Commentary: Trump Withdraws US Troops from Syria: What Considerations Impelled His Decision?

After US President Donald Trump announced that US troops would be withdrawn from Syria, critics and detractors surmised that he reached the decision from thin air, and hastily announced it at the end of 2018 in order to “check off” a campaign promise. It was also said Trump had disregarded US allies and friends in Syria. In truth, the decision was well-mulled over by US decision makers. Far more factors were part of the decision than the short-list reported in the US news media.

There was a storm of disagreement, and in some foreign policy circles in Washington, outrage, following the decision by US President Donald Trump to withdraw US forces from Syria. Fault with the decision was supported by the claim that Trump was acting against the best advice of his top military commanders and other foreign and national security officials. It was also said that Trump was displaying a certain insouciance toward allies and friends on the ground in Syria, to include Kurdish Forces (the People’s Protection Units or YPG) and the Syrian Democratic Forces (Arab and Assyrian fighters, as well high numbers of YPG units). Additionally, it was widely surmised that Trump reached the decision to withdraw US troops from thin air, and hastily announced the decision at the end of 2018 in order to “check off” a campaign promise. Some news media commentators even went as far as to claim that the decision signalled a new US isolationism and the beginning of a contraction under which certain US interests worldwide would be abandoned. In truth, the decision was thoroughly mulled over in a decision making meeting prior to being announced. Moreover, far more factors, in particular factors that tied to reality, were part of the decision, than the short-list reported in the news media. The aim here is to enumerate and examine, from an out of the box perspective, some of the likely considerations made by Trump and his aides and advisers prior to making the Syria decision public. Hopefully, the examination here will contribute in some way to the policy debate in the US on Syria.

The Syria situation was not a problem of Trump’s making. US President Barack Obama and other national leaders poorly interpreted information concerning an opposition movement that had organised against the regime of Syria Arab Republic President Bashar Al-Assad in March 2011. They believed that opposition movement made Assad regime ripe for change, however, opportunity was seen by Obama and his foreign and national security policy decision makers where there was none. The conclusion was that with a modicum support for the right opposition groups, the Assad regime would face collapse and be forced to the negotiation table, where Assad, himself, would agree to an orderly and immediate transition of power. Among a long list of negative consequences that have resulted from that policy approach have been: a seemingly never ending civil war in which millions of civilians have become casualties, millions more have been displaced, Russia and other countries who are potential adversaries of the US have strengthened their presence in Syria and increased their influence on the Assad regime; and, extraordinarily dangerous terrorist groups such as Al-Qaeda and ISIS, have established strongholds. Along with the US, European and Middle Eastern countries, have invested troops and other resources in Syria in what has been a successful effort to destroy terrorist groups in particular.

The contradiction between the desire to continue the fight alongside allies and friends, (that resulted in what now appear to have been ill-advised promises by US officials that the US would remain in Syria), and the requirements of force protection and the need to respond to rapidly evolving geostrategic realities in the region, made the decision to withdraw undoubtedly agonizing. Trump, however, was not marginal about the matter. Some of Trump’s top advisers were very disappointed over where the final decision fell. A couple top officials, having determined that continuing to work in support of Trump’s choice would compromise their personal values, their consciences, resigned. Perhaps an effort to keep US allies and friends invested in Syria militarily or otherwise of the decision to withdraw, even in camera, was a missing step. However, the decision will not be judged right or wrong here. Homines enim cum rem destruere non possunt, iactationem eius incessunt. Ita si silenda feceris, factum ipsum, si laudanda non sileas, ipse culparis. (Such is the disposition of mankind, if they cannot blast an action, they will censure the parade of it; and whether you do what does not deserve to be taken notice of, or take notice yourself of what does, either way you incur reproach.)

The announced withdrawal of US military units from Syria came as a surprise when Trump first made it on Twitter and then with a public statement on the White House lawn. There was an immediate rush by critics and detractors of Trump to pure negatives on the decision such as calling it an abandonment of allies and friends in the field. Other observers, uncertain about the future of Syria and uncertain of the future course of the US in the region, joined in the chorus against the decision. As promises were made by US officials other than Trump to stand alongside and support allies and friends, did as much to convince many observers that the US commitment to Syria was essentially open-ended, the disappointment and harsh reactions were stronger when that belief was dashed. Yet, with an assessment made that the main mission of destroying ISIS and other terrorist groups in Syria, and correlatively degrading their ability to act elsewhere, reaching toward its terminus, keeping US forces in the combat zones of Syria, keeping them in harm’s way, became questionable to Trump. All along, it was a calculated risk to deploy and allow US  forces to operate in Syria. Having spent months crossing his fingers concerning the well-being of US troops there, Trump made the decision to withdraw. Although US troops, themselves, expect to be in harm’s way whenever they are deployed in combat zones overseas, value judgments must be made by the civilian leadership on the returns or benefits from such dangerous deployments. It would seem Trump determined that the return on the US investment of troops in Syria, no longer justified placing their lives at risk. In making this decision, Trump likely felt some satisfaction knowing that he has robbed potential adversaries of the freedom to include an attack on US forces in Syria in their calculus of how they might hurt the US in the region.

US troops deployed in Syria are among the best trained in the US armed forces. As expected, they accomplished a tremendous amount. Yet, although extremely effectual in their performance, the size of their deployment, 2600 troops, is lean relative to those deployed in Operation Inherent Resolve in Iraq, Operation Freedom’s Sentinel in Afghanistan, Operation Iraqi Freedom in Iraq, or Operation Enduring Freedom in Afghanistan. Their numbers are also meager relative to the presence of potential adversaries in Syria. Expectations from those troops should not be placed too high. For those rightfully concerned with worldwide impressions of Trump’s decision to withdraw US forces, there should be an awareness that the force of 2600 troops was too few to do too much on the ground anyway. Change in Syria in the interest of the US and in a way that reflects US values would mean: allowing for the return of refugees and displaced persons; the establishment of transparent democratic governance in some form at the local, provincial, and national levels in Syria; providing all people of Syria with residences, more than just temporary shelters; an adequate, regular supply of sustenance; a means to sustain the delivery of sustenance; sufficient sources of potable water; continuous power and electricity; a highway and road systems that will allow for freedom of movement; reconstruction bridges, tunnels, airports, harbors, dams, parks, and waterways; schools for children; hospitals and health clinics; sanitation system; law enforcement at the local, provincial, and national level; a courts system; effectual employment bureaus, a secure banking system; the rebuilding of factories and other workplaces; an agribusiness development program; and, a multitude of other necessities that will support the development of a viable society. Given the size of the force, it would not be able to guarantee the top five items enumerated on this list, particularly the safety and security of Syrian returnees from the Assad regime and other potential adversaries. The Assad regime would invariably want all returnees to fold neatly under its cruel subjugation. There would also be the requirement of protecting the Syrian people from Islamic militant groups seeking to reestablish their Caliphate or some new Islamic State from which they could launch terrorist attacks globally.

There is a broader picture concerning US capabilities and capacity to conduct military-style operations. Wars can be fought even when formations of US troops are not present. Other less visible ways and means to support the Kurdish Forces and Syrian Democratic Forces can be provided by elements of the US intelligence community to include the Central Intelligence Agency (“CIA”) and the Defense Intelligence Agency (“DIA”). Invariably, some US troops could be used covertly, in specialized technical role for those agencies. By integrating themselves among local military units, they can provide assistance in the form of supply, training, and guidance to local senior leaders, support special reconnaissance, aid local commanders with command and control of units, and engage in direct action when required. A few historical examples of the success of such operations include: CIA operations in Military Region 3 in South Vietnam; the employment of Special Forces Operational Detachments in Operation Desert Storm in Kuwait; operations in support of the Army of Bosnia and Herzegovina and the Croatian Defense Council during both Operation Sana and Operation Oluja during Bosnia War; and, CIA and DIA operations in Afghanistan during Operation Enduring Freedom. Arguably, engaging in a covert operation with paramilitary trained case officers, special activities operators, and special forces soldiers working in tandem with local troops may not be as effective as having US military units perform tasks, but it is a viable option when the decision has been made to no longer make formal use of the US military. On the particular matter of providing forward control for airstrikes to defend allies and friends against attacks, resources would exist among operatives of those agencies on ground to perform that task. Moreover, with concentrations of US troops no longer on the ground in Syria, US air assets and the US-led anti-ISIS Coalition, while still maintaining parameters for safety for allies and friends, could pursue ground targets more vigorously with less concern that retribution from a malign actor against US troops would be possible. That retribution could take the form of a surprise military attack or an act of terrorism.

Many of the immediate impressions expressed about Trump’s decision to withdraw US troops from Syria ignored certain realities of the evolving situation in the Middle East. There is a broader picture of foreign and national security policy for the US and other countries in the region of which US troops deployed to Syria had become a part. To understand that bigger picture, one only needs to listen closely to the persistent anti-US grumblings voiced from the capitals of potential adversaries within the region. National leaders and other top officials of those countries insist more directly that they have the will and inclination to assert themselves in Syria. In addition to those grumblings are tests of missiles of considerable range and latent warnings concerning the reinitiation of an ostensibly dormant nuclear weapons program. Perhaps through miscalculation, they might decide to act against US forces not simply to destroy them, but rather as a means to force them out. Fresh in the minds of many in the region are the 1983 attack on the US Marine Barracks in Beirut, Lebanon and the 1996 attack on US troops at the Khobar Towers complex in Dhahran, Saudi Arabia, and the responses by the US. Perhaps a few US political leader, though surely well-meaning, have forgotten that the enemy will have a say in the outcome of the best laid plans of Washington. (With all of the “what ifs” considered, force security has been optimized through the employment of a suite of tactics, techniques, procedures, and methods by US force commanders in Syria. Yet, only the clairvoyants can walk with an assured step in the opaqueness of the Levant. There, one must always expect the unexpected.) Lessons learned from past US military deployments to support allies in the region, which were also relatively limited in scope, have undoubtedly left Trump determined to avoid the disasters that US Presidents have faced in the past. It is far preferable for the US to act, not wait until it must react in response to such possibilities. Further, if Trump, using his experience with, and understanding of, other national leaders has felt vibrations, intimations that US forces were facing an increased danger from a certain direction in Syria, it would only be prudent him to be safe rather than sorry by moving those troops elsewhere. Correlatively, Trump would never be willing to take the chance of having the US plunged into a conflict on an adversaries terms.

The possibility must be considered that a clash between US forces and a prospective adversary on the ground in Syria could put US troops in real jeopardy. True, numbers are not everything, and the outcome of a military engagement that would include very capable US troops cannot be determined by simple bean counting. To avoid such clashes, since 2015, the US and Russia have maintained a “deconfliction line” to communicate the locations of their respective air and ground forces in Syria. Still, US troops have exercised their right to self-defense and clashes have occurred. When pro-Syrian regime fighters, mostly Russian mercenaries, attacked 40 US troops at their military base at a refinery near the town of Deir al-Zour in February 2018, around 200 of the attackers were killed. There were no US casualties. Despite that favorable outcome, circumstances may not stand in the favor of US troops on some other occasion. Russian military forces and the forces of other potential adversaries on the ground in Syria are actually formidable given their size and strength. They are close enough to US troops to pose a danger that should not be dismissed.

The order to withdraw US troops from Syria might have equated to the sounding of retreat if it had occurred following a very public threat from an adversary, or had occurred in the face of an adversary’s deployment of its forces on the ground precisely to threaten US forces. A decision not to withdraw in response to such military threats from adversaries would likely require the deployment of greater numbers of US troops in Syria and perhaps preparation for a larger war in the region. This consideration has rarely been a factor discussed by Trump’s critics and detractors and other observers in the US news media. However, it would only be a natural concern for any US president who has placed US troops in harm’s way. Quod dubites, ne feceris. (Never do a thing concerning the rectitude of which you are in doubt.)

As with other US troops in the region, US forces in Syria face a significant threat from attack by potential adversaries in the region with long-range artillery and rockets in country and precision rockets from their countries or other locations in the region in which their forces are operating. The spectrum of possible attacks indeed goes beyond frontal assaults on the several small US bases in Syria’s northeast. This consideration has also failed to find its way into the  commentaries of Trump’s critics and detractors and other observers in the US news media. The enemy has the ultimate say in how it might strike. Projections that fail to ascribe all probabilities and limit consideration to only some possibilities, perhaps the top five or top ten, while dismissing those they may feel are unlikely or de minimus, are flawed. To make a decision without the complete picture would be akin to walking down a blind alley.

There has always been the reality that Assad could attempt to strike US forces in Syria using his remaining chemical weapons stockpile, the same stockpile that the Russian Federation had confirmed that he had removed. Such an attack could be conducted as a suicide attack or “martyrdom operation”. Assad could potentially conduct such an attack even if his regime was placed in complete jeopardy. Assad is a study in miscalculation and irrationality especially when it comes to military action. A surprise chemical attack against a US base in Syria could have a devastating effect, harming a great number of troops. US troops have guarded against any effort by Assad to put his forces in positions near their bases. Away from the combat zone of Syria, comfort may be found in the thought that US forces could respond to such a chemical strike with an immediate, devastating strike upon the regime, essentially destroying it. Still, a massive retaliatory against the Assad regime would do little to help any US troops lost or injured in such an attack. The US certainly cannot rely upon Moscow to keep Assad in check regarding his chemical weapons. In reality, the door has been left open to his madness for some time. Non omnes eadem amant aut easdem cupiditates studiaque habent. (Not all men love the same things or have the same desires and interests.)

The notion that the presence of US troops in Syria should remain to serve as a barrier or trip wires in case of attacks against US allies and friends by potential adversaries and also by other US allies and friends is abhorrent. With regard to dealing with US allies, the capabilities of US diplomats should not be underrated to the extent that military force posed against allies must suffice for skilled negotiation. As for potential adversaries, it is uncertain what would be the fate of US forces if an adversary launched a swift, concerted attack with combined arms against them. It would appear that many US political leaders, policy analysts, and particularly Trump’s critics and detractors in the US news media are willing to wait and see what happens. Leaving US troops in Syria to continue as they have until the time that they might actually be attacked by an adversary could be called questionable judgment. It would essentially boil down to waiting around until casualties are suffered by US forces. Such thinking does not flow from the concept of America First. If having an available response in Syria is absolutely necessary, US military planners could develop a scheme, for example, to encamp US troops in nearby Iraq, Jordan, or perhaps even Turkey, arrange, determine ways to synchronize surprise deployments or powerful blows from vertical and ground assaults against an attacking force at a time and place of the choosing of US commanders. It might actually be a more effective way to place US forces in a position superior to that of an adversary in order to destroy it as effectually as possible.

If US troops in Syria were attacked in a concerted military way or were hit with some massive terrorist attack and losses were suffered, there is no guarantee that public support would exist nationally and that political will would exist in the US Congress for a large military build up in Syria and perhaps the start of a wider war in the region. Trump administration plans might very well be waylaid by a rebuff from the Congress given that control of the US House of Representatives has gone to the Democrats, the political party in opposition to Trump and his Republican Party, following the 2018 US Congressional Election. All indications are that the intention of the Democrats is to be activist, questioning decisions on foreign and national security policy of the US president and possibly uprooting some. (As these things go, the focus of Trump’s political foes would likely be the tragedy of the attack, itself, and why more consideration had not been given, and why more had not been done, to ensure their safety and security. It might be then that the decision of keeping US troops in Syria would be lambasted as questionable judgment given the mission was so limited.) It would seem best for Trump to act now to ensure the safety and security of US troops, rather than face what could very well be: a tragic situation of unknown consequences; the need to make a decision under duress on whether to remain and fight or withdraw; and, if he decides to remain, almost ensure that he will contend with an enormous political battle over the fight in Syria with Congress. To act now, by withdrawing US troops, rather than wait for an adversary to decide their fate, could be considered prudent. Iniqua raro maximis virtutibus fortuna parcit; nemo se tuto diu periculis offerre tam crebris potest, quem saepe transit casus, aliquando invenit. (Unrighteous fortune seldom spares the highest worth; no one with safety can long front so frequent perils. Whom calamity oft passes by she finds at last.)

Israel, Jordan, Turkey, and other regional actors, as well as European allies such as the United Kingdom and France, are already taking steps through airstrikes, ground incursions, raids, and other direct attacks to degrade well-known terrorist groups lurking in strongholds in Syria. Israel, in particular has focused also on placing severe limitations on the capabilities and capacity of a certain country that is also potential adversary of the US in the region. Yet, while such actions have been useful in curating the diverse ecosystem of military forces and terrorist groups on the ground, they have also increased the chances that those elements would attempt to lash out in retribution against US forces in Syria. Thus, as a result of the US troop presence in Syria, US allies have doubtlessly acted in a manner that would avoid precipitating such retribution. Planning for airstrikes in Syria, for example, was done by allies through the Coalition Air Operations Center at Al-Udeid Air Base in Qatar and independently at their respective national air operations headquarters with US troops on the ground firmly in mind.

The primary and strongest US ally in the region, Israel, has been somewhat restrained in its operations in Syria against some longtime adversaries, who have been malign actors not only in the region, but around the world. Upon the departure of US troops from Syria, Israel will be provided an opportunity, a freer hand, to engage in more effectual and perhaps more robust action there. No longer hamstrung by the potential misstep of provoking its adversaries to strike against US forces ostensibly in retribution for its attacks, Israel may decide to finally crack the problem of the presence of its adversaries being based so close to its sovereign territory. With likely the same minimum of attention its operations in Syria have attracted so far in the global news media, Israel can engage in concentrated operations to degrade its adversaries and eliminate threats with a tempo and ferocity such that those adversaries could no longer face losses inflicted upon them. To borrow a phrase from former US President Richard Nixon, Israel will have the opportunity to “sock it to them!”  If those adversaries would choose to resist exiting Syria, in order to survive, they would very likely be required to redeploy in a way that would make them ineffective on the ground. Indeed, Israel might be able to create the type of environment in Syria that would cause pause among Islamic militant groups hoping to establish themselves in Syria. The extent to which the US might support or assist Israel with any efforts in Syria is uncertain. That would likely be decided sub rosa. However, the US would most likely step up and provide whatever might be possible. Turkey would also have a similar opportunity to respond more robustly against Islamic militant groups in Syria. Turkey’s military capabilities, though, are somewhat limited in comparison to those of Israel and its increased efforts would likely require incurring greater risks.

With regard to impressions the withdrawal of US troops from Syria might have made upon the global audience, few capitals worldwide would likely equate their sovereign countries, whose nationhood and history they extol, to the autonomous Kurdish areas in Syria. While feelings of empathy may be felt by national leaders toward the Kurds situation, most would hardly commit anything too significant from their own resources in support of them. In fact, some national leaders would likely agree with the notion that US troops should be kept out of harm’s way to avoid at least for now, a greater conflict in the region. Cito enim arescit lacrimal praesertim in alienis malis. (A tear quickly dries when shed for the misfortunes of others.)

The withdrawal of US troops from Syria will ostensibly eliminate all financial costs for the US related to that deployment. At the same time, Russia and other countries remaining in Syria will need to keep a robust military and security presence there in order to reasonably maintain control of the situation, or at control of that area referred to as “Useful Syria”. They would most likely need to engage in many more operations against Islamic militant groups to secure peace as such groups may attempt to violently reestablish themselves in the country. The job of “restoring Syria to its past glory” through reconstruction will be incredibly difficult as Russia and one of the countries remaining in Syria are contending with punishing sanctions for misdeeds on other matters. They would surely be precluded collecting the amount of financial resources necessary to engage in such an undertaking successfully. As months and possibly years pass, the effects of wind and rain will make bomb-damaged, dilapidated buildings and other derelict structures even less appealing to the eye. The same global audience whose views on the US troop withdrawal were a concern for Trump’s critics and detractors, would have an excellent opportunity to observe and assess what might be in-store for them if they too relied on the patronage of those countries. They could judge for themselves what leadership from those countries is really worth.

Removing the conventional US military footprint in Syria would place the responsibility to develop a complex comprehensive plan for reconstruction and peace-enforcement in the country squarely in the court of Russia and other countries who remain there. Any attempt to proceed without such a plan would be a huge blunder. Moving too slowly to repair Syria will allow ideal conditions to exist for an Islamic militant groups to attempt to fill the vacuum of power around the country. That is what occurred in Iraq after US forces were withdrawn. It was all pretty much foreseen by many US intelligence analysts. Unfortunately, the histories of Russia and other countries in Syria include no authentic success in such a reconstruction effort in contemporary times. As mentioned already, the economic circumstances of those countries are dire, shaped in great part by sanctions. That factor might do much to hinder them from gathering resources to engage in such an undertaking.

Conditions in Syria may not be optimal for the US, but Trump recognized that he was in a relatively favorable position to make the decision to withdraw, and he did so. Despite all of the bdelygmia, the decision appears to be the result of an in-depth examination of the realities of the Syria mission by Trump and his closest aides and advisers over time. The factors presented here reflect Trump’s pattern of well-considering the short-term and long-term interests of the US, before taking any steps. With so many actors on the stage in Syria doing so many disparate and discreet things, it is also possible that some rarefied, furtive bit of information marked “for the president’s eyes only” may have been behind the choice made. At the risk of unsettling readers by injecting in a bit of levity in the subject matter, one could say that Trump, the erstwhile owner of a plethora of casinos, is expert at knowing “when to hold up, when to fold up, when to walk away, and when to run!”

Russia’s Lavrov Says Fighting “Terrorism” Should Unite Syrian Opposition, Damascus; But Animus and Past Blunders of Powers Propel the Three-Way War!

The Syrian Air Force fighter jet, above, is bombing a neighborhood on the outskirts of Damascus. Ironically, Syrian President Bashar al-Assad, with the goal of “saving” his country from the Syrian opposition movement, destroyed nearly every major city and town in it. After four years of conflict, US policy, instead of forcing Assad from power, has resulted in a three-way war with no end in sight.

According to a January 28, 2015 Reuters article entitled “Russia’s Lavrov Says Fighting ‘Terrorism’ Should Unite Syrian Opposition, Damascus”, Russian Foreign Minister Sergei Lavrov urged members of the Syrian opposition movement and representatives from the regime of Syrian President Bashar al-Assad at peace talks in Moscow to join forces to combat the threat of terrorism. While expectations of a breakthrough at the January 28th Moscow meeting were low, Russia hoped the talks would give impetus to a long-stalled peace process in the four year conflict. Lavrov said at the time, “We believe that the understanding by politicians and leading representatives of civil society of the necessity to join forces to combat this common threat (of terrorism) should become the key for the resurrection of the unity of the Syrian nation.” However, the Syrian opposition and the Assad regime are more interested in fighting one another than fighting the Islamic State of Iraq and Greater Syria (ISIS) and other Islamic militant groups. Their mutual animus was also evinced when both sides failed to commit to the peace plan of UN mediator Staffan de Mistura that seeks to establish local fighting freezes throughout Syria. The fighting freezes would allow civilians to evacuate and humanitarian aid to be delivered.

