to be in play. The Catholic priest and theologian Father George Rutler explains that “It does not require genius to sense that all relations in the creation are harmonious. Only because of celestial harmony is there a human intuition that wrong is wrong and right is right. Beyond that intuition one must animate the intellect, use natural law, to parse things out. In classical philosophy, natural law is the universal, practical obligatory judgments of reason, knowable by all men and binding them to do good and avoid evil. The renowned Greek Philosopher Plato considered ignorance and confusion as the opposites of harmony. The goal of the torrent of anger from critics is certainly not bring a happy harmony to a dissonant world. Having promoted themselves figuratively as the defenders of US wisdom. They must find out for themselves who lives within them. Rather than follow the pack and do what is wrong, surmount that impulse and have the courage to do what is right. There appears to be a purpose to Trump which the majority of his many critics do not understand but will ultimately discover. Indeed, by God’s chance, as he toils, performing his duties as president in peace and in war, Trump’s intended course will no longer be a mystery to those who have been bewildered by the counter-Trump milieu.  Opinions expressed by critics about his efforts could also eventually change. In the face of staggering contradiction, an internal discord might obtain within quite a few critics. Many critics may become uncertain as to their true ends. Some may discover that their feelings of indignation and despair over Trump were inauthentic.Consideration may come and whip the offending Adam out of them. All that was said and done by critics may be looked upon curiously as a type of avant-garde expression. Perhaps then critics might finally offer a gesture of goodwill for the moment, and their efforts to hurt may slowly fall off and be replaced by righteous efforts to be constructive. In commenting on self mastery and the good or virtuous life, Aristotle is quoted as stating: “I count him braver who overcomes his desires than him who conquers his enemies, for the hardest victory is the victory over oneself.”

Under Pressure Over Aleppo Siege, Russia Hints at Seeking Deal with US: Can Either Country Compromise?

US Secretary of State John Kerry (right) and Russian Foreign Minister Sergei Lavrov (left) are the central points of diplomatic interaction between the US and Russia. They have worked together on a variety of urgent and important issues concerning their countries. They are now slogging away trying to find a way for the US and Russia to jointly end the Syria War and establish peace. Kerry has proposed US-Russian military coordination with preconditions. However, to secure an agreement on it, Kerry must convince Putin, not Lavrov, to change Russia’s positions.

According to an August 15, 2016 New York Times article entitled, “Under Pressure over Aleppo Siege, Russia Hints at Seeking Deal with US,” Russia suggested that it was close to an agreement on a military collaboration with the US to attack ISIS fighters in Aleppo, Syria as part of a solution to the unfolding humanitarian disaster there. US officials had no immediate comment on that claim. That joint effort would represent a new level of cooperation between the two countries which seek an end to the five-year-old Syria War. They support opposing sides. The New York Times reported foreign policy analysts believe Russia was negotiating in an attempt to avoid the appearance of blocking humanitarian aid to civilians in war-torn Aleppo by its airstrikes in Syria, Russian Federation Foreign Minister noted however, “It is of utmost importance that terrorists would not be getting reinforced with militants, guns, and munition [sic] supplies under the humanitarian aid disguise.” Russian Federation Defense Minister Sergei Shoigu was the official who made the statement on the possible agreement. He explained in a measured way: “We are moving step by step closer to a plan—and I’m only talking about Aleppo here—that would really allow us to start fighting together to bring peace so that people can return to their homes in this troubled land.”

Russia and its Syrian, Iranian, and Iranian-led allies have faced significant setbacks on the battlefield as a result of their opponents’ abilities to capitalize on their inadequacies and mistakes. Russia will need to decide whether its actions will remain in the gap between contributing significantly to the efforts of allies fighting in support of the regime of Syrian Arab Republic President Bashar al-Assad and working with the US to act more effectively and more decisively against mutual Islamic militant opponents. The prospective agreement, to which Shoigu referred, would stem from military talks underway in Geneva. Those talks were set up as a result of a proposal proffered by US Secretary of State John Kerry to share intelligence with Russia and coordinate airstrikes against ISIS and other Islamic militant groups. However, Putin and senior Russian officials seem to view the proposal less from how it will help end the war than how it may present the chance to get compromise from the US on Syria and promote Russia’s immediate objectives there. Kerry’s proposal has been put forward as the administration of US President Barack Obama comes to a close. Still, after eight years of contacts, a inordinate amount of obloquy has recently been hurled back and forth from officials in Washington to Moscow. Failure to get an agreement on coordination will undoubtedly make it more difficult for Russia to get an agreement from the US on reconstruction and peace-enforcement which would be important for Russia to have. Reconstruction in Syria will be a decades-long, very expensive effort. Russia will need to gather partners to help with its costs and its execution. A peace-enforcement mission, perhaps under UN auspices, will likely be needed to ensure that peace would be given a chance to take hold. Russia should keep in mind that the US has proven to be an invaluable partner in such complex reconstruction efforts and peace-enforcement missions worldwide in past years.

The Obama administration may not be enthused about working with Russian President Vladimir Putin on Syria, but it seems to recognize that Russia, with its considerable military investment in Syria, can play an important role in ending the war. Putin must recognize that much could be accomplished with US know-how and resources in both efforts. If he cannot recognize the good that cooperation would bring at first glance or simply refuses to make mutual compromises with the US to gain its assistance, what is left for the US is to get him to understand via diplomacy. US Secretary of State John Kerry has slogged away seeking the right approach to make that possible. A few recommendations are offered here. The Syria War appears to be getting worse. Experience may make US and Russian officials averse to finding compromise on military coordination on Syria. Pride and ego can also harden attitudes. If such influences cannot be set aside, the two sides may remain locked into their relative positions for a long while. Praeterita mutare non possumus, sed futuraprovidere debemos. (We cannot change the past, but we can anticipate the future.)

Often poker faced in talks, US Secretary of State John Kerry, a statesman, speaks in a manner that is easy, comfortable, assuring, and logical. He is an agile thinker who seeks creative solutions to problems, often requiring him to be discreet. He worked well with Russian Foreign Minister Sergei Lavrov on the removal of chemical weapons from Syria in 2013. They worked on the same side during the Iran Nuclear Talks during two years of negotiations from 2013 to 2015. He may achieve similar success with Lavrov on Syria.

US Inaction Leads to Russian Action

Obama made it clear from the start that he was skeptical of using US military force in Syria. In a notable August 18, 2011 speech, Obama made the direct statement, “the time has come for President Assad to step aside.” There were many additional declarations, insisting that Assad step down. Yet, having taken that maximalist position, there was an unwillingness to act. Within the Obama administration, it was truly believed that Assad would simply fall away, but that did not occur. That led the Obama administration in 2012 to provide the Syrian Opposition Movement with its support in the hope that Assad could be pressured to the negotiating table by Free Syrian Army advances and eventually agree to step down under a settlement. However, the US effort in Syria was designed and recognized by many as work on the margins. Obama would begrudgingly authorize the creation of a US-led coalition to airstrikes against the ISIS juggernaut that ran through Iraq in 2014. Those operations against ISIS were expanded to include ISIS targets in Syria. Obama sent US special operations forces to Iraq to advise and train Iraqi Security Forces and Iraqi Kurd military formations. Still, there would be no US combat units sent to fight ISIS in Syria.