In the 2008 Presidential Campaign, then candidate Senator Barack Obama admonished the administration of George W. Bush for engaging in military adventurism under the umbrella of the Global War on Terror. Yet, early on, the administration of President Barack Obama found itself unable to yield to the temptation of responding to some clarion call to cleanse the world of all ancient evils, ancient ills. In Syria, the Obama administration responded in support of the opposition which blossomed during the so-called Arab Spring. However, its commitment to the opposition has proven to be a snare and quite unsatisfying. The US public has become inured to perfunctory ramblings from administration officials that typically descend into specious statements about victory being attainable. Now those officials speak about Syria with enigmatic faces on. They do not register despair, but they are likely internalizing plenty of it over their long-unproductive Syria policy. The removal of Assad and his regime has been the expressed desire of the Obama administration. In an August 18, 2011 written statement, Obama said “For the sake of the Syrian people, the time has come for President Assad to step aside.” However, after established a purpose, no genuine effort was made to achieve that purpose. The Obama administration’s actions indicated a lack of commitment to Syria.   Its approach was inchoate. A number of formulaic protocols for assisting such movements were followed. There was never any intimation among officials that change was near. Rather, the Obama administration displayed a lack of situational awareness.

The Obama administration was remiss on many aspects of the Syria case. When success is possible, waiting with patience and fortitude, is reasonable. The record on Syria makes questionable any decision to wait any longer to achieve success taking the same course of action. Experienced eyes have grown weary over time waiting for some declaration of triumph, signs of progress, or the proposal of a genuine solution. Looking back at the approach on Syria with “young (alert) eyes” shows its true course and reveals much of the “failure” has been self-inflicted. The Syria policy should take a new turn. Some regrettable but necessary choices need to be made. Conscientia mille testes! (Moral self-knowledge equals a thousand witnesses!)

Going-in with the Syrian Opposition Movement: The First Mistake?

The spiral toward war began in 2011 with protests for reforms and for a halt to violence against prisoners held by the Assad regime. It erupted into armed conflict. There were attempts to stem the violence with referendum on single party rule, but there was little confidence in the regime’s promises in the ever-growing opposition. By the end of summer, the SNC was formed in Istanbul as the main organization of the opposition. The SNC called for the overthrow of Assad’s regime and rejected dialogue. Meanwhile, another organization that formed, the National Coordination Committee, supported talks with the regime believing that bringing down the regime would lead to further chaos and conflict. These organizations included political groups, long-time exiles, grassroots organizers, and armed militants, mostly divided along intellectual, ethnic, and sectarian lines. In December 2011, the organizations were finally “united” against the Assad regime by agreement. The Free Syrian Army (FSA) was cobbled together in 2011 with a curious mix of Syrian retired military, defectors, former reservists, and the movements’ activists, along with Islamic militants and members of the al-Qaeda affiliated groups. Its FSA was placed under the military-wing of the opposition, the Supreme Military Council (SMC), commanded by Salim Idriss. FSA’s ranks quickly grew to 15,000 fighters on the ground. Yet, SMC had difficulties establishing real cooperation and coordination among the mixed-bag of FSA units. The units did not admire or obey civilian opposition leaders. Groups such as ISIS and Jabhat al-Nusra progressively functioned more independently.  Oddly, Western governments monitoring the situation closely saw no danger. Rather, they began to examine the SNC and SMC as the core of a new political and military leadership in Syria. States such as Turkey, Qatar, and Saudi Arabia even began secretly delivering tons of arms to the FSA. After UN and Arab League joint special envoy, Kofi Annan, failed in his effort to create a ceasefire, more states, the US included, began to consider ways to support the SMC and FSA.  International military intervention was ruled out in a March 2012 meeting in Cairo by the Arab League. However, Assad was asked to step down and pass his power to his vice-president and an expansion of the Syria monitoring mission was proposed. Assad rejected these proposals, but SNC and SMC rejected them also. In the midst of a considerable international response in their favor, SNC and SMC members argued over policies and approaches. Arguments became a regular feature of opposition meetings.  Yet, the shortcomings of the opposition had no discernible impact on international supporters. Conferences held by the US, EU, and Arab states to decide how to aid them held in Doha, Qatar, and Tunis, Tunisia. US Secretary of State Hillary Clinton created the “Friends of Syria” designated to stand with the people of Syria and not the government. Even further, in a Geneva meeting, a UN communiqué was drawn up that agreed to the creation of a transitional government and what it would look like. It would include members of the opposition and former members of the regime based on consent. The US demanded that Assad not be allowed a place in the transitional government. That communiqué threw the West in direct support of the opposition. It was believed within the Obama administration that Assad would simply fall away. Officials expressed statements such as: “Assad is toast!”; “The winds of change would sweep Assad off the stage!”; and, “Nature would take its course!” Yet, that delusion did not touch reality at any point. Western analyses that evenly matched FSA and the Syrian Armed Forces were wrong. The situation was always tilted in Assad’s favor. Culpa lata! (Gross negligence!)

The FSA: Outgunned and Outmatched

The FSA’s size, relative to Assad’s forces was meager. It was not organized for decisive action, lacked real military power, possessing no high-tech or heavy weapons, and was unable to march on Damascus to remove Assad. The Syrian Army had considerable size, strength, and capabilities. At the civil war’s outset, the International Institute for Strategic Studies declared Syrian Army forces stood at 50,000 loyal forces mainly among Allawite Special Forces, the Republican Guard, and the 3rd and 4th Divisions. However, other analyses, taking into consideration the ranks of the security forces are counted as a whole, including the Mukhabarat or Intelligence organizations, the police, and paramilitaries/street gangs (shabiha), the number rose near 200,000. The combat power of that force has been enhanced on the ground by the presence of allies such as the Iranian Revolutionary Guard Corps (IRGC), the IRGC Quds Force, Hezbollah, the National Defense Forces militia, and Iraqi Shi’a militant brigades. Tons of arms and sophisticated weapon systems from Russia, and additional aid from Iran, further enhanced the force. Israeli analysts had estimated that 4,000 Iranian officers and men from the IRGC, Ministry of Intelligence and Security, and Quds Force were on the ground. The Iranians were ready to fight alongside the Syrian Army, and did so at Qusayr, Homs, and Damascus much as they fought alongside the Bosnian and Herzegovina Armija from 1994 to 1995. Hezbollah alleges it went into Syria from Lebanon with 4,000 fighters once Iran began to commit forces. In a NATO assessment of the situation in Syria completed in July 2013, it was determined that Assad’s forces have already ended any short-term or mid-term threat from the Syrian rebels.  It predicted that Assad’s forces, with varied support from Russia and Iran, would capture major FSA strongholds with the exception of northern Syria by the end of 2013.  NATO concluded that during the spring, the FSA’s military campaign had failed.  A dramatic deterioration of the FSA’s Syrian component reportedly began in April 2013. The point was reached where it was difficult to distinguish who wanted to fight the Assad regime and who was simply out to collect a paycheck.  More importantly, NATO claimed then that Syrians were not doing the bulk of the fighting against the Assad regime.  The majority of fighting was being done by foreign fighters of Islamic militant groups, chiefly ISIS and Jabhat al-Nusra.  NATO’s assessment impacted the decision by leading NATO countries to suspend lethal weapons shipments for the FSA.  In mid-July, the United Kingdom and France, once the most vocal supporters for arming the FSA, signaled their opposition to shipping any weapons to Syria fearing the shipments might end up with ISIS or Jabhat al-Nusra.  De fumo in flammam! (Out of the smoke, into the flame!)

No matter who in control Syria whenever peace comes, they will face a colossal reconstruction effort of astronomical cost.

The Central Intelligence Agency’s Role: Limited and Exposed

On March 21, 2013, it was revealed to the New York Times that the Central Intelligence Agency (CIA) was playing a covert role in the air transport of arms and supplies for delivery in Syria. A former US official confirmed in anonymity that in early 2012, CIA Director, General David H. Petraeus, was instrumental in getting the airlift network moving and urged various countries to work together on it. Many journalists in 2012 had heard rumors about CIA’s activities.  The airlift began on a small scale in early 2012, but expanded into a steady and much heavier flow.  By the end of that year, it included more than 160 military cargo flights by Jordanian, Saudi Arabian, and Qatari military-style cargo planes landing at Esenboga Airport near Ankara, and, to a lesser degree, at other Turkish and Jordanian airports. By facilitating the shipments, according to a US official, CIA was supposed to provide the US a degree of influence over the process. From offices at secret locations, CIA case officers helped the Arab states shop for weapons. Saudi Arabia acquired a large number of infantry weapons from Croatia. CIA tried to vet FSA commanders and groups to determine who should receive the weapons as they arrived. CIA was tasked to steer weapons away from Islamic militant groups, persuading donors to withhold weapons that could have severe consequences if they fell into their hands. Those weapons included portable antiaircraft missiles that might be used in future terrorist attacks on civilian aircraft. Yet, CIA relied on Turkey to handle the majority of oversight activities for the program.  The scale of shipments from Turkey was very large. Transponders were affixed to trucks ferrying the military goods through Turkey which allowed shipments to be monitored as they moved by land into Syria. While the operation was alleged to be covert, it was also uncovered that senior White House officials were regularly briefed on the shipments.  CIA, itself, declined to comment on the shipments or its role in them. Further, information on CIA’s Syria operation was revealed in the Wall Street Journal on June 26, 2013.  According to the June 26th article, in addition to moving weapons to Jordan from a network of secret warehouses, CIA was engaged in a train and equip program for small groups of vetted, mainstream, FSA fighters. This information was offered by diplomats and US officials briefed on the plans. At the time, it was hoped that the supplies, related training of a few hundred of the FSA fighters, along with a push to mobilize arms deliveries from European and Arab allies, would allow the FSA to organize a unified offensive in August 2013 which was a pleasant and unchallenging fantasy. Cave quid dicis, quando, et cui! (Beware what you say, when, and to whom!)

Culpability of Arab States for the Rise of ISIS

As the civil war in Syria got underway, the US and EU involvement was very low-key.  However, Qatar, Saudi Arabia, and Turkey, as well as the United Arab Emirates and Jordan since 2012, enthusiastically delivered arms and support to the FSA.  The Arab states that participated in the NATO-led intervention in Libya, Operation Unified Protector, were emboldened by its success.  Officials in many Arab states suggested, even as a late as 2012, that Syria would go the way of Libya.  Qatar, which took the “lead Arab role” in the Libya operation, threw its financial wherewithal into supporting the opposition and take the lead Arab role in Syria, too.  It rushed to develop loyal networks with the FSA and set the stage to influence events in Syria after the presumed fall of the Assad regime.  Yet, acquiring the “loyal support” of FSA units was a very difficult undertaking.  Many groups in the FSA, particularly Islamic militant groups, moved from alliance to alliance in search of funding and arms.  Qatar, much as other Arab states pursuing their own interests, had a myopic view of the Syria landscape.  They lacked experience in strategic maneuvering at a level required to positively influence events in Syria.

For Arab states, engaging in an effort to arm the FSA without a secure, steady supply of arms meant scouring around for light weapons such as AK-47 rifles, rocket propelled grenade launchers, hand grenades, and ammunition.  Qatar bought arms in Libya and Eastern European countries and flew them to Turkey as part of the FSA arms supply program set up by CIA.  In Turkey, intelligence services helped to deliver the arms into Syria. Qatari unconventional warfare units were tasked to go into Syria and find factions to arm and supply, but Qatar also received assistance from Turkey in identifying recipients for a short while. Qatar’s distribution of arms aligned with the tide-turning FSA campaign in the northern province of Idlib and the campaign of ambushes, roadside bombs and attacks on isolated outposts that drove Assad forces from parts of the countryside. As Saudi Arabia joined the covert arming effort, Qatar expanded its operation to working with Lebanon, to bring weapons into Syria via the FSA supply hub at Qusayr.  Qatar eventually turned to the Syrian Muslim Brotherhood to identify factions to support, leading to its ties with the Farouq brigades.  It was Qatar’s links to the Syrian Muslim Brotherhood that led to a rift with Saudi Arabia. Saudi Arabia was adverse to anything related to that organization.  The division between Qatar and Saudi Arabia led to further divisions within the political and military wings of the opposition.  There would be violent clashes between Farouq brigade troops and fighters from ISIS and Jabhat al-Nusra. By September 2012, Qatar and Saudi Arabia were creating separate military alliances and structures.  It was then that the two countries were urged by the US to bring the parallel structures together under the SMC, but that did not occur.  Crce credemus, hodie nihil! (Tomorrow we believe, but not today!)

ISIS Emerges

What has stirred the Obama administration the most about ISIS is the hostage taking and murders US citizens and citizens of other countries. The matter actually brought Syria back to the forefront among foreign policy issues. After failed effort to secure massive ransoms by negotiations, US and other European, Asian, and Arab states’ citizens have been videotaped being beheaded. The whole process seems to be more of an amusement for ISIS members than anything else, forcing leaders to negotiate prices for the release of their people. Rescues have been attempted, and they have failed more often than not. Then there was the ISIS juggernaut that rolled through Iraq in June 2014, capturing large parts of the country’s western and northern provinces. That land was included in the Islamic Caliphate straddling the border of Syria and Iraq that ISIS created. ISIS did not always pose such a threat to global security and stability.   In early 2012, there were many Islamic militant groups active underground in Syria.  Two years of arms and support flowing into opposition forces from Western and Arab states allowed for their growth.  ISIS was initially active in Syria under the auspices of their parent group the Islamic State of Iraq (Al-Qaeda in Iraq) for years prior to the Syrian civil war.  Al-Qaeda in Iraq, itself, was formed following the US-led coalition’s initiation of Operation Iraqi Freedom in 2003. Its platform was the eastern region of Syria, bordering Iraq’s Al-Anbar Province, a hot spot for Al-Qaeda activity.  In addition to being the best equipped, best-organized, and best-financed faction of the FSA for the balance of the civil war, ISIS and Jabhat al-Nusra led FSA assaults on key installations, air defense bases, and coastal and highway routes. They were also responsible for suicide attacks in civilian areas and assassinations of key Assad regime officials.  They became a concern due to their rogue acts within FSA territory, to include intermittent attacks on mainstream FSA groups, killing popular commanders and fighters.

Despite the best efforts to minimize the impact such acts were having on their Syria policy, it was eventually accepted by Western and Arab states that unlike the secular groups and moderate Islamists in the opposition, Islamic militant groups as ISIS never intended to cease their struggle with the Assad regime under any peace agreement. The Islamic militants’ goals were never compatible with the concepts and intent of the opposition’s leadership. While mainstream FSA forces were directed toward creating the basis for a transition to a democratic style government in Damascus for all Syrians, ISIS and other rogue Islamic militant groups only sought to create a separate Islamic state on Syrian territory. Indeed, before the Islamic Caliphate was established, in towns and villages of the large segments of Syria that ISIS and other Islamic militant groups’ controlled, the society was transformed by the imposition of a strict form of Sharia law on inhabitants. Infractions of that law resulted in merciless abuses and gruesome murders of Syrians. The groups were particularly harsh with Syrian women. Journalists and humanitarian aid and nongovernmental organizations reported ISIS atrocities.  Captured Syrian military personnel and regime supporters were rarely spared. ISIS and the other groups were still viewed as FSA members until their intermittent clashes with mainstream units became open warfare.

While it was initially reasoned the FSA, with US supplied arms and training, would advance against the Assad regime and force him to the negotiation table where he would supposedly step down, the added pressure of the struggle with ISIS derailed the Syria effort of the Obama administration.  The administration, nonetheless, pressed this issue with US Congress. The Obama administration sent its senior foreign and defense policy officials to Capitol Hill its tangled Syria policy with relevant committees. Yet, Members of Congress were skeptical of its “approach.” US Secretary of State John Kerry reportedly told Congress on September 3, 2013, that “the opposition is getting stronger by the day,” however, Representative Michael McCaul, a Texas Republican, challenged Kerry’s assertions. At the House Foreign Affairs Committee hearing on September 4, 2013. McCaul asked Kerry: “Who are the rebel forces? Who are they? I ask that in my briefings all the time.” McCaul further stated, “And every time I get briefed on this it gets worse and worse, because the majority now of these rebel forces—and I say majority now—are radical Islamists pouring in from all over the world.” Kerry replied: “I just don’t agree that a majority are al-Qaeda and the bad guys. That’s not true. There are about 70,000 to 100,000 oppositionists . . . Maybe 15 percent to 25 percent might be in one group or another who are what we would deem to be bad guys.” Although captivating and satisfying, Kerry’s figures even then seemed questionable. Using them, the administration took an approach that allowed the Syrian situation fall into a three-way conflict. Assistance continued to reach ISIS and other Islamic militant groups. SMC did not unify FSA units into a cohesive fighting force or devise plans for their effective use. Assad remained in power. Caveat consules ne quid detriment republica capiat! (Beware consuls that the commonwealth is not harmed!)

Obama’s Response to the 2013 Chemical Attack

The story of Obama’s August 23, 2013 response to the Assad regime’s alleged use of chemical weapons against Syrian civilians is well-known. After making very shrill accusations that the Assad regime had crossed his red-line by using chemical weapons, Obama made the now world renowned decision to back away from military action. Obama settled for a deal Russia proposed and negotiated with the US to eliminate Assad’s chemical weapons stockpile. Forcing Assad to surrender his chemical weapons stockpile was a big step. Russia, Iran, and China were as joyful as the US to get chemical weapons out of Assad’s hands. Assad, himself, may have recognized that having such weapons in country with little ability to exploit their potential, and sacrificing forces to protect them, was not doing his cause any good. True, Obama had the Pentagon provide options for calibrated military strikes in Syria. Airstrikes most likely would have achieved all military goals and had a strong educational effect on Assad. However, Obama was driven to resolve the crisis not by military action, but in a manner that would allow his worldview—that problems can be solved at the diplomatic table using reason and logic—to win through. Unable to quickly find that handle to the situation, uncertainty and indecisiveness ultimately prevailed. Obama was paralyzed by fears of a bitter scenario that would have the US and the region embroiled in a larger conflict as a result of such action. That was coupled with his concerns over the legal ramifications and international implications of military action against Assad regime. Obama strayed away from a path of assertive and decisive action. Many challenging foreign policy problems facing the administration became more difficult to manage as a result of his decision. Opponents of the US, including ISIS, became convinced that Obama was averse to using military power. Bonitas non est pessimis esse meliorem! (It is not goodness to be better than the worst!)

In July 2012, the Za’atari refugee camp, above, opened in Jordan. Of the 937,830 Syrian refugees in Jordan, 20 percent are now housed in the Za’atari and Azraq camps. Syrians situated in giant refugee camps in neighboring states, relocated as ex-patriots in Western and Arab states, or trapped in the clutches of ISIS and knocked around in the middle of the war zone, desperately desire a sustainable and secure peace in their country.

The Way Forward

What Obama and other Western leaders should know by now is that in coping with ISIS, they are dealing with real evil. It must be defeated. From the start, leaders of ISIS as Abu Bakr al-Baghdadi, should have been treated by the US as William Shakespeare’s “Man, proud man, dressed in a little brief authority.” They should have been made to shrivel under the weight of robust US military might. ISIS’ leaders instead were given the time, the space, and the resources to rehearse the implementation of their perverse notions of social order. The fight against ISIS is actually the result of the failed policy of battling Assad’s regime to force him to step down at the negotiating table. A new government in Syria favorable to the West could not have been established with the opposition in the beginning of the civil war and still cannot be established with it now. Without support, the opposition might continue to fight the Assad regime, but its efforts would not be fruitful.   Similarly, the US effort to juggle three, albeit related, conflicts in Syria will never bear fruit. The Assad regime, the opposition, and ISIS, have each contributed to the destruction of the lives of the Syrian people. Assad is on a list of war crimes suspects that was handed to the International Criminal Court. Given the choice to deny, attack or embrace the Assad regime, the US may choose reluctantly “to embrace (tolerate)” it incrementally. The war has transformed Syria, politically, militarily, economically, socially, and culturally. The Syria of 2011 no longer exists. For the Syrian people, some trapped in the clutches of ISIS and knocked around in the middle of the war zone, others situated in giant refugee camps in neighboring states, or relocated as ex-patriots in Western and Arab states, a sustainable and secure peace in their country, would be the best solution. Ad verecundiam! (Appeal to modesty in an argument!)

Assad is not immortal. His regime, under great strain and facing endless warfare, may not survive in the long-run. Assad’s benefactors in Moscow and Tehran may eventually grow fatigued with high-expenditures and losses without advancement of their cause. To the extent that Assad would face heavy battles with ISIS, the watchful eyes of Israel, and the prospect of a decades-long, very expensive, reconstruction effort wherever he is able to regain territory, his regime will be contained. More so than the opposition, the Assad regime can contribute to the fight against ISIS in Syria. Contact with Assad regarding ISIS may kindle genuine cooperation from him on other issues. Assad stated contact already exists on US-led airstrikes against ISIS in Syria via Iraqi officials. Perhaps that is the best way for the Obama administration to handle the situation considering the primacy the US must give to, and role it must play in, the ISIS fight.

Iraq’s Premier Narrows the Divide, but Challenges Loom: Will Abadi Take a Path Being Created by Iran?

Abadi has been successful in mitigating sectarian tension in Iraq. However, with some prodding from Tehran, Abadi now seems to be leaning toward Iran and challenging the administration of US President Barack Obama on its support and commitment to his government.

According to a December 15, 2014 New York Times article entitled “Iraq’s Premier Narrows the Divide, but Challenges Loom”, in nearly every way, Iraqi Prime Minister Haider al-Abadi has so far been a different leader than his predecessor, Nuri Kamal al-Maliki, despite their common Shi’a political bloc. Although the obstacles facing his government are considerable and he faces political challenges within his own party, Abadi’s early performance has encouraged many Western officials. In his first months in office, Abadi has already appeared three times before Parliament which Maliki only did twice in eight years. Abadi has fired incompetent and corrupt military commanders appointed by Maliki and rooted out 50,000 so-called ghost soldiers; no-show troops for whom commanders nevertheless collect salaries. The December 15th New York Times article quoted Gyorgy Busztin, the Deputy Special Representative for the United Nations in Iraq, as saying “He [Abadi] is doing all the things we feared he wouldn’t be doing.” While many officials credit Abadi’s conciliatory style for the improved political environment, they say the changes also point to a new sense of urgency in Baghdad that Iraq might finally break apart in the face of the threat from the Islamic State of Iraq and Greater Syria (ISIS).

Abadi’s greatest test to date came when an Iraqi court sentenced a prominent Sunni politician to death. It was panning out to be an unmitigated disaster for the country’s new prime minister. The verdict, on capital murder charges brought by the previous government against the politician, Ahmed al-Alwani, prompted the defendant’s Alwani tribe to threaten the termination of its coordination with the Iraqi government in the fight against ISIS. However, Abadi moved quickly to mitigate the problem. He immediately contacted Sunni officials and Alwani tribe members, assuring them that there would be no execution. He urged them to solve the matter by the tribal tradition of paying “blood money” to the families of the two soldiers who were killed in a gun battle when commandos came to arrest Alwani last year.

However, the December 15th New York Times article also explained that Abadi faces constraints from hard-line factions within his own Shi’a constituency. For example, Iraqi Vice President Osama al-Nujaifi said that even though Sunni officials were optimistic about Abadi’s intentions, they remained worried about the “old guard,” a reference to Maliki and his cronies, who many believe are working behind the scenes to undermine Abadi. Maliki had already been accused of inflaming sectarian hostility. It was a made cause for the US push for his removal. His reputation was made worse by his open opposition of a deal to share oil revenue with the Kurds. He called the fall of Mosul to ISIS in June a conspiracy orchestrated by the Kurds. It is believed that ISIS’ march over a vast swath of Iraq has been aided by sectarian hostility which Maliki’s rule inflamed. Maliki warned against arming Sunni tribes to fight ISIS. His lack of support for Abadi has also been evinced by his refusal to vacate his prime minister’s offices and palace in Baghdad’s Green Zone. There is the possibility that Maliki is driven purely by his own political objectives and the hope that he might return to power sometime in 2015.