Putin, however, did what Obama said he never wanted to do in Syria. In September 2015, Putin took the option of solving the conflict in Syria on his terms using a strong military hand. He explained that Russian Federation forces were sent into Syria both to “stabilize the legitimate authority” of Assad and to fight ISIS. He put a limited number of troops on the ground to protect Russia Federation military sites, and to serve as advisers and instructors for Syrian Arab Army units and volunteer units loyal to the regime. He would join Syrian, Iranian, and Iranian-led ground forces in battle against opponents using Russian Federation air power. Putin’s actions were mulled over, well-plotted, and implemented as to apply a calibrated amount of pressure on opponents of the Assad regime using measured amounts of military resources and controlling expenses. He was willing to accept a certain amount of risk in operations and was prepared to contend with some loss of personnel. Russia’s succor has benefitted Syrian, Iranian, and Iranian-led forces fighting on the ground not only in terms of military resources but also through guidance in the use of them.

Russia’s intervention did not mean an end to US-Russia diplomacy on Syria. Russia has supported talks between the Syrian Opposition and the Assad regime. Even before Russia went into Syria, Lavrov engaged in talks with the US to episodically establish a variety of cease-fires, nationwide and in specific provinces and negotiate humanitarian corridors. When Russian Federation military operations began, Moscow initially sought cooperation with Washington on Syria, but it was sought, however, solely on Russia’s terms. Those terms, in line with Putin’s concept for intervening in Syria, included providing diplomatic and military shelter to Assad and attacking, not only ISIS, but Western-backed rebel groups of the Free Syrian Army that oppose the Assad regime. Obama and other Western leaders sought to bring Putin into a US-led coalition. However, that would occur with the understanding that the goal of the coalition was the removal of Assad from power. Given the disparity between their positions, on November 27, 2015, Dmitry Peskov, spokesman for Russian Federation President Vladimir Putin,  played down the idea of cooperation at a Kremlin press conference. That announcement was surprisingly slow in coming given that the Obama administration was unsupportive of Russia’s intervention from the get-go. On September 30, 2015, US Secretary of Defense Ashton Carter forecasted about Moscow’s military involvement in Syria, “The Russian approach here is doomed to fail.” Obama stated on October 2, 2015: “An attempt by Russia and Iran to prop up Assad and try to pacify the population is just going to get them stuck in a quagmire and it won’t work.” Interestingly, Kerry was still authorized and ordered by Obama to negotiate some arrangement in which the US and Russia would coordinate in the ISIS fight.

Russian Federation Foreign Minister Sergei Lavrov has prying eyes that rarely turn away.  He has masterfully used diplomacy to turn policy into action in accord with Russian President Vladimir Putin’s concepts and intent. At this point, the Lavrov and US Secretary of State John Kerry are well-versed on each other’s idiosyncrasies. They are able to gain insight from every inflexion, tone, and or change in voice.

Kerry-Lavrov Diplomacy

Diplomacy requires finding some middle ground, typically through some compromise, upon which an agreement can be reached and better relations can hopefully be built. Despite a divergence in interests, the US and Russia achieved early diplomatic success on Syria when an agreement was reached on a list of rules to ensure military aircraft from the US and Russia would not mistakenly run into or fire on one another as they conducted airstrikes. However, Kerry and Lavrov are the central points of diplomatic interaction between the US and Russia. Diplomatic success on Syria would eventually be achieved by them. They have worked together on a variety of urgent and important issues concerning their countries. They worked well together on the removal of chemical weapons from Syria in 2013. They worked on the same side during the Iran Nuclear Talks as the P5+1, the UN Security Council’s Permanent Five Members (the US, Russia, the United Kingdom, France and China) plus Germany managed to construct an agreement on the Iranian nuclear program after nearly two years of negotiations from 2013 to 2015.   Often poker faced in talks, Kerry, a statesman, speaks in a manner that is easy, comfortable, assuring, and logical. He is an agile thinker who seeks creative solutions to problems, often requiring him to be discreet. Lavrov has prying eyes that rarely turn away.   He has masterfully used diplomacy to turn policy into action in accord with Putin’s concepts and intent. At this point, the two diplomats are well-versed on each other’s idiosyncrasies. They are able to develop insight from every inflexion, tone, and or change in voice. In oculis animus habitat. A product of efforts by Kerry and Lavrov to find common interests among the warring parties in order to stop the violence in Syria was the December 18, 2015 UN Security Council vote on Resolution 2254 on Syria. It called for a ceasefire and a peace process that held the prospect of ending the Syria War. The resolution was agreed upon unanimously, 15-0, but sharp differences remained between the US and Russian positions. Russia’s key demand was that Syrian President Bashar al-Assad be allowed to remain in power. It is a position also supported by China and Iran. Removing Assad from power in Damascus remained a US requirement. Yet, the resolution made no mention of whether Assad would be able to remain in power or run in any future elections. UN Security Council Resolution on Syria 2254 essentially called for the following: a ceasefire had to be established and formal talks on a political transition had to start in early January 2016; groups seen as “terrorists,” including ISIS and the erstwhile Jabhat al-Nusra were excluded; “offensive and defensive actions” against such groups, referring to US-led and Russia airstrikes, could continue; UN Secretary-General Ban Ki-moon was asked to report by January 18, 2016 on how to monitor the ceasefire; “credible, inclusive, and non-sectarian governance “ should be established within 6 months; free and fair elections” under UN supervision to be held within 18 months; and, the political transition should be Syrian led.

What followed Resolution 2254 was UN Security Council Resolution 2268, unanimously adopted on February 26, 2016. The new resolution, brokered by Kerry and Lavrov, called for an immediate “cessation of hostilities” in Syria upon which the Assad regime and the Syrian Opposition agreed.  Countries with influence on the parties agreed to press them to adhere to their commitments.. Then, on March 14, 2016, the Geneva Talks resumed. They were the first talks in two years and came at a time when a marked reduction in fighting was perceived. Still, what created real hope that the war might soon end was the surprise announcement by Putin on the same day as the resumption of the peace talks in Geneva that he was “ordering the withdrawal of the main part of our [Russia’s] military contingent” from Syria. Putin explained: “The effective work of our military created the conditions for the start of the peace process.” He continued, “I believe that the task put before the defense ministry and the Russian armed forces has, on the whole, been fulfilled.” Only the day before the announcement, Putin and Obama spoke by telephone, after which the Kremlin said the two leaders “called for an intensification of the process for a political settlement” to the conflict, but Assad’s future was not discussed. Putin’s decision pull his fprces put of Syria seemed to fall in line with that pledge. In addition to the withdrawal announcement, Russian Federation UN Permanent Representative Vitaly Churkin explained “Our diplomacy has received marching orders to intensify our efforts to achieve a political settlement in Syria.” Regarding what lied ahead in Syria for Russian Federation forces, Churkin noted, “Our military presence will continue to be there, it will be directed mostly at making sure that the ceasefire, the cessation of hostilities, is maintained.”