However, it may also be that Maliki’s actions have been driven by Iran. Tehran may be using Maliki both as leverage with Abadi and as a possible replacement, should he take what Iranian leaders in Tehran might view as an overly conciliatory approach toward other sectarian groups in Iraq and move too close to the US. Part of that effort also appears to include having Maliki maintain close linkages with Iran’s Shi’a partners in the region, including groups such as Hezbollah. Abadi must remain concerned with reactions from his Shi’a political base to his bona fides as leader of Iraq’s Shi’a community upon which his political survival depended. Indeed, it appears Iran’s approach is working. True, Iraqi leaders have always visited Iran since the 2003 invasion by the US-led coalition. Yet, recent visits by Abadi and other senior Iraqi officials indicate Iran still holds considerable influence with them. There is palpable feeling in the air that renewed linkages between Iraqi Shi’a political leaders and Tehran has been created. It has been firmed by Iran’s efforts and sacrifice in defense of Iraqi cities, towns, and citizens from ISIS.

Doubts Arise about Abadi in the US

When the ISIS blitzkrieg began in Iraq on June 9, 2014, the response of the administration of the US President Barack Obama included pushing then Iraqi Prime Minister Nuri Kamal al-Maliki to establish a representative government, to include Sunnis and Kurds. It was seen as an effort to heal the rifts being exploited by the insurgents. The militants captured large parts of the country’s western and northern provinces in their June offensive after Sunni residents threw their support to the group after the Maliki government stopped paying the Sunni tribal fighters who had earlier helped battled the ISIS’s precursor, Al-Qaeda in Iraq (AQI). Obama went as far as to insist that no US military help will be forthcoming unless Iraqis make an effort to bridge their divisions. US Secretary of State John Kerry, in talks with Maliki, tried to make headway on the issue. After a protracted political crisis, the Iraqi Parliament voted to have Maliki step down in August, and Abadi took over with a mandate to establish a new government more representative of Iraq’s ethno-religious groups and gain the trust of Iraq’s disaffected Sunnis so they would fight ISIS rather than support it. His early performance encouraged many US and Iraqi officials.

In support of Abadi’s government, the US deployed 1,700 US troops to Iraq with the mission to help train and reorganize the highly fractured Iraqi Army. It had dwindled to nearly half its size from the 50 brigades it had when the US forces left in 2011. US military troops would also prepare the Iraqi Army for a ground offensive against the ISIS. A fight to retake Mosul was being planned for the spring of 2015. Obama announced in November that the US would send 1,500 additional troops as part of a $1.6 billion effort to train and equip nine Iraqi brigades and three Kurdish brigades for a renewed push against ISIS. Obama also sought to support plans to create as many as three brigades of Iraqi National Guard units drawn from members of Sunni tribes in the Anbar province to fight AQI. Those tribal militias were a vital part of the “Sunni Awakening” that began in August 2006, during which Sunni fighters turned against AQI. The tribal militias cooperated with US troops in killing large numbers of AQI militants and in pushing the group out of its longtime stronghold in Anbar province. ISIS’s June offensive was launched from Anbar, and it has been consolidating its control over the province.

Alistair Baskey, a spokesman for the US National Security Council, stated for the New York Times in an email that Abadi and the Iraqi government “have made clear that Sunni tribal forces are going to have to be a part of the effort to defeat ISIL [ISIS] and for the security of their provinces.” Baskey went on to comment on Abadi’s participation at a December 3, 2014 Counter-ISIL Coalition Ministerial in Brussels. He stated that Abadi “once again acknowledged that military action alone will not defeat ISIL [ISIS] and that positive steps toward governmental reform, national reconciliation, and economic and social reconstruction will be needed in this fight. This process will take time but it is now underway. The new government is working to integrate tribal fighters into the Iraqi Security Forces.”

However, Abadi, during a December 9, 2014 meeting with US Secretary of Defense Chuck Hagel, reportedly made a strong push for more weapons and expressed doubts about reconciling with Sunni tribes. According to a December 14, 2014 ForeignPolicy.com article, Abadi’s approach caused US and European officials to worry whether the US-led coalition was rushing to train and rebuild Iraq’s military forces without getting a matching commitment from the Iraqi government to make peace with its Sunni tribes. Talk began of holding back the deployment of the additional 1,500 US troops as a way to indicate US displeasure at Abadi. However, it was recognized that any slowdown or hesitation on the part of the US to execute its plan to train and equip the Iraqi military as well as support for the formation of national guard units will have far-reaching consequences. An anonymous US official was quoted in the December 14th ForeignPolicy.com. article as stating if the US waits to deploy additional forces “or if we look like we are starting to wobble in our commitment to Iraq we’ll pay for that inside the coalition and we’ll pay for that with our Arab partners.” Sedit qui timuit ne non succederet! (He who feared he would not succeed sat still!)

Iran Seeks to Guide Abadi’s Way

It is difficult to imagine a scenario in which Iran would tolerate any reduction of its influence or surrender its interests in Iraq as a result of the Obama administration’s actions. Knowing that the type of representative government the US sought to construct for Iraq could not be designed easily, Iranian leaders seemed to believe the US would fail to create it. Khamenei, on June 23, 2014, stated: “We vehemently oppose and disapprove the interference of the Americans and others in Iraq’s domestic matters. We believe that Iraq’s government, people, and the senior clergy are capable of ending this sedition. God willing, they will end it.” After some political horse-trading, Maliki was pushed out and Abadi was brought in. However, Iranian leaders did not concede that the US was better able to manage Iraqi politics. In response, Iran committed itself heavily to Iraq expecting to acquire even greater influence in the country and with Abadi.

Tehran eventually expressed support for Abadi, but it was reserved. It came in the form of congratulations from the Secretary of Iran’s Supreme National Security Council, Rear Admiral (Daryābān) Ali Shamkhani. On August 12, 2014, Shamkhani offered congratulations to the Iraqi people and their leaders for choosing Abadi as their new prime minister. He also stated that Iran supported “the legal process for choosing the new Iraqi prime minister.” Yet, the Iranian leadership’s authentic sentiments on the matter were best expressed by Senior Foreign Policy Advisor to the Supreme Leader and Head of the Expediency Discernment Council Strategic Research Center, Ali Akbar Velayati. On June 19, 2014, Velayati explained, “[Nouri Maliki] is the best figure among existing Iraqi politicians to lead. I say this because I know Iraq. I have cooperated with everyone who is managing Iraq, even before the victory of Iran’s Islamic Revolution.” In following with that sentiment, during Abadi’s first visit to Iran as prime minister on October 20, 2014, Khamenei reservedly expressed appreciation over his formation of the new Iraqi government. Khamenei stated, “Iraq is a big, important, and influential country in the region that can play a (major) role once security and conditions return to normal.” He told Abadi, “We stand by you and will defend your government just as we seriously defended the former administration.” Yet, in Abadi’s presence, Khamenei lauded the performance of Maliki in resolving the problems of the Iraqi people and maintain security in the country. It was not difficult for Abadi to perceive that in Tehran, Maliki’s standing was higher than his own. Press TV reported Khamenei heaped further praise on Maliki when he visited Tehran on November 10, 2014 by saying his approach prevented “chaos” and “instability” in the country. Khamenei rated what he called “Maliki’s approach to help the new government of [prime minister] Haider al Abadi and efforts to establish unity among different Iraqi forces” as “very good.”

By late 2014, Abadi began to publicly lean toward Iran and challenge the US regarding its level of support despite his successes in Iraq. The cause for his change in perspective may have been a combination of weariness from political infighting in Baghdad, the struggle to balance his ties to sectarian groups, pressure from his own Shi’a community, or Iran’s efforts on the battlefield. Abadi may have simply begun to question the Obama administration’s will to engage long-term in the fight against ISIS. His rebellious attitude toward the US was evinced in a December 1, 2014 interview with the Lebanese-based Al-Mayadeen Television. Abadi reportedly stated, “While the United States was hesitant to help Iraqi armed forces amid security threats to Baghdad, Iran was swift to provide assistance to its crisis-torn Arab neighbor.” Abadi went on to express his appreciation to Iran for standing with Iraq in its battle against ISIS. He also explained that Baghdad was determined to maintain friendly relations with Tehran. Abadi stated that the two neighboring nations share common interests, adding Iraq would not sever its relations with the Iran simply because others might ask Baghdad to do so. Given the views he proffered in his December 1st interview, the approach taken by Abadi during his December 9th meeting in Baghdad with Hagel should not have come as a surprise. 

To Abadi, US officials have approached the anti-ISIS fight as a policy issue, but for him that fight is an existential issue. As a neighbor, Iran displays a mutual sense of danger, and its leaders have assured Abadi that as neighbors, they are open to helping his government face many critical issues.

Impact of Iranian Military Support

During a September 25, 2014 meeting with Abadi, Iranian President Hassan Rouhani stated, “Tehran considers Iraq’s security and stability as its own security and stability.” If the Iranians manage to shape the military situation on the ground in Iraq, they will have much to gain.  Iran’s position as the dominant power in the region would be furthered. As Velyati explained, “The majority of [Shi’as and Kurds] and their leaders have very close relationships with Iran. Some Sunni Arabs have cordial relations with us as well. We can therefore make our most effort to gather the aforementioned [individuals].” Iranian Revolutionary Guard Corps commanders certainly believe they are close to achieving that goal. The Iranian Students News Agency quoted IRGC Brigadier General (Sartip-e Dovom) Yadollah Javani, the Senior Adviser to the Representative of the Supreme Leader to the IRGC as stating that the two factors in the successful liberation of Amerli and Mosul were the matjas [religious authorities]’ fatwas, especially that of Grand Ayatollah Ali Sistani. He further noted that according to his [Sistani’s] own words, “General [Qassem] Suleimani has exported the culture of the Sacred Defense [Iran-Iraq War].” Javani continued by explaining, “Today in Iraq and Syria, the great banner of General Suleimani has been installed, with the caption beneath it, ‘Savior of Iraq;’ this is a great source of pride.”

Some IRGC boasts have derided US efforts in Iraq. Senior Military Adviser to the Supreme Leader, IRGC General (Sarlashkar) Yahya Rahim Safavi explained that Iran, Syria, and Iraq make up the strongest coalition against ISIS, with millions of people willing to defend sacred shrines. He further stated the US-led anti-ISIS coalition is ineffective and has already failed.

The Way Forward

It has been proffered by US officials anonymously that the Abadi government is still in its nascent stages and the US and its coalition partners need to “resist making major assumptions about the trajectory of the situation in Iraq based on anecdotal information or a few data points.” If the decision is made to wait to see how Abadi will behave before investing further militarily in Iraq, it is believed the Iraqis will most likely delay in organizing their security forces. Soon enough, everyone will be waiting to act except ISIS. That has been referred to as “a losing proposition.” Iran heavily committed itself to Iraq with the expectation that it will acquire even greater influence over it.  With greater control over the Shi’a community and increased influence with the Kurds, not through political operations, but its military efforts, it is difficult to see how Iran would not be able to shape the political, economic, and social situation in Iraq for years.  As for the sectarian struggle, Iran is confident it can handle the matter.

In many places, the Iraqi people have coped with unspeakable sufferings, injustice in violent forms, and corruption among officials. Given Abadi’s progress, hope was created that the light of his success would shine amidst such darkness, and the darkness would not be able to overpower him. Yet, no matter how capable Abadi may appear to be, he cannot be expected to find his way in that darkness without help. Iran is creating a road for Abadi. It may be either a path toward a stable, secure and unified Iraq, with a representation government or a blind alley which will lead to greater sectarian violence. If Iran’s efforts concern the Obama administration, it should consider how the US can create a straight path for Abadi to travel. It is not a matter of simply pushing him from behind with demands. It means leading the way with concrete steps and working closely with Abadi, as a partner, to accomplish all things.

Book Review: Donald P. Gregg, Pot Shards: Fragments of a Life Lived in CIA, the White House, and the Two Koreas (Vellum, 2014)

Pot Shards presents the life and times of Ambassador Donald P. Gregg (above), an individual who contributed greatly to US foreign and national security policy. Readers are taken on a journey through Northeast and Southeast Asia and halls of power in Washington, DC. Readers will discover how much Gregg valued others and his value to humanity.

The Association for Diplomatic Studies and Training (ADST) is an independent, non-profit organization that advances the understanding of diplomacy and supports the training of foreign affairs personnel through a variety of programs and activities. As part of its Foreign Affairs Oral History Project, it has prepared thousands of transcripts of interviews recorded with US Foreign Service veterans.  These excellent oral histories present the realities of diplomacy to include thought provoking, sometimes absurd, and often horrifying stories from which valuable lessons can be drawn.  In April 2014, ADST graciously authorized greatcharlie.com to present the oral history of Ambassador Donald P. Gregg, an authentic intelligence professional and consummate diplomat.  In July 2014, Gregg published his extraordinary, must read memoirs entitled, Pot Shards: Fragments of a Life Lived in CIA, the White House, and the Two Koreas (Vellum, 2014).  It is part of ADST-DACOR’s Diplomats and Diplomacy Series. Donald Gregg was an employee of the US government for forty-three years, working in the fields of intelligence and diplomacy.  Gregg served in the Central Intelligence Agency (CIA) for thirty-one years from 1951 to 1982.  Paramilitary trained and airborne trained, he spent most of his career in assignments overseas and advising the most senior leaders of the CIA.  He was assigned to Japan, Burma, Vietnam, and Korea.  He was special assistant to the Ambassador of Korea from 1973 to 1975.  Gregg also served as a member of the White House National Security Council staff from 1979 to 1982. Upon retirement from CIA, Gregg became National Security Adviser to US Vice President George H.W. Bush from 1982 to 1989, and US Ambassador to the Republic of Korea from 1989 to 1993.  Outside of government, Gregg served as a senior consultant to Goldman Sachs, the chairman and president of The Korea Society in New York, and he currently serves as the chairman of the Pacific Century Institute in Los Angeles.  Gregg was born in New York. He enlisted in the US Army upon graduation from high school in 1945.  He received training as a cryptanalyst and reached the rank of sergeant.  He went on to attend Williams College from 1947 to 1951, majoring in Philosophy.  Gregg has received numerous awards from CIA, the US Department of Defense and the South Korean government and five honorary degrees from American and foreign colleges.  Gregg has visited the North Korea several times and advocates for the normalization of relations between that country and the US.

On its face, Pot Shards is a significant contribution to the record of the US experience in the Far East written by a major player, an intelligence icon.  Pot Shards covers some weighty matters regarding intelligence, diplomacy, and defense policy.  Some of the issues and events discussed by Gregg have never been revealed in other texts. Gregg could have limited the book to the audience of policy scholars, analysts, historians, intelligence professionals and veterans and all those familiar with the subject matter.  However, he presents Pot Shards in a way that everyone can understand and enjoy at some level.  There is much in Pot Shards that would especially thrill those beguiled by spy novels and films and spy craft enthusiasts.  Yet, what makes Pot Shards most exciting is the story of the man: Donald Gregg.  With good humor, he recounts many satisfying exploits, but also reveals vicissitudes and trials he faced.

Individuals that Gregg mentions in Pot Shards are those with whom he had continuous contact as managers, mentors, and friends. Some of are well known, “foreign policy celebrities,” such as Robert McNamara, Henry Kissinger, Creighton Abrams, Richard Helms, William Colby,  Harold Brown, Zbigniew Brzezinski, Richard Holbrooke, and Richard Allen. Others may be remembered only by a few.  Gregg sheds light on their impact and exactly how their ideas ignited events from the inside. Moreover, Gregg indicates those individuals helped him develop a greater understanding of the world and other ways of thinking, allowing him to become something that he perhaps would not have been without them.

In Cloud of Witnesses, George Rutler examines sixty-six individuals, who have influenced his life, based on what Aristotle would refer to as their ethos (an honest use of talent), logos (an honest use of mind), and pathos (an honest involvement in the suffering of the world).  That would be the best way to examine Gregg’s presentation of his life and career.  At Williams College, Gregg was influenced by the thinking of Professor John William Miller, the head of the Philosophy Department, who taught him the simple definition of morality, “Never treat another human being as an object.”  Gregg explained that he has tried to live by that definition.  Gregg was also influenced by Miller’s interest in people taking action and being defined by, and held responsible for, the actions they took.  Miller taught him that “Man does not have a nature, he has a history,” Gregg recalled Miller urged his students to act upon what they believed in and to “cut behind appearance toward reality.”

It was clear from many anecdotes in Pot Shards that Gregg has had a genuine interest in people.  He has looked beyond differences, avoiding being caught up with race, ethnicity, or other things which had been used particularly in the 1940s, 1950s, and 1960s to determine how one should relate with another.  For example, when he first came to Washington, he would enjoy going to jazz clubs which catered to African-American patrons.  That was notable because Washington, DC at the time was a segregated city. Serving in the military at a young age, he learned about different men and different behaviors, and witnessed racial and ethnic prejudice which repulsed him.  In Kai Bird’s excellent work, The Good Spy: The Life and Death of Robert Ames, it was indicated that racial and ethnic prejudice was apparent at CIA.  It was manifested in the casual and official discussions of some, and even worse, in decision making.  That was certainly not Gregg’s way.  His type of clearheaded, solid judgments resulting from giving situations and individuals a deeper look, was always needed.  Virtue shines in the presence of vice.

Having served as a cryptanalyst in the US Army, Gregg was sought by the National Security Agency in the middle of his senior year at Williams.  However, the recruiter rather than take Gregg suggested he join CIA.  Gregg knew little of the CIA and what it did.  However, the recruiter, with what Gregg now thinks was a bit of cynicism said, “Oh, they jump out of airplanes and are going to save the world!” That attracted Gregg, and initiated his thirty-one year career with the Agency.  Gregg has provided an incredibly intriguing discussion of his paramilitary training at CIA and the others he met during it. Gregg makes it clear in that discussion though, that so-called “good old days” in CIA were not always so good.  There were crazy events. Some people were not best serving the needs of CIA or their country. Managers who were very most often former OSS officers tried to recreate approaches taken by their former organization in German and Japanese held territory in Europe and Asia.   Often proposals for covert operations were based on questionable judgment and scant research.  Real possibilities for success were not fully considered by decision makers.  They were praised and approved by management as displaying a “Gung-Ho”, “Go Get ’em”, motivated attitude.  Yet, those operations more often resembled suicide missions.  Gregg found himself on such an assignment.

In March 1952, Gregg was assigned to fly to Bangkok, Thailand, where he would pick up a group of North Vietnamese whom he would train in sabotage and small unit tactics at a secret base. Following the completion of the training, Gregg and his team would be parachuted into North Vietnam.  Gregg spoke neither Vietnam nor French, and knew nothing of Vietnam or its history, and he was far from a veteran saboteur or guerilla leader. Gregg discovered an attractive post-debutante in her mid-thirties was the Vietnam plans officer and he had heard her say that her “Vietnam plan” had been accepted.  A cocktail party was given to celebrate the occasion, but Gregg was not invited.  When Gregg met his team, they turned out to be totally untrained Vietnamese with whom he had no way of communicating.  Gregg said they looked childlike.  Later he further learned that they were ethnic-Vietnamese from Thailand and had never set foot in Vietnam.  The potential for disaster was enormous. Gregg had no intention of backing out, but the truth behind the operation eventually revealed, and things worked out for the best. The operation was exposed as a fraud.  It turned out that a corrupt principal agent had hoodwinked CIA officers in Bangkok and had “taken the money and run.”  The mission was cancelled.

However, Pot Shards does not serve as some expression of some longstanding of primal doubt.  Gregg never moved about stating “Something is rotten in the Agency.”  Readers discover that through coping with those problems he learned not only what to do, but more importantly, “how not to do it.”  Gregg could recognize what was good, as good.  Gregg also worked with many in CIA who were true professionals.  He modeled his own management and decision making style in part from theirs. Gregg’s loyalty to his country and conviction toward duty was surpassed by no other.  He is proud of his years in CIA. So much of that experience was central to his personal life.  Through CIA, he met some life-long friends.  Through CIA, he met his wife.

Gregg makes it clear that his wife Margaret (“Meg”) has been central to his life.  A fortuitous encounter while hailing a taxi at Washington, DC’s Union Station set off of chain of interesting events that led to their life-long partnership.  Unbeknownst to Gregg, Meg, fluent in Russian, was actually Gregg’s superior in the Operations branch at CIA when they met.  However, as Gregg makes clear he was irresistibly taken by her combination of beauty, intellect, and charm, which made her something supreme to him.  Whether accompanying him in Japan, Korea, or Burma or remaining back in the US with their three children while Gregg served in Vietnam, she was the rock on which Gregg was able to build a career while raising a family. Relating the course of their marriage, Gregg leaves no doubt that meeting Meg was the best luck he ever had.

As Gregg rose through the ranks at CIA, he saw more clearly how many policies that drove CIA activities were not carefully considered and constructed. Gregg saw how euphonious policy speeches by political officials would often be based on captivating assessments of positive outcomes and capabilities of foreign partners not based in reality. He could see that near desperation on wanting a situation to be certain way led many, even the well-intentioned, to project their thinking on that of senior foreign counterpart, or worse, an adversary.  Only a negative outcome would reveal the error of a flawed approach for some.  In the early years of the US involvement in Vietnam Gregg witnessed this.  Gregg recalled accompanying US Secretary of Defense Robert McNamara to Vietnam in 1963. McNamara was told by General Paul Harkins, who commanded the US Military Assistance Command in Vietnam (MACV) that “We will be out of here with a military victory in six months.”  McNamara was disturbed by the unrealistic reporting, and told US President Lyndon Johnson that things were really not as good as Harkins’ people seemed to think they were.  Gregg also recalled a war game in 1964 on the use of airpower in the North Vietnam.  He participated with: General Maxwell Taylor, US Chairman of the Joint Chiefs of Staff; General Earl Wheeler, US Army Chief of Staff; General Curtis LeMay, US Air Force Chief of Staff; John McCone, CIA Director; and, in the presence of McGeorge Bundy, the National Security Adviser.  Gregg, as the CIA representative of the Blue Team, gave CIA’s analysis of the plan to bomb North Vietnam.  Gregg described the rationale of the plan and then proceeded to explain why it would fail.  The rest of that story will not be spoiled here.  One will have to read Pot Shards to discover what the response to Gregg was from the many powerful men in the room.  Gregg’s description of it all makes the moment palpable.

Writing about his second tour in Vietnam, Gregg provides good lessons on how to function effectively as a manager or leader under extremely adverse circumstances.  His lessons hold true for professions beyond intelligence for they primarily concern human nature and the wonders and realities of human interaction.  There were many difficult experiences that were a part of that period.  One evening Gregg received a frantic call from a member of his crew who he described as a gifted and committed paramilitary officer, with several tough tours under his belt.  The officer had married a Vietnamese war widow with children and lived in her Bien Hoa apartment.  He had just returned from a mission to find one of his children “desperately ill.”  Gregg rushed to the officer’s apartment with medical assistance in tow.  Yet, by the time he arrived, he found the tragic scene of a beautiful young girl, eight years old, lying silent and still, with her frightened siblings and anguished mother, who was being comforted by the officer.  The girl was confirmed dead and the officer asked Gregg to take her away.  Gregg picked up the child and walked out.  Doing so reminded him of carrying his own small daughters Lucy and Alison to bed after they had fallen asleep. He searched for an answer on how to handle the situation.  This was a CIA matter and had to be kept confidential.  Gregg eventually decided to bring the child to the emergency room of the US Army hospital at Long Binh, where US Army Military Police told him where to go to have the body cared for.

In this segment of Pot Shards, there are also fascinating stories of Gregg’s exploits in combat.  He was in the thick of things as CIA Regional Officer in Military Region 3 (War Zone D).  There are accounts of Gregg managing paramilitary operations and interrogations of his crew.  He flew with forward controllers, directing fire support for US and allied troops.  He described radio communications from battles, the descriptions of which bring the reader right to the scene.  Gregg’s efforts were appreciated by US and allied commanders he worked with such as: General James Hollingsworth (US);  General John McGiffert (US); General Nguyen Van Minh (South Vietnam); General Jangnai Sohn (Korea); and General Roh Tae-woo (Korea); Colonel Nguyen Cong Vinh (South Vietnam); and, Colonel Bach Van Hien (South Vietnam).

On his second tour, Gregg could still see how different ideas, among policy and decision makers, about what was truly happening in there impacted the decisions being made and the lessons the US military as well as other security organizations as CIA, were learning from the experience.  At the very end of his tour in Vietnam, General Creighton Abrams hosted a lunch for Gregg at his MACV Headquarters in Saigon, a place where he had been excoriated in the past.  At lunch, Gregg sat next to Abrams and six or eight of his subordinates.  He felt Abrams was the best of the three commanders the US sent to Vietnam.  Knowing Abrams had been in Vietnam for some time, Gregg asked him how long it had actually been.  Abrams proudly responded, “Six years.”  Gregg then asked him how he kept going, and Abrams stated, “Well, I keep learning things.”  Gregg then politely asked him what he had learned so far, and Abrams replied that just finished reading Bernard Fall’s Hell in a Very Small Place, an account of the French defeat at Dien Bien Phu. Abrams said that he “now” understood Fall’s reasoning as to why the French had failed to reestablish their colonial rule in Vietnam.  When Gregg asked “How did Fall explain it,” Abrams explained, “Fall said that the French lost because they failed to politically organize the terrain.  I think I understand that now, but I would not have understood that a year ago.”  Gregg had no response to that, but explained that when he later saw pictures of heavy US battle tanks, named after Abrams, crashing around Iraq and Afghanistan, he thought of Abrams’ answer.

Through his achievements in Vietnam, Gregg developed a reputation in CIA as a very wise and capable officer.  He knew how to present ideas and concepts to develop agreement or consensus on issues. Bringing his thoughts to precise declarations took skill.  This was one of the many skills that Gregg honed through interactions with a number of accomplished professionals.  One who helped Gregg elevate his capabilities while he served in his next overseas assignment as CIA Station Chief in Seoul, was US Ambassador Philip Habib.  Habib was gruff and outspoken.  However, by Gregg’s account, he understood people well and was an excellent diplomat for whom he developed tremendous respect.  Gregg indicates that it was Habib’s maneuvering that help to save the life of liberal South Korean politician, Kim Dae-jung, after he had been kidnapped from his Tokyo hotel room by the Korean Central Intelligence Agency (KCIA).  Habib never accused the Korean President Park Chung-hee of ordering the kidnapping but sent a message to him explaining that the US was aware of the action and hoped he could do everything to keep Kim alive.  This allowed Park a chance to avoid direct embarrassment and contrive a story in which he accused rogue elements of the Korean government had alone committed the act, and in which he took credit for saving Kim.  Gregg said Habib’s astute handling of the situation kept Kim alive and allowed Park to save face.  Gregg explained saving face was always a major concern in Asia.  Habib’s actions allowed Washington’s relations with Seoul to improve.

Gregg completed his career at CIA on a high note at the US National Security Council.  He had achieved success maintaining an ethic of his own, a moral code.  There was goodness living inside a good man.  He saw the greater good that would result from his actions against Communism.  Gregg was invited to join the administration of US President Ronald Reagan as the National Security Adviser to then Vice President George H.W. Bush.  His job made use of all of his skills and experience from CIA.  During those six years with Bush, Gregg traveled to 65 countries.  Along with those visits came his attendance at endless formal events.  Gregg recounts some of rather unusual happenings at such gatherings, providing readers with a gift bag of humorous stories.  Yet, while in the Reagan administration, his self-image was put to the test.  Gregg dedicates a chapter to a painful period of that service: IranContra, which was the purported attempt by the administration to sell surplus arms to Iran in exchange for it to ensure the release of US hostages being held in Lebanon.  Claims that Gregg was involved with that matter were invalidated.  Gregg’s account of it all is captivating.

As Ambassador to South Korea in the administration of President George H.W. Bush, Gregg successfully made use of his experience at CIA as well as the White House.  However, Gregg did not tap into his training as an intelligence officer to manipulate Korean officials or simulate closeness with Koreans he met.  There was no deception at all. Gregg was genuine, natural, in his interactions and that is what helped him gain their respect and confidence.  There was a type of communion between Gregg and many of his senior Korean counterparts.  One of the issues Gregg was determined to confront as ambassador was the continuing negative note in US-South Korean relations over the alleged US involvement in the Kwanju Uprising of 1980.  Then Korean President Chun Doo-hwan had brutally cracked down on protests in Kwanju in the wake of the arrest of Kim Dae-jung on charges of treason. At least two hundred Koreans were killed in the streets.  Chun claimed that the US had fully supported his actions.  That was not true, but by the time Gregg arrived in Korea as ambassador, hostility toward the US was still strong in the city.  The US Cultural Center in Kwangju was often attacked with fire bombs by rioters trying to drive the US out.  Gregg after consulting with others, including Kim Dae-jung, went to Kwangju in January 1990.  While there, Gregg met with six leaders of anti-US groups for over three hours.  Gregg explained that he came to Kwangju to lessen the hostility that the people in the city seemed to hold for the US.  Gregg explained to them that the US was not connected at all to the incident, and many of the actions by the US at that time, such as moving an aircraft carrier to Pusan were not a show of support for Chun. That particular move was meant to signal to North Korea not to intervene.  The anti-US protesters believed the US was close to Chun administration, but Gregg let it be known that there was general distaste for it.  In that vein, Gregg explained, that at the time, the Reagan administration had agreed to receive Chun at the White House if Chun agreed to lift the death sentence imposed on Kim Dae-jung, and to release him from prison.  Most important in the conversation was Gregg’s apology over the fact the US had remained silent for so long on the Kwangju issue.  Gregg diffused the hostility toward the US and attacks on the Cultural Center in Kwangju stopped.  Gregg explained his first visit to Kwangju was deeply valuable in showing him how Koreans can hold feelings of han (deep-seated resentment) when they are dealing with events caused by others and which they feel are unjustified, immoral, and unfair.  When Gregg made his first visit to Pyongyang in April 2002, he explains that he encountered the same feelings of han that he had encountered in Kwangju twelve years before.  However, he notes that lessons learned in Kwangju were helpful as he tried to establish a dialogue and some degree of trust between his North Korean hosts and himself.  Ambassador Philip Habib certainly would have been proud of Gregg’s performance.

Book Review: Kai Bird, The Good Spy: The Life and Death of Robert Ames (Crown, 2014)

Robert Ames did not join the Central Intelligence Agency in 1960 with a plan to go to the Middle East, a region that had already stirred his interest. Yet, it was the best place for him. Ames’ own positive approach toward individuals and his training and mentoring coalesced magnificently. He wanted to help the people of the region while promoting US interests.

In The Good Spy: The Life and Death of Robert Ames (Crown, 2014), Kai Bird tells the story of the immense life of Robert Ames of the Central Intelligence Agency (CIA). As a “good spy,” Bird makes it clear that Ames is not a cliché of romantic US spy lore. He was indeed a unique individual. Bird deftly sheds light on his character and his brand of tradecraft in the clandestine profession. Regarding his “life and death,” Bird brilliantly details Ames life from birth on March 6, 1934 into humble beginnings of a working class neighborhood of Philadelphia to the moment he was killed at 49, in the April 18, 1983 truck bombing of the US Embassy in Beirut, Lebanon. He left behind a wife and six children. Looking back at Ames life, it is hard to imagine how Ames could have been happier, or could have been better suited for any job, anywhere other than with CIA in the Middle East. Ames accomplished much. Bird proffers a view held by Ames former colleagues that he ignited the Oslo Peace Process due to his close relationship with Palestinian Liberation Organization (PLO) Chairman Yasser Arafat’s intelligence and security chief. Bird believes, if Ames had lived, he might have “helped heal the rift between Arabs and the West.”

Bird was never an US intelligence officer. He is a renowned Pulitzer Prize-winning historian and biographer. Yet, Bird writes The Good Spy with incredible insight into the life of a case officer living in the Middle East. Perhaps his perspectives may have been enhanced by recall of his own experiences as the son of a US Foreign Service officer who was posted primarily in the region. Bird grew up in some impressive spots in the region to include: Jerusalem, Israel, Beirut, Lebanon; Dhahran, Saudi Arabia; and Cairo, Egypt. Moreover, as an adolescent, Bird actually met Ames while his father was posted in Dhahran. Ames was using the official cover of a Foreign Service officer at the US consulate and for three years his family lived across the street from Bird’s home. In his research, Bird was able to interview more than forty officers, both clandestine officers and analysts from CIA’s operations and intelligence directorates were willing to share their memories of Ames. Interview of others were also conducted with relevant sources in Lebanon, Jordan, and Israel. Ames` wife spoke with Bird and shared her small collection of photographs, correspondences, and a family scrapbook. Bird skillfully used those unique resources, making his biography a profound, edifying discussion of Ames and his career.

Ames loved God, his country, his family, and the Middle East. While some colleagues and managers were perhaps indifferent or often confused about the region, Ames spoke with vividness and a certain whimsy about it. He steeped himself in Arab culture and language and Islam enough to be called an Arabist and become a National Intelligence Officer for the Near East at the time of his death. Ames discovered in the field how to navigate through a myriad of situations and manage complex intertwinings in the region. Those skills were refined by experiences and by people willing to serve as his mentors and advisors. Bird provides readers with enough information to realize that long before he came to CIA, Ames was implanted with an ability to engage people in a natural way and establish genuine friendships. What was worthy about people he met, he tended to appreciate and embrace. He would shuck off what was not. He did not suffer fools lightly or conceit to evil. He could discern the wicked from the righteous. Unlike many he dealt with in the field and CIA, Ames, himself, engaged in what would be viewed as “moral behavior’; some might say he was boring. He rarely drank and avoided the distractions of the most intriguing and lively locales. This contrast with colleagues and foreign contacts is made apparent in The Good Spy, but its discussion does not come off as an exercise in moralism.

The Good Spy can be read at many levels. For example, it is a history of CIA activities in the Middle East in the 1960s and 1970s. It can be viewed as an enhanced history of US diplomacy and the often mangled process of communication during that tempestuous period in the Middle East. It also can identified as a history that sheds clear and revealing light on the nature of US relations with Arab States. Indeed, The Good Spy contributes to the record of the US experience in the Middle East, but dozens of books have already been written on that topic. What makes The Good Spy most exciting is the story of the man, Robert Ames.

Bird shows that there were indications of Ames’ potential as an intelligence officer even from his earliest years. However, Bird also deftly shows how his interactions with certain individuals were significant enough to help Ames hone his capabilities and allow him to become something that he might not have been without them. Often those having such an influence on him were extremely impressive individuals in their own right. They availed Ames with treasure troves of knowledge and experience from which to learn. In addition to mentioning Ames was raised in the working-class Roxborough neighborhood of Philadelphia, Ames and his two sisters, spent summer months on the New Jersey shore with their maternal grandparents, who made certain they knew their family history and that the children, themselves, were a part of that history. The children knew who they were and had a strong self-image. Their grandparents were Catholic just as their mother. Although their father was Methodist, they likely provided some spiritual grounding through Catholicism, too. There was a challenge to that self-image for Ames came after he joined the varsity basketball team at La Salle College along with his friend, Tommy Gola. In high school, Ames was a great player, and a tremendous athlete. He worked hard at perfecting his skills, and became his high school team’s leading scorer, but at La Salle, Ames never made the starting line-up. Meanwhile his friend Gola became the team’s star. The young Ames never reacted negatively. He took the situation with good humor, putting a good face on it. Nonetheless, skilled, ambitious, and competitive, the situation was very difficult. Playing basketball was important to Ames. He was proud to be on the 1954 NCAA Basketball Champion varsity team. The coach at La Salle could see that Ames deep down was disappointed, but he would not change the situation. For Ames, showing humility in such an unfavorable situation, made him more mature, stronger. Ames learned first-hand what it was like to be blocked from making full use of one’s capabilities. He knew what it was like to be the underdog. Ames also knew what it was like to not have the ear of anyone who could change his situation for the better. From this experience, Ames was able to be authentically sympathetic to others in the world who felt they were in a similar position.

Through his studies at La Salle, Ames sought to answer questions he had about the world. The school was run by the Christian Brothers. Ames was always open to new things, making him child-like to some degree, but not childish. He majored in sociology, and enhanced his course of study with classes in psychology, philosophy, as well as prelaw. Ames believed studying prelaw would help him secure a position as a Federal Bureau of Investigation special agent. That was all put on hold when Ames was inducted into the military after college. He was assigned to the US Army Middle East Signals Communications Agency’s base at Kagnew Station in Ethiopia in 1956. From the base, the US intercepted the military and diplomatic communications of Egypt and other Arab states. Ames worked in a supply company that kept track of spare parts for transmitters and receivers. It was an introduction to the world of Intelligence for Ames. Moreover, it was an introduction to Catholicism and the Middle East. On the way to Kagnew, on stopovers in Tripoli, Libya and Dhahran, Saudi Arabia, he heard Arabic for the first time. Ames was struck by what he saw. As would be the norm, Ames did not frolic with his comrades in arms in the nearby town of Asmara. He exercised with weights, studied about the Middle East, religion, and learned Arabic. He spent enough time with the Catholic chaplain on base to choose to convert to Catholicism. He went on trips to the Holy Land, visiting the Church of the Holy Sepulchre and the Dome of the Rock and walking through the Old City. He also visited Cairo, Egypt, and toured the Great Pyramids at Giza. Ames experiences compelled him to learn more about the Middle East and to study Arabic. After serving over two years in the Army, Ames let his parent know that as a career goal, he wanted to see the world and tried to enter the US Foreign Service but he failed to pass the examination. In the end, he settled on a career at CIA which hired him in 1960.

During the same year, Ames married Yvonne Blakely, the beautiful daughter of a Lutheran pastor and former career naval officer. That led to his excommunication from the Catholic Church. His love for her was that strong. However, the Catholic Church was truly an important part of who Ames’ identity, and he arranged for his return to it. After completing his training in 1962, Ames was selected for service in the Near East Division of the Directorate of Plans—known today as the National Clandestine Service. Ames did not join CIA just to return to the Middle East. Ames also did not join CIA to engage in development work. Indeed, CIA was not then, and is not now, a humanitarian aid or charitable organization. Yet, when given the chance to work for the Agency, Ames apparently made the calculation that he could go to the Middle East, and make life better for the people in the region while ultimately serving US interests.

Ames first posting was to Dhahran, Saudi Arabia where he received encouragement from his boss, James Critchfield. Critchfield was a veteran of the Office of Strategic Services (OSS), the precursor of the CIA in World War II, and was known as an Agency “Baron” from the action oriented era of the 1950s. Yet, despite having that reputation, Critchfield wanted to end the cowboy culture and bring a greater degree of knowledge and sophistication to the Agency’s activities in the region. That included going back to basics of recruiting spies.

During his training Ames was taught how to recruit by the manual. Bird describes it as a subtle exercise in peeling away an individual’s loyalties and transferring them from one cause to another. Bird notes that recruitment happens rarely. It usually occurs when the recruiters can make it seem only natural and fitting that the target should be talking to the case officer. Invariably, according to Bird, the recruited spies want to be recruited. Most spies are walk-ins, meaning they volunteer to serve in some fashion. Otherwise a genuine recruitment happens through a long intellectual seduction. The case officer shows empathy and shares his heartfelt views of his target.   He invites him or her to dinner and eventually offers something, even innocuous material rewards. When the opportunity presents itself, the case officer asked the target to sign on as a knowing agent with a written agreement. While the recruitment of sources would place a feather in the war bonnets of case officers, Ames would rather establish a relationship that could result in reliable source of accurate information that might be actionable.

Bird mentions that early on Ames caught the attention of Richard Helms, an OSS operations veteran. Helms was promoted to deputy director of Plans as a result of the Bay of Pigs fiasco. Helms believed the clandestine collection of secret intelligence by case officers was an important task and risky covert operations interfered with that work around the world. New means such as U-2 spy planes and the electronic surveillance of communications were being touted by some the wave of the future and replacements for the spy. When in contact with Ames, Helms impressed the need for human intelligence upon him. Helms, who would eventually become CIA director, thought very highly of Ames and supported his progress at CIA.

While Ames preferred to avoid the US corporate employees working in Dhahran, he managed to befriend Richard Metz, a veteran of both the OSS and the CIA. Metz and Ames would talk at length. Metz tutored Ames on the intricacies of tribal politics and helped Ames navigate in the region. He made Ames better able to work with the members of the royal family. Ames discovered that his efforts to learn about the region would pay off, together with being 6’3” handsome, being personable, and speaking fluent Arabic, Ames quickly gained a reputation wherever he went as being an American with whom one could talk. Metz showed Ames the invaluable skill of having fruitful conversations to strengthen connections with the Arabs in particular. Metz’s advice, along with his own experiences in Saudi Arabia, reinforced Ames view that good friendships with key players, and well as merchants in the suq and maintaining a positive reputation would be key to development of potential sources and contacts and the development and performance of his tradecraft in the region. Ames was always learning, and never became a victim of pride. He never indicated any sense of knowing it all.

An intriguing consideration about Ames’ approach to the people of the Middle East was the fact that at the same time when he was creating deep meaningful connections with Arabs he met in the 1960s, within his own country, there was significant racial discord. Dr. Martin Luther King, Jr. was leading a Civil Rights Movement, supported by Freedom Riders, and thousands of volunteers for marches and sit-ins, who struggled for an end the racial segregation and equal rights for all US citizens. There were no efforts made toward multiculturalism and diversity within CIA at that time. In CIA, Ames was one of the few special individuals who were not simply tolerant of various racial, ethnic, and religious groups. He truly respected the people he encountered in the Middle East. It was very apparent. Ames often heard colleagues overseas use derogatory terms while discussing the Arabs. Bird writes that Ames was disappointed. even discouraged when he heard some of his managers express very intolerant, and indeed, racist views of the same people whose friendship he valued and the company in which he truly appreciated being.

There were two contacts that Ames developed which received considerable attention from Bird. Through the story of those contacts, Bird shed valuable light on the nature of Ames’ utilization of friends to collect vital information. One was Mustafa Zein, a young Shi’a Muslim, and successful business consultant to US and local firms, well-connected through the region, residing in Beirut. Zein was born in to some means and was educated not only in US schools in Beirut, but lived as an exchange student in Naperville, Illinois and graduated from the town’s North Central College run by the United Methodist Church. He had also been involved with the Organization of Arab Students. After Zein’s organization came in contact with the National Student Association, a organization funded by the CIA to help spot individuals for potential recruitment, Ames was eventually instructed to meet him. Ames scoured Zein’s file but knew understanding him in the abstract would not be as valuable actually interacting with him. Another CIA case officer in Dhahran set the meeting in motion by telling Zein to look up Ames the next time he was in Beirut. When they met in late 1969, Ames complimented Zein on being able to work with powerful figures. Zein expressed concerns about the US policy, the resulting Soviet progress in the region, and the plight of the Palestinians, and Ames listened closely. Ames thought Zein was ideal for recruitment, but Zein wanted no part of that. He did want to help, but, informally, in his own way. When he next saw Ames, Zein agreed to do things to advance relations between the US and the Arab people, but not for money. Zein also asked Ames that they pledge to be truthful to each other. For Ames, working with Zein professionally meant having an access agent, who could help spot and recruit other spies. However, Zein was much more than that for Ames. In addition to meeting intelligence requirements from headquarters, Zein’s knowledge of people and events, helping Ames keep a finger on the region’s pulse and support his continued learning process. Zein would introduce Ames to his second most important contact, Ali Hassan Salameh.

Salameh, a friend of Zein, was a member of Fatah’s Revolutionary Council, allowing him the ear of PLO Chairman Yasser Arafat, and leader in Fatah’s Revolutionary Security Apparatus which he was nurturing into a rudimentary intelligence bureau for the PLO, later called Force 17. Salameh was quite cosmopolitan and living the lifestyle of a playboy, breaking many mores of the Arab World. Ames claimed that he was given instructions from US President Richard Nixon to create a line of communication to the PLO. He had Zein introduce him to Salameh. Ames believed the PLO should be encouraged to transform into a real political party, and wanted to support that effort. Salameh saw some benefit having an important channel to the US. Ames and Salameh, complete opposites, became friends. Professionally, each would be the most significant person in the others life. Salameh was an incredible source of information and insight for Ames. However, soon enough, Ames managers wanted to recruit Salameh, not to collect information, but to use him as a means to gain control of the PLO’s activities. Ames wanted no part of it. CIA sent another field agent to meet Salameh in Rome, using Zein’s help. The agent’s recruitment pitch made to Salameh was for him “to coordinate activities with your organization with our organization,” for $300,000 a month. In a meeting with the agent the next day, Zein, rejected the offer on behalf of Salameh who was present, in a unique way. He stated Salameh would accept his terms “to finance the PLO to the tune of $35 million a year—and recognize the PLO.” Zein also explained to the field agent that “He’s [Salameh] already sent a coded message to Arafat. The Chairman is very pleased.” The field agent hastily left the meeting place, and blamed Salameh for the failed recruitment pitch. The effort evoked negative responses from Zein and Salameh. They were insulted by it. Ames eventually managed to patch things up with both. A line of communication between CIA and the PLO was created through Salameh. It survived the years of chaos and conflict in the 1970s Middle East. Salameh would die violently in the region in 1979.

Before hearing of this book, many may have been completely unaware of Ames. Reading it, they will learn of his amazing life and his considerable achievements. They will also discover how much Ames valued others and his value to humanity. He lost his life in the Middle East, a land which to him was a great treasure. A man of integrity, Ames had a strong moral center, an abundance of goodwill, and always the best intentions. He made the best impression possible of himself and his country with everyone he met.

While the US Explored Talks with Iran on the Crisis in Iraq, Iran Acted, And May Do a Lot More!

Legendary Iranian Revolutionary Guards Corps Quds Force Commander, General (Sarlashkar) Qassem Suleimani, is directly responsible for Iran’s security in the Middle East beyond its borders. Events have conspired to put Suleimani in position to lead Iran in a struggle that could confirm it as the region’s dominant power.