If a feigned retreat by Putin was synchronized with the “cessation of hostilities” and used to manipulate opponents of Russia and its’ allies, the move was effective. Islamic militant groups that were not included in the ceasefire agreement engaged in firefights and fired artillery across battle lines prematurely seeking to better position themselves to exploit expected advantages resulting from Russia’s departure. Ire over the shaky ceasefire and the Assad regime’s violations of it reportedly drove some moderate Opposition fighters over to ISIS and other Islamic militant groups.

Putin’s “Feigned Retreat?”

Russia Federation forces withdrew from Syria, but estimates are that only 10 to 25 percent actually left. Moreover, Russian activity in Syria increased. Reuters reported the “Syrian Express,” the nickname given to the ships that have kept Russian forces supplied via the Black Sea Russian port of Novorossiysk to the Russian naval base at Tartus, Syria. It shipped more supplies, equipment, and munitions into Syria in the two weeks following Putin’s withdrawal announcement than it had two weeks prior. Russian Federation Air Force and the Syrian Arab Air Force continued to destroy the opponent’s units, material, and command, control, communication and intelligence, training facilities, and other targets. The ground forces of Russia’s allies remained active and returned a good portion of Syrian territory back to the Assad regime. Kerry and Lavrov carried on with their diplomatic efforts, but the ceasefire did not hold.

The Obama administration seemed to view Putin’s withdrawal announcement as a type of feigned retreat. The feigned retreat is a military tactic said to have been introduced to the West in the 8th century by the Frankish Duke and Prince Charles Martel. Under it, an army would pretend to withdraw or behave as if it has been routed in order to lure an opponent into a position of vulnerability. It was a difficult tactic to execute, requiring the use of well-trained soldiers. Once the opponent presses into the withdrawing army, undisciplined troops would panic and lose coherence, and the rout would become genuine. Charles Martel used the feigned retreat to defeat the army of Chilperic II and Ragenfrid of Neustria at Ambleve in 716. He attacked their army as they rested midday, he then feigned retreat to draw them from their wooded defensive positions into open ground where the situation was reversed. Charles Martel used the tactic again to draw an invading Islamic army into attacking at Poitiers in 732 by leaving his defenses relatively open. He did not construct pits and other obstacles and positioned his horsemen in a way to convince the Islamic army that it would not be enveloped if it charged in. The feigned retreat reportedly was used with moderate success by William the Conqueror at the Battle of Hastings in 1066.

One might postulate that Putin’s feigned retreat included synchronizing his withdrawal announcement with the resumption of the Geneva talks, and while the “cessation of hostilities” was in effect. In that environment, opponents of Russia and its allies were perhaps considered more apt to be manipulated. The maneuver, if actually executed, appears to have worked. Mainstream opponents of Assad were unable to control the actions of some Islamic militants some of which they were tenuously aligned. Islamic militant groups, not included in the internationally sponsored ceasefire, engaged in firefights and fired artillery across battle lines, apparently seeking to immediately exploit Russia’s departure. Accusations of ceasefire violations were heard from all sides around Syria. Ire over the shaky ceasefire and the Assad regime’s violations of it reportedly drove some moderate Opposition fighters over to ISIS, Jabhat al-Nusra, and other Islamic militant groups. A coalition of Free Syrian Army units, Islamic militant groups already existed in the form of Jaysh al Fateh. The ceasefire became untenable once Russian Federation Air Force and Syrian Arab Air Force jets provided air support for Syrian Arab Army units and pro-Assad regime allies in those exchanges. Putin’s feigned retreat also ostensibly allowed Syrian, Iranian, and Iranian-led units to rearm and resupply for offensive action toward Palmyra.

The Russian Federation armed forces and intelligence services use their own intelligence tactics, technique, procedures, and methods to meet the needs of Russian Federation commanders and planners. Russian Federation commanders and planners certainly would like believe that by intensifying their own intelligence gathering activities, they can achieve success, particularly by using air power, without US assistance. However, their concern over recent successes of their opponents and their failure to effectively respond to them indicates they are not so certain of their capabilities

Good Thoughts, Good Words, Good Deeds?

The perception of a feigned retreat of Russia from Syria did not make US-Russia diplomacy easier. US officials were already regularly reproaching Russia over its repeated airstrikes upon “moderate” anti-Assad groups while ostensibly seeking to attack ISIS. Obama’s disappointment could be discerned in his statements. On August 6, 2016, Obama admonished Putin over Russia’s actions in Syria by stating: “I’m not confident that we can trust the Russians or Vladimir Putin.” He continued: “Whenever you are trying to broker any kind of deal with an individual like that or a country like that, you have got to go in there with some skepticism.” Timeo danaos atque dana ferentes. (I fear the Greeks even when they bring gifts.)

Obama’s uncongenial words could be characterized as a shot across Russia’s bow and perhaps signaled fatigue over the diplomatic process with Russia had set in. However, in diplomacy, words and behavior matter absolutely. Kerry knows that diplomacy must be handled with a certain amiability and gentleness in order to create the environment for the development of mutual respect and understanding. In talks on Syria, he would hardly omit what some anonymous US officials have called “inconvenient facts” about Russian actions. He surely broaches such matters, but in way that avoids closing any doors and avoids igniting a negative exchange with Putin, Lavrov, or any official of the Russian Federation government. Regardless of any personal feelings he might have over an issue, he must maintain his balance in spite of them.

Russia will not be able to use its military wherewithal alone, at least in a limited way, to secure victory on its terms in Syria and “get out of Dodge.” Enough support exits for Islamic militancy in the world that a struggle over US and Russian interests in Syria is being overshadowed by the continuous rise of Islamic militant groups there. This was evident at Aleppo where Russia’s allies could not maintain their siege. Commanders of Islamic militant groups seem capable of constantly making adjustments and replenishing with fighters (as above) by the hundreds, creating a more vexing situation on the ground.

Kerry remains authorized and ordered to establish cooperation. Obama did indeed say with opprobrium, “The US remains prepared to work with Russia to try to reduce the violence and strengthen our efforts against ISIL [ISIS] and Al-Qaeda in Syria, but so far Russia has failed to take the necessary steps.” Kerry and Lavrov continued their diplomatic efforts, sponsoring the International Syria Support Group, a multinational effort seeking to create the conditions for peace talks. Moreover, remaining on the table was Kerry’s proposal offering to share US intelligence with Russia and coordinate airstrikes against ISIS and other Islamic militant groups, with the precondition that the Syrian Arab Air Force halt its airstrikes against mainstream Opposition military units. As mentioned earlier, senior US and Russian Federation military officials have been negotiating in Geneva over how they would coordinate under Kerry’s proposal as well as restore an overall ceasefire. The Russian Federation armed forces and intelligence services proudly use their own intelligence tactics, technique, procedures, and methods to meet the needs of commanders and planners. Russian Federation commanders and planners would certainly like to believe that by intensifying their own intelligence gathering activities, they can achieve success without US assistance. However, they have unquestionably been unsettled by the recent successes of their opponents and their failure to respond effectively to them. Beyond human intelligence collection—spies, the US gathers continuous signals and geospatial intelligence over Syria. Multiple streams could assist the Russian Federation commanders and planners in pinpointing ISIS and other Islamic militant groups on the ground even if they are dispersed. Air assets of the Russian Federation and its allies could destroy them, disrupt their attacks, and support ground maneuver to defeat them. In support of the proposal, Kerry and Lavrov have already agreed that a map could be drawn up indicating where Islamic militant groups are positioned. They also have agreed that US and Russian military personnel working in the same tactical room would jointly analyze the intelligence and select targets for airstrikes. Est modus in rebus. (There is a middle ground in things.)