According to a June 17, 2014, New York Times article entitled, “US Is Exploring Talks with Iran on Crisis in Iraq,” a senior US diplomat met with his Iranian counterpart in Vienna on June 16th to explore whether the US and Iran could work together to create a more stable Iraqi government and ease the threat from an Islamic militant insurgency. More than a decade after the US invasion, fighters from the Al-Qaeda linked group, the Islamic State in Iraq and Greater Syria (ISIS), and other insurgent groups, have rapidly advanced through the mostly Sunni areas of Iraq. In a matter of days, they have captured several cities including Mosul, Tikrit, Tal Afar, and are driving on Baghdad from two directions. Iraq appears to be collapsing. ISIS is the same group that helped to derail the Syria effort of the administration of US President Barack Obama. Under US policy, the hope was that the Free Syrian Army (FSA), with US supplied arms and training would advance against the regime of Syrian President Bashar al-Assad and pressure him into stepping down at the negotiation table. However, the FSA has not been truly successful and ISIS has regularly attacked its units while also fighting the Assad regime.

The reported meeting between the US and Iran on the Iraq matter took place after US Secretary of State John Kerry signaled in an interview on Yahoo! Newsthat the Obama administration was open to cooperating with Iran on Iraq. The partnership seemed unlikely from the start given the US has called Iran a state sponsor of terrorism and alleged it is trying to develop a nuclear weapon. Nonetheless, the Obama administration recognized that Iran’s involvement in Iraq was inevitable. The Obama administration’s approach to the ISIS crisis includes exploiting the situation to push Iraqi Prime Minister Nuri Kamal al-Maliki to establish a more intercommunal government, to include Sunnis and Kurds, in an effort to heal the rifts being exploited by the insurgents. Indeed, Obama has insisted that no American military help will be forthcoming unless Iraqis make an effort to bridge their divisions. US Secretary of State John Kerry, in talks with Maliki, made headway on the issue. It was agreed a session will be held in the Parliament in Baghdad to discuss establishing a new government, more representative of ethno-religious groups in Iraq. That seems risky given the situation. Certainly, an arrangement could be cobbled together quickly. Yet, a rushed effort may not serve Iraq’s long-term interests. It could be overcome by a decision by Iran to back hard-line Shi’a leaders. Iranian Revolutionary Guards Corps (IRGC) Quds Force Commander, General (Sarlashkar) Qassem Suleimani, recently traveled to Baghdad to meet with Iraqi leaders. Reportedly, Quds Force fighters recently went into Iraq, joining comrades already operating in country. There are concerns Suleimani has mobilized Iranian-trained Iraqi Shi’a militia groups.

While Kerry, in his Yahoo! News interview, left the door open for military cooperation with Iran, State Department spokeswoman Jen Psaki stepped the US back from it. Psaki stated that while there may be discussions about the political situation in Iraq, “We’re not talking about coordinating any military action with Iran.” She also said the Vienna meetings with Iran would not discuss “military coordination or strategic determinations about Iraq’s future over the heads of the Iraqi people.” Less than three hours later, the Pentagon ruled out military coordination.

As a new reality for the 21st century internationally is being created, US leadership is still required. The US has played an important role in defeating terrorism worldwide, and must not stop now over Iraq. US friends and allies, who are concerned with the Middle East and also face threat from groups such as ISIS, want to be assured that the US can still be relied upon. Force must be used to deal with ISIS. The Obama administration pledged that it will stand with the Iraqi people, much as it pledged to stand with the Syrian opposition, but it is unclear as to what will be seen from the US. It might act cautiously enough in response to ISIS as not to be truly effective at all in the endeavor. Perhaps an additional 21st century reality might emerge from this situation. When the US does not act, it may need to accept that other states with sufficient and effective capabilities will. Without reservations, Iran will act to secure its interests in Iraq. Conceivably, tacit cooperation with the US, as in Bosnia in 1995, and Afghanistan immediately after September 11, 2001, might be acceptable among more moderate elements of the Iranian regime, However, going it alone would undoubtedly be the preferred option by the majority of Iran’s military and security officials and hardline political and religious leaders. If that occurs, the outcome in Iraq may not be shaped to the desires of the US in the long-run. If the US ever decides on military action, it may not need to consider how it might coordinate with Iran, but rather, whether it could act effectively militarily in the midst of unilateral a intervention by Iran.

Iran’s Response as a Regional Power

Iran’s Supreme Leader, Ayatollah Ali Khamenei, already believed that Iran was gaining power and becoming the driving force in the Middle East. Khamenei stated: “a regional power [Iran] has emerged which has not been brought to its knees despite various political, economic, security, and propaganda pressures.” Senior Military Adviser to the Supreme Leader, General (Sarlashkar) Yahya Rahim Safavi, stated on September 20, 2013, “With God’s grace, Iran’s army has transformed into a strong, experienced, and capable army twenty-five years after the [Iran-Iraq] war’s end, and is now considered a powerful army in Western Asia.” Through bold and decisive actions, Iran has sought to influence events just about everywhere in the region. On its borders, Iran has demonstrated its capability to effectively combat narcotics traffickers and rogue Islamic militant groups such as al-Qaeda and Jundallah, as well as the Peoples’ Mujahedeen, a group some Western state wile over using as a means to weaken the government in Tehran. In Iraq, Iran has trained and equipped Iraqi Shi’a militiamen and sent them into Syria to support the regime of Syrian President Bashar al-Assad. In Syria, Iran has demonstrated its capability to project power beyond its borders, deploying significant numbers of IRGC, Quds Force and regular Army forces there in support of the Assad regime. Iran has trained and equipped pro-Assad Syrian militiamen, and organized them into the National Defense Front. It has sent truckloads of arms and equipment through Iraq to support the Syrian Armed Forces in 2013. An air corridor over Iraq has also emerged as a major supply route for Iran to send weapons, including rockets, anti-tank missiles, mortars, and rocket propelled grenades to Assad. Iran has also armed, equipped, and enabled Hezbollah to join the fight in Syria. Further, Iran has facilitated the deployment of Iraqi Shi’a militiamen trained by the Quds Force to Damascus. To further supplement the Syrian Armed Forces, hundreds of Shi’a, among the Arabs in Yemen and Pashtun in Afghanistan, have been recruited for combat duty in Syria. In Yemen, Iran’s Quds Force has supplied arms to Houthi rebels fighting government forces in the northern part of the country. In Bahrain, Iran has capitalized on ties established with Shi’a groups calling themselves the Bahraini Rebellion Movement. Trained mostly in Iran, some groups have carried out small-scale attacks on police.

Iranian leaders view Obama as being skeptical about the use of the US military anywhere to create desired outcomes other than in actions in which US participation would be very limited as in Libya. Iranian leaders observed the Obama administration’s decision to make steep reductions in US conventional forces, leaving the US less able to project power, take and hold ground in a non-permissive environment or engage in sustained ground combat operations in defense of the interests of the US, its friends, and allies. To their surprise, Obama withdrew from Iraq as a result of a campaign promise rather than strategic considerations. The whole enterprise appeared wasteful. Suleimani on September 27, 2013 remarked: “What achievements did the American army have with $700 billion budget . . . They expended approximately $3 trillion for the war in Iraq but the American army was unable to gain immunity in Iraq for [even] a single flight and exited Iraq with disgrace. The result of all war in the region was the Iranian nation’s victory.” Consequently, Iranian leaders surprisingly found themselves left with an opportunity to strengthen Iran’s position in Iraq, but the door was also left open for the growth of Al-Qaeda there.

Saudi Arabia would be very displeased to see Iran take control over the situation in Iraq. Yet, if the US is hesitant on Iraq, in the midst of the Islamic militant thrust toward Baghdad, Saudi Arabia will likely be as well. The type of military commitment Saudi Arabia would need to make in Iraq would very likely require various forms of US support to maintain. Saudi Arabia has already had a hand in the matter regarding the supplying, arming, and training of Islamic militants running through the country.

Tehran likely heard Obama recently explain that the goal is to prevent ISIS from achieving a permanent foothold in either Iraq or Syria, for that matter. Accordingly, Obama explained the US has a stake in that. On June 12, 2014, Obama proffered that the issue goes beyond security assistance. He believes part of the challenge is the lack of representation of Sunni, Shi’a and Kurds in the Iraqi government. Obama blames divisions for Iraq’s inability to cope with ISIS. In his view, over the last several years, trust and cooperation has not developed between moderate Sunni and Shi’a leaders inside of Iraq, and that accounts in part for some of the weakness of the state. That weakeness, and then carries over into their military capacity. Accordingly, while support would be provided to the Iraqi military following consultations with the Iraqis, political change would also be sought. Obama stated, “There has to be a political component to this so that Sunni and Shi’a who care about building a functioning state that can bring about security and prosperity to all people inside of Iraq come together and work diligently against these extremists. And that is going to require concessions on the part of both Shi’a and Sunni that we haven’t seen so far.” As leaders in Tehran would know that the talent to captivate through speeches is not the same as the talent to lead internationally. Public statements on Iraq have been satisfying enough for those who would not look more deeply, perhaps seeking simple answers. Yet, they conceal the reality that forcing together a sustainable, cooperative political arrangement in Iraq will prove difficult.

Tehran likely chuckled after hearing Obama emphasize multilateral action during his commencement address at the US Military Academy at West Point, New York on May 28, 2014. Obama explained “When issues of global concern do not pose a direct threat to the United States, when such issues are at stake, when crises arise that stir our conscience or push the world in a more dangerous direction but do not directly threaten us, then the threshold for military action must be higher. In such circumstances, we should not go it alone. Instead, we must mobilize allies and partners to take collective action. We have to broaden our tools to include diplomacy and development, sanctions and isolation, appeals to international law, and, if just, necessary and effective, multilateral military action. In such circumstances, we have to work with others because collective action in these circumstances is more likely to succeed, more likely to be sustained, less likely to lead to costly mistakes.” He would later clarify this statement with reporters by explaining the US must take a more robust regional approach to partnering and training, partner countries throughout the Middle East and North Africa. He further explained, “We’re not going to be able to be everywhere all the time. But what we can do is to make sure that we are consistently helping to finance, train, advise military forces with partner countries, including Iraq, that have the capacity to maintain their own security.”  Given the troubles of the US-led actions in Iraq and Afghanistan, organizing multinational operations in the future will be extremely difficult, especially during crises. Great Britain has already announced that it is not planning military intervention of any kind in Iraq. Indeed, unless there was some type of coordination with Iran, the US would have to act alone.

Tehran is probably not convinced of Obama’s capability to solve the crisis in Iraq given what they witnessed on Syria. On Syria, Obama appeared paralyzed by fears of a bitter scenario that would have the US and the region embroiled in a larger conflict as a result of such action. That was coupled by his concerns over the legal ramifications and international implications of military action against Assad regime. Not knowing how best to respond, Obama strayed from a path of decisive and assertive action which most likely would have achieved all military goals and had a strong educational effect on Assad. After accusing the regime of Syrian President Bashar al-Assad of crossing his red-line by using chemical weapons, Obama made the renowned decision not to take military action. Obama settled for a deal Russia proposed and negotiated with the US to eliminate Assad’s chemical weapons stockpile.

How Iran Might Proceed in Iraq

Iraq will be a real test for Iran’s military and security services. It would be an opportunity to confirm Iran’s dominance in the region. Suleimani, who oversees Iran’s security interests in Iraq, is a legend among Shi’a in the region. On September 25, 2013, Baghdad Shi’a Friday Prayer Leader Hojjat al-Eslam Sheikh Jalaleddin al-Qassir praised Suleimani. He stated, “If there is any fear in the Israelis’ hearts, Qassem Suleimani is its cause. If America has faced problems in the region, know that Qassem Suleimani is the cause; if any problems have been created for the House of Saud, know that Qassem Suleimani has had a hand in it. Therefore, know why they have implemented this war against Qassem Suleimani. Know that Qassem Suleimani is a spear that lands in Israel’s hearts and we are proud that there is a leader like him among the current global Shi’a leaders.” Khamenei based his vision for Iran’s role as the premier power in the Middle East on the capabilities of IRGC commanders as Suleimani given their virtue, faith, and obedience to him and respective capabilities to formulate and implement successful action plans.

National Security and Foreign Policy Parliamentary Commission Spokesman and Member of the Iranian Parliament, Hossein Naghavi Hosseini, on June 24, 2014, neither confirmed nor denied the presence of IRGC Quds Force in Iraq, stating, “I do not deny this matter and of course do not confirm it, because I am not in a position to do so. But we are implementing [existing] agreements between Islamic Republic of Iran and Iraq [that are] within the legal international framework.” He further stated, “If the Iraqi government formally requests aid from us, we will not hesitate and will aid our neighboring country within the legal international framework.” However, it would be logical for Iran’s intervention in Iraq to initially involve the Quds Force, and small numbers of IRGC combat units. Ministry of Intelligence and Security (MOIS) personnel, supported by Quds Force troops, would increase intelligence collection through surveillance and reconnaissance in ISIS held territory.   By moving throughout Iraq, particularly ISIS held territory, Iranian intelligence officers can gain information on all aspects of their opponent’s operations and keep their ear to ground, also getting a sense of the Iraqi peoples’ reaction to events. Positive links would be sought with Iraqi Army commanders and troops in the field to make the process of gathering information about ISIS militants less complicated. Intelligence collected concerning ISIS that would be utilized in the development of an operational plan. Those MOIS and Quds Force personnel, along with other IRGC units, would also engage in direct combat with ISIS fighters, gaining a detailed knowledge of the battle lines. Iran would further train and equip Iraqi Shi’a militiamen, and deploy some in defense of Shi’a dominated parts of Iraq.   Others will be deployed directly against ISIS. They would receive truckloads of arms and equipment. Supplies and other weapons, including rockets, anti-tank missiles, mortars, and rocket propelled grenades would be flown into the Iraqi Army. Iran could possibly deploy Lebanese Hezbollah to join the fight.

Iran might soon after opt to greatly increase its level of commitment in Iraq. Senior Foreign Policy Advisor to the Supreme Leader and Head of the Expediency Discernment Council Strategic Research Center, Ali Akbar Velayati, in a lengthy interview with the Chinese CCTV network on June 19, 2014, stated, “If the legal government of Iraq and Mr. Maleki, as the primary representative of this government, (formally) request aid from Iran, as a neighboring and friendly country, we will aid him without any limitations.”  He went on to state, “For example, we can do in Iraq what we did in Syria, meaning we are capable of providing the same type of training to the Iraqi army that we have been able to provide the Syrian army in confronting terrorists…We have much experience in this field.” That might mean having great numbers of IRGC, Quds Force, and Ministry of Intelligence and Security personnel pour into Iraq to join their comrades long since operating there. Aspects of the increase might include bringing heavy artillery and rocket batteries in country. Massed fire missions could be executed with heavy artillery and heavy rockets, along with airstrikes, to destroy ISIS units being organized and armed for an attack or traveling. Marshalling points and supply routes for arms and military materiel away from urban areas could also face artillery onslaughts. Armored and mechanized units would also become more apparent. They would provide Iraqi and Iranian units with mobility and firepower and a maneuver capability unmatched by ISIS. Iran might deploy a close air support capability from attack helicopter units to fighter-bombers to facilitate movement by ground units. Combat support and combat service support units could be sent in to support military movements and control of recaptured territory. Basij volunteers in Iran may be mobilized to serve in Iraq.

Tacit US-Iran Cooperation “a la Bosnia” Is Unlikely

In Bosnia, IRGC, Quds Force, and MOIS personnel operated successfully, working in concert the US and other states to airlift of arms supplies to the Muslim-Croat Federation’s Armija. Regarding the actions of ISIS in Iraq, Velayati, explained on June 19, 2014, explained: “Iran opposes extremism and America also opposes extremism. Thus, these two countries move in a parallel ‘direction’ but this does not mean cooperation between these countries.” He concluded, however, “I do not see an outlook for cooperation between these countries, because, in our assessments, they seek a sort of dominance in Iraq and in some other important and oil rich countries in the region.” Again speaking on behalf of the National Security and Foreign Policy Parliamentary Commission, Hossein Naghavi Hosseini rejected cooperation with the US stating, “The Americans want to be in Iraq next to Iran at any cost. As Iran is aware of the White House’s behind-the-scene plan, it will never be placed next to America.” Iranian President Hassan Rouhani kept the matter alive on the Iranian side, explaining Iran has not ruled out working with the US against ISIS in Iraq. On June 15th, he was quoted as saying, “We can think about it if we see America confronting the terrorist groups in Iraq or elsewhere.” However, conspiracies abound in Iran on whether the US wants to stop ISIS. Khamenei has stated, “The Dominant System [US], using the remnants of Saddam’s regime as the primary pawns and the prejudiced takfiri elements as the infantry, is seeking to disrupt Iraq’s peace and stability and threaten its territorial integrity.”

Tehran has undoubtedly observed that the Obama administration already has increased intelligence-gathering flights by drone aircraft over Iraq. It has been alleged to be the beginning of a phased approach. The US might also initially seek to shore up Iraqi forces with security assistance. Obama has ruled out sending combat troops. However, what resonates with Tehran is degree of uncertainty apparent in the administration’s reported reaction in Washington. Indeed, despite what has been done so far in Iraq, Obama’s White House advisers are now engrossed in a policy debate on airstrikes. National security officials have raised concerns over the ability to target roving bands of insurgents and degrade their fighting capabilities. Airstrikes that damage cities or Iraqi infrastructure could worsen the crisis. Another big concern is the risk of hitting the wrong people. Obama’s insisted on June 13th that if he decides to act, military action would be “targeted” and “precise,” reflecting his desire for a cautious path that avoids civilian casualties and prevents the US from being dragged back into Iraq. Obama has promised to “consult with Congress,” stopping short of saying he would put the issue to a vote. Congressional opposition to airstrikes in Syria contributed to Obama’s decision not attack.

By engaging in a lengthy discourse and considering gradual response in Iraq, US authorities appear relatively relaxed about events in Iraq compared to their counterparts in Iran. Khamenei, Rouhani, the leadership of Iranian Revolutionary Guards Corps (IRGC) to include Suleimani, and hard-line political and religious leaders, realize that waiting could lead to tragic consequences. ISIS has begun engaging in abuses and summary executions of civilians as well as captives. Syria provides a template to understand just how bad things can become for Iraqis in ISIS controlled territory. On June 15, 2014, insurgent fighters from ISIS posted images purporting to show the execution of hundreds of Shi’a fighters.  Iranian military and security official know that ISIS could reach a level of strength that it could threaten to execute entire populations of towns and villages to prevent attacks against them. If attacks were launched, ISIS would follow through without hesitation with such threats. That is the sort of thing ISIS as terrorist group does. If ISIS managed to establish itself in Iraq, the Shi’a community in Iraq would not be the only ones at risk. ISIS would certainly initiate attacks on Iran. They know ISIS will attempt to establish an Islamic state in captured territory whether it is sustainable or not.

Tehran knows US efforts to reform the Iraqi government will weaken Iran’s influence over Baghdad. On June 23, 2014, Khamenei explained, “In the Iraq situation Western dominance-seeking powers, specifically the regime of the United States of America, are seeking to take advantage of the ignorance and prejudice of powerless masses.” He added, “The main goal from the recent events in Iraq is prohibiting this country’s people from the achievements that they have gained despite America’s lack of presence and interference. [Iraq’s] most important achievement is the rule of a democratic system.” He further explained, “America is discontent about the present trends in Iraq, meaning the holding of elections with the good participation of and the determination of trustworthy choices by the people. America is seeking Iraq’s domination and the rule of individuals obedient to America.”

For the Obama administration to believe that Iran would allow the reduction of its interests in Iraq without some response would be counterintuitive. Iran knows that the type of representative government that the US seeks cannot be designed on the fly and is an enormous request under the circumstances. The fact that Maliki ever came to power evinces the US inability to manage events politically in Iraq. As Velayati, on June 19, 2014, explained, “The majority of [Shi’as and Kurds] and their leaders have very close relationships with Iran. Some Sunni Arabs have cordial relations with us as well. We can therefore make our most effort to gather the aforementioned [individuals].” Khamenei, on June 23, 2014, stated: “We vehemently oppose and disapprove the interference of the Americans and others in Iraq’s domestic matters. We believe that Iraq’s government, people, and the senior clergy are capable of ending this sedition. God willing, they will end it.”

The Way Forward?

Officials and advisers in the Obama administration likely came to terms before this crisis in Iraq that proposals for military action in Iraq would be the most difficult documents to put before the president. Any military action would need to be minimal, yet effective enough to achieve objectives based on the president’s concepts, which is not easy plan. For this reason, Obama’s advisers had difficulty getting their president to rapidly come to terms with any proposals offered on Syria or Ukraine, consequently creating uncertainty globally over how the US would proceed.

Iraq seems to be unraveling and time is of the essence. Right across the border from Iraq, however, Iranian leaders see a great danger, and they are attending to it. The Iranians are not going to wait and see what the US does next. They want to stop ISIS. Yet, they want to protect their interests in Iraq by shaping the political situation in Baghdad in their favor. If they manage to do so, they can further Iran’s position as the dominant power in the region. Military and security officials may also gain a louder voice in the ear of Khamenei who still has a decision to make on the nuclear negotiations and other issues. Moreover, the failure of the US to act decisively and effectively in Iraq would eliminate fears within all quarters in Tehran that the US might take military action against Iran, a far greater enterprise than fighting ISIS. In the US, White House advisers are once again agonizing over a foreign policy decision. They, however, have wiled the idea that from the chaos, they can eke out the opportunity to put Tehran’s man out of power in Baghdad and create a new government. By attempting to absolve itself of the “unpleasantries” of exercising military power while claiming the title as the world’s leader, the Obama administration could cause the US to face another negative turn of fortune on foreign policy. Something significant militarily must be done immediately, even before the US induced process of reform is completed. If not, the Obama administration must be ready to accept the bitter scenario of the field in Iraq eventually being fully turned over to Iran.

US Must Pursue Iran Talks Before Considering Going to War, But If Talks Fail, Iran Will Be Attacked, Eventually!

According to a February 26, 2014, Reuters article entitled, “Kerry: US Must Pursue Iran Talks Before Considering Going to War,” by Lesley Wroughton and Arshad Mohammed, US Secretary of State John Kerry reportedly told a group of reporters that the US has an obligation to pursue nuclear negotiations with Iran before attempting to force Tehran to give up its nuclear activities with military action.  Kerry further explained, “We took the initiative and led the effort to try to figure out if before we go to war there actually might be a peaceful solution.”  On November 12, 2013, Iran reached a landmark preliminary agreement with the P5+1 (US, Britain, France, Russia China, and Germany) to halt what were alleged to be its most sensitive nuclear operations in exchange for some relief from economic sanctions.  The interim deal was completed on January 12th, and the parties set forth to continue negotiations for six months after which, it is hoped, a final accord will be signed.  However, a positive outcome is not guaranteed.  The Reuters article’s authors explained that when he states all options are on the table with regard to Iran’s nuclear program, US President Barack Obama is using diplomatic code for the possibility of military action.  His predecessors and a long line of US officials have held out that same threat.  Yet, when Kerry spoke to the reporters, he apparently left no doubt that the US would seriously consider a strike on Iran if the diplomatic talks breakdown.