Nevertheless, at this juncture, Kerry is not oriented primarily on drawing out compromise from Lavrov, Shoigu, or senior Russian military officials in Geneva. Indeed, Kerry knows he must convince Putin, himself, that it would be in Russia’s interest for him to change his position. Putin hardly believes that US assistance would have significant value to Russia. Regarding Syrian Arab Air Force airstrikes, Putin has said he has no control over what Assad does with his forces and has explained the Syrian leader does not trust the US. Much as Obama has negative impressions of Putin’s actions and intentions, Putin holds certain negative impressions of Obama. Putin may also feel uncertain about making any deals on Syria with one US leader now, only to face another in a few short months. Certainly, at the State Department, Defense Department, and other elements of the US foreign and defense policy establishment, legions of diplomats and officials are working on what was called in Ancient Rome a maremagnum, a complicated issue requiring the efforts of many to solve. As no approach has wangled compromise from Putin so far, new approaches are needed. Some alternative approaches are offered here.

The value of US assistance might be increased in Russian Federation President Vladimir Putin’s mind through a demonstration of US capabilities. The US could also demonstrate how US assistance would have value by using the intelligence resources it proposes to share with Russia in order to target and destroy a number battle positions of ISIS and other Islamic militant groups in Syria, and disrupt and destroy developing attacks and counterattacks against Russia’s allies. Russian Federation officials could also be given a US battle damage assessment.

Recommendations

To help Putin countenance Kerry’s proposal, Kerry could explain that cooperation on intelligence and an airstrikes against Syria will speed the end of the conflict. Russia may not be able to use its military wherewithal alone, at least in a limited way, to secure victory on its terms in Syria and “get out of Dodge.” Enough support exits for Islamic militancy in the world that the struggle by the US and Russian over their respective interests in Syria is practically being overshadowed by the continuous rise of Islamic militant groups there. Commanders of Islamic militant groups seem capable of constantly making adjustments and replenishing with fighters by the hundreds, creating a more vexing situation on the ground. That was evident at Aleppo where Russia’s allies could not maintain their siege. Indeed, Putin could be reminded that on July 28, 2016, after a month of negotiations and immense pressure from Qatari and Turkish representatives, Jabhat al-Nusra announced that it broke with Al-Qaeda and had officially changed its name to Jabhat Fateh al-Sham. Almost immediately, reinforcements for Jabhat Fateh al-Sham began to flow into Syria from the border with Turkey. At least 100 new fighters arrived in Aleppo each day, together with numerous convoys carrying arms, ammunition, and supplies. During the effort to break the siege, Opposition forces and Islamic militant groups were observed fighting side by side under the banner of Jaysh al Fateh. Even after the siege was broken, it was explained in a briefing at the Russian Federation Ministry of Defense, Russian Federation Lieutenant General Sergei Rudskoi that about 7,000 Jabhat Fateh al-Sham fighters were massing south-west of Aleppo for over a week and still being joined by new fighters. Rudskoi said the fighters had tanks, infantry fighting vehicles, artillery and vehicles with weapons mounted on them. Kerry could explain that the problem will grow exponentially over time as commanders of Islamic militant groups make further adjustments and reinforce by the hundreds, creating a new, more vexing situation on the ground. Kerry could point out that so far, Russian Federation Air Force has barely isolated the battlefield and has failed to deny their opponents reinforcements and supplies needed to win engagements. At best, its efforts could be measured by its contribution to the destruction in Syria to include civilian deaths and the obliteration of nonmilitary structures. As it was discovered after the destruction of the Abbey of Monte Cassino in Italy during World War II, Germans troops were afforded better concealment from Allied airstrikes and ground attacks in the structure’s debris. One might assume senior US military officers are discussing these matters with their Russian Federation counterparts in Geneva. However, these disconcerting facts about Russia’s Syria campaign may not have reached Putin.

To further encourage a change in Putin’s perspective on Kerry’s proposal, the US could increase the value of its assistance through an actual demonstration of US capabilities. That might be accomplished by providing Putin with a complete US military analysis of the setbacks Russia and its allies have faced in Syria, and the relative strengths and weakness versus their Islamic militant opponents. It might be demonstrated exactly how US intelligence resources it proposes to share with Russia and US military resources would have value to Russia by targeting and destroying a number battle positions of ISIS and other Islamic militant groups in Syria, and disrupt and destroy developing attacks and counterattacks against Russia’s allies. Putin could be shown via video how the unique capabilities of US weapons systems could enhance the quality of air strikes. He could also be provided with US military assessments of those attacks.

Kerry might also seek to connect with Putin by reminding him that leaving Syria without at least initiating some complex comprehensive plan for reconstruction and peace-enforcement would be a mistake. That would create ideal conditions for the resurrection of ISIS, Jabhat Fateh al-Sham, or the establishment of another Islamic militant group to fill the vacuum of power around the country. That was what occurred in Iraq after US forces departed, the problem in Libya with the removal of the regime of Muammar El-Ghaddafi, and it is a growing problem in Afghanistan. Putin must consider that cooperation between the US and Russia in the fight against Islamic militant groups would set the stage for close and effective cooperation between the two countries on a postwar reconstruction and peace-enforcement mission in Syria. Without it, Russia’s investment in Syria might amount to nothing in the end. In discussing postwar Syria, Kerry could give assurances on how the US will respond with regard to certain hot issues. For example, at a UN meeting in Vienna on November 14, 2015, Kerry proposed allowing all Syrians, “including members of the diaspora,” participate in national elections, betting that if Syrians around the world participated in it, Assad would lose. Putin was never going to standby for that and has used force, in addition to the fight against ISIS and other Islamic militant groups, to best shape the situation in Syria to secure Russia’s interests. Mending that fence may require a very hard decision concerning Assad by the Obama administration. Further, Kerry could point to the international reconstruction effort launched in Bosnia in 1995 under the Dayton Peace Agreement and the creation of the multinational peace-enforcement force in support of the agreement’s implementation, I-FOR (Implementation Force). The US and Russia cooperated as members of that force and the follow-on force, S-FOR (Stabilization Force.).

By reaching an agreement now on Syria and conducting effective airstrikes against ISIS, Jabhat Fateh al-Sham, and other Islamic militant group, there would be a greater chance that US-Russian coordination would be preserved by the next US administration. Further, that military cooperation might influence a US decision to assist at some important level in reconstruction and possible peace-enforcement mission in Syria. US participation in those efforts could encourage participation from other countries.

Regarding Russian concerns over the future of US leadership, Kerry could explain that Russia should act quickly now with the assurance that the US will be working directly to destroy ISIS and other Islamic militant groups. An agreement will at least allow for a US-Russian working relationship for few months, putting tremendous pressure on ISIS, Jabhat Fateh al-Sham, and other Islamic militant groups from the air. Kerry could emphasize the reality that reaching an agreement now on Syria and coordinating effectively under that agreement would increase the possibility that US-Russian coordination at that level would be preserved by the next US administration. Further, that cooperation could greatly influence a US decision to assist at an important level in postwar reconstruction and a possible peace-enforcement mission in Syria. Russia has recently sought stronger ties with Arab countries, bolstering economic ties with Qatar, the United Arab Emirates, Oman, and Kuwait and diplomatic overtures with Algeria, Iraq, and Egypt. Russia’s hope is by courting those countries they would become more receptive to its’ calls for a political solution in Syria. It is also hoped those countries would become responsive to an eventual campaign by Russia to gain financial support for Syria’s reconstruction. However, US participation in those efforts may do much to encourage participation from those Arab countries and Western countries as well.

Kerry’s words alone may no longer have any impact on Putin. To provide a new perspective on the proposal, Kerry could try to bring third parties that have some standing with Putin into the negotiation process. There are no national leaders who could serve as independent third party to address Kerry’s proposal with Putin. However, Kerry could perhaps seek assistance from Pope Francis of the Roman Catholic Church or Kirill Patriarch of Moscow and Primate of the Russian Orthodox Church to speak to Putin. They could discuss the need to forgo placing primacy on national interests and focus on the global threat posed by ISIS and other Islamic militant groups, and the tragedy that has befallen the Syrian people. They cannot support war, but they can support collaboration between the US and Russia to halt the evil of Islamic militancy in Syria.

These approaches should not be presented as guesswork on the potential success US assistance may bring. Rather, they should be presented as hard facts to get Putin to see what is possible and change his perspective on cooperation. Finding success from the approaches presented here may be a long-shot. Kerry knows that you miss 100 percent of the shots you do not take.

Russian Federation President Vladimir Putin (above) and senior Russian officials are apprehensive over US actions and intentions on Syria. However, many US officials have been expressing concerns about coordination with the Russians. They doubt Putin will compromise. They believe that Putin cannot be trusted. On Syria, it may be best for the US and Russia to work as partners. Choice itself is not good. It is the right use of choice that counts. Nothing could be worse than thinking of what might have been if things had been done thusly. Hopefully, that will not be the case for the US or Russia on Syria.

The Way Forward

Tot capita, tot sententiae. (So many heads, so many opinions.) Putin and other Russian officials are quite apprehensive of US actions and intentions on Syria. However, many US officials have been expressing concerns about coordination with the Russians. They doubt Putin will compromise. Moreover, they believe Putin cannot be trusted. Trusting Putin may be difficult for them, but trust us not so relevant in this case. Senior US and Russian military officials would be working together on targeting and sending down missions to unit commanders in a joint operations room. If some shift in Russian behavior, no matter how slight, is discerned by the watchful eyes of senior US military officials, the entire operation could be halted immediately. Under Obama’s concept, what seems most important to him is that a good faith effort at coordination be made. Besides, doing the job of targeting ISIS and groups such as Jabhat Fateh al-Sham will be difficult enough as they are now intermingled with many mainstream Opposition units. Many US officials have expressed concern that sharing intelligence with Russia could result in revealing US intelligence sources, methods, and capabilities. Yet, deciding what to share and reveal is a puzzle that can be resolved. Putin seems attached to the Assad regime. However, given what has been reported on Kerry’s proposal, it does not include a precondition on Assad’s presidency.

The problem of Islamic militancy in Syria emerged during the struggle between Assad and the Opposition and given the international threat it poses, it is an urgent problem. US President Franklin Roosevelt did not easily accept Josef Stalin’s Soviet Union as an ally, but given the threat of Adolf Hitler’s Nazi Germany, the choice was clear. On Syria, it might be best for the US and Russia vraft an agreement to coordinate their efforts. Choice itself is not good. It is the right use of choice that counts. Nothing could be worse than thinking of what might have been if things had been done thusly. Hopefully, that will not be the case for the US or Russia on Syria.

Russia Is Creating Three New Divisions to Counter NATO’s Planned Expansion: Does Shoigu’s Involvement Assure Success for Putin?

Russian Federation Defense Minister Sergei Shoigu (above) has the task of reinforcing his country’s western flank against NATO. Successful actions in Ukraine and Syria, along with other achievements, have earned Shoigu the reputation as Russian Federation President Vladimir Putin’s “Do It” man. Creating three new divisions and other measures will likely achieve what is intended: obviate NATO’s recent steps in its east and further shift the status quo between Russian Federation and NATO forces in Russia’s favor.

According to a May 4, 2016 Wall Street Journal article entitled “Russia Is Creating Three New Divisions to Counter NATO’s Planned Expansion along Its Eastern Flank,” Russian Federation Defense Minister Sergei Shoigu announced at a April 27, 2016 ministry meeting presented on state television: “The Defense Ministry is taking a series of measures to counter the expansion of NATO forces in direct proximity to the Russian border.” A central aspect of those measures is the creation of three new divisions—about 30,000 troops. Shoigu said the cause for the force increase was to counter NATO plans to boost its troop presence along its eastern flank with Russia, to include sending four battalions—about 4,000 troops—to Poland and the Baltic States. NATO Secretary-General Jens Stoltenberg explained at a news conference in Mons, Belgium that the intent of NATO’s planned troop build-up was defensive. He called the planned deployment a response to an assertive Russia that has shown the will to change borders with force as in Ukraine in 2014.

Beyond the debate over causality for the relative build-ups, it is more important for NATO to know that Shoigu has been given the task of reinforcing Russia’s western flank. Successful actions in Ukraine and Syria, along with other achievements, have earned Shoigu the reputation as Russian Federation President Vladimir Putin’s “Do It” man. Bean counting forces may be enough for some to make assessments on the relative strengths and weaknesses of Russian Federation and NATO forces. However, any assay of likely outcomes of Russia’s effort to form three new divisions west would be flawed if it did not give higher meaning to Shoigu’s direct involvement. Shoigu will likely achieve what is intended: obviate NATO’s recent steps in its east and shift the dynamic between Russian Federation and NATO forces in Russia’s favor. A look at Shoigu’s background explains why the “Shoigu factor” makes that a real possibility.

Political Ties That Bind Shoigu and Putin: In Brief

With an engineering degree from Krasnoyarsk Polytechnical Institute in 1977, Shoigu joined the Russian government in 1990. He participated in several successful construction projects. His success caught the attention of the Communist Party leadership in 1990. He was placed on the Architecture Committee, but then assumed the leadership of the Russian Rescuers Corps, a new corps of rescue workers. Emergencies in Russia include droughts, forest fires, Islamic militant bombings, and hostage dramas. The Russian Rescue Corps was formed by a directive decision of the Presidium of the Supreme Council of the Russian Soviet Federative Socialist Republic in the aftermath of the 1988 Armenian earthquake and the Chernobyl disaster. However, these big developments in Shoigu’s career as a rescue worker coincided with the momentous collapse of the Soviet Union.