Kerry’s public comments concerning the Geneva talks were uncharacteristic of him. Kerry is an extremely capable Secretary of State, and he has a genuine interest in improving relations with Iran.  He is a discreet person who would hardly want to do anything to derail the Geneva process.  The Reuters article’s authors asserted that Kerry’s statements were in reaction to pressure placed on the Obama administration by Congressional Republicans who threatened to revive a bill that would impose new sanctions on Iran.  The Obama administration has cautioned Congress that such action could interfere with delicate nuclear talks to find a lasting agreement.  The article’s authors also assert that pressure from Republican lawmakers will likely increase with signs that the easing of sanctions is allowing for the boost in Iran’s oil exports.  However, Kerry’s comments on going to war with Iran were doubtlessly also heard in Tehran.  As Iranian Foreign Minister and lead Iranian negotiator for the Geneva talks, Mohammad Javad Zarif, stated in December 2013, “When Secretary Kerry talks to the US Congress, the most conservative constituencies in Iran also hear him and interpret his remarks. So it’s important for everyone to be careful what they say to their constituencies because others are listening and others are drawing their own conclusions.”  Kerry’s comments were very threatening in nature.  Yet, at this point, it is that the leadership in Tehran probably did not become too concerned about US military action.  Indeed, they feel that such action is unlikely.

Among the key power centers in Iran, to include the Supreme Leader Ayatollah Seyed Ali Khamenei, President Hassan Rouhani, the leadership of Iranian Revolutionary Guards Corps (IRGC), and hard-line political and religious leaders, there was an understanding that Iran would be negotiating in Geneva from a position of strength as a military power.  Such power was in part the basis of their belief that the US needed to negotiate with Iran as an equal.  Iranian leaders likely reached this conclusion as a result of an assessment of the “capabilities and possibilities” for likely US military action.  Certainly, Iranian leaders regularly receive a wealth of detailed reports from official and unofficial sources, including the Ministry of Intelligence and Security, on information such as US approaches to the nuclear negotiations, policy and decision making and statements made by senior US political, diplomatic, and military officials on Iran.  Yet, the consideration of capabilities and possibilities is a standard procedure and favored methodology for foreign affairs, defense, and intelligence organizations in Iran to assess, in the abstract, capability to effectively perform a proposed action and the real possibility for success.  It also allows for an assessment of an opponent’s capability to respond to that action and possible decision making and reaction to it.  By wrongly giving higher meaning to certain facts and assumptions and incorrectly weighing relative strengths and weaknesses of Iran’s military power versus the US, it becomes clear how Iranian policy analysts and decision makers would reach the conclusion that they would not face a military response if talks failed or if they took the step to develop a nuclear weapon.  Based on one member’s experience working with Iranian officials on the nuclear issue, a truncated assessment of capabilities and possibilities, comparable to those done in Tehran, is presented here by greatcharlie.com in order to demonstrate how the Iranian leaders most likely acquired certain views, and why they have taken certain approaches toward the US.  If Iranian leaders decide to drop the Geneva talks and actually develop a nuclear weapon, its decision will be based on a flawed understanding of US capabilities.  There is a real possibility the US will attack Iran.  However, there is also the possibility that as the Geneva talks advance, and greater contacts occur among US and Iranian officials and diplomats, some prevailing views in Tehran on US military capabilities may be modified.  Those contacts may also create interest among Iranian leaders to seek a sustainable final agreement on economic sanctions and their nuclear program, if a final decision on how to proceed on the nuclear issue has not already been made.

“Capabilities”

The IRGC and Iranian Armed Forces have declared their willingness to defend Iranian territory with military power, and are convinced that they have such capabilities.  IRGC Commander General (Sarlashkar) Mohammad Ali Jafari has explained: “[The US and Israel] know well that they have been unable to take any military action against the Islamic Republic of Iran, and if they make any foolish move of this sort, there are many options on the table for Iran and deadly responses will be received.”  Regular displays of military strength through exercises and parades, along with hubristic declarations regarding Iran’s power, serve to assure the Iranian people that their government has the capability to defend them, and are also intended to serve as a deterrent to potential aggressors. Although the impact of US directed international sanctions on Iran’s economy has been considerable, Iranian leaders have vowed not to allow US sanctions prevent Iran from pursuing a nuclear program.  Concerning sanctions, Jafari explained: “Today, Americans and Westerners have understood that pressure on Iran not only does not lead to the advancement of their desires but also has the opposite effect.  Iran has progressed day by day.”  Jafari’s statement is indeed accurate.  Regardless of the state of negotiations between the US and its Western partners and Iran over the years, and the ferocity of the US threats, advances would continue to be made on the nuclear energy program.  Iranian leaders have also appreciated the deterrent effect created by Western intelligence assessments that Iran is close to breakout capacity with its nuclear program; some estimates are that Iran is only six months away from having the technology to develop a bomb.

Iranian leaders feel Rouhani can capture the imagination of the US and its European partners making them more pliant to compromise.  Regarding negotiations, there is a sense among Iranian leaders that Zarif has capabilities as a diplomat and advocate that are superior to his Western counterparts and is capable of driving them toward compromise on sanctions without surrendering nuclear rights.  While rifts between hard-line elements in Iran with Rouhani and Zarif over the Geneva talks have been highlighted in the West, there is actually an understanding among Iranian leaders of the need to support the negotiations team.  Indeed, concerning Zarif and the negotiations team, Jafari stated: “All must help the negotiations team of our country and the foreign policy apparatus in order to create consensus and public unity at the current time in order to help them demand the fundamental rights of the nation of Iran in the nuclear field and stand against Arrogant [US] blackmail and greed during negotiations and meetings.”

On regime change, a threat posed by the administration of US President George W. Bush against Iran, Iranian leaders are certain their security apparatus is too strong for the US to ever defeat and the US has backed away from that effort.  Addressing the issue of regime change, IRGC Quds Force Commander General (Sarlashkar) Qassem Suleimani stated: “the important side of your [US] attempts today have been to confront the Islamic Republic.  Your [Obama] statement [at the UN] that ‘We are not seeking the Islamic system’s overthrow’ is not a statement of kindness, but rather an announcement of incapability.  You have been and will remain unable to be successful in overthrowing the Republic’s system.”

There is a sense among Iranian leaders that Defense Minister Hossein Dehghan’s efforts to revamp and enhance Iran’s advanced defense research programs and strengthen Iranian defense industrial base will greatly enhance Iran’s warfighting capabilities at the present and in the future.  Iran has already made great strides in satellite technology, drone, and stealth technology.   Iran has successfully used a base in Venezuela as a test bed for new technologies.  Regarding application of those new technologies, in the Gulf, Iran believes it can establish dominance with the advent of new anti-ship system and naval technologies.  Ali Shamkani, the new Secretary of the Supreme National Security Council directed the IRGC attempts to realize Iranian dominance in the Gulf while serving as IRGC Commander.  He retains a strong interest in that effort.

On its borders, Iran has demonstrated its capability to effectively combat narcotics traffickers and rogue Islamic militant groups such as al-Qaeda and Jundallah, as well as the Peoples’ Mujahedeen, a group some Western policy analysts suggest that the US use as a means to weaken the government in Tehran.  In Iraq, Iran has trained and equipped Iraqi Shi’a militiamen and sent them into Syria to support the regime of Syrian President Bashar al-Assad.

In Syria, Iran has demonstrated its capability to project power beyond its borders, deploying significant numbers of IRGC, Quds Force and regular Army forces there in support of the Assad regime.  Iran has trained and equipped Syria’s shabiha (militiamen), and organized them into the National Defense Front.  It is known that Iran has sent at least 330 truckloads of arms and equipment through Iraq to support the Syrian Armed Forces in 2013.  An air corridor over Iraq has also emerged as a major supply route for Iran to send weapons, including rockets, anti-tank missiles, mortars, and rocket propelled grenades to Assad.  Iran has also armed, equipped, and enabled Hezbollah to join the fight in Syria.  Further, Iran has facilitated the deployment of Iraqi Shi’a militiamen trained by the Quds Force to Damascus.  To further supplement the Syrian Armed Forces, hundreds of Shi’a, among the Arabs in Yemen and Pashtun in Afghanistan, have been recruited for combat duty in Syria.  In Yemen, Iran’s Quds Force has supplied arms to Houthi rebels fighting government forces in the northern part of the country.  In Bahrain, Iran has capitalized on ties established with Shi’a groups back in the 1990s.  Calling themselves the Bahraini Rebellion Movement, some have carried out small-scale attacks on police.  Bahraini rebels are operationally controlled by Bahraini opposition leaders, but typically trained in Iran.  Iranian leaders feel they could utilize these diverse forces against the interests of the US and its friends and allies in retaliation for US military action.

As events and issues in the Middle East do not align with US President Barack Obama’s new vision of its national interest, some Iranian leaders feel the US has become disinterested in the region.  Most also recite the global mantra that the US has been traumatized by its interventions in Iraq and Afghanistan both in which Iran supported opponents of the US.  Obama, himself, appears to Iranian leaders as being skeptical about the use of the US military anywhere to create desired outcomes other than actions where participation by US personnel is very limited in scope as in Libya.  Iranian leaders observed the Obama administration’s decision to make steep reductions in US conventional forces, leaving them somewhat less able to project robust power, take and hold ground in a non-permissive environment or engage in sustained ground combat operations in defense of the interests of the US, its friends, and allies.  They have also observed Obama administration effort to make steep reductions in its nuclear forces, the crown jewels of its military power, only to be thwarted by Russian President Vladimir Putin.  Putin refused to negotiate on the matter concerned with the efficacy of taking such an audacious step.  Additionally, they were amused over the way in which the Obama administration buckled under pressure from academics, policy scholars, and activists over drone use.

Iranian leaders have noted the Obama administration’s insistence on deploying a European based missile defense system to defeat an imagined Iranian nuclear-tipped missile attack.  To Iranian leaders, the deployment of the missile defense system indicates that there is a willingness within the US to rely on defense and deterrence rather than offensive military action to cope with Iran’s nuclear program.

In Iraq and Afghanistan, the Obama administration’s behavior has been perceived by Iranian leaders as being very awkward.  Regarding those military operations, Suleimani stated: “What achievements did the American army have with $700 billion budget . . . They expended approximately $3 trillion for the war in Iraq but the American army was unable to gain immunity in Iraq for [even] a single flight and exited Iraq with disgrace.  The result of all war in the region was the Iranian nation’s victory.”  In the view of some Iranian leaders, the Obama administration withdrew from Iraq as a result of a promise made during Obama’s first presidential campaign rather than strategic considerations.  Consequently, Iranian leaders surprisingly found themselves left with an opportunity to strengthen Iran’s position in Iraq.  However, the door was also opened for a growth of al-Qaeda’s presence there.  The initial increase in force in Afghanistan after a long, agonizing decision by Obama in 2009 was made with the goal to create the opportunity for the US and NATO to succeed there.  Iranian leaders have observed how that approach transformed into a decision to withdraw.  Indeed, the US has now declared its intention to withdraw from Afghanistan by December 2014 without a security agreement with the Afghan government.  Iranian leaders have been presented with an opportunity to further Iran’s dominance in the region, but recognize the US withdrawal may open the door to a growth in al-Qaeda’s presence there.

Among experts and advisers on foreign and defense policy in Tehran, the popular view espoused was that the Obama administration was forced into an aggressive stance against Iran with manipulation from Israel.  Senior Military Advisor to the Supreme Leader and Former IRGC Commander General (Sarlashkar) Yahya Rahim Safavi stated, “It is sad that the US President is under the influence of [Netanyahu’s] pressure and lies about Iran to such an extent, that he changed his tune and stance towards the Iranian issue. This leads to the US President’s weakness of independent thought and policy and has shown the power and influence of the Zionist lobby . . . .”  Jafari stated in September 2013, “We hope that the Americans let go of their intransigence with Iran and become less affected by the Zionist lobby.”  However, Iranian leaders now believe the US has retreated from its aggressive stance toward Iran fearing further military engagement in the Middle East.  Iranian leaders want to believe that the Obama administration has very negative relations with Israel, and has pursued the Geneva negotiation process, despite Israel’s objections.  They are convinced that uncongenial relations between Obama and Israeli Prime Minister Benjamin Netanyahu, has served to stymie Israeli plans to take any action against Iran.

In Syria, the US has not interfered with Iran’s efforts to establish itself as the state with predominant military force on the ground and the complete capability to shape events, with the financial support from Russia and China.  Despite declaring red-lines on the use of chemical weapons in Syria, the Obama administration hesitated and backed away from military action after very publicly accusing the Assad regime of using chemical weapons.  Iranian leaders’ views of Obama’s unwillingness to take military action anywhere were confirmed when the Obama administration expressed “fears” over placing troops on the ground and was indecisive in choosing targets in Syria for military strikes before eventually declining to act altogether.  That actually compelled many Iranian officials, IRGC commanders in particular, to publicly deride the US government as being indecisive and predict it would be pliant to Iran’s demands.  Suleimani made the following statement about the US: “There was day when the US used three options: political, economic, military.  Today they lie and say ‘we have forced Iran to negotiate with sanctions’ or the Islamic system is weaker.’  Really, today, the US has the most debt of any country in the world.  The US has also failed everywhere they have interfered militarily.  From a political perspective, they are not accepted anywhere in the world.  In a situation in which the US is considered the world’s greatest power, they are ruined in every dimension.”

Iranian leaders watched as Democratic and Republican Members of the US Congress failed to support Obama’ s plan to take military action in Syria.  They recognized that as being indicative of a greater problem between Obama and Congress.  Iranian leaders feel the Congress would likely deny Obama support for military action elsewhere.  The willingness of opponents in Congress to inflict harm on the US military, the security apparatus, and the US public, through sequestration and a government shutdown, convinced to Iranian leaders that there is outright hostility from Congress toward the Obama administration akin to an animus toward an enemy.  The Iranian view of the Obama administration were supported by Russian President Vladimir Putin in his now infamous September 12, 2013, New York Times Op-Ed entitled, “A Plea for Caution from Russia.”  Putin’s negative perceptions of Obama’s motives and the US have very likely found their way into Russia’s dialogue with Iran and have had an impact. Russia’s most recent military action in Ukraine demonstrates to Iranian leaders that there is little reason to be concerned or intimidated by a possible response from the Obama administration.  Iranian leaders’ views on the role of the US in the world as a predominant power were also supported by China.  Chinese views were represented in an editorial by the Chinese official news agency, Xinhua, calling for a “de-Americanized” world.

“Possibilities”

On the Geneva talks, Khamenei from the beginning made statements such as: “We had announced previously that on certain issues, if we feel it is expedient, we would negotiate with the Satan [US] to deter its evil.”  Maintaining the nuclear program and the right to enrich were the main requirements that he gave to Iranian President Hassan Rouhani when releasing him to engage in a dialogue with the US and Western powers on economic sanctions, and Iran’s nuclear program.  Khamenei viewed the Geneva process primarily as an opportunity to counter economic sanctions while progressing in the area of nuclear technology.  Jafari has stated: “The people expect their officials to demand the complete nuclear rights of the nation of Iran, including the nuclear fuel cycle, complete and official recognition of the right to enrich, and the elimination of all unjust sanctions.”

Given the nature of relations between Obama and Netanyahu, Iranian leaders felt it was unlikely the US would agree to Israeli demands for Iran to cease all uranium enrichment and to remove all enriched uranium from its territory; dismantle its Fordow nuclear facility hidden in a mountain near Qum; dismantle its newest generation of centrifuges at Natanz; and, stop construction of a heavy water reactor at Arak.  They know that the US has engaged in an effort to quell very audible concerns expressed by Israel and other Middle East allies over concessions made to Iran, particularly on sanctions.  Iranian leaders truly believe Zarif is the best diplomat possible to promote the legitimacy of Iran’s positions.  The popular notion, that the Obama administration’s foreign policy was initially driven in great part by the White House’s desire to establish Obama’s legacy, signaled to Iranian leaders that the US may be willing to make concessions in talks to reach an agreement.  Zarif could deliver success at Geneva on Iran’s terms, exploiting the US desire to make a deal.

It may very well be that Iranian leaders want to use the Geneva talks to gain time to make greater advances in the nuclear program.  Continued progress in the program has been a feature of Iran’s nuclear negotiations with the US and its Western partners since such talks`began with the Bush administration despite the ferocity of threats of military intervention and the imposition of sanctions.  From a darker perspective, true conservatives among Iranian leaders may wish to use the diplomatic efforts of Rouhani and Zarif simply to misdirect the US and its European partners, enabling other elements of the Iranian government to pursue the covert weaponization of the nuclear program.  Iran has the possibility to engage in a dual-track approach to resolve problems over the nuclear issue with the US and its Western partners within the parameters of Khamenei’s concept of heroic flexibility.  Rouhani and the Iranian Foreign Ministry would take a path toward diplomacy to acquire concessions from the US while the IRGC, the Ministry of Defense, and other government elements take a path toward accomplishing the military goals of the nuclear program.

Whether through the current course of research or a covert program, Iranian leaders are aware that once a significant level of competence with nuclear technology is successfully acquired and tested, the genie will be out of the bottle and a new situation will immediately exist. Iranian leaders believe that threats of further sanctions or military action against Iran would unlikely be viewed as constructive internationally, other than by Israel.  Iranian leaders believe particularly that it would less likely face any consequences if it achieves nuclear weapons technology when US mid-term Congressional elections occur in 2014.  Democrats in the US Senate and House of Representatives, especially those seeking re-election, would not want to have to explain a new war in the Middle East declared by a president from their party.

What Has Occurred So Far

Under the agreed pause of its nuclear activities, Iran has suspended its nuclear program to the extent that enrichment of uranium would be halted beyond 5 percent, a level deemed sufficient for energy production but not for developing a nuclear device.  Iran’s stockpile of uranium enriched to 20 percent, a step toward weapons grade fuel, would be diluted or converted to oxide, preventing it from standing prepared for military purposes.  Iran already produced more than 20,000 pounds of enriched uranium gas that is three quarters of the way to weapons grade material.  Iran also agreed not to install any new centrifuges, or start up any that were not already operating. Between 2009 and 2013, Iran’s inventory of installed centrifuges increased from 5,500 to 19,000.  Iran agreed not to build any new enrichment facilities.  An undeclared enrichment facility at Fordow, buried inside of a mountain and outfitted with centrifuges over the last several years, was exposed by US and allied intelligence efforts prior to the negotiations.  Iranian officials indicated that their program had not been curtailed at all. They claimed that Iran by its own volition, reached an interim agreement with the P5+1, but did not give up the right to enrich or the ability to return to enriching at any time.  To them, the interim agreement did not prevent Iran from enriching uranium above 3.5 percent or to dismantle any existing centrifuges.  Iranian deputy foreign minister for legal and international affairs as well as lead negotiator, Abbas Arachi, made it clear that while Iran would separate connections between centrifuges that have been used to enrich uranium to 20 percent, the interconnections could be reconnected in a day.  The entire feed stock for producing nuclear weapons fuel and infrastructure remains intact.  Additionally, the Iranians were able to retain achievements made through their development of a heavy water reactor in Arak which provides a plutonium pathway to producing nuclear weapons fuel.

However, the agreement, more importantly, has reversed the momentum of sanctions and provided some relief from the threat created by the notion of impenetrable sanctions.  Some US policy analysts may believe that Iran may be buying time in order to advance its nuclear program while giving key concessions on the sanctions front.   Yet, what may really be happening is that Iranian leaders are giving new consideration to the Geneva process.  Considering how to proceed against the US and its European partners in the abstract, is quite different from engaging with US officials in actual negotiations.  Information gleaned from US officials and diplomats should provide fresh information about US actions and intentions.  It is difficult to say whether such information from the talks might have an impact on thinking among Iranian leaders.  Nonetheless, while enduring Kerry threats of war, Iran has actually kept its end of the deal under the November 24th agreement by reducing its stock of 20 percent enriched uranium, not enriching uranium above a purity of 5 percent and not installing more centrifuges in addition to other things.  Kerry, himself, told reporters that “Generally speaking, they have done I think everything that they were required to do with respect to the reductions.”  Kerry further explained that “There’s no centrifuge challenge. They haven’t put any in. They … have reduced their 5 percent. They have reduced the 20 (percent),” he added. “They are in the middle of doing all the things that they are required to do.”

The Way Forward

Khamenei and other Iranian leaders believed an agreement favorable to Iran’s interests, particularly on sanctions and Iran’s nuclear rights, would be rapidly constructed.  As the negotiation process dragged on, they were recognized as a complicated and deliberate process, the outcome of which is uncertain.  Khamenei began expressing doubts that an agreement acceptable to Iran could be constructed.  Nevertheless, once an interim deal was reached, and Khamenei and Iran so far have adhered to it.  There is real hope among negotiators that a final agreement can be reached.  However, the talks could also fail, and that would not be a simple matter at all.  Iranian leaders may conclude the US will not attack, given the predilection of the Obama administration to shy away from military action, and speculation on the US included in some analysis of “capabilities and possibilities” developed in the abstract by policy experts in Tehran.  Yet, the US military, in reality, possesses the capability to successfully execute a decisive blow against the Iranian nuclear program and effectively deal with Iran in the aftermath of any strikes.

US military planners develop concepts for operations using their expertise based on a long career in their respective branches of the armed forces that includes continuous military education and training and considerable experience warfighting.  They would be the ones responsible for developing plans for military action against Iran for the Obama administration.  They know the capabilities of specific individuals and units, the effectiveness of their weapons systems, and what the real possibility for success of any given operation would be.  All tools, both conventional and nuclear, would be available to them.  If ordered by the president to present a plan for such an attack, senior US military planners will more than likely produce something that displays a high level of acumen and creativity, utilizing advanced technologies in a manner that neither analysts nor the potential opponent could foresee.  A plan to put the full panoply of security measures in place not just in the region but in the US and territories of friends and allies to thwart retaliation would also be produced and implemented.  The worst way for Iranian leaders to discover the US military’s capabilities would be through an attack.

Iranian leaders must realize that when dealing with the US, ultimately, issues do not center on whoever occupies the Oval Office at any given time.  Term-limits set by the US Constitution prevent Obama for serving a third term.  Striking a balance between demands for relief from economic sanctions and the gradual cessation of the nuclear program may not be at issue for the next US president.  To the extent that the US is a staunch ally of Israel and to a similar extent, Saudi Arabia, the next US president might decide to ameliorate the US approach, requiring new concessions from Iran, to include an immediate halt of all its nuclear activities.  The demand could possibly be made for Iran to surrender its nuclear program or face military action.