During the collapse, Shoigu became a firm supporter of Boris Yeltsin. When things settled a bit, he continued performing his duties in the Russian Rescuers Corps. It was re-established as the State Committee for Extraordinary Situations, known EMERCOM internationally, responding to crises in the Soviet Union. Russia and the “near abroad,” to include mediating conflicts in South Ossetia, Chechnya, and in nearby Tajikistan. In 1994, the State Committee became part of the Russian Federation government as the Ministestvo po Delam Grazhdanskoy Oborony, Chrezvychainym Situatsiyam i Likvidtsil Posledstviy Bedstviy (Ministry of the Russian Federation for Affairs for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters Emergency Situations also known as the Ministry for Emergency Situations). Yeltsin, the Russian Federation President, made Shoigu its minister. In 1994, he made Shoigu a major general in the Russian Federation Army and a member of Russia’s Security Council. In the 1990s, Shoigu wanted to focus on his duties in the Russian Rescuers Corps, re-established as the State Committee for Extraordinary Situations (known as EMERCOM internationally). Yet, during Soviet Union’s collapse, Shoigu became a firm supporter of Boris Yeltsin. He later aided Yeltsin during an attempted coup d’etat in 1991, came to the rescue of Yeltsin in the constitutional crisis in 1993, and was part of Yeltsin’s successful re-election campaign in 1996. He was made leader of the pro-Yeltsin Unity Bloc in 1999.

Despite Shoigu’s desire to make emergency work his focus after the tumultuous events of 1990, those events became a starting point from which he was drawn further into national politics. Shoigu rushed to Yeltsin’s aid during an attempted coup d’etat in 1991. Shoigu also came to the rescue of Yeltsin in the constitutional crisis in 1993. Shoigu was part of Yeltsin’s successful re-election campaign in 1996. By 1999, Yeltsin became acutely aware that he was losing power in Russia, and his supporters were shifting to the opposition. Taking steps to ensure his legacy with less than a year left in office, Yeltsin, with the help of political allies, created a new party, with a new face, loyal to him: Unity. Shoigu, then Minister of Emergency Situations, was named the leader of the pro-president party. He was partnered with Alexander Karelin. Shoigu by then was seen as someone “who saves people” more than a politician. Karelin, a triple Olympic gold wrestling champion, was politically connected but also a symbol of Russian strength. Unity was promoted as a party of common sense, not political but honest and strong using that strength to help people in misfortune. Elements of Unity’s economic policy were akin to Thatcherism. It included, for example, the promotion of low inflation, the small state and free markets via tight control of the money supply, and privatization. That said, Unity also supported the reliance on powerful police and security structures and media control. After parliamentary elections in 1999, Unity took a commanding position in the Duma. Having secured some control of the Duma, Yeltsin sought a successor for the presidency. While he spoke of Shoigu as “our greatest star,” he chose Putin.

Yeltsin first saw promise in Putin when he selected him on July 25, 1998 to serve as head of the Federal’naya sluzhba bezopasnosti Rossiyskoy Federatsi (Federal Security Service) or FSB.   At the time, Putin was an unemployed deputy-mayor from St. Petersburg. He served at the FSB until August 9, 1999, when Yeltsin called him to the post of acting prime minister. Late that same month, there was a bomb blast in a luxury shopping mall by Red Square which was the first in a series of blast resulting in casualties. In September 1999, there were apartment bombings in Moscow, Buinaksk, in Dagestan, and Volgodonsk, in Rostov. They collectively killed 300 Russian civilians and wounded hundreds more that were reportedly the responsibility of Chechen Islamic militants. Putin acted forcefully against the mall bombing, the apartment immolations, and a bold Islamic militant incursion from Dagestan into Chechnya, led by Shamil Basayev. The first of 100,000 troops were sent to the northern Caucasus within weeks. In a famous September 24, 1999 speech, Putin spoke with determination in explaining his approach to defeating terrorism: “We will pursue the terrorist everywhere. If they are in an airport, then, in an airport, and forgive me, if we catch them in the toilet, then we will waste them in the outhouse . . . The issue has been resolved once and for all.” Putin marked his rise in power by acting viciously against terror. Shoigu’s Unity Party then served as the instrument for Putin’s rise to the presidency. The Unity Party eventually entered into an alliance with the Fatherland-All Russia political bloc. The Party later morphed into United Russia, the country’s current ruling party that rubber stamps Putin’s initiatives in the Duma. By 1999, Russian President Boris Yeltsin became acutely aware that he was losing power in Russia. Taking steps to ensure his legacy with less than a year left in office, Yeltsin, with the help of political allies, created a new party loyal to him: Unity Bloc. After parliamentary elections in 1999, Unity took a commanding position in the Duma. Having secured some control of the Duma, Yeltsin sought a successor for the presidency. While he spoke of Shoigu as “our greatest star,” he chose Vladimir Putin.

Mea mihi conscientia pluris est quam omnium sermo. (My conscience means more to me than all speech.)  Although he was Unity’s leader, Shoigu had no presidential aspirations. Given the tempestuous environment in Russia politically, economically, socially, and militarily at the time, it made sense. Putin was far better equipped to control, manipulate, and strong arm, seemingly endless groupings of political adversaries during that time of many sinful capers. Indeed, Putin was particularly well-equipped to deal with the likes of Vladimir Zhirinovsky of the far right Liberal Democratic Party of Russia, and Gennady Zyuganov of the Communist Party of Russia, men who better understood the lash than words of peace. Perhaps to signal the acceptance of his role, Shoigu gave Putin a black Labrador retriever, “Koni.” After ceding power to Putin, Shoigu gave even more. He became the model upon which Putin’s image as the new leader of Russia was formed. Gleb Pavlovsky, a former Kremlin adviser, told The Economist that the administration deliberately crafted Putin’s image in part on Shoigu’s: “Putin was supposed to be a rescuer, too.”

Putin was lornful over the Soviet Union’s collapse. As his presidency grew out of its infancy, Putin was determined to save Russia from further disintegration, and frustrate those he perceived as enemies aiming to weaken it. He would not be satisfied until Russia’s global power and influence was restored and the independent states of the former Soviet Union were brought back under Moscow’s political, economic, and military (security) influence. Putin believed that the greatest danger to Russia came from the West. He saw Western governments as being driven to weaken Russia, create disorder, and make their country dependent of Western technologies. He felt then and now that under former President Boris Yeltsin, the Russian leadership made the mistake of believing Russia no longer had any enemies. Often Putin would publicly lament about the collapse of the Soviet Union, under Western pressure, calling it the worst geopolitical catastrophe of the 20th Century. Russia’s economic collapse, in the view of many Russians, was worsened by the destructive advice and false philanthropy of Western business and economic experts. They believe Western suggestions on ways Russia should conduct its affairs domestically and internationally only served to cripple their country. Experts in the West spoke lightheartedly of Russia as a dying super power, lacking the wherewithal to do anything serious politically, economically, socially, or militarily. In The Guardian at the time, Russia was referred to as “an immature, fledgling democracy which in eight years has gone from one party politics to no-party politics, from communism to fantasy.” Yet, in the hallowed eyes of a so-called dying Russia, life was spying in the form of Putin and like-minded officials. Putin restored order after the internal chaos of the 1990s, becoming the face of the government. Once the heady events surrounding the Soviet Union’s collapse subsided, Shoigu focused on advancing the Ministry of Emergency Situations to achieve all possibilities. For nearly 22 years, Shoigu was present at all major and many minor disasters in Russia. His strong, almost stoic comportment at events, along with his precise, short orders and comments to the newsmedia, radiated a sense of confidence that Russians appreciated. He skillfully navigated Russia’s bureaucracy, accruing power, popularity without making real enemies.

While Putin advanced Russia’s interests his own way, both at home and globally, Shoigu made the most of his own capabilities and effectively advanced the Ministry of Emergency Situations to achieve all possibilities. His ministry became a service with many responsibilities. For nearly 22 years, Shoigu was present at all major and many minor disasters in Russia, standing stoically, with barely a muscle moving in his face. His comportment at events, along with his precise, short orders and comments to the newsmedia, radiated a sense of confidence that Russians appreciated. By skillfully navigating Russia’s Byzantine bureaucracy, he has accrued power and popularity without making any genuine enemies. Even former notables such as Boris Berezovsky appear to have respected Shoigu. Evgeny Minchenko, an analyst who studies the Russian elite, told The Economist: “There’s no one else like him in the ruling class.” He added, “It’s an absolutely unprecedented story. By the 2000s, the Ministry of Emergency Situations grew into a 350,000 strong operation with its own special forces.” Omnia mea mecum porto. (All that is mine I carry with me [My wisdom is my greatest wealth].)

Shoigu As Adviser To Putin

Putin’s management style was likely shaped by his short term in politics in St. Petersburg as the protégé of Mayor Anatoly Sobchak. Putin became his deputy in 1994.   However, his style was surely most influenced during his initial career as an officer from 1975 to 1991 in the Soviet Union’s Komitet Gosudarstvennoy Bezopasnosti (the Committee for State Security) known better as the KGB—the agency responsible for intelligence, counterintelligence, and internal security. With a strong, self-assured, authoritative, no nonsense personality, most advisers’ interactions with him have varied. They may occasionally antagonize the overworked leader even with important or urgent situation reports. Shoigu, however, who was never in the KGB or along with Putin in St. Petersburg, has been able to make use of his own unique sensibilities to understand his leader’s thinking and feelings. Every word Putin has said, his reactions to statements, have informed Shoigu’s understanding of him. Every inflexion, tone, and change in Putin’s voice has provided Shoigu with some insight into what his president was sensing. Added to this is Shoigu’s humble, self-effacing persona and intellectual acuity. It should not be implied from this that Shoigu has not interacted with an “inclement” Putin. After facing Putin’s “larger” voice, he likely tries to salvage whatever may be constructive from such encounters. Surely at times, Shoigu may have his own strong feelings about situations. Nevertheless, as Carl Von Clausewitz, the 19th century Prussian military thinker perhaps would have explained, the ability to maintain his balance in spite of them is a reflection of Shoigu’s strength of character. Some may view Shoigu’s behavior as a manipulation. However, Putin has remained in power by confounding insincerity, and he does not suffer fools lightly. Having observed him closely, Putin obviously feels Shoigu well-serves his needs. Et monere at moneri proprium est verae amitcitiae. (It is a characteristic of friendship to give advice and to receive it.) During significant crises, it is very important for Putin, as much as any other national leader, to have an adviser who fully understands his needs. The encouragement of another, a paraclete, may prove comforting. When Putin and Shoigu talk, Putin perhaps feels free to “clear the air” with him over issues Russia is facing.

Critics at home and abroad whose obloquy should have distracted, disrupted, or diverted Putin, have mainly served as sandpaper to refine his positions. Since his initial rise to power, Putin has become skilled in implementing what critics have called “charm offensives,” explaining his ideas and actions in a manner that is easy, comfortable, assuring, and logical. Sometimes, however, such moves are not enough. Indeed, during significant crises, it is very important for Putin, as much as any other national leader, to have an adviser who fully understands his needs. The encouragement of another, a paraclete, may prove comforting. When Putin and Shoigu talk, Putin perhaps feels free to “clear the air” with him over issues Russia is facing. Of course, Putin would rather tell Shoigu what is to be feared than what he fears for always he is Putin. Shoigu has never used Putin’s confidence in him and strength of his position among advisers to become a haustyrann. Rather, Shoigu also has been able to understand the mood and reactions of Putin’s other capable cabinet members and policy advisers in certain situations, to ensure real cooperation and effective action. It likely accounts, in part, for Shoigu’s refulgence among them.

Shoigu, Tuva, and Paranoia

Shoigu, born on May 21, 1955, was raised in the town of Chadan in southern Siberia, near the Altai Mountains, in a little known Republic of Tuva. His mother was ethnic Russian and his father was ethnic Tuvan. He had a liking for sports, backyard brawls, and risky stunts, such as hopping the ice flows across the powerful Yenisei River. Such high jinks earned him the nickname Shaitan (Satan). Tuvans are among the ancient peoples living in Central Asia. The cultural roots of ancient Tuvans, Uigars, and Kyrgyzians form the basis of Tuvan culture. The traditional religions of Tuvans are Buddhism and shamanism. It is regarding shamanism that for some Russians discord obtains. Shamanism is a practice shrouded in darkness, in which mystery is emphasized and obscurantism is cultivated; as a result, it stirs up fear. Shoigu’s rearing in Tuva at best would only circumstantially suggest, against actual facts, that he might adhere to shamanism.

On May 9, 2015, during celebrations of the 70th Anniversary of the Soviet Union’s victory over Nazi Germany, Russian television cameras fixed on a black convertible carrying Shoigu into Red Square. Shoigu, in full-dress uniform, crossed himself as he passed beneath one of the Kremlin towers. The highly unusual gesture was seemingly designed to allay any questions about the half-Tuvan, half-Russian’s Christianity. Before that, in 2008, during an interview on the Ekho Moskvy radio station, Shoigu stated that he was baptized in the Orthodox faith at the age of 5. Questions over Shoigu’s faith are perhaps the only thing the very popular defense minister must countenance. Shoigu has never done anything to cause concern.  It is not a wish of greatcharlie.com to ignite a debate on concerns a modest few Russians might have on Shoigu’s faith. Delving deeper into the matter may appear as engaging a bit of apophasis (for one to say one will not say what one is going to say). However, Shoigu is a central figure in Russian politics. Ignoring this aspect of his background would weaken the discussion about him here.

An assortment of beliefs and practices claiming the ability to travel from the secular to the “spirit world” for the purpose of spiritual contacts is covered by the term shamanism. Those contacts can also supposedly be achieved through channeling and the use of spirits coming in the form of animals. It is further claimed that practitioners can take on those shapes themselves. Shamanism requires the use of the archaic techniques of ecstasy, developed independent of any religious philosophy. Ecstasy is a prophetic exaltation or rapture characteristic of shamanism and visionary states. Those states can be naturally induced with entheogenic plants and herbal concoctions. They can be artificially induced by breath control, fasting, meditation, drumming, and other shamanic and yogic practices. Entheogens come in many forms but most commonly from plants known as psychoactive drugs. The use of hallucinogenic plants and herbal concoctions can result for example in visions of demons, distant persons, landscapes, or detailed enactments of recent unsolved crimes. Shamanistic medicinal practices include the application of various ancient witchcraft techniques. Those treated with such can be drawn into deeper, darker occult practices. They can also open a door to evil spirit possession and other forms of occult bondage. Its rituals and methods can lead to intense physical pain and afflictions, temporary insanity, emotional depression, and powerful spiritual torment. How Shoigu’s alleged adherence to shamanism might tie into his role in government or as Putin’s adviser is uncertain.