Another realization that must be reached is that rather than focus on comments that are meant for domestic political consumption in the US, Iranian leaders must stay focused on what is best for Iran and what can truly be achieved through the nuclear negotiations.  Relations between the US and Iran are at a new stage as are the nuclear negotiations. The P5+1 Talks have provided a unique opportunity for US officials and their Iranian counterparts, through close contact, to acquire a better understanding of various aspects of one another’s thinking.  Much of what has been learned since surely contradicts Iranian leaders’ prior assessments of capabilities and possibilities regarding the US.  For the US and Iran, the improved understanding of mutual positions was further strengthened by back channel talks, some conducted by officials from the US National Security Council.  Those talks also allowed very senior officials to “clear the air” regarding any personal concerns and relations between the two countries.  The new dialogue has built confidence, eliminated many ambiguities about positions, and lessened the guessing over actions, intentions, and motives.  Jafari has been quoted as saying, “Anti-Westernism is the principle characteristic of the Islamic Republic.”  However, Iranian leaders at this point may be able to see, even with such slogans in mind, the real possibilities of a final agreement.  Adhering to the interim deal, as Kerry himself has confirmed, is a good first step and serves as recognition by Iranian leaders that a peace agreement has promise.  Although it has been dogma among US policy analysts and think tank scholars to view Iran as determined to pursue nuclear weapons through its nuclear program, it may very well be that a final decision on how to proceed has not been made in Tehran.  Recall that Khamenei has stated repeatedly that Iran does not want a nuclear weapon.  If Iran were trying to develop a nuclear weapon, the effort could only be justified by Iranian leaders as a matter of absolute necessity for Iran’s security.  Evidence does not exist that the nuclear program has been militarized.  Whether Iranian leaders truly believe a nuclear weapon would make them more secure is not certain.  With great expenditure, Iranian leaders may be both creating a nuclear energy program, and simply creating the option to weaponize if it became necessary.

If a final decision truly has not been made on developing a nuclear weapon, it may still be possible, in Geneva and through back channel discussions, to convince Iranian leaders that pursuing a weapon would not be necessary.  Zarif, Kerry, and all parties to the negotiations may very well be able to deliver a deal that satisfies Tehran and all parties to the negotiations.  It is certainly worth the try.  If they fail, then a war will likely be declared, if not immediately, in the near future.

Negotiators Put Final Touches on Interim Iran Accord, But Ayatollah Khamenei Is Expressing Concern over Perceptions Created by Talks

Iran’s Supreme Leader, Ayatollah Ali Khamenei, is frustrated by the popular perception that Iran was forced to make a deal on its nuclear program as a result of Western economic sanctions.

According to a January 13, 2013, New York Times article entitled, “Negotiators Put Final Touches On Iran Accord,” Iran and the P5+1 (US, Britain, France, Russia China, and Germany) completed a deal on January 12th that would temporarily suspend much of Iran’s nuclear program as of January 20th.  That would be done in exchange for limited relief from Western economic sanctions.  The interim agreement had already been announced in November 2013, however, its implementation was delayed until after negotiators and experts worked out technical details.  Reportedly, Iran will suspend its nuclear program to the extent that enrichment of uranium would be halted beyond 5 percent, a level deemed sufficient for energy production but not for developing a nuclear device.  Iran’s stockpile of uranium enriched to 20 percent, a step toward weapons grade fuel, would be diluted or converted to oxide, preventing it from standing prepared for military purposes.  Iran also agreed not to install any new centrifuges, start up any that had were not already operating, or build new enrichment facilities.

While Western officials touted the degree to which Iran’s nuclear program had be temporarily curtailed, as reported in the January 13thNew York Times article, Iranian officials indicated that their program had not been curtailed at all. They claimed that Iran by its own volition, reached an interim agreement with the P5+1, but did not give up the right to enrich or the ability to return to enriching at any time.  To them, the interim agreement did not prevent Iran from enriching uranium above 3.5 percent or to dismantle any existing centrifuges.  Iranian deputy foreign minister for legal and international affairs as well as lead negotiator, Abbas Araqchi, made it clear that while Iran would separate connections between centrifuges that have been used to enrich uranium to 20 percent, the interconnections could be reconnected in a day.

In Iran, Khamenei is known as the leader of the Islamic Ummah and Oppressed People and the person in which the spiritual guidance and functional power Islamic republic resides.  For him, the notion that Iran was submitting to Western pressure is absolutely abhorrent.  Khamenei accused the US of engaging in strenuous efforts to promote this view of Iranian weakness.  He stated:  “The nuclear talks showed the enmity of America against Iran, Iranians, Islam, and Muslims.”  Nevertheless, the view that Iran was forced to negotiate in reaction to economic sanctions is not only accepted among most experts in the US.  It is the prevailing view worldwide.  Khamenei has held out hope that, through the Geneva process, Iran would reach an agreement that fits within the ideals of Islamic Revolution as well as achieve success over what he has referred to often as “the economic pressures and propaganda campaigns of the West.”  However, perceptions of Iran’s standing in the talks could very well impact Khamenei’s final decision regarding Geneva.  At this juncture, it is not necessary for Khamenei to decide whether to proceed to halt negotiations as a final agreement has not even been outlined.  In the interim, perhaps Khamenei and Iranian foreign and defense policymakers might consider how Iran’s own efforts to influence the global policy debate on the Geneva process in its favor, how in reality, it did more to propagate perceptions on why it entered into negotiations.  Interestingly, a few changes in Iran’s approach may ameliorate the situation and may very well make the situation tolerable enough to allow reaching an agreement to become the main focus of all parties.

Khamenei’s frustration over worldwide perceptions that Iran was forced into the Geneva process is almost palpable.  Khamenei saw Iran’s decision to enter the Geneva process purely from a position of strength as a regional power.  Such power was the basis of equality.  Viewing its entry into the Geneva process from a perceived position of strength Khamenei has made statements such as: “We had announced previously that on certain issues, if we feel it is expedient, we would negotiate with the Satan [US] to deter its evil.”  When it began the talks, Khamenei and Iranian policymakers believed an agreement favorable to Iran’s interests would be rapidly constructed.  Among experts and advisers on foreign and defense policy in Tehran, the accepted view was that US had become disinterested in the Middle East as events and issues in the region do not align with US President Barack Obama’s new vision of its national interest.  The failure of the US to respond militarily to Syrian President Bashar al-Assad’s use of chemical weapons, despite red-lines, is a reaction to the trauma of its interventions in Iraq and Afghanistan.  Moreover, they viewed US President Barack Obama as analytical and frail, lacking the will to fight.  They asserted that Obama would unlikely be predisposed toward declaring war on Iran regardless of how they might proceed appears to have become dogma among political and religious hardliners and in the Iranian Revolutionary Guards Corps (IRGC).  It has compelled many Iranian officials, IRGC commanders in particular, to publicly deride the US government as being indecisive and predict it would be pliant to Iran’s demands at Geneva.

Khamenei and Iranian officials saw Iran moving in the opposite direction of the US, gaining power and becoming the driving force in the Middle East.  Khamenei stated:  “a regional power [Iran] has emerged which has not been brought to its knees despite various political, economic, security, and propaganda pressures.”  He further stated that “this major power [Iran] has influenced regional nations.”  Iran’s recent record indeed includes a number of bold and decisive actions in the region.  According to the January 13th, New York Times article, Iran has been sought to influence events just about everywhere in the region.  In Syria, Iran has deployed significant numbers of IRGC, Quds Force and regular Army forces.  It has sent an estimated 330 truckloads of arms and equipment to Syrian through Iraq to support the armed forces of Syrian President Bashar al-Assad’s regime.  An air corridor over Iraq has also emerged as a major supply route for Iran to send weapons, including rockets, anti-tank missiles, mortars, and rocket propelled grenades to Assad.  Iran armed, equipped, and enabled Hezbollah to join the fight in Syria.  Iran has also facilitated the deployment of Iraqi Shiite militiamen trained by the Quds Force to Damascus.  To further supplement the Syrian Armed Forces hundreds of Shiites in Yemen and Afghanistan have been recruited for combat duty in Syria.  In Yemen, the New York Times reports Iran’s Quds Force has supplied arms to Houthi rebels fighting government forces in the northern part of the country.  Iran smuggles weapons into Yemen on small boats which are difficult for Yemeni authority to track.  It is estimated that only 1 out of 10 Iranian boats that illegally come into Yemen among the thousands of commercial and fishing boats in the Persian Gulf.  In Bahrain, Iran has capitalized on ties established with Shiite groups back in the 1990s, including some that have carried out small-scale attacks on police.  Bahraini operatives are typically trained in Iran and operationally controlled by Bahraini opposition leaders there.

Understanding US Power in Tehran

Despite Khamenei’s own perceptions of Iran’s power relative to that of the US and its Western partners, the US has proved not to be as relaxed on matters as his foreign and defense policy experts and advisers led him to believe.  Advice coming as a result of the “group-think” displayed in Tehran on the capabilities and possibilities of the US did not serve Khamenei well.  As a nation, the US is certainly not a push over.  It remains a nuclear armed superpower, regardless of any perceptions about its leadership.  It has become very apparent that for Iran, acquiring significant sanctions relief through the talks would be difficult, if not impossible to realize, without significant change regarding Iran’s nuclear program.  Additionally, the focus of the US and its Western partners in the Geneva process was not what Iran was doing away from its nuclear program regionally.  That has been put aside.  The focus of Geneva is specifically Iran’s nuclear program and potential for developing nuclear weapons.  The talks are aimed at preventing nuclear war.  For that reason, the talks to a great degree concern the very survival of Iran in the face of US military power.

Distress caused by coming to this understanding of the situation has increased Khamenei’s frustration over hearing economic causation theories on Iran’s decision to negotiation in the global media.  Clear and convincing evidence has been presented that Iran’s oil revenue has been reduced and its other trade has been disrupted.  Nevertheless, Khamenei still publicly rejects this perception of weakness.  He recently declared, “Our enemies do not know the great Iranian nation.  They think that their imposed sanctions forced Iran to enter negotiations.  No, it is a wrong.”

Iran has made an effort promote its own positions and arguments on the Geneva negotiations as part of the worldwide policy debate on its nuclear program and the Geneva talks.  This activity has been especially noticeable online, in the social media.  (See greatcharlie.com September 3, 2013 post entitled, “Iran’s President Tweets Condemnation of Syria Chemical Attacks: Is Twitter Part of Rouhani’s Approach to the West?”)  Indeed, just as many other nations, Iran has sought to adapt to emerging trends on the social media with the hope they can way global opinion and improve the nation’s public image as well.  However, perhaps its was not fully understood at the time the decision to engage in such activity was made that use of this type of eDiplomacy (via Twitter, Facebook, YouTube, the blogishere, and other means) can create difficulties.  The real threat to national governments with an online presence or even in print, radio, and television media is the foreign and defense policy pundit.  Iran fell prey to endless numbers of pundits worldwide.

Iran’s Lost Cause Against the Pundits

The Oxford English Dictionary defines pundit as an expert in a particular subject or field who is frequently called on to give views about it to the public.  In the US, they are typically former government officials, political leaders and political operatives, think tank scholars, and academics allegedly with official access, particularly in Washington, DC.  Pundits respond to issues as they arise.  The serious foreign and defense policy observers among them will typically focusing on their areas of expertise.  Ideally, pundits will fill in information gaps to help an audience better understand an issue, policies, decisions, and actions taking place.  They may provide constructive criticism, “reality therapy,” and perhaps thinking that is outside of the box based on good judgment.  In this manner, pundits can make very valuable contributions to the foreign and defense policy debate.  (It is hoped visitors feel greatcharlie.com falls into that honorable category of punditry.)  However, there are also those pundits whose responses come in the form of trenchant criticisms of policies and decisions, pointing more to what is wrong than explaining how things could be improved.  Pundits are not journalists.  While they operate in the same sphere, they do so using different “standards.”  Some paraphrase and misquote to the extent that they occasionally create false impressions within the media of what was stated by an official.  This is made easier by use of sound bites and clips of official presentations.

Pundits respond to official statements on all issues that may arise.  Pundits, great and small, popular and unknown, are commenting on official statements and reports on such a rapid and immeasurable scale that even when corrections and misquotes are acknowledged such efforts to repair mistakes are obviated by new urgent and important issues.  Moreover, whenever official provide statements or attempts are made at leaking information through “trial balloons” and unofficial statements, in the end they are made in the pundits’ court: the media.  How those presentations eventually reach the public will be shaped by pundits responses, which some pundits often allege are gleaned from their own official sources.  The media is the pundits’ court, and within it, they cannot be defeated.  Whenever officials attempt to set the record straight by offering rebuttals or rebuffing such commentaries by pundits, their statements may drown among the thousands of commentaries on the blogisphere or may be met by an additional roundla of harsh remarks.  Interestingly, an effort by officials to engage a pundit in a debate in the media over a commentary, the pundit’s visibility and standing is elevated.

Grabbing the attention of an audience is most important in all media.  As a blog, greatcharlie.com, itself, is very interested in the number of visitors and views it receives on a given day, week, or month on its site.  While it would be better if blogs were sought out for their veracity and insights they present, attention is generally given to the ones that are more interesting or intriguing.  More often, those commentaries lack depth, and will more likely be unfriendly.  The more acceptable a negative view might be regarding a particular issue, the more likely this will be the case.  This has been one of Iran’s problems.  While Iran sought to promote its positions and arguments in the media, attempting to cope with popular pundits, who feel they should be hostile to its official statements, has proven to be a failed exercise.  Khamenei once expressed the hope that what he perceived to be an anti-Iran publicity campaign by the US would backfire and lead to its own global isolation.  However, that will unlikely be the case.  Among those people interested in foreign and defense policy worldwide, very few would ever take the position that Iran was equal or stronger than the US and its Western partners.  Far more people worldwide might accept more negative perspectives of Iran, due to security and economic concerns or ethno-religious and nationalist reasons.  The fact that the Geneva process is primarily referred to worldwide as the Geneva nuclear talks, which is how the US and its Western partners view the process, and not the Geneva talks on economic sanctions, as Khamenei and Iranian officials might view it, is an indicator of the perspective from which the global media has viewed the situation.

Assessment

As the supreme leader, it is understandable that worldwide perceptions of Iran would matter greatly to Khamenei.  Further, he was correct when he stated an enmity exists between Iran and the US.  Until the talks began, relations were uncongenial.  Yet, what is most important regarding the Geneva nuclear talks is what is said at the negotiation table and not what is stated in the media.  Boasts and declarations, the strong suit of the pundit, are of no value in the process.  Pragmatic thinking is required of all parties to the negotiation on this matter.

The quality of the agreement reached naturally should far outweigh concerns over what pundits far away from the negotiating table might argue.  An agreement, negotiated with the idea of equality among the parties at the table, that is respectful of the interests of all parties, that all feel is sustainable, and will preclude all from considering military solutions to the matters in discussion, will ensure peace.  This is the concept that should drive forward the Geneva process among all parties.

Putin Vows to Annihilate Terrorists, But Until the Winter Olympics Are Over, Other Steps Must Suffice

For Russian President Vladimir Putin, the 2014 Winter Olympics Games in Sochi will provide an excellent opportunity to showcase his resurgent Russia in the best light possible.  However, much has happened to prevent that goal from being achieved. Within Russia, concerns have mounted over the cost for hosting the Olympic Games, with some estimates stating it has surpassed $50 billion.  Outside of Russia, there has been a significant, negative reaction to Putin signing a law in June 2013, banning “propaganda of nontraditional sexual relations” and imposing fines on those holding gay pride rallies.   Several world leaders have responded by declining to attend the Games, including US President Barack Obama, whose relationship with Putin remains less than congenial.  However, both in Russia and worldwide, all with interest in the Games, are concerned with security at the event given the most recent terrorist attacks in Volgograd, some 690 km northeast of the Sochi Olympic Park.  Of all of the issues that have arose, Putin has been most responsive to the attacks.  In his televised New Year address, Putin stated, “We will confidently, fiercely and consistently continue the fight against terrorists until their complete annihilation.”  For the Russian people, any statement less forceful than that from Putin would have been unexpected and unacceptable.  There is an issue, however, over the degree to which Putin will actually retaliate for the attacks.  Moreover, it is uncertain that any action against the terrorist group allegedly responsible will prevent new attacks before or during the Games.  Perhaps a key factor in the organization of a significant response by the Russian government is timing.

There were two terrorist attacks in Volgograd in December 2013.  On December 29th, a suicide bomber detonated explosives inside a crowded railway station, killing at least 17 and wounding many others.  On December 30th, another bomber detonated explosives on an electric trolleybus, killing 14 and critically wounding several more.  An Investigative Committee spokesperson stated identical explosives were used in both bombings, establishing a link between them.  The attacks in Volgograd came on top of a number of other terrorist enumerated by the Russian law enforcement officials in the North Caucasus Federal District and the Southern Federal District.  Volgograd was also targeted in October 2013 when a suspected female suicide bomber killed six people on a bus.  While nobody claimed responsibility for the December attacks either through a message or manifesto to authorities, the violence underscored Russia’s vulnerability to insurgents more than a decade after it drove separatists from power in the North Caucasus province of Chechnya during Putin’s first term.  The insurgents suspected, from the group Imarat Kavkaz (Caucasus Emirate), say they are fighting to carve an Islamic state out known as the Chechen Republic of Ichkeria from a swath of southern Russia that includes Sochi.  In a video posted online in July, the group’s Chechen-born leader, Doku Umarov, called for “maximum force” to prevent Russia from staging the Games.

While the Games will go on as planned and nations will send their teams to compete, the Volgograd attacks have still had a strong effect on the psyche of the Russian people and on Putin himself.  Given the increased sense of patriotism and nationalism found among the Russian people, most are proud of the fact the Games are being held in Russia and are hoping for a successful event.  However, those hopes have been moderated by fears that more attacks will occur before the Games start.  They are relying on Putin’s reputation for being a strong leader and very capable of responding firmly on security issues.  They are relying upon him to guarantee the Games will be a glorious occasion for them.  Putin, himself, is certainly unintimidated by terrorists from Russia or anywhere else.  However, having dedicated a great amount of government resources, especially from the security services, to the Games, and being fully aware of his reputation as a strong leader, for Putin, the attacks were a personal affront.  The attacks appear to discredit his effort to prove Russia is on the rise again and suffering the fate of lesser states.  For that, he will be unforgiving.  With the leaders of other world powers absent, at Sochi, Putin would have the spotlight to himself on the world stage.   What a tragic figure Putin would be, if he had to stand alone at the Olympic Park, explaining a devastating terrorist attack.

Under the circumstances, Putin must thoroughly respond to the attacks.  To some degree, the security services have acted.  When cars, stores, homes, and marketplaces are bombed, Russian Interior Ministry (MVD) and Federal Security Service (FSB) troops surround the homes of suspected militants and pull them out for arrest.  It has been said that those troops have bombed homes when relatives have refused to turn suspects over.  After the Volgograd attacks, 4000 policemen were dispatched to Volgograd, placing over 5,200 on the ground for what Russian authorities called an “Anti-Terrorism Whirlwind.”  Over 1,500 buildings were searched and more than 1,000 people were searched.  Several dozen have been detained for resisting arrests for not having documents allowing them to carry weapons.  The internal troops (VV) of the Ministry of Interior have already been heavily engaged in operations in North Caucasus.  Those VV units that genuinely conduct operations are from the ten Independent Special Designation Brigades (OBrON).  These specialized forces fight local rebels and control protests.  The short-term, specific operations OBrON carry out differentiate the VV forces from the regular army, which is trained and equipped to fight long-term conflicts.  Such services provided by the VV are not without cost.  Whenever people have been arrested and interrogated, policemen are often killed in retaliation.

Putin is dedicated to preventing any further terrorist attacks.  It is uncertain that any response against the group allegedly responsible will prevent future attacks before or during the Games.  The raids undertaken, although significant, were not as robust as might have been expected given the likely desperation and paranoia felt among security service officials over a possible Sochi attack.  However, federal district wide, large scale operations weeks before the Games will mar them, and erase any impression that Sochi is safe to visit.  Putin’s entire investment of Russia’s resources would be wasted.  Moreover, a full-scale attack upon terrorist groups now may lead to a full-scale nihilistic response from them.  That type of conflict, regardless of whether Russian authorities might destroy the terrorist groups in the process, could lead to a drastic decision by the International Olympic Committee to cancel, postpone, or relocate the Games.

It is very likely sophisticated technical means to monitor the movements and activities of individuals and groups, likely to engage in terrorist acts, has been on-going.  Hitting those groups may disrupt those monitoring efforts, by destroying leads before they yield their potential. That would be counter-intuitive.  Losing lines into to those groups now would create major security problems.  (If the attackers in Volgograd were completely off the radar, that likely created a conundrum for Russian security officials.  The attackers operations would have been pre-planned.  They would have been set up to move independently on specific dates, times, and locations without the communication of orders.  To defeat such attacks, anti-terrorism efforts must peak just before the Games begin and remain heightened until they end to defeat lone operatives.)

A better time for the security services to strike against suspected terrorist groups would be just days before the opening ceremonies or during Sochi.  Communications must be destroyed or disrupted.  There must be confusion and chaos within the leadership.  The groups must stand rudderless.  The strikes must be of sufficent strength to prevent the groups from resurrecting themselves enough to conduct any operations during the Games.  Strikes of this nature would likely be executed swiftly and covertly against terrorist elements being monitored.  Very capable special service troops would most likely be called upon to carry out such a task.  Of the many special service groups established in Russia, the most well-known and respected are Directorate “A” of the FSB Special Purpose Center (Alpha Group) and Directorate V of the FSB Special Purpose Center (Vympel).  Alpha Group, an elite stand alone sub unit of Russia’s special services, is a dedicated counter-terrorism task force of the FSB.  It primarily prevents and responds to violent acts in public transportation and buildings.  Vympel is officially tasked with protecting Russia’s strategic installations, however it is also available for extended police duties, paramilitary applications, and covert operations in Russia or abroad.  The profile and capabilities of both units have increased, and they have taken over and consolidated roles and personnel from other organizations.  During the Soviet era, Alpha Group acquired a reputation for using ruthless methods in response to terrorist acts.  In Hezbollah: The Global Footprint of Lebanon’s Party of God (Georgetown University Press, 2013),  Matthew Levitt recounts different versions of how Soviet authorities used Alpha Group in response to the 1985 kidnappings of four Soviet diplomats in Beirut, Lebanon.  After one of the Soviet hostages was shot and dumped near a stadium in West Beirut, Alpha Group sought the help of Druze informants to identify the kidnappers, their clans, and their families. One account has Alpha Group kidnapping a relative of the hostage taking organization, cutting off his ear, and sending it to his family.  In another account, Alpha Group abducted one of the kidnapper’s brothers and sent two of his fingers home to his family in separate envelopes.  A third version has Alpha Group kidnapping a dozen individuals tied to the kidnapping group, one of them being a relative of its leader. The relative was castrated, shot in head, had his testicles stuffed in his mouth, and shipped to the group with a letter promising a similar fate for the eleven other captives if the Soviet hostages were not released.  That same evening, the three diplomats, in bad condition, appeared at the gates of the Soviet embassy.

There is also the possibility that Russian authorities may utilize their most capable assets in response to the terrorist attacks.  In his book Russian Security and Paramilitary Forces Since 1991 (Osprey, 2013), Mark Galeotti of NYU’s Center for Global Affairs discusses Zaslon (Barrier), a special services group not officially recognized by the Russian government.  Zaslon personnel are said to be former spetsnaz troops and serve under the sole command of Foreign Intelligence Service (SVR) headquarters in Yasenevo, on the outskirts of Moscow.  Galeotti explains that Zaslon has been linked with everything from assassinations abroad to gathering up documents and technology that the Russian government did not want the US to seize when Baghdad fell.  In Syria, Galeotti suspects Zaslon may be providing additional support for Russian military and diplomatic personnel, and would likely be ordered to extract people, documents, or technologies Russia would not want to share if Syrian President Bashar al-Assad’s regime began to collapse.  As part of Putin’s full court press on security for Sochi, Zaslon has likely already been included among those special services units called in to provide both anti-terrorism and counter-terrorism capabilities.  An outstanding scholar at the University of Utrecht, Ralph Ladestein, shared a picture with greatcharlie.com in November 2013 that, as he explained, showed Russian special service troops in Syria.  The picture is below.