Putin knows that there are those Russians who will do such things as react superstitiously toward Shoigu. He has vacationed in Tuva with Shoigu many times since. Putin would like Russians to replace any unfounded superstitions about Shoigu and Tuva with authentic truths and worthier ideas.

He has taken on issues surrounding Shoigu’s Tuvan roots with some guile. Putin went on a fishing trip to Tuva with Shoigu and Prince Albert II of Monaco in 2007. He has vacationed in Tuva with Shoigu many times since. Putin would like Russians to replace any unfounded superstitions about Shoigu and Tuva with authentic truths and worthier ideas. Putin wants all Russian citizens to be part of their country’s rise to greatness. Divisions based on race, ethnicity, religion and origin hinder that.

Much as the orator, poet, and statesman, Marcus Tullius Cicero, concluded about his Ancient Rome, Putin similarly believes loyalty to the Russian Federation must take precedence over any other collectivity: social, cultural, political, or otherwise. As noted by Clifford Ando in Imperial Ideology and Provincial Loyalty in the Roman Empire (University of California Press, 2013) in the hierarchy of allegiances outlined by Cicero, “loyalty toward Rome occupied a superordinate position: her laws and her culture provided the normative fabric that would, to borrow a phrase of Rutilius Namatianus [Poet, Imperial Rome, 5th Century], ‘create from distinct and separate nations a single fatherland’.” Likewise, Russia’s laws and culture provide the normative fabric from which a united country is created from diverse peoples. Possession of citizenship should be the basis to cause individuals to identify with the concerns of others in widely disparate populations among Russia’s republics. Putin wants Russians to be in a “Russian state of mind,” a mental state created when diversity, creativity, and optimism coalesce. A citizen’s attitude, perspective, outlook, approach, mood, disposition, and mindset should stand positively Russian.

Shoigu As Defense Minister: The Shoigu Factor

Appointed on February 15, 2007, former Russian Federation Defense Minister, Anatoly Serdyukov launched a much needed reform effort to make the Russian Federation Armed Forces more effective. However, Serdyukov ran afoul of the defense industry and senior military commanders with failed procurement programs, efforts to import foreign weapons systems as the France’s Mistral aircraft carrier, and purges and unit reorganizations. In addition, there were a series of highly publicized corruption scandals in the ministry. On November 6, 2012, Putin tore Shoigu away from a very short stint as the elected Governor of Moscow Oblast that began on April 5, 2012 and put the armed forces in his hands.

Evidence of the “Shoigu factor” became apparent as soon as Shoigu started the job. While essentially preserving Serdyukov’s reforms, and harnessing expenditures, Shoigu improved military readiness. He created a new corps, the Airspace Forces. He created eight new operational task forces, twenty-five divisions, and fifteen new brigades. He improved the control system of the armed forces by creating the National Defense Control Center of the Russian Federation. Shoigu ordered soldiers to wear socks instead of cloth foot-wraps (portyaniki). He had Army commanders increase snap inspections and military exercises. Long-range Airspace Force bomber flights and Navy combat patrols steadily increased.  Morale in the armed forces picked-up as a result of these measures and others. Upon becoming Defense Minister, Shoigu improved the control system of the armed forces by creating the National Defense Control Center of the Russian Federation. Within the ranks, Shoigu ordered Army troops to wear socks instead of cloth foot-wraps (portyaniki). He had Army commanders increase snap inspections and military exercises. Long-range Air Force bomber flights and Navy combat patrols steadily increased. These and other measures enhanced military readiness and rejuvenated morale in the armed forces.

Quemad moeum gladis nemeinum occidit, occidentis telum est. (A sword is never the killer, it is a tool in a killer’s hands.) The views of Putin and Shoigu on “the threat” the West poses to Russia are in sync. Shoigu told the TASS news agency in October 2015, “Russia’s sovereignty, which is secured by its army and navy, will always be the obstacle against which during the 1,152 years of Russia’s existence many Western rulers have broken their teeth.” Russia’s strategy toward NATO is based on the premise its’ intent is hostile. Aerial and naval probes into NATO’s defense zones have wreaked havoc on the sense of security of some Member States. In Syria, Crimea and Eastern Ukraine, Russia has been able to boldly and effectively project power. In Syria, Russia Federation Armed Forces have used new weapons systems, including: the sea-based Kalibr 3M-14 cruise missile, launched from surface ships and submarines from as far as 1500 kilometers away from their targets; the air launched KH-101 cruise missile; and, the Sukhoi Su-34 strike fighter. On December 19, 2015, Putin stated: “We see how efficiently our pilots and intelligence agents coordinate their efforts with various kinds of forces—the army, navy, and aviation; how they use the most modern weapons.” Putin continued, “I want to stress that these are by far not all of our capabilities,” adding, “We have more military means. And, we will use them—if need be.” Other military means Shoigu is working on include: greater use of military spetznaz (special service troops) to train allies and support their combat operations, the RS-28 Sarmat Intercontinental Ballistic Missile (ICBM), the RS-26 ICBM, and the PAK-FA T-50. The spetsnaz unit of the Russian Airborne Troops and the Special Brigade of the Serbian Army (above) engage in a joint exercise in Serbia. Putin has discussed their presence in Ukraine. Spetznaz can provide a spectrum of military capabilities to include: advising Russian allies, providing airborne and special operations training, and directly supporting combat operations. Their capabilities have been displayed in Syria. Spetznaz have also provided training to Russian Federation allies in its near abroad.

Spetznaz can advise Russian allies through special operations training and during combat by assisting in the location and designation of targets for air strikes, and engage in direct action by locating, capturing or killing specific leaders and other specific personnel, destroying military facilities leaders and conducting raids and ambushes, and destroying military facilities, and infrastructure, as well as protecting Russian and allied facilities, assisting in providing medical services, and coordinating the distribution of equipment to allies. Their capabilities have been displayed in Syria. Putin has referred to their presence in Ukraine. Spetznaz have also provided training to allies of the near abroad as Abkhazia, South Ossetia, Transnistria, Moldova, Belarus, Armenia, Belarus, Kyrgyzstan, Kazakhstan, Tajikistan, Mongolia and as far west as Serbia. The RS-28 “Sarmat” is the newest heavy liquid-propelled ICBM under development for the Russian Federation Armed Forces. In 2018, the Sarmat will replace older Soviet R-36M (SS-18) missiles dubbed “Satan” by NATO, as the heavy silo-based component of the Russian nuclear forces. The Sarmat’s twelve heavy thermonuclear warheads will be infividually stearable during reentry.

The Russian Federation deploys an estimated 307 ICBMs which can carry approximately 1040 warheads. They represent only 40 percent of the country’s total arsenal of thermonuclear warheads. The RS-28 Sarmat is the newest heavy liquid-propelled ICBM under development for the Russian Federation Armed Forces. In 2018, the Sarmat will replace older Soviet R-36M (SS-18) missiles, dubbed “Satan” by NATO, as the heavy silo-based component of the Russian nuclear forces. The Sarmat will use the same silos as the Satan, but modified for its specifications.