By the end of the Games, it is possible that so much information will have been gathered as a result of the concentration of security resources to the anti-terrorism effort that new, more effective operations against terrorist groups could simply be conducted by MVD and FSB.  Necessity could lead to the consideration of innovative approaches toward blunting the capabilities of the terrorists perhaps by using precision strikes with military firepower and directed attacks by special service troops.  Some new ideas may come as a result of Russian security officials working closely with foreign security officials from participating states.  After examining the situation in the North Caucasus, those foreign security officials may likely offer suggestions on how lessons from their own experiences in counter-terrorism to could be applied to reduce or defeat any security threats.  Additionally, with the Games over, Putin will have the flexibility to respond to the terrorists on a far larger scale if he chooses

If after the closing ceremonies, Sochi is known for being the Black Sea resort on the edge of the Caucasus Mountain range where the 2014 Winter Olympic Games were superbly organized, the Russian people will be very satisfied.  If after the Games, an impressed world audience has a sense that Russia is a world power on the rise again, with great capabilities and possibilities, Putin would be elated.  However, if a terrorist attack is attempted or successfully carried out in Sochi, for Russia, it will be a disaster.  Russia will be viewed as a questionable choice by the International Olympic Committee for the Games and the country’s reputation for being stifled by authoritarianism, insecurity and uncertainty will endure.

Despite personal or political views of Putin and his decisions regarding the Winter Olympic Games, no one should have any interest in seeing Sochi struck by a terrorist attack.  Anti-terrorism and counter-terrorism by the Russian security services should be supported by all states, including the US.  While security officials of the US, EU, and other countries may liaise and provide some assistance, everything possible should be done to prevent an attack, including the supply of personnel and technical resources.  A secure and successful event would not only be in Russia’s interest, but also the transnational interest.

US Backs Off Syria Strike for More Talk, and Prolonged “Peaceful Coexistence” with Rogue Islamic Militants

As reported in a September 15, 2013, Wall Street Journal article entitled “US Backs Off Syria Strike for More Talk,” the Obama administration took two steps back from its push for a prompt attack on Syria, allowing several weeks more for diplomacy on eliminating Syrian chemical weapons.  The reversals on September 13th came after a week that began with US President Barack Obama insisting that the US Congress urgently approve military action.  The Obama administration turned to a Russian diplomatic proposal that was actually suggested offhandedly by US Secretary of State John Kerry while answering a journalist’s question on the possibility of military action being halted.  Under the proposal, Syrian President Bashar al-Assad’s ability to execute chemical attacks would be degraded over a period of time, without strikes.  Yet, despite this diplomatic activity, the US made it clear, according to the Wall Street Journal, that military strikes, using an international coalition, and not the UN, were still very possible and any effort to stall the chemical weapons elimination process would not be acceptable.  US officials also explained that there was also hope that through this diplomatic process, Kerry, the masterful statesman, and Russian Foreign Minister Sergei Lavrov, his sparring partner, would be able to rekindle efforts to hold an international peace conference on Syria, bringing together the Assad regime and the Syrian opposition in Geneva in an effort to establish a transitional government in Damascus.  .

However, despite the importance of these recent events, there is a crucial matter, not referenced in talks between Kerry and Lavrov: the Islamic militant presence in Syria.  Members of the US Congress gave great consideration to the issue during their deliberations on US military action in Syria.  Islamic militant factions, laden with foreign fighters, truly represent a threat to security and stability in Syria and internationally.  Anxious to garner as much support as possible from his former Congressional colleagues for immediate military strikes, when asked about the strength of the Islamic militant presence in the Syrian opposition forces, Kerry brushed off the issue of their presence in Syria as exaggerated.  Yet, even under Kerry’s assessments of the Islamic militant presence, it is clear that their numbers are significant, and they continue to grow exponentially daily.  Unlike the secular groups and moderate Islamists in the Syrian opposition, it is inconceivable that the Islamic militants’ would cease their struggle, particularly that of the foreign fighters, under any peace agreement with the Assad regime allowing for a transitional government.  The Islamic militants’ goals were never compatible with the Syrian opposition leadership’s concepts and intent.  While mainstream Free Syrian Army are directed at creating the basis for a transition to a democratic style government in Damascus for all Syrians, Islamic militant factions seek to create a separate Islamic state on Syrian territory, under Sharia law.  Clashes between moderate, secular opposition groups and the Islamic militant factions have become commonplace.  Atrocities are as likely to be committed against other opposition fighters and innocent Syrian civilians by Islamic militants, as Syrian military personnel or regime supporters.  Unless an appropriate response is formulated and readied for implementation now or in the aftermath of the signing of a peace agreement, negotiators from the US and Russia will saddle Syria for the moment, or under a potential transitional government, with the scourge of the rogue Islamic militants.  Unchecked, the Islamic militants would continue to pour into Syria, and establish a launch pad to create ferment in Syria, its region, and beyond.  Examining the situation, two options for coping with the Islamic militants emerge: peaceful coexistence through negotiation and elimination through military action.  The review of each will result in the emergence of one that would best serve US, Western, and regional interests, and especially the interests of the Syrian people.

Kerry’s Assessment of the Islamic Militant Presence

As reported in a September 5, 2013, Reuters article entitled “Kerry Portrait of Syria Rebels at Odds with Intelligence Reports,” at Congressional hearings in early September, Kerry provided an assessment on Islamic militant factions among Syrian opposition forces that US and allied intelligence sources and private experts on the Syrian conflict suggest was optimistic.  Kerry asserted before Congress that the armed opposition to Syrian President Bashar al-Assad “has increasingly become more defined by its moderation, more defined by the breadth of its membership, and more defined by its adherence to some, you know, democratic process and to an all-inclusive, minority-protecting constitution.  He reportedly told the Senate Foreign Relations Committee on September 3rd that “the opposition is getting stronger by the day.”   Representative Michael McCaul, a Texas Republican, challenged Kerry’s assertions at the House Foreign Affairs Committee on September 4th.  McCaul told Kerry: “Who are the rebel forces? Who are they? I ask that in my briefings all the time.” McCaul then explained, “And every time I get briefed on this it gets worse and worse, because the majority now of these rebel forces – and I say majority now – are radical Islamists pouring in from all over the world.”  Kerry replied: “I just don’t agree that a majority are al-Qaida and the bad guys. That’s not true. There are about 70,000 to 100,000 oppositionists . . . Maybe 15 percent to 25 percent might be in one group or another who are what we would deem to be bad guys.”  Kerry went on to explain, “There is a real moderate opposition that exists. General Idriss is running the military arm of that,” referring to General Salim Idriss, Commander in Chief of the Supreme Military Council, the Syrian opposition’s military-wing and commander of the Free Syrian Army. Kerry reported that increasingly, Saudi Arabia and other Gulf states are funneling assistance through Idriss.  This was a key point as prior, Arab states made deliveries of arms, supplies, and money directly to their main beneficiaries in the field, Islamic militant factions (Please see July 18, 2013 greatcharlie.com post “Obama Emphasizes US Commitment to Syrian Rebels in Saudi Call, But He Can Still Change His Mind.”) 

Looking at US, EU, and NATO intelligence assessments of the Free Syrian Army to date in its September 5th article, Reuters interviewed a US official who explained, under the condition of anonymity, that “Most of the groups battling against Assad are composed of Islamist fighters, but only a small minority could accurately be characterized as extremist.”  However, a second official, who also asked not to be named, explained that moderate opposition fighters appear to have lost strength rather than gained it in recent months. Due to their relative lack of weapons and organization, they are beginning to make alliances with better-armed Islamic radicals, whom they see pursuing more effective actions against Assad’s forces, the official said.  A European security official with experience in the region revealed to Reuters that more moderate rebel factions predominate in the east of Syria and along its southern border with Jordan but have largely devolved into “gangs” whose leaders are more interested in operating local rackets and enriching themselves than in forming a larger alliance that could more effectively oppose Assad’s government.  Joshua Foust, a former US intelligence analyst who now writes about foreign policy, told Reuters, “I’ve heard that there are moderate groups out there we could, in theory, support.”  Foust went on to state, “But I’ve heard from those same people and my own contacts within (US intelligence) that the scary people are displacing more and more moderate groups. Basically, the jihadists are setting up governance and community councils while the moderates exhaust themselves doing the heavy fighting.”

Realities of the Islamic Militant Presence

In early 2012, many Islamic militant factions, particularly the Salafist/Jihaddis, were operating underground in Syria.  Two years of arms and support flowing into opposition forces from Arab states has allowed for the growth of Salafist/Jihaddi factions in Syria.  The Islamic State of Iraq and Al-Sham (Syria), was active on the ground in Syria under the auspices of their parent group the Islamic State of Iraq (Al-Qaida in Iraq) for years prior to the civil war.  Ever since the formation of Islamic State of Iraq, itself, the eastern region of Syria—bordering the Al-Anbar Province of Iraq—has been a hot spot for Al-Qaida activity.  The Al-Nusra Front, a mostly Syrian organization, is considered an off-shoot of The Islamic State of Iraq and Al-Sham, and also Al-Qaida affiliated.  The Islamic State of Iraq and Al-Sham and the Al-Nusra Front have been a driving force in the Free Syrian Army.  For the balance of the civil war, Al-Nusra Front has led Free Syrian Army assaults on key installations, air defense bases, and coastal and highway routes.  They have also been responsible for the bulk of the suicide attacks in civilian areas and assassinations of key officials in the Assad regime.  They have become the best equipped, best-organized, and best-financed faction of the Free Syrian Army.  Yet, they are now known best by their rogue acts.   Several news organizations have been covering the Syrian civil war from its start.  There are journalists in nearly each one who have observed or recorded members of Islamic militant factions abuse and kill captured Syrian military personnel or suspected Assad regime supporters.  Some of their stories and recordings have been recently released.  The front page of the September 5, 2013 edition of the New York Times included a photo of Syrian Army prisoners being prepared for execution by Islamic militant rebels.  This horrific scene brings home grave realities about the situation in Syria regarding the Free Syrian Army and the Syrian opposition’s war on Assad.  Nothing the Islamic militant factions have stated or done in Syria would indicate they have a remote interest in working constructively within the Syrian National coalition in reaching the country’s  transition toward a democratic form of government.  Their plan to create an Islamic mini-state is already underway. 

Deadly clashes have raged between the mainstream fighters of the Free Syrian Army and Islamic militants while also at war with Assad regime forces.  The fighting is viewed by intelligence and analysts and experts as a parallel struggle for Syria’s future.  In the greatcharlie.com post of July 11th, entitled, “Opposition in Syria continues to Fracture, Yet This May Create a New Option for Its Allies,” pointed to a July 8,, 2013, New York Times article detailing how Islamist brigade of Ahrar Al-Sham, along with Al-Nusra Front fighters, ejected a mainstream Free Syrian Army unit, the Farouq brigade, from town of Raqqa.  The Islamic militants accused the Farouq brigade of having hoarded arms and refused to go to the aid of allies during the Qusayr battle.  They also alleged that some of its members of consorting with women and drinking wine. In the most recent violent incident, in Dana, members of an extremist Islamic militant faction were accused of beheading two rival fighters and leaving their heads beside a can near the town square. On July 2, 2013, the BBC confirmed Islamic militants killed a popular Catholic priest in the convent of the town of Ghassaniya.  The priest had fled to the convent after his monastery, Saint Simon, was bombed by Islamic militants. In Aleppo and Idlib provinces, Al-Qaida affiliated Islamic militant units were accused of trying to monopolize wheat and fuel supplies creating even greater shortages for residents.  Throughout towns and villages under Free Syrian Army control, Islamic militants have attempted to impose their strict conception of Islamic law, sometimes even carrying out summary public executions.  This has created popular resentment against them among average Syrians.  Since that time, Islamic militant factions have continued to abuse and kill Syrian citizens, and intensified their attacks upon mainstream Free Syrian Army groups and Kurdish groups.  Popular secular Free Syrian Army commanders and fighters have been murdered by their so-called allies.  So egregious have been the acts of the foreign fighters of the Islamic State of Iraq and Al-Sham against Syrian citizens, who did not support the regime, that the Syrians of the Al-Nusra Front, themselves, became perturbed and expressed displeasure over the foreign fighters announced plans to create their own Islamic state on Syrian territory. 

Significant numbers of Islamic militants continue to pour into Syria.  Pakistani Taliban have set up a base in Syria, to assess the needs of the jihad in Syria, and work out joint operations with Islamic militant factions present.  Pakistani Taliban bases were allegedly set up with the assistance of former Afghan mujahedeen of Middle Eastern origin that have moved to Syria in recent years.  The cell has the approval of militant factions both within and outside of Tehrik-e-Taliban Pakistan, an umbrella organization of militant groups fighting Pakistani government forces.  In the past, Islamic militant fighters from Pakistan fought in the Balkans and Central Asia.  Between 1992 and 1995, the group Harkatul Mujahedeen sent a large number of fighters to Bosnia to support the Army of Bosnia and Herzegovina.  Between 1988 and 1994, Pakistan and Afghan Taliban fought in Nagorno-Karabakh on the side of Azerbaijan against Armenian forces.  As long as Islamic militants continue to pour into Syria, their numbers and capabilities will reach a point where the mainstream forces would no longer be able to contend with them.  Back in May 2013, the Russian Federal Security Service revealed that it was aware that 200 Russian and European fighters had joined the Free Syrian Army in May.  By June 2013, at a conference in St. Petersburg, Russian President Vladimir Putin indicated the number of Russians and Europeans in the Free Syrian Army’s ranks had reached 600. 

Option 1: Peaceful Coexistence with Islamic Militant Factions Through “Negotiations”

As it was their goal in Syria, Islamic militant factions, may still seek to create an Islamic mini-state in Syria after the civil war.  However, the creation of a separate state with separate laws for some Syrians, trapped in, would have to live by, would be an anathema to everything the Syrian opposition struggled for in the civil war.  It would be a bitter reminder to the Syrian opposition of its failure to create a free and democratic Syria for all Syrians.  Such a state would create fears, not only in Damascus, but in other capitals of the region, that an Islamic militant mini-state would become a launch pad for relentless attacks against them.  Those nearby states include Israel, Iraq, Lebanon, Jordan, and Turkey.  Leaders of the Syrian National Council, the political-wing of the opposition movement have found it difficult to communicate with representatives of Islamic militant factions.  Communicating with the Islamic militant groups in the field on occasion has proven to be daunting.  A number of secular Free Syrian Army commanders and fighters were killed attempting to make contact with Islamic militant factions.  If an agreement is reached on Syria and it requires them to leave its territory, Islamic militant factions must comply.  Ostensibly, an effort could be made to provide Islamic militant factions notice of their disposition in Syria under the authority of a transitional government.  They would also need to be given official notice to leave Syria.  This information could be communicated to representatives of their organizations by the Syrian National Council, leaders of the Supreme Military Council.  If that were to fail, diplomats from Arab states that have been the primary benefactors for the Islamic militant units such as Qatar, Saudi Arabia, and Kuwait, could present notice to the Islamic militants.  Those countries might have some leverage as the funding stream for the Islamic militants.  However, the Islamic militants may be unwilling to respond.  It would be easy enough for them to recognize the relative strength of their position against the transitional government. 

The best case scenario would be similar to that of the foreign fighters present in Bosnia after the war.  The Dayton Peace Agreement ending the war required foreign fighters to leave Bosnia.  This demand was communicated to Islamic militant factions in Bosnia through the President of Bosnia and Herzegovina, Alijah Izetbegovic, and his government.  It was enforced by the robust 60,000 member NATO force, I-FOR, that entered Bosnia immediately after the peace agreement was signed.  However, many of the Islamic militants remained in Bosnia and were welcomed by Bosnia’s Muslim community to do so.  They married Bosnian women and became part of the society.  Unlike Bosnia, there is little chance any community in Syria would want the Islamic militants present.  The experiences of Syrian civilians with Islamic militant foreign fighters have been quite different from those of the Bosnians.  Iranian Revolutionary Guards Corps units, Quds Force members, and Ministry of Intelligence and Security officers left Bosnia when the war ended.  Yet, some Iranian troops who fought in the Bosnian War remained. Welcomed more warmly into the Bosnian Muslim community than any other group of foreigners, they also married Bosnian women and usually joined the Army of Bosnia and Herzegovina.  Hezbollah completely evacuated Bosnia when requested to do so.  As in Bosnia, fighters for Hezbollah would likely rapidly leave Syria and return to Lebanon.  Unlike the Islamic militant factions opposing the Assad regime, Hezbollah’s military-wing would be fairly easy to communicate with, either through Iran, its political leadership in Syria and Lebanon, and the Assad regime, through the Russians. 

If Islamic militant factions were to comply with an order to leave Syria through a peace agreement, it is difficult to imagine where they would go.  It is difficult to picture how their demobilization would be enforced.  It is also difficult to envision how they would arrange transport anywhere given their numbers.  Although Kerry’s assessment of the size and strength of the Islamic militants was at 15 percent to 25 percent, that would still put their number in the tens of thousands.  Further, essentially every Western intelligence organization has assessed they are growing in size and capability.  Conceivably, they might charge into Iraq, Lebanon, Jordan, or Turkey, but their presence would not be tolerated in any of those states.  They could possibly leave the Levant and travel to the heart of the Middle East, Southwestern Asia, South Asia, and North Africa, the Horn of Africa, Southeastern Europe, Western Europe, or Southern Russia!  Yet, transportation would remain an issue, and it would still be difficult to find any country in those regions that would be interested in having them.  They would pose immigration and security issues wherever they went.

Option 2: Confronting Islamic Militant Factions During the War or Afterward

In a July 20th, New York Times article, David Shedd, deputy director of the Defense Intelligence Agency, and 31-year intelligence veteran suggested that in addition to strengthening the more secular groups of the fractious Syrian opposition, the West would have to directly confront more radical Islamist elements, although he did not say how that could be accomplished.  He noted that left unchecked, they will become bigger,” Shedd further stated, according to the New York Times article that “Over the last two years they’ve grown in size, they’ve grown in capability, and ruthlessly have grown in effectiveness.”  Eventually, the Islamic militants would need to be confronted.  It is unlikely that a transitional government would have sufficient military power to eject the Islamic militants from Syria.  As was also explained on greatcharlie.com in its July 11, 2013 post “Opposition in Syria continues to Fracture, Yet This May Create a New Option for Its Allies,” the Obama administration would need to do more than meet its promise to arm the Free Syrian Army with weapons and ammunition.  Only by intervening, covertly if necessary, on the side of mainstream Free Syrian Army groups against Islamic militant factions would mainstream opposition forces have a chance, during the war, of being positioned to defeat Assad’s forces.  Taking this step would put the US in a position to do much more on behalf of the Free Syrian Army and eventually, a transitional Syrian government.

If a prospective peace agreement in Syria required Islamic militant factions, postwar, to join some grand coalition in the transitional government and abide by its authority or leave Syria, they might not join.  However, given their disposition, they would certainly refuse to go.  It is unlikely that a transitional government would be ready to promote their interest, force them to leave.  It might behoove the US, in support of the transitional government and its own interests, to assist the transitional government.  The US could announce internationally that the Islamic State of Iraq and Al-Sham, the Al-Nusra Front, and other rogue Islamic militant factions are not part of the Syrian opposition.  Indicating the degree of danger the Islamic militant factions posed to a secure and sustainable peace in Syria, the US could conduct an operation to destroy those organizations entirely as part of its Counterterrorism policy and in support of its Syria policy.  The US could potentially muster its Western allies, as well as Russia and Iran to support its efforts.  Assistance from Western allies, Russia and Iran could primarily include intelligence, however, operational assistance and personnel could also be requested.  The operation, executed by the US Joint Special Operations Command, would need to be quick, intense, and effective.  All Islamic militant groups hostile to the concept and intent of the Syrian opposition and the Friends of Syrian, and identified as having attacked mainstream Free Syrian Army fighters, would be identified and targeted for strike.  Units, arms, equipment, supply lines, communications, commanders, headquarters, and financial support would be targeted. All entry points for Islamic militants should be identified and placed under special reconnaissance and electronic surveillance.  Foreign fighters entering Syria must be targeted.  Islamic militant units must be completely destroyed.  Any foreign fighters later reaching Syria should not be able to find evidence that any Islamic militant factions ever existed there.

A US decision to eliminate the Islamic State of Iraq and Al-Sham, Al-Nusra Front the and other rogue Islamic militant organizations in Syria would likely please the Russians and Iranians.  If any cooperation on a counterterrorism effort could be established, there is a chance that step could further enhance joint diplomatic efforts between those countries on Syria.  Among many things, for Iran, such an effort would allow it to work alongside the US and Russia, as an equal partner, and act as a power player in its region.  For Russia, it would mean a resolution to the conflict, hopefully allowing it to pursue interests acceptable to the US in Syria.  For the US, it would mean establishing peace and stability in the region, placing Syria on the path toward transition to a democratic government, and perhaps opening the door to further cooperation with Russia and Iran on other issues.

Assessment

Moving and destroying Assad’s chemical weapons stockpile put the chemical weapons out of reach for Islamic militants in Syria.  However, it does not address the issue of their presence.  The current size and strength of Al-Qaida affiliated Islamic militant factions in Syria is considerable.  Allowing them to become a fixture in Syria would hobble a transitional Syrian government, and could lead to its eventual collapse. The US Congress has pressed the Obama administration regarding the Islamic militants.  Initially, Members of Congress, as well as legislators and officials in other Western capitals expressed concern that Western arms sent to Syria would fall into the hands of rogue Islamic militant factions, and their concerns were legitimate.  Concerns were so great in Britain that its Parliament refused to allow its forces to join the US in military action in response to the August 21st chemical weapons attacks.  Now is the time for the US Congress to urge the Obama administration to orient itself on coping with the Islamic militant problem.  True, Congress was grumpy toward President Obama’s approach to Syria, and perhaps should have been more supportive of the presidential authority.  Yet, conversely, President Obama should be responsive to the concerns of Members of Congress, as representatives of the American people, over the Islamic militant problem in Syria.  The White House should be able to recognize the urgency of this issue itself.

Negotiating with the Islamic militants could be attempted, but it is implausible to think results could be achieved with them through formal talks.  Only through military action, unilateral or multilateral, could the US relieve Syria of a barbaric Islamic militant threat.  A transitional Syrian government will not have the means to eject Islamic militants from sovereign Syrian territory.  The entire US effort in Syria hinges on how the US responds to the Islamic militant presence.  Syria could become a state hampered by disunity and conflict caused by Islamic militants, or transform into a state ready to become a positive and welcomed player on the world stage.  Through potential cooperation against rogue Islamic militant factions, the US, Russia, and Iran, the three states might create conditions that might facilitate greater cooperation on Syria among them.  They may urge parties to the conflict to find a peaceful solution to the civil war.  By working together to cope with the Islamic militant issue, the US, Russia, and Iran would take further steps forward together beyond the Syria issue, and establish a path toward real cooperation, possibly leading a resolution of the Iranian nuclear issue.
